Poverty Alleviation by China Association of Poverty Alleviation & Development

　　【Overview】 As of 2009, China Association of Poverty Alleviation & Development (CAPAD) had implemented in depth the instruction spirit of poverty alleviation of the Party Central Committee and State Council and done a lot of work to encourage and mobilize all circles of society to participate in poverty alleviation and development, and mobilize and guide the whole society to attach importance to and support poverty alleviation and development, making a positive contribution to guiding and pushing forward social forces to participate in poverty reduction.

　　【Publicity of “poverty alleviation and development models in China”】 On September 9, 2009, supported by LGOP, taking the opportunity of celebrating the 60th anniversary of the founding of New China, China Association of Poverty Alleviation & Development (CAPAD) carried out series of activities for the publicity of  “poverty alleviation and development models in China” and got the support from General Office of the Central Committee, General Office of the CCCPC and LGOP. During the awarding conference, the CPC Central Committee Political Bureau Standing Committee of the CPPCC National Committee Chairman Jia Qinglin, Vice Chairman of the CPPCC Du Qinglin and Huang Mengfu, former Vice Chairman of the CPPCC Qian Zhengying and LGOP Deputy Director-General Zheng Wenkai met with the representatives. Chairman Jia Qinglin, on behalf of the Central Committee and the State Council, delivered an important speech.

1. Introduced 73 progressive figures nationwide. They are generally rich and virtuous, sincerely serve society and help the poor not expecting a reward and advocate love and care of people's livelihood, including Chairman of Boyou Group Ding Shumiao, Chairman of Zhuhai Haley Ji Shaoxiong, North Car Specialist School Caozhen Feng, Chairman of Winalite International Chen Huaide, Chairman of Shaanxi Xingmao Jurassic Coal Industry Magnesium-Power Company Gao Naize, Chairman of Inner Mongolia Dongda Mongolia King Group Zhao Yongliang and Chairman and General Manager of Shanxi Changping Group Co., Ltd Chen Xiaozhong, General Manager of Anhui Shuijing Wangzi Winery Company Xu Li, who successively helped 215 needy children, Laiyuan "Green Home" principal Li Yunfeng, who provided assistance for more than 1,000 lonely and elderly people, children with disabilities and poor students, Zhou Yinzhu, who combated the disease to establish new villages, and Ma Huailan and her husband, who are advanced figures in poverty alleviation and development, etc.

2. The exhibitions with regard to progressive figures and exemplary deeds in poverty alleviation and development were itinerant around the country. With the enormous and specific guidance and assistance by the Central Propaganda Department, the Ministry of Culture, Ministry of Radio, Film and Television, LGOP, China Federation of Literary and Art Circles, All-China Federation of Industry and Commerce and CCTV, with the respective attendance of Vice Chairman of the CPPCC Bai Lichen, Deputy Secretary Tan Zhigang of the party leadership group of China Federation of Literary and Art Circles, LGOP directors Jiang Xiaohua and Si Shujie at Wangfujing, Taiyuan and Changzhi during the itinerant events, every venue of the exhibition was surrounded by magnificent, unprecedented moving scenes.

3. Itinerant exhibitions of exemplary figures and deeds have caused strong responses from all walks of life in society. More than 40 mainstream media including CCTV, Xinhua News Agency, the People’s Daily, the People's Political Consultative Conference Daily and People.com.cn have reported on the series events. Of these, the CCTV news broadcast a piece of news as long as 3 minutes, Shanxi TV aired a special coverage of 50 minutes, Xinhua News Agency published the news release, People and Sina broadcast the live events, and over 10,000 pieces of news have been written and reproduced on the events by all kinds of media inside and outside Beijing. During 10 days, the 4 events in Wangfujing Pedestrian Street, Taiyuan and Changzhi attracted nearly a million people to visit. Many stopped and studied before the statues, exhibition boards, calligraphy works and paintings, and were deeply moved by the progressive deeds of the exemplary figures who have been working on poverty alleviation and development. Nearly 10,000 people left messages on the Guest Book, including ordinary citizens, retired cadres, owners of private businesses who are among the first groups to become wealthy, primary and secondary students and even Buddhists. Some people attending the events who did not have time to leave messages even went all the way to the organizing committee office for comments. Even during the period of changing the venue after the closure of the previous exhibition, some people continued to call to leave a message, which have showed the support for the itinerant exhibitions, respect for the exemplary figures who have been working on the alleviation of poverty and development, and the concern with our country’s poverty-relief and development undertakings by the masses and all social sectors. Many private entrepreneurs were touched by the events and expressed their intention to make contributions to China’s cause of poverty alleviation and development. After getting the news of the establishment of the Culture and Poverty Alleviation Fund by China Association of Poverty Alleviation and Development, Wang Shijun, the President of Shanxi Fuxin Coal Industry Co., Ltd. and other private entrepreneurs have donated money and materials including more than 8 million Yuan in cash and materials valued at more than 6.5 million Yuan to the Fund, despite of the worst weather of blizzard in the 50 years and many difficulties such as transport inconveniences.

　　【Industrial anti-poverty project】 In 2008, jointly with National Development Bank and the Government of Shanxi Province, CAPAD provided development loans of 117 million Yuan for Changzhi City to solve the drinking water safety problem of 820,000 rural residents, which marked the achievements of industrial anti-poverty project and industrial anti-poverty project then became a long-term brand project of CAPAD for poverty alleviation innovation. To further promote the development of industrial anti-poverty project, through the study of the chairman meeting, approved by LGOP and the Ministry of Civil Affairs, the "Industrial Poverty Alleviation Committee of China Association of Poverty Alleviation & Development" was established.

　　【Poverty alleviation by education】In April 2007, the "Beifang Program for Seventy Million Yuan of Donations to Schools" of CAPAD and Beifang Auto Education Group was officially launched in Beijing. Beifang Auto Education Group donated 70 million Yuan to help 4000 young people with junior middle school education degree from poverty-stricken areas learn auto repair technology. In 2009, this program was expanded to cover all over China. Vice Chairman of China Association of Poverty Alleviation & Development Bo Xicheng headed Beijing Liuhexing Student Assistance Center to subsidize 8000 needy high school students in 16 impoverished counties of Shanxi and Hebei with relief funds of more than 68 million Yuan, making a contribution to poverty alleviation by education.  The donation activity of CAPAD to 100 needy college students in Changzhi of Shanxi was completed in 2009 after four years’ efforts. To commemorate the 17th "International Day for the Eradication of Poverty", the Association held in the hall of the CPPCC National Committee the launching ceremony of Ganquan Project and Warm Project. Ganquan Project was designed to install for free the water purification equipment donated by CAPAD in the schools with unqualified water in the central and western regions to make the water qualified for drinking. It will solve the safety drinking water problem of 1000 schools every year and a total of 5 million teachers and students will have access to safe drinking water through the project. The Warm Project was designed to provide qualified school uniforms to promote the health and quality education of the students in the central and western regions. In 2009, Jiangsu Fivedo Space Science and Technology Development Co., Ltd and other eight enterprises donated 100,000 sets of school uniforms to relevant poor schools. On November 1, 2009, the "Love Ashley, Warm Travel in China" Sunshine Project national public welfare donation activity sponsored by "China's poverty alleviation" magazine was successfully convened in the Great Hall of the People. This event will donate high-quality infant milk powder, stationery and sporting goods worth 16 million Yuan for a total of 330 poor primary schools in 32 provinces (municipalities, autonomous regions).

　　【Poverty alleviation by culture】 In order to strengthen the cultural poverty reduction, the publicity and education commission was established in 2008 and ten cultural anti-poverty projects were launched. In 2009, it set up a "Love Art Troupe of China Association of Poverty Alleviation and Development" was established, which injected new vitality into the cultural poverty alleviation. The large-scale theatrical performance - "In the Name of Warmness" based on the cases of Typical Figures was successively shown in Beijing, Taiyuan and Changzhi of Shanxi for seven times. Through the outstanding performance of Qu Xuanhe, Song Zuying, Tan Jing, Yan Weiwen, Zhao Dadi, Wang Lida, Sun Liying, Liu Jihong and many other stars on the portrait show of typical characters, ten thousands of audience were deeply moved and personally felt the return of the spirit of Yan'an forum on literature and art. CAPAD Painting and Calligraphy Institute mobilized and organized calligraphers and painters to create more than 300 pieces of works of art, which played an active role in comprehensive publicizing the typical figures.

　　【Rural poverty alleviation projects through informationization】 In order to implement the instruction of General Secretary Hu Jintao on "anti-poverty fund and technology information service", on October 17, 2008, China Association of Poverty Alleviation and Development held in Beijing the "Forum on Poverty Alleviation through Informationization in Rural China" jointly with China Zhi Gong Party Central Committee and they jointly sponsored the advocacy activity of "donating one Yuan to help the poor" to mobilize each citizen to donate one Yuan on October 17 -  the "International Day for the Eradication of Poverty", aiming to build a rural informationization "highway" with joint efforts, help farmers enter into the Internet era and improve China's poor rural backwardness, thus narrowing the urban-rural gap. This is a new experiment for the association to mobilize democratic parties to participate in poverty reduction. In 2009, it successively increased efforts on the construction of demonstration zones –Wuyishan Model and Lantian Model. The former aroused the attention of the central government leaders and the wide attention of society, and successively won the "China's Government Information Management Innovation Award", "National Model County (City) for Informationization in New Rural Areas", etc. Village-help Project was included as a case in the "Treasure Chest – Selected Cases for Information Technology Services in Rural China".

　　【Donations for post-disaster reconstruction】After 5.12 Wenchuan Earthquake in 2008, Boyou Group, through the association, took 10 million Yuan of the donations to support the post-disaster reconstruction projects of 11 villages of 2 districts in five counties of Shaanxi Province. After one year’s hard work, the victims successively moved to the new villages.

　　【Foreign exchange and cooperation】In 2009, it successively conducted exchanges with the US Entrepreneurs Business Delegation and the delegation of Taipei Elite Entrepreneur Club to accumulated experience for the cooperation in the field of poverty alleviation. Meanwhile, it organized and participated in the "Xiamen Fair for Investment and Trade" and the "National Meeting on the Introduction of Investment and Competitive Industries for Poverty Alleviation Cooperation", which played a positive role in mastering market information and building the cooperative partnership.
