Poverty Alleviation by the China Social Entrepreneur Foundation
【Overview】 Since inception, the China Social Entrepreneur Foundation (hereinafter YouChange) has positioned itself as an explorer, catalyst and collaborator of “social innovation”. Aiming to explore an innovative path for the development of China's public welfare and promote the social justice and harmonious development, YouChange takes it as its mission to find and support "social innovation" leaders and promote the establishment of cross-border cooperation networks and platforms. Through making innovations in the resources, service contents and service delivery channels, it aims to build a supportive environment for sustainable development of public welfare.
In 2010, YouChange set up five business centers and 7 social innovation platforms and gradually established a few social innovation platforms in relevant commonweal field with unified ideology and value, matching strategic positioning, relatively independent management and operation systems and the ability for sustained development and industrial support. Through building the interlayer in China’s public welfare field, it provides grassroots organizations with the urgently needed resource support and capacity building service. The platforms include: YouChange Center for Social Innovation, YouChange Volunteer Support Center, YouChange Microfinance Support Center, YouChange Disaster Response and Relief Center, YouChange University (under preparation), New Commonweal Carnival and Beijing YouChange Asset Management Co., Ltd.
1. YouChange Center for Social Innovation: Through establishing the mechanism and platform for sustainable development of cross-border cooperation, it strives to explore and foster models for social innovation and find and support new public service personnel with the spirit of social entrepreneurs. The Center mainly supports the long-term development of social innovation, provides innovative solutions to the improvement of the survival quality of the people at the bottom of the pyramid through fostering social enterprises with internal hematopoietic mechanism, and promotes the establishment of the industrial standards for social investment in China.
2. YouChange Volunteer Support Center: It is a supportive platform for volunteers and volunteer organizations and the executive body of the Action Plan of YouChange Volunteers for Poverty Relief. Its core mission is to establish and support the network of YouChange Volunteers Centers.
YouChange Volunteers Centers are the platforms to coordinate social resources set up in urban and rural areas, mainly impoverished regions. They are volunteer service stations managed and operated by professional volunteers sent by YouChange Volunteer Support Center and are the practice bases for finding and supporting “social innovation” leaders and the incubatord of social entrepreneurs. Core function of YouChange Volunteers Centers: Through cooperating with the local social forces, mobilize and organize various volunteer forces to provide human resource support, public welfare logistics channel development, information sharing platform construction and other services for the construction of urban and rural poor communities.
3. YouChange Microfinance Support Center: It is a large-scale systematic micro-credit support platform established by YouChange to link capital with the poor, conduct research and development of micro-credit management platform in line with China's national condition and promote the development of rural microfinance institutions through wholesale loans or other ways. In May 2010, YouChange Foundation, YouChange Asset Management Co., Ltd, Jilifu Investment Consulting (Shanghai) Co., Ltd, Shanghai Fuxing Venture Capital Management Co., Ltd and Grameen Foundation jointly set up YouChange Purong Information Advisory Co., Ltd (hereinafter YouChange Purong).
4. YouChange Disaster Response and Relief Center: It is a civil disaster management platform independently designed and developed by YouChange. It aims to establish community-oriented disaster management service systems with innovative ideology. Starting with disaster prevention and mitigation education and disaster management system building, the Center mainly supports the development of communities’ public welfare organizations to reduce the overall impact of disasters on community residents.
5. YouChange University (under preparation): It is a research institute initiated by YouChange Foundation to carry out research of innovative education and social development. Through integrating various resources and establishing the teaching and research system without walls, it strives to promote cross-border cooperation, foster social innovation talents for government, businesses and society and build the research think tank for the development of public welfare. Based on grassroots practice under the leadership of instructors, the university provides all-round quality education that cannot be provided by traditional universities. The president of Yusei University (under preparation) is economist Dr. Tang Min, Executive Vice Chairman of YouChange Foundation.
6. “New Commonweal Carnival”: It is a platform for advocacy of social innovation. Taking Carnival – a popular form of organization with great passion and vitality as a carrier, through various forums, exhibitions, performances, announcements, market and other innovative forms of interactive activities every other year, it strives to establish a platform for the international exchanges and promotion of social innovation strategies, ideas, agencies and talents. Participated by domestic and foreign outstanding enterprises, government departments, academic institutions, civil society organizations and media, relying on cross-sectoral, cross-regional and cross-cutting atmosphere of innovation, it strives for social response and participation to make the concept of social innovation be accepted in a wider range of area.
7. Beijing YouChange Asset Management Co., Ltd: Founded on June 11, 2007, it is the first professional asset management company set up by China’s commonweal organizations. Its tenet: Based on the successful operation and management experience of public service organizations in developed counties, relying on the advantage of professional investment management, the company specializes in promoting the long-term development of commonweal organizations to enhance the efficiency of operational management of the Foundation and establish the internal hematopoietic mechanism for the survival and development of the Foundation. The company strives to maximize the efficiency of increasing the value of assets of the Foundation and attempts to explore operating model for the long-term development of China’s public service organizations.
In 2010, the poverty relief work of YouChange Foundation was mainly about the following four aspects: In-depth implementation of the "Action Plan of Volunteers for Poverty Relief"; practicing the effective supportive system for rural financial services; organizing emergency relief and post-disaster reconstruction and R&D of civil disaster response system, and study and advocacy of the philosophy of social innovation.
【YouChange Volunteer Centers】 In 2010, through building the network of YouChange Volunteer Centers, it aimed to set up national public service logistic channels, resource integration platforms and supportive systems for volunteer poverty relief services, discover and foster poverty relief volunteer leaders and develop and support poverty relief volunteer service projects. As of the end of 2010, a total of 14 volunteer centers had been set up in six provinces of the country, including the volunteer centers in Aba, Mianzhu, Bazhong, Yilong and Pengzhou of Sichuan Province, Longan and Nanning of Guangxi, Weichang and Luanping of Hebei, Jianshi Volunteer Center in Hubei, Xining Volunteer Center in Qinghai, Kunming Volunteer Center in Yunnan, Hohhot Volunteer Center in Inner Mongolia and two volunteer centers in Beijing as well. In 2010, YouChange recruited 68 long-term volunteers and mobilized and organized more than 500 short-term volunteers to donate nearly 10 million Yuan in kind to the impoverished areas and disaster-hit regions, and provided direct volunteer services of more than 10,000 hours.
In 2010, YouChange Volunteer Centers launched 11 new volunteer service projects and YouChange invested a total of more than 600,000 Yuan for the project construction. The funds raised by YouChange Volunteer Centers and put in by the partners exceeded 3 million Yuan and the projects involved poverty alleviation voluntary services in education, rural community development, disaster relief, rural finance, rural cooperative development, medical and information technology field, which directly benefited more than 60,000 people.
In the first half of 2010, through participating in drought relief in the southwest areas and disaster relief of Yushu, the Volunteer Support Center tested the mechanism and capacity of the network of the center for project construction. In the drought relief in the southwest regions, a total of 320 volunteers from Guangxi, Chongqing, Guizhou, Hebei and Beijing were organized to provide volunteer services of 8010 hours. Within the 44 days, they installed 127 water storage cabinets for the arid areas and put 126 cabinets into use, which directly increased the drinking water storage capacity by 780 tons and benefited 22,906 people. At the same time, the Center urgently sent two backbone volunteers to participate in the earthquake relief in Yushu of Qinghai Province, successively provided living material support for China International Search and Rescue Team and donated 7 vehicles to support the work of prefecture and county-level poverty alleviation departments. Meanwhile, it set up Xining Volunteer Center and, based on the experience in disaster relief of Wenchuan, established a platform to coordinate social resources so as to achieve the interaction of non-governmental organizations and government.
In 2010, the Volunteer Support Center directly carried out four capacity building activities for 135 YouChange volunteers; sent and supported 30 volunteers to participate in various capacity building trainings; improved a whole set of systems for management of the Center and volunteers and completed the writing of four best practical cases to make preparations for the promotion of relevant model. The Center and the volunteer service stations participated and hosted the Social Innovation Carnival - "Volunteer Service and Social Innovation" and "China’s Volunteer Service Expo 2010", and proposed to make 2011 the Chinese Year of Volunteers.
With the continuous development of the Center and volunteer service stations, 20 agencies such as LGOP, Voluntary Service Overseas and Leader's Quest Foundation as well as some domestic experts and scholars have built cooperative relationship with the Center and the volunteer service stations to jointly open up smooth channels for national public welfare logistic platforms to serve communities.
The following is about the work done by YouChange Volunteer Centers in 2010:
YouChange Nanning Volunteer Center: YouChange Nanning Volunteer Center was set up in Nanning of Guangxi on January 8, 2010. In 2010, it mainly supported the construction of pilot projects of “Eternal Voluntary Teaching”. The pilot area for this project was Jiazhuan Middle School of Bama Yao Autonomous County in Hechi City of Guangxi, a poor county for national poverty alleviation. In 2010, the Center organized 7 batches of 63 retired teachers to support the teaching of Jiazhuan Middle School, and organized 17 in-service high school teachers of demonstration middle schools of Nanning City to carry out teaching exchange activities in Bama County; helped poor students conduct some necessary infrastructure construction and purchase teaching facilities; subsidized poor students with difficulties in living; and organized retired teachers to participate in the compiling of “Implementation Manual for the Eternal Voluntary Teaching Project”.
The pilot teaching support activities in 2010 directly benefited 42 high school staffs and 565 students and achieved good results: The school management was gradually standardized; teaching and research capabilities of the teachers were continuously enhanced; the overall quality of students was significantly improved; the pilot school’s examination result jumped to the fourth place from the second to last. Meanwhile, the project’s distance education covered five primary and secondary schools of Bama County and directly benefited more than 230 teachers, highly concerned by local government, businesses and all circles of society.
YouChange Yilong Volunteer Center: Since its founding on January 13, 2010, YouChange Yilong Volunteer Center has been specializing in fostering young people willing to support rural development. It strives to learn relevant theories on people-oriented poverty relief and sustainable development of rural areas and systematically learn effective methods to serve rural communities focusing on sustainable mutual financial services to foster community organizations and service personnel to promote the social transformation and sustainable development of rural areas.
YouChange Xining Volunteer Center: Founded in July 2010, YouChange Xining Volunteer Center played a significant role in the disaster relief of Yushu after the earthquake and became a platform to coordinate local governments and NGOs. It has five volunteers, including excellent volunteer Ejin Qusang, etc.
YouChange Aba Volunteer Center: The personal capacity of volunteers was enhanced in the volunteer center. As of the end of 2010, Aba Volunteer Center had sent a few volunteers to the working posts of civil servants or institutions. It not only provides opportunities for the development of volunteers, but also provides outstanding talents for government and society.
YouChange Pengzhou Volunteer Center: Founded on December 25, 2009, YouChange Pengzhou Volunteer Center is located at Taiping Village of Tongji Town in Pengzhou City of Sichuan Province and is an embedded volunteer center of Global Village Beijing supported by YouChange Foundation. So far, it has completed the post-disaster reconstruction for sustainable development of rural areas, focusing on Lehe governance, Lehe livelihood improvement, Lehe health care, Lehe education and Lehe habitation. As of the end of 2010, it had been exploring a path for social business transformation with eco-tourism as the carrier, including cultural development in rural communities, rural ecological environmental improvement, education and training to improve people’s livelihood and tourism market development.
YouChange Bazhong Volunteer Center: YouChange Bazhong Volunteer Center is a platform set up by YouChange Foundation in Bazhong to provide voluntary services and is part of the project of "Action Plan of YouChange Volunteers". Relying on YouChange’s strength in poverty reduction and resource platform, it promotes the social and economic development of Bazhong through organized volunteer service activities and systematic project practice. Its main business includes poverty alleviation, education development and disaster relief. In 2010, its main work included: First, implementation of dream project with true love. As of December 2010, it had set up two dream centers and 3 dream libraries, and invested 260,000 Yuan of hardware and software to directly benefit more than 1,800 people and indirectly benefit more than 800 people. Secondly, flood relief in Chenhe Town of Tongjiang County. After the "7 • 24" serious geological disaster occurred in Chenhe Town of Tongjiang County, YouChange Bazhong Volunteer Center raised, within ten days, relief funds and materials of 190,000 Yuan and promptly delivered the donations to the disaster areas in 1,000 “YouChange Care Boxes”. It invested a total of 204,300 Yuan in the disaster relief. Supported by the City Poverty Alleviation Office, Tongjiang County Poverty Alleviation Office and Tongjiang County Emergency Response Office, the Center invited friends from Bazhong News, Bazhong economic channels and other media to hold trainings on disaster prevention and reduction of communities in Chenhe Town, which directly benefited 3,924 people and indirectly benefited 13,600 people. 72 people were organized and mobilized to participate in the project implementation. Thirdly, fixed-point poverty alleviation in Beidou Village of Xinglongchang Town in Bazhou: In the two months of project construction, the Center raised 22,600 Yuan of internal and external resources to help Beidou Village’s Central School to carry out cultural activities in communities and 74 people attended the activity, which directly benefited 125 people and indirectly benefited 650 people.
【Poverty alleviation by microfinance】 Microfinance of YouChange mainly has three objectives: First, activate the lending flow of the existing microfinance institutions to completely change the internal recycling of "lending - collection - lending" and break the limitation that microfinance institutions can only continue lending with repaid funds; Secondly, enlarge the stock for lending of the existing microfinance institutions to break the limitation that microfinance institutions can only survive and develop relying on donations and wholesale loans; Thirdly, build a sustainable, renewable and reproducible commercial micro-credit model to explore an effective model for rural finance and promote the model nationwide to benefit the farmers in poverty-stricken areas.
In 2010, YouChange Purong Information Advisory Co., Ltd (hereinafter YouChange Purong) was officially registered and founded as the first domestic NGO to provide services for rural finance and improve the status of poverty relief in rural areas. YouChange Purong does not target at financial benefits but aims to improve the poverty status of society and enhance the living standards of rural areas. It is dedicated to designing and exploring a three-dimensional, comprehensive and inclusive financial solution to micro-credit industry! The specific operational mode is credit + guarantee. Through commissioned loans, transfer of credit assets, operating cost loans of microfinance institutions and other financial products and services, it promotes the sustainable development of micro-credit institutions.
1. Based on the Social Innovation Carnival, it cooperated with Grameen and microfinance institutions. On September 15, 2010, the Social Innovation Carnival - "Combination and Innovation of Poverty Relief and Rural Finance" organized by YouChange Purong was successfully held. Deputy Director of the Rural Development Institute (RDI) of the Chinese Academy of Social Sciences (CASS) and "Father of Microcredit in China" Mr. Du Xiaoshan, Deputy Director-General of Research Bureau at the People's Bank Miss Wang Xiaoya, President of Grameen Foundation Mr. Alax Counts, President of Asia Pacific Market of Grameen Foundation Ms Jennifer Meeham, General Counsel of IPRCC Mr. Salehuddin Ahmed, Mr. Xing Guijun from Financial Institutions Supervision Department of CBRC, Director of New Rural Construction Department, Third Review Bureau of National Development Bank Mr. Li Enyong, and Ms Gao Xiangjun, the Secretary-General of Sichuan Yilong Rural Development Association – a typical grassroots microfinance institution all delivered wonderful speeches and participated in the discussions.
At the forum, YouChange Foundation signed a framework agreement on strategic cooperation with Grameen Foundation and YouChange Purong signed a letter of intent for cooperation with three microfinance institutions, namely Shaanxi Xixiang Association for Women’s Sustainable Development, Shaanxi Pucheng Women’s Development Association and Sichuan Yilong Rural Development Association, and promised to provide a one million-Yuan credit product to each of the above three microfinance institutions to encourage them to provide better services for poor farmers.
2. Built information management systems to promote the cooperation with Grameen Foundation. The promotion of the MIFOS is part of the important contents of the cooperation between YouChange and Grameen Foundation. In the second half of 2010, YouChange and Grameen Foundation determined the MIFOS service provider – Kunshan Jilifu and carried out MIFOS promotion activities in Zhaowuda Women’s Development Association in Chifeng of Inner Mongolia.
In late November, Grameen Foundation sent relevant experts to hold due diligence trainings for YouChange Purong and related cooperative agencies and carried out practice in local microfinance institutions of Dingxi in Gansu Province.
3. Established and integrated network platforms to serve micro-credit institution. In the second half of 2010, YouChange Purong set up China’s Microfinance Web Portal jointly with International Exchange Center of the Ministry of Commerce and China Association of Microfinance of China Academy of Social Sciences. In addition to combining with all microfinance institutions’ websites, this network platform can also integrate the whole sector and can even combine with international micro-credit websites CGAT and MIX. Now, it has been put into operation online.
On the other hand, YouChange Purong and China Academy of Social Sciences jointly organized accountant trainings for microfinance institutions. On December 19, 2010, a senior trainer of Deloitte & Touche held a free training for micro-credit institutions and achieved good results.
4. Conducted exchanges and cooperation and participated in China's Micro-credit Union. On September 16 and 17, 2010, YouChange Purong participated in the two-day annual meeting of "China's Micro-credit Union". Vice Chairman of YouChange Purong Mr. Zha Jingchuan was elected as the Vice Chairman of the Trustee Council of China's Micro-credit Union and General Manager of YouChange Purong Mr. Yuan Zhizhong was appointed as the Vice Secretary-General of the Union.
【Emergency relief and post-disaster reconstruction】 1. Southwest drought relief: From the winter of 2009 to March 2010, five provinces in southwest China suffered the rare droughts. YouChange’s council unit Shanghai Fuxing High-Tech (Group) Co., Ltd was the first that promised to donate 1 million Yuan of relief funds for the disaster area. Supported by LGOP, Guangxi Zhuang Autonomous Region Government and Guangxi Zhuang Autonomous Region Department of Education, YouChange Foundation took prompt action. Within 24 hours, Nanning Volunteer Center submitted the disaster relief plan based on the needs of disaster areas, which was accepted by Fuxing Group. Later one, the Foundation called for all council units to donate for the disaster areas. Jilifu Investment Consulting (Shanghai) Co., Ltd under the leadership of Vice Chairman Liu Jiren actively responded to the advocacy and donated another 1 million Yuan of drought relief funds. Within 48 hours, YouChange Volunteer Support Center, through the volunteer stations, promptly set up the drought relief headquarters on the frontline of disaster areas of Guangxi, organized more than 40 volunteers to successfully carry out "YouChange Drought Relief Action" of building a hundred water storage cabinets based on villages’ primary schools, built a total of 106 water storage tanks (with storage capacity of 780 tons) in Guangxi, Guizhou and Chongqing, and provided water facilities for 22,906 students and people of 121 schools and local villages to alleviate their water problem in living.
2. Disaster relief in Yushu: After the earthquake hit Yushu, based on its experience in disaster relief in Wenchuan, YouChange Foundation focused on the following three aspects in its relief work at the emergency relief stage: First, quickly organized relief supplies. It was successively supported by the council unit Wumart Group, Mr. Yang Guoqiang from Country Garden, Fuxing Group and Taikang Life Insurance and raised nearly 3 million Yuan of funds and materials within 72 hours; Secondly, provided timely logistics materials for Emergency Response Search and Rescue Centre of the Seismological Bureau to guarantee the frontline action ability of professional rescue teams; Thirdly, mobilized and contacted NGOs such as Qinghai Association of Social Workers, the Salvation Army and Landscape Agency to launch the establishment of a platform to coordinate social resources in Xining.
At the post-disaster reconstruction stage, YouChange donated seven working vehicles for poverty alleviation departments in Qinghai Province for post-disaster reconstruction, developed the three-year aid plan for disaster relief in Yushu of Qinghai and systematically implemented the basic service recovery such as temporary resettlement community building and the long-term community reconstruction.
3. Disaster relief in Zhouqu: On August 7, 2010, Zhouqu County of Gansu Province was hit by a severe debris flow disaster. YouChange Foundation raised relief funds of 1.5 million Yuan for Zhouqu, and sent disaster relief volunteer action group to carry out emergency rescue activities jointly with Tencent Charity Foundation, Huamin Charity Foundation, etc. It successively donated 10 batches of relief materials worth 1.88 million Yuan for the affected masses, launched the "Tencent - YouChange Ice Breaking Action" before the winter and donated winter supplies worth 500,000 Yuan for 1,698 families and nearly 6,800 people.
【Disaster response support center】 In 2010, after a severe earthquake hit Yushu of Qinghai Province, YouChange officially founded the "disaster response support center" to carry out more effective and more strategic disaster response and support and manage the post-disaster assistance, restoration and reconstruction projects. The Center was founded to enhance community resilience to natural disasters, strengthen the capacity of private agencies to support communities to respond to natural disasters and improve the effectiveness of public support for disaster response, and it developed a systematic strategy for disaster response and management: Establish a NGO and community organization-based disaster prevention and mitigation and post-disaster reconstruction network in various regions of China and, through providing sophisticated technical support system and capacity building service for the network members, enhance community resilience to natural disasters.
This disaster relief network platform will integrate the resources of enterprises, government and third sector, give play to enterprises’ financial strength, government's network institutional advantages and the third sector’s mature technological strength, and establish a community-based disaster relief and management system. The establishment of this system can not only shorten the time for the Foundation to raise relief supplies, but also greatly reduce the time for communities to quickly respond to disasters. Meanwhile, the government can also take advantage of this system to obtain more accurate information on disasters as soon as possible to lay a basis for the development of rational disaster relief programs.
YouChange’s work network will be divided into three levels to form a complete public welfare value chain covering all links from the resource providers to the beneficiaries. The three work network levels are as follows: First, YouChange’s fund-raising platform, which is used to mobilize financial resources of relevant organizations, individuals and grant-making foundations and strive for support from public agencies; Secondly, YouChange will select two or three powerful Grade I partners in each place to provide technical support, capacity building, project management and project funding services for local communities or grassroots agencies; Thirdly, jointly with its Grade I partners, YouChange will select and identify some local grassroots agencies as its grassroots implementing partners to directly serve communities.
【17th International Conference on Emergency Management】The "17th International Conference on Emergency Management and Exhibition of Emergency Rescue Achievements and Technology Equipment" was convened in Beijing from June 9 to 12, 2010. At the invitation of China Earthquake Administration and the conference sponsor, as a representative of China’s NGOs, YouChange Foundation held the sub-forum themed "actions and role of non-governmental organizations in disaster response". Secretary-General of YouChange Foundation Gan Dongyu delivered the keynote speech titled "Challenge and Response – Action Model of YouChange Foundation in Disaster Response", discussed with the participants the actions and role of China’s non-governmental organizations in disaster response and exchanged with international peers the models and experience of China’s NGOs in disaster response. More than 50 people attended the event, including representatives of government departments, public welfare foundations, grassroots NGOs, enterprises and research institutes. The whole process of the forum was characterized by openness and interaction advocated by YouChange, the participants introduced their experience and carried out case study, and relevant business and academic representatives were invited to make comments on public service organizations.
【Social Innovation Carnival activities】 The Social Innovation Carnival is a advocacy platform established in 2010 to promote social innovation and a platform for cross-regional exchanges on China’s public welfare. It was initiated and sponsored by YouChange Foundation and co-sponsored by NPI Public Service Organization Development Center. Its slogan is "universal public good, happy public service and innovative public welfare".
It took 330 days to design and complete the Social Innovation Carnival. The carnival attracted more than 80 organizations and institutions of three cities to directly participate in; held a series of public welfare activities, including public welfare problem sorting out, public service innovation workshop, social innovation discovery trip, Shanghai public service season and Social Innovation Forum, involving 22 commonweal topics and more than 10 public service fields; discovered 134 social innovation cases; and mobilized nearly 100 enterprises and more than 7,000 people to directly participate in the activity. 60 media made reports on the event and the carnival became the most influential activity and event in the field of social innovation in 2010.
In six months of organization work, 93 volunteers participated in the Shanghai public service season, social innovation trip, Social Innovation Forum and social innovation case exhibition and provided voluntary services of 6,990 hours for the Social Innovation Carnival.
In the carnival activity, for the first time, YouChange put forward the concept of social innovation and analyzed the development trend of social innovation from 7 aspects, namely promoting new ideas, exploring new areas, finding new impetus, integrating new resources, trying new methods, adopting new technologies and training new personnel.
YouChange Foundation also attached high importance to the study of “social innovation” and carried out a series of research activities, including: founding the "new public service society ", translating and publishing the "NGOs in the 21st Century: Change in the Market" jointly with the Social Resources Institute, continuing to entrust Horizon Research Group to carry out the study of "corporate welfare index" to provide a theoretical basis for new public service practice. In 2010, it founded "YouChange University" and built the teaching and study system without walls to promote cross-border cooperation, train social innovation personnel for government, businesses and society and establish the research think tank for the development of public welfare.
In his a speech on the opening ceremony of the Social Innovation Forum, LGOP Director-General Fan Xiaojian said that the philosophy of social innovation is closely related to the common prosperity and poverty reduction we often mention and it is also a symbol of maturity of the modern society.
