Poverty Alleviation and Development in Jilin Province
【Investment of anti-poverty funds】 In 2010, Jilin Province issued a total of 760 million Yuan of anti-poverty funds, of which 470 million Yuan was from the central government, up 16.3%, 30.24 million Yuan from provincial matching fund, up 8%, and 270 million Yuan was anti-poverty discount loans encouraged by interest discount subsidies. It launched 1247 poverty alleviation and development projects and implemented entire village advancement in 400 poor villages. The per capita net income of key counties reached 3338.4 Yuan and the rural per capita net income of key poor villages involved in entire village advancement increased by 18.6%, 0.2 percentage points above the provincial average. The province lifted 133,000 rural people out of poverty, overfulfiled the scheduled task of lifting 100,000 people out of poverty set at the beginning of 2010.
【Poverty reduction program】 In 2010, the General Office of the Provincial Government issued the “Notice on the Development of Planning for Lifting 100,000 Rural Poor Out of Poverty in Jilin in 2010” (Ji Zheng Ban Han [2010]No. 33). Through in-depth research, it carried out multi-level discussions and demonstration in many fields, forming the guiding line for the development of planning for the next round of poverty alleviation. The draft of the “Outline for Poverty Alleviation of Jilin (2011-2020)” has been completed and smooth progress was made in the development of planning for entire village advancement, fixed-point poverty alleviation and cadre trainings in the “12th Five-Year Plan” period.
【Convergence of two systems】 Jilin Province implemented pilot projects in 8 key counties for national poverty alleviation and development. After Guo Ban No.31 Document was issued, according to the instruction of Governor Wang Rulin, the provincial development and reform commission (poverty alleviation office) submitted the implementation program to the provincial government together with six departments including the provincial department of civil affairs. The provincial government issued the implementation program to local government (Ji Zheng Ban Ming Dian [2010]No. 84 Document). In July 2010, Jilin received the cross-check for pilot projects of effective convergence of two systems and the inspection team highly appreciated the province's poverty alleviation work. In September, six departments directly under the provincial government held the on-the-spot meeting on effective convergence of two systems in Tongyu, summarized the pilot work and made overall arrangements for the effective convergence of two systems of the next phase.
Jilin Province overcame the impact of severe floods and other adverse factors and completed the pilot work on schedule. Pilot projects were launched in all the 950 villages of 86 towns in 8 key counties for national poverty alleviation and development. Information of the objects of poverty reduction was recorded in the low-income rural household management system, covering 129,000 poor households and 326,000 people. It has identified 229,000 objects of poverty reduction, 76,000 people without the ability to work receiving the minimum living allowances, 19,900 people for poverty reduction who also receive the minimum living allowances, and 1,747 people enjoying five-guarantee service. The government organized and coordinated all resources and has adopted relevant measures to help some of the objects of poverty reduction.
【Entire village advancement】 In accordance with the implementation program for lifting 100,000 people out of poverty in Jilin Province, the government organized local governments and relevant departments to develop poor village advancement program and project construction planning. In the poor village advancement, it attached importance to three aspects: First, launch entire village advancement projects in all key counties for national poverty alleviation and development; Secondly, complete the planning for entire village advancement of all “three guarantee” poor villages; Thirdly, promote the entire village advancement of some counties (cities) with heavy task. The planning for project construction in poor villages focused on the implementation of tasks, projects, fund issuance and responsibility in each village. As for the use of entire village advancement funds, the province actively made effective integration of various resources and rational arrangements for the use of funds based on the situation of infrastructure, production and the development of social undertakings in poor villages as well as the needs of the poor.
In 2010, Jilin implemented entire village advancement in 400 poverty-stricken villages, integrated funds of 364 million Yuan and launched 699 entire village advancement projects to directly lift 78,400 people out of poverty. It launched 1247 poverty alleviation and development projects and implemented 1023 industrial development and other poverty alleviation and development projects with financial development funds, covering 400 poor villages in 46 counties (cities, districts). All the “three guarantee” poor villages completed the task of entire village advancement.
【Labor transfer training】 Targeting at the labors from poor families, the province vigorously carried out poor labor transfer trainings and practical skills trainings to strengthen capacity building, enhanced the proportion of the “two kinds of backward students” from needy families for receiving middle and long-term professional trainings, actively implemented the Rain Plan and completed the task of labor transfer training for rural poor in 2010.
In 2010, the province issued 9.6 million Yuan of special funds for the transfer training of poor labors, trained 22,300 poor young people and helped 20,400 people obtain stable employments. The stable employment rate reached 91.5%. It increased service income of 230 million Yuan and lifted 20,000 households out of poverty.
【Training of poverty alleviation cadres】To further improve the comprehensive quality and innovation ability of the poverty alleviation cadres in impoverished areas, combined with the major work of poverty alleviation and development, through theoretical lectures, field visits and discussions and exchanges, the government organized four trainings for the poverty alleviation and development cadres in the province, involving 380 people, and organized 67 cadres of poor areas to participate in 18 special trainings and seminars held by LGOP.
【Industrialization and leading enterprise of poverty alleviation in poor areas】 It encouraged and guided poor counties to use local resources to actively develop featured agriculture and increase investment in facility agriculture to promote regional, professional production of farm produce and byproducts as well as green food. The province strengthened support for poverty alleviation leading enterprises, innovated the mechanism for leading enterprises to help people get rich and the benefit-sharing mechanism and provided discount loans and other related support for poverty alleviation leading enterprises. Under the model of poverty alleviation by industrialization through government promotion, enterprise participation, policy incentives and cooperation for win-win, the poverty alleviation leading enterprises witnessed further development, which led poverty-stricken areas to adjust the economic structure, promoted employments of poor labors and increased the income of poor farmers.
Good results were achieved in the development of regional backbone industries based on animal husbandry, planting, green food and agricultural products processing, which effectively promoted the industrial structural adjustment in poor areas. The poverty alleviation leading enterprises played a more positive role. The seven national poverty alleviation leading enterprises and 25 provincial poverty alleviation leading enterprises in Jilin Province achieved a total output value of 1.01 billion Yuan and made profit of 36.05 million Yuan, which helped 37,090 households in 103 towns to shake off poverty, including 10,296 poor households.
【Social poverty alleviation】 To conscientiously implement the spirit of the "Notice of the General Office of CPC Central Committee and State Council on Promoting the Fixed-point Poverty Alleviation" (Ting Zi [2010] No. 2), the province issued the "Circular on Promoting the Fixed-point Poverty Alleviation in 2010" to make clear the objectives, responsibilities and specific requirements, summarized the experience of the fixed-point poverty reduction and enterprises’ poverty alleviation in the period from 2006 to 2010, strengthened the coordination between poor counties and villages and helping units. According to the plan, most of the helping units provided selfless assistance and great support for the poor areas, including personnel and technological services, financial support and project construction, which promoted the economic and social development of poverty-stricken areas and helped the poor to shake off poverty and become rich. Meanwhile, according to the requirements for the new round of fixed-point poverty reduction, the province made clear the actual situation, developed various resources and made propaganda and relevant preparations as well.
In 2010, 155 helping units directly under the central and provincial government issued more than 10.5 million Yuan of special funds and helped to raise capital of 218 million Yuan to launch 147 fixed-point poverty alleviation projects, which promoted the economic and social development of poverty-stricken areas and helped the poor to shake off poverty.
【Pilot work】 First, continued to implement “pilot projects of village-level mutual funds” in poverty-stricken villages. In 2010, it implemented 155 pilot projects of mutual funds in poor villages to benefit 11400 rural households and lift 15000 people out of poverty. In 2010, the turnover rate of mutual funds was 1.22 times, above the national average level.
Secondly, continued to implement pilot projects of “contiguous development”. The province continued the “contiguous development and comprehensive governance” in poor areas concentrated with poverty-stricken villages. In 2010, Helong City, Zhenlai County and Jingyu County were identified as national pilot counties and launched 263 contiguous development projects, which lifted 124 poor villages and 11,000 people out of poverty.
Thirdly, continued to implement pilot projects of poverty alleviation by science and technology. In 2010, the state approved Antu County and Tongyu County to carry out pilot projects of poverty alleviation by science and technology. The projects lifted 800 households and 2600 people out of poverty.
【Management of anti-poverty fund projects】 Local governments of Jilin Province were required to make overall arrangements and coordination, increase efforts on the integration of funds, strengthen the supervision of financial anti-poverty funds, give play to the leading and polymerization role of the central and provincial financial anti-poverty funds and focus on the use efficiency of special anti-poverty funds. On the one hand, together with relevant department, it strengthened the supervision of funds and organized selective examination on the management of anti-poverty funds to ensure the safe operation of poverty relief funds; on the other hand, it guided local governments to give play to the leading role of special funds and strengthen integration of funds to enhance the comprehensive poverty relief effects.
【Post-disaster restoration and reconstruction】 In Spring of 2010, Jilin Province suffered a cold spell. In the Summer, catastrophic floods took place in the eastern and central regions and five eastern key counties were seriously affected. After the disaster, we immediately reported to LGOP, developed post-disaster reconstruction projects and got special funds for disaster relief from LGOP. Meanwhile, we actively participated in the disaster relief and post-disaster restoration and reconstruction, carried out survey on the situation of disaster and organized cadres and staffs to donate for the affected people. In the disaster relief and post-disaster restoration and reconstruction, poverty alleviation departments at all levels responded quickly, worked very hard, mobilized public participation and achieved good results and social and economic effects.
