Poverty Alleviation and Development in Hubei Province
【Overview】2010 is the last year for the implementation of the "Outline for Poverty Alleviation and Development of Rural Areas in Shandong Province (2001-2010)" and "Planning for Poverty Alleviation of Hubei Province in the ‘11th Five-Year Plan’ Period" and Hubei Province completed the annual task of poverty alleviation and development in this year.
First, the number of the registered poor fell from 6.3096 million to 5.8981 million and there was a decline of 411500 in the number of poor people in 2010, 2.8 percentage points above the planned task; Secondly, the rural per capita net income in 29 key poor counties increased from 2988 Yuan to 3450.57 Yuan, 462 Yuan more and 15.48% up over the previous year; Thirdly, entire village advancement projects were launched in 1,377 poor villages. By then, entire village advancement projects has been implemented in all the 8,614 poor villages in the first decade of the new century. Fourthly, 2010 is the 7th year for relocation-based poverty alleviation in Hubei Province. In 2010, 10,337 households and 41,348 people were relocated for poverty reduction, respectively 3.3 percentage points higher than the planned figure. Fifthly, 54,264 poor labors received the “Rain Plan” labor transfer trainings, 8.5% higher than the planned figure, 27,190 people found jobs and the transferred employment rate reached 98%. Sixthly, it speeded up the construction of key old revolutionary base zone. In 2010, the rural per capita net income in the project areas was 342.4 Yuan more than that in 2009, reaching 4,200 Yuan, and the situation of highroads, drinking water, schooling and seeing a doctor had been further improved.
From 2009 to 2010, the Provincial Department of Agriculture issued 495 million Yuan and the Provincial Forestry Bureau invested 294 million Yuan to support the construction of agricultural and forestry projects in pilot counties for shaking off poverty and building a moderately prosperous society; The Provincial Grain Bureau issued more than 15 million Yuan every year to support the construction of featured grain and oil economy and county-level grain storage centers in key poor counties; The Provincial Department of Commerce recruited more than 7,000 people from poor areas for training of seamen; The Provincial Bureau of Industry and Commerce issued 1.497 billion Yuan to support 12,081 farmers’ cooperatives in impoverished areas; The working committees of the organs directly under the provincial government carried out the activity of "Cooperation between Urban and Rural Areas for Counterpart Support", 159 provincial departments were designated to support 315 villages, provided assistance for 441 industrial projects and launched 346 collective economic projects. As a result, the average annual collective income of the villages reached 50,000 Yuan.
In 2010, Hubei Province not only completed the annual task for poverty alleviation and development, but also achieved the poverty reduction goal for the first decade of the new century set by the “Outline for Poverty Alleviation and Development” and the “Planning for Poverty Alleviation and Development in the ‘11th Five-Year Plan’ Period”. The poverty alleviation and development in Hubei Province entered into a new stage.
In 2010, the Central Government carried out performance evaluation on the use of anti-poverty funds nationwide. Hubei was publicly praised and rewarded 9 million Yuan of financial anti-poverty funds. In November, LGOP held in Yichang the "National Meeting on Experience-sharing of Enterprises in Poverty Alleviation" and promoted the experience of Hubei Province. In December, LGOP sent a letter to Hubei Province and praised that "Hubei was still among top ranking provinces in poverty alleviation and development in 2010". At the work conference on national poverty alleviation and development held in late December, a representative of Hubei Province delivered a speech as a model for poverty alleviation.
According to statistics, from 2001 to 2010, the province newly built village cement roads of 115,000 kilometers in the poverty-stricken regions and old revolutionary base areas and basically addressed the highroad, telephone line and broadcasting and TV program problem in rural areas; the rural per capital net income, local GDP and local general budget revenue in 29 key counties (cities) all witnessed a substantial increase. The province addressed the food and clothing problem of about 4 million rural poor and lifted them out of poverty. There was a decrease of 400,000 in the number of poor people per year during that period.

【Pro-poor measures】 Hubei provincial government held many seminars and on-site meetings on poverty alleviation to make arrangements for anti-poverty work. The General Office of the Provincial Party Committee and Government and Provincial Leading Group for Pilot Work of Poverty Alleviation and Development to Lift People out of Poverty and Build a Moderately Prosperous Society successively printed nine special documents for poverty reduction. The General Office of the Provincial Party Committee has, for three consecutive years, issued the "Key Points for Annual Poverty Alleviation and Development in Hubei Province" as No.1 Document (E Zheng Ban No. 1 Document) of the provincial government. Leaders of the Provincial Party Committee, Provincial People's Congress, Provincial Government and Provincial CPPCC paid a number of visits to poor areas for field research and gave on-the-spot guidance on poverty reduction. 7 members of the Standing Committee of Hubei Provincial Committee of the CPC headed the representatives from 125 provincial departments and units to support the poverty alleviation in 7 pilot counties. In 2010, the provincial government adjusted the "Leading Group for Poverty Alleviation and Development in Hubei Province" and "Hubei Provincial Commission for Supporting the Construction of Old Revolutionary Base Areas". Governors acted as the head of the leading group and the director of the commission, and the number of members respectively increased from 31 to 64. The provincial government introduced the "Measures for Assessment of Local Party and Government Principal Responsibility System in Poverty Alleviation of Hubei Province" and makes assessment of city and county party and government leaders every year to promote the implementation of pro-poor measures in local area.
【Pilot projects of convergence of two systems】 In 2010, the pilot area for convergence of the rural minimum living security system and pro-poor policies was expanded to cover 29 poor counties (cities). The province made records for a total of 9160 poor villages, identified 1231365 low-income households and 3517018 low-income people, respectively accounting for 37% and 28% of the total, of which: 783,700 households and 2,432,681 people were objects of poverty relief, 273,936 households and 613,253 people were objects of the rural minimum living security system, 131,436 households and 419,253 people were objects of both poverty reduction and the rural minimum living security system, and 42,293 households and 51,831 people were objects of five-guarantee system. Meanwhile, it conducted survey on the poverty situation and projects that needed support. Among the identified poor households, 1.0975 million households needed industrial support, accounting for 89.1%; 863,000 people needed support for dilapidated building renovation or relocation-based poverty reduction, accounting for 70%; 175,700 households needed biogas digesters, accounting for 14.2%; and 778,000 people needed labor transfer training, accounting for 85% of the poor. To this end, Hubei Province introduced the "Opinions on the Implementation of Pro-poor Policies for Poor Households in Hubei Province", put forward "eight household support measures" and implemented the convergence of two systems; poverty alleviation departments provided special support for the poor with the ability to work to develop production and enhance their capacity; and the civil affairs departments included the poor without the ability to work to the coverage of the minimum living security system.
【Management of poverty alleviation project funds】 In 2010, the state issued 502.96 million Yuan of financial anti-poverty funds for Hubei Province, 48.36 million Yuan more and 9.73% up over the previous year; the provincial government issued matching funds of 221.1 million Yuan (excluding 70 million Yuan for pilot projects of shaking off poverty for building a moderately prosperous society), 20 million Yuan more and 13.24% up over the previous year. The Provincial Party Committee, Provincial People's Congress, Provincial Government and the Provincial Discipline Inspection Commission attached great importance to the supervision of the use of anti-poverty funds and developed and improved supervision measures. The Provincial Department of Finance and Provincial Poverty Alleviation Office organized special personnel to carry out performance evaluation of anti-poverty funds. In July 2010, Huang Xianyao, Member of Standing Committee of Hubei Provincial Party Committee of CPC and Vice Secretary of the Provincial Discipline Inspection Commission visited the Provincial Poverty Alleviation Office and put forward six requirements for the supervision of the use of anti-poverty funds. The Provincial Poverty Alleviation Office held a meeting on poverty alleviation in the province to convey the instruction and developed the interim measures on determining poverty relief projects through competition on the management and risk control of anti-poverty funds and the improvement of project database construction and project card management.
【Construction of poverty alleviation system】"Regulations on Rural Poverty Alleviation of Hubei Province " was put into force on February 1, 2010. To this end, the Provincial Party Committee, Provincial People's Congress and Provincial Government carried out the "Three One" Activity: On January 23, the Provincial People's Congress and Provincial Government jointly held a press conference and the deputy division head of the Provincial People's Congress and deputy governor of the Provincial Government addressed the meeting; On January 24, Deputy Director of Provincial People's Congress Luo Hui and Vice Governor Zhao Bin respectively had a signed article on implementation of the regulation printed in the "Hubei Daily"; In late March, the Provincial Party Committee and Government held a training on implementation of the "Regulations" for leaders of local party committees and governments. Governments at all levels in Hubei Province serious implemented the "Regulations" and enhanced awareness of poverty reduction. As a result, their behaviors of poverty reduction were regulated. In September, the General Office of the Provincial Party Committee set up three inspection teams to carry out special supervision on the implementation of the "Regulations" in local areas of the province, held press conference and issued to the public and media the "Report on Special Supervision and the Poverty Alleviation and Development in Hubei Province". Meanwhile, it had the annual poverty relief report printed in Hubei Daily and published an article to analyze the "Regulations", creating a good atmosphere for poverty alleviation according to law.
【Pilot projects for shaking off poverty and building a moderately prosperous society】 Hubei Provincial Party Committee and Government issued 12 pro-poor policies in 2010. So far, 20 pro-poor policies were issued in the 7 pilot counties for shaking off poverty and building a moderately prosperous society. Total investment for key (major) projects reached 1.9032 billion Yuan, up 60.3% over 2009. The 7 pilot counties recorded GDP of 32.725 billion Yuan, up 17.8%; The value added of industrial enterprises above designated size reached 10.139 billion Yuan, up 26.8%; Total fiscal revenue amounted to 2.938 billion Yuan, up 21.3%, of which the local general budget revenue was 1.504 billion Yuan, up 19.6% and rural per capita net income was 3936 Yuan, up 13.7%. By the end of 2010, there were a total of 614,700 poor people, down 7.7%.
【Entire village advancement】 In 2010, the province was assigned the heaviest task for entire village advancement and “three guarantee” projects, and the last batch of 1,377 key poor villages were included in the coverage of the project. A total of 1.137406 billion Yuan of anti-poverty funds was issued, averagely 826,000 Yuan per village. According to the plan, 5,931 projects will be constructed in two years, of which 4,535 were completed in 2010, accounting for 75.6% of the total. In 2010, the province developed planting area of 960,000 mu, renovated village primary schools of 39,000 square meters, trained 210,000 farmers, built rural roads of 5,700 kilometers, solved the drinking water problem of 238,000 people and relocated 33,738 people in poverty reduction. Meanwhile, it organized inspection and acceptance of the entire village advancement projects in 500 villages, which was launched in 2008. After the entire village advancement, there was a reduction of 31,000 households and 144,200 respectively in the number of poor households and the number of poor people, the incidence of poverty fell from 33.4% to 14.6% and rural per capita net income reached 3,088 Yuan, 662 Yuan more than that before the project construction. Most of the villages passed the inspection and acceptance.
【Poverty alleviation by industrialization】 In 2010, a total of 50.65 million Yuan of loan interest subsidy was allocated for Hubei Province and 1.5376 billion Yuan of interest subsidy was issued, mainly to support leading enterprises and help the poor to develop production, resulting in an increase of 200 Yuan in per capita net income. Pilot projects for mutual funds were launched in 201 poor villages of 29 key counties with total anti-poverty funds of 30.55 million Yuan and poverty relief mutual funds of 23.17 million Yuan, resulting in an increase of 453 Yuan in per household income of the members. According to the survey carried out by the investigation team of the Provincial Poverty Alleviation Office on ten villages of five counties, 56.7% of the 1090 rural households that participated in the mutual funds were rural households, 68.9% of the issued loans of 2.7685 million Yuan were for poor farmers and 98.9% of the repaid loans of 2.3049 million Yuan was from poor households.
【Relocation-based poverty alleviation】 In 2010, the relocation-based poverty alleviation of Hubei Province was, for the sixth consecutive year, listed among the ten practical things promised by the Provincial Government to be done for the people. In 2010, 80 million Yuan of funds were raised for relocation-based poverty reduction, of which 26.66 million Yuan was state’s financial anti-poverty funds, 20 million Yuan was provincial matching funds, 26.67 million Yuan was work-relief funds and 6.67 million Yuan was national development funds. 2,000 Yuan was issued to each person and 8,000 Yuan for each household averagely. On this basis, local government, relevant organs and departments, enterprises, social forces and relocated households each invested some money to jointly address the problem of relocation and house building. Meanwhile, the province implemented the "one building and three innovations" and industrial poverty alleviation policies to solve infrastructure and production development problem and gave priority to the poorest living in mountainous areas with the worst living conditions in relocation, aiming to lift them out of poverty.
The Provincial Women’s Federation carried out the "Action of Care for Poor Single Mothers" and included more than 2,500 rural poor single-mother families into the coverage of relocation-based poverty reduction project jointly with relevant poverty alleviation department.
【Labor transfer training】 In 2010, Rain Plan began to focus on middle and long-term training instead of short-term training. While enhancing job skills, it strived to enhance the education degree of trainees to secondary vocational school education. In 2010, the province issued “Rain Plan” training subsidies of 50 million Yuan, and the average subsidy for each trainee was improved from 800 Yuan in 2009 to 1000 Yuan, issued to the poor in form of training vouchers. In 2010, Luotian County was listed among the 9 national pilot counties for “Rain Plan” reform and the subsidy was no longer allocated to schools, but directly to poor trainees. In Luotian County, direct subsidies were issued to 1,699 people, averagely 1,000 Yuan for each, all issued directly to the poor through “All in One Account”. Meanwhile, the government organized trainings for cadres from poor areas, implemented the “training project for party secretaries of one thousand villages” and carried out the “three supports and one assistance” work. In 2010, trainings were held for 2,733 grassroots cadres, of which 2,131 were party secretaries of poor villages involved in entire village advancement. 127 university graduates involved in “three supports and one assistance” received training and were sent to support poverty alleviation in grassroots units.
【Construction of old revolutionary base areas】 Hubei Province has a large number of old revolutionary base areas. The Provincial Party Committee Secretary Li Hongzhong proposed at his inauguration to include the establishment of "Pilot Region of Dabie Mountain Old Revolutionary Base Area for Economic and Social Development" into the planning for poverty alleviation of Hubei Province in the "12th Five-Year Plan" period. To explore ways for contiguous development in old revolutionary base areas, in 2010, the province carried out inspection and acceptance of pilot projects of poverty relief funds in Hong’an Old Revolutionary Base Area, issued central lottery public welfare funds to launch pilot projects in Macheng and Yangxin Old Revolutionary Base Areas and completed 60% of the scheduled task. Xuan’en County was listed among pilot areas for construction of old revolutionary base areas in China. The provincial government increased funds of 20 million Yuan for the construction of old revolutionary base areas and scattered poverty alleviation projects and, through competition, identified 12 key old revolutionary base towns and 8 scattered poor towns for contiguous development. In 2010, it arranged 96.96 million Yuan to support 1607 projects in the entire village advancement of 303 poor old revolutionary base villages in the province, focusing on addressing the drinking water, highroads and income growth problem. It invested 8.1 million Yuan to support 27 old revolutionary base areas to help township development and arranged 39 projects to alleviate the “three difficult” problems in the old revolutionary base areas. In 2010, the provincial department raised 10.61 million Yuan for the construction of old revolutionary base areas, 50 million Yuan more than that in 2009.
【Scattered poverty alleviation】2010 is the last year for the previous round of poverty alleviation of “one hundred towns and one thousand villages”. The provincial government issued 65 million Yuan for scattered poverty alleviation to support the entire village advancement of 300 key poor villages covered by the “one hundred towns and one thousand villages” program. It strengthened support for flooded reservoir areas, low-lying lake area, flood flowing districts, flood areas and schistosomiasis epidemic areas. The provincial government held, in the recent three years, two special meetings on the integrated poverty alleviation and development in Dayuan of Mengxi, a flood diversion area of Gong’an County. More than 90 provincial, city and county departments participated in the poverty alleviation in Dayuan of Mengxi and implemented 178 projects with investment of 481 million Yuan. Meanwhile, the city and county government in the scattered poor areas constantly increased financial investment in poverty reduction, organized and mobilized party and government organs, enterprises, institutions and social forces to participate in poverty alleviation and development. As of the end of 2010, they completed the entire village advancement of 1500 villages over the past five years, solved the food and clothing problem of 190,000 poor people and lifted them out of poverty.
【Poverty alleviation by infrastructure construction】 As of the end of 2010, Hubei Provincial Development and Reform Commission strived for work-relief funds and demonstrative project funds of 1.14 million Yuan over the past five years. The Provincial Department of Transportation built village-level highroads of 100,000 kilometers in 29 key poor counties. Except a certain region, almost all the key counties have now access to asphalt (cement) roads. The Provincial Department of Water Resources arranged 1 or 2 water infrastructure projects for each poor county and the investment in irrigation infrastructure construction was 10% higher than that in other areas, which addressed the drinking water problem of 4.2 million people in impoverished areas. The Provincial Economic and Information Technology Committee invested 57.1 million Yuan to support the pilot projects of shaking off poverty in Danjiangkou City. Hubei Province State Land and Resources Department invested 460 million Yuan for the land development and management, low hilly land reform and basic farmland projects of 2.13 million mu in 7 counties (cities). The Provincial Power Grid Company implemented the fourth batch of 193 poverty relief projects in Changyang, Badong, Zigui and Shennongjia with total investment of 942 million Yuan.
【Medical poverty reduction】 The Provincial Health Department plans to build one standard county hospital and one township hospital for each poor county and one qualified clinic for each village within three years since 2009. The Provincial Department of Civil Affairs implemented the convergence of two systems. The number of rural poor covered by the minimum living security system rose from 1.1 million in 2007 to 2.12 million in 2010, and the average annual subsistence allowance increased from 750 Yuan to 953 Yuan. Hubei Provincial Population and Family Planning Commission issued more than 58 million Yuan to help 45600 people with difficulties in family planning implementation. The Provincial Disabled Federation renovated dilapidated houses for more than 50,000 households with disabled family members and 95% of the rural people with disabilities participated in the new rural cooperative medical system. The Provincial Department of Housing and Urban Construction invested 15.99 million Yuan to support the village improvement of Tongshan County and completed the town’s layout planning. The Provincial Department of Environmental Protection strived for 177.95 million Yuan of environmental protection funds from the central government and allocated provincial environmental protection funds of 66.27 million Yuan for rural environmental governance and drinking water protection of impoverished areas.
【Poverty alleviation by education】 Hubei Provincial Department of Education implemented the pro-poor policies to help students so that 15% of the rural poor students were exempted from tuition fee for secondary vocational education. In 2010, a total of 110,000 poor students got student loans of 660 million Yuan. The Provincial Office of Human Resources and Social Security selected 17,231 university graduates involved in the "three supports and one assistance" to support the education, medical service, agricultural development and poverty reduction in poor areas and issued 304 million Yuan to support the construction of employment service system for transferred rural labors in pilot counties for shaking off poverty and building a moderately prosperous society. The Provincial Department of Science and Technology provided the poverty alleviation by science and technology in Dabie Mountain area for a long time. The Provincial Science and Technology Association organized experts to provide consulting service for farming and planting in poor areas, and the Provincial Youth League Committee raised 38.41 million Yuan for the implementation of "Project Hope" in 2010, subsidized more than 7000 students and built 33 Hope Primary Schools.
【Information resources sharing project for township cultural stations】 In 2010, Hubei Provincial Department of Culture invested 224 million Yuan to implement information resources sharing projects for county-level cultural centers, museums and libraries as well as township cultural stations in key counties. The Provincial Sports Bureau invested more than 100 million Yuan to support the construction of more than 4,000 physical fitness projects for farmers and more than 1,000 highroads in poor areas. The Provincial Bureau of Radio, Film and Television completed the task of providing radio and TV programs for all the natural villages with more than 20 households in poor areas. Except some alpine regions and remote areas, it showed a movie every month for every village.
【Poverty alleviation in poor areas with special difficulties】 First, “616” counterpart poverty alleviation: One provincial leader headed 6 units directly under the provincial government to support one minority poverty-stricken county (city) and do at least six major practical things for it every year. The Provincial Ethnic and Religious Affairs Committee organized relevant provincial departments to provide counterpart support for ten minority poor counties (cities) including Enshi Prefecture and Yichang City and implemented more than 600 anti-poverty projects with investment of 3 billion Yuan over the three years. Secondly, counterpart support for four poor counties in Three Gorge reservoir area, namely Zigui, Badong, Xingshan and Yiling. The Provincial Three Gorges Office, relevant departments and local governments jointly implemented 1,781 support projects and applied for project funds of 22.137 billion Yuan, which promoted the development of reservoir area and poor regions; Thirdly, prevention and treatment AIDS and development of poor villages in disaster-hit areas. In 2010, the province issued 1.4 million Yuan of anti-poverty funds to 14 key poor villages prone to HIV and applied for 7 million Yuan of disaster relief funds from LGOP for post-disaster reconstruction of impoverished counties.
【Construction of poverty monitoring network】 Taking advantage of its strength in statistical information, to support the convergence of the "two systems", Hubei Provincial Bureau of Statistics developed comprehensive evaluation methods. National Bureau of Statistics Hubei Investigation Team established poverty monitoring points in 2,950 rural households of key poor counties (cities) to provide references for the performance evaluation and allocation of funds for poverty relief. The Provincial Bureau of Surveying and Mapping invested 21.24 million Yuan of special funds to complete 958 mapping diagrams of poor mountain areas of Hubei Province, making a contribution to the development of planning for poverty reduction of Wuling Mountain area. The Provincial Party Committee Organization Department implemented relevant projects to develop villages, enrich farmers and consolidate foundations. A total of 370,000 party members were designated to support 320,000 poor households with investment of 44.8 million Yuan of poverty relief funds. The Provincial Audit Department strengthened audit of anti-poverty funds to promote the standardized management of poverty relief funds. The Provincial Commission for Discipline Inspection and Supervision Department headed relevant units directly under the provincial government to provide counterpart support for Tongshan County and implemented 120 poverty relief projects with investment of 880 million Yuan over the past five years. The Provincial Party Committee Propaganda Department and Provincial Information Office successively held several press conferences on poverty alleviation and development and "Hubei Daily" and other media increased advocacy on poverty alleviation and development to create a good atmosphere of public opinion.
【Social poverty alleviation】 1. Support from the units directly under the central government: Since 2002, the state has designated 11 units directly under the central government including the Ministry of Agriculture, Ministry of Water Resources, Ministry of Science and Technology and the State Tobacco Monopoly Administration to support 20 key poor counties in Hubei Province. As of 2010, a total of 103 cadres were sent to support the key poverty-stricken counties in Hubei. They directly invested 2.618 billion Yuan of anti-poverty funds, donated materials worth 39 million Yuan, implemented 367 poverty relief projects; introduced 155 million Yuan of funds, invited 267 talents and introduced 98 technologies; trained 23,500 cadres and technicians and subsidized 6,632 poor students.
2. Poverty alleviation by cooperation between cities and counties. Wuhan City was designated to support Yunxi County. It invested 58 million Yuan and implemented 205 projects over the past 14 years. In June 2010, Yang Song, Deputy Secretary of Hubei Provincial Party Committee and Secretary of Wuhan City Party Committee headed a party and government delegation to conduct field research in Yunxi County. They implemented 10 poverty relief projects and issued 10 million Yuan of anti-poverty funds.
3. Participation on enterprises in poverty reduction. According to incomplete statistics, Hubei Province mobilized 1,100 large and medium-sized enterprises to participate in the construction of poor villages, implement 1,450 cooperative projects with annual benefits of 1.6 billion Yuan. The Provincial United Front Work Department, the Provincial Federation of Industry and Commerce and the Provincial Federation of Trade Unions actively organized private enterprises to participate in poverty alleviation and development. The Provincial State-owned Assets Supervision and Administration Commission organized 56 large and medium-sized state-owned enterprises to provide counterpart support in the construction of poor villages in two batches and achieved good results.
4. Poverty alleviation of social organizations. In 2010, the Provincial Council for the Promotion of Construction in the Old Revolutionary Base Areas (Provincial Foundation for Poverty Alleviation) raised a total of more than 30 million Yuan of anti-poverty funds to support the construction of old revolutionary base areas; raised and invested 176 million Yuan to implement 338 return projects to benefit 150,000 households and 650,000 people in the old revolutionary base areas. Hubei Provincial Poverty Alleviation and Development Association organized and mobilized 107 member companies and organizations to issue a total of nearly 200 million Yuan of anti-poverty funds. 25 member companies received anti-poverty loans of 300 million Yuan and poverty relief interest subsidy of more than 10 million Yuan. Through village-enterprise cooperative construction and industrial poverty relief, they lifted more than 200,000 farmers out of poverty. Hong Kong's Kerry Group Kuok Foundation established "Kuok Foundation Association for Shaking off Poverty and Well-off Society of Xiaochang" and planned to help the demonstration villages gradually establish a long-term mechanism for shaking off poverty within 15 years. 5. Poverty alleviation of international organizations. Hubei has been listed among the field research bases for trainings on international poverty reduction by LGOP. In recent years, two seminars on poverty alleviation for Asian governmental officials were held in the province. Korea International Cooperation Agency sent volunteers to provide support and issued $ 120,000 for labor transfer training of the poor, computer information technology training and new vegetable planting technology promotion in Luotian and Changyang County. The United Nations International Children's Emergency Fund (UNICEF) invested 200,000 Yuan to implement a three-year "child poverty and development intervention project" in two poor villages of Zigui County and has achieved periodic results.

The provincial military authorities were designated to provide counterpart support for Zhushan County in poverty reduction and sent regiment cadres, for 14 consecutive years, to act as deputy county mayors and help 34 village party committees improve the backward appearance. As of the end of 2010, 83% of the more than 200 village-level party committees improved the backward appearance and 68% of them were titled as Advanced Party Committees by the county government.
According to the arrangements of the provincial government and provincial military command, a branch of the airborne troops in Hubei, Naval University of Engineering, the Second Artillery Command College, School of Communication Command, Military School of Economics, Air Force Radar Academy and Wuhan Rear Base of General Logistics Department were designated to respectively support 7 pilot counties (cities) for shaking off poverty and building a moderately prosperous society. In 2010, the Military School of Economics donated 1.1 million Yuan to Baokang County and did eight practical things for them, including purchasing teaching equipment and sports facilities, providing financial aid for poor students, expressing sympathy and solicitude for revolutionary martyrs, etc.
