Poverty Alleviation of National Development and Reform Commission

      【Overview】  According to the decisions of the Central party committee and the State Council, as well as the arrangement of the State Council Leading Group Office of Poverty Alleviation and Development (hereinafter LGOP), in 2009, National Development and Reform Commission insisted on the priority to stable and fast economic development, and faster economic development in impoverished areas, fulfilled her responsibilities innovatively, solved the outstanding contradictions and problems that affect the development of impoverished areas, and contributed to retention of growth and development.

      【Research and development of pro-poor policies】  In 2009, to coordinate the central government’s preparation for the 5th Tibet Working Conference, National Development and Reform Commission, with related departments, went to Tibet, Sichuan, Yunnan, Gansu and Qinghai for field survey, studied and submitted the survey report to support the great-leap-forward development of the areas, as well as advice on important projects and supporting policies. In the meanwhile, more than 200 people from over 40 departments and units of the central government and the State Council, as well as large-scale central enterprises were organized to carry out field survey in Tibet, Sichuan, Yunnan, Gansu and Qinghai. Based on the special survey reports, the economic and social development survey reports on Tibetan areas in Tibet and the 4 provinces were prepared as reference for the central government’s decisioning. The reports put forward the basic thoughts, goals, strategic stress and supporting policies, etc, for the economic and social development of Tibetan areas in Tibet and the 4 provinces. At the same time, advice on important projects and supporting policies for the great-leap-forward development of Tibet and the 4 provinces was put forward.

      According to the central government’s requirements, National Development and Reform Commission, together with related departments, went to Xinjiang for field research, to lay a good foundation for researching and raising the general thoughts, construction tasks, important projects and supporting policies for the great-leap-forward development of Xinjiang, studied and put forward the advice on partner assistance to Xinjiang. Based on issuing “Guangxi Beibu Gulf Economic Zone Planning”, to boost the overall economic and social development of Guangxi, National Development and Reform Commission gave some advice to boost the economic and social development of Guangxi, issued and carried out the advice in the name of the State Council.

      【Implementation of pro-poor policies】  In 2009, National Development and Reform Commission carried out the State Council’s documents to further boost the economic and social development of Tibetan areas in Xinjiang, Ningxia and Qinghai, etc, further researched and designed the responsibility division plan by department, solidified the tasks to each working department, spurred and supervised the finishing of the tasks regularly, built the dynamic execution assessment, tracing and spurring system, wrote the reports on execution for the State Council, and assisted the solving of important problems in execution. According to the State Council’s requirements, to grasp the implementation of the State Council’s policies to support the development of Tibetan areas in Qinghai, etc, National Development and Reform Commission traced the implementation of related departments and units of the central government and the State Council, as well as related provincial people’s governments. According to the State Council’s requirements, National Development and Reform Commission organized and handled the composition and revision of “General Plan for the Development of Qinghai Sanjiangyuan Comprehensive Experimental Ecological Protection Zone”.

      【Survey on “Pro-poor strategy and policy system”】  In 2009, LGOP organized and conducted survey on “Improving National Poverty Alleviation & Development Strategy and Policy System” to evaluate the implementation of “China Rural Poverty Reduction and Development Program (2001-2010)” universally, objectively and systematically, study and put forward advice to improve the national poverty alleviation and development strategy and policy system under the new condition, as well as the basic framework of poverty alleviation and development after 2010. Du Ying, the vice president of National Development and Reform Commission and vice head of LGOP, acted as the head of a survey team, went to the impoverished rural areas in Fujian, Henan, Gansu and Tibet for field survey with State Ethic Affairs Commission, Ministry of Water Resources, Ministry of Transport, the Central Committee of the Communist Young League and LGOP. By November, they finished the field survey and report drafting. The survey report put forward advice to improve the national poverty alleviation and development strategy and policy system systematically. With the approval of Hui Liangyu, the vice premier, the report has been submitted to related departments for reference. At the same time, National Development and Reform Commission participated in the research, discussion, revision and perfection of important pro-poor policy documents for improving national poverty alleviation standards, putting population of low income into the pro-poor policy scope, adjusting stressed countries of national poverty alleviation and further fixed-point poverty alleviation. To carry out the general regional coordination and development strategy, to narrow the development gap, probe poverty alleviation and development mode under new condition, improve the comprehensive usage efficiency of poverty alleviation funds, National Development and Reform Commission, with related departments, launched the research on development problems in typical contiguous impoverished areas, probed the effective path to accelerate the development of contiguous impoverished areas and support impoverished people’s shaking off poverty.

      【Work relief fund investment】  According to the central government’s decision on measures against the international financial crisis, National Development and Reform Commission increased investment for the impoverished areas. In 2009, National Development and Reform Commission arranged the central government’s work relief funds of 5 billion Yuan, including 4 billion Yuan within the financial budget and 1 billion Yuan in the central government’s 4th budget to enlarge domestic needs. Taking the local supporting measures into consideration, the total investments reached 6.51 billion Yuan. National Development and Reform Commission planned to construct prime farm land of 790,000 Mu in impoverished rural areas, improve the irrigation of farm land of 3.91 million Mu, build rural highways of 20,000 KM, solve the drinking water problem of 1.52 million people and 970,000 livestock, treat the soil and water loss of 20.9 million Mu primarily, and build grassland of 2.48 million Mu. The state’s investment plan covered work relief salary of 655 million Yuan, which was provided directly for the poor in the rural areas that participated in project construction to increase the labor income of poor farmers.

      【Investment for pilot projects of poverty alleviation relocation】  In 2009, National Development and Reform Commission arranged investment of 1.8 billion Yuan for pilot projects of poverty alleviation relocation in the central government’s 4th budget to enlarge domestic needs, and the total investments reached 2.176 billion Yuan taking local investments into consideration. National Development and Reform Commission planned to move 389,800 impoverished rural people, including 325,400 people in key counties for national poverty alleviation and development, and most of the relocated people were poor rural residents in the areas in lack of basic living conditions; the planning covered poor rural residents seriously threatened by geologic hazards and the impoverished farmers & herdsmen that moved due to ecological project construction. At the same time, the investments into many industries, including agriculture, forestry, water conservancy, traffic, energy source, public works, ecological protection, comprehensive resource utilization, industrial development and technology innovation, etc, covered by the central government’s budgets to enlarge domestic needs, inclined more to impoverished rural areas to support the sustainable overall and harmonious economic and social development.
