Poverty Alleviation of National Population & Family Planning Commission
【Overview】 In 2009, “fewer children equal faster prosperity” project went on awarding families that can have 3 children but have one less voluntarily (brief 3 to 2), and put the one-child families that can have 3 children (brief as 3 to 1) put into the award scope. In 2009, “Fewer children equal faster prosperity” project covered 112,344 families, and the central finance provided 269.6256 million Yuan.
To support the poverty alleviation in the west, when allocating the central government’s subsidy for local birth control, National Population & Family Planning Commission adopted factor allocation method, and took the poor natural conditions, low population density, low financial income, minorities and large quantity of impoverished people in the west into consideration. In 2009, National Population & Family Planning Commission provided birth control expenses of 470 million Yuan for the west, accounting for 54.6% of the total in China, much more than those for the east and central areas.
【“Fewer children equals faster prosperity”】 To promote the harmonious and sustainable development of population and resource environment in Bijie Experimental Zone, Guizhou, National Population & Family Planning Commission and Guizhou Population & Family Planning Commission supported Bijie Experimental Zone’s 10,000 families “Fewer children equals faster prosperity” soft loan aid in 2009-2012, selected some one-child families and two-children families in some counties (cities), and provided 6000 Yuan as project start-up fund to foster prosperity models. At the same time, National Population & Family Planning Commission reinforced the execution of “Happiness Project”. During the pilot execution, National Population & Family Planning Commission, Guizhou Population & Family Planning Commission and Bijie Prefectural Administrative Office set up the special fund, planned to invest 18 million Yuan per year to help birth control families to develop production and shake off poverty so as to realize the unified development of population, economy and society.
【Guizhou Sino-Japan International Cooperation Poverty Alleviation Project】 National Population & Family Planning Commission cooperated with Japan International Cooperation Agency to execute technical cooperation participation comprehensive poverty alleviation pilot project in Daozhen and Leishen, 2 national impoverished minority counties in Guizhou from October 2005 to March 2009. In the 4 years, over 13 million Yuan was invested into the project totally, over 10 stages of family healthcare, agricultural & animal husbandry technology and viability improvement training were organized in each year, several hundred people were trained, and about 10 persons were organized to observe abroad. After the project execution, people in the areas covered by the project gradually formed healthy habits, their income was improved a lot in comparison with areas not covered by the project, the sustainable development ability of villagers was improved, villager organizations took shape, the community cohesion and public service availability were improved, and the comprehensive poverty alleviation mode with health promotion as the feature was formed primarily.
【“Happiness Project-Aid Impoverished Mothers”】 By the end of 2009, Happiness Project added 61 points, set up 446 points in 29 provinces, autonomous regions and municipalities across China, invested 659 million Yuan totally, aided 221000 impoverished mothers and benefited 1.01 million family population. When aiding impoverished mothers, Happiness Project launched knowledge improvement and medical treatment, by providing physical checkup for 1.04 million people and curing over 380,000 gynecopathy patients; Happiness Project provided over 16604 training seminars to improve aided people’s labor skills and knowledge; granted drugs and medical apparatus worth 17.73 million Yuan for free.
