Poverty Alleviation by China Foundation for Poverty Alleviation

      【Overview】  In 2011, in accordance with the guiding ideology of “steadily promoting strategic transformation, implementing the efficiency indicators, fully optimizing the workflow and further defending and enhancing social credibility” set by the council, China Foundation for Poverty Alleviation (CFPA) continued to do a good job of poverty reduction. While maintaining and further developing the existing micro-credit, Maternal and Infant Health Project, the New Great Wall Project for Poor Students and disaster relief projects, CFPA carried out a series of explorations into positive transition: Encouraged grassroots public service organizations to participate in the public welfare activities and the construction of a civil society through bidding for project management, built a public donation platform to encourage more people to participate in national public actions; cooperated with international charity organizations to set up the first hospital in Sudan and participated in the charitable assistance for the famine victims at the horn of Africa and Cambodia; and advocated the concept of transparent public welfare to promote industry self-regulation and social accountability. Although the environment of the whole charity industry is facing a crisis of confidence, the overall operation was smooth and the public revenues and expenditures maintained the average levels of normal times.

      In 2011, China Foundation for Poverty Alleviation recorded financial income of 1.3243 billion Yuan, accounting for 101% of the planned task, up 118% over 2010; the direct investment of poverty relief funds and materials was nearly 1.0854 billion Yuan, 131.6% of the figure in 2010 (824.5 million Yuan); and its aid projects covered 312 counties, 16,820 administrative villages, more than 500 universities, 110 high schools and 2,353 primary schools and directly benefited 1.34 million poor people.

      【Cultivate grassroots charity organization】In order to promote the healthy development of charity industry and build a mature and efficient public service industry chain, China Foundation for Poverty Alleviation issued 12.35 million Yuan to support grassroots public service organizations to carry out post-disaster reconstruction work in the disaster areas of Wenchuan and Yushu.

      It invested 7.35 million Yuan to support grassroots public service organizations to participate in eight projects of post-disaster reconstruction in Yushu, including: purchasing solar PV power for 70 poverty-stricken households of Shiqu County, Ganzi Prefecture and building solar photovoltaic power plants for five schools of Xiangqian County and 22 tsampa processing mills in 22 villages. Meanwhile, it supported 23 grassroots charity organizations to participate in the construction of 23 development projects in Wenchuan with financial aid of 5 million Yuan, including: the construction of Jiang Nationality Cultural Transmission Center in Beichuan Jiang Autonomous County, livelihood project for sustainable development in the post-disaster reconstruction of Xicao Village of Wenchuan County, and the Sunshine Support of Doctors for Township Hospital, etc.

      【Donation of One Yuan to Show Love and Deliver Nutrition to the Poor】 In 2011, the activity of “Donation of One Yuan to Show Love and Deliver Nutrition to the Poor” was carried out from August 20 to September 4. Through more than 4000 restaurants of Esaote Group across the country, it called on consumers to donate one Yuan to increase nutrition of the children in impoverished regions. This public welfare activity was carried out in 700 cities in China. Shenzhen’s drama of “Donation for Hope”, Xi’an’s “Love Relay”, Nanjing’s “Charity Bazaar" and "Seeing Films on Warmth Delivery” attracted more than 80 communities, 75 schools and nearly 70 celebrities from all walks of life to participate. More than 100 media including Beijing Times and New York Times reported the activity. More than 12.65 million consumers and 330,000 employees of Esaote Group got involved in the donation activity and raised a total of 18.5 million Yuan, of which 15.5 million was donated by consumers and 3.3 million Yuan was from the staffs of Esaote Group. During the period of the activity, themed “Hot Topics” and “Today’s Hot Activities”, Sina Microblogging advocated the activity of “Donation of One Yuan” and “Readily Shoot for Donation of One Yuan” on the home page and more than 60,000 people participated in the discussions and “readily shoot” activity. Meanwhile, it printed the “Questions and Answers on the Program of ‘Donation of One Yuan to Show Love and Deliver Nutrition to the Poor’ of China Foundation for Poverty Alleviation” and “How Can One Yuan Become Nutritious Meals” to strengthen the awareness and transparency of the project and achieved good results.

      Since its launching in 2008, this project has raised a total of 43.5 million Yuan of donations and 28 million people have attended the event. The funds raised in 2008 and 2009 were used to provide one-year daily nutritional snacks for 15,000 primary school students in the disaster–hit areas including Mianzhu, Jiangyou and Beichuan of Sichuan. In 2010, all the donations were used to provide daily nutritional snacks for 22,000 pupils from 80 primary schools in mountain areas of Yunnan Province and provide “loving kitchen” fittings for the recipient pupils including cookers, rice steaming carts, disinfection cabinets, freezers, operation desks, exhaust fans, etc. The funds raised in 2011 were used to provide one or two years’ nutritional snacks for more than 20,000 pupils from 90 schools of ten counties in Kunming, Zhaotong, Dali, Lijiang, Honghe and Wenshan Prefecture of Yunnan Province and implement the “Loving Kitchen” project for 20 schools of Xuanwei.

      【Care Package Project】 China Foundation for Poverty Alleviation launched the "Care Package Project – 2011 Caring Action for One Million Students from Old Revolutionary Bases and Impoverished Regions" on April 19, which was successively reported by several TV stations, radio, other central media, national subway and bus media, a dozen of local TV and radio stations and nearly ten local new media as a public welfare project. A dozen of central and local media such as Xinhua News Agency and Beijing News printed more than 1,000 in-depth reports on the program, which were reprinted in the Internet for more than 10,000 times. Cooperating with CCTV’s well-known “Movie Star Podcast”, “Zhengda Arts”, “Hotline 12” and “Dream Choir”, we successively developed nearly 30 programs on the project to effectively enhance its influence. Kaixin Network, Sina Microblogging, Tencent Microblogging and Renren Network designed a series of dissemination activities on the official home pages, which were recommended by microblogging as hot issues. One of the project team’s microblogs was even forwarded for 8,000 times.

      Project construction through cooperating with the postal system and with more than 36,000 postal outlets across the country as the basis is the characteristic and guarantee for the success of the Care Package Project. In 2011, starting with promotional material support, training communication, organization of volunteers and public welfare service recognition, the project department strengthened the project publicity in the postal offices and promoted the improvement of the quality of postal offices’ services. With a whole set of advanced information processing system and strong network resources integrating logistics, capital flow, information flow, the postal system supported the implementation of the Care Package Project and created a number of funding ways including counterpart assistance, hand-in-hand mutual aid, group purchase at Lashou network and donations of party members, etc.

      volunteer fundraising is another characteristic of the success of the Care Package Project. In 2011, nearly 300,000 volunteers from 182 universities used their 15 weekends to mobilize the masses to donate for the program, advocated the program to one million people and raised donations of 4.4 million Yuan. As the expansion of volunteer fundraising, the volunteers successfully organized the youth fundraising challenge activity targeting at middle school students in Beijing, Guangzhou and Hangzhou. A total of 36 teams and more than 140 people got involved and 205,500 Yuan was raised.

      As of December 31, the Care Package program received 44.4968 million Yuan of social donations, 368,000 stationery kits for students, 4503 sports packs for schools and 16,000 warmth bags for students, covering 384,000 pupils from 2353 primary schools in 180 counties of 28 provinces (autonomous counties).

      The Care Package Project was launched in April 2009. Over the past three years, a total of 234 million Yuan was raised, including 1.21 million of individual donations and 115,000 of unit donations, benefiting 6549 families and more than 2.017 million pupils from 6223 schools in 298 counties of 29 provinces (municipalities, autonomous regions, except Tianjin and Shanghai) in China.

      【Public welfare platform building】 China Foundation for Poverty Alleviation launched the Shanpin Network – a public interest network bazaar platform integrating donation, online bazaar and universal commonweal in 2011. The creation of more compatible means for public welfare is also a kind of attempt to broaden the financing channels. The preparation of Shanpin Network started in May and the network was put into operation on October 17, the International Day for the Eradication of Poverty. Adhering to the tenet of sunshine services, focusing on charity sale, by means of modern network technology, the network established a platform for everyone to participate in social welfare.

      【International assistance】 In July, the Sudan-China Abuausher Friendship Hospital was set up in Sudan of Africa. Funded by China National Petroleum Corporation, the hospital building was jointly organized by China Foundation for Poverty Alleviation and the partners in Sudan. Covering a building area of ​​1,700 square meters and a land area of 2,000 square meters, it is a general hospital mainly engaged in material and child hygiene, also equipped with a dozen of other departments such as the departments of medicine, surgery and pediatrics.

      Sudan-China Abuausher Friendship Hospital is China’s first foreign aid project funded and implemented by non-governmental, non-profit organizations.

      China Foundation for Poverty Alleviation and the United Nations World Food Programme (WFP) jointly launched the aid action of "Horn of Africa" to address the severe famine in Africa. Jointly with the WFP and Tencent, it launched the monthly donation action of “Network Hope – Nutrition Delivery to Hungry Children” and supported the “School Meals Program” in Cambodia.

      【Post-earthquake reconstruction in Yushu】After a 7.1-magnitude earthquake occurred in the Tibetan Autonomous Prefecture, Yushu County, Qinghai Province on April 14, 2010, China Foundation for Poverty Alleviation immediately launched the “Love for Yushu - Emergency Rescue Action of China Foundation for Poverty Alleviation for Yushu” and called on all circles of society to donate for and help the affected people. With strong support from many enterprises, institutions and people, it raised a total of 149,225,300 Yuan of funds and materials. After the key relief work changed from emergency rescue to post-disaster resettlement, China Foundation for Poverty Alleviation set up the Office of Post-disaster Reconstruction of Yushu in Jiegu Town and started a number of post-disaster reconstruction projects in 2011.

    1. Jianietan Agricultural and Livestock Market of Yushu County: This is the largest post-disaster reconstruction project participated by China Foundation for Poverty Alleviation in Yushu County. With a planned investment of 70 million Yuan, the project covers a land area of 3.33 hectares and the planned built-up area is approximately 30,000 square meters.

    2. JDB Ganda Transport Corps: The total investment was 2.96 million Yuan, which was all donated by JDB Group, and the project was operated in the form of cooperatives. In 2011, the transport corps recorded operating income of over 1.3 million Yuan, generating fixed income of 3,000 Yuan for 10 farmers of impoverished villages who served with the transport corps.

    3. Board Room Project of Yushu County People's Hospital: With a built-up area of ​​nearly 1,000 square meters and a total investment of 577,500 Yuan, the project covered about 80,000 affected people.  

    4. Deda Village Dairy Base Project of Chenduo County: With a total investment of 1.7972 million Yuan, the project benefited 35 households and 183 people. The project contents included the purchase of 36 yaks, barn subsidies, purchase of 7 tractors and farm machineries, two barley machines, two grinding machines, two oil mills and one vehicle for milk delivery.

    5. Dongfeng Village Vegetable Greenhouse Base Project. Set up 73 vegetable greenhouses with a total investment of 7.3 million Yuan, producing 200 tons of fresh vegetables worth 1 million Yuan, directly benefiting more than 60 rural households and over 200 people. The increase in per capita net income was 3,000 Yuan.

    6  Nangqian Kindergarten Project. With the 5 million Yuan raised for post-disaster reconstruction of Yushu, it set up the first standardized kindergarten in Nangqian County. The preparation work of the project has been completed and the project will be launched in April 2012 and put into use in the spring of 2013 according to the plan.

      【Microfinance projects】 The microfinance project was launched in 1996. As of the end of 2011, the project area was expanded to cover 6,418,242 households, 13,726 administrative villages, 973 towns in 52 counties of 13 provinces (autonomous regions / municipalities) including Fujian, Liaoning, Shanxi, Guizhou, Hunan, Hebei, Hainan, Inner Mongolia, Jiangxi, Sichuan and Beijing. 365,000 loans of 2.34 billion Yuan were issued and the project covered 22.038 million people.

      In 2011, the CFPA Microfinance Project was implemented in 52 counties of 13 provinces (municipalities and autonomous regions) in China and the project operation was normal. In the whole year, more than 110,000 additional loans were issued and the total amount of the loans exceeded one billion Yuan for the first time. The loan balance was 660 million Yuan and the number of active clients was more than 100,000.

      CFPA Microfinance aroused high attention of all circles of society with rapid development and excellent performance: In January 2011, at the Summit Forum of the First Joint Meeting of China’s Microfinance Institutions, CFPA Microfinance won the “2010 Award for the Most Outstanding Microfinance Institute Fulfilling Social Responsibility in China”; in July, it was titled as one of the “Top Ten Brand Innovation Institutions in the First Rural Brand List with the Highest Financial Value in China”; on October 17, the project won the “First Youcheng Poverty Alleviation Scientific Research Achievement Award” issued by LGOP; in November, it won the Best Social Responsibility Award for “Three Rural Issues” Services of National Financial Institutions organized by the “Economic Daily”; in December, it won the “Award for Advanced Collective for National Poverty Alleviation and Development” issued by the State Council Leading Group of Poverty Alleviation and Development.

      【Public service announcement】 In order to mobilize all social forces to participate in poverty alleviation, China Foundation for Poverty Alleviation organized a series of fundraising events in 2011: It organized the charity night titled “With You All the Way” to mobilize successful persons to donate for poverty reduction; launched the action of “monthly donation for daily nutrition meals” to call upon donations to increase nutrition of the pupils of poor areas; launched the “Nest Action” jointly with CCTV, aiming at addressing the accommodation problems of primary and middle school students in poor areas, enthusiastically responded by Suning and Heren Foundation; and set up Hengda College Student Aid Fund to provide living subsidies for 10,000 needy students from 100 universities and colleges. The above activities raised more than 65 million Yuan of funds.

      【Fund raising announcement】 China Foundation for Poverty Alleviation strived to maintain the credibility of public interest organizations through announcing the situation of fund raising and the management processes.

    1. Hold Caodewang Project Meeting. It announced in detail the implementation and the third-party assessment and audit results of the relief projects for the poor households of five southwest provinces (autonomous regions / municipalities) hit by the droughts with donation of 200 million Yuan from Cao Dewang and Cao Hui; and submitted the project result materials to Mr. Cao Dewang. As for the 200 million Yuan of funds, it directly issued 2000 Yuan to each of the 92,150 rural households from 5987 natural villages in 757 administrative villages of 120 towns of 17 counties (cities) in five southwest provinces. Mr. Cao Dewang was very satisfied with the project results.  

    2. Hold the third anniversary of Post-Wenchuan earthquake reconstruction to announce to society through the media the use of the relief funds and materials in the emergency rescue and post-disaster reconstruction. As of April 30, 2011, China Foundation for Poverty Alleviation had received a total of 303,302,963.55 Yuan of relief funds and materials for post- Wenchuan earthquake reconstruction, of which 200,477,764.90 Yuan was donated in cash and 102,825,198.65 in kind; received a total of 184,005,876.84 Yuan of post-disaster reconstruction funds for Wenchuan, and the total amount of the above funds was 487,308,840.39 Yuan. As of April 30, 2011, China Foundation for Poverty Alleviation had sent relief funds and materials of 266,632,223.38 Yuan to the disaster areas, including 163807024.73 Yuan in cash and 102825198.65 Yuan in kind; and 36670740.17 Yuan of fund would be allocated later. Meanwhile, it allocated 181997588.34 Yuan of special funds for post-disaster reconstruction and would issue 2008288.50 Yuan in the future. The total amount of the above expenditures was 448629811.72 Yuan and the funds to be issued amount to 38679028.67 Yuan. The over 20 projects including distribution of materials and board room building covered 83 counties of 23 prefecture-level cities in Sichuan, Shaanxi and Gansu, benefiting more t han 1.58 million people.

    3. Organize a series of activities on October 17. It held the donation meeting and project meeting on the 19th United Nations International Day for the Eradication of Poverty to distribute poverty alleviation bracelet and leaflets. In forms of project exhibition and video reports, it announced the use of funds and the implementation of project to show the management processes and operational details of public welfare projects.

    4. Organize a dozen of media reporters to report the implementation of brand projects in the project areas of Sichuan, Yunnan, Yushu and Northeast China of China Foundation for Poverty Alleviation.

    5. Actively support and participate in the construction of the Foundation’s Center Network. It released the information on the Foundation, finance and projects through the Center Network, the official website of China Foundation for Poverty Alleviation and the major portals.
