Shenzhen-Guizhou Pairing-off Poverty Alleviation

　　【Overview】 In 2009, adhering to the scientific concept of development, in accordance with the deployments and requirements of the State Council on East-West pairing-off poverty alleviation, under the correct leadership of the party committees and governments of Guizhou and Shenzhen and with support from all circles of society, Shenzhen municipal party committee and government seriously implemented the central government’s "two situation" strategic vision, comprehensively promoted the poverty alleviation, constantly innovated the models for helping the poor, completed all kinds of tasks in poverty alleviation of Guizhou and achieved good results.

　　The twinned regions of Shenzhen in poverty alleviation in 2009 mainly included Bijie and Qiannan Prefecture of Guizhou Province, Linzhi of Tibet, Wushan County of Three Gorges and Heyuan and Zhanjiang of Guangdong Province. Shenzhen’s financial departments at all levels allocate about 150 million Yuan of anti-poverty funds per year and the counterpart support for Guizhou Province is one of the main tasks of Shenzhen. According to statistics, in 2009, Shenzhen donated a total of 57.02 million Yuan of money and materials for Guizhou Province, of which 50.47 million Yuan was financial funds and 6.55 million Yuan was the donation from all circles of society. Throughout the year, a total of 176 infrastructure projects and social welfare projects were launched to benefited more than 90,000 people in local impoverished areas. The projects included entire village advancement projects (new demonstration sites in rural areas), rural roads, drinking water projects for human and livestock, farmland and irrigation projects, rural housing reconstruction, planting, breeding, education and health care, etc. Meanwhile, Shenzhen helped the recipient regions to train 961 professional technical persons and transferred more than 12,500 labors to the twinned regions. Shenzhen-Guizhou Education Fund provided financial aid for more than 5500 poor students. Shenzhen organized six representative large and medium-sized furniture and equipment manufacturing enterprises to participate in the Fourth China (Guizhou) International Equipment Manufacturing Exposition in 2009 to further promote the cooperation and exchanges between enterprises in the two places.

　　【Partner assistance visits and exchanges】In 2009, Shenzhen and the twinned regions organized many exchange visits to strengthen their exchange and enhance their friendship, which promoted the cooperation between the two sides. In October 2009, the Provincial leaders headed the Shenzhen political delegation to conduct survey and research in Guizhou. They donated anti-poverty funds, signed cooperation agreements, inspected the anti-poverty projects and sent condolences to the poor masses. The leaders of the districts and relevant units undertaking the task of counterpart support for Guizhou respectively headed delegations to conduct survey and give instruction for the pairing-off poverty alleviation in the twinned regions. At the same time, the leaders of Guizhou, Bijie and Qiannan Prefecture also successively headed delegations to conduct survey in Shenzhen. In mid-December, Vice Governor of Guizhou Province Lu Zhiming headed a delegation to Shenzhen for survey on the modern agricultural construction and pairing-off poverty alleviation work. During the visit, they visited Buji agricultural wholesale market and the relevant agricultural enterprises and held the "Shenzhen - Guizhou Forum on the Competitive Featured Agricultural Products and Industrial Cooperation". The government departments and relevant enterprise of the places held talks to exchange views on industrial cooperation and partner support.

　　【Implementation of poverty reduction projects】 In 2009, adhering to the principle of "ensuring to directly benefit the poor", focusing on "entire village advancement and poverty alleviation for specific villages and households", Shenzhen City made steady progress in the partner support, allocated 50.47 million Yuan for poverty alleviation in Bijie and Qiannan and implemented 176 livelihood-related projects including entire village advancement, rural road building, drinking water projects for human and livestock, farmland and irrigation projects, rebuilding of rural houses, planting, breeding, education and medical service projects. The city government allocated 32 million Yuan to support the construction of 136 projects; the district financial departments issued 15.62 million Yuan to support the implementation of 29 projects; the state-owned enterprises under the city government issued 2.85 million Yuan to support the implementation of four projects, and the social funds supported the construction of seven projects as well. These projects directly benefited more than 90,000 local residents.

　　【Fixed-point poverty alleviation】 According to the important instructions given by major Party and State leaders on further strengthening the construction of Bijie Experimental Area and the poverty alleviation in Weining County, based on the anti-poverty funds provided in 2009, Shenzhen municipal party committee and government decided to increase anti-poverty funds of 9 million Yuan to support the construction of livelihood-related projects in Guizhou, aiming to directly benefit local poor, and sent a municipal party and government delegation to visit Bijie Experimental Area and Weining County for survey and sent condolence to local poor. In 2009, Shenzhen allocated 8.5 million Yuan to support Weining County, of which 2.5 million Yuan was from the city and district government, and it added fixed-point poverty alleviation fund of 6 million Yuan for the construction of 32 aid projects in 11 impoverished villages of 10 poor towns in Weining County, which would directly benefit more than 21,000 local poor.

　　【Intelligence poverty alleviation】According to the deployment of LGOP, Shenzhen City continued to organize trainings for the cadres and technical persons of impoverished areas to support the personnel team building of poor areas. In 2009, it entrusted Shenzhen Manager Training College hold 20 training courses for poverty alleviation cadres and a total of 851 people participated in the trainings. The entire village advancement and agricultural industrialization seminars had clear targets and achieved good results. Shenzhen City’s Health System received 100 students from Qiannan Medical College as interns and the education department arranged more than ten headmasters and backbone teachers of primary and secondary schools to practice in Shenzhen as sending cadres. Meanwhile, Shenzhen-Guizhou Education Fund provided financial aid for more than 5,500 poor students. These intelligence poverty alleviation activities were highly praised by local party committee and government and the masses. In August, 2009, LGOP approved to establish the "Human Resource Construction Base for East-West Pairing-off Poverty Alleviation" in Shenzhen Manager Training College, indicating the recognition and support from the higher authority for the poverty alleviation cadre trainings in Shenzhen.

　　【Social poverty alleviation】 The districts and relevant units of Shenzhen continued to support the twinning assistance for 11 poverty-stricken counties of Guizhou. Nanshan District is twinned with Bijie Experimental Area and Weining County. In 2009, it issued 4.5 million Yuan of anti-poverty funds for Weining County and constructed 13 aid projects. Longgang District invited 30 township cadres of Luodian County, Qiannan Prefecture to practice in Shenzhen as sending cadres. Shenzhen Health Bureau, Department of Education, Human Resources and Social Security Bureau, Bureau of Civil Affairs and the Glorious Cause Promotion Association carried out in-depth social poverty alleviation activities through development of health industry, education, science and technology and labor cooperation. Shenzhen Association for Science and Technology and the relevant units went to Qiannan to carry out the "promotional activities for the application of solar energy projects in new rural areas". Enterprises of Shenzhen were organized to carry out on-site promotion of the use of solar energy-saving lamps and solar pest control technology in rural areas. The "demonstration base for popularization of science through home appliances going to the countryside" was established, which donated equipments for pilot projects and trained science and technology instructors in the implementation of the project of home appliances going to the countryside. Peking University Shenzhen Hospital donated one X-ray machine valued 1.5 million Yuan to Qiannan Prefecture People’s Hospital; Shenzhen Zhongnong Company donated more than 500,000 Yuan in total for the construction of “Shenzhen Zhongnong Hope Primary School”, the students' dormitory building  and dining-room in Zhongzhai Town of Zhijin County; Shenzhen Charity Federation and Shenzhen Care Office donated a total of 1.8 million Yuan to build six Hope Primary Schools and four "science libraries" for the schools.
