Fujian-Ningxia Hui Autonomous Region Pairing-off Poverty Alleviation

　　【Overview】 In 2010, Fujian and Ningxia conducted multi-level and wide-ranging cooperation and made new achievements. Over the past year, Fujian Province, the designated cities and counties and all circles of society donated 46.9375 million Yuan to Ningxia, of which 21 million Yuan was from Fujian Provincial government and 25.9375 million Yuan was from the designated cities and counties. These funds and materials effectively improved the production and living conditions of the masses in impoverished areas and accelerated the pace of poverty reduction in poor areas of Ningxia.

　　【Fujian-Ningxia cooperation projects】 In 2010, in accordance with the spirit of the 13th joint meeting, Ningxia Hui Autonomous Region comprehensively implemented the counterpart aid projects of 2009 with investment of 21 million Yuan from Fujian Province, covering five categories of projects in 10 cities (counties, districts), involving over 30,000 rural households in central and southern Ningxia. The project construction achieved good economic and social benefits, widely welcomed by poor farmers, reflected by: First, it continued to implement poverty relief projects by developing Juncao industry, constructed one Juncao seed production base, one juncao training base and one experimental demonstration base, purchased four upenders, 8 sets of temperature and humidity controlling, sterilization and bagging equipment, fostered 16 technicians for local areas, organized trainings for 1,340 backbone technical persons and mushroom growers, supported 1,780 mushroom growing households with production area of 392,000 square meters and output value of 10.68 million Yuan and there was an increase of nearly 5,000 Yuan in the per household income of mushroom growers. Some mushroom growers gradually shook off poverty and became rich. Secondly, in the process of entire village advancement, it supported 1,940 rural households to engage in cattle breeding, helped them build 240 standardized pens; supported potato-based planting of featured industries of 31,000 mu, including dates, red onions, wine grapes, etc, and guided the masses to shake off poverty relying on specialty industries. Thirdly, it established, expanded and made rational use of the "mutual funds" of impoverished villages, set up 8 model villages for Fujian – Ningxia pairing-off cooperation in poverty reduction and, through improving living conditions and constructing drinking water projects for humans and livestock, rainwater harvesting market and "trinity" supporting projects, increased farmers’ income by boosting the development of featured industries, which benefited local residents for a long time and became a highlight in the  construction of new socialist countryside in poor areas of Ningxia. Fourthly, it allocated anti-poverty funds of 2.3 million Yuan to support the development of education and the construction of Ningxia Yucai Middle School to create a good learning environment for the students in impoverished areas. Fifthly, it issued 2.9 million Yuan to develop the social undertakings in Guyuan City and support the construction of Guyuan City Maternal and Child Care Service Centre, Guyuan City Children Welfare Office and Guyuan City Fujian – Ningxia Mass Art Centre, creating a good culture and public health environment for the poor areas.

　　【Counterpart support】 In the first half of 2010, the sixth batch of 18 temporary cadres sent by Fujian Province to Ningxia successfully completed their two-year assistance task in poor areas of Ningxia and the 7th batch of temporary cadres were sent to Ningxia in mid-July. The 7th batch of 18 temporary cadres overcame the difficulties in weather, living and language, went to the grassroots units, interviewed local villagers for investigation, worked very hard and actively strived for funds and projects for the aided cities and counties. Through the unremitting efforts of the two batches of temporary cadres, anti-poverty funds of 25.9375 million Yuan were issued for the counterpart support (including donations of 5.5575 million Yuan in kind and cash, six introduced investment projects) and five counterpart aid projects were implemented. Cangshan District of Fujian Province, which was assigned to support Longde County, planned to invest nearly 10 million Yuan in two years to implement ten key projects to improve people’s livelihood and has issued 900,000 Yuan so far. Fuzhou City and Lianjiang County issued anti-poverty funds of 1.8 million Yuan to Yanchi County to support the development of local education and health care, the improvement of living conditions, the development of sheep industry and the training and exchanges of professional technical personnel. Huli District and Tong’an District of Xiamen, which were designated to support Haiyuan County, provided 2.5935 million Yuan to support the construction of ecological immigration villages in Haiyuan County, the development of education, culture and health care industry, subsidize poor students and support the office automation of some organs and units. Xiang'an District and Haicang District of Xiamen City, which were designated to provide counterpart support for Jingyuan County, allocated 5.11 million Yuan to promote the construction of 8 projects including entire village advancement and social development in Jingyuan County. Nan’an City of Fujian Province provided 3.2 million Yuan to support Tongxin County’s ecological relocation, renovation of dangerous houses, poor student supporting and construction of village roads and health care projects. Fengze District of Fujian Province, which was designated to provide counterpart assistance to Yuanzhou District, invested no less than 4 million within two years to solve the most urgent and most practical problems for the masses to directly benefit the poor. So far, 1 million Yuan has been issued to construct four projects, including farmers’ house building in new rural construction, subsidy for college students, improvement of tourism environment and co-construction of the army and the people. Nanjing County Government directly issued and invited investment of 6.65 million Yuan for the construction of five projects in Pengyang County, including Juncao industry development, sunshine subsidy for poor students, health care, labor cooperation and helping the poor. Putian City and Hanjiang District of Fujian Province issued 4.684 million Yuan to support the construction of four projects in Xiji County, namely new rural construction, education, village building and Hualin Vegetable Growing Base.

　　【Social poverty alleviation】 In 2010, the two places’ organization, personnel, education, health, science and technology , poverty alleviation, trade, tourism, Communist Youth League committee, women's federations and other departments worked together and trained 987 professional and technical persons for Ningxia. 43 temporary cadres were sent to impoverished areas of Ningxia and 123 technical persons were exchanged. 7 cadre trainings were held for 114 people and five management persons were trained. All circles of Fujian Province donated to build 12 schools in mountainous areas of Ningxia and subsidized 1,561 needy students, which boosted the development of education industry in impoverished areas. Ningxia sent 26,000 labors to Fujian, including 5,595 sent in an organized way, and the labor income reached 199 million Yuan, which greatly increased the income of the farmers in poor areas of Ningxia and effectively improved the production and living conditions of local farmers.

　　【Poverty alleviation by enterprise collaboration】 With the support of major leaders of the two places, promoted by the parties concerned, another 3 enterprises of Fujian invested in Ningxia in 2010 and the total amount of the investment exceeded 2.3 billion Yuan. One enterprise put in 1.5 billion Yuan for project construction in Ningxia. Besides, Vice Chairman of Fujian Entrepreneur Association in Ningxia Mr. Wang Xinguang solely set up the 1680-mu “Ningxia Yuguang Energy Industrial Co., Ltd” dealing with coke, tar and gas business in Ningxia Zhongwei Meili Industrial Park with planned investment of 2.2 billion Yuan and has put in 500 million Yuan so far. The Executive Vice Chairman of the Association and Ningxia Huafu Real Estate Development Co., Ltd developed commercial houses in Yuanzhou District of Guyuan City and Qingtongxia of Wuzhong City and 200 million Yuan has been invested so far; Fuan’s investor and Ningxia Lanshan Investment and Real Estate Co., Ltd invested 1.6 billion Yuan to construct Lecong Furniture City Project jointly with Ningxia ST. Edenweiss Co., Ltd; Fujian’s enterprises in Ningxia and Ningxia Xinsilu Company invested 1.5 billion Yuan to construction Phase II of Lake View No. 1 Project.

　　【Investment inviting】In order to implement the spirit of the "Minutes" of the 13th and 14th Fujian-Ningxia Joint Meeting for Mutual Learning and Counterpart Support, on November 29, 2010, Ningxia Hui Autonomous Region People's Government held in Xiamen City of Fujian Province the "Ningxia • Fujian (Xiamen) Trade Cooperation Promotion Fair". Through a series of activities such as publicity and investment invitation, 15 counties (districts) and enterprises of Ningxia signed 21 cooperation projects with the businesses of Fujian with a total investment of 17.7 billion Yuan, including the "Min Ning Industrial Park Construction Project" of Xiji County People's Government and Fujian Lvcheng Building Materials Co., Ltd with investment of 1 billion Yuan; the "Xiji Sunshine Hospital Project" of Xiji County People's Government and Fujian Dipeike Investment Co., Ltd with investment of 50 million Yuan for Phase I Project; the "Potato and Agricultural Product Deep Processing Project" of Xiji County People's Government and Fujian Red Sun Superfines Co., Ltd with investment of 200 million Yuan; the "Min Ning Building Project" of Xiji County People's Government and Fujian Putian Xielong Shoes Industry Co., Ltd with investment of 100 million Yuan; the "timber trading market project" of Fujian Entrepreneur Association in Ningxia and Ningxia Lanshan Investment and Real Estate Co., Ltd with investment of 1 billion Yuan; the "stone and tile project" of Fujian Entrepreneur Association in Ningxia and Ningxia North Properties Development Co., Ltd with investment of 800 million Yuan; the "plastic bag production project" of Ningdong Energy and Chemical Base Management Committee and Jiangsu Wanle Composite Materials Co., Ltd. with investment of 170 million Yuan; the construction of Taiwanese Industrial Park in Ningdong Energy and Chemical Base jointly by Taiwan Huilong International Co., Ltd, the "construction of 8000-mu vegetable growing base" of Wuzhong City Litong District People’s Government and Guangzhou Congyu Vegetable Development Co., Ltd with a total investment of 150 million Yuan; the "comprehensive development of 100,000-mu sand proof low-carbon ecological farming, forestry and pasturing area" jointly with Fujian Dadi Ecological Technology Industry Co., Ltd with a total investment of 590 million Yuan; the "Snack Food Northwest Headquarters Project" of Helan County People's Government of Yinchuan City and Fujian Panpan Food Group Co., Ltd with a total investment of 300 million Yuan; the "200,000- kilowatts wind and light power project" of Hongsipu District People’s Government and Datang International Power Generation Co., Ltd with investment of 2 billion Yuan, the "elevator manufacturing development project" of Xixia District People’s Government of Yinchuan City and Nantong Tongyu Elevator Co., Ltd with investment of 300 million Yuan; the "Niushoushan photovoltaic solar power generation project" of Qingtongxia Municipal People's Government and China Guangdong Nuclear Solar Energy Development Co., Ltd with investment of 1 billion Yuan; the "lung-shaped cars’ CVT production project" of Jinfeng District People's Government of Yinchuan City and Guangzhou Guoli Chitan Thermal Power Co., Ltd with a total investment of 320 million Yuan; the "Vocational and Technical Education Project" of Dawukou District Government and Yangzhou Higher Vocational School of Commerce of Jiangsu with a total investment of 390 million Yuan; the "30 MW Wind Power Project" of Pingluo County People's Government and Zhejiang Huayi Wind Energy Co., Ltd with a total investment of 2.5 billion Yuan; "Phase II Project of Zhejiang Building" jointly developed by Xingqing District People's Government of Yinchuan City and Shengyuan Real Estate Development Co., Ltd with a total investment of 260 million Yuan; the "(single) crystalline silicon project with annual output of 5,000 tons" jointly developed by Lingwu Municipal People's Government of Yinchuan and Jiangsu Yangzi Plastic and Chemical Co., Ltd with investment of 2 billion Yuan; the "circular economy industrial upgrading project" of Hunong District Government and Zhejiang Juhua Co., Ltd with investment of 50 million Yuan; and the "one million-ton rare earth and color plate project" jointly developed by Zhongning County People's Government of Ningxia and Fujian Longfu Group with a total investment of 3 billion Yuan. In early November, Ningxia Poverty Alleviation Office and Ningxia Office for Taiwanese Affairs organized 12 people from poverty alleviation leading enterprises and poverty alleviation departments of impoverished areas of Ningxia to conduct field research in Taiwan to learn local agricultural enterprises’ advanced development concept and management model, which promoted the industrial docking and cooperation between Ningxia and Fujian and Taiwan in the field of potatoes, wolfberry, dairy products, grapes, cattle and sheep and other Muslim advantageous industries, broadened the areas of Fujian – Ningxia pairing-off cooperation for poverty reduction and enhanced the effectiveness of collaboration.

　　【14th Fujian-Ningxia Joint Meeting for Mutual Learning and Counterpart Support】 In early August 2010, after joint consultation and careful preparation of Fujian and Ningxia, the 14th Fujian-Ningxia Joint Meeting for Mutual Learning and Counterpart Support was convened in Fuzhou of Fujian Province. Secretary of Fujian Party Committee and Director of People’s Congress of Fujian Sun Chunlan, Vice Secretary of Fujian Party Committee and Governor Huang Xiaojing, Chairman of the CPPCC Fujian Provincial Committee Liang Qiping, Party Secretary and Deputy Director of People’s Congress of Fujian Province Liu Dezhang, Member of the Standing Committee of the CPC Fujian Provincial Committee and Executive Vice Governor Zhang Changping, Member of the Standing Committee of the CPC Fujian Provincial Committee and Secretary-General Yang Yue, Deputy Director of People’s Congress of Fujian Province Zhuang Xian, Vice Chairman of the CPPCC Fujian Provincial Committee and Secretary-General Ye Jiasong, Armed Police Corps Fujian Captain Huang Haihui, Vice Secretary of Party Committee of Ningxia Hui Autonomous Region Yu Gesheng, Deputy Director of the Standing Committee of Ningxia Hui Autonomous Region Ma Xiufen, Vice Chairman of Ningxia Hui Autonomous Region Government Hao Linhai, Vice Chairman of CPPCC Ningxia Hui Autonomous Region Committee Xie Menglin and Armed Police Corps Ningxia Captain Cai Wanyuan as well as the principals of relevant departments, cities and counties (districts) attended the event. The two places’ party and government leaders respectively delivered important speeches and reviewed the work having been done since the holding of the 13th joint meeting. Based on fully affirming the achievements and summarizing the experience, to implement the spirit of the 3rd, 4th and 5th Plenary Session of the 17th CPC Central Committee and further implement the scientific outlook on development, the meeting proposed to comprehensively implement the “Several Opinions of the State Council on Further Promoting the Economic and Social Development of Ningxia” and the “Several Opinions of the Central Government on In-depth Implementation of the Western Development Strategy” and conducted in-depth study and discussion on strengthening the mutual learning and counterpart support of the two places in the future. The two places signed the 14th joint meeting minutes and decided to continue the pairing-off poverty alleviation in the following fields in the future: First, making full use of the central industrial funds, relatively surplus labors, land and other production factors, Ningxia will construct Fujian industry transfer demonstration zones and Minning Industrial Park to attract Fujian’s enterprises to invest in Ningxia and develop energy, chemical, pharmaceuticals, tourism, agricultural processing and other competitive resources. Ningxia will further relax the market access, support the investment of Fujian and Taiwan to flow towards Ningxia’s infrastructure construction, utilities and financial services sector to promote its cooperation with Fujian and Taiwan; guide and encourage the enterprises of Fujian and Taiwan to develop Guyuan’s salt, coal, petroleum, limestone, wind energy, solar energy and other resources and participate in the construction of Guyuan’s salt and chemical circulating economic zone for poverty reduction; encourage the enterprises of Fujian and Taiwan to provide financial support for the construction of urban and rural drinking water safety projects in central and southern Ningxia, Liupanshan’s highroads and other infrastructure; and guide the enterprises of Fujian and Taiwan to participate in the construction of Ningxia’s "Yellow Gold Coast". Secondly, tap the potential of collaborative space, focusing on strengthening the two places’ business cooperation, trade exchange, opening up and development to achieve the transition from project aid to mutual beneficial economic cooperation. It will give more play to the matchmaking role of Fujian Chamber of Commerce, organize the enterprises of Fujian and Taiwan to carry out exchange visits and docking activities and guide more enterprises of Fujian and Taiwan to invest and launch enterprises in Ningxia. Being a coastal area near to Taiwan Province, Fujian will guide agricultural industrialization enterprises of Fujian and Taiwan to participate in the development and marketing of Ningxia’s advantageous agricultural resources to enhance the competitiveness of Ningxia’s featured farm produce in the market. Thirdly, Fujian allocated 21 million Yuan of anti-poverty funds in 2010 to support the construction of livelihood projects in central and southern Ningxia, including ecological immigration, drinking water projects for human and livestock, water-saving irrigation, labor force training, etc, and the development of facility agriculture, potato, wolfberry, Chinese herbal medicine, halal beef and mutton as well as other competitive featured industries. Fourthly, strengthen the exchanges and cooperation between the two places, improve the systems for regular exchange visits and studies, improve the mechanism for sending temporary cadres and continue to strengthen the counterpart support by strengthening basic education. Fujian Province will send the 12th batch of teachers to support the education of Ningxia and encourage talents in the field of science and technology as well as education and academic leaders to launch businesses in Ningxia.
