Poverty Alleviation of State Administration of Radio Film and TV

      【Overview】  In 2009, in line with the requirements of the central government’s No.1 document in 2009, the State Administration of Radio Film and TV implemented the state’s poverty alleviation and development plans, adopted measures to solve rural residents’ access to radio and TV in impoverished areas, arranged radio, film and TV poverty alleviation funds, went on with Radio and TV Coverage project, Tibet-Xinjiang Project and rural movie show project and other public culture projects as carriers, invested more in the radio and TV infrastructure construction in poverty-stricken areas, reinforced the radio, movie and TV coverage in poor rural areas, promoted the rural public culture construction in impoverished areas, exerted the important role of radio, movie and TV in the state’s poverty alleviation and development, and made significant progress.

      To assure the coverage and the effect of stressed radio, movie and TV projects in impoverished areas, the state has insisted on stress on both building and maintenance; while arranging project construction funds, the state arranges subsidies for project maintenance.

      【Tibet-Xinjiang Project】  In 2009, the state arranged construction funds of 2.2 billion Yuan for the 4th stage construction of Tibet-Xinjiang Project. The 4th stage construction is divided into 2 phases: phase 1: 2007-2009, scope: Tibetan areas in Tibet, Xinjiang, Inner Mongolia, Ningxia, Qinghai, Sichuan, Yunnan and Gansu, frontier minority areas in Guangxi and Yunnan, Yanbian in Jilin; construction contents: further reinforce the radio coverage in frontier minority areas, perfect local and foreign radio & TV monitoring network construction, reinforce the radio and TV infrastructure construction in frontiers and minority areas, reinforce the translation and production capacity of radio and TV programs in minority’s languages, add the radio and TV translation and production equipments in 7 Ke language, Mongolian, Yi language, Zhuang language, Miao language, Hani language, Xidai language, Jingpo language, Shushu language and other minority languages in 7 prefectures. Phase 2: 2008-2010; construction contents: further improve monitoring ability, reinforce the production of radio and TV programs in minority languages, enable minority people to hear, see and understand radio and TV programs, double the daily play time gradually, improve the program level, satisfy minority people’s mental needs better.

      At the end of 2009, Tibet, Xinjiang, Inner Mongolia, Gansu, Ningxia, Jilin, Guangxi, Sichuan and Xinjiang Production & Construction Corps finished the construction tasks at phase 1 of the 4th stage in time.

      【Special investments into the operation and maintenance of Tibet-Xinjiang Project】  In 2009, the central finance arrange special Tibet-Xinjiang Project operation and maintenance funds of 1.283 billion Yuan for Tibet, Xinjiang, Inner Mongolia, Sichuan, Wireless Bureau, Monitoring Center and other units directly affiliated to State Administration of Radio Film and TV. Through the budget of State Administration of Radio Film and TV, transmitter operation and maintenance funds and minority language radio translation expenses of 1.153 billion Yuan were issued, minority language TV & movie translation expenses and coverage project maintenance expenses of 130 million Yuan were paid through financial transfer. The investments of the central finance assure the normal operation and show of transmitting stations, the coverage of radio and TV, and the radio and TV program translation & production ability is improved obviously.

      【Radio and TV Coverage Project】  According to “Circular of the State Council General Office on Further Advancement of Radio & TV Coverage Project in the New Era” (No. Guo Ban Fa [2006] 79), in the 11th Five-Year Plan, conduct the construction of 2 projects, including coverage on villages with over 20 families and wireless of radio and TV programs in rural areas. In 2009, State Administration of Radio Film and TV still put stress on key counties for national poverty alleviation and development, boosted the project construction, reinforced and improved the radio and TV coverage in impoverished areas.

    1. Coverage on electrified blind villages with over 20 families. Since electrified blind villages with over 20 families are in remote areas and rural families are scattered, the central government decided that radio and TV live show satellites should be used in the Radio & TV Coverage Project in the 11th Five-Year Plan. In the project execution, State Administration of Radio Film and TV always implemented LGOP’s plans, put stress on impoverished areas in construction and investments, kept reinforcing the support to impoverished areas in investments and policies. In the 11th Five-Year Plan, the central finance arranged subsidy of 1.612 billion Yuan (50.4% of the total investments across China) for the construction of 294,300 electrified blind villages with over 20 families (41.1% of the villages under construction across China). The centralized public tendering of the first batch of live show satellite reception equipments for ”Radio & TV Coverage Project” was finished in December 2008. After efforts of radio film & TV departments at all levels, by the end of June 2009, 206,000 sets of live show satellite ground reception equipments were installed and debugged to provide access to radio and TV for people in 92,200 blind villages in 397 key counties for national poverty alleviation and development, so that rural residents in impoverished areas can access over 40 sets of clear digital radio and TV programs. In 2009, the construction tasks of the remaining 187,900 blind villages in 505 key counties for national poverty alleviation and development covered by the 11th Five-Year Plan and special subsidy of 970 million Yuan from the central finance were all allocated to related provinces (autonomous regions and municipalities), the public tendering of the 5.41 million sets of needed live show satellite ground reception equipments was finished, and the construction tasks would be finished by the end of October 2010. At the same time, after efforts, in 2009, the state reinforced the support to impoverished areas, and raised the project construction fund subsidy standard from 5,000 Yuan/village to 10,000 Yuan/village for key counties for national poverty alleviation and development in Qinghai, Sichuan, Yunnan, Gansu and Xinjiang.

    2. Rural wireless coverage project of central radio and TV programs. In the 11th Five-Year Plan, the wireless coverage goals of central radio and TV programs in key counties for national poverty alleviation and development were already reached before 2008 Beijing Olympiad. To improve the coverage effect, the central finance arranged special funds of another 166 million Yuan for supplementary project construction, reinforced operation and maintenance of equipments in 542 key counties for national poverty alleviation and development. By the end of 2009, project construction was almost finished and almost all the newly added and updated transmitters were put into use.

      The fulfillment of Radio & TV Coverage Project enabled radio and TV, the most popular and welcome modern medias, to enter rural families, so that the party’s guidelines and policies can be known and grasped by rural residents, and to learn various science knowledge and ability to get rich in radio and TV; the important roles of radio and TV were exerted in the state’s poverty alleviation and development. The project fulfillment was recognized and supported by farmers and herdsmen in impoverished areas, and the project benefited tens of thousands of rural families.

      【Rural wireless coverage project of central radio and TV programs】To further promote ”Radio & TV Coverage Project”, reinforce the rural wireless coverage of central radio and TV programs, and assure the safe equipment operation, in 2009, the Ministry of Finance allocated wireless coverage updating, rebuilding and operation maintenance funds of 540 million Yuan. The special funds improved the radio and TV system infrastructure construction and the wireless coverage of central radio and TV program. In addition, to improve the financial guarantee system, the Ministry of Finance, together with State Administration of Radio Film and TV, issued the “Circular of Ministry of Finance and State Administration of Radio Film and TV Concerning Issuing Central Radio & TV Program Wireless Coverage Special Fund Management Measures” (Cai Jiao No. (2009) 36). The document was important for the building of the financial guarantee system for the wireless coverage of central radio & TV programs, reinforcing and regulating the usage and management of special wireless coverage funds.

      【Rural movie projection project】  In the 11th Five-Year Plan, the state fulfilled Rural Movie Projection Project. According to “National 11th Five-Year Plan for Rural Movie Projection Project Construction”, by the end of the 11th Five-Year Plan, one movie should be projected in one village per month. With support from National Development and Reform Commission and Ministry of Finance, in the 11th Five-Year Plan, National Development and Reform Commission arranged special funds of 600 million Yuan to provide mobile movie project vehicles and digital projection equipments for the countryside in the central areas and the west (including impoverished areas); in 2007-2009, 17,700 sets of rural movie project equipments were sponsored, including 8,620 sets purchased in 2009.

      By the end of 2009, 211 rural cinema circuits were set up across China, there were 27,900 sets of digital projection equipments (including those purchased by local organizations) and 27,300 digital projection teams, and rural digital cinema circuits covered 436,500 administrative villages across China.

      To finish the rural movie projection in 2009, and to achieve the projection goal in 2010 (one movie in each village per month), according to “Circular Concerning the Transfer by General Office of the State Council of Advice on Rural Movie Work Issued by State Administration of Radio Film and TV and Other Departments” (Guo Ban Fa No. [2007] 38), Ministry of Finance arranged funds to build the public welfare projection subsidy system: the central finance would subsidize 80 Yuan for one movie in each administrative village in the west per month, and local government would subsidize at least 20 Yuan; the central finance would subsidize 50 Yuan for one movie in each administrative village in the central area per month, and local government would subsidize at least 50 Yuan. In 2009, rural movie projection subsidy of 330 million Yuan was arranged totally to improve rural movie projection capacity and level across China.

      【Arrangement of special poverty alleviation funds in radio and TV】  According to “Circular Concerning the Issuance of Radio & TV Poverty Alleviation and Disaster Relief Special Fund Management Measures” (Cai Jiao No. [2006] 139) of Ministry of Finance and State Administration of Radio Film and TV, in 2009, Ministry of Finance arranged radio and TV poverty alleviation and disaster relief special funds of 70 million Yuan.

      The special funds were spent on the following aspects: 1. Subsidy for supplements of media vans and equipments, internet audiovisual program service monitoring system project damaged seriously in the serious violent event in Xinjiang on July 5, 2009; 2. 6 million Yuan was provided for 5 fixed-point poverty alleviation counties of State Administration of Radio Film and TV, including Yajiang, Xinlong, Shiqu, Seda and Litang in Ganzi Prefecture, Sichuan, increased by 1 million Yuan over 2008; 3. Proper subsidy for provinces hit seriously in the thunderstorm in 2009, including Anhui, Fujian, Zhejiang, Jiangsu, Henan, Hunan and Hubei, etc; 4. Proper subsidy for impoverished provinces and autonomous regions in the west, including Tibet, Gansu, Qinghai and Ningxia, etc.
