Poverty Alleviation by China Population Welfare Foundation

      【Overview】 As a national public foundation, China Population Welfare Foundation was established on June 10, 1987 with the purpose to care about vulnerable groups, improve population welfare and family happiness and promote social harmony and ecological civilization adhering to people-oriented principle. Its core values are ​​embodied in the pursuit of social equality so that everyone can enjoy the benefits brought about by the social and economic progress; the pursuit of a happy family to eliminate obstacles to happiness; and the devotion to the cooperation between society, government and contributors to jointly solve social problems. In 2011, China Population Welfare Foundation launched the charity project of “creating happy families” to serve Chinese families and vigorously develop the public service brand of “Happiness”. In the “Transparent Report on China's Charity (2011)” released by China Charity & Donation Information Center, China Population Welfare Foundation ranked third in the annual transparency index list (first in the public foundations).

      【China Population Prize】 As the highest award in the field of population in China, China Population Prize was set up in 1993 and awarded every three years. It was designed to reward the people from all circles of society and the foreign friends who have made outstanding contributions to addressing population problems and promoting the comprehensive development of human beings in the field of population and family planning and related areas. In 2011, the 7th Conference on China Population Prize was held in Beijing and 15 people with outstanding performance in the field of population were awarded the prize.

      【Happiness Project - Action to Help Impoverished Mothers】Established in 1995, it is the first domestic public service project targeting at impoverished mothers. With the pattern of “small grants directly to the poor, rolling operation, poverty reduction by labor service”, it helps poor mothers in poverty-stricken areas select and implement production projects, and provides them with cultural, skills trainings and health checks to improve the overall quality of the poor mothers and enhance the development capacity of families and communities.

      In 2011, the national poverty line was raised to 2300 Yuan and the "Happiness Project" also raised the amount of relief funds from the 3000-5000 Yuan / person (household) to 5000-10000 Yuan / person (household) to meet the needs of the recipients and shorten the cycle of small grants to accelerate the speed of the flow of funds so that more poor families will be benefited. At the same time, the "Happiness Project" made constant innovations to the support methods. In addition to the traditional household-based breeding, cultivation, handicrafts and service projects, it explored a variety of relief ways such as the “company (enterprise, base, able person) + rural household”. The relief funds are invested in local private enterprises, especially small and micro enterprises as the shares of the poor mothers. While addressing the fund shortage of enterprises, it also allows the poor mothers to work in the enterprises and get paid and year-end dividends, not only boosting local economic development, but also solving the employment problem of poor women.

      As of the end of 2011, the Happiness Project had launched relief projects in 640 counties (districts, cities) of 29 provinces (autonomous regions and municipalities). 463 projects are being implemented with a total investment of 830 million Yuan to support 253,300 impoverished mothers, benefiting 1.13 million people, lifting 85% of the recipient women out of poverty. The loan repayment rate reached 90%. Meanwhile, it held 17,695 cultural and labor skills trainings for poor mothers, provided free medical and consulting services for 1.83 million impoverished mothers and cured the gynecological diseases of 630,000 women.

      【Happy smile - help children with cleft lip and palate】 Founded in 2002, jointly initiated by the China Population Welfare Foundation and the U.S. International Orthopedic Organization and smile Union, this program is designed to provide equal opportunities for medical treatment for poor children with cleft lip and palate, arouse public attention on children with cleft lip and palate and strengthen the medical technology exchange and cooperation between China and foreign countries. Over the past decade, the project has provided 25 surgery services in 11 provinces and municipalities and 55 volunteers from a dozen of countries such as America and Canada participated in the charitable medical relief activities. Surgeries were conducted for 2400 children with cleft lip and palate from needy families. In 2011, the “Happy Smile” project organized relief activities in Langfang City of Hebei Province and Qiqihaer City of Heilongjiang Province, provided 332 repair surgeries for 165 children with cleft lip and palate from needy families and provided orthodontic and phoniatrics treatment for 505 person-times.

      【Happy Reading Room】Founded in 2010, jointly sponsored by the China Population Welfare Foundation and Microsoft's MSN China, Happy Reading Room is a network charitable activity to improve the current reading situation of the children in poor areas and enrich the spiritual and cultural life of rural communities. All the funds are raised online and it advocates that “everyone donates ten Yuan to show love”. In 2011, 215 Happy Reading Rooms were built in Quyang county of Hebei Province, Dafang County of Guizhou Province and Tongnan County of Chongqing City. 40 computers were donated. As of the end of 2011, a total of 703 Happy Reading Rooms were set up and 16258 net citizens participated in the event.

      【Happiness in An Alien Land – Assistance Plan for Entrepreneurship of Migrant Workers】 Founded in 2011, it is designed to concern about floating people, improve their survival and living conditions, alleviate the absolute family poverty of migrant workers due to accidents and provide the migrant workers’ families with fertility, health care and psychological services to promote family happiness. In 2011, it obtained relief funds of 2 million Yuan from China Construction Bank and provided 5,000-50,000 Yuan of venture capital for the migrant workers with the ability and certain conditions to launch their own businesses to help the new generation of migrant workers start their own business relying on themselves.

      【Relief for the seriously ill children in the disaster areas of Wenchuan】 In 2011, in cooperation with Shenzhen Charity Federation, China Population Welfare Foundation provided relief for 606 seriously ill children from 13 counties severely affected by the Wenchuan Earthquake, issued a total of 5.2290002 million Yuan of relief funds, donated medical devices worth more than 400,000 Yuan to Shifang City Maternal and Child Care Service Center of Sichuan Province and provided preferential treatment for local seriously ill poor children.

      【Cervical Cancer Prevention and Treatment Project】 In 2011, we launched the cervical cancer screening program in Hequ County, Pianguan County, Shenchi County, Ningwu County and Jingle County of Shanxi Province, distributed more than 70,000 copies of leaflets and more than 100,000 copies of general examination cards, and provided free checks of gynecological diseases for 21,073 women of childbearing age.

      【Breast health publicity and breast disease diagnosis and treatment project】In 2011, we set up 23 breast health publicity and breast disease diagnosis and treatment centers, distributed 7.334 million copies of propaganda materials, held more than 300 seminars on health care for about 921,000 people, provided free examinations for 570,000 people and provided free treatment for the poor women suffering from breast disease.

      【Action to help children with cerebral palsy】Founded in 2011, it is designed to improve the life skills and the quality of life of children with cerebral palsy, relieve the burden of their families and increase the well-being and family happiness of children with cerebral palsy. In 2011, China Population Welfare Foundation organized free medical services and screening activities in Fujian, Shanxi and Shanghai, and provided free rehabilitation services and parent skills trainings for children with cerebral palsy from needy families. 

      【Jiji Charitable Fund】The “Jiji Charitable Fund” mainly concerns about the minority children and left-behind children of poor areas in southwest China, aiming to improve their learning and living conditions. In 2011, the Fund donated 8,000 bags, 8,000 sets of stationery, 8,000 toy doll clothes and 2,000 down coats for 72 schools in Gansu, Guangxi, Yunnan, Guizhou, Sichuan and Ningxia.

      【Sunshine Girl Fund】 The “Sunshine Girl Fund” mainly concerns about the left-behind girls in poor areas. It carried out the “Red Skirt Action” in 2011 to donate red skirts for the poor girls of Changfeng County, Anhui Province; carried out the activity of “happy scarf to deliver warmth” to donate 4000 red scarves for the poor children in Gansu, Ningxia, Shandong, etc.

      【Zere Foundation】 Targeting at Kangba areas of Sichuan, Qinghai and Tibet, the “Zere Foundation” mainly helps the vulnerable groups in the western areas, especially the orphans, children in difficulties and the elderly. In 2011, it continued to provide the board, lodging and education services for the orphans of Zere Charity House affected by Yushu Earthquake. In November, it carried out public welfare winter camp activity in Yushu and donated 1082 medicines and cold-proof clothes for local families; provided 1000 bags of cow dung for the poor families living in tents to warm themselves; provided rice, noodle and tea for 100 disabled elderly people to use for at least one month; and provided living subsidies for 100 orphans of the former Zere Charity House and street children in Ganzi of Yushu.
