Poverty Alleviation by China Welfare Fund for the Handicapped
【Overview】 China Welfare Fund for the Handicapped (CWFH) is a national public foundation founded on March 15, 1984 with approval of the State Council. Its purpose is to promote humanity, show love and dedicate to serving persons with disabilities.
Since its foundation, upholding the humanitarian banner, the Foundation has innovatively assisted the government to carry out the first national sample survey on persons with disabilities, participated in the drafting of the "Law of the People's Republic of China on the Protection of Disabled Persons", carried out three rescue rehabilitation projects and cooperated in the implementation of national plan for the development of disabled persons’ undertaking in China. Meanwhile, following the principle of "taking from the community and giving back to disabled people", with the support from party and government as well as all circles of society at home and abroad, the Foundation raised 4 billion Yuan to support the development of disabled persons’ rehabilitation, education, employment, culture, sports and other undertakings, which effectively benefited many people with disabilities and made important contributions to the creation and development of disabled persons’ undertakings in the new era and promoting social civilization and progress.
In 1988, the United Nations awarded China Welfare Fund for the Handicapped the "Peace Messenger Award" and awarded Deng Pufang the "Decade Special Award for Disabled Persons". In December 2003, the United Nations awarded Deng Pufang the "United Nations Human Rights Prize" in recognition of his great contributions to protection of human rights of people with disabilities. In 2008, in the first assessment made by the Ministry of Civil Affairs on national foundations, China Welfare Fund for the Handicapped was listed among the 5A Foundations.
Over the past 27 years, under the leadership of Chairman Deng Pufang, China Welfare Fund for the Handicapped has implemented a number of influential public welfare projects such as "Charity Carnival" and "China Information Accessibility Forum"; built the public welfare project brand of "Charity Project"; set up a vibrant and innovative working team and made an important contribution to promoting the social civilization and progress. The Foundation has given its own public welfare brands deep and rich cultural content with distinct brand positioning and gradually formed a public awareness of these brands. The "Charity Project" is a brand of public welfare projects of China Welfare Fund for the Handicapped. It aims to encourage the benevolence in the world to support the well-being of people with disabilities and involves seven actions, namely Charity Carnival, Enlightening Action, Hearing Aid Action, Handicapped People Aiding Action, Poor Student Aiding Action, Information Accessibility Action and Action of Helping the Poor.
【Charity Carnival】 “Charity Carnival” is a large-scale charity activity organized before the “International Day of Disabled Persons” – December 3 every year by China Welfare Fund for the Handicapped. From 2003 to 2010, Li Keqiang, Hui Liangu, Wang Qishan, Liu Qi, Liu Yandong, Lu Yongxiang, Chen Zhili, Zhang Dejiang, Deng Pufang, relevant department heads and many well-known persons in the field of culture, arts, sports and business attended the carnival. Through position donation, on-site donation and charity auction, the activity raised more than 90 million Yuan of relief funds to greatly promote the development of the rehabilitation, education, cultural publishing and sports industry of people with disabilities.
【Charity Project - Enlightening Action】 In August 2010, China Welfare Fund for the Handicapped subsidized Xinjiang Uygur Autonomous Region to carry out the “Charity Project Enlightening Action”, provided free eye sight restoration surgery for 1,350 poor people suffering from cataract in Kashi, Hetian and Tulufan and issued project funds of 1.35 million Yuan.
In August 2010, China Welfare Fund for the Handicapped subsidized Xinjiang Production and Construction Corps to carry out the “Charity Project Enlightening Action”, provided free eye sight restoration surgery for more than 400 poor people suffering from cataract in Xinjiang Production and Construction Corps and issued project funds of 400,000 Yuan.
【World Vision's Charity Aid Projects in Shaanxi and Gansu】 On December 23, 2010, China Welfare Fund for the Handicapped and World Vision’s China Office jointly implemented the one-year charity aid project for Shaanxi and Gansu. World Vision’s China Office donated 9 million Yuan to China Welfare Fund for the Handicapped for trainings of personnel for the rehabilitation of people with disabilities, barrier free renovation of the communities with disabled persons’ families and purchase of auxiliary apparatuses for people with disabilities in the disaster-hit areas of Shaanxi and Gansu.
【Handicapped People Aiding Action of Wonderland Nurserygoods Co Ltd】 China Welfare Fund for the Handicapped received the donations of portable wheelchairs for disabled children of Wonderland Nurserygoods Co Ltd and distributed the donations to 34 provincial and municipal foundations for people with disabilities. Using the portable wheelchairs for disabled children, they strived to improve the nursing and rehabilitation conditions and quality of life of disabled children suffering from cerebral palsy, traumatic brain injury, spinal cord injury, muscular dystrophy, limb dysfunction, etc. In the five provinces of central and western regions, it issued 80 portable wheelchairs to Gansu Provincial Welfare Fund for the Handicapped, 80 to Ningxia Provincial Welfare Fund for the Handicapped, 100 to Inner Mongolia Autonomous Region Welfare Fund for the Handicapped, 80 to Shaanxi Welfare Fund for the Handicapped, 80 to Xinjiang Welfare Fund for the Handicapped and 50 to Tibet Welfare Fund for the Handicapped. The total project fund amounted to 28.6567 million Yuan and the project benefited 2,970 people.
【Charity Project – Hearing Aid Action】 1. Funding hearing-aid projects: In 2010, China Welfare Fund for the Handicapped provided financial assistance for hearing-aid projects, helped 3,430 people with hearing impairment, purchased 1012 hearing-aids for Inner Mongolia, Shaanxi, Ningxia, Qinghai and Xinjiang and issued a total of 1.8652 million Yuan of relief funds.
2. Funding artificial cochlea projects: Since 2005, Chairman of the Formosa Plastic Group Wang Yung-ching has donated artificial cochlea to China Welfare Fund for the Handicapped, carried out the “Action of Hearing Reconstruction” project and planned to donate 14,750 artificial cochleae for the poor children with hearing impairment in mainland China. As of the end of 2010, it had rescued more than 3,000 poor deaf children in 29 provinces, autonomous regions and municipalities of China.
【Anti-poverty projects of La Chapelle Fashion Corporation】 China Welfare Fund for the Handicapped actively mobilized Shanghai La Chapelle Fashion Corporation to jointly donate garments. From 2009 to 2010, they donated a total of 86,959 pieces of completely new dresses worth 21.66 million Yuan for poor disabled persons in western regions and some other provinces and autonomous regions and provided financial aid for 13 provinces, autonomous regions and cities of China, which benefited more than 80,000 poor people with disabilities.
【Earthquake relief】 On July 5, 2010, Department of Administration and Finance of the Liaison Office of the Central People's Government in the Hong Kong donated the 5 million Hong Kong dollars raised by warmhearted Hong Kong people to China Welfare Fund for the Handicapped to support the rehabilitation and employment of persons with disabilities affected in the earthquake of Yushu Prefecture in Qinghai Province.
【Projects launched by Hong Kong SAR government to supporting disabled persons and help the poor】 On August 2, 2010, Hong Kong SAR government donated 285,000 Hong Kong dollars for China Welfare Fund for the Handicapped to support the poor people with disabilities in Qinghai Province and buy warm clothing and other daily necessities for them.
【Psychological rehabilitation project of Social Workers Across Borders】 On August 2, 2010, Social Workers Across Borders donated 1 million Hong Kong dollars for China Welfare Fund for the Handicapped to carry out psychological counseling and social worker training for poor people with disabilities in Qinghai Province.
