Overview
Approved by the State Council, the State Council Leading Group Office of Poverty Alleviation and Development (LGOP) adjusted the east-west collaborative relationships of 13 provinces (autonomous regions and municipalities) for poverty alleviation in June 2010, namely Zhejiang, Sichuan, Tianjin, Gansu, Liaoning, Qinghai, Shanghai, Yunnan, Shandong, Chongqing, Xinjiang, Xiamen and Zhuhai. Shandong Province is now responsible for providing counterpart support for the key counties for national poverty alleviation and development in Chongqing instead of 10 counties in Xinjiang. Xiamen and Zhuhai, which were originally designated to support Chongqing, are required to provide counterpart assistance for Linxia Hui Autonomous Prefecture of Gansu and Liangshan Yi Autonomous Prefecture of Sichuan Province respectively. Zhejiang-Sichuan pairing-off cooperation for poverty alleviation has been extended to Ganzi Tibetan Autonomous Prefecture, Aba Tibetan and Qiang Autonomous Prefecture and Muli Tibetan Autonomous County in Liangshan Prefecture of Sichuan Province, and the coverage of Tianjin-Gansu pairing-off poverty alleviation has been expanded to Gannan Tibetan Autonomous Prefecture and Tianzhu Tibetan Autonomous County in Wuwei City of Gansu. Meanwhile, Liaoning and Qinghai are designated to promote the poverty reduction in Xining City and Haidong Prefecture. The east-west pairing-off cooperation for poverty alleviation has covered all Tibetan areas in China.
In 2010, eastern provinces and municipalities continued to provide counterpart support for the poverty reduction in western provinces and municipalities through providing government aid, social assistance, enterprise collaboration, personnel exchanges, labor cooperation, etc. The exchange visits between leaders of eastern and western provinces (autonomous regions and municipalities), the provincial financial aid, the number of cooperative projects and social aid supplies all increased compared to 2009. According to statistics, in 2010, the eastern provinces and municipalities provided a total of financial aid of 689.7155 million Yuan to the western poverty-stricken areas, built 285 schools, 156 hospitals, highroads of 1319.88 kilometers and basic farmland of 888,100 mu, solved the drinking water problem of 627,300 people and 1.1125 million head of livestock; mobilized social forces to donate 240.913 million Yuan in cash and 25.3917 million Yuan in kind and sent 355 volunteers to the western regions; the number of cooperative enterprises and collaboration agreements respectively reached 1,115 and 5,180 and the investment in cooperation amounted to 443.58 billion Yuan. 397 party and government cadres were sent to the western regions for exchange and 218 trainings were held for 5,440 person-times. Meanwhile, the eastern provinces and municipalities organized technical personnel exchanges for 1,144 person-times through holding 196 trainings; organized labor export for 48,312 person-times and held 334 training courses for 62,143 people.
From June 22 to 24, 2010, the National Working Conference on East-west Pairing-off Cooperation for Poverty Reduction was convened in Zhuhai City of Guangdong Province. Relevant comrades from the 26 provinces (autonomous regions and municipalities) concerned and Shenzhen Human Resource Base and Ningbo Human Resource Base for east-west pairing-off cooperation in poverty reduction attended the event. LGOP Deputy Director-General Zheng Wenkai was present at the meeting and delivered an important speech.
In June and December 2010, LGOP respectively approved the establishment of “Human Resource Bases for LGOP East-west Pairing-off Poverty Reduction” in Shenzhen Xiechuang Technical School and Liaoning Vocational Training School for Employment Transfer. By then, four “Human Resource Bases for LGOP East-west Pairing-off Poverty Reduction” had been set up nationwide.
