Poverty Alleviation by China Council for the Promotion of Construction in the Old Revolutionary Areas

　　【Field research in old revolutionary base areas】 In order to enhance the pertinence and effectiveness of anti-poverty work in the old revolutionary base areas, under the leadership and support from the party committees and governments at all levels, China Council for the Promotion of Construction in the Old Revolutionary Areas and the local Councils for the Promotion of Construction in the Old Revolutionary Areas mobilized and organized 129,000 people from the relevant departments of the system, government organizations at all levels and all circles of society to carry out the joint field research of ten thousand people in one thousand counties on the economic and social development of old revolutionary base areas. After nearly one year, the survey covered 4.188 million rural households of 28,681 villages, 4,628 towns, 1667 counties of 28 (autonomous regions and municipalities), and the research groups visited 4924 featured industrial projects, 9302 rural schools and kindergartens and 20,330 hospitals (clinics) and held 13,143 seminars participated by 131,000 people. Through the field research, we basically made clear the distribution and historic contributions of the old revolutionary base areas, had a deeper understanding of the value of old revolutionary base areas, comprehensively mastered the basic development situation of old revolutionary base areas, and analyzed and studied the prominent contradictions and problems in the development of old revolutionary base, forming the following suggestions on the poverty alleviation and development: First, strengthen awareness and attach importance to the development of old revolutionary base areas; Second, develop overall strategy to promote the economic and social development of old revolutionary base areas step by step; Third, develop relevant special policies and increase support; Fourth, take extraordinary initiatives to boost the development; Fifth, strengthen the organization and leadership and establish a long-term mechanism.

　　【Coordinate funds introduction】 In 2011, China Council for the Promotion of Construction in the Old Revolutionary Areas introduced 2198 projects and 9.54 billion Yuan of funds for the old revolutionary base areas, including 4.686 billion Yuan for the construction of photovoltaic and wind power projects in the old revolutionary base areas, minority, border and impoverished regions of Ningxia. In March, it held in Guangzhou the “Seminar for Guangdong’s Entrepreneurs to Support the Poverty Alleviation and Development of Old Revolutionary Base Areas”, actively guided and coordinated investors to set up enterprises in the old revolutionary base areas. The contracts have been signed for three projects, namely Jiangxi Huichang Hongtuwa Modern Agriculture Development Zone, Taiwan Science and Technology Park and Hanxianyan Ecological Tourist Area, and the total investment is nearly 500 million Yuan.

　　【Social poverty alleviation】 The “Love Team” members of China Council for the Promotion of Construction in the Old Revolutionary Areas donated 870,000 Yuan to set up teaching buildings and bury teaching facilities and books for the schools in the impoverished villages of Jiangxi, Ningxia and Gansu, mobilized enterprises to donate 200,000 Yuan to support the construction of two poor villages in Pingshan of Hebei and Qujing of Yunnan; donated 4200 down jackets and cotton-padded coats worth 2million Yuan to the affected masses of the old revolutionary base areas of Gansu and the key poor villages in Zanhuang of Hebei; and delivered consolation money of 146,100 Yuan to the poor and the old partisans, old couriers, old connector households, old underground party members and officials in the old revolutionary base areas. In the in-depth market research in the old revolutionary base areas, China Council for the Promotion of Construction in the Old Revolutionary Areas extended its regards to 18,205 old party members, old partisans, old couriers, old army men and poverty-stricken people with 18.496 million Yuan.

　　【Publicity of poverty alleviation in old revolutionary base areas】 It carried out a series of activities to commemorate the 90th anniversary of the founding of CPC to create a strong atmosphere for publicizing and feeding back the old revolutionary base areas and supporting the poverty alleviation and development of old revolutionary base areas. On May 26, the seminar on the 90th anniversary of the founding of CPC with “learning the party’s history to remember the old revolutionary base areas” as main contents was convened in Beijing. More than 50 comrades attended the event, including leaders of China Council for the Promotion of Construction in the Old Revolutionary Areas, relevant organs’ staff and reporters of the Xinhua News Agency. The participants recalled the glorious history of the CPC, praised the remarkable achievements of the old revolutionary base areas and determined to continuously carry forward the find traditions and styles of the party in the revolutionary period to make a contribution to the poverty alleviation and development of poor areas in the old revolutionary base areas.

　　On June 8, the work conference on the publicity of old revolutionary bases was held in Lanzhou. More than 580 people attended the event including the relevant leaders of Gansu Provincial Party Committee and China Council for the Promotion of Construction in the Old Revolutionary Areas and the representatives of regional councils for the promotion of construction in the old revolutionary areas across the country. At the meeting, 548 advanced units and 28 advanced individuals for the publicity of old revolutionary base areas were rewarded.

　　On July 2, it held in Diaoyutai State Guest House the “Art Show of Old Revolutionary Base Areas to Celebrate the 90th Anniversary of the Founding of CPC and Express Gratitude to CPC”. More than 400 people watched the performance, including the relevant leaders and the masses of the capital. The grassroots masses and backbone actors expressed the gratitude of the people from the old revolutionary base areas for the care and support of the party, government and the people in the form of songs, dances and poetries, mobilizing the enthusiasm of the masses to support the old revolutionary base areas.

　　【Science and technology training】In cooperation with Information Department of Beijing Academy of Agricultural Sciences, the Agricultural Work Committee of China Council for the Promotion of Construction in the Old Revolutionary Areas set up the “Modern Distance Education Center for the Farmers of Old Revolutionary Base Areas in China”, which has now 16,992 registered users and has given 4302 online lectures of 2512 hours, held 21 distance technology trainings for 35,550 people. In July, China Council for the Promotion of Construction in the Old Revolutionary Areas held the 13th training course of “math diagnostic method” in Keyou Front Banner of Xing’an League, Inner Mongolia for 86 veterinarians; contacted the relevant departments and enterprises to help Shanxi’s old revolutionary base areas improve the dairy breeds; organized institutions and enterprises to teach agricultural high-yield test technology; donate 120 sets of textbooks and 400 copies of rural health and epidemic prevention knowledge manuals to the veterinarians of the old revolutionary base areas of Inner Mongolia jointly with China Spark Foundation; and arranged internship of 60 poor students from Shanxi Old Revolutionary Base Medical College in Beijing.

　　In August, it held in Changsha City the “On-site Meeting of China Council for the Promotion of Construction in the Old Revolutionary Areas on the Exchange of Women Work Experience in Changzhi”. More than 240 people attended the event, including the leaders of the councils for the promotion of construction in the old revolutionary areas of 13 provinces (autonomous regions and municipalities) and the representatives of the Xinhua News Agency, CCTV and Guangming Daily. At the meeting, the participants exchanged experience in social management innovation participated by women of old revolutionary base areas and visited the “project to enhance the science and technology quality” implemented among the rural women of the old revolutionary base areas of Changzhi City.
