Dalian – Guizhou Pairing-off Poverty Alleviation

　　【Overview】In accordance with the plans and arrangements of the CPC Central Committee and the State Council, Dalian was designated to provide counterpart support for Zunyi City and Liupanshui City of Guizhou Province since 1996. In 2011, in order to improve the basic production and living conditions, broaden the sources of income and enhance the basic quality of the poor, adhering to highlighting infrastructure construction, social development, human resource development and industrial project construction, Dalian, Liupanshui and Zunyi of Guizhou Province continued to increase efforts on poverty reduction, went on with the pairing-off poverty alleviation and strived to help the poor shake off poverty, aiming to boost the overall and coordinated economic and social development of Liupanshui and Zunyi. According to statistics, in 2011, Dalian provided aid funds of 16.2 million Yuan to Liupanshui and Zunyi and implemented 49 aid projects for the two cities.

　　【Working mechanism】Always including the counterpart support for Liupanshui and Zunyi in the important agenda, Dalian municipal government established the graded responsibility mechanism with clear division of labor and specific tasks for relevant parties, steadily and effectively promoting the pairing-off poverty alleviation. Dalian Municipal Party Committee and Government listen to the work reports of relevant departments on the pairing-off poverty alleviation every year and explore relevant measures for the work. On November 30, after the central poverty alleviation and development work conference, Dalian Municipal Party Committee immediately convened the enlarged meeting of the Standing Committee to convey and implement the spirit of the central work conference on poverty alleviation and develop specific opinions on the implementation.

　　【High-level visits between the two sides】 Dalian municipal government leadership successively headed two delegations to conduct field research in Zunyi and Liupanshui, carry out twinning poverty reduction activities and explore the development plan for the twinning poverty alleviation. In May, Dalian Party and Government Delegation with Vice Party Secretary of Dalian City Li Jingrui as the Head and Vice Mayor Sun Guangtian as the Deputy Head visited the two cities, carried out counterpart support activities and donated relief funds to the two cities. In August, Member of the Standing Committee of Dalian Municipal Party Committee and Vice Mayor Cao Aihua headed a delegation to attend the “2011 China (Guizhou) International Alcoholic Beverage Expo and China • Guiyang Investment and Trade Fair” in Guizhou and signed the “Framework Agreement on the Poverty Alleviation Cooperation between the People's Government of Guizhou Province and the People's Government of Dalian City during the ‘12th Five-Year Plan’ Period”, further innovating the forms of twinning poverty alleviation and broadening the areas for exchange and cooperation. In mid-December, Chairman of CPPCC Guizhou Province Wang Zhengfu headed a delegation composed of the CPPCC members in Guizhou to carry out field research on the twinning poverty alleviation of Dalian City, and discussed with the leaders of Dalian City about the pairing-off poverty alleviation work in the new era, aiming to promote the development of the twinning ant-poverty work. The high-level visits enhanced mutual understanding and deepened the friendship between the two places, promoted the mutual-beneficial cooperation and boosted the economic and social development of the two regions.

　　【Aid fund projects】 In 2011, Dalian City supported Liupanshui and Zunyi to construct rural highroads of 85 kilometers, three bridges, 90 biogas digesters and three drinking water projects, and set up a farmer's market in Zhichang Town, Shuicheng County of Liupanshui City; newly built and renovated four primary and secondary schools, renovated houses for 273 households in Fenggang County, Zheng’an County and Renhuai City, and subsidized 50 households and 216 people involved in the relocation of Nankai Town, Shuicheng County of Liupanshui City. Dalian City invested 2 million Yuan to implement entire village advancement projects in four villages of Liupanshui City, namely Tiaohuapo Village in Sazhi Town of Liuzhite District, Damuqiao Village in Putian Town of Pan County, Gezhi Village in Houchang Town of Shuicheng County, and Dajing Village in Dahe Town of Zhongshan District, aiming to lift the poor out of poverty as soon as possible. Dalian City Heating Corporation donated 200,000 Yuan to two Hope Primary Schools in Yangxing Town and Fuyan Town of Zheng’an County to support the follow-up construction of Fuyan Town Hope Primary School, the purchase of office supplies and the rewarding of advanced teachers and students of the two schools. The implementation of these projects benefited the masses and boosted the rapid economic development.

　　【Industrial poverty alleviation】Dalian City supported the recipient regions to develop agricultural industry with local characteristics, implemented grass growing and cattle breeding projects in Sazhi Town of Liuzhite District, Baotian Town of Pan County and Doujing Town of Shuicheng County of Liupanshui City, constructed vegetable bases in Liuguan Town and Miluo Town of Zunyi City, constructed agricultural industry demonstration park in Sanhe Town of Zunyi City and set up vegetable cold storage warehouse in Zhuoshui Town, Wuchuan County of Zunyi City, optimizing the industrial structure of the recipient regions and boosting the stable and rapid economic and social development of the local areas.

　　【Cadre exchange and training】Steady progress was made in the twinning poverty reduction in the new era and Dalian actively provided intellectual support and personnel guarantee for the recipient regions. In accordance with the “Agreement on Pairing-off Poverty Alleviation and Economic Cooperation” between Dalian and Guizhou, in June, the Party School of Dalian Municipal Party Committee held trainings for 82 poverty relief cadres for Zunyi and Liupanshui, and 100% of the cadres were satisfied with the training results. The trainings enhanced the business capability of the participants, broadened their horizons, liberated their thinking and strengthened their sense of responsibility and urgency for the work. Zunyi and Liupanshui of Guizhou sent ten cadres to work in Dalian, and Dalian City dispatched ten cadres to the two cities, including three division cadres. Dalian City accepted 28 headmasters of the primary and secondary schools of Guizhou to receive a three-month on-post training in the city. It implemented the “dream fulfilling action” in Liupanshui City and subsidized 100 rural poor university students, 4000 Yuan per person, to help them complete their studies.

　　【Economic cooperation】Giving play to the advantages of Dalian’s enterprises and NGOs in technology, personnel, capital, location and market information, Dalian City strived to increase the regional economic aggregation through investing in the recipient regions and promote the development of local enterprises and social organizations through strengthening their cooperation, aiming to improving the economic status of local areas and achieve good results in a long-term pairing-off poverty alleviation. Dalian City actively guided and organized relevant enterprises and social forces to get involved in the twinning poverty reduction. Some projects achieved good economic and social benefits and poverty-relief effects, not only boosting the economic and regional development of the two cities, but accelerating the pace of poverty reduction of impoverished regions. Dalian Yingnanhe Food Co., Ltd invested to set up the “China Liangdu Demonstration Zone for Scientific and Technological Processing of Agricultural Products” in Liuzhite District of Liupanshui with a planned investment of 3 billion Yuan. At present, the design of the demonstration zone has been completed. Through resource sharing, advantage complementation and mutual-beneficial cooperation, Dalian and its twinned region Zheng’an County of Zunyi City opened the “Dalian Zheng’an White Tea Shop” in Xiangxieli Plaza of Zhongshan District to open up the market of Zheng’an’s while tea in Dalian City, opening a prelude for high-quality white tea of Zheng’an County to enter the market of three northeast provinces, achieving the transition of counterpart support model from “blood transfusion” to “blood- making”.
