Poverty Alleviation of National Population and Family Planning Commission

　　【Overview】  At the end of 2009, the National Population and Family Planning Commission seriously implemented the instructions of leading comrades of the Central Committee. With the purpose of "population control" in Bijie experimental area, based on local actual situation of a large poor population, a strong desire of rural households with only one child or two daughters to become rich and the poor economic conditions and weak ability, the National Population and Family Planning Commission set up special funds to support the family planning pilot project of "fewer children equals faster prosperity" in Bijie from 2009 to 2012 jointly with Guizhou Province Population and Family Planning Commission, Bijie Prefectural Administrative Office and China Population Welfare Foundation.

　　【Fewer children equals faster prosperity】  The project of "fewer children equals faster prosperity" mainly included two subprojects - "Demonstration of One Thousand Households" and Project of Ten Thousand Households". Pilot areas for the "Demonstration of One Thousand Households" included Bijie City, Dafang County, Qianxi County, Jinsha County and Weining County. The government selected 1,000 rural households with only one child or two daughters every year and issued 6,000 Yuan of project funds for each to engage in breeding, planting and processing. The "Project of Ten Thousand Households" targeted at rural households with only one child or two daughters. These households could apply for 30,000 Yuan of discount loans for development of production and improvement of living. Meanwhile, China Population Welfare Foundation implemented the “Happy Project” for poor mothers in Jinsha and Weining County and issued 5,000 Yuan for each household.

　　In 2010, the project of “fewer children equals faster prosperity” benefited more than 1,000 households practicing family planning, having a positive social effect. A total of 776 households in the experimental area successively received the "Certificate of Honor for Single-child Parents" and 235 families gave up giving birth to another child. The counties (cities) integrated the departmental resources and, based on the households’ ability for getting rich and actual conditions, developed anti-poverty planning and pro-poor measures to improve their living environment and support their breeding, planting and commercial activities. After making clear the objects of poverty reduction and the content and pattern of the anti-poverty work, they helped the households to develop planning and achieve development goals.

　　In addition, Bijie combined the "party member leading to prosperity" with the pilot work, giving priority to party members, probationary party member and party activists in allocation of projects to give play to their leading role and enhance the influence of pilot work. The experimental work effectively improved the living environment and production and living conditions of the households practicing family planning and improved their ability for family development, which was widely acclaimed by grassroots cadres and the masses. More and more people consult and apply for the project now.
