Poverty Alleviation by China Foundation for Poverty Alleviation
【Overview】 In 2010, China Foundation for Poverty Alleviation (CFPA) continued to steadily implement the overall strategy of "shifting to a financing institution and developing towards internationalization". On the one hand, CFPA maintained and further developed the existing micro-credit, Maternal and Infant Health Project, the New Great Wall Project for Poor Students, disaster relief projects, etc. On the other hand, it carried out a series of explorations into positive transition: Built a public donation platform to encourage more people to participate in national public actions; launched the project of "orphan care with love and home"; explored the standardization of bidding and procurement management and expanded the scale and scope to encourage more public service organizations to participate in the public welfare activities and the construction of a civil society; promoted the Maternal and Infant Health 120 Project to support emergency disaster relief in Sudan and other foreign countries and areas and attempted to mobilize more volunteers to participate in international charitable actions; and promoted the concept of universal charity, self-discipline and social accountability through holding the "Third China Poverty Eradication Award Presentation Conference", "2010 National Public Charity Conference and (Guangdong) Forum on National Public Charity" and other advocacy activities.
In 2010, China Foundation for Poverty Alleviation created new records of financial income and expenditure and the number of aided poverty-stricken people: The financial income reached 1.12 billion Yuan, up 84% over 2009; the direct investment of poverty relief funds and materials was nearly 793 million Yuan, up 72% over 2009; its aid projects covered 478 counties, 218 universities, 66 high schools and 2,260 primary schools and directly benefited 2.568 million poor people.
【Rain Action】 From the autumn of 2009 to the spring of 2010, five southwest provinces (autonomous regions, municipalities), namely Yunnan, Guangxi, Guizhou, Sichuan and Chongqing suffered severe droughts rarely seen in history. In order to help the affected people in impoverished areas, on March 18, 2010, China Foundation for Poverty Alleviation donated foodstuff worth 2 million Yuan to the disaster-hit areas of Yunnan Province and promptly launched the “Rain Action” to support the rural poor in the five southwestern provinces jointly with sina.com, Tencent Network, Sohu Network, taobao.com, China National Radio, CCTV, China Philanthropy Times, Beijing News, Guangzhou Daily, ku6.com and other media.
The "Rain Action" received a favorable response from all circles of society. Over 80 enterprises and institutions and more than 10,000 individuals actively donated money and materials for the action. As of the end of 2010, the "Rain Action" had raised a total of 231 million Yuan of donations, including 215 million Yuan in cash and 15.6172 million Yuan in kind, and 212 million Yuan of relief funds and goods had been issued to the disaster areas, accounting for 92% of the total. The relief and reconstruction activities of the "Rain Action" included procurement and distribution of emergency drought relief supplies and drinking water, distribution of production and living allowance and support for the construction of small water diversion projects.
【Cao Dewang and Cao Hui's 200 million-Yuan poverty-relief charity project】 In May 2010, Chairman of the Board of Fuyao Group Cao Dewang and President Mr. Cao Hui donated 200 million Yuan to the "Rain Action" launched by China Foundation for Poverty Alleviation and entrusted CFPA to implement the "Cao Dewang and Cao Hui's 200 million-Yuan Poverty-relief Charity Project" to help the poor rural households in the five southwestern provinces to resume production and living. It is the largest one-time personal donation in China and the donors have the most strict requirements and conditions for the project construction, arousing great concern from the whole society.
LGOP and the five southwestern provinces attached great importance to the project. LGOP Director-General Fan Xiaojian personally attended the project donation and launching ceremony held in Kunming of Yunnan Province on May 20. Deputy Director-General Zheng Wenkai, Director Si Shujie, Deputy Director Tan Weiping, the principals of the five provinces’ poverty alleviation offices Wang Zhi, Ye Tao, Wu Yuxiong, Wang Yibei and He Daqing and the leaders of CFPA formed the Project Management Committee to take charge of the leadership and decision-making of the project.
CFPA arranged nearly 60 staffs and more than 500 volunteers and set up 17 working teams composed of 37 employees to give on-site instructions on the project implementation in 17 project counties of the five provinces. At the same time, Cao Dewang and Cao Hui formed a separate oversight committee and sent professionals to carry out simultaneous monitoring of project implementation.
"Cao Dewang and Cao Hui's 200 million-Yuan Poverty-relief Charity Project" was launched on May 20, 2010 and completed on November 20, 2010. After a series of strict workflows, the project issued a total of 184 million Yuan of subsidies to 375,000 people from 92,150 affected poor rural households in accordance to the standard of 2,000 Yuan for each household, covering 120 towns, 761 administrative villages and 5980 natural villages in the 17 project counties. In addition, 9.7 million Yuan was invested to build a convenient bridge in Shaxi Town, Tongjiang County of Sichuan Province.
CFPA’s executive force, high efficiency, professional and dedicated spirit, quick response, attitude to promote accountability and measures to make project construction open and transparent in the implementation of "Cao Dewang and Cao Hui's 200 million-Yuan Poverty-relief Charity Project" were acclaimed by the donors, beneficiaries and the general public. The project's outstanding performance is a social poverty relief model to achieve maximum efficiency through organic integration of the financial resources, projects, implementation experience and grass-roots organizations of government, NGOs and the donors, highly praised by the media and academia circles.
【Action to support Yushu】 On April 14, 2010, after the earthquake of magnitude 7.1 occurred in Yushu Tibetan Autonomous Prefecture if Qinghai Province, China Foundation for Poverty Alleviation promptly delivered 200 tents of Sichuan Deyang Relief Material Warehouse to the disaster area on that evening and launched the "Love for Yushu - Yushu Earthquake Emergency Relief Action of China Foundation for Poverty Alleviation" jointly with Sina, Sohu and Alipay to call upon all circles of society to donate for the disaster-hit areas and the victims living in extreme difficulties.
The "Love for Yushu - Yushu Earthquake Emergency Relief Action of China Foundation for Poverty Alleviation" was greatly supported by many enterprises, institutions and people. As of the end of 2010, a total of 149 million Yuan was raised in kind and cash, of which 110 million Yuan was donated by JDB Group.
The "Love for Yushu - Yushu Earthquake Emergency Relief Action of China Foundation for Poverty Alleviation" was also supported by LGOP and Qinghai Provincial Government. On May 3, LGOP Director-General Fan Xiaojian personally visited the disaster area, signed the cooperation framework agreement on donation of 100 million Yuan by CFPA for post-disaster reconstruction of Yushu with Vice Governor of Qinghai Provincial People’s Government Deng Bentai and Executive Vice Secretary-General of CFPA Liu Wenkui, and visited the "China Foundation for Poverty Alleviation • JDB Public Oxygen Station" set up in Jiegu Town of Yushu.
The "Love for Yushu - Yushu Earthquake Emergency Relief Action of China Foundation for Poverty Alleviation" invested 11.1219 million Yuan of funds and goods in the emergency relief period. At the transitional stage for resettlement, it issued 1.2832 million Yuan for the construction of board room hospitals and kindergartens. As of the end of 2010, its follow-up relief and reconstruction work had supported 10,000 affected rural households in 189 poor villages of six counties and it issued 5.008 million Yuan of living allowance, allocated 3.86 million Yuan to complete the procurement and distribution of 1,300 winter cotton tents, issued 7.35 million Yuan to support public welfare organizations and 2.32 million Yuan for post-disaster reconstruction, put in 6.5 million Yuan for the implementation of the "JDB’s Plan for Post-disaster Reconstruction of Poor Villages in Yushu" covering construction of market, vegetable greenhouse greenhouses and transport teams, yak improvement, grass growing, cattle breeding and skills training with a planned total investment of 100 million, and completed Ganda Village’s transport team building and the construction of some vegetable greenhouses.
Thanks to the outstanding performance in Yushu earthquake relief, on August 19, 2010, China Foundation for Poverty Alleviation was titled the "National Earthquake Relief Work Hero Collective" by the Central Committee of the CPC, the State Council and the Central Military Commission.
【The Third China Poverty Eradication Award Presentation Conference】 On October 17, 2010, the Third China Poverty Eradication Award Presentation Conference sponsored by CFPA was convened in Diaoyutai State Guesthouse. Member of the Political Bureau of the CPC Central Committee and Vice Premier Hui Liangyu delivered an important speech on the event, presented the award to the winners and posed for pictures with the guests.
The Poverty Eradication Award included Achievement Award, Global Award, Donation Award, Innovation Award and Impressive Award, and a total of 11 organizations or individuals won the awards. Among them, Wang Yuzhao won the "Achievement Award"; the founder of Bangladesh Grameen Bank Muhammad Yunus and Buddhist Compassion Relief Tzu Chi Foundation won the "Global Award"; China Minsheng Bank won the "Innovation Award"; JDB Group, Dalian Wanda Group and Suning’s Chairman Zhang Jindong won the "Donation Award"; and Tu Village poverty relief doctor Deng Wanxiang, migrant worker Yan Zhanhong and talented girl Guo Qin won the "Impressive Award". The separate "Special Contribution Award" was won by Gao Naize, Chairman of Shaanxi Xingmao Jurassic Coal and Magnesium Power (Group) Co., Ltd.
【Microfinance project】 CFPA launched microfinance projects in 2000. In 2008, it solely invested to found CFPA MF Management Co., Ltd (hereinafter referred to as CFPA MF) to take charge of the project construction and management.
In 2010, CFPA MF witnessed rapid and sound development. It issued 69,215 loans of 569 million Yuan, averagely 8,222 Yuan per loan. As of the end of 2010, it had a total loan balance of 389 million Yuan and 67,241 valid customers, of which 84% were female clients. When the total loans doubled, CFPA MF maintained extremely high loan quality. In 2010, the loans overdue by more than one day accounted for 0.07% of the total and loans overdue by more than 30 days accounted for 0.05%. As of the end of 2010, CFPA MF had 494 microfinance officers and the micro-credit business covered over 16 million people in more than 10,000 administrative villages of 39 counties (cities) in 11 provinces (autonomous regions, municipalities), namely Fujian, Shanxi, Guizhou, Liaoning, Hebei, Hunan, Hainan, Inner Mongolia, Jiangxi, Sichuan and Beijing.
The outstanding performance of CFPA MF was highly praised by the peers and the farmers in project areas. At the "First Summit Forum on China’s Micro-credit Institutions and the Launching Conference of ‘2010 China Microfinance Blue Book’ and ‘2010 Report on the Development and Competitiveness of China's Microfinance Institutions’", CFPA MF was titled as "2010 China’s Microfinance Institution with the Strongest Social Responsibility". CFPA MF is now firmly striding forward towards the goal of creating a "people’s bank in the landscape".
【The Tenth Anniversary Meeting of the Maternal and Infant Health 120 Project】 On December 12, 2010, China Foundation for Poverty Alleviation held in the Great Hall of the People the "Tenth Anniversary Meeting of the Maternal and Infant Health 120 Project". More than 200 people attended the event, including CPPCC Vice Chairman Bai Lichen, LGOP Deputy Director-General Zheng Wenkai, Director-General of Women’s Development Department of the All-China Women’s Federation Cui Yu, representatives of international organizations, representatives of project areas, domestic and overseas well-known entrepreneurs supporting the project development and film stars.
The "Assessment Report on Construction of the Maternal and Infant Health 120 Project over the Past Decade", the "Summary Report on the Construction of the Maternal and Infant Health 120 Project over the Past Decade" and the "Research Report on the Nutritional Status of Infants and Young Children in Poor Areas" issued on the meeting made a comprehensive summary of the experience and problems in the project construction over the past decade, providing a development idea for the project in the future. The meeting also awarded more than 50 public welfare enterprises, cooperative organizations, media, health units and individuals that have always been supporting China’s poverty relief and public welfare undertakings.
Over the past decade, the Maternal and Infant Health 120 Project has covered a total of 12 counties of six provinces (autonomous regions, municipalities), namely Yulong County and Deqin County of Yunnan Province, Qianjiang District and Chengkou County of Chongqing City, Zhenghe County, Pingnan County and Changting County of Fujian Province, Longde County of Ningxia Autonomous Region, Jixi County of Anhui Province, Wanyuan County, Tongjiang County and Nanjing County of Sichuan Province, and covered a total of 4 million people. The project has raised donations of 74.2929 million Yuan, invested poverty relief materials worth 36.665 million Yuan and relief funds of 1.723 million Yuan, aided 57,000 pregnant and lying-in women, subsidized 38,000 pregnant and lying-in women, rescued 300 seriously ill lying-in women and benefited 130,000 person-times.
【International development projects】 In 2010, according to CFPA’s international strategy of "undertaking international obligations with great love and promoting charity to the world stage", the international development projects successively completed the donation of medical supplies to Sudan, photographed the basic social situation of Sudan and held the "Workshop on Poverty Relief Capacity Building of Sudan’s NGOs", etc. Meanwhile, smooth progress was made in the construction of Phase I project of Abuausher Hospital of the "Demonstration Aid Project for Maternal and Child Health Care in Sudan". In terms of hardware, it completed the construction of the hospital’s color-coated steel house, the procurement and transportation of medical equipment and the construction of the hospital’s foundation. In terms of software, it completed the survey and research on the operation situation of the hospitals in Sudan and the maternal and child health care situation of the neighboring communities of Abuausher Hospital and developed the "Implementation Plan for Sudan’s Maternal and Child Safety Projects", laying a foundation for the project hospital’s follow-up management and the construction of Sudan’s Maternal and Child Health Care Network.
In 2010, China Foundation for Poverty Alleviation established a long-term partnership with China National Petroleum Corporation (CNPC) for development of international development projects and received the first donation of $ 600,000 from CNPC (Nile). Meanwhile, it signed a strategic cooperation agreement with International Poverty Reduction Center in China (IPRCC) and successfully held a workshop on supporting the Africa jointly with IPRCC. In addition, the project department established initial contacts with the enterprises of Poly Group and Huawei in Sudan.
In 2010, China Foundation for Poverty Alleviation was in a closer relationship with the Sudanese partner BTO; obtained strong support from the Sudanese Embassy in China and the Chinese embassy in Sudan; established a close relationship with International Liaison Department of the Central Committee of the CPC, Ministry of Foreign Affairs of P. R. C, Sudan’s Ministry of Health, Department of Humanitarian Affairs and other government agencies; got strong support from West Asia and Africa Department of the Academy of Social Sciences and Gansu Research Institute for Water Conservancy; and started cooperation with Beijing Chengdong Prefabricated House Co., Ltd, Hankai design, Tianjin Huifa, Shenzhen Lanyun, Shenzhen Mindray, Sinopharm Group, Gree Air-conditioning and other domestic companies.
【Post-disaster reconstruction after Wenchuan Earthquake】After Wenchuan earthquake, China Foundation for Poverty Alleviation promptly started the civilian humanitarian relief activity on an unprecedented scale, participated in the emergency relief, resettlement in transition phase and post-disaster reconstruction and sent 11 people to set up the post-disaster reconstruction office in Deyang to support the disaster relief on the front line for a long time.
As of the end of 2010, China Foundation for Poverty Alleviation had raised a total of 303 million Yuan of relief materials and put in disaster relief and post-disaster reconstruction materials worth 260 million Yuan. The completed post-disaster projects included: First, 126 permanent construction projects of 31,565 square meters, including 11 schools, one charity house, one hospital, 111 health stations, one rural community activity center and one convenient bridge; Second, Minle Village reconstruction projects: It issued house rebuilding subsidies to 517 households and 1,414 affected people to help the victims move to new houses, and the “Minle Farming Cooperatives” founded to promote the livelihood development of the affected farmers was put into operation; Third, the social psychology program of "Come on – Grow in Movement" of Poverty Alleviation • Nike carried out in 194 schools or communities of the disaster areas in Sichuan and Gansu, participated by about 107,400 young people; Fourth, relief microfinance in Mianzhu, Shifang and Deyang: A total of 2692 loans of 63 million Yuan was issued to the disaster-hit areas, providing timely and effective support for the post-disaster restoration and reconstruction.
【"Care Package" Project】 Taking the tenet of “building a transparent and convenient donation platform, caring for the vulnerable and promoting national public welfare and social harmony”, the “Care Package” Project of CFPA mobilized social forces to donate and purchase care packages to express their love for the students or families of impoverished regions and disaster-hit areas.
In 2010, the “Care Package” Action for Students of National Impoverished Regions and Disaster Areas raised a total of 58.6 million Yuan and donated 475,000 care packages. From the project implementation in 2009 to the end of 2010, a total of 1,632,200 student stationery packs, 20,000 school sports packs and 6549 family-type warmth packs were donated, and 1.6322 million primary school students of 3,870 schools in 168 counties of 28 provinces and 6,549 poor families received care packages. The project covered 5.12 earthquake area, Yushu earthquake area, southwestern arid regions, Zhouqu’s debris flow area and national impoverished regions. A total of 190 million Yuan of charity funds were raised and there were a total of 1.0952 million donations, including 1.0144 million individual contributions.
With the distinctive characteristics of transparent use of donated funds, convenience and low threshold for participation and strong sense of experience, the Care Package Project is widely participated and highly praised by all circles of society. In April 2010, the Care Package Project won "China Charity Award", the highest government award of China in charity field and was titled as the "most influential public welfare project". In December 2010, it won the "China Social Innovation Award" issued by the Center of Comparative Politics and Economics, Compilation and Translation Bureau of the CPC Central Committee, etc.
【Launching Meeting of National Public Welfare and the (Guangdong) Forum on National Public Welfare】 From December 5 to 6, 2010, the 2010 Launching Meeting of National Public Welfare and the (Guangdong) Forum on National Public Welfare jointly sponsored by CFPA and Guangdong Provincial People’s Government was convened in Guangzhou.
Member of Political Bureau of the Central Committee of the CPC, Secretary of the Guangdong Provincial Committee Wang Yang, Vice Chairman of National People's Congress Chen Changzhi, Vice Secretary of the Guangdong Provincial Committee and Governor Huang Huahua, Member of the Standing Committee of the CPC Guangdong Provincial Party Committee and Executive Vice Governor Zhu Xiaodan, Vice Governor Li Ronggen, President of China Foundation for Poverty Alleviation Duan Yingbi, Vice President He Daofeng, Chen Kaizhi and Jiang Shaogao and more than 500 scholars, social welfare organizations’ leaders, government officials, media representatives and public donors attended the event and reached the following consensus on the theoretical model of universal public service, disaster response and public national consciousness, family transfer of the concept of public welfare, media and promotion of national public welfare, national public practice and other topics: the Chinese public welfare has begun to speed up; public welfare is no longer a patent of the rich, but the right of ordinary people; public welfare is not only the choice of enterprises and entrepreneurs, but should be participated by all the people; public welfare practice is a necessary path to train qualified citizens and is shifting from commonweal of the rich to commonweal of the public, which will be an important change in China’s social transformation.
The 2010 Launching Meeting of National Public Welfare and the (Guangdong) Forum on National Public Welfare attracted widespread media attention and nearly 150 media attended the meeting and conducted a great deal of publicity.
【Watch report of China's third sector】 In 2010, CFPA solely funded the research and publishing of the “Watch Report of China's Third Sector (2011)” and decided to continuously provide financial aid for the research and publishing of the “Watch Report of China's Third Sector” in the future.
【Grassroots public interest organizations】 To promote the healthy development of charity industry and civil society and re-create China's mature and efficient public welfare industrial chain, in 2010, China Foundation for Poverty Alleviation invested 8.5 million Yuan and entrusted 16 "grassroots organizations" to construct the post-disaster restoration and reconstruction projects after Wenchuan Earthquake and Yushu Earthquake through public welfare bidding, including Tianjin Hetong Charitable Foundation for the Elderly, Qinghai Gesanghua Education Aid Society, Mianyang Poverty Alleviation and Development Association, Qinghai Minhe Center of Medical Rehabilitation and Health Care for Disabled People, Jinba Charity Assistance of Yushu Prefecture, Yushu Promotion Association for the Development of Herdsmen, etc. Good results were achieved in the projects implemented by these organizations, including trainings of primary care workers for the elderly in Wenchuan’s earthquake-hit areas, distribution of tents for the primary and secondary schools in Nangqian County, solar energy project in Shiqu County of Sichuan Province, heating system project constructed by Jiegu Town’s Home of Children and the living assistance project for migrant vulnerable groups in Yushu Prefecture, etc. The project construction was highly praised by local government and the victims.
