Poverty Alleviation by China Council for the Promotion of Construction in the Old Revolutionary Areas

　　【Overview】Over the two decades since its founding, under the guidance of the CPC and government, together with the councils for the promotion of construction in the old revolutionary areas of other provinces, autonomous regions and municipalities, taking it as its responsibility to accelerate the development of old revolutionary base areas, China Council for the Promotion of Construction in the Old Revolutionary Areas has strived to do practical and good things and solve difficulties for the people in old revolutionary base areas and done a great deal of fruitful work. It has successively raised 38 billion Yuan and introduced more than 100,000 construction projects for old revolutionary base areas, built over 75,000 small hydropower facilities, roads of 50,000 kilometers and more than 1,000 bridges; built and repaired more than 15,000 schools, subsidized 2.6 million poor students; repaired and rebuilt over 1,700 rural hospitals, donated medical equipment and medicines worth 250 million Yuan, sent over 10,000 batches of medical teams to provide free medical services for 3.5 million person-times; built 160,000 water cellars, donated 9.8 million pieces of clothing, 6 million books, 30,000 computers and 500,000 teaching aids; helped nearly 2 million people find jobs and organized trainings of grassroots cadres and agricultural technicians for 2.4 million person-times.

　　【20th Anniversary Summary and Commendation Meeting of China Council for the Promotion of Construction in the Old Revolutionary Areas】On November 28, 2010,  China Council for the Promotion of Construction in the Old Revolutionary Areas held at the Great Hall of the People the 20th Anniversary Summary and Commendation Meeting. More than 600 representatives from 22 provinces (autonomous regions, municipalities) attended the event. The meeting awarded medals and certificates to 203 "National Advanced Councils for the Promotion of Construction in the Old Revolutionary Areas" and 314 "Excellent Workers in National Old Revolutionary Base Areas", issued the "honor metals" to previous honorary presidents and presidents of Provincial Councils for the Promotion of Construction in the Old Revolutionary Areas and presented the plaque and certificate to 45 enterprises and 41 entrepreneurs that made outstanding contributions to the development of old revolutionary base areas.

　　【Poverty relief advocacy meeting of the old revolutionary base areas】 From April 21 to 23, 2010, the Poverty Relief Advocacy Meeting of the Old Revolutionary Base Areas was convened in Sanya City of Hainan Province. More than 500 people attended the event, including relevant leaders of China Council for the Promotion of Construction in the Old Revolutionary Areas and provincial (municipal, regional) councils for the promotion of construction in the old revolutionary areas, representatives of the editorial board of the magazine "Construction of China's Old Revolutionary Base Areas" and advanced units in publicity of old revolutionary base areas as well as relevant individuals. After that, the provincial (municipal, regional) councils for the promotion of construction in the old revolutionary areas successively held the publicity work conferences and made specific deployments for the implementation of the spirit of the national publicity conferences of the work in old revolutionary base areas to promote the development of publicity for old revolutionary base areas.

　　【Poverty alleviation in health care】 Jointly with Sino-America Charity Foundation and Zhonggong Meilujia Medical Association, China Council for the Promotion of Construction in the Old Revolutionary Areas has successively donated 4 million Yuan of diagnostic equipment for three times for the hospitals in Yangzhou of Jiangsu, Jinsha of Guizhou and Jiangshan of Zhejiang, which played an important role in improving local diagnosis and treatment level; From June 19 to 26, 2010, it cooperated with China Spark Foundation to organize the 22nd batch of joint medical team to provide free medical services for the old revolutionary base areas of Dangshan County of Anhui Province. Space Center Hospital, Beijing Aerospace General Hospital and No. 731 Hospital of China Aerospace Science & Industry Corporation sent relevant persons to participate in the action, provided free medical services for 3,804 people, supported the training of more than 300 medical workers and donated 6,000 medical books; China Council for the Promotion of Construction in the Old Revolutionary Areas coordinated foreign embassies in China to donate 680,000 Yuan for the establishment of township hospitals in the old revolutionary base areas of Xingguo County; raised 100,000 Yuan to subsidize the mountainous primary schools in Zhushan County of Hubei Province; raised 100,000 Yuan to launch the pilot project of medical aid for migrant workers in Beijing; coordinated relevant units to carry out hepatitis B prevention and control activity in some old revolutionary base areas, donated hepatitis B prevention drugs worth 2.5 million Yuan to the old revolutionary base areas,  organized the public welfare activity of health delivery for the people of old revolutionary base areas jointly with Xi’an Zhongshuirun Company and donated 400 sets of water purification equipment for rural areas.

　　【Poverty alleviation by education】 In 2010, Phase II of Zhulan Demonstration School integrating agriculture, science and education jointly launched by China Council for the Promotion of Construction in the Old Revolutionary Areas, Ganzhou City Council for the Promotion of Construction in the Old Revolutionary Areas and Huichang County Government was successfully completed and put into operation, and embarked on a new path for rural school-running through combining the development of education, economic growth and new rural construction. China Council for the Promotion of Construction in the Old Revolutionary Areas mobilized Shanghai Youth Development Foundation to donate one million Yuan for the construction of the "eternal monument" project in the training base of old revolutionary areas.

　　【Industrial poverty alleviation】 In 2010, China Council for the Promotion of Construction in the Old Revolutionary Areas assisted the old revolutionary base areas of Qingyang in Gansu Province to develop cashmere goat breeding and achieved periodical results, and the project of Hanxianyan Eco-tourism Economic Zone worth 8 billion Yuan in old revolutionary base area of China jointly launched by China Council for the Promotion of Construction in the Old Revolutionary Areas and Cross-Strait Peaceful Reunification Promotion Association was officially signed. Meanwhile, China Council for the Promotion of Construction in the Old Revolutionary Areas cooperated with the Information Institute of Beijing Academy of Agriculture and Forestry Sciences to organize distance training on poverty alleviation by science and technology for more than 70,000 people in the old revolutionary base areas.

　　【Poverty Relief】 China Council for the Promotion of Construction in the Old Revolutionary Areas mobilized the women of old revolutionary base areas to donate money and materials for the earthquake-hit areas of Yushu and the old revolutionary base areas of Taihang Mountain area, guided the women committees of local councils for the promotion of construction in the old revolutionary areas to help nearly 7,000 poor mothers and children, provided free physical examinations and medical services for over 30,000 people and donated more than 5.5 million Yuan in kind and cash to promote the development of women’s career in old revolutionary base areas.

　　【Construction of rural education reform base】 Since 2003, Vice Chairman of China Council for the Promotion of Construction in the Old Revolutionary Areas Comrade Li Yonghai, Vice Chairman of CPPCC Ganzhou Committee and Vice Chairman of Ganzhou City Council for the Promotion of Construction in the Old Revolutionary Areas Lei Hansheng, former Deputy Director of Grassroots Work Department of All-China Federation of Trade Unions and Trustee of China Council for the Promotion of Construction in the Old Revolutionary Areas Yu Kun have raised over 30 million Yuan, visited Huichang County for more than 40 times, held over 200 seminars and coordination meetings to discuss with relevant county and township leaders, schools’ teachers, students, students’ parents and villagers about the development direction of Zhulan Demonstration School in Huichang County of Jiangxi Province, unified the educational philosophy, developed the school-running measures and elaborately constructed the "experimental field of rural education reform", aiming to explore a new way of rural education. During that period, with great love for the poor, Comrade Li Yonghai visited many parties concerned, mobilized social forces to support poverty relief and established a large love group composed of party and government cadres, private entrepreneurs, patriotic Hong Kong and Taiwanese compatriots, Tsinghua University’s postdoctoral and other warmhearted people. By 2010, Phase I Project and Phase II project of the school were completed and officially put into use. The school built a computer classroom, a laboratory, a reading room, distance learning center and the playground, equipped with 20 facilities including solar bathrooms, 300-cubic meter biogas cans, etc; the practice bases included a 100-mu pollution-free navel orange base, a 1,000-mu traditional Chinese medicine base and ecological breeding farms with over 40 sows and more than 500 commercial pigs; and it registered the trademark of "Hongshiwa".

　　In order to ensure that all students can complete the 12-year compulsory education, it established a long-term mechanism to guarantee the funding for compulsory education and attracted many entrepreneurs and warmhearted people concerned about the development of old revolutionary base areas to invest in Huichang through the publicity of the school. The contractor on the project of Hanxianyan Eco-tourism Economic Zone of Biological Entrepreneurial Base of Taiwanese Businesses and China’s old revolutionary base areas was signed and each side invested 4 billion Yuan. It is a large cooperation project to contiguously, systematically and comprehensively accelerate the development of poor old revolutionary base areas to boost the economic and social development of Zhulan and make Zhulan the first town of Huichang, the first town of Ganzhou and the first town of Jiangxi Province.
