Poverty Alleviation of State-owned Assets Supervision and Administration Commission of the State Council

      【Overview】  In 2011, the State-owned Assets Supervision and Administration Commission of the State Council (hereinafter referred to as SASAC) organized and guided central enterprises to actively participate in the poverty alleviation and development work and achieved good results. In 2011, the SASAC was listed among the member units of the State Council Leading Group of Poverty Alleviation and Development and became a leading unit for fixed-point poverty alleviation in China. From November 29 to 30, SASAC Director and Party Committee Member Wang Yong and SASAC Deputy Director and Party Committee Member Jiang Zhigang attended the central work conference on poverty alleviation. On November 30, Comrade Wang Yong delivered a speech at the meeting and introduced the situation of the anti-poverty work of SASAC and central enterprises as well as their plan for the next step.

      During the “11th Five-Year Plan” period, SASAC earnestly implemented the policies and deployments of the Central Committee of CPC and the State Council on poverty alleviation and development, organized, guided, encouraged and supported central enterprises to actively perform their political and social responsibilities and undertake the anti-poverty work. With support from SASAC, many central enterprises got involved in the economic and social development of poor areas, helped impoverished regions to gradually shake off poverty and achieved certain results. I. Fixed-point poverty alleviation. In 2011, LGOP designated 272 central ministries and enterprises to provide counterpart support for 481 key counties for national poverty alleviation and development. 135 central enterprises were required to support 225 poor counties, respectively accounting for 49.6% of the total aiding units and 46.7% of the total recipient counties. As the central enterprises were constantly restructured, as of the end of 2010, 92 central enterprises under the supervision of SASAC undertook the poverty alleviation work of 189 poor counties, and many central enterprises undertook the fixed-point poverty alleviation task assigned by local governments. In the fixed-point poverty alleviation, focusing on project construction and “blood making” for poor areas, through industrial poverty alleviation, technology poverty alleviation and intellectual poverty alleviation, SASAC did a lot of work in industrial development, entire village advancement, labor transfer, labor employment and infrastructure construction, which effectively boosted the development of local backbone industries, improved the natural ecological environment and the living standards of local residents, achieving good economic and social benefits. During the “11th Five-Year Plan” period, the central enterprises invested a total of 1.3 billion Yuan or so in the fixed-point poverty alleviation, constructed 1621 poverty relief projects, sent 403 cadres to poor areas, organized 257 various trainings for 58,200 technicians, donated for the construction of 75 Hope schools, helped build and repair 234 schools, and subsidized 12,080 poor students. In November 2011, the State Council Leading Group of Poverty Alleviation and Development praised 401 Advanced Collectives for Poverty Alleviation and Development and 299 Advanced Individuals for Poverty Alleviation and Development. 25 central organs were titled as “Advanced Collectives for Poverty Alleviation and Development” and 12 poverty relief cadres of central organs were titled as “Advanced Individuals for Poverty Alleviation and Development”.

      【Poverty alleviation and development work of central enterprises】 In 2011, the central enterprises invested a total of 423 million Yuan in the fixed-point poverty alleviation, constructed 473 fixed-point poverty alleviation projects, sent 207 cadres to poor areas, held 280 trainings, trained 17,718 cadres, helped build 109 schools and 28 hospitals (clinics) and provided jobs for 14,044 local residents.

      【Full coverage of poverty alleviation of central enterprises】 2011 is the first year for a new round of poverty alleviation and development (2011-2020). LGOP made redeployment and adjustment to the pairing-off poverty alleviation work. SASAC seriously implemented the “Notice on Further Promoting the Fixed-point Poverty Alleviation Work” (Ting Zi [2010] No. 4) issued by the General Office of the Central Committee of CPC and the General Office of the State Council, increased efforts on the anti-poverty work, took the lead to organize and coordinate central enterprises to increase task for fixed-point poverty alleviation. In the new round of poverty alleviation and development, central enterprises will achieve full coverage of anti-poverty work and each central organ will support at least one poor county. Another 50 poor counties will be supported by the central enterprises and SASAC organs will also provide counterpart support for one impoverished county. In the round of poverty alleviation and development, SASAC system will provide counterpart support for a total of 240 poor counties, accounting for 40.54% of the 592 poor counties in China.
