Poverty Alleviation of Ministry of Science & Technology

　　【Overview】  In 2009, according to the spirits of the 17th National People’s Congress and the requirements of “China Rural Poverty Reduction and Development Program (2001-2010)”, to enlarge domestic needs, retain growth, adjust structure and improve level, the Ministry of Science & Technology confirmed the main goals to accelerate the technology innovation and popularization of pillar industries in impoverished areas, improve the rural informatization level of impoverished areas, improve the technical and cultural quality of impoverished people, improve the venture ability of returned rural migrant workers in impoverished areas, solve the substance of impoverished people through technology progress, increase farmers’ income in impoverished areas, improve the efficiency of agriculture and boost rural development, with impoverished people as the basic objects.

　　In 2006, the Ministry of Science & Technology and United Nations Development Program tried technological specialist system in 30 key counties for national poverty alleviation and development in 15 provinces. In 2009, over 3000 technological workers reached the impoverished areas, cooperated with impoverished farmers, launched rural economic entities and contributed to the local shaking off poverty. At the same time, the event probed the direction of technical venture in impoverished areas and accumulated experience. On June 5, 2009, the Ministry of Science & Technology, Ministry of Human Resources & Social Security, the Ministry of Agriculture, Ministry of Education, the Central Propaganda Department, State Forestry Administration, the Central Committee of the Communist Young League and China Banking Regulatory Commission launched technological specialist rural venture in Beijing to encourage more technological workers to go to impoverished areas for poverty alleviation through technological venture with technologies, market and advanced management ideas. In addition, to combat the financial crisis, the Ministry of Science & Technology organized technological workers to serve enterprises’ special projects and many enterprises in impoverished areas attracted needed technicians and technological fruits through enterprises’ special projects.

　　【Implementation of technological projects】  In 2009, the  Ministry of Science & Technology, through Spark Program, Special Technological Richness Project, agricultural technological fruit transfer fund, technological workers’ services for enterprises’ special projects, other technological plans and special technological projects for the basic level, executed some technological projects in impoverished areas. In 2009, Special Technological Richness Project supported 44 key counties for national poverty alleviation and development in 20 provinces (autonomous regions and municipalities), and the state directly invested 70.8 million Yuan, which triggered provincial supporting investments of over 60 million Yuan. In the local TV station’s united broadcasting event of “Spark Technology 30 Minutes”, Ministry of Science & Technology provided 62 issues of technological programs for TV stations in over 600 counties including 61 key counties (cities) for national poverty alleviation and development, for free. In 2007-2008 National County (City) Technology Progress Appraisal organized in 2009, 284 key counties for national poverty alleviation and development in 20 provinces (autonomous regions and municipalities) passed the appraisal smoothly, which boosted the technology progress in poor areas. In addition, the Ministry of Science & Technology has launched 7 projects in 6 fixed-point aided counties, and has invested a total of 4.8 million Yuan.

　　【Poverty alleviation by training】  Integrate training resources in principles practically, effectively and efficiently, innovate convenient, fast and flexible training modes, provide science popularization and technical training in impoverished areas. On the one hand, enlarge the remote technological training platform, provide regular remote training. In 2009, the Ministry of Science & Technology, with “Remote Technological Poverty Alleviation Class” launched in 2007, provided remote training with stress on basic-level technical venture, modern new agricultural technologies and new fruits, routine healthcare and updating of medical staff’s knowledge, etc, by offering 2 classes (2 days per class, 2 classes form one stage) a month. The training covered the 6 fixed-point aided counties of the Ministry of Science & Technology, Bijie Area of Guizhou, Qian Southwest Prefecture, Bazhong City of Sichuan, as well as 10 counties/cities contacted by China Council for the Promotion of Construction in the Old Revolutionary Areas, and over 3000 people participated in the training at the remote training platform. In 2009, the Ministry of Science & Technology added scientific AIDS prevention and therapy to the remote technological poverty alleviation class, built remote training reception stations in areas of high AIDS incidence, including some key counties for national poverty alleviation and development, such as Shangcai and Dancheng of Henan, so that some farmers who are poor due to diseases can get better instruction and consulting from experts. “Remote Technological Poverty Alleviation Class” plays an important role for technological workers and farmers in remote areas to learn the new progress in the fields of planting, cultivation and healthcare, to broaden their horizon, to grasp science knowledge and to help local people to share off poverty and get rich. On the other hand, introduce enterprise resources and provide special scientific pig raising technology training. In 2009, related units of Ministry of Science & Technology introduced the resources and technologies from Pfizer Animal Health, cooperated with Pfizer Animal Health Shanghai Representative Office, and provided scientific pig raising technology training of 12 stages successively in 10 key counties for national poverty alleviation and development, including Guangshan, Yingshan, Jinggangshan, Yongxin, Ansai, Liuyang, Dongyang, Pujiang, Jia County and Hong’an, etc; 1200 people received trainings; this event helped pig-raising families to improve breeding level and increase yield from breeding effectively. The pig raising families in the counties (cities) welcomed and participated in the scientific pig raising technology training, and the result was better than expected.

　　【Exchange of science and technology resources】  Boost the exchange between impoverished areas and developed areas, promote the circulation of advantageous science and technology resources to impoverished areas. Arranged by Poverty Alleviation Office of Ministry of Science & Technology, scientific research units, colleges, universities, enterprises and technological departments in developed areas are connected with impoverished areas to boost the circulation of science and technology resources to impoverished areas. For example, according to the State Council’s framework of one-on-one aid, in the one-on-one aid to disaster areas in Sichuan, 11 central scientific research institutes, colleges and universities were introduced to help hard-hit counties one on one, over 7500 technological workers were sent, over 20 technological projects were supported, and the funds totaled to 11.6 million Yuan. As arranged by the 23rd Technological Poverty Alleviation Group of Ministry of Science & Technology, Shanghai Bureau of Science & Technology, Shouguang Bureau of Science & Technology, Wuhan Bureau of Science & Technology, Agricultural University of Hebei, South China Agricultural University, Northwest A & F University, Shandong University, Ji’an Institute of Forestry Science and other scientific research units signed technical cooperation agreements with counties for fixed-point technological poverty alleviation.

　　【Social technological poverty alleviation】  In 2009, Ministry of Science & Technology, through Science Event Week and Science & Technology Go to the Countryside, donated technological training, science popularization, teenage technology innovation operation chamber, rural information center and computer classroom, etc, to Changbai Mountain Area, Bose Area, Feixi County and Qianxi County, etc, and the total value was 5 million Yuan. Ministry of Science & Technology donated solar LED lamps, network classrooms, sewage treatment equipments, medical apparatus, rural informatization construction equipments, science & technology books and school rebuilding, etc, to fixed-point aided counties, and the total value was nearly 3 million Yuan.
