Poverty Alleviation of Ministry of Land and Resources

　　【Overview】 In 2010, the Ministry of Land and Resources conscientiously implemented the “Notice of the General Office of the CPC Central Committee and the General Office of the State Council on Promoting Fixed-point Poverty Alleviation“ (hereinafter the “Notice”) and, based on its function of management of land and resources, combined fixed-point poverty alleviation with new rural construction and land governance to implement land consolidation, mineral resource exploration, underground water exploration, agricultural geological survey, geologic hazard prevention and treatment and geologic environment improvement projects. It mainly implemented the eight measures to support the economic and social development in Gan County of Jiangxi Province and the groundwater exploration, development and utilization projects in Xintian County of Hunan Province, which improved local people’s livelihood and promoted the economic and social development.

　　In 2010, the Ministry of Land and Resources sent two cadres and 172 investigators to Ganzhou City and Xintian County of Hunan Province, organized trainings for 880 person-times, implemented 35 projects, invested about 173 million Yuan of various funds and introduced investment of 2.42 billion Yuan.

　　【Innovative mechanisms for poverty alleviation】 Conscientiously study for full understanding of the new arrangements and requirements of the CPC Central Committee for fixed-point poverty alleviation to further enhance the sense of mission and responsibility; Continue to increase efforts on poverty alleviation and development, gradually achieve long-term standardized and institutionalized poverty alleviation, effectively implement the pro-poor measures, enrich the poverty relief content, forms and mechanisms and issue preferential policies for key counties. First, cooperation between higher and lower authorities and collaboration of ministries and departments (provincial departments of land and resources): The Leading Group for Poverty Alleviation and Development of the Ministry of Land and Resources held regular meetings on research of fixed-point poverty reduction and cooperated with provincial departments of land and resources and provincial bureaus of geological survey in field research to ensure the implementation of anti-poverty work. Secondly, integrate resources for entire advancement. It integrated department resources of the Ministry of Land and Resources and focused on contiguous poverty alleviation and development to give play to its leading and demonstration role, aiming to increase funding channels for fixed-point poverty alleviation and establish a mechanism for large-scale poverty alleviation. On April 29, Vice Minister Wang Shiyuan presided over the 19th Work Conference of the Leading Group for Poverty Alleviation and Development of the Ministry of Land and Resources to make specific arrangements for the implementation of each poverty alleviation and development project in 2010.

　　【Research and condolences】To promote the smooth implementation of fixed-point poverty alleviation, from February 2 to 6, Wang Shiyuan, Member of the State Council Leading Group of Poverty Alleviation and Development, Member of Leading Party Group of the Ministry of Land and Resources, Vice Minister and Head of the Leading Group for Poverty Alleviation and Development of the Ministry of Land and Resources, headed the members of the Leading Group for Poverty Alleviation and Development of the Ministry of Land and Resources to conduct field research in Ganzhou City of Jiangxi and Xintian County of Hunan Province for survey on local anti-poverty work and condolences to local residents, including 200 old Red Army soldiers, old party members and poor people, and issued 200,000 Yuan of consolation money.

　　【Poverty relief effects】　In 2010, smooth progress was made in the implementation of eight poverty relief measures to promote the economic and social development of Gan County. First, speeded up the exploration of mineral resources and made preliminary quantitative prediction of the main mineral resources of Gan County; Secondly, promoted the new rural construction: Great changed took place to the demonstration points of entire village advancement in new rural construction and the life quality of farmers was greatly improved; Thirdly, achieved dynamic balance of the total arable land, developed new farmland and increased food production for conservation and intensive utilization of land resources; Fourthly, eased the bottleneck of utilization of land in Gan County: The Ministry of Land and Resources approved the utilization of 1,650 mu of construction site and increased the income of the farmers in reclamation areas, which effectively alleviated the difficulty in applying for targets of construction sites for modernization construction of Gan County; Fifthly, promoted the livelihood project: The founding of the Hope Primary School of Ministry of Land and Resources in Zhangmu Immigration Village of Jiangkou Town provided a good education environment for 2,400 students; Sixthly, promote the exchange of cadres and provided opportunities for grassroots cadres to practice and enhance capacity: Completed a total of six projects, namely survey on the potential mineral resources in Gan County, entire village advancement for new rural construction in Hantang Village, land consolidation project in Hantang Village, urban and rural construction site project in Gan County, Hope Primary School of Ministry of Land and Resources in Zhangmu Immigration Village of Jiangkou Town and the exchange of cadres.

　　【Contiguous development and entire village advancement】Combined with new rural construction with land consolidation, new rural construction was launched in Hantang Village of Jiangkou Town in Gan County of Jiangxi, Wanxing Village of Xijiang Town in Huichang County, Shexi Village of Shexi Town in Shangyou County and Tanwenxi Village of Sanjing Town in Xintian County of Hunan Province. The Ministry of Land and Resources invested 2.7 million Yuan into poverty alleviation and organized supporting funds of over 30 million Yuan through integrating the resources of the land resource system. Hantang Village of Jiangkou Town in Gan County has become a new socialist countryside featured “booming production, wealthy life, industrial development, clean village appearance and democratic management”; Wanxing Village of Xijiang Town in Huichang County and Shexi Village of Shexi Town in Shangyou County have completed the annual new rural construction task and great changes took place to the village appearance; In accordance with the guideline of combining new rural construction with the development of tourism industry and combining land consolidation with other agriculture-related fund projects, Tanwenxi Village of Sanjing Town in Xintian County of Hunan Province developed scientific construction planning and initially achieved the objectives of new rural construction with great changes to the village appearance.

　　【Underground water exploration, development and utilization】Seasonal shortage of water in Xintian County of Hunan Province has been puzzling local government. In 2010, the Ministry of Land and Resources invested 5 million Yuan of project funds for underground water exploration, development and utilization and solved the problem of seasonal shortage of water of 10,500 people. A well with the biggest water inflow in Xintian County was dug in Gaoshan Town of Xintian its daily water flow reached 2100 cubic meters, which solved the drinking water problem of nearly 20,000 people. The demonstrative underground water development and utilization project in Dabayan of Shizi Town has been successfully completed, which can solve the drinking water problem of 12,000 people in Shizi Town and surrounding areas and the irrigation water problem of some farmland as well.

　　【Poverty alleviation by industrialization】In 2010, the Ministry of Land and Resources implemented 14 poverty relief projects in Xintian County of Hunan Province with project funds of 52.01 million Yuan and integrated funds of 320 million Yuan, which strengthened the agricultural infrastructure construction, improved people’s living environment and promoted industrial development. The Ministry of Land and Resources invested 3 million Yuan for the mineral resource exploration and achieved periodical results. One ore field was initially found and three areas were designated as targets of mineral exploration. In addition, it invested 3 million Yuan for the agricultural geological survey in Xintian County, got the first-hand materials and gradually found out the distribution of 54 elements in soil, including nitrogen, phosphorus, potassium, cadmium, mercury, arsenic, etc, providing a scientific basis for the formulation of planning for the development of competitive agriculture, ecological agriculture and agricultural industry.

　　In 2010, the Ministry of Land and Resources constructed 21 poverty relief projects in eight key counties for fixed-point poverty alleviation and development of Ganzhou City with investment of various funds of 121 million Yuan and introduced funds of 2.1 billion Yuan. Based on the survey on potential mineral resources, it gave priority to such projects as urban and rural construction site, land consolidation, geological mineral exploration, underground water exploration and development, agricultural geological survey, geological disaster prevention and control and mine geological environment restoration, and selected exploration prospect areas to promote the rapid mining and economic development of old revolutionary base areas in the southern part of Jiangxi Province, laying a solid foundation for Ganzhou City to achieve the development goal of making tungsten, rare earth and fluoride chemicals three major industries with sales revenue of more than 10 billion Yuan. In 2010, the navel orange planting area in Ganzhou reached 1.6 million mu and the output exceeded 1.1 million tons, which benefited more than 600,000 fruit growers. At present, Ganzhou has become China's largest navel orange producing area and the world's largest navel orange planting base.

　　【Geological disaster prevention and control and mine environment restoration】The Ministry of Land and Resources and Ministry of Finance approved the construction of 14 mine environment restoration and geological disaster prevention and control projects in eight counties for fixed-point poverty alleviation of Ganzhou City with central financial funds and 84.5 million Yuan of project funds was invested, including six mine environment restoration projects with investment of 72.7 million Yuan and 8 geological disaster prevention and control projects with investment of 11.8 million Yuan. The project construction effectively protected local people's lives and property and the scientific planning for mining environmental recovery improved the ecological environment in and around abandoned mines. In 2010, the eight counties for fixed-point poverty alleviation in Ganzhou City and Xintian County of Hunan Province became the counties of “ten possessions” in mass prediction and disaster prevention for geological disaster control.
