      【Growth Project of University Student Village Cadres of Impoverished Areas】In 2011, China Association of Poverty Alleviation and Development proposed and implemented the project to support the development of university student village cadres of poor areas and convened the kick-off ceremony in May 2011. Under the care of the central leaders and relevant departments, with support from local government, the Association comprehensively started the implementation of this program and mainly did three things: First, carry out field research on the situation of university student village cadres of Chongqing and Shanxi to understand the actual situation of university student village cadres; second, organize three university student village cadre training courses for 1,000 people from poor villages to solve the thinking problem of the university student village cadres; third, mobilize entrepreneur members of the Association and social forces to set up the "Poverty Alleviation Spark Venture Fund", aiming to support the business launching of university student village cadres of poro villages in Chongqing, Shanxi and Shaanxi.

      【Field research on poverty reduction】In March 2011, the Association organized two research groups respectively headed by President Hu Fuguo and Vice President Wen Kegang to conduct face-to-face exchange with 120 university student village cadres of 46 poor villages in 10 districts and counties and hold talks with the leaders at all levels and the poverty alleviation and organization departments. During the investigation, Chen Zhongxiao, Hao Jianxiu and some other entrepreneurs were invited to accompany the president. The field research mainly had the following four main results: First, the Association had a more comprehensive understanding of the main practices and successful experience of the university student village cadres of Shanxi and Chongqing. Second, it had an objective understanding of the practical problems of “three not and one difficulty” facing the university student village cadres. “Three not”: The university students could not adapt themselves to the grassroots work and were not satisfied with the position of village cadre, and the work was not linked with the majors of the university students. “One difficulty: It is difficult to launch enterprises in poor villages. Third, put forward five targeted suggestions to provide information and reference for the decision-made of leaders. Fourth, summarize the experience in the field research: The research groups began to understand the great significance of the central government’s deployment for this program, understand that university student village cadres were important forces in rural areas and understand that it was the obligation of the Association to support the growth of university student village cadres.

      For an in-depth understanding of the situation of poverty-stricken areas, the Association carried out the activity of “Party’s Footprint - Celebrate the 90th Anniversary of CPC”, established and strengthened its contacts with local poverty alleviation departments through visiting the poor areas of Jiangxi, Shandong, Guizhou and Gansu and actively publicized the work of the Association.

      【Training of one thousand village cadres】From May to October 2011, China Association of Poverty Alleviation and Development successively held three training courses at Beijing University for the Humanities for 1000 university student cadres of the poor villages of 19 nationalities including Han, Hui, Tibet, Inner Mongolia, Uygur, Kazakh and Miao in 288 national or provincial poverty-stricken counties of 11 provinces (municipalities and autonomous regions), including Shanxi, Chongqing, Shaanxi, Tibet, etc. Main practices of the trainings: First, understand the standards and conditions and carefully select objects of trainings. Second, determine the training contents and highlight the training theme. Third, reflect the purpose of poverty reduction and develop business ideas. Fourth, establish training bases and explore training modes.

      Through trainings, the Association initially established the training mode of “highlighting red theme, focusing on high-level lectures, reflecting the purpose of poverty alleviation and relying on base training”, achieving the desired training goals.

      As for the training methods, the Association adhered to focusing on case study, complemented with classroom discussion, field research and exchange, and paid attention to the actual effects of training. Many participants said: Under the red theme, the trainings held by China Association of Poverty Alleviation and Development could also inspire entrepreneurship awareness and enhance the entrepreneurial capacity. One trainee from Yulin of Shaanxi said: “With the concern of the whole society, the training talked about revolutionary theory, vivid cases, hardships of entrepreneurship and successful experience and is a lifetime benefit for me.”

      【Poverty Alleviation Spark Venture Fund】The Spark Venture Fund, as a matching program of the “Growth Project of University Student Cadres of Poor Villages”, is a branch of the Association and is responsible for the use and management of the Fund to create fundamental conditions for the implementation of venture projects of university student cadres of poor villages. It is a public fund designed to support the venture projects of university student cadres of poor villages and the industrial development and infrastructure construction of the villages. The establishment of the Fund laid a basis for the legal operation of large-scale fundraising to support venture projects of university student village cadres. In 2011, the Association received 41 million Yuan of donations from the member enterprises, relevant units and international organizations and used the funds to support venture projects of university student cadres of poor villages.

      In 2011, the key areas and scale of the Spark Venture Fund were almost in line with the national planning for 14 contiguous poor areas for the poverty alleviation and development in the next decade. The conditions for project and financial aid: The project applicants must be university student village cadres receiving trainings of China Association of Poverty Alleviation and Development; the project villages must be key villages for national or provincial poverty alleviation; the project construction units must be clarified; the projects must meet the pressing needs of the masses, have certain resource conditions and can help poverty reduction; the project content and capital amount should be reasonable and the local government should provide matching funds according to the ratio of 1:1; the use of funds must be reported to the poverty alleviation departments and a county-level reimbursement system should be established for the use of funds of various villages.

      【Essay Contest of “I and My Village”】 The official website of China Association of Poverty Alleviation and Development and China Poverty Alleviation Magazine launched the essay contest of “I and My Village” for the university student cadres of poor villages across the country, selected more than 700 excellent articles from over 10,000 essays to understand the thinking and working situation of the university student village cadres, invited 100 university student cadres of poor villages to participate in the “Seminar on University Student Cadres of Impoverished Villages” convened in Beijing. The relevant leaders of the Organization Department of the Central Committee of the CPC and LGOP, relevant leaders of the Association and some caring entrepreneurs and village officials held talks with the village cadres to discuss the significance of the university student village cadres in the new era and how to boost the development of poor rural areas by using the platform of university student village cadres.

      【Cultural poverty alleviation in old revolutionary base areas】 To commemorate the 90th anniversary of the founding of the Communist Party of China, from late May to Late June 2011, the Board of Publicity and Educatoin of China Association of Poverty Alleviation and Development organized some entrepreneurs, news reporter, painters, photographers, artists and the comrades of Beijing Cultural Development Foundation to carry out the activity of “cultural poverty alleviation in old revolutionary base areas” in Yonxin of Jiangxi, Zunyi of Guizhou, Yan’an of Shaanxi and Changzhi of Shanxi. They carried out commemoration activities and conducted cultural exchanges with the masses, discussed the development plan and jointly set up the platform for cultural education in the old revolutionary base areas to celebrate the 90th anniversary of the founding of the CPC.

    1. Construct vocational skills training base for the old revolutionary base areas. The Association coordinated Beijing Dr. Gui Automotive Cleaning Chain Co., Ltd to set up 17 automobile beauty shops worth 5 million Yuan for the old revolutionary base areas. Relying on these stores, the Association strived to create jobs for the retired army men and local farmers.

    2. Set up digital libraries. The Association coordinated Beijing Yangtze Technology Foundation for Poverty Alleviation and China Education Star (Beijing) Technology Development Co., Ltd to set up 200 digital libraries worth 10 million Yuan for 200 schools in the old revolutionary base areas to address the shortage of books of the teachers and students in the old revolutionary base areas.

    3. Donate distance education learning cards. The Association coordinated the online schools of the Middle School and Primary School affiliated to Peking University to donate online learning cadres worth 5 million Yuan for the teachers and students in the old revolutionary base areas to receive high-quality education.

      【Book donation】 In July 2011, to commemorate the 90th anniversary of the Communist Party of China, the Association donated 10,000 books to the primary schools of old revolutionary base areas and the schools for migrant workers’ children in Beijing, aiming to promote the development of Chinese traditional culture and patriotic education.

      【Charity Bazaar of Calligraphy and Painting Works for Poverty Alleviation】 On October 17, 2011, the 19th International Day for the Eradication of Poverty, China Association of Poverty Alleviation and Development and the CPPCC Chongqing jointly held the Charity Bazaar of Calligraphy and Painting Works for Poverty Alleviation in the Three Gorges Museum. The Association donated the funds raised in the charity bazaar to the poor villages and people of 18 key counties for poverty alleviation in Chongqing. Seven calligraphy and painting works of Zhao Changqing and Zhao Xuemin, Vice Chairperson of China Calligraphers Association, and more than 800,000 Yuan was raised through the activity.

      【Medical poverty alleviation】 In 2011, the Industrial Committee of China Association of Poverty Alleviation and Development donated medical devices worth 40 million Yuan to Guizhou Provincial Association of Poverty Alleviation and Development to improve the level of medical services of the hospitals in poor areas; donated 200,000 Yuan to Licheng County Bo’ai School for the Disabled in Changzhi City to solve the employment problem of persons with disabilities; and donated 300,000 Yuan to Guizhou Provincial Association of Poverty Alleviation and Development to solve the drinking water safety problem of rural areas.

      【Evening Party on Enriching Our Home】In order to implement the important instruction of “continuing to mobilize and organize social forces to support and participate in the cause of poverty alleviation and development’ of General-Secretary Hu Jintao, the Association held the “Large-scale Poverty Alleviation Public Welfare Evening Party on Enriching Our Home” in February 2011, reviewed the anti-poverty work done by the Association under the leadership of the party and government and explained how the Association mobilized the members to get involved in poverty reduction and presented the moving stories in the implementation of drinking water projects in Changzhi, informationization-based poverty alleviation, green computer poverty alleviation, education-based poverty alleviation and the post-disaster reconstruction in Wenchuan and Yushu.
