Poverty Alleviation of China Disabled Persons' Federation
【Overview】 In 2010, China Disabled Persons' Federation (CDPF) continued to implement the “Outline for Poverty Alleviation and Development of China’s Rural Areas (2001-2010)” (hereinafter referred to as “Outline”), further strengthened the poverty alleviation and development of rural disabled people, promoted the implementation of discount loan project for rehabilitation-based poverty alleviation, renovation of dilapidated houses for rural residents with disabilities with central government’s public welfare lottery funds and practical skills trainings for rural disabled people, adopted effective measures to support the poverty alleviation of rural residents with disabilities. According to the statistics of China Disabled Persons' Federation, in 2010, a total of 2.04 million impoverished disabled people had been supported, of which 1.195 million had shaken off poverty.
In 2010, China Disabled Persons' Federation, LGOP, Ministry of Finance and the Agricultural Bank of China formed a working group to carry out inspection and assessment on the implementation of the “Outline” in some provinces. On this basis, they started the preparation of the outline for poverty alleviation and development for people with disabilities in the next decade.
【Renovation of dilapidated houses of impoverished disabled people in rural areas】In 2010, China Disabled Persons' Federation continued the renovation of dilapidated houses of impoverished disabled people in rural areas with public welfare lottery funds. In accordance with the requirements of the “Implementation Plan for Renovation of Dilapidated Houses of Impoverished Disabled People in Rural Areas” and the “Implementation Regulations on Renovation of Dilapidated Houses of Impoverished Disabled People in Rural Areas”, China Disabled Persons' Federation further strengthened the project management and demanded local disabled persons’ federations to follow strict procedures for examination and approval in identifying subsidy objects for a reasonable selection based on democratic evaluation and public announcement. In the project construction process, relevant department must be strict in management of funds, quality control, examination and inspection. The implementation of this project further alleviated the housing problem of rural disabled people. According to statistics, in 2010, the dangerous houses of 118,000 disabled people’s households were renovated, which benefited 145,000 people, including impoverished disabled persons and their relatives.
【Construction of affordable housing for low-income families with disabled persons】 In 2010, the state further strengthened the construction of affordable housing for urban and rural residents. China Disabled Persons' Federation actively reported to relevant departments the housing difficulty and needs of impoverished disabled people, included housing construction for poor disabled persons into the national planning and gave priority to disabled people in the allocation of projects. Meanwhile, China Disabled Persons' Federation issued the “Notice on Giving Priority to Housing Construction for Urban and Rural Low-income Families with Disabled Persons” jointly with National Development and Reform Commission, Ministry of Civil Affairs, Ministry of Finance, Ministry of Housing and Urban-Rural Development and LGOP and put forward 17 effective supportive policies and measures to solve the housing problem of low-income families with disabled persons.
【Anti-poverty loans for rehabilitation】In 2010, China Disabled Persons' Federation continued to implement poverty alleviation discount loan project for rehabilitation and issued 30 million Yuan of central government’s interest subsidies and 800 million Yuan of anti-poverty loans for rehabilitation. Various provinces further increased anti-poverty loans for rehabilitation and strengthened the support. Through increasing the discount percentage and establishing guarantee funds, they strived to solve the difficulties of disabled persons in obtaining loans. Anti-poverty loans for rehabilitation have become an important source of production funds for rural impoverished people with disabilities and, in some regions, the demand exceeds supply. According to statistics, in 2010, the anti-poverty loans for rehabilitation supported a total of 81,350 poor rural families with disabled persons.
【Technical training】 In 2010, China Disabled Persons' Federation demanded regional disabled persons’ federations to carry out practical technical trainings for rural impoverished disabled persons relying on poverty alleviation bases or various social training agencies to improve the cultural quality and labor skills of impoverished people with disabilities and enhance the capabilities of the disabled for mastering practical technologies and obtain income. According to incomplete statistics, in 2010, more than 250 million Yuan was invested in practical technical trainings for rural residents with disabilities, which directly benefited 850,000 impoverished disabled people.
【Construction of poverty alleviation bases】 In 2010, with support from relevant departments, the disabled persons’ federations at all levels actively strived for financial funds and disabled persons’ employment guarantee funds to support and encourage the disabled, construct poverty alleviation bases and organize and guide poor disabled people to develop farming, breeding and agricultural product processing to increase income and shake off poverty. In some provinces and cities, the government issued the implementation plan for the construction of poverty alleviation bases for the disabled. According to statistics, as of the end of 2010, 4575 poverty alleviation bases for people with disabilities were set up in China, initially forming a service network for poverty relief by bases.
【Convergence of two systems】 In 2010, China Disabled Persons' Federation seriously implemented the requirements of the General Office of State Council on the effective convergence of two systems, developed and issued the “Notice on Effective Convergence of the Rural Minimum Living Security System and Poverty Alleviation and Development Policies” and demanded local disabled persons’ federations to participate in the whole construction process of pilot projects for effective convergence of two systems starting with intervention from the source for scientific and effective identification of the objects and ensure to make clear the objects of the rural minimum living security system and objects of poverty reduction, assist government and relevant departments to develop and implement the preferential policies for people with disabilities in the effective convergence of two systems, and strengthen the inspection on the pilot projects of effective convergence of two systems to ensure that the projects will benefit the real disabled objects of rural minimum living security system and poverty reduction.
