Zhuhai – Sichuan Liangshan Yi Autonomous Prefecture Pairing-off Poverty Alleviation

　　【Overview】 After the State Council Leading Group Office of Poverty Alleviation and Development adjusted the East-West pairing-off poverty alleviation task of Zhuhai City in June 2010, Zhuhai City actively carried out field research, docking and communications in the twinned region, signed the framework agreement on the pairing-off poverty reduction and conducted multi-layer poverty alleviation cooperation with Liangshan Yi Autonomous Prefecture. According to statistics, in 2011, Zhuhai City allocated relief funds of 9.3378 million Yuan (of which 5.75 million Yuan was from the city government and 3.5878 million Yuan was social donation”, donated 350,000 books and implemented 14 aid projects to solve the livelihood problem of local residents of the twinned poor area.

　　【Field research and exchange of visits for poverty alleviation】 In May 2011, former Deputy Party Secretary of Zhuhai City Qian Fangli and former Deputy Mayor of Zhuhai City Jin Zanyang headed a delegation to visit Liangshan Yi Autonomous Prefecture and launched Phase I project. In August 2011, former Chairman of Zhuhai Municipal People's Political Consultative Conference Yu Binglin headed a delegation to visit Liangshan Yi Autonomous Prefecture. In December 2011, Zhuhai City Poverty Alleviation Office Director Chen Zhenyi headed a delegation to carry out field research on the construction of aid projects for 2011 in Liangshan Yi Autonomous Prefecture and develop the counterpart support plan for 2012. At the same time, the relevant leaders of the twinned regions of Sichuan and Liangshan Yi Autonomous Prefecture successively headed a delegation to visit Zhuhai City. In November 2010, Member of the Standing Committee of Sichuan Provincial Party Committee and Deputy Governor Zhong Mian and former Party Secretary of Liangshan Yi Autonomous Prefecture Zhai Zhanyi headed a delegation to conduct negotiation with Zhuhai City on the pairing-off poverty alleviation cooperation. In January 2011, Lieutenant Governor of Liangshan Yi Autonomous Prefecture Dajiu Mujia headed a delegation to visit Zhuhai City and the two regions signed the framework agreement on the pairing-off poverty reduction. In April 2011, Lieutenant Governor of Liangshan Yi Autonomous Prefecture Dajiu Mujia headed Liangshan Yi Autonomous Prefecture Song and Dance Troupe to give a performance in Zhuhai City and carry out cultural exchange activities.

　　【Entire village advancement】  4.3 million Yuan was allocated for entire village advancement, the new rural construction of three villages, namely Jiwei Village in Bapu Town of Meigu County, Modi Village in Jueluo Town of Meigu County and Luobo Village in Jishan Town of Puge County, the renovation of dilapidated houses for 140 households and the construction of one activity room of the village committee.

　　【Infrastructure construction】  580,000 Yuan was allocated to build the suspension bridge of Sanfei Village, Zuogeyida Town of Meigu County and the suspension bridge of Sanhe Village in Bapu Town of Meigu County, solving the travel problem of more than 1100 rural households.

　　【Poverty alleviation by medical services】  1.17 million Yuan was allocated for the construction of Xiangxiang Town Hospital of Puge County, Yong’an Town Hospital of Puge County, Luowugou Hospital of Puge County and Longmen Town Hospital of Meigu County, solving the medical service problem of 2,300 households and 12,500 people.

　　【Signing of framework agreement on poverty alleviation】 On January 13, 2011, Zhuhai City and Liangshan Yi Autonomous Prefecture signed the “Framework Agreement on East-West Pairing-off Poverty Alleviation” and determined the basic principles, scope, main contents and implementation of the twinning poverty alleviation. According to the agreement, under the leadership of the poverty alleviation office, through the construction of pilot projects, Zhuhai City will select a number of counties for pilot work and then expand the anti-poverty work to ten key counties for national poverty alleviation and development, mainly involving the improvement of people's livelihood, infrastructure construction, industrial development, education and health services. At the same time, based on their resources and industrial advantages, Zhuhai City and Liangshan Yi Autonomous Prefecture will carry out a wide range of economic and trade cooperation. The agreement determined the establishment of the joint meeting system for the East-West pairing-off poverty alleviation. The joint meeting shall be, in principle, convened every six months to strengthen communication, enhance understanding and discuss major events in the pairing-off poverty alleviation for a consensus. The joint meeting will also clarify the key work of the twinning poverty reduction and discuss the establishment of a long-term mechanism for the further implementation of pairing-off poverty alleviation.

　　【Social Poverty Alleviation】  In 2011, 1.3 million Yuan was raised from all circles of society to support Liangshan Prefecture build hospitals and other public welfare infrastructure. The teachers and students of the primary and secondary schools of Zhuhai City donated 350,000 books to Xichang City of Liangshan Yi Autonomous Prefecture to meet the reading demand of the students in poor areas. In April 2011, Zhuhai Lizhu Group Co., Ltd donated medicines worth 440,000 Yuan to Liangshan Yi Autonomous Prefecture. In May 2011, Jinpin Electrical Co., Ltd of Zhuhai Special Economic Zone, Zhuhai Yongcheng Gardening Company and Zhuhai Eastcompeace Smart Card Co., Ltd donated 300,000 Yuan to support the construction of Yong’an Town Hospital in Puge County of Liangshan Yi Autonomous Prefecture. In July 2011, Zhuhai City CPPCC advisers Huang Guixian and Lin Zhiqiang respectively donated 300,000 Yuan to Luowugou Hospital of Puge County and Longmen Town Hospital of Meigu County of Liangshan Yi Autonomous Prefecture. In December 2011, Hong Kong Society for the Promotion of Virtue carried out the activity of respecting the senior in Liangshan Yi Autonomous Prefecture with investment of 950,000 Yuan and visited 3200 poverty-stricken elderly persons.

　　【Economic and trade cooperation】 Based on the field research on Liangshan Yi Autonomous Prefecture, Zhuhai Zhongda Holding Co., Ltd is now negotiating with Liangshan Yi Autonomous Prefecture on the implementation of mineral smelting development projects.

　　【Cultural exchange for poverty reduction】 In April 2011, in order to promote the East-West pairing off poverty alleviation and strengthen the cultural exchange and cooperation between the two regions, Zhuhai City invited the Liangshan Yi Autonomous Prefecture Song and Dance Troupe, a Grade I well-known song and dance troupe of Sichuan Province with a history of 55 years to give performance in Zhuhai. The “Love for Big Liang Mountain” presented elegance of Yi culture, impressed Zhuhai people and had a huge impact on society, creating a good atmosphere for the pairing-off poverty alleviation.

　　【Poverty reduction achievements】 Under the guidance of the important thinking of "Three Represents" and the scientific outlook on development, Zhuhai City conscientiously implemented the deployments of the State Council on the East-West pairing-off poverty alleviation. With a high sense of political responsibility and historic mission, it adopted a series of measures to promote the multi-channel, all-round twinning poverty alleviation in Wushan, Wuxi, Fengjie of Daba Mountain area in Chongqing according to the principle of “advantage complementation, mutual beneficial long-term cooperation for common development”. From 2002 to 2010, Zhuhai City allocated 148.663 million Yuan of relief funds to the three poor counties, of which 110.933 million Yuan was financial relief funds and 37.73 million Yuan was social donation. Through the implementation of the pro-poor measures, it improved the production and living conditions of the rural areas of the three poor counties, improved the livelihoods of the people, achieved periodical results and was praised by the State Council. In November 2011, Zhuhai City Leading Group for Poverty Alleviation and Zhuhai Bureau of Human Resources and Social Security were titled as “Advanced Collectives for National Poverty Alleviation and Development”, and Deputy Director of Zhuhai City Poverty Alleviation Office Zheng Huansong and Director of Zhuhai Bureau of Agriculture, Fisheries and Water Resources Guo Zhongqiu were titled as “Advanced Individuals for National Poverty Alleviation and Development”.
