Dalian-Guizhou Pairing-off Poverty Alleviation

　　【Overview】 In 2010, Dalian provided grants of 176 million Yuan to Guizhou Province, of which 147 million Yuan was issued in cash and 28.26 million Yuan in kind, and it implemented 557 aid projects to improve the production and living conditions of the aided areas, which promoted the economic development of impoverished areas. Based on the actual situation of public welfare undertakings and the backward basic education in the twinned regions, Dalian strengthened the poverty alleviation, built and rebuilt 128 Hope Primary Schools, improved the schooling conditions of impoverished mountain areas and alleviated the difficulties of going to school of more than 50,000 poor students; invested to build a 2300-square meter book building for Liupanshui Nationality Vocational School, which is equipped with multi-media electronic reading rooms and multi-media electronic classrooms and is a large well-equipped book building in the middle schools in Liupanshui City. The students and parents in poor areas were deeply touched by the construction of these projects, which were called "immeasurable projects". Dalian also newly built and rebuilt 59 township hospitals and village clinics to solve the problem of seeing a doctor of the masses in impoverished areas and prevent the occurrence of local diseases and the phenomenon of falling into or returning to poverty due to illness; implemented 28 drinking water projects to solve the drinking water problem of 100,000 poor rural families and 300,000 heads of livestock; newly built and repaired 38 highroads, bridges and channels, improved the traffic conditions of 42 key towns and 25 key villages for poverty alleviation and increased the economic development potential of impoverished areas. Jiaoba Town high mountain highway project in Wuchuan Autonomous County constructed with assistance of Dalian ended the history of carrying things on the shoulder and back of the masses in four impoverished villages and was called “road of life and way to wealth” by local residents.

　　【Investment of anti-poverty funds】 As of 2010, adhering to the principle of "improving the basic production and living conditions, increasing basic sources of income growth and enhancing the basic quality of twinned areas", Dalian increased efforts on counterpart support, started with increasing the income of farmer in impoverished areas, focused on improving the rural production and living conditions of poor areas and implementing poverty relief projects by industrialization and strived to make the anti-poverty work cover the largest poor areas and the largest number of poverty-stricken people and maximize the ability of the poor to shake off poverty and obtain more income. In the whole year, Dalian donated 19.3 million Yuan to Liupanshui City and Zunyi City of Guizhou Province and implemented 42 aid projects; trained 158 cadres and professional persons, built highroads of 67.55 kilometers, solved the drinking water problem of 2620 people and improved the housing conditions of 140 households. The aid projects benefited more than 20,000 poor people. Dalian also constructed business test bases for returned migrant workers, comprehensive service centers of impoverished villages, vegetable greenhouses and high-quality tea nursery bases to boost the industrial development of poverty-stricken towns and villages, which played a positive role in adjusting local industrial structure and increasing the income of local farmers.

　　【Pilot projects of entire village advancement and contiguous development】To promote the  "three guarantees" entire village advancement and explore the development of contiguous poor areas with special difficulties, taking pilot projects of entire village advancement and contiguous development as a platform, Dalian integrated advantageous resources and increased anti-poverty funds to accelerate the pace of poverty reduction. In 2010, Dalian invested 3 million Yuan to integrate resources of Xishui County, Pan County and Shuicheng County and implemented entire village advancement projects in six villages. As of the end of 2010, it had completed the pilot projects of entire village advancement. In the pilot work of entire village advancement and contiguous development, relying on local organizations at all levels, Dalian innovated local infrastructure projects such as highroad hardening, living environment, highroads, water conservancy, human and livestock drinking water and planting and effectively solved the poverty reduction and development problem of the masses in poverty-stricken areas. The "three guarantees" entire village advancement in 2010 benefited 10,000 poor people, achieved the organic combination of counterpart support and the construction of new socialist countryside, improved the self-development and self-poverty relief capacity of impoverished areas and fundamentally changed the appearance of poor villages.

　　【Personnel exchanges and training】 Dalian attaches great importance to intellectual poverty relief in the twinned impoverished regions. In order to make the cadres of the twinned areas better understand Dalian's successful experience in reform and opening up, liberate and change their ideas and strengthen their capacity, at the beginning of 2010, Dalian included training of poverty relief cadres for Liupanshui City and Zunyi City as one of the work priorities in 2010. In the whole year, it organized cadre and personnel trainings for 158 person-times. The trainings were mainly on the significance of the eastern coastal regions’ support for westerns areas, urbanization construction, industrial structure optimization and upgrading, building a harmonious society, modern agriculture, the level of leadership, etc. To some trainees, it was the first time for them to go out of their villages, so they were deeply touched. The trainings broadened their horizons, changed their ideas and enhanced their overall quality, modern sense and consciousness of poverty reduction. Meanwhile, Dalian also trained 30 political and legal leaders for Liupanshui City and 48 primary and secondary school teachers for Guizhou Province and achieved good results.

　　【Drought relief】 In the spring of 2010, Guizhou Province suffered a rare serious drought and Liupanshui and Zunyi – the twinned regions of Dalian City were also severely hit by the disaster. The drought brought about drinking water safety problem and had a serious impact on industrial and agricultural production and people’s lives. Dalian municipal government was very concerned about the disaster situation, actively carried forward the spirit of "all supporting those in difficulties", took the initiative to understand the disaster situation of Guizhou, held special meetings to make deployments for the disaster relief in Guizhou Province, timely sent a message of condolences to Liupanshui City and Zunyi City of Guizhou and donated 4.3 million Yuan to support the disaster relief, which reduced the losses caused by the disaster and alleviated the production and living problems of the affected masses in disaster-hit areas.
