Poverty Alleviation by China Soong Ching Ling Foundation
【Overview】 China Soong Ching Ling Foundation (SCLF) was founded in May 1982 to promote friendly international relations, advance reunification of Motherland and develop children's work. As a people’s charitable organization, it has carried out many public service projects such as "Future Project", "Safety for Mothers and Infants", "Western Gardener Training Program". In the new century, based on its characteristics and strength, SCLF continued to develop public welfare and combined the establishment of public welfare projects with promoting friendly international relations and strengthening the exchanges across Taiwan Straits. On the one hand, the Foundation organized multi-national companies, Taiwanese, HK and Macao businesses and warmhearted people from all circles of society to build a platform for it to participate in philanthropy. On the other hand, while subsidizing vulnerable groups, it organized exchange and related activities to enhance their skills, increase their knowledge and help them to achieve the transition from “being assisted” to “self-help” and then to “helping the others”. Based on financial aid, the Foundation stressed the cultivation of sound personality.
Over the 28 years since its founding, SCLF has grown into a national large-scale commonweal organization and has invested a total of more than 300 million Yuan of anti-poverty funds, including over 200 million Yuan in cash and 100 million Yuan in kind. It has carried out a series of poverty alleviation and development work in the field of education, medical service, culture, sports and infrastructure construction and the project area covered all the provinces of Mainland, especially the less developed regions in central and western areas such as Xinjiang, Tibet, Qinghai, Guangxi, Yunnan, Guizhou, Sichuan, Ningxia, Gansu, Inner Mongolia, Shanxi, Shaanxi and Hebei. The poverty relief activities benefited a large number of people, including primary and secondary school students, college students, rural teachers, rural women, infants and young children, farmers in poor areas, etc.
【Poverty alleviation in education】 Adhering to the education ideology of “creating the future” and “fostering talents for the Motherland” of Chairman Soong Ching Ling, since its inception, China Soong Ching Ling Foundation has invested more than 140 million Yuan of anti-poverty funds to carry out a series of education funding activities, including:
First, support school building. As early as in the 1990s, China Soong Ching Ling Foundation began to implement school building aid project in the central and western poor areas and invested 50 million Yuan to build over 80 primary and secondary schools in more than 20 provinces including Jilin, Inner Mongolia, Ningxia, Gansu, Xinjiang, etc, including 13 schools built in post-disaster reconstruction of Wenchuan.
Subsidize primary school students to receive education. In 1995, China Soong Ching Ling Foundation set up girls' education project in Guyuan of Ningxia. In 2008, it established the "Olivia and Liliang Fund for Subsidizing Disadvantaged Girls" and allocated over 5 million Yuan to subsidize more than 5,000 poor students.
Second, implement college student funding project. In July 2003, China Soong Ching Ling Foundation set up the “Future Project – College Student Funding Project” to subsidize the students from needy families of impoverished areas, covering 31 provinces (autonomous regions, municipalities) except Taiwan, HK and Macao and has invested over 70 million Yuan to benefit nearly 20,000 students. The distinct feature of this project is giving priority to the central and western regions and minority areas.
Third, train rural teachers. To solve the shortage of educational resources in impoverished central and western regions and promote the sustainable development of teaching profession in central and western regions, in 2006, China Soong Ching Ling Foundation launched the "Western Gardener Training Program" and implemented a series of teaching training projects in central and western regions of China. It invested more than 11.7 million Yuan and trained over 4,500 teachers through organizing the "Starbucks Rural Teacher Training", "Peiluocheng Minority Teacher Training", "Chengde Teacher Training", "Southern Ningxia Teacher Training", etc.
【Poverty Alleviation in Health Care】 China Soong Ching Ling Foundation invested over 60 million Yuan of relief funds and materials to carry out medical poverty alleviation activities in Shanxi, Tianjin, Hebei, Sichuan, Guizhou, Gansu, Fujian and Qinghai to improve the health status of women and children, which benefited over 10 million People. Specific activities included:
1. Support the construction of medical institutions in impoverished areas. China Soong Ching Ling Foundation carried out health care activities for women and infants in Sichuan,Guizhou, Gansu, Fujian, Qinghai and Hebei, invested 20 million Yuan to set up 97 medical institutions for health care of women and infants, donated 66 medical ambulances, medical equipment worth 7 million Yuan and drugs worth 3 million Yuan, and organized medical service trainings for 30,000 person-times.
2. Actively carry out disease prevention, treatment and advocacy work. China Soong Ching Ling Foundation provided project funds of 20 million Yuan for the impoverished areas of Gansu and Shaanxi to carry out child pneumonia and heart disease prevention and treatment work, helped cure a total of 43,985 children suffering from pneumonia and upper respiratory tract infection and provided surgery costs for 297 poor children suffering from congenital heart disease.
3. Explore a new model for rehabilitation. China Soong Ching Ling Foundation began to actively explore training modes for early treatment of retarded children suitable for Chinese child welfare agencies and families in 2000. Over the past decade, it has raised 12 million Yuan of project funds, trained more than 4,400 physicians and foster care staffs to carry out "early intervention" and "clinical treatment" for more than 20,000 children, and compiled and distributed for free over 70,000 copies of health manuals.
4. Strengthen the study of disease diagnosis and treatment. To improve the level of childhood diseases diagnosis and treatment and reduce infant and child mortality, China Soong Ching Ling Foundation set up Soong Ching Ling Pediatrics Award and raised a total of 6.5 million Yuan. To encourage the pediatric research of medical workers in central and western impoverished areas, it gives priority to central and western poor areas.
【Poverty alleviation in culture and sports】 China Soong Ching Ling Foundation began to implement aid projects for construction of youth sports in central and western poor areas in the 1980s with investment of 20 million Yuan, including:
1. Provide a large number of high-quality books for young people. China Soong Ching Ling Foundation started the cooperation with UNICEF in 1987 and established 21 "mobile libraries" for children in poor areas of 17 provinces over the past decade. In 1998, it began to cooperate with domestic and foreign business groups to implement library construction projects in central and western regions with investment of more than 8.9 million Yuan and, through constructing the "Top New Library", "Starbucks Library", "FAW Toyota Love Library", etc, donated 1.63 million books for nearly 2,000 primary and secondary schools.
2. Support youth sports development. China Soong Ching Ling Foundation actively supports the development of youth sports in poor areas, provides financial support and donates a variety of sports facilities. In 2003, China Soong Ching Ling Foundation established youth soccer schools in Yanbian and Xinjiang and donated 10 million Yuan to the two schools over the past decade. In 2008, it donated 10,000 basketballs and footballs worth 2 million Yuan to the primary and secondary schools in poor areas to support western schools to carry out children's sports activities.
【Fixed-point poverty alleviation】 In November 2001, the State Council arranged China Soong Ching Ling Foundation to provide counterpart support for Pengyang County of Ningxia Hui Autonomous Region. Over the past decade, China Soong Ching Ling Foundation has successively invested a total of 9.7715 million Yuan of relief funds and materials in Pengyou County and implemented microfinance, drinking water projects for human and livestock, township cadre training and health care projects, which effectively improved local production and living conditions and enhanced the comprehensive service ability of grassroots cadres as well.
1. Microfinance. Since the launching of microfinance projects in 2004, China Soong Ching Ling Foundation has allocated a total of 2.6 million Yuan to Pengyou County to support the local microfinance project construction. Through “paid use and rolling reclaiming”, the microfinance program mainly supports poor farmers to develop grass growing, planting and Juncao park construction. Pengyang County government was responsible for the project management and implementation and entrusted the county’s agricultural bank to take charge of the fund issuance, recovery and agent management. The loan interest rate as based on the benchmark interest rate of the People's Bank of China and the reclaimed interests were used as business expenses of financial department. In 2010, actually a total of 1.6926 million Yuan of four due loans was repaid and the recovery rate was 84.63%.
2. Drinking water projects for human and livestock. From 2002 to 2009, China Soong Ching Ling Foundation successively put in public welfare donated funds of 2.7427 million Yuan to construction drinking water projects for human and livestock in 8 towns of Pengyang County, including Xiacha, Gucheng, etc, and built 550 water cellars, motor-pumped wells, small rainwater collection fields and flow diversion walls, which basically solved the drinking water problem of 5,000 local residents and 2,000 heads of livestock.
3. Medical service. From 2009 to 2010, combined with the implementation of brand public service project, China Soong Ching Ling Foundation invested 2.1836 million Yuan of medical service funds to Pengyang County. In order to solve the shortage of medical emergency ambulances of township hospitals in Pengyang County, the Foundation successively donated 15 medical ambulances equipped with necessary first-aid apparatuses for the county hospital, hospitals of traditional Chinese medicine and the hospitals of 12 towns in the county, which effectively improve the level of medical service of local areas.
4. Township cadre and local personnel training. Since 2008, in addition to financial aid, to change the traditional relief assistance to new-type intellectual poverty reduction, the Foundation has successfully donated 1 million Yuan for four times to hold trainings for over 180 township cadres and rural leaders in getting rich, and achieved good results. Through the assistance in such a form, it has deepened the fixed-point poverty alleviation and embarked on a path of poverty reduction with special characteristics.
5. Other relief projects. While implementing fixed-point poverty relief projects, from 1986 to 1990, China Soong Ching Ling Foundation set up high-voltage power transmission lines of 44.1 kilometers for the relocated masses in Chenggan Town of Tongxin County in Ningxia and built 1331 water cellars. Since 2010, within two years, the Foundation planned to invest 2 million Yuan for the construction of microfinance projects in Xiji County of Ningxia Hui Autonomous Region and put in 8 million Yuan to support the relocation of Xiji County Maternal and Child Care Service Centre.
