Zhejiang-Sichuan Pairing-off Poverty Alleviation

      【Overview】 In 2010, Zhejiang Province firmly boosted the pairing-off poverty alleviation and comprehensively completed the scheduled tasks.

      In order to implement the “Guidance on 2009-2010 East-West Pairing-off Cooperation for Poverty Reduction” issued by the State Council Leading Group Office of Poverty Alleviation and Development, the government held the provincial working conference on counterpart support and domestic cooperation and exchange at the beginning of 2010 and Vice Governor Wang Jianman made a comprehensive summary and deployment for the counterpart support work. Commanders of the cities and counties (cities, districts) assigned the task of counterpart assistance in the province, relevant units’ department leaders and the heads of counterpart support sectors attended the event. The “Work Plan of Zhejiang Province on the Counterpart Support in 2010” was issued, which clarified the general idea and specific tasks of the pairing-off poverty alleviation, assigned specific targets for 2010 and included that into the province's target responsibility system for economic cooperation, forming a work system featured planning guidance, plan implementation and promotion by evaluation.

      In 2010, Zhejiang Province’s counterpart support in poverty reduction focused on three key points: "supporting industrial development, new village construction and people-benefiting services". Zhejiang increased efforts on anti-poverty work, paid attention to practical effects and achieved new results. According to statistics, in 2010, Zhejiang Province donated 32.33 million Yuan to 12 counties (cities, districts) of Guangyuan and Nanchong, of which 3.47 million Yuan was from the relevant provincial units and 28.86 million Yuan was from various cities. It helped to build 24 new villages, 7 schools and 3 hospitals; subsidized 412 poor students through "1 +1" twinning model; signed 22 economic and trade cooperative projects worth 1.987 billion Yuan; provided jobs for 9,767 people and organized practical technical trainings for 3,884 people and labor trainings and labor transfer for 3,119 people. The construction of above projects boosted the economic development of the impoverished areas, increased the income of farmers, enhanced the quality of labors and improved people’s livelihood. Meanwhile, counterpart support is also an important platform for the enterprises of Zhejiang to go out and an important way for them to export labors. Over the years, Zhejiang Province has attached importance to responsibility implementation, poverty alleviation by “blood-making” and the practices and effectiveness of win-win development, widely praised by the masses of the impoverished areas.

      【Field survey】In 2010, Secretary of Zhejiang Provincial Party Committee Zhao Hongzhu and Governor Lv Zushan successively gave on-site instructions on the anti-poverty work in the impoverished areas, which promoted the counterpart support work.

      According to the requirements of the “Notice on Improving Zhejiang – Sichuan Pairing-off Cooperation for Poverty Reduction” issued by the State Council Leading Group Office of Poverty Alleviation and Development, the Provincial Office of Economic Cooperation and Exchanges and the General Office of Zhejiang Provincial Government initiatively reported to the State Council Leading Group Office of Poverty Alleviation and Development about the work. Vice Governor Wang Jianman headed a delegation to conduct field research on the counterpart support in poverty reduction in Sichuan in April 2010 and negotiated with relevant departments of Sichuan Province for many times.

      【Poverty alleviation by industrialization】In 2010, Zhejiang Province signed 22 economic and trade cooperative projects with Guangyuan and Nanchong with agreement value of 1.987 billion Yuan. For Chuanzhe Cooperative Industrial Park in Guangyuan City, for example, Zhejiang put in a total of 200 million Yuan in infrastructure construction. After two years’ post-disaster reconstruction, as of the end of 2010, 18 enterprises invested more than 3.1 billion Yuan in the park. In addition, five enterprises invested 500 million Yuan in Zheshang Industrial Park (Huangshaba of Qingchuan Bamboo Garden). Meanwhile, good results were achieved in the development of featured agricultural industry in Qingchuan. More than 100 million Yuan was put in, 104 aid projects were implemented and over 50,000 mu of featured agricultural industrial bases were built.

      Zhejiang achieved good results in supporting Qingchuan’s featured agricultural industry. It invested over 100 million Yuan to implement 104 industrial projects and set up featured agricultural industrial bases of over 50,000 mu in 2010. Through supporting the post-disaster reconstruction of Guangyuan, the government strived to guide and promote the industrial cooperation between Zhejiang and Guangyuan and encouraged the enterprises of Zhejiang to develop in Guangyuan so as to enhance the “blood-making” function and speed up the pace of post-disaster reconstruction of Qingchuan.

      【Infrastructure improvement】 In 2010, the province built a total of 24 model villages, 7 schools, 7 hospitals and rural highroads of 66.9 kilometers for Guangyuan and Nanchong, solved the drinking water problem of 42,800 people and subsidized 412 poor students through building partnership in poverty reduction. Through a series of support work to improve people’s livelihood and infrastructure, it improved the living conditions of the masses in impoverished areas and enhanced the life quality of the poor.

      【Poverty reduction project management】 In 2010, Zhejiang Province further strengthened the standardized management on poverty relief projects and established the aid project screening system, registration system and evaluation system, which effectively enhanced the efficiency of anti-poverty projects. First, further improve the performance assessment system. Through crossing examination, expert evaluation and annual statistics and assessment, it strengthened the performance evaluation of anti-poverty projects, standardized the management of poverty relief projects and enhanced the efficiency of poverty relief projects; Secondly, establish project management mechanism. It initially established the year-beginning aid project examination system, registration system and the year-end examination and assessment system, which promoted the standardization of the support work.

      【Post-disaster restoration and reconstruction】 According to the requirements of “completing the three-year tasks within two years” put forward by the central government, Zhejiang Province completed its counterpart support for the post-disaster restoration and reconstruction of Qingchuan at the end of September 2010. In accordance with the overall deployment of Zhejiang Provincial Party Committee and Provincial Government, Zhejiang Provincial Office of Economic Cooperation and Exchanges is responsible for the follow-up support for Qingchuan after the post-disaster restoration and reconstruction and the province allocated 50 million Yuan of anti-poverty funds and issued the regulations on the fund management. After 2011, it will focus on follow-up anti-poverty work in Qingchuan, mainly supporting Qingchuan to carry out poverty reduction, organize trainings and boost industrial development, aiming to promote the pairing-off poverty alleviation between the two provinces.
