Jiangsu-Shaanxi Pairing-off Poverty Alleviation

　　【Overview】 In 2010, Jiangsu and Shaanxi explored new thinking and new measures for pairing-off cooperation for poverty reduction and increased efforts on support for agriculture, water conservancy, education and medical service to constantly improve the production and living conditions of the masses in impoverished areas of Shaanxi Province. According to statistics, in 2010, Jiangsu Province donated a total of 35.59 million Yuan for Shaanx, including 10 million Yuan from the provincial government, and the social donations reached 5.1742 million Yuan, including donations in kind and cash. In 2010, 108 aid projects were implemented in Shaanxi with support of Jiangsu Province.

　　【Poverty reduction by infrastructure improvement】In 2010, based on the actual situation of “difficulties in roads”, “difficulties in drinking water” and “difficulties in seeing a doctor” of the masses in impoverished areas of Shaanxi Province, Jiangsu focused on addressing the key problems restricting the development of poverty-stricken regions. In 2010, it helped the poor areas build school roads of 114 kilometers, 7 bridges and rural roads of 113 kilometers, renovated basic farmland of nearly 19,000 mu and helped to solve drinking water problem of people and livestock.

　　New District Management Commission of Wuxi City dug motor-pumped wells, built water towers and canals and laid pipelines to solve rural water problems in Diantou Town, Longfang Town and Adang Town of Huangling County. Yixing City supported Shuangmiao Village School of Xuecha Town in Wuqi County to build bridges, Jiangyin City supported the highroad building projects of Tugang Town in Yanchuan County, Jintan City of Changzhou helped Huangfangzi of Yaozhuang Village in Ziyang County to build one stone arch bridge to solve the road problem of local villages; 7 districts (counties) of Nanjing City including Qixia, Pukou and Gaochun implemented entire village advancement projects in relevant districts and counties and helped 7 villages, including Shimengou Village of Shahezi Town and Wenyu Village of Bao’an Town in Luonan County to build village roads and dikes, lay water pipes, renovate people’s houses and implement walnut park and other new rural construction projects. Lianyungang City helped Shuangqiao Village of Pucun Town in Qishan County and Baiguoshu Village of Wenjiangsi Town in Feng County to build highroads. Xuzhou City helped Chuankou Village of Wangyi Town in Tongchuan to build highroads, etc.

　　【Support by developing ecological agriculture】 Taking advantage of the resources in impoverished areas, Jiangsu Province developed efficient ecological agriculture to enhance blood-making function and help the masses to gain more benefits and shake off poverty.

　　Wuxi supported Haojiachuan Village of Yujiaping Town in Zichang County of Yan’an to develop greenhouse vegetables and helped the farmers learn the production technology for facility agriculture; supported Zichang County to develop sericulture base to promote practical technologies for small silkworm breeding, development of sericulture shed (silkworm room) and box cluster so that more silkworms were bred; supported the construction of villages for raising pigs and expanded the breeding scale of Hounian Village of Wanhuashan Town in Baota District of Yan’an. As a result, two batches of pigs were sold a year and 200 Yuan more was earned from each pig. Changzhou City invited the professors of horticulture and plant protection from Yangzhou University to give instruction on the development of edible mushroom projects of Ankang Wenwushan Green Eco-agriculture Co., Ltd, which developed 47 edible mushroom growers, of whom per household income growth reached 50,000 Yuan. In view of the rich agricultural product resources in Yijun County such as apple tree planting area of 220,000 mu and walnut tree planting area of 300,000 mu, Xuzhou provided start-up funds and technical support to develop quality fresh fruit processing projects in Yijun County.

　　【Poverty relief by improving public facilities and services】 Jiangsu Province actively supported the impoverished areas of Shaanxi to develop cultural, education and health care industry, helped them to build schools and clinics, subsidized poor students, donated teaching and medical devices, organized young volunteers to support the medical and education industry and trained personnel for poor areas, etc. In 2010, it built 26 schools and 10 hospitals (clinics) for the poverty-stricken areas of Shaanxi.

　　For 9 consecutive years, Suzhou City sent excellent middle-aged or young backbone doctors to train medical workers in Yulin and organized technical operation trainings and seminars. In 2010, it donated CT machines, type-B ultrasonic detectors and pulse vacuum vapor sterilization machines respectively to Dingbian County People's Hospital, Jia County Hospital of Traditional Chinese Medicine and Zizhou County People's Hospital, and donated a batch of medicines and medical apparatuses worth 4.19 million Yuan to some communities of Yulin City. Nanjing City encouraged Jiangning Vocational Education Center to build partnership with Shangluo Zhenan Vocational Education Center and encouraged the City Hospital of Traditional Chinese Medicine to cooperate with Danfeng Hospital of Traditional Chinese Medicine and Shangluo Hospital of Traditional Chinese Medicine. Taizhou City supported the construction of four projects, namely Dongguan Kindergarten Building of Hantai District in Hanzhong City, Dining Room of Changxi Central Primary School of Yang County, Office Building of Huangsha Village, Huangsha Town of Mian County and Yuhuangmiao Town Central Hospital of Liuba County. Lianyungang City supported such public welfare projects as Garment Base of Fengxiang County Professional Education Center, renovation of the teaching building of the county party school, general technical lab of Baoji Middle School and reinforcement of Fufeng County Library. Xuzhou City supported some social welfare projects such as Tongchuan Xincheng Hospital. Jiangsu’s entrepreneur, Chairman of Nanjing Lumei Medical Technology Co., Ltd Geng Xianhui donated medical devices worth 5 million Yuan to Yan’an Charity Hospital, Yan’an County People’s Hospital and other grassroots medical units and was titled as “2010 Charity Star of Shaanxi” byCharity Federation of Shaanxi Province.

　　【Poverty reduction by training】 For long-term development, Jiangsu Province provided human resource assistance in various forms to improve the overall quality of the masses in impoverished areas.

　　In 2010, Suzhou City successively held three training courses for some township cadres, trading cadres and the leaders in getting rich of poor villages. More than 50 people attended the trainings and ten section-level leaders were sent to act as temporary cadres in Suzhou. In education, Suzhou selected 25 backbone teachers to support the education of Yulin City and organize professional trainings for local teachers for a short period of time and received 80 teachers and middle or senior managers of the schools in aided regions to serve as cadres for one to six months in Suzhou City through participating in schools’ general management and teaching. Nanjing Municipal Party School held three trainings on public services and social management, transformation of government functions and administration according to law, modern service, etc, invited relevant experts to train three batches of 30 party and government leaders for Shangluo City of Shaanxi and helped Shangluo City construct labor training and transfer bases and carry out “tailored” trainings to promote labor employment.

　　【Warmth delivery activity】 In 2010, the relevant cities and counties of Jiangsu Province carried out warmth delivery activities to help the poor in impoverished areas of Shaanxi through donating money and materials in various forms and channels, especially provided assistance when natural disasters such as droughts and floods hit the impoverished areas.

　　After “3.1” mountain collapse in Zizhou, Zhangjiagang City sent, at the first time, relevant people to extend regards to the disaster-hit residents and donated 200,000 Yuan for resettlement of the victims. Meanwhile, it organized the Donation Activity of “Love in Zhangjiagang” and mobilized social forces to donate 25,000 pieces of clothes worth 1 million Yuan for the victims.  Suzhou municipal authorities donated 4.1532 million Yuan in kind and cash to Yulin. Suzhou City trained over 80 people for the disaster-hit areas and arranged working posts for 1,202 labors. Zhangjiagang City provided information of more than 2,000 jobs for Zizhou County, arranged working posts for 1,650 people, helped Zizhou County to sell astragalus tea and small grains and helped the impoverished areas to promote the marketing of agricultural products to increase the income of local farmers.

　　【Building industry docking platform by interaction and cooperation】Through "government promotion and business-oriented market operation", the two places gave play to their respective advantages and expanded the strategic cooperation in energy and other competitive industries to promote the advantage complementation and pairing-off cooperation in poverty alleviation.

　　In April and December 2010, Governor of Jiangsu Province Luo Zhijun and Governor of Shaanxi Province Zhao Zhengyong respectively headed the provincial delegation to visit each other and signed the “Framework Agreement on Strengthening the Strategic Cooperation of the Two Provinces in Energy and Other Competitive Industries” and the “Agreement on Further Deepening the Cooperation of the Two Provinces in Economic and Social Development”. With support from the two provinces’ government, Xuzhou Mining Group planned to construct a large-scale modern energy and chemical base featured interaction of traditional energy and new energy and combination of coal production and in-depth transformation. In October 2010, four large state-owned enterprises including Jiangsu Fuel Corporation and Shaanxi Coal Transportation (Group) Co., Ltd jointly invested to set up Jiangsu Shaanxi Coal and Chemical Energy Co., Ltd and built a professional logistic platform integrating "production, transportation, marketing and needs" to promote the advantage complementation of the two provinces to the largest extent. On the Seminar for Entrepreneurs from Jiangsu and Shaanxi and the Signing Ceremony of Cooperative Projects between the Two Provinces held by the provincial government in December, a total of 64 cooperation contracts and agreements were signed between the enterprises and parks of the two provinces and Jiangsu planned to invest 38.5 billion Yuan in Shaanx, involving trade, machinery, real estate, energy industry, etc. Cooperation agreements on the overall renovation of Dongshuncheng Harbor in Xi’an by Nanjing 1912 Group, the construction of LED light source, new material and solar energy projects of Jiangsu Tianying S.T Environmental Protection Energy Group Co., Ltd in Xianyang, the construction of Guotang Sewage Treatment Plant of Jiangsu Bolong Environmental Protection Equipment Co., Ltd. in Xianyang and the salinization and processing project of Jiangsu Salt Industry Group in Yulin were signed on the event.
