Guangdong-Guangxi Zhuang Autonomous Region Pairing-off Poverty Alleviation

　　【Overview】 In 2009, adhering to the concept of scientific development, in accordance with the strategic deployment of the State Council on continuing the East-West pairing-off poverty alleviation to promote common development, Guangdong Province comprehensively implemented the spirit of the "Notice on the Issuance of the Plan for Guangdong-Guangxi Cooperation in Poverty Alleviation during the 11th Five-Year Plan Period" (Yue Fu Han 〔2006〕No. 257) and the "Notice on the Issuance of the Meeting Minutes on Further Strengthening the Cooperation Between Guangdong and Guangxi" (Yue Fu Han 2007〕No. 55), highlighted the priorities for the cooperation with Guangxi Zhuang Autonomous Region (hereinafter referred to as Guangxi), adopted practical measures and achieved significant results. According to statistics, Guangdong Province, Guangzhou City and Dongguan City have donated for free a total of 60.86 million Yuan of funds and goods to Guangxi, Baise and Hechi City, of which 52.60 million Yuan was government grants, 2.32 million Yuan was social contributions and 5.94 million Yuan was material donations. 1,705 economic and trade cooperative projects were launched with investment of 28 billion Yuan. They helped to build 31 schools and 8 clinics; organized trainings for 671 cadres and the cadre and technical personnel exchanges for 37 person-times in Guangxi and transferred 141,500 labors to Guangxi with net income of more than 500 million Yuan.

　　【Promote the construction of model village】Guangdong allocated anti-poverty funds for the construction of model villages in entire village advancement for poverty reduction in 23 impoverished villages in Baise and Hechi City, giving priority to the “three guarantee” poor villages according to the requirements of LGOP, covering village-level road and lane hardening, the improvement of four-level roads, renovation of farmers’ houses and thatched houses, construction of drinking water projects for humans and livestock, pool building and water pipe laying, etc. Through the project construction, it has further improved the infrastructure and living and production conditions, strengthened the industrial development, promoted the income growth of the poor, enhanced the cultural and sports facilities and greatly improved the villages’ appearance. During the visits in Guangxi, Wang Yang, member of the Politburo of CPC Central Committee & Secretary of Guangdong Provincial Committee of the CPC, Huang Huahua, Vice Secretary of Guangdong Provincial Committee of the CPC and the Governor of Guangdong respectively conducted field research on Guangdong’s demonstration zones of “entire village advancement” for poverty alleviation in Baise and Hechi City and affirmed the results made in the demonstration zones.

　　【Economic and trade cooperation】 Taking the historical opportunity of the Pan-PRD co-operation and the opening up and development of North Bay Economic Zone and taking the ASEAN Expo and Guangzhou Fair as a platform, Guangdong and Guangxi continued to expand their exchanges and cooperation and explore the establishment of a long-term cooperation mechanism for complementary advantages, interaction, common development and common prosperity to further promote the transition of economic and trade cooperation towards a full economic and trade cooperation and open up a new chapter for the cooperation for development between the two places. Guangdong Provincial Party Committee and Government attached great importance to the East-West poverty alleviation cooperation. From May 19 to 20, 2009, Wang Yang, member of the Politburo of CPC Central Committee & Secretary of Guangdong Provincial Committee of the CPC, Huang Huahua, Vice Secretary of Guangdong Provincial Committee of the CPC and the Governor of Guangdong headed the Guangdong Party and Government Delegation composed of the main leaders of Guangzhou City, Dongguan City and the relevant cities’ party committees, governments and the departments directly under the provincial government to conduct field research in Guangxi. They attended the "launching ceremony for the promotion of Guangdong’s Products in Guangxi" themed "vigorously promoting Pan-PRD cooperation to achieve scientific development" to support the promotion of Guangdong’s production in Guangxi. During that period, Wang Yang and Huang Huahua respectively visited the industrial enterprises in Baise and Hechi City and the demonstration zones of "entire village advancement" for poverty alleviation and development in Guangdong, and affirmed the results achieved in the demonstration zones. Wang Yang attended the ceremony for Guangzhou City to donate funds for the construction of the projects for the 80th anniversary of Baise Uprising and Guangzhou City donated 5 million Yuan to Baise City on the ceremony. Huang Huahua attended the donation ceremony for Dongguan City to support the construction of Hechi revolutionary traditional education bases and Dongguan City donated 5 million Yuan to Hechi on the ceremony. Vice governor Dong Xing went to Chongzuo City to attend the launching ceremony of Pingxiang Youyiguan Industrial Park (Guangdong) Processing Zone. Guangdong Provincial Party and Government Delegation went to learn from Guangxi the good practices and experience to promote the more practical, deeper and broader cooperation and exchanges between Guangdong and Guangxi.

　　【Labor dispatch management】Adhering to the people-oriented principle, the labor and social security departments in Guangdong, Guangzhou City and Dongguan City comprehensive implemented the “Agreement on Strengthening the Labor Cooperation between Guangdong and Guangxi” signed between Guangdong Provincial Labour and Social Security Department and Guangxi Labour and Social Security Department. Guaranteed by the establishment and improvement of the long-term mechanism for labor cooperation, focusing on promoting labor employment transfer, base-type operation of trainings and labor transfer, human resources market information network docking and remote recruitment system construction, they carried out multi-channel pairing-off labor cooperation in various forms with many initiatives, established labor cooperation mechanism and joint meeting system; built pairing-off poverty alleviation relationship; established employment information dissemination channels; built skills training partnership and established the long distance interview system for enterprises and job seekers. They organized the labor transfer for 141,500 people, making an increase of labor income of more than 500 million Yuan. The long-term cooperation between the two sides has further strengthened the labor transfer management and the income of the labors keeps growing.

　　【Pairing-off assistance】 In 2009, they continued the pairing-off cooperation for poverty alleviation. The districts of Guangzhou were twinned with 11 counties of Baise, the departments directly under Guangzhou City Government were twinned with the departments directly under Baise City Government and the 11 towns of Dongguan were twinned with 11 counties of Hechi City for poverty reduction. Their partnership was much closer, efforts on poverty reduction were significantly increased and more obvious results were achieved in the field of poverty alleviation. The leaders of relevant units attached great importance to the work, strengthened the contacts, increased the investment and achieved significant results.

　　【Poverty alleviation management training】 In 2009, Guangdong Province held three poverty alleviation management trainings for the leaders of the city and county-level poverty alleviation system and the county-level leaders and township cadres in Guangxi, and about 170 people participated in the trainings. Through expert lectures, field visits and on-site exchanges and discussions of the grassroots leader and business management personnel, they organized the trainees to visit various regions of Guangdong Province. The trainings have enhanced the feelings between the cadres of the two places and broadened their thinking.
