Poverty Alleviation of All China Federation of Supply and Marketing Cooperatives

　　【Overview】  In 2010, in accordance with the strategic deployment of the CPC Central Committee and the State Council , taking new rural modern circulating service network project construction as the carrier, All China Federation of Supply and Marketing Cooperatives (ACFSMC) strengthened infrastructure construction for agricultural product wholesale markets and logistics parks in impoverished areas, vigorously developed chain store marketing of agricultural means of production and consumer goods and purchase and sales of farm produce, actively launched and guided the operation of farmers’ cooperatives and developed rural service centers, which effectively boosted the economic and social development in impoverished areas and promoted the income growth of poor farmers.

　　【Special anti-poverty funds】 In 2010, ACFSMC used the special funds for new rural modern circulating service network project construction to support 285 supply and marketing cooperatives in the counties weak in network construction or without circulating service network, mainly less developed and impoverished counties, including 88 national key counties for poverty alleviation and development. The anti-poverty funds amounted to 44 million Yuan. Support areas: For agricultural production means and consumer goods sales network, it mainly supported the development of modern chain operation; In purchase and sale of agricultural products and byproducts, it mainly supported the construction and renovation of agricultural products wholesale market and bases; As for renewable resources recycling network, it mainly supported the establishment of renewable resources recovery network and markets; For the network terminal and service spot building, it mainly supported integrated business services, operation of business services facilities and environmental improvement.

　　【Poverty alleviation by cooperatives】 Taking leading and launching professional cooperatives as an important way to intervene in agricultural production, improve grass-roots agricultural service system, strengthen the link with the interests of farmers and support poverty alleviation and development work, based on local conditions, the supply and marketing cooperatives in various regions strived to make themselves professional cooperatives and developed large-scale standardized industrial bases to form regional competitive industrial zones and improve the commodity rate of the products of professional cooperatives. As of the end of 2010, the supply and marketing cooperative system set up a total of 54,817 professional cooperatives and 10.0583 million rural households joined in the cooperatives. 86% of the 5,000 professional cooperatives designated to support the project of “one thousand products for one thousand villages” had production bases and 58% of them registered trademarks of products. Meanwhile, ACFSMC increased financial support for the development of professional cooperatives in impoverished regions. In 2010, the central government allocated 80 million Yuan to support the agricultural projects of supply and marketing cooperatives, of which 14.4 million Yuan was used to support the farmers’ cooperatives and leading enterprises in 29 key national counties for poverty alleviation and development to construct planting and breeding bases and implement agricultural product processing and circulating projects.

　　【Poverty alleviation by rural integrated services】ACFSMC actively conducted multi-level, diversified comprehensive community services. As of the end of 2010, it had set up a total of 219,700 village-level integrated service stations and basically set up a relatively complete rural community service system. While strengthening agricultural supply, commodity sales, purchase of farm produce and other operating functions, local supply and marketing cooperatives actively developed public welfare services, set up farmers’ reading rooms, clinics, police offices, insurance service offices, postal offices and telecommunications business offices jointly with the relevant departments and units, which became the window of modern civilization in rural areas and the highlight of new rural construction. The supply and marketing cooperatives in Hubei, Shandong and Guizhou also set up village-level service agencies jointly with organization department.

　　【Industrial poverty alleviation】 Local supply and marketing cooperatives, oriented by the market and to increase impoverished people’s income, supported impoverished families to develop multi-channel income-increase industries, with stress on cultivation, planting, Chinese medicinal herbs, anti-season planting of vegetables, agarics, edible fungus, green wild herbs and other advantages industries and products of local features, guided and led poor families to introduce fine, famous and novel varieties by applying new agricultural technologies and new agricultural materials in the industrialized mode of “leading enterprises + professional cooperatives or bases + impoverished families”, developed standardized and large-scale production, developed natural, ecological, safe and healthy agricultural products in brands, sharpened the competitive edge of agricultural products and explored the path to prosperity. As of the end of 2010, a total of 16,938 commodity bases had been established, covering 7.72 million rural households, which helped farmers obtain income of 40.76 billion Yuan.

　　【Poverty alleviation by science and technology】 A total of 94 vocational colleges were set up in the field, with nearly 300,000 students, which promoted the development of secondary vocational education and short-term skills trainings for junior and high middle school graduates from poor families, strengthened the practical technical trainings of poor farmers, increased employment channels for labors of impoverished regions and supported employment transfer of the labors in poverty-stricken areas or boosted the development of local farming industry. Meanwhile, in 2010, supply and marketing cooperatives at all levels gave full play to their scientific and technological advantages, used 8 subordinate research institutes and 26,812 crops hospitals to build scientific experiment and demonstration field of 275,000 hectares and carry out soil testing and fertilization for 2.405 million hectares of farmland; provided technical trainings and information consultation service for 13,705,000 people; provided seeds and seedlings worth 3.5 billion Yuan and issued 16,754,000 copies of scientific and technical materials.

　　【Fixed-point poverty alleviation】 After the fixed-point poverty alleviation by ACFSMC, based on production of mushroom and agarics, an edible mushroom production pattern covering production of oyster mushroom, lucid ganoderma, needle mushroom and bamboo fungus has been formed in Qianshan County of Anhui Province, which encouraged more than 3,000 rural households of 14 towns to engaged in mushroom production. The annual production scale reached 9.5 million and the output value exceeded 76 million Yuan. Qianshan County Party Committee and County Government has listed edible mushroom industry as one of the six local featured agricultural industries and established the headquarters for guiding the development of edible mushroom industry. In order to continuously support the development of local mushroom production industry, in 2010, ACFSMC allocated 200,000 Yuan of fixed-point poverty relief funds, of which 100,000 Yuan was issued through reward-for-subsidy to continuously support the construction of edible mushroom industrial bases, foster leading processing enterprises and brand building, 100,000 Yuan was provided to support the establishment of a product duck factory by the county supply and marketing cooperatives and Sanbing Ecological Agricultural Cooperatives. Sanbing Ecological Agricultural Cooperatives in Qianshan County has now 104 members. It supported 680 rural households to breed 200,000 Sanbin mallard with greed head and process 150,000 ducks with annual output value of 8 million Yuan.
