Poverty Alleviation by China Glory Society

　　【Overview】 On March 4, 2010, in his speech in the joint group discussion of committee members of federation of industry and commerce at the Third Session of the 11th National Committee of the CPPCC, General-Secretary of the CPC Central Committee and President of the People's Republic of China Hu Jintao said that non-public economy individuals “should actively carry forward the traditional virtue of helping the poor of the Chinese nation, increase investment in poverty alleviation and development, further promote the development of glory cause and devote into public welfare and philanthropy to provide more assistance for the poor”.

　　On August 30, while meeting with all the representatives of the 4th General Meeting and the First Session of the Fourth Council Meeting of China Glory Society, Member of Standing Committee of Political Bureau of the CCCPC and Chairman of CPPCC Jia Qinglin said that the Glorious Cause is an innovation made by non-public economy individuals to respond to the state’s call and participate in the cause of poverty alleviation and development and good results were achieved, making a contribution to promoting common prosperity, respected and praised by all circles of society. He made four suggestions: First, encourage those who are already rich to help others who still live in poverty to achieve the fundamental purpose of common prosperity and constantly improve the effective poverty-relief models of industrialization-based poverty reduction, intellectual poverty relief and employment-based poverty alleviation so as to make a contribution to narrowing regional development gap and achieving common prosperity. Secondly, adhering to the ideology of people-centered development, actively devote into education, health care, culture, employment and other social undertakings, participate in the infrastructure construction, ecological environment and public service facility construction in impoverished areas and help to improve the production and living conditions of the masses in poor areas to promote social unity and harmony; implement the great unity and great team spirit of "one in difficulty, all to help" and "the whole country being a big family" and actively donate money and materials to disaster-hit areas to support the post-disaster reconstruction and help the local masses combat disasters and tide over difficulties. Thirdly, strengthen the exchanges and contacts with United Nations agencies and international non-governmental organizations, help non-public enterprises to "go out" and continue to expand the depth and breadth of glorious cause; Fourthly, promote the socialist world view, consciously practice the "glorious spirit", adhere to the ideology of "giving consideration to both justice and benefit with priority given to justice" and guide non-public economy individuals to enhance moral standards and ability to improve the vitality and influence of glorious cause. Jia Qinglin stressed that the party committees and governments at all levels and all circles of society should continue to support the glorious cause and create more favorable conditions and environment for the development of glorious cause.

　　In 2010, with support of the party, government and all circles of society, China Glory Society continued to adhere to the ideology of "giving consideration to both justice and benefit with priority given to justice", carry forward the glorious spirit and make innovations to open up a new situation for poverty relief work and made new progress. From 2006 to 2010, under the leadership of the Third Council, China Glory Society implemented 6425 glorious projects with investment of 97.886 billion Yuan; provided working posts for 2.9203 million people, organized trainings for 2.3033 million people and lifted 7.8663 million people out of poverty. In February 2010, the Ministry of Civil Affairs granted China Glory Society the title of "National Advanced Social Organization".

　　【The 4th General Meeting and the First Session of the Fourth Council Meeting of China Glory Society】 From August 30 to 31, 2010, the 4th General Meeting and the First Session of the Fourth Council Meeting of China Glory Society was convened in Beijing. Member of Standing Committee of Political Bureau of the CCCPC and Chairman of CPPCC Jia Qinglin, Member of the Political Bureau of the Central Committee of the CPC and Vice Premier Hui Liangyu and other party and government leaders met with the participants. Jia Qinglin delivered an important speech. The meeting approved the Charter (revised draft) of China Glory Society and elected 400 new members of council, 120 standing directors and 31 leaders such as chairman, consultant, vice president and secretary-general. Vice Chairman of CPPCC and President of the Central United Front Work Department Du Qinglin was elected as the Chairman. Vice Chairman of CPPCC and Chairman of All-China Federation of Industry and Commerce Huang Mengfu was elected as the consultant. In his work report, Du Qinglin summarized the experience the Glorious Cause in the past five years, proposed future development direction and thinking: Adhering to the principle of people-oriented development, achieve the unity of promoting development and improving people's livelihood; provide intellectual support to achieve the unity of poverty relief and intellectual support; uphold the ideology of harmony to achieve the unity of economic and social benefits; strengthen integration of efforts to achieve the unity of individual strengths and cluster effect; and practice the core values​​ to achieve the unity of performing social responsibility and promoting the glorious spirit. The tasks of China Glory Society in the next five years are: first, strengthen the service function and enhance development vitality. Second, build quality projects to enhance the brand image. Third, strengthen propaganda to create a good atmosphere. Fourth, enhance foreign exchange to expand international influence. Fifth, improve systems and mechanism to form a joint force.

　　【"China Guangcai Program in Xiaogan (Old Revolutionary Base Area)"】 In order to boost the economic and social development of old revolutionary base areas and impoverished regions so as to lift the people in old revolutionary base areas out of poverty as soon as possible, from October 26 to 28, 2010, the investment survey activity for "China Guangcai Program in Xiaogan (Old Revolutionary Base Area)" was carried out successfully in Xiaogan City of Hubei. The event was jointly sponsored by China Glory Society and Hubei Provincial People’s Government and co-organized by Hubei Provincial Party Committee United Front Work Department, All-China Federation of Industry and Commerce, China Glory Society and Xiaogan Municipal People's Government. Vice Minister of the Central United Front Work Department Quan Zhezhu attended the meeting and said in his speech that the non-public economy individuals should carry forward the ideology of "giving consideration to both justice and benefit with priority given to justice", strive to be glorious people, run glorious businesses and do glorious things, and participate in the social return thanksgiving activities to achieve their own scientific development and boost the economic and social development of impoverished regions.

　　The investment survey activity signed 197 projects with total investment of 41.299 billion Yuan and donated a total of 188 million Yuan in kind and cash. During the activity period, the national social return thanksgiving activity of non-public economy individuals was held in Dawu County. A total of 16 private enterprises provided assistance for 343 old revolutionary families, old CPC member families and old models’ families with relief funds of 10.29 million Yuan.

　　【Disaster relief】 after the drought occurred in the southwest areas, China Glory Society promptly raised 100 million Yuan of relief funds for the disaster-hit areas. Local glory societies and council members promptly donated for the affected people. Vice Chairman of China Glory Society and Chairman of Fuyao Group Cao Dewang and his son donated 200 million Yuan to the poor families in Yunnan, Guangxi, Guizhou, Chongqing and Sichuan, creating a record of the largest amount of domestic individual donation.

　　In the disaster relief in Yushu of Qinghai Province, China Glory Society organized council members to provide assistance in various forms at the highest speed. Asia Standard International Group Ltd and individual Lu Zhiqiang successively donated 140 million Yuan and Wanda Group Co., Ltd. donated 1 million Yuan. Vice President of China Glory Society and Chairman of Whampoa Ltd Chen Guangbiao headed the company’s disaster-relief staffs to visit the disaster-hit areas. He and his company successively donated 10 million Yuan, 21 sets of heavy-duty equipment, 50 generators, 500 tons of mineral water and 3,000 military coats to the victims. Chairman of Xiangying Group Liu Yingxia raised tens of tons of medicines, cotton tents, winter clothing and bedding as well as foodstuff worth 50 million Yuan and hired two transport aircrafts to deliver the goods to the disaster areas.

　　After the severe debris flow occurred in Zhouqu of Gansu Province, China Glory Society promptly mobilized the council members to donate 27 million Yuan of relief funds, including 6 million Yuan from Du Shuanghua, 5 million Yuan from Xu Rongmao, 5 million Yuan from Guo Guangchang, 5 million Yuan from Zhu Yicai, 3 million Yuan from Wang Wenbiao and 3 million Yuan from Li Hejun. China Glory Society also sent someone to donate two mobile water purifiers with world-leading technique to the disaster areas to solve the drinking water problem of one kindergarten, one hospital and some residents of local areas, which benefited about 3,000 people.

　　In order to support Jilin to combat the severe flood disaster, China Glory Society and China Foundation for the Glorious Cause promptly mobilized entrepreneur directors and council members to donate 81 million Yuan. Among them, Lu Zhiqiang donated 50 million Yuan, Wang Jianlin donated 20 million Yuan and Wang Zaixing donated 1 million Yuan.

　　【Tibetan cultural heritage protection fund】 In 2010, the "Tibetan Cultural Heritage Protection Fund" Project of China Foundation for the Glorious Cause was launched. Six projects are being constructed, including construction of one hundred Tibetan medicine centers and clinics, poor student assistance in Tibetan areas, solar bathroom construction for Tibetan schools, protection of Tibetan monasteries, publishing of books on Tibetan culture, etc.

　　【Thanksgiving poverty reduction action in old revolutionary base areas】 In 2010, the “Action in Two Old Revolutionary Base Areas (Jinsui Old Revolutionary Base areas and Taihang Old Revolutionary Base areas)”, “Zuoquan Action” and “Thanksgiving Action of Ten Thousand New Businesses in Shanxi” of Glorious Cause was carried out in Shanxi Province. Non-public economy individuals were organized to help retired Red Army soldiers, retired soldiers from the Eighth Route Army and old party members in rural areas. As of the end of 2010, a total of 6,524 private entrepreneurs had participated in the anti-poverty action, assisted 12,538 retired Red Army soldiers, retired soldiers from the Eighth Route Army and old party members in rural areas, invested 80.53 million Yuan of relief funds, implemented over 500 poverty-relief projects and raised 15 million Yuan of student aid funds.

　　【Demonstrative glorious action for one thousand private enterprises to support ten thousand households in old revolutionary base areas】 In 2010, Hebei Province launched the “demonstrative glorious action for one thousand private enterprises to support ten thousand households in old revolutionary base areas”. From 2010 to 2012, it will organize 1,000 local private entrepreneurs every year to provide counterpart support for 10,000 poor rural households in the old revolutionary base areas and, based on actual situation, help them build roads, wells and water cellars and pay rural cooperative medical insurance premium, provide employments, help poor students to complete schooling, etc, aiming to improve the poverty status. As of the end of 2010, the province had assisted a total of 57,038 retired Red Army soldiers, retired soldiers from the Eighth Route Army, old party members and poor farmers, issued relief funds of 178.16 million Yuan, donated materials worth 27.85 million Yuan, recruited 26,166 people for poverty relief, organized training for 25,052 person-times in old revolutionary base areas, implemented 1,920 people-benefiting projects and issued project funds of 319.57 million Yuan.

　　【Cooperation between enterprises and villages for common development】 In 2010, Hunan Province carried out the activity of "cooperation between enterprises and villages for common development". It organized non-public enterprises and domestic and foreign people in the field of industry and commerce to cooperate with rural areas through supporting rural development by industrial growth, project implementation, intellectual poverty reduction and donation focusing on industrial extension, chain operation, resource development, infrastructure construction and labor transfer, aiming to promote agricultural development by industrial growth and boost rural development by urban growth to achieve common development by complementing each other’s advantages. As of the end of 2010, more than 5700 non-public enterprises had built partnership with more than 8,500 natural villages and more than 5,000 docking projects with investment of nearly 30 billion Yuan were constructed, covering over 1,000 tons and more than 10 million rural residents of the province.

　　【Hercynian glorious spring action】 In 2010, Fujian Province carried out the “Hercynian Glorious Spring Action”, donated more than 300 million Yuan of relief funds and materials and provided over 13,000 working posts to lift more than ten thousand farmers out of poverty.

　　【Glorious Cause Day 2010】 Shanghai held the activity of “Glorious Cause Day 2010”, donated more than 20 million Yuan of relief funds for the earthquake-hit areas of Yushu in Qinghai Province, including 17.515 million Yuan donated in cash and 3.3 million Yuan in kind.

　　【Program of Enriching the People by Private Enterprises】 In 2010, Qingdao carried out the Program of Enriching the People by Private Enterprises. More than 4,000 private enterprises participated in the activity and invested a total of 4 billion Yuan. 83 agricultural science and technology park bases and rural tourism bases were constructed and 78 agricultural cooperatives were set up, which increased the income of farmers by 209 million Yuan and provided jobs for 146,900 people.

　　【Sight rehabilitating program for one thousand people】 In 2010, Shenyang City carried out the large-scale glorious charity activity – “Sight rehabilitating program for one thousand people”. As of February 8, 2010, a total of 1.6872 million Yuan was donated, of which 1.5612 million Yuan was donated in cash and 126,000 Yuan was the value of one surgical screening vehicle. The program provided free eye examination for 85,631 people and found out 28,071 eye disease patients; provided cataract consulting services for 10,993 eye disease patients, made clinical examinations for 5,238 eye disease patients and conducted monocular sight restoring surgeries for 1,823 patients and two-eye sight restoring surgeries for 192 patients.
