Poverty Alleviation by China Glory Society

　　【Overview】 With support from the United Front Work Department of CPC Central Committee and the All-China Federation of Industry and Commerce (ACFIC), Guangcai Program was launched in 1994 in response to the "Seven-year Priority Poverty Alleviation Program" as a social poverty alleviation cause. It takes eradication of poverty as the tenet and private enterprises as the main players, targets at poverty-stricken areas and, through project investment, strives for common development with the core ideology of “taking into account both benefit and virtue giving priority to virtue”.

　　As of the end of 2008, a total of 19,188 large-scale glorious projects were launched and 186.4 billion Yuan was allocated. It organized trainings for 4.42 million people, provided employments for 5.4 million people, and lifted 10.12 million people out of poverty. As for the new socialist rural construction, it organized 171,627 private enterprises to participate in the "Glorious Action of ‘Jointly Building a New Countryside by Private Enterprises’ ". A total of 68,298 enterprises were twinned with the villages and 59,775 private businesses were twinned with the village enterprises. As for its participation in afforestation and ecological construction, according to the statistics of the State Forestry Bureau, in 2006, the afforestation area of non-public economy reached 208,000 hectares, accounting for 57% of the total in China. As for public welfare, the Guangcai Program donated for the construction of Glorious schools, Glorious libraries, Glorious hospitals and other social welfare facilities to carry out various helping-the-poor activities. As of the end of 2008, it had donated a total of 138.3 billion Yuan for the implementation o various charity activities.

　　Over the 16 years, China Glory Society actively guided non-public enterprises to consciously combine their own business development with the development of the country, combine personal wealth with the common prosperity of all the people, combine following the rules of the market with carrying forward socialist ethics, and conduct poverty alleviation activities in accordance with the laws of market economy to achieve the organic unity of economic behavior of enterprises and ethical behavior of entrepreneurs and the linkage between Chinese traditional culture and moral concept and the economic interest concept of the modern market. After 16 years of development, the Guangcai Program has become a social poverty alleviation cause suited to China's national conditions with distinctive characteristics, and has become an important practice platform for the united front to serve the central task of the Party and the state and promote the development of China’s poverty alleviation. In this process, it has gradually formed the glorious spirit of "thinking of source and progress when becoming rich, helping the people in need or in trouble for common wealth, combining virtue and benefit, morality and action, serving the society by developing enterprises".

　　【Poverty alleviation by Public welfare donations】 In 2008, China Glory Society donated 13.65 million Yuan in cash and in kind at the first time to for the snow disaster relief in South China. The final value of the donations reached 290 million Yuan. On the day after Wenchuan Earthquake, it sent the first batch of donations worth 21.4 million Yuan to the disaster area. Local glory societies organized rescue work teams, medical teams and psychosocial rehabilitation counseling service teams to the affected areas. All-China Federation of Industry and Commerce, the members and directors of China Glory Society as well as the private entrepreneurs they contacted donated money and materials worth 6.24 billion Yuan in total. After the central government made the deployment for post-disaster reconstruction, the organizations at all levels of China Glory Society actively responded and set up the "Non-public Enterprises Disaster Relief Fund", transferred the schools of disaster areas and provided free vocational and technical training and counterpart assistance. At the national earthquake relief awards ceremony held by the CPC Central Committee, the State Council and the Central Military Commission, Directors of China Glory Society Liu Canglong, Chen Guangbiao and Han Chang’an were titled as national models for earthquake relief. Wang Jianlin, Lu Zhiqiang, Xu Lianjie, Wang Yusuo, Zhu Yicai and Li Zhaohui were titled as "2008 Most Caring Individual Contributors" and won "2008 China Charity Awards", etc.

　　【Poverty alleviation by international aid】 In the field of international poverty reduction, China Glory Society actively conducts international exchanges and cooperation. As of 2009, it had built close relationship with a number of international organizations including the United Nations (U.N.).For many times, the United Nations and relevant international organizations invited it to participate in the UN Social Development Forum, the Global Compact Summit, the Conference of the Organizations for Economic Cooperation and Development (OECD), United Nations Economic and Social Council meetings and other activities. Meanwhile, it had been involved in the holding of a number of activities jointly with agencies, showing the efforts and results of China’s private enterprises in environmental protection and performing social responsibility and building a good impact of the large developing country. The Pakistan President and Prime Minister met with its delegation during the visits in Pakistan. The China Africa Joint Chamber of Commerce of China Glory Society has established contacts with more than 40 African countries’ government departments and embassies in China, and established the mechanism for the cooperation with various sectors of the United Nations and international NGOs. It has successively organized private entrepreneurs to invest and conduct market surveys in more than 30 countries and implement 31 cooperation projects in the field of agriculture, infrastructure, telecommunications, pharmaceutical, energy and other areas to support the economic and social development in Africa.

　　【Poverty alleviation by ecological construction】 To promote the construction of national experimental zone of "development-oriented poverty alleviation, ecological construction and population control" in Bijie of Guizhou Province, from August 24 to 26, 2009, Vice Minister of the Central United Front Work Department, Party Secretary and first vice president of All-China Federation of Industry and Commerce and Vice President of China Glory Society Quan Zhezhu headed a delegation composed of well-known domestic entrepreneurs to conduct market survey and sign project contracts in Bijie. More than 90 well-known enterprises signed 93 economic cooperation project contracts worth 36.677 billion Yuan with Bijie experimental zone, involving 11 areas such as infrastructure, energy, chemicals, tourism, medicine, building materials and services.

　　【Support Three Gorges Project Construction】In response to the construction of national key projects, it participated in the immigrant resettlement and the construction of the Three Gorges reservoir area. According to the plan, 2009 is the year for the completion of the Three Gorges Project and the launching of the follow-up projects. In line with this important turning point, in late October and November, China Glory Society was invited to organize a glory enterprise delegation of 80 members together with the Three Gorges Office, Chongqing Municipal Government and Hubei Provincial Government to conduct market survey for investment in the Three Gorges Reservoir area. In the meantime, it organized the merchant inviting conference for the Three Gorge Reservoir area in Taiyuan of Shanxi. It co-sponsored the "2009 Trade Fair on Nationwide Counterpart Support for Three Gorges Reservoir Area in Wanzhou of Chongqing"; held investment promotion fairs for Chongqing Reservoir Area and Hubei Reservoir Area respectively in Wanzhou and Yichang; and held donating ceremony for Guangzhou Sanxuyuan Company to donate network schools worth 20 million Yuan to Chongqing and Hubei T Reservoir Areas through China Glory Society. Many entrepreneurs that participated in the activity have begun to conduct investigation into the investment projects, such as the Hungary goose breeding and processing base of Beijing Wenzhou Chamber of Commerce, and invited the partners Hungarian investors and experts to complete the first market survey.

　　【“China Guangcai Program in Enshi”】 Enshi is the exclusive minority prefecture in Hubei Province that has been covered by the Western Development of the state. In August 2009, China Glory Society and Hubei Provincial People’s Government jointly held the investment survey activity – “China Guangcai Program in Enshi”. Vice Minister of the Central United Front Work Department, Party Secretary and first vice president of All-China Federation of Industry and Commerce and Vice President of China Glory Society Quan Zhezhu, Member of Hubei Standing Party Committee, Minister of the United Front Work Department and President of the provincial glory society Su Xiaoyun, Vice Governor of Hubei Province Tian Chengzhong, other leaders at all levels and more than 20 private entrepreneurs from Beijing, Shanghai, Shandong, Hebei, Henan, Shenzhen and Chongqing attended the event. On that day, they signed 20 project contracts with total investment of 9.14 billion Yuan, and more than 6 million Yuan was donated on the scene. A total of 76 projects have been determined in the activities with total investment of 20.38 billion Yuan, including 28 contract projects worth 7.35 billion Yuan. As of the end of 2009, 3.033 billion Yuan was issued in total.

　　【Tibet project】 In August 2009, Vice Minister of the Central United Front Work Department, Party Secretary and first vice president of All-China Federation of Industry and Commerce and Vice President of China Glory Society Quan Zhezhu headed a delegation composed of the principles of 11 provincial (municipal) federations of industry and commerce and glory societies as well as 28 private business principles to conduct market survey in Tibet for investigation into local economic and social development status, and donated 10 million Yuan in cash to local government and federation of industry and commerce. A few project promotion fairs were held and some representatives of private entrepreneurs talked about project cooperation with the principles of relevant departments of Tibet and Lasa City, Shannan, Changdu, Naqu, Ali, Shigatse and Linzhi. The project of “Construction of A Hundred Tibetan Clinics” and the project of solar energy bathrooms in Tibetan schools aided by Tibet culture protection and heritage foundation of China Glory Society and the project were launched.

　　【Poverty alleviation projects in Yuncheng】In 2009, the key project of China Guangcai Program –“Yuncheng Haode Guangcai Trade Plaza” was put into operation in Yuncheng City of Shanxi Province. It is also a key project for the 11th Five-Year Plan. Phase I of the project occupies a land area of 800 mu and covers a total area of 500,000 square meters with investment of more than 800 million Yuan. It can solve the employment problem of 8,000 people, especially can absorb a large number of rural surplus labors. The annual tax paid is 300 million Yuan. After the completion of the project, it will greatly promote the development of trade and logistics in the southeast areas of Shanxi and even in the Central Plains region.
