Poverty alleviation by the China Social Entrepreneur Foundation

　　【Overview】 The China Social Entrepreneur Foundation (hereinafter YouChange) is a non-profit social welfare organization established with approval of the State Council of the People's Republic of China and registered in the Ministry of Civil Affairs with independent legal entity qualification. It is the first domestic innovative private foundation jointly launched by the well-known entrepreneurs of Mainland China, HK and Taiwan with the tenet of building a people-oriented harmonious society and the main operating model of participatory funding. It is under the administration of the State Council Leading Group Office of poverty Alleviation and Development.

　　【Action Plan of YouChange Volunteers】In July 2007, YouChange undertook the research project of the "Poverty Alleviation Volunteer Mobilization System and Pilot Program" of the Asian Development Bank and began a preliminary study on the Action Plan of YouChange Poverty Alleviation Volunteers. Through building organization platforms and network system, it mobilizes and organizes social forces with volunteers as main players to help improve the development and living conditions of the residents in rural poor areas of China so as to promote local new rural construction. It is a new type of social public welfare project with YouChange as the leader in R&D and is a core strategic project of YouChange. After the implementation of the pilot R&D project for more than one year, the project was officially approved in 2008 and comprehensively launched on December 5, 2008.

　　The implementation of the Action Plan of YouChange Poverty Alleviation Volunteers was supported by 19 well-known enterprises such as the National Development Bank and Lenovo, and it has established cooperative relationship with 12 agencies including the World Bank.

　　【YouChange Volunteer Centers】YouChange Volunteer Center is the service station established in impoverished areas under the management and operation of full-time and mobile volunteers. It is the life center, knowledge center and cultural center of the volunteers. It will also become the practice base to develop and support the "new philanthropy" leaders and an incubator for social entrepreneurs. Volunteers who distinguish themselves as potential social entrepreneurs capable of independent operation will receive support from YouChange in the form of funding, technical assistance and social capital.

　　It has 11 volunteer stations, including the stations in Aba, Mianzhu, Bazhong, Yilong and Pengzhou of Sichuan, Longan and Nanning of Guangxi, Weichang and Luanping of Hebei, Jianshi of Hubei and two project stations in Beijing as well. Five volunteer stations have been successively established in Sichuan and an end-to-end public welfare channel service network will be gradually formed.

　　It has recruited, trained and sent more than 80 full-time volunteers and financing experts to the volunteer centers; mobilized more than 1200 temporary volunteers to participate in anti-poverty projects based on the volunteer centers; organized more than ten volunteer trainings for more than 8000 people, forming the reserve force for YouChange volunteer services; and carried out tens of volunteer service projects with service time of nearly 20,000 hours to benefit nearly 10,000 people through the volunteer centers, which was praised by the residents of poor areas and won good social influence.

　　With the support from sending cadres and local government, by providing volunteer manpower support, it conducted investigations and research to provide a reference for the development of local pro-poor policies, integrated business and public welfare organizations as well as other social resources to really serve local residents based on local actual needs and has become a new force for local poverty alleviation.

　　On May 19, 2009, YouChange Aba Center participated in the whole process of anti-poverty investigation work in the special contiguous impoverished areas of Aba Prefecture as the implementer of the “investigation on poverty alleviation of tens of villages and households in poverty-stricken areas of Aba”. As of August 2009, it completed more than 8000 survey questionnaires. Meanwhile, it also assisted and organized the prefecture-level units and some counties of Aba to participate in the draft research report workshop on the “investigation on poverty alleviation of tens of villages and households in poverty-stricken areas of Aba”. It was responsible for the opinion collection and finishing work and involved in the development of some programs.

　　Based on local natural environmental characteristics and the needs of local residents, Aba Center successfully designed and implemented the "YouChange Warm Solar Water Heater Donation Activity" and mobilized enterprises to donate 120 solar water heaters worth more than 300,000 Yuan; meanwhile, through cooperating with True Love Dream Public Welfare Foundation, it conducted site selection, construction and teacher trainings for the "dream center" projects in Aba, Ganzi and Liangshan.

　　YouChange Volunteer Centers provided professional service for enterprises to perform social responsibility and support for government departments’ work and explored a series of emergency mobilization mechanisms in the fight against natural disasters and the process of providing emergency services.

　　【Social resource coordination model】 Based on the "Mianzhu social resource coordination platform for post-disaster relief", it further extend the platform for the coordination of social resources and established the "joint meeting mechanism for post-disaster reconstruction commonweal organizations of Mianzhu City" jointly with local 30 NGOs. "Joint meeting" is the agency for the organization, coordination, reporting, supervision and advocacy of public welfare work in Mianzhu and has become a platform for the cooperation of governments, public organizations and public resources.

　　In 2009, the platform organized 49 public welfare projects and activities and achieved resource matching worth more than 60 million Yuan; four joint meetings were convened in 2009 and more than 40 social organizations in Mianzhu participated in the events. In special education, love support for needy students, re-employment training for people with disabilities, traditional Chinese medicine processing, eco-houses construction projects, it supported many social organizations and loving people to help the poor.

　　【Integrated development model in rural communities】Relying on the "integrated agricultural association" aiming to build the integrated development capacity of rural communities and form new rural governance model, it organized government full-time volunteers, English-major volunteers and local community volunteers to provide volunteer services in rural finance, insurance, joint purchase and sale, community education, health, culture and other fields so as to promote sustainable agricultural development and integrated rural development.

　　In 2009, Hubei Jianshi Volunteer Center had five full-time volunteers. The 81 member representatives, the council members and the members of the Board of Supervisors elected by the members of the integrated agricultural development association all provided volunteer services on behalf of farmers without salary. The association also organized 64 health mutual aid teams to establish farmers’ art associations based on the development goal with 64 team leaders. Meanwhile, it set up agricultural technical service team and trained ten farmers as the agricultural technology promotion workers.

　　On this basis, Hubei Jianshi Center mainly carried out the following work in 2009: First, the establishment of agricultural means shops and the construction of dual sow bases; Second, the establishment of the integrated agricultural association literature and art team. Currently it has 85 members in six villages and has set up a community drum team composed of more than 40 members. As of August 2009, it had organized four large-scale farmers’ education trainings; Third, the establishment of four integrated service centers. Each branch center deals with more than 300 kinds of farm produce and byproducts to meet the needs of rural areas for commodities and provide convenience to farmers’ production and life; Fourth, the development of healthy and strong agricultural industry, the establishment of agricultural technical service centers and fruit cooperatives, and the implementation of agricultural technical extension and services.

　　【Action plan for emergency response volunteers】based on the success of the pilot "Action Plan for Poverty Alleviation Volunteers", on April 28, 2009, "YouChange action plan for emergency response volunteers" was launched. On May 11, it held the first domestic joint emergency response exercise of “national professional agency and NGO” in Mianzhu jointly with China Earthquake Emergency Rescue Center. Since then, YouChange will gradually build the "YouChange Volunteer Mobilization and Service System" composed of poverty alleviation volunteers, emergency response volunteers, urban community volunteers and international volunteers to develop steadily toward specialization, systematization and internationalization.

　　【"Three First" YouChange emergency relief model】Three "First" refers to "first time", "first scene" and "the first need". Practice has proved that this is the most effective approach for social organizations to participate in large-scale disaster relief.

1. "First time": It contains two meanings: timeliness and prediction. Timeliness requires high sensitivity and timely response to the event. This sensitivity is usually a result of humanitarianism; predictability requires strategic vision and expertise, with the ability to predict the development of events. According to YouChange, before the occurrence of an emergency, the concern for life and immediate action should be the basic requirement and action guidance for all public interest organizations.

2. "First scene": It means that public interest organizations must be as close as possible to the scene of the incident to have the most intuitive grasp of the developments of event and on-site needs so that they can provide services to meet the needs; Another requirement of "first scene" is that the main leaders of public welfare organizations must go to the first scene as much as possible so as to well know the development trend of the situation, make the right decisions and ensure the rapid transfer of correct information.

3. "The first need": It means that public interest organizations must take the needs of the recipients in disaster-hit areas as the highest goal, and no institutional interests or individual interests can override it. Only in such a way, can they unite all possible forces with a more open mind and organize and mobilize all social resources willing to participate in disaster relief to provide an open platform for sharing of resources for the society so as to achieve the effective linkage between the social need of disaster relief and the resource supply of all parties. This is more valuable than the previous two. Whose needs on earth are the first needs for the first time responses and the emergence of the first scene? This is a theoretically simple but in fact a complex issue. In reality, not all main groups involved in relief can adhere to the highest goal of meeting the needs of the disaster-affected masses. Various subjects hope to find their own position in the incidence, but whose benefits should be maximized in the positioning is usually related to the final result or social benefit of this activity.  

　　【R&D of "Social Innovation Venture Philanthropy Fund"】"Social Innovation Venture Philanthropy Fund" is one of the core projects of YouChange’s social innovation program. Through public welfare investment, it provides “new philanthropy” leaders and agencies with all-round support, including financial support, capacity building and social capital investment for the social enterprises, non-profit organizations and research institutions that meet the standard for social innovation orientation and YouChange welfare requirements. The fund's investment returns will mainly be measured by the long-term sustainable social value output. In 2009, the Fund was mainly in research and development stage and the main work included:

　　First, set up a R&D team of consultants with well-known investor Deng Feng and "Star of Lenovo" project experts as the backbone to carry out fund research and development work; Second, subsidies through the participatory approach, partnership and investment channels. Secondly, it established cooperative partnership and investment channels through participatory subsidizing. In 2009, YouChange successively established the channels for project and agency selection through participating in and supporting the social entrepreneur skills training program of the British Culture Association, Global Social Venture Competition (GSVC), Lenovo youth social entrepreneurship competition, National Collegiate Social Entrepreneurship, etc. At the same time, YouChange has also built cooperative relationship with EU LGT, Asian venture philanthropy, Hong Kong Council of Social Service, Sow (Asia) Foundation and other famous institutions at home and abroad.

　　Among them, the social entrepreneur skills training program jointly sponsored with the British Culture Association won wide social influence in 2009. YouChange invested 500,000 Yuan to support 50 trainers as the first domestic agency to participate in the pilot program and awarded funds to seven winning projects. After that, it continued to cooperate with the British Culture Association and invested 1 million Yuan to support 125 trainers to participate in the project. As of the end of 2009, YouChange had put in a total of 1.5 million Yuan to support 175 social entrepreneurs or potential entrepreneurs to participate in project training and provided follow-up support for these trainees.

　　【"Social Innovation Carnival" Project】Social Innovation Carnival is a platform to promote social innovation. In the popular form of carnival with passionate vitality, through one-week forum, exhibitions, performances, publishing and market interactive activities, it will build a platform for international exchange and promotion of social innovation strategies, ideas, agencies and talents. In 2009, the Social Innovation Carnival mainly conducted the following work:

1. Carry out comparative study of social innovation and provide a theoretical research basis for the carnival. YouChange worked together with the Central Compilation & Translation Bureau (CCTB) in a social innovation comparative study, mainly covering three contents: First, they jointly published “YouChange Social Innovation and Social Enterprises Series (hereinafter “Study Series”); Secondly, they jointly held “YouChange Social Innovation Forum” activities; Thirdly, they jointly carried out the “social innovation comparative study” and had works printed. As of the end of 2009, YouChange had allocated 250,000 Yuan to hold two social innovation seminars with CCTB. It came to agreement with three publishing houses about the translation and publishing copyright and is just discussing copyright of the fourth book. In addition, they came to consensus on the publishing of "Social Innovation Blue Book".

2. Positioning of the tenet of Social Innovation Carnival and the identification of partners. In the preparatory process in 2009, after repeated research and asking for opinions of all parties, the tenet of the Social Innovation Carnival was determined as: to discover the "new philanthropy" needs and, through open discussions, seek solutions, and ultimately drive cross-sector modes of participation. Based on the above positioning, YouChange decided to cooperate with Zero Group and NPI in the Social Innovation Carnival. YouChange, as the main player, entrusted Zero Group to carry out investigation and presentation and hold the Carnival Week forum and open workshop, an entrusted NPI to take charge of the public welfare organization and exhibition.

3. Small-scale activities preview-TEDxBeijing activities. In November 2009, the TEDxBeijing activities supported and co-sponsored by YouChange achieved good results as the preview and promotion of carnival activities. TED is a famous innovative activity in the world. With the theme of innovation, it invites celebrities in various areas to deliver keynote speeches in various forms and is well known in the world. As the sponsor and supporter of TEDx Beijing, through organizing such high-level activities, it not only maintained and expanded its contacts with social innovation relevant parties and accumulated experience in organizing similar activities, but also enhanced its influence in innovation and promoted the Social Innovation Carnival. Nearly 200 people from various areas attended TEDxBeijing activity and 11 famous people from media, entertainment and cultural area were invited to make a speech.

　　As one of the preparation contents of 2010 Carnival, it cooperated with Zero Group, and studied and published China's first "corporate welfare index", which became the annual guide and wind vane for Chinese enterprises to participate in and support the charity. This index will be announced once a year through the platform of Carnival to promote the sustainable corporate participation in charity.

　　【Project funding and social cooperation】Project funding of YouChange focuses on three areas, namely promoting citizenship education with Chinese characteristics, promoting rural and urban poor community building and supporting social entrepreneurs in business start-ups and foster future social enterprises.

　　In 2009, the project funding was conducted based on the strategy development, especially strategic projects. As for volunteer projects, in 2009, YouChange subsidized the construction of the survey of one thousand villages and ten thousand households applied by Aba Volunteer Center, solar water heater donation project and the rural healthy volunteer project applied by Hubei Jianshi Volunteer Center and supported the poverty alleviation action plan of YouChange volunteers. As for social innovation, combined with the social entrepreneur skills training projects constructed together with UK Embassy, YouChange subsidized seven excellent innovative public welfare organizations and provided follow-up support for them, including inviting business management personnel to train for these organizations, etc.

Project 10	"Devote for the World" - YouChange Volunteers Human Resources Network Platform	457169	It is committed to becoming the largest on-line human resources platform to match supply and demand for volunteers. It will provide first-rate volunteer services for volunteers who can make online registration and application to get the job they most want to do in the shortest time. Since its trial operation on May 1, 2009, as of last month, it had issued a total of seven projects to recruit volunteers and 485 long / short-term volunteers had registered on the platform. The construction of this platform laid a good basis for the collection and scientific management of volunteers' data and automatic coordination office.
Project 9	Retracing the Volunteers' March-Emergency Exercise of YouChange professional volunteers	749895	Based on the experience in 2008 Sichuan earthquake relief work, jointly with China Association of Social Workers Volunteer Committee, China Disaster Reduction Center, the National Emergency Relief Promotion Center and China Earthquake Emergency Rescue Center, it gradually explored the establishment of an institutionalized system of professional volunteers’ service for emergency. Meanwhile, it recruits skilled old age nurses to provide high-quality targeted elderly home-site services. Unlike domestic hourly service, elderly home-site services integrate spiritual care, health management and social work.
	I record – 1+1 meeting service system for disabled people	40000	Establish a meeting minute recording team composed of disabled people in Beijing to provide photographing, rapid record, audio-to-text and online live telecasting service for non-real-time meetings and NGOs. "I record" project will redefine the public's traditional understanding of people with disabilities, make people know the abilities of the disabled people instead of the disabilities and further expand the room for the disabled to be actively involved in society, providing a valuable reference for more new career models.
	Nature Experience Camp for Young People	80000	Subsidize and support Friends of Nature to conduct the project of Nature Experience Camp for Young People. The project targets at urban households, provides children with opportunities to learn from nature and experience various outdoors education activities, really be close to nature through various natural experience, learn scientific ecological knowledge and develop a healthy ecological sentiment. Activities’ income can be used to support the development of the organization, reduce fund-raising pressure and help the organization build self-reliance ability. This activity can also provide a platform for mobilizing and training natural education volunteers. The income of the activities will be used to support rural primary schools and urban schools for the children of migrant workers.
