Poverty Alleviation of State Forestry Administration
【Overview】 In 2009, the spirits of the 3rd and 4th sessions of the 17th National People’s Congress were implemented, scientific development outlook was studied and practiced, the state enlarged domestic needs under the international financial crisis and launched overall reform to the collective forestry right system, and there were opportunities and challenges at the same time. In 2009, based on the forestry resources in Jiuwan Mountains, State Forestry Administration reinforced fixed-point poverty alleviation, improved the living conditions of impoverished people, and made new progress in poverty alleviation in the forestry industry.
In 2009, the State Forestry Administration went on reinforcing the fixed-point poverty alleviation in forestry industry, exerted industrial advantages, insisted on the sustainable poverty alleviation guidelines, always focused on economic development, did many jobs for impoverished areas, took 4 major poverty alleviation measures, including “Plan first, project poverty alleviation, investment support, intelligence development”, stirred the enthusiasm of all parties at the same time and made new contributions to the economic development of minority areas in Jiuwan Mountains in Guizhou and Guangxi, as well as farmers’ shaking off poverty.
【Poverty alleviation survey】 To improve the state’s poverty alleviation strategy and policy system, LGOP led 4 survey teams to have comprehensive poverty alleviation survey. State Forestry Administration participated in the survey on Jiangxi, Guangdong, Guangxi and Guizhou, and put forward constructive advice on reinforcing ecological construction in poverty alleviation and development according to the features of forestry industry. According to the state’s poverty alleviation strategy and policy system, as well as the survey plan in the outline for the new decade, From June 17 to 23, 2009,the State Forestry Administration went to three counties in Guangxi (Rongshui, Rong’an and Sanjiang) and three counties in Guizhou (Congjiang, Rongjiang and Sandu) to carry out special surveys on the poverty alleviation in forestry in Jiuwan Mountains of Guizhou and Guangxi, and summarized the poverty alleviation in forestry industry after ”China Rural Poverty Alleviation and Development Outline (2001-2010)” was implemented.
【Investments into forestry projects】 In 2009, go on investing into the forestry industry in Jiuwan Mountains. Support Jiuwan Mountains through stressed forestry project construction, soft loans in forestry industry, comprehensive agricultural development, World Bank’s tree planting project loans and other project funds. In the year, various forestry construction funds of 334.2375 million Yuan were arranged, increased by 56.4705 million Yuan over 2009, including 32.861 million Yuan into natural forest resource protection project, 175.4658 million Yuan into return of the grain plots to forestry, 42.678 million Yuan into compensations for ecological effect of stressed public welfare forests, 15 million Yuan of poverty alleviation funds for Jiuwan Mountains, 5.5796 million Yuan into protective forest project, 4 million Yuan into stony desertification treatment project and 58.6531 million Yuan into other infrastructure. These investments boosted the harmonious development of the economy and society in Jiuwan Mountains.
【Poverty alleviation by training】 There are rich forest resources, especially bamboo and oil tea resources in Guizhou and Guangxi. According to the plan of the party committee of State Forestry Administration to handle concrete affairs and to bring science & technologies to countryside, to solidify the transfer of forestry technology fruits and popularization of application technologies in impoverished areas in Jiuwan Mountains, and to accelerate the development of forestry industry in impoverished areas, in October and November of 2009, “Forestry poverty alleviation training seminars” were provided for Guizhou and Guangxi, and more than 200 students were trained by two stages. Famous bamboo experts and oil team experts were invited to the training seminars to give lectures on fine bamboo and oil tea varieties breeding, cultivation and industry for basic-level technicians in Jiuwan Mountains.
【Poverty alleviation by temporary cadres】 From 1987, State Forestry Administration sent employees of high quality and good ability from the headquarters and public institutions to hold temporary posts in Jiuwan Mountains for 19 successive years. In 2009, State Forestry Administration had 3 temporary cadres in Jiuwan Mountains, the 5 cadres entered the fixed-point poverty alleviation counties, they propagandized the poverty alleviation guidelines and forestry policies of the central party committee and the State Council and coordinated local governments to implement the guidelines and policies, contributed to the forestry construction in Jiuwan Mountains the poverty alleviation in forestry, learned the real situation and improved their ability. In addition, in 2009, State Forestry Administration accepted a vice president of a forestry bureau in the southeast of Guizhou as a temporary cadre in Planning & Finance Division to foster forestry management talents for basic-level forestry departments.
【Bring newspapers to the countryside】 According to the fixed-point poverty alleviation plan in forestry industry, in 2009, State Forestry Administration went on bringing newspapers to the countryside. State Forestry Administration entrusted China Green Times Press to issue 400 copies of China Green Times to 380 township forestry stations in 19 impoverished counties in Jiuwan Mountains in Guizhou and Guangxi, so that the people can learn the state’s forestry policies and various information for shaking off poverty in forestry industry in time.
