Poverty Alleviation by Red Cross Society of China

      【Emergency relief】 In 2011, China’s disaster situation was not so serious as the previous years, but some places were severely hit by disasters. In the face of Yingjiang Earthquake and the floods in South China, the Red Cross Society of China timely launched the emergency relief program and immediately allocated relief funds and materials based on the disaster and storage situation. As of the end of December, the Red Cross Society of China had allocated more than 60 batches of relief funds and materials worth 26.7 million Yuan to 17 provinces (autonomous regions and municipalities) severely hit by disasters. During the period when Tongcheng of Hubei suffered from floods, the Red Cross Society of China sent one emergency relief team for water supply to the disaster area and successfully completed the relief work, affirmed by the local government the masses.

      To cope with the Yingjiang Earthquake of Yunnan in 2011, the Red Cross Society of China invested a total of 5 million Yuan to support the construction of one hospital, 133 houses and Yingjiang Red Cross Disaster Preparedness and Response Center. To cope with the droughts in Guizhou, Yunnan, Guangxi, Sichuan and Chongqing, it issued 10.36 million Yuan of relief funds to implement drinking water projects to solve the drinking water problem of ten million rural residents of local areas, which guaranteed the health development of livelihood and water conservancy projects and promoted the sustainable development of local economy.

      【Post-disaster restoration and reconstruction of Yushu and Zhouqu】 In 2011, the Red Cross Society of China determined the list of the post-disaster reconstruction projects in Yushu of Qinghai, covering 2991 civil houses, 29 schools, 28 medical institutions and two disaster prevention and mitigation facilities, and issued a total of 2.11948 billion Yuan of relief funds. At the same time, to support the post-disaster reconstruction in Zhouqu after the debris flow, Red Cross Society of China issued additional funds of 10 million Yuan to Gansu Provincial Red Cross, of which 5 million Yuan was used to support the local post-disaster reconstruction projects and 5 million Yuan was used to support local post-disaster social relief projects.

      The Foundation’s relief work for Yushu Prefecture No. 2 Ethnic Middle School of Qinghai started in May 2011. Red Cross Society of China gave field guidance on the work in August 2011 and made smooth progress in the project construction. The “AVIC – Demonstration Project of Golden Sun Assistance for the Disaster Areas in Yushu Earthquake” jointly launched by Red Cross Society of China and China Environmental Protection Foundation was launched in early August 2011. Red Cross Society of China arranged social supervision workers in October to give field guidance on the work and completed the basic work of the project construction. The herdsmen in some project areas can use solar energy now and achieved good results.

      【Post-disaster restoration and reconstruction of Wenchuan】 In 2011, the Red Cross Society of China continued to do a good job in the post-Wenchuan earthquake recovery and reconstruction. In order to promote the post-disaster reconstruction work, Red Cross Society of China sent a supervision team to give on-site guidance in the disaster areas and issued the opinions on the improvement to the relevant provinces. In 2011, Red Cross Society of China completed 942 post-disaster reconstruction projects for the disaster areas hit by 5.12 Wenchuan Earthquake with a total of 59.757 million Yuan of funds and supported the construction of Love Homes in 65 counties with 25 million Yuan of investment.

      【"Community-based" disaster preparedness projects】In 2011, Red Cross Society of China received the continued support of Hong Kong Red Cross for the fourth rural community-oriented disaster preparedness project in Anhui, Hubei, Yunnan and Guizhou and the project budget was 6.75 million Yuan. From January to March, it conducted baseline survey on some project areas and, jointly with the local government, drafted and determined the project proposals. The project entered into the late finishing stage. This project has strengthened the ability of poor areas and villagers to resist natural disastersto break the vicious cycle of disaster and poverty.

      【Red Cross Light Poverty Alleviation Fund】 To promote the spirit of the Red Cross of humanity, fratenity and dedication and protect human life and health, the Red Cross Poverty Alleviation and Development Service Center and Shenzhen Fangzhongtian Network Technology Co., Ltd jointly founded the Red Cross Light Poverty Alleviation Fund to carry out the project of seeing light again. It mainly provides assistance for the cataracts patients’ surgery to help them see light again. Meanwhile, it carried out environment protection bag projects to promote environment protection and resource recycling and help the poor achieve re-employment. In 2011, the Bright Poverty Alleviation Foundation of Red Cross Society of China carried out the charity activity of “Bright Action in Qiqihaer of Heilongjiang” in Qiqiharer City, Heilongjiang Province and conducted vision rehabilitation surgeries for 100 cataract patients in Qiqiharer City, Heilongjiang Province.

      【Little Angel Fund and Angel Sunshine Fund】In 2011, the Little Angel Fund and Angel Sunshine Fund were respectively awarded 30 million Yuan and 20 million Yuan of lottery fund support. In 2011, National Lottery Fund project - the "Little Angel Fund" provided financial aid for 962 children with leukemia across China and other general social donations supported 346 children with leukemia. As of the end of 2011, the “Angel Sunshine Fund” lottery fund project had organized 670 child patients to complete heart surgery. In 2011, Red Cross Society of China carried out the “Angel Sunshine Heart Saving Action” and arranged the poor child patients from remote areas to receive surgeries in the hospitals of Beijing, Chongqing, Chengdu, Kunming, etc. This activity highlighted the characteristics of major disease rescue of Red Cross Society of China and aroused extensive public concern.

      【Rural doctor training program】After its charity photography activity of “looking for the most beautiful rural doctors” aroused extensive public concern in 2010, Red Cross Society of China increased financial support for rural doctor training in 2011 and trained a total of 1569 rural doctors throughout the year. During the “two sessions”, Red Cross Society of China particularly held a training course for the minority rural doctors of Yunnan and Guangxi, and then held four rural doctor trainings as part of the “Charity Project - Red Cross Angel Program” for minority areas of Ningxia, Guangxi, Xinjiang and Gansu in cooperation with the United Front Work Department of the CPC Central Committee, training a total of 480 rural doctors for minority areas. In 2011, it held nine rural doctor trainings for the old revolutionary base areas of Jiangx, Shaanxi, Hebei, Shandong, Shanxi, Guangxi, Guizhou, Fujian and Hunan Province, training 900 rural doctors. Meanwhile, it continued to organize rural doctor trainings for the disaster areas and held four training courses in Sichuan, Chongqing, Ningxia and Yunnan.

      【Assistance for poor patients with congenital heart disease】 In 2011, the Red Cross Society of China invested a total of 4.2 million Yuan to support congenital heart disease patients and organized surgeries for more than 500 poverty-stricken congenital heart disease patients. Meanwhile, it organized free medical, disease screening and rescue activities for the poor patients suffering from congenital heart disease in Hebei, Shaanxi, Jiangxi, Shanxi, Shandong, Ningxia, Liaoning, Gansu, Hubei, Jiangsu, Inner Mongolia and Xinjiang.

      In 2011, the "Love Project - Hu Dayi Volunteer Service Team” of Red Cross Society of China carried out public welfare activities in a dozen of provinces and municipalities in China, provided free medical and disease screening services (including suspected patients) for more than 50,000 people and conducted surgery for 1930 people. A total of more than 9,000 people attended the health seminars and medical trainings.

      【Education-based poverty alleviation】 1. Love Grant Program for Poor Students: In 2011, the Love Grant Program for Poor Students was successfully implemented. It helped the construction of 24 Love Grant schools, donated 710 Red Cross books and 200 Red Scarf reading rooms for the poor students. The Love Grant funded 123 poor university students and trained more than 210 rural teachers.

    2. Rural teacher training: In November 2011, the Red Cross Society of China held the “Cultural and Sports Training Course for Excellent Young Rural Teachers of Minority Areas” for 108 outstanding young teachers of nine minority areas. From August 14 to 24, 110 rural teachers from Hunan and Heilongjiang attended the Fifth Rural Teacher Training of “Cui Yongyuan Public Service Fund” organized by the Red Cross Society of China.

    3. Book donation: In 2011, the Red Cross Poverty Alleviation and Development Center and PepsiCo Foods (China) Co., Ltd signed the donation agreement on the “Pepsi Library Project” and received donations of 150,000 Yuan from PepsiCo for the construction of one Pepsi reading room in Xiangyang City of Hubei and one near the Pepsi Farm of Chifeng, Inner Mongolia, repair of ““Pepsi Libraries”, procurement of books and reading room facilities and the establishment of “Pepsi Scholarship”.

      【Love delivery of Red Cross】In 2011, the Red Cross system raised a total of relief materials worth 150 million Yuan and carried out the activity of “love delivery of Red Cross for ten thousand households” among the poor in old revolutionary base areas, minority areas and border regions, benefiting 750,000 people in difficulties. Since 1999, the Red Cross Society of China has carried out the activity of “love delivery for ten thousand households” on the New Year’s Day and during the Spring Festival every year, which has become a brand project of the Red Cross Society of China for humanitarian aid to the needy people. Over the decade since the launching of this program, the Red Cross Society of China has raised 70.68 million Yuan to send condolences to more than 1.4 million poor people from 350,000 households in 31 provinces, autonomous regions and municipalities, including Xinjiang Production and Construction Corps,. Meanwhile, it raised a total of 1.3 billion Yuan of funds and materials to send love and warmth for more than 24 needy people from 6 million households.

      【Assistance for old revolutionary base areas】 In order to carry forward the spirit of hard work and selfless dedication of the revolutionary predecessors and help the old revolutionary base areas improve health conditions, on the occasion of the 90th anniversary of the Communist Party of China, the Red Cross Society of China launched the “Red Cross Action in Old Revolutionary Base Areas to Commemorate the 90th Anniversary of the Founding of the Communist Party of China”. Based on field research, it mobilized social forces and integrated the donations to provide financial aid for the old revolutionary base areas of Jiangx, Shaanxi, Hebei, Shandong, Shanxi, Guangxi, Guizhou, Fujian and Hunan.

      In June 2011, the “Red Cross Action in Old Revolutionary Base Areas” was officially launched. The Red Cross Society of China put in 29.6 million Yuan to set up 22 Red Cross Rescue Stations and 53 Love Clinics in the old revolutionary base areas of the nine provinces (autonomous regions), held nine rural doctor training courses, donated 90 Red Cross libraries and subsidized 900 poverty-stricken children suffering from leukemia and congenital heart disease.

      【Fixed-point poverty alleviation】  In 2011, in accordance with the requirements of the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, based on the actual situation, the Red Cross Society of China formulated the “Implementation Opinions of Red Cross Society of China on the Fixed-Point Poverty Alleviation”, proposed to adhere to development-oriented poverty alleviation, help poor counties enhance self-development capacity, integrate resources to form joint force for poverty reduction, establish the poverty alleviation fund and increased efforts on poverty reduction.

      Since the implementation of the fixed-point poverty alleviation in 2002, by the end of 2011, the Red Cross Society of China successively sent six batches of poverty-relief cadres to support the anti-poverty work in Hunyuan County and donated more than 9 million Yuan of relief funds and materials to the county, of which 300,000 Yuan was used to support the construction of three Red Cross hospitals and clinics; 350,000 Yuan was used to support the construction of two Red Cross Love schools; 1.23 million Yuan was allocated for local medical departments to purchase medical facilities and medicines; 1.95 million Yuan was student aiding materials and funds for local schools to buy books, sporting goods and office supplies; 1.6 million Yuan was living materials donated for the local masses, and 220,000 Yuan was  donations of 1100 boxes of “warmth packages” for the poor. The activities improved, to some extent, the living, health and education status of the poor in Hunyuan County and the poverty alleviation mode also gradually changed from blood transfusion poverty reduction to blood-making poverty alleviation.

      In September 2011, the Kick-off Meeting of Fixed-point Poverty Alleviation of the Red Cross Society of China in the Twinned Poverty-stricken Counties and the Construction of Haojia Village “Love Primary School” was convened in Hunyuan County of Shanxi Province. The Red Cross Society of China donated relief funds and materials worth 2.4 million Yuan to support the construction of rural primary schools and livelihood projects of the poor and support poverty reduction among the poor in Hunyuan County. The donations included 500,000 Yuan of relief funds, 1.2 million Yuan of medicines, 300,000 Yuan for the construction of Haojia Village Love Primary School, 200,000 Yuan of “Magic Beans Love Project” and some relief materials such as ambulances, Red Cross libraries, computers and sports equipment. Among them, the “Magic Beans Love Project” donated start-up capital of 10,000 Yuan per person and some computer facilities for ten impoverished mothers, aiming to help these poor mothers to have a stale income of source through opening an online store in Taobao. In such a way, it aims to teach the poor learn how to shake off poverty instead of just providing subsidies for them.
