    Overview

     

    2012 marks the beginning of a new stage of poverty alleviation and development in China. In accordance with the requirements of the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)” and the spirit of the central work conference on poverty alleviation and development, combined with their own characteristics, China Foundation for Poverty Alleviation, China Association of Poverty Alleviation and Development, China Council for the Promotion of Construction in the Old Revolutionary Areas and China Social Entrepreneur Foundation, which are under the administration of the State Council Leading Group Office of Poverty Alleviation and Development (LGOP), as well as a large number of NGOs such as China Glory Society, China Foundation for Disabled Persons (CFDP) and China Children and Teenagers Foundation actively devoted themselves to social poverty alleviation and made positive distributions to the poverty reduction and charitable cause in contiguous impoverished regions with particular difficulties.

    Poverty Alleviation by China Foundation for Poverty Alleviation

    【Overview】 China Foundation for Poverty Alleviation is a national poverty alleviation public interest organization registered in the Ministry of Civil Affairs in 1989 and was titled as a Class 5A foundation by the Ministry of Civil Affairs in 2007. As of the end of 2012, it had raised and invested a total of 5.745 billion yuan of poverty alleviation funds and materials, benefiting 14.9617 million impoverished and disaster-hit people.

    In 2012, with strong support from LGOP and all circles of society, China Foundation for Poverty Alleviation continued to carry out various types of anti-poverty work and achieved good results, with total financial income of nearly 1.6587506 billion yuan including the capital under the management of Zhonghe Rural Credit Project Management Co., Ltd, up 23.17% over 2011. Its total expenditure on public good amounted to 1.4699011 billion yuan, up 35.35% over 2011.

    Still focusing on education poverty alleviation, poverty alleviation by public health services, poverty alleviation based on the improvement of rural people’s livelihoods and community development and poverty alleviation by disaster relief, in 2012, China Foundation for Poverty Alleviation adopted a variety of measures to support vulnerable groups, which benefited about 1.8576 million impoverished and disaster-hit people, including 400,000 people covered by education poverty alleviation, 275,700 people covered by poverty alleviation by public health services, 908,700 people covered by the poverty alleviation based on the improvement of rural people’s livelihoods and community development and 273,200 people covered by poverty alleviation by disaster relief.

    In addition, China Foundation for Poverty Alleviation continued to advocate that everyone can participate in public welfare charity and call for mass participation in anti-poverty actions, achieving public donations of more than 19 million person-times. It actively participated in industry construction to boost the stable, standardized industry development, and vigorously advocated and promoted Chinese NGOs to participate in international anti-poverty work.

    【Action 120 for Maternal and Infant Health】In 2012, it raised a total of 17.93 million yuan of donations, including 11.29 million yuan in kind, lifting 21 critically ill pregnant and lying-in women out of danger and benefiting 9003 impoverished lying-in women. Throughout the year, it put in a total of relief funds and materials of 16.75 million yuan. 

    【Love Snacks】 In 2012, this program raised 24.93 million yuan to provide extra nutritious meals for 35,000 Chinese and Cambodian pupils and build “love kitchens” for 20 primary schools in mountain areas. According to the assessment results of Chinese Center for Disease Control and Prevention, nine months after the nutritious meals were provided, the severe wasting prevalence of the students dropped from 16.3% to 11.5% and the anemia rate declined from 6.1% to 3.9%. On the contrast, the anemia rate of the control group increased from 12.9% to 13.6%.

          【Care Package Project】In 2012, this program raised 218172 donations from individuals and 22474 donations from units nationwide, with donations amounting to 45.5216 million yuan. It purchased 35,3176 art packs, 32,535 ​​warm packs, 2,994 sports packs and 703 music packages 385711 pupils of 2109 schools in 220 counties of 28 provinces (municipalities, autonomous regions).

    【Nesting action】  Launched in October 2011, the Nesting action had raised 63.587 million yuan of donations as of the end of 2012 and the 100 dormitories and one teaching building funded by this program was scattered in 40 counties of ten provinces (autonomous regions), including Yunnan, Guizhou, Guangxi, Sichuan, Hunan, Hubei, etc. 40,270 primary school students will move into new, safe, bright dormitories.

    New Great Wall Project for StudentsIt raised 20.06 million yuan of donations in 2012 to subsidize 4,281 high school students, including 1,843 freshmen, and 15,595 college students, including 13,041 freshmen. It not only provided living allowances for needy students, but advocated self-reliance and implemented a number of projects to support the development of poor students through the platform of Self-Improvement Society of Universities, including the "Love Dormitory" project and the "Finishing the Course - Growth of High School Students by Running", etc. 20,000 student volunteers from nearly one hundred universities participated in the activities. In addition, funded by Hengda Group, while learning the ordinary course of primary and secondary schools, more than 200 young people from needy families received football trainings of a high level in Qingyuan of Guangdong Province jointly with some other young people with the dream to become well-known football players.

    【Microfinance Project】 In 2012, microfinance project was continuously implemented in rural poor areas and the number of its effective customers rose to 130,000, with an increase of 30%. In 2012, nearly 1.36 billion yuan of loans was issued, up 26.2%, and 93% of the customers were women and 26% were minority people. Currently, the project’s risk loan rate (with PAR longer than 30 days) is only 0.23%.

    【Stream and Bridge Projects】In 2012, 14.7 million yuan of donations was raised for the construction of 239 rural convenient bridges in 39 project counties of 13 provinces (municipalities, autonomous regions), namely Yunnan, Guizhou, Sichuan, Guangxi, Chongqing, Anhui, Jiangxi, Heilongjiang, Fujian, Hubei, Hunan, Gansu and Shaanxi, benefiting 413,000 people.

    【Emergency rescue projects】Nine emergency rescue projects were launched soon after the  occurrence of the Flood in Laiyuan, the Typhoon and Flood Disaster in Liaoning and the earthquake in Yiliang in 2012. 19.45 million yuan of relief funds and materials were provided for 150,000 affected people.

    【Post-earthquake reconstruction in Yushu】 In 2012, in the earthquake-hit areas of Yushu, the comprehensive agricultural and livestock market project of JDB Group funded by China Foundation for Poverty Alleviation (with a planned total investment of 70 million yuan; a planned land area of 30,000 square meters and built-up area of 18,000 square meters; in the form of cooperatives; proceeds averagely distributed to 906 impoverished or landless rural households of five villages; 15% of the proceeds will be used to set up Yushu Poverty Alleviation Fund to lift other poor villages of Yushu out of poverty) are being constructed according to the plan and will be completed and put into use in 2013. Projects of JDB Ganda Transport Corps (total investment was 2.96 million Yuan, which was all donated by JDB Group, and the project was operated in the form of cooperatives) and Deda Village Dairy Base Project have achieved substantial economic income for local residents.

    【Donation of One Yuan to Show Love and Deliver Nutrition to the Poor】 Since its implementation in 2009, for four consecutive years, through more than 4,000 restaurants of Esaote Group across the country, including KFC, Pizza Hut, Pizza Hut Home Service and East Dawning, we advocated the philosophy of public welfare by individuals and called on all circles of society to donate small change to increase nutrition of the children in impoverished regions. As of 2012, 46.5 million people had donated nearly 70 million yuan for the poor children, of which 26.26 million yuan (including 21.58 million yuan donated by consumers and the remainings were donations from staff members) were raised in 2012, attracting 18.47 million common consumers to get involved, set up a record of number of participants of annual public donation activities.

                【"Charitable 100" Volunteer Fundraising Activity】The "Charitable 100" Volunteer Fundraising Activity launched in 2012 advocated volunteers to implement the concept of everyone charity and the spirit of volunteerism by carrying out financing activities of 100 hours, providing service resources for 100 hours and donating 100 yuan of relief funds. In 2012, 133,000 college student volunteers were organized to mobilize the masses to donate love packages for the children of impoverished mountain areas in and around post offices, schools and shopping malls, and raised a total of 10.72 million yuan from more than 10 million people. This project has become one of China's largest volunteer activities.

                【Small online donation platform building】Small online donation program is developing in continuous exploration. Shanpin.com.cn – a platform established by China Foundation for Poverty Alleviation was officially opened on July 31, 2012 after the revision. By advocating the charity concept of "one shopping to show love", the program made the "micro-charity" concept in the network environment more popular. Loving enterprises and warm-hearted people can entrust the website to carry out charity sale and the profit of each consumption at the website will be used to help the poor. Meanwhile, through cooperating with Alibaba, Tencent, Sina micro-charity, etc., the website has been further improved and become increasingly mature, especially Tencent monthly donation and Taobao shops achieved remarkable results in fundraising. In 2012, the online donations amounted to 10 million yuan, contributed by millions of Netizens.

    【Branding Activity of "Living on 6.3 Yuan Per Day"】In 2012, China Foundation for Poverty Alleviation organized the branding activity of "Living on 6.3 Yuan Per Day" and called the public to experience living on 6.3 yuan a day on October 17 to enhance the feeling of poverty. In such a way, it advocated for public attention on the problem of poverty and mass participation in poverty reduction. After the activity was launched, it got wide attention and positive response from the public, enterprises and institutions. Tencent, Sina, Sohu, Netease and 146 portals, 47 newspapers / magazines, 26 provincial / municipal TV stations, 33 provincial / municipal radio stations and cell phone newspaper reported the event, covering 31 provinces, municipalities or autonomous regions, as well as Hong Kong, Macao Special Administrative Region and Taiwan. It is estimated that the activity audience were about 92,430,000.

    Promote NGOs to participate in international anti-poverty activitiesWith the rapid social and economic development in China, the world expects a change in China's international role. In response to the situation, China Foundation for Poverty Alleviation began to go abroad to explore the path for NGOs-based international anti-poverty work and humanitarian relief, hoping to advocate and push forward Chinese NGOs to participate in the international anti-poverty work and humanitarian relief. In 2005, for the first time, the Foundation participated in the international disaster-relief activities to support the poor and people affected by major natural disasters, including the tsunami in Indonesia, earthquake in Pakistan, Hurricane Katrina in New Orleans of the United States, etc., taking the first step of Chinese NGOs in international humanitarian relief. From 2010 to 2011, the Foundation successively provided humanitarian assistance to ease the severe famine caused by Haiti earthquake, Chile earthquake and the continued drought in the Horn of Africa. Based on the Sudan-China Abu Ushar Friendship Hospital (a general hospital with a land area of 2000 sq.m., a built-up area of 1700 sq.m., a total investment of more than $ one million in hospital house building and equipment procurement and a dozen of departments including internal medicine, surgery and pediatrics departments, focusing on maternal and child health care) which was built in Gezira State of Sudan (current northern Sudan) by China Foundation for Poverty Alleviation and BTO, in 2012, in northern Sudan, China Foundation for Poverty Alleviation conducted follow-up management on the Sudan-China Abu Ushar Friendship Hospital to guarantee its sustainable development.

    【Information transparency and credibility building】 In 2012, through system and mechanism building for information transparency, particularly the construction of information system and its official website, China Foundation for Poverty Alleviation further enhanced its credibility. In 2012, in terms of FTI of 1832 foundations announced at the website of the Foundation Center, the ranking of China Foundation for Poverty Alleviation soared to first from previous 22nd.  In company list of "the most public interest" announced by abide in 2012, China Foundation for Poverty Alleviation was among the top ten popular public welfare organizations, ranking ninth.

    【Participation in industry construction】China Foundation for Poverty Alleviation is not only concerned about its own transparency and credibility building, but pays high attention to the health development of the entire charitable sector. Since 2000, it has actively carried out many promotion and advocacy activities in various forms jointly with its peers to push forward the self-regulation capacity and credibility building of charitable sector industry and the construction of China's third sector, including planning and continuous financing for the operation of the Foundation Center to create an information disclosure platform for foundations; a series of appraisal and promotional activities through establishing the "China Poverty Eradication Award", the study and preparation of the "Observation Report on the Third Sector of China" and subsidizing grassroots NGOs.

    In 2012, China Foundation for Poverty Alleviation continued to actively support and participate in many industry events: Continued to support the study, preparation and promotion of the  "Observation Report on the Third Sector of China"; continued to fund the operations of the Foundation Center Network; carried out the activity of open day for foundations; organized the "Chinese Philanthropy Reform – Summit (Forum) on Role Regression and Standardized Development", corporate social responsibility practice cases sharing activity - "Upward Force",  "Summit Forum on National Charity (Guangdong)", etc. Through these activities, it strived to promote transparent public service and actively push forward industry construction.

    To establish an integrated platform for grassroots NGOs integrating financing, subsidizing and branding functions, in 2012, China Foundation for Poverty Alleviation carried out a feasibility study on platform building for grassroots public welfare organizations, continued to implement the "project for NGOs to participate in commonweal bidding for community development in earthquake-affected areas of Wenchuan" and launched the "Core World Social Innovation Plan" jointly with Intel (China) Co., Ltd, aiming at boosting the development of grassroots public welfare organizations and promoting the cultivation of mature and efficient industry chain of the third sector through the specific construction and financing work

    Poverty Alleviation by China Association of Poverty Alleviation and Development

     

    【Growth Project of University Student Village Cadres of Impoverished Areas】 In 2012, China Association of Poverty Alleviation and Development held four trainings for 1500 college student village cadres of impoverished villages. Relevant experts and leaders of the Organization Department of the CPC Central Committee, the State Council Poverty Alleviation Office of Poverty Alleviation and Development, the Central Disciplinary Committee and the Central Party School personally participated in the event or gave lectures on the trainings. The trainees came from 24 nationalities of 450 counties (including 225 national key counties and 169 provincial key counties for poverty alleviation and development as well as 56 counties enjoying special policies) in 17 provinces, municipalities and autonomous regions, namely Shanxi, Chongqing, Shaanxi, Inner Mongolia, Jilin, Liaoning, Qinghai, Gansu, Ningxia, Anhui, Hubei, Hunan, Guizhou, Yunnan, Fujian, Tibet and Xinjiang. Meanwhile, China Association of Poverty Alleviation and Development carried out field research on 119 venture projects of college student village cadres in 57 counties of nine provinces (municipalities, autonomous regions), namely Shanxi, Chongqing, Shaanxi, Yunnan, Guizhou, Inner Mongolia, Qinghai, Ningxia and Gansu. To implement these projects, the Association established the "Poverty Alleviation Spark Venture Fund", a matching program of the "Growth Project of University Student Village Cadres of Impoverished Areas", developed the "Review of ‘Growth Project of University Student Village Cadres of Impoverished Areas’ by China Association of Poverty Alleviation and Development (Trial)" and supported the village cadres to lead the masses to carry out venture activities for poverty reduction with aid funds of 300,000 yuan from the Association and matching funds of 300,000 yuan from the provincial government. The training courses were fully affirmed and highly praised by the central leaders, the Organization Department of the CPC Central Committee, LGOP and the relevant provinces and cities, achieving good social effects.

    After the review of the project appraisal expert committee, 28 million yuan of funds was allocated for the first batch of projects to the poverty alleviation offices of the two provinces and one city in early August 2012 to support 94 venture projects of college student village cadres.  12 million yuan was issued to support 41 projects in Shanxi Province, 10 million yuan was issued to support 33 projects in Chongqing and 6 million yuan was issued to support 20 projects in Yulin. Meanwhile, the two provinces and one city concerned provided matching funds for the aid projects at the ratio of 1:1. The matching funds of Chongqing and Yulin were already issued, and the issuance of matching funds of Shanxi Province was covered by the Plan 2013.

    Among the 94 projects, 26 have been basically completed, 40 are being constructed and 28 are in the preparatory phase. Among the 41 projects in Shanxi Province, 18 have been basically completed, 9 are in the metaphase and are expected to be completed in May 2013, and 14 are in the preparatory phase and will be launched in March 2013 and completed in August. Among the 33 projects in Chongqing City, eight have been basically completed, 13 are in the metaphase and are expected to be completed in May 2013, and 12 are in the preparatory phase and will be launched in March 2013 and completed in May. Among the 20 projects in Yulin City, 18 are in the metaphase and two are in the preparatory phase and will be launched in March 2013 and completed in June.

    【Industrial Poverty Alleviation】  1. Developed Qinxian County Organic Fruit and Vegetable Production Base in Shanxi Province. On November 8, 2012, it held the kick-off meeting of the project in Qinxian County, helped Qinxian County of Shanxi covered by the old revolutionary base areas of Taihang Mountain Area establish organic vegetable production bases of 500,000 mu in five years, strived to promote the coordinated development of fruit, flower, seedling, animal husbandry, freshwater aquaculture, grain and oil crops and tourism industry and make the base the largest domestic industry base of organic agriculture. Through the implementation of this project, it will lift more than 300,000 farmers in and around Qinxian County out of poverty.

    2. Actively explored new modes of cooperation with donor institutions and local associations to help the poor. The Association cooperated with Guolong (Tianjin) Equity Investment Fund Partnership to plant one million poplar forest in 115 impoverished villages. Guolong (Tianjin) Equity Investment Fund Partnership donated 10 million yuan of its operating income for the program and Shanxi Jinzhong City Poverty Alleviation and Development Association was responsible for the project implementation. This project was launched in the first half of 2012 and is expected to be completed in two years.

    3. Developed 2 million mu of castor industry in Yulin. This program was launched in November 2012. The Association helped Fuhua Grease Company to formulate the "Preliminary Scheme on Two Million-mu Castor Industry Project in Yulin City" and basically clarified the project background, significance, principle and guideline. This scheme was accepted by the enterprise.  

    Cultural poverty alleviation】 The Association established an adolescent calligraphy base in Yongxin of Jiangxi, a cultural creative industry base in Panyu of Guangdong, a health culture base in Baisha Li Autonomous County of Hainan and the Shanghai Ethnic Cultural Products Exchange Center. Most of these bases have begun to take shape and launched some creative cultural products.

    In April 2012, the cultural poverty alleviation committee of the Association coordinated and organized the youth prize winners of Yongxin County of Jiangxi Province to participate in the award ceremony of the First International Friendly Exchange of Youth Calligraphy held in Tokyo of Japan, opening up a new path for the culture of impoverished regions to go global.

    【International Poverty Alleviation】 In 2012, the Association made substantive cooperation with Singaporean Lien Aid on the construction of drinking water projects for the masses and livestock of poor villages. Lien Aid invested 1.35 million yuan to solve the drinking water problem of the masses and livestock of five impoverished villages in Ningxia, Gansu and Inner Mongolia, and promised to donate 30 million yuan to the Association in 2015, mainly to support the drinking water project construction for poverty-stricken villages in China.

    Poverty Alleviation by China Council for the Promotion of Construction in the Old Revolutionary Areas

     

    【Deepen the research results of old revolutionary base areas】 To deepen the results of the joint research of “ten thousand people and one thousand counties” in old revolutionary base areas of China launched in 2011, in March 2012, China Council for the Promotion of Construction in the Old Revolutionary Areas held the ninth president forum to summarize the initial results of the joint research, review and revise the joint research report. It made 70 recommendations in eight aspects to accelerate the construction of old revolutionary base areas, put forward specific requirements on the work for the next step, collected, verified and summarized relevant data, formulated the “Plan for Organizing Promotional Activities to Support the Development of Models in Old Revolutionary Base Areas”, coordinated government departments at all levels to help solve problems discovered by the research and submitted 7 proposals to the relevant ministries and commissions, of which four were replied.

    【Establish a platform for poverty alleviation in old revolutionary base areas】 To increase efforts on poverty alleviation in old revolutionary base areas, in cooperation with local councils for the promotion of construction in the old revolutionary areas, China Council for the Promotion of Construction in the Old Revolutionary Areas launched the “Mobilizing Social Forces to Support Project Docking for the Construction of Old Revolutionary Areas” at the beginning of 2012, set up a docking joint office and developed an implementation plan, establishing a platform to guide the investment of social capital in the construction of old revolutionary areas. Through extensive mobilization, field investigation, screening and demonstration, we coordinated the investment of 29.53 billion yuan from 30 enterprises to support the implementation of 838 projects in 19 provinces (autonomous regions and municipalities), of which 38 projects have been launched.

    【Coordinate funds introduction】 A member unit of China Council for the Promotion of Construction in the Old Revolutionary Areas – Hainan Jiayou International Agricultural Development Co., Ltd has developed more than 3,000 special agricultural products in old revolutionary base areas with sales revenue of more than one hundred million yuan; Shandong Angli Group successively invested more than four billion yuan to develop photovoltaic and wind power industry in the central and western old revolutionary base areas, making a contribution to the economic growth of local area. Members of the “Love and Care Group” of China Council for the Promotion of Construction in the Old Revolutionary Areas invested in a number of large-scale construction projects with more than 19 billion yuan in ecological tourism and food processing in the old revolutionary base areas of Shanxi, Hebei, Anhui and Jiangxi Province. Through matchmaking by local councils for the promotion of construction in the old revolutionary base areas, 2050 private businesses have invested in the development of old revolutionary base areas and implemented 2654 projects with 184.69 billion yuan.

    【Social poverty alleviation】 China Council for the Promotion of Construction in the Old Revolutionary Areas mobilized relevant enterprises to donate 400,000 Yuan to support the construction of two poor villages in Xuanwei of Yunnan and Pingshan of Hebei and the construction of Huade County Patriotism Education Base in Inner Mongolia. The local councils for the promotion of construction in the old revolutionary base areas raised a total of 5.189 billion yuan and coordinated the investment of 21.545 billion yuan for the construction of old revolutionary base areas; rebuilt and repaired 944 primary and secondary schools, subsidized 114,000 primary and secondary school students; built and rebuilt more than 5,000 township hospitals and rural clinics, donated medical equipment and medicines; built and consolidated 6820 ponds, water towers, canals, impounding reservoirs, small reservoirs and small power stations; set up 2,349 rural clubs, libraries, playgrounds and fitness centers; donated 8,956 cultural and sports devices, 6.8776 million books and 2,631 computers; renovated 385 revolutionary sites and martyrs’ parks, and rescued 11,250 old party members, old soldiers, senior militiamen and senior members of revolutionary martyrs’ families living in difficulties.

    In June, China Council for the Promotion of Construction in the Old Revolutionary Areas invited 15 experts and backbone technicians of nine medical institutions to form a medical team to see patients on a volunteer basis in Yichuan County of Yan’an – an old revolutionary base area, and deliver medical services, medicines and relevant books to the masses and childless elderly of the seniors’ homes in local area. They visited some old party members, senior revolutionary armymen and senior soldiers; provided outpatient services for more than 3,000 person-times, issued medicines worth nearly 10,000 yuan, donated books on health care and love bookshelves, and coordinated several large-scale hospitals in Beijing to receive 55 nurse practitioners from the medical colleges of the old revolutionary areas in Shanxi Province.

    【Publicity of poverty alleviation in old revolutionary base areas】 In cooperation with local councils for the promotion of construction in the old revolutionary areas, China Council for the Promotion of Construction in the Old Revolutionary Areas planned to organize promotional activities for the models in the construction of old revolutionary base areas for two years and issued the notice and program for the activities in 2012. Local councils for the promotion of construction in the old revolutionary areas did a lot of preparatory work and collected the information of a large number of models.

    In May, the National Work Conference on the Publicity of Old Revolutionary Base Areas was convened in Beidaihe. More than 580 people attended the event, including the relevant leaders of Hebei Provincial Party Committee and China Council for the Promotion of Construction in the Old Revolutionary Areas as well as the representatives of local councils for the promotion of construction in the old revolutionary areas. On the event, 651 advanced units and individuals were commended for the outstanding contributions they made to the publicity of old revolutionary base areas.

    【Science and Technology Training】 The “Modern Distance Education Center for the Farmers of Old Revolutionary Base Areas in China” jointly set up by China Council for the Promotion of Construction in the Old Revolutionary Areas and Beijing Academy of Agricultural Sciences newly established 372 remote education bases in more than 50 old revolutionary base counties nationwide, held 31 remote education trainings for 1.03 million person-times. As of the end of 2012, there were more than 18,000 distance education centers in old revolutionary base areas nationwide and more than 3,000 distance education lessons were given for more than five million farmers in old revolutionary base areas. In cooperation with Fujian Provincial Office of Spark Engineering for Education Poverty Alleviation in Old Revolutionary Areas, we opened the “Spark Engineering Class for Education Poverty Alleviation in Old Revolutionary Areas” in a number of large-scale enterprises to build a platform for the staffs of old revolutionary areas to continue their study. The Department of Biomedical Engineering of China Council for the Promotion of Construction in the Old Revolutionary Areas held in Tongcheng City of Anhui Province the 14th training of digital diagnostics for 82 veterinarians.

    The councils for the promotion of construction in the old revolutionary areas nationwide have held rural grassroots cadres and technicians trainings for more than 2.4 million person-times. The Women’s Work Committees of the councils for the promotion of construction in the old revolutionary areas have held 580 trainings of women for 520,000 person-times, promoting the employment and entrepreneurship of 120,000 women in old revolutionary areas, of whom 1397 have become leaders in achieving prosperity by entrepreneurship. With joint efforts of China Council for the Promotion of Construction in the Old Revolutionary Areas and the councils for the promotion of construction in the old revolutionary areas of Tianjin, Shaanxi and Yan’an City, the first western seamen training base set up in Yan’an has recruited 602 young people from the northwestern old revolutionary areas, of whom 282 have taken up their quarters.

    Poverty Alleviation by the China Social Entrepreneur Foundation

     

    【Overview】 2012 is the sixth year in the development history of China Social Entrepreneur Foundation (hereinafter referred to as YouChange). As a social organization in the field of poverty reduction, YouChange continued to focus on serving new public welfare. Adhering to the combination of material poverty reduction and spiritual poverty reduction, to achieve the goal of “becoming an important force to promote social justice and human harmony by exploring innovations in the field of public welfare in China”, it actively explored new ways and, being bold in practice, and took "people's all-round development" as the biggest public service goal.

    In 2012, YouChange continued to implement the “Action Plan of YouChange Poverty Alleviation Volunteers” to actively promote the construction of YouChange Volunteer Stations. Meanwhile, it continued to promote the “Evergreen Yoshinori Project” – based education poverty alleviation, the “YouChange - China Intangible Cultural Heritage Fund” – based community poverty alleviation, the “YouChange Disaster Mitigation and Prevention Network Building” –based preventive community poverty alleviation, the poverty alleviation capacity building of social organizations represented by “social innovation leadership” building, the poverty relief personnel trainings represented by the “YouChange Eaglet Plan” and “YouChange Founders’ Coffee” and the poverty alleviation advocacy represented by “YouChange Anthology”, and conducted useful explorations in the field of poverty alleviation by science and technology and poverty alleviation by medical services.

    In 2012, the ,“Action Plan of YouChange Poverty Alleviation Volunteers” was listed in LGOP Plan 2013 and obtained financial support from the government as an important social poverty alleviation project, making a historic breakthrough. The “Evergreen Yoshinori Project” and “YouChange Eaglet Plan” were listed in the “Top 100 Innovative Cases in National Social Poverty Alleviation” and became outstanding cases in the “social innovation practice in the new stage for poverty alleviation”. Jointly with China Charity & Donation Information Center, YouChange established the "national City charity and social management innovation platform". In 2012, YouChange successfully held the second “Social Innovation Carnival” activity and won the “2012 Model Award for Public Service Innovation”. YouChange’s internal publication "YouChange Anthology", which records the growth and social innovation history of YouChange, has been collected by the National Library of China as informally published literature. In 2012, through funding and material donation, YouChange supported nine volunteer stations in Yilong, Jianshi, Luanping, Long’an, Xining, Bazhong, Aba and Dujiangyan, etc., and organized bidding for 8 NGOs with relief funds and materials amounting for 6 million yuan.

    In 2012, YouChange ranked second among the “25 Most Transparent Philanthropic Foundations in China” announced by “Forbes” in Chinese. The article “Rising of Social Enterprises in China” printed in the spring publication of "Stanford Social Innovation Review” made YouChange one of the two social enterprise supporting agencies with a great influence in China.

    【Action Plan of YouChange Poverty Alleviation Volunteers】 In 2012, the Action Plan of YouChange Poverty Alleviation Volunteers was included in the Work Plan 2013 of LGOP. As the implementation unit, YouChange got financial support from the state. In December 2012, LGOP gave an official written reply to YouChange’s “Application for Mobilizing Designated Poverty Alleviation Units to Support the Action Plan of YouChange Poverty Alleviation Volunteers” and approved in principle to mobilize the poverty alleviation units for a new round of fixed-point poverty alleviation to make innovations to the poverty alleviation mechanisms through the Action Plan of YouChange Poverty Alleviation Volunteers. Poverty alleviation volunteers are important forces with initiative and creativity for social poverty alleviation. Volunteers’ participation in poverty reduction has been approved by the state and written into the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”.

    Relying on YouChange volunteer station and poverty alleviation volunteer actions, it funded and organized urban and rural volunteers to participate in the capacity building-based poverty alleviation in impoverished regions. This program was designed to establish the “poverty alleviation volunteer network” system in accordance with the planning for regional development and poverty alleviation; to extensively mobilize and organize various types of volunteers to provide services in rural poor areas to boost local economic and social development, improve the life quality of the poor and enhance the capacity of the poor for sustainable development; to push forward all circles of society to get involved in poverty reduction and support poor communities to establish mechanisms for self-improvement capacity building to promote local social poverty alleviation.

    In 2012, we achieved remarkable results in the pilot work of poverty alleviation volunteer action in Hohhot City of Inner Mongolia. So far, in Hohhot City, we have set up one city-level volunteer station, three county stations, four township stations and 12 project stations, forming a three-level volunteer station system. YouChange Volunteer Stations mobilized more than 1,000 people and many social organizations to form join forces, including social organization promotion societies, women's federations, Youth League committees and universities, and provided smooth channels for the copy of many good projects of social public welfare organizations as a supportive system.

    【Eaglet Plan】In 2012, YouChange continued to implement the “Eaglet Plan”. From 2011 to 2012, it organized a total of 43 young people to implement 14 poverty relief projects in 15 impoverished regions, including CDD projects of the World Bank, and independently constructed 13 aid projects and provided services in the grassroots rural areas for 60,280 hours. This program reflects YouChange’s concept of “spiritual poverty alleviation” and is itself a project on education of citizen quality with Chinese characteristics.

    Founders’ Coffee】 From 2011 to 2012, through opening social venture network credit course jointly with School of Economics, Peking University, it organized over 50 university presidents and teachers to hold trainings of theories and methods for social entrepreneurship education for nearly 30 hours, and provided social venture network credit course services (two credits, 30 hours) for nearly 3,000 teachers and students from 58 universities, incubator and grassroots study groups, broadening the social vision and entrepreneurial vision of the trainees.  

    【Evergreen Yoshinori Project】In 2012, the coverage of the “Evergreen Yoshinori Project” was expanded from Guangxi to Yunnan, Hebei, Inner Mongolia, Liaoning, Hubei and Anhui Province, and the project provided direct support for 6,000 teachers of 150 rural schools, recruited about 1100 volunteers to provide volunteer services for more than 80,000 hours, benefiting nearly 50,000 students, enhancing the management ability of teaching level of the recipient schools and the comprehensive quality and academic records of the students. The project model is getting increasingly mature, the management processes are smooth and the development of the Evergreen Yoshinori Handbook has been initially completed. With social benefits affirmed by various parties, the "Evergreen Yoshinori Project" has become an influential YouChange brand in China. In October 2012, the "Evergreen Yoshinori Project" was selected into the "Dream Chorus", a large public welfare program of CCTV, and the pilot project in Hohhot City became a public welfare project in Hohhot and obtained 800,000 yuan of award from China Merchants Securities.

    【China Intangible Cultural Heritage Fund】China Intangible Cultural Heritage Fund established by YouChange is the first domestic special fund for traditional crafts and cultural heritage protection and innovative application. The Fund was set up to integrate quality resources of various parties and mobilize social funds to participate and subsidize the public welfare cultural projects and cultural activities in line with the concept of the fund, the active inheritance and productive protection of intangible cultural heritage so as to improve the cultural ecology of impoverished regions and boost the innovation and development of urban and rural communities.

    In 2012, the Fund carried out all-round project development and cooperation in the research and publication of intangible cultural heritage with Intangible Cultural Heritage Division of the Ministry of Culture, China Academy of Art and other relevant government agencies as well as the relevant academic institutions, and conducted strategic cooperation with UNESCO, the World Cultural Heritage Foundation, Guizhou Provincial Cultural Relics Bureau and the Institute for the Preservation of Cultural Heritage in the “One Hundred Village Plan” for the protection of ethnic cultural heritage. Meanwhile, through Design for China and other activities, it organized relevant designers and cultural volunteers to conduct product design and video recording in Guizhou Province to provide channels and platforms for various parties to participate in the cause of cultural heritage.

    From March to May 2012, the Fund carried out field research on the intangible cultural heritage in Guizhou. Jointly with UNESCO and the World Cultural Heritage Foundation, it conducted field survey, records and researches in Dali Village, Heshui Village, Kongbai Village and Wendou Village of Guizhou Province, determined the project villages and completed the writing of research reports on the four villages. On June 9, 2012, the seventh China Cultural Heritage Day, a series of activities of "China Cultural Heritage Day 2012" in Guizhou supported by Agricultural Bank of China and jointly organized by Guizhou Provincial Department of Culture and YouChange were launched. From September to December 2012, it sent cultural volunteers to support the intangible cultural heritage protection and community development work in Dimen Village of Maogong Town in Liping County, Guizhou Province. To better support community development, it carried out the preliminary investigation on the "eco- museum". In 2012, YouChange organized the second professional volunteer field activities for the “Design for China” and promoted the implementation of the "Project of Guizhou Village Culture Landscape and Community Development". China Intangible Cultural Heritage Fund succeeded in three combinations: Combining heritage protection with poverty alleviation, combining the improvement of the external environment with the development of inherent vitality, and combining business interests with cultural prosperity.

    Hong Kong Youth Rural Services】From 2011 to 2012, with support of the Agricultural Bank of China, relying on YouChange Volunteer Station Network, it recruited more than 230 HK young students to provide services in ten rural areas of four provinces in Mainland China with travel distances of 8,000 km or more, prepared 30 action plans and provided volunteer services for 10,000 villagers in rural areas for more than 9200 hours. Nearly 50 representatives of mainland volunteers paid a six-day return visit to Hong Kong, mainly providing services on eco-tourism route design, education support, community development, clinic and rural cooperatives construction, etc.

    【YouChange - South Reviews: "Research in China"】In 2012, 637 groups from a few hundred universities applied to participate in the activity. It subsidized 12 groups of 68 university students to carry out field survey, forming 12 research reports, held 12 campus report meetings, covering more than 5,000 students, and organized field research for nearly 9,000 hours, mainly about rural primary education, living conditions of migrant workers, children left behind, affordable housing construction, etc.

    【Hundred Talents Programme】Jointly with the Foundation Center Network and Renmin University of China, YouChange launched the “Hundred Talents Programme” to respond to the rapid development of social organizations and severe shortage of high-end talents. Relying on the double degree program of serving master of nonprofit management of the Renmin University of China & University of Notre Dame, this programme aims at cultivating one hundred young leaders for China charity industry. The Foundation Center Network, YouChange and the Renmin University of China established a complete support system for the “Hundred Talents Programme” and will provide full support for the training objects in admissions, teaching, training, career development planning, etc. and set up the “Hundred Talents Programme” Club. YouChange provides scholarships of one million yuan per year for the program.

    【Disaster Response Management】 In September 2012, Yiliang County of Zhaotong City, Yunnan Province was successively hit by a 5.6 earthquake and a 5.7-magnitude earthquake. YouChange immediately supported the "NGO Disaster Preparedness Center" - YouChange online private hub agency responding to disaster management to go to the disaster area and complete the establishment of the “Zhaotong Post-disaster Resources Coordination Platform (YouChange Yiliang Volunteer Station)" on September 9. As of December 19, 2012, YouChange Yiliang Volunteer Station coordinated the issuance of more than 4.2 million yuan of earthquake relief materials, coordinated 330 volunteers and non-profit organizations to provide volunteer services of more than 110,000 hours; and organized field research on disaster situation, data collection, sorting and delivery, relief goods receiving and distribution, etc., benefiting more than 35,000 people.

    From March to December 2012, YouChange funded three Yi communities in Nanyao Village of Lashi Town, Yulong Naxi Autonomous County of Yunnan Province in Yunnan Green Watershed to launch disaster management projects, which were titled as “national demonstration communities for integrated disaster mitigation in 2012” by the Ministry of Civil Affairs.

    On July 21, 2012, in the flood disaster of Fangshan District, Beijing, YouChange worked together with Beijing Emergency Rescue Team and, based on the communication with Chaoyang District Civil Defense Bureau, provided financial support for Beijing Emergency Rescue Team to purchase rubber boats, search lights and supplies urgently needed by the affected people to support the disaster relief and resettlement of local residents.

    【Seminar on Social Innovation Leadership Development】On June 2, 2012, the first “Seminar on Social Innovation Leadership Development” jointly sponsored by YouChange University (under preparation) and Beijing Huizeren Volunteering Development Center (HZR) was successfully concluded. Leaders of 13 NGOs of Beijing got promotion in the seminar and the Alumni Association was established. On November 7, the second “Seminar on Social Innovation Leadership Development” was officially opened, with participants from public welfare agencies of Beijing, Shanghai, Northwest areas and other provinces and autonomous regions, including CSR departments’ leaders and managers of relevant enterprises, etc.

    【Remote Class of Harvard China Citizenship and Social Innovation Seed Camp】From August 19 to 26, 2012, the First Remote Classes of Harvard China Citizenship and Social Innovation Seed Camp sponsored by Hauser Center for Nonprofit Organizations at Harvard University and co-sponsored by YouChange was officially opened in YouChange University. Designed for the new generation of Chinese youth, this class aims to advocate civic awareness, social responsibility and charity, inspire a wide range of social innovations and develop future leaders for Chinese civil society. Through online live video, Beijing remote class participated in the world's most advanced courses, listened to the world's best instructors and exchanged ideas with the Harvard classmates in the United States based on their experiences and local cases. This is the first time for China to introduce the courses of famous foreign universities through remote classes.

    【National City Charity and Social Management Innovation Platform】 On August 27, 2012, YouChange and China Charity & Donation Information Center jointly established the "national city charity and social management innovation platform", promoted the innovative mode of “social management coordination platform + joint meeting” created by YouChange Mianzhu Volunteer Station at a broader level and established a platform for the win-win situation of government, social organizations and enterprises to achieve a virtuous cycle between charity and social management innovations. At present, the pilot work of this platform has been launched in the first city – Wuzhong. Giving full play to their own strengths, YouChange and China Charity & Donation Information Center provided innovative solutions for Wuzhong City Government in policy advocacy, public interest organization cultivation and innovative project R&D.

    【Social Innovation Carnival】 The second “Social Innovation Carnival” was opened in Beijing on September 26, 2012, and successfully concluded on October 7 after lasting for 12 days. Themed “discovery, integration and spreading”, focusing on social innovation, the second “Social Innovation Carnival” integrated various resources for innovations and constantly discovered, presented and implemented the public welfare innovation advocated by YouChange. Themed on “our happiness”, the event integrated public welfare with arts perfectly for the first time and attracted the participation of tens of thousands of people and the wide attention of media. Aiming to become a landmark activity brand of Chinese public welfare, Social Innovation Carnival is held every other year in different cities with the purpose to constantly promote social innovation.

    Theoretical study and new commonweal advocacy In May 2012, YouChange, Comparative Politics and Economics Research Center of Central Compilation and Translation Bureau and China Society Press jointly launched the first “Blue Paper on Social Innovation”. Focusing on the current situation of social innovations in contemporary China, learning from the history, experience, practice and research results of various countries in the field of social innovation, from the perspectives of historical trend, implementation body, behavior and case analysis, the blue paper fully reflects the pattern of social innovations in contemporary China and provides readers with an overall introduction to China's social innovation. In addition to academic value, the book has also become an important carrier for YouChange to advocate the concept of “promoting social justice and harmonious development by social innovation” to the public in China.

    In November 2012, National Library of China enshrined the “YouChange Anthology 2010”, an internal publication of YouChange. To support social welfare literature collection and preservation, YouChange donated nine internal publications for the National Library of China as informal literatures,  including the "YouChange Anthology" of the previous year, the "Olympics 2008 - Special Issue on Earthquake Relief", the "YouChange Action - 5.12 Disaster Relief Documentary" and the "Social Innovation Carnival", etc.

    Poverty Alleviation by China Glory Society

       【Overview】 In 2012, China Glory Society earnestly implemented the spirit of the central work conference on poverty alleviation and development and the deployments made by the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”.  Combined with its own characteristics and advantages, China Glory Society adjusted the work ideas and planning, increased efforts on poverty reduction, expanded the scale of poverty alleviation, determined the new work priorities, actively organized the directors, members and non-public economists to participate in anti-poverty work, adhering to the core philosophy of "combination of justice and benefit, justice first" and the project investment-based development-oriented poverty alleviation, actively participated in social welfare undertakings and achieved remarkable results.

    【The third meeting of the fourth board of directors】 On May 28, the third meeting of the fourth board of directors of China Glory Society was held in Beijing. Du Qinglin, Vice Chairman of CPPCC, Head of United Front Work Department of CPC Central Committee and President of China Glory Society, and Huang Mengfu, Vice Chairman of CPPCC, Chairman of All-China Federation of Industry and Commerce and Advisor of China Glory Society attended the event. Deputy Head of United Front Work Department of CPC Central Committee, the Party Secretary and First Vice Chairman of All-China Federation of Industry and Commerce and Vice President of China Glory Society Quan Zhezhu presided over the meeting.

    The meeting mainly summarized our work since the first meeting of the fourth board of directors and made deployments on the task for the next step. In his work report, Du Qinglin pointed out that rooted in the practices of poverty alleviation, glorious career developed from the cultural essence of "combination of justice and benefit, justice first" and has shown a strong responsibility for the rich to help the poor for common prosperity and explored a development mode for win-win situation of market-oriented operation and development-oriented poverty alleviation. After two decades of development, glorious career is now standing at a new starting point and facing a good opportunity for leapfrog development. We must, he said, firmly establish the awareness of opportunity, the sense of mission and the sense of innovation, strengthen top-level design and pay attention to practices in work to constantly enhance the scientific level and effectively improve the effectiveness of glorious cause.

          The meeting determined the work priorities for the next stage: First, to promote the integration of resources. Integrate the natural resources of impoverished regions and the capital, technology and market resources of glorious enterprises, strive for relevant departments’ government resources, and integrate the internal resources of China Glory Society. Second, to highlight service function. Provide more information on the market, industry and relevant policies, strive for policy support, broaden the channels of communication and carry out business cooperation. Third, to create glory brands. Develop the brand strategy implementation plan for glorious career, and further enhance the popularity and charisma of glorious career.  Fourth, to improve the systems and mechanisms. Improve the supervision and implementation mechanisms, implement whole process management of glorious projects, establish the regular reporting system, improve tracking service processes and set up the performance evaluation system.

    On the meeting, 50 private entrepreneurs including Zhao Jianguo won the "Glorious Cause Award", 30 units and individuals including Beijing Glory Office won the "Glorious Cause Organization Award", and 44 private entrepreneurs including Chen Xuefeng won the "Contribution Award for Glory Cause Land Afforestation ".

    More than 500 people attended the event, including the relevant leaders of United Front Work Department of the CPC Central Committee, All-China Federation of Industry and Commerce, China Glory Society and the State Forestry Administration such as Chen Xiqing, Huang Xiaoxiang, Xie Jingrong, Xie Boyang and Chen Shuxian, and the standing directors, directors and representatives of China Glory Society across the country.

    【Opinions on Poverty Alleviation and Development】 On May 3, All-China Federation of Industry and Commerce and China Glory Society jointly issued the “Opinions on Encouraging and Guiding Non-public Economies to Participate in Rural Poverty Alleviation and Development (2011-2020)”.

    According to the "Opinions", federations of industry and commerce and glory societies at all levels must seriously implement the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, guide and organize non-public economies to play an important role in rural poverty alleviation and development, adhere to the development-oriented poverty reduction policy and the philosophy of "combination of justice and benefits, justice first", take 11 contiguous poor areas, Tibet, the Tibetan areas of four provinces and the three prefectures in Southern Xinjiang as the main battlefields, target at the rural poor with the ability to work living below the poverty line, start from promoting county economic development to support the development of leading enterprises and boost the development of agricultural industrialization and modernization through project promotion and entire village advancement.

    The "Opinions" put forward the primary task of glorious cause in rural poverty alleviation and development: To improve the development ability and enhance the income growth level of farmers; to focus on industrial poverty alleviation and addressing prominent problems restricting development; and to support and promote the sound and rapid economic and social development in contiguous poor areas, especially old revolutionary bases, minority regions and border areas.

    【China Guangcai Programme • Yanbian Trip】On July 25, China Glory Society and Jilin Provincial People’s Government jointly organized the investment activity of “China Guangcai Programme • Yanbian Trip”. It is an important deployment of China Glory Society to implement the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)” and give priority to border minority areas in poverty alleviation and development. Yanbian is the only Korea Autonomous Prefecture in China and is an old revolutionary base area. For historic reasons, there are now still four national key counties for poverty alleviation and 270,000 rural poor people here.

    More than 230 people attended the activity, including Deputy Head of United Front Work Department of CPC Central Committee, the Party Secretary and First Vice Chairman of All-China Federation of Industry and Commerce and Vice President of China Glory Society Quan Zhezhu, Vice Party Secretary and Governor of Jilin Province Wang Rulin, relevant directors and members of China Glory Society and some private entrepreneurs interested in glorious cause.

    In his speech at the project signing and public welfare donation ceremony, Quan Zhezhu said that the participating private enterprises should show a high starting point, high standard and high efficiency in project docking and industry development and explore good projects needed by society and supported by local governments. On the very day of the activity, relevant parties signed 35 contract projects and 7 agreement projects worth86.63 billion yuan, involving photovoltaic projects, waste incineration, tourism resources, etc., meeting the urgent needs of local area for accelerating poverty alleviation and economic restructuring.

    The participating private entrepreneurs donated 27.4 million yuan to support the renovation of dangerous houses of the rural poor families of martyred soldiers in Yanbian Prefecture. The main work of the house renovation project was completed in November and all the 700 rural poor families of martyred soldiers moved into new houses. The new houses were built in the Korean style with a reinforced concrete structure, equipped with plastic steel windows, exterior insulation wall and ceiling insulation, steel tiles, tap water, separate toilets, etc.

    【China Guangcai Programme • Ningxia Trip】 On August 8, China Glory Society and Ningxia Hui Autonomous Regional Government jointly organized the large-scale investment activity of “China Guangcai Programme • Ningxia Trip”.

    More than 400 people attended the event, including Deputy Head of United Front Work Department of CPC Central Committee, the Party Secretary and First Vice Chairman of All-China Federation of Industry and Commerce and Vice President of China Glory Society Quan Zhezhu, Party Secretary and NPC Director of Ningxia Autonomous Region Zhang Yi, Chairman of the Autonomous Region Wang Zhengwei, relevant directors and members of China Glory Society as well as some private entrepreneurs. It is a key event for China Glory Society to increase efforts on the poverty alleviation and development in contiguous poor areas and minority regions. Ningxia is one of the five minority autonomous regions in China and has relatively weak basic conditions and a big poverty-stricken population. With more than one million impoverished residents and 420,000 disabled people, it still has a long way to go in the field of poverty reduction.

           In his speech at the opening ceremony, Quan Zhezhu hoped that the private enterprises should vigorously advocate the core philosophy of "combination of justice and benefit, justice first" and actively fulfill their social responsibilities in improving people’s livelihood and serving society. Zhang Yi said in his speech that "China Guangcai Programme • Ningxia Trip" is a major event in the poverty alleviation and development in Ningxia and a joyful event for people of all nationalities. Ningxia will strive to create a favorable investment environment to provide an effective guarantee for entrepreneurs’ investment in Ningxia.

    Relevant private entrepreneurs successively carried out field research and project docking in Yinchuan Economic and Technological Development Zone and Zhongwei Houde Charity Industrial Park and signed a total of 142 projects with an investment of 206 billion yuan, of which 110 were contract projects with a total investment of 115.812 billion yuan, and 32 were agreement projects with a total investment of 90.19 billion yuan.

    Relevant entrepreneurs donated 31.7 million yuan to subsidize the "Wolfberry Planting Base Project in Hexi Tongde Ecological Relocation Project Area of Tongxin County". Under the unified management of the village collective, this project benefited 1,179 rural households and 4639 people. After the project construction, it is estimated, the annual income per household will increase by 50,000 yuan and per capita annual income will increase by 10,000 yuan. As of the end of 2012, the planting of 3000 mu shelterbelts, the land leveling, the construction of storage tanks and the installment of irrigation pipelines had been completed.        【Tongxin • Tibetan Happy Family Project】 In June, China Glory Society, the State Family Planning Commission and All-China Federation of Industry and Commerce raised 10 million yuan of aid funds, implemented the project of “Tongxin • Happy Family Project for Tibet and the Tibetan Areas of Four Provinces –New Countryside and New Family Plan” and delivered reproductive health service to the Tibetan areas. As of the beginning of September, we had organized special forces to provide gratuitous medical treatment services for more than 5700 farmers in 1700 villages of 15 counties (towns) in Tibet and the Tibetan areas of Yunnan, Sichuan, Qinghai and Gansu Province, and held trainings of medical workers and family planning cadres for 480 person-times.

    【Tongxin • Guangcai Water Cellar Project】In April, China Foundation for Guangcai Program and China Glory Society donated three million yuan to launch the “Tongxin • Guangcai Water Cellar Project” in Tongwei County of Gansu Province. As of the end of September, we had comprehensively completed the construction of 2,000 Tongxin • Guangcai Water Cellars”, addressing the drinking water problem of 10,000 people and 3,100 heads of livestock of 11 towns in Pingrang, Sizi and Longshan County.

    【Tongxin • Guangcai Student Grants】 In August, we issued student grants of 303,000 yuan to 101 outstanding poor students in Bijie City of Guizhou Province and continued to issue 99,000 yuan of student grants to 99 poor college students who received this grant in 2011.

    【Love for Yunnan Laterite • Guangcai Program for Ten Thousand Households】 We organized more than 20,000 private enterprises to invest relief funds of 308.1435 million yuan and donate 2.372 million yuan to help 2727 old party members, 661 senior revolutionary soldiers, 117 model workers and 293,000 other people. Meanwhile, we helped 1562 poor people through providing jobs for them, invested in 82 Guangcai projects and issued 402.26 million yuan for the project construction.

    【Village - Enterprise Pairing-off Poverty Alleviation in Western Guizhou】 We organized 10 private enterprises to sign the pairing-off poverty reduction agreement of “one enterprise for one village” with ten villages in Qianxi County of Guizhou Province. In the next three to five years, through “industrial poverty alleviation”, “intellectual poverty reduction” and “livelihood improvement”, these enterprises will actively support the development of the twinned poor villages.

    Poverty Alleviation by China Foundation for Disabled Persons

    【Overview】In 2012, remarkable achievements were made in developing undertakings for disabled persons. According to the requirements of “unswervingly advance along the road of socialism with Chinese characteristics and strive for building a moderately prosperous society” of the Eighteenth National Congress of the CPC, China Foundation for Disabled Persons profoundly implemented the “Outline for the Development of Undertakings for Disabled Persons During the ‘12th Five-Year Plan’ Period” and made unremitting efforts to promote social harmony, improve the livelihood and increase the well-being of people with disabilities. Always unswervingly implementing the major decisions and deployments of the Party Central Committee and the State Council, focusing on the objectives determined by the Fourth Meeting of Fifth Presidium of China Disabled Persons' Federation and the third board meeting of China Foundation for Disabled Persons, under the leadership of President Deng Pufang and the Party Committee and Board of Directors of China Disabled Persons' Federation, supported by the relevant departments and affiliated units of China Disabled Persons' Federation, with joint efforts of the Foundation, we successfully completed the annual task.

    In 2012, the Foundation recorded revenue of 357 million yuan (including 147 million yuan in cash and 210 million yuan in kind), completing 142.8% of the planned annual task; public welfare expenditure was 320 million yuan, 129% of the annual task, accounting for 91% of the total income of the previous year. The wage and welfare of the staffs and the administrative expenses were 13.26 million yuan, accounting for 4% of the annual expenditure, in line with the regulations of the "Foundation Management Regulations". In 2012, China Foundation for Disabled Persons launched a total of 133 public welfare projects, focusing on promoting the sustainable development of existing brands and developing new projects to meet urgent needs of the disabled.

    Charity Project · Enlightening Action】Since its inception in June 2006, with strong support of all circles of society, we raised nearly 80 million yuan for the “Enlightening Action” and conducted vision rehabilitation surgeries for nearly 60,000 impoverished cataract patients of 26 provinces, municipalities and autonomous regions. In 2012, the Foundation increased efforts to enhance the vitality of the project, expand its influence and make it a long-term effective project for sustainable development. First, held in Shanghai the work conference on the “Charity Project · Enlightening Action”. The donors, the recipients and the implementation unit jointly summarized the experience in project operation, explored continuous expansion of the breadth and depth of the Enlightening Action, increased support for impoverished cataract patients and further regulated the operation process of the project, etc. Second, continued to promote the implementation of the “Enlightening Action”. In 2012, the program provided 57.144 million yuan to support the vision rehabilitation surgeries for 4850 cataract patients from six provinces (municipalities), including Gansu, Hubei, Yunnan, etc. Third, strived for more financial support to promote the long-term and sustainable development of the project. In July 2012, China Foundation for Disabled Persons signed the agreement for donations of more than 20 million yuan in five years respectively with Giti Group, UBS AG, Cabot Corporation and the Footwear Association Charity Event. Its demonstration effect will make more businesses establish long-term cooperation with our foundation.

    Charity Project ·Action to Help Restore Hearing】 In 2012, Hangzhou Nurotron Company donated 100 sets of domestic cochlear implants worth 9.8 million yuan to China Foundation for Disabled Persons. To do a good job of funding, our foundation vigorously promoted the project construction by combining the overall planning of China Deaf Children Rehabilitation Research Center with business recommendations and our foundation’s coordination in striving for local governments’ support and has rescued 72 people with hearing disabilities. GN Resound donated 1000 hearing aids, Phonak Group donated 100 hearing aids and six sets of rehabilitation equipment and matching funds, totally worth 4.5264 million yuan. Changzhou Qianjing Rehabilitation Equipment Co., Ltd donated hearing rehabilitation and teaching equipment worth 3.78 million yuan. Meanwhile, in cooperation with China Hearing Medical Foundation, we implemented the US Hearing Aid Donation Project and won the “Contribution Award for Support” issued by the Foundation.

    Charity Project ·Action to Help People in Difficulties】In 2012, Shanghai La Chapelle Company donated clothing worth 13.16 million yuan to our foundation to support ten provinces, municipalities and autonomous regions across China including Hunan and Wuhan, as well as Beijing Special Commune, etc. On the one hand, on the basis of summarizing the previous work, taking Wuhan as the pilot area, through centralized ironing and organizing the disabled to choose clothes, we invited some loving enterprises to participate in the event, showing enterprises’ love for the disabled, satisfying the needs of people with disabilities and achieving positive social impact. It is an attempt to explore new ways for project construction. On the other hand, thanks to the influence of the clothing project, we continued to explore new ways for project projects. With our positive efforts, Wuhan Grand Ocean and Shanghai Weile also began to donate clothes to the foundation, boosting the sustainable development of garment projects for the poor.

    Charity Carnival】 On November 30, 2012, the China Association for International Friendly Contact (CAIFC), Caijing Magazine and Charity Carnival jointly initiated the “First China Philanthropy Forum”. The participants conducted in-depth discussions and exchanged views on how to apply developed counties’ experience and methods in China's charity, how to determine the objectives of our public welfare establishments according to advanced international concepts and the actual situation of China, how to look at the relationship between the Chinese government and nongovernmental charity at different stages from various perspectives, and how to make clear the distinction between public welfare and commerce, distinct the values and concept of wealth between different societies and make clear the development path of China's public welfare. Blair, former British Prime Minister delivered a keynote speech and Bill Gates, the Co-chairman of the Bill & Melinda Gates Foundation , extended his congratulations on the forum by video presentation

    The project of “rural poverty alleviation base construction” funded by Charity Carnival in 2011 was launched in 2012. We completed the examination and approval of the implementation plans for 55 bases in eight project provinces, held the project meeting, and carried out field survey in the poverty alleviation base. Now, the base is under construction. In the project construction, China Foundation for Disabled Persons intensified the responsibilities on the direction and plan of the use of the aid funds as well as the project results to ensure the effectiveness of the funds.

    China Information Accessibility Forum】  The Eighth China Information Accessibility Forum, which was co-sponsored by China Foundation for Disabled Persons, the Ministry of Industry and Information Technology, China Disabled Persons’ Federation and the Internet Society of China, opened in China Braille Library on September 20 and 21. President and Party Secretary of China Disabled Persons' Federation Wang Xinxian, Vice Minister of Industry and Information Technology Shang Bing, Chairman of the Internet Society of China Hu Qiheng and the leading party group member of State Administration of Press Publication, Radio, Film and Television of the People's Republic of China Song Mingchang attended the opening ceremony.

    Themed “promoting innovations to guide sharing”, this forum has the following characteristics: First, a large number of participants: More than 200 people from the United States, UK, Canada, Japan, Vietnam, Malaysia and Hong Kong SAR attended the event, including representatives of IBM, Microsoft, Google, China Mobile, Baidu, Alibaba, DAISY (Digital Accessible Information System), the World Blind Union, the Hong Kong Council of Social Service and other well-known institutions and enterprises at home and abroad. Second, coordinated by China Information Accessibility Forum, many forces that did not get involved actively joined us to call for a deeper understanding of promoting the construction of information accessibility, i.e.: It is not only the social responsibility and obligation of government departments at all levels, the relevant social organizations and enterprises, but also an obligation in the implementation of the "Regulation on the Construction of Barrier-Free Environments" issued by the State Council. Third, set up a branch for the forum.     【“Bring Me Sunshine” - Wonderland's Charity Project of Wheelchair Donation for Disabled Children】Taiwan Wonderland Company has donated to China Foundation for Disabled Persons wheelchairs for disabled children with cerebral palsy for four consecutive years. In 2012, new progress was made in this project. First, the project area was expanded. In addition to the country's 31 provinces, the coverage of the project has been expanded to include Xinjiang Production and Construction Corps, Heilongjiang Land Reclamation, municipalities with independent planning status and six provincial cities, and the project has benefited more than 30,000 impoverished children with disabilities; Second, coordinated the donors to make a breakthrough in the amount of donation and the types of donated materials. In 2012, Wonderland Company donated 13600 infant wheelchairs and 5940 children wheelchairs worth 70 million yuan to the Foundation. Third, held the project conference, further summarized the experience in project construction, standardized project operation mode, consolidated the project results and expanded the project impact. Fourth, added the concept of disability prevention. With positive efforts of China Foundation for Disabled Persons, the "Charity Safe Children Trip" was initiated based on this program. In 2012, Joie Group donated 2000 child car safety seats worth three million yuan to kindergartens and communities to publicize the importance of disability prevention to society.

    Charity Project of Ruxin Children VitaMeal】Since its inception in 2010, the Charity Project of Ruxin Children VitaMeal has developed into a mature, influential public welfare project with a certain scale. In 2012, 18 provinces, municipalities and autonomous regions, including Ningxia, Henan and Xinjiang launched this project and issued a total of 115700 packs of children vitameals worth 23.14 million yuan to children with disabilities. In the same year, the project work conference was held to summarize experience and make deployments for the project implementation, carry out studies on the implementation effects and the standardizing and strengthening of management on the project operating mode, and exchange ideas and conduct discussions on how to strengthen publicity and further expand the project impact.

    【361° Sports Apparel Donations】 In 2012, Sanliuyidu (China) Co., Ltd donated 600 suits of sports apparel worth 10.26 million yuan to support the participation of Chinese disabled athletes in the Paralympic Games held in London in 2012, making a contribution to the cause of the disabled. China Foundation for Disabled Persons actively cooperated with the Sports Department of China Disabled Persons' Federation and communicated with the donors for many times to guarantee the timely delivery of donations to the disabled athletes.

    Janssen Pharmaceutical Charity Drug Assistance Program】In May 2011, China Foundation for Disabled Persons and Janssen Pharmaceutical (Xi'an) Ltd jointly launched the Risperdal Charity Aid Project to provide risperdal drugs to impoverished schizophrenes. As of 2012, we had donated 220,000 boxes of risperdal drugs worth 15 million yuan to 19,000 patients of 166 hospitals in 30 provinces and municipalities across the country. This assistance project has not only been highly praised by the majority of patients and their families, but effectively accelerated the process for the second-generation antipsychotic drugs to replace traditional medicines, reduced the disability rate of patients with schizophrenia and further promoted the development of mental health prevention.

    With support of China Disabled Persons' Federation, in February 2012, Janssen Pharmaceutical (Xi’an) Co., Ltd. again cooperated with our foundation to launch charity remicade assistance projects to provide remicade assistance for impoverished patients of rheumatoid arthritis and ankylosing spondylitis covered by the minimum living security system. In 2012, the project donated 1,000 remicade drugs worth 3.254 million yuan to 1000 patients in 220 hospitals of 30 provinces and municipalities across the country. The project not only helped the relevant patients reduce the disability rate and the economic burden, but promoted the localization process of the appropriate biological agents.

    Hong Kong Jockey Club Project】Since 2010, Hong Kong Jockey Club has donated 52.96 million yuan to China Disabled Persons' Federation, mainly to support a series of rehabilitation projects of Sichuan Bayi Rehabilitation Center. In 2012, focusing on personnel training, this project organized many people of the Center to receive domestic and foreign trainings to broaden their horizons and strived for new international cooperation and talents, improving the technological level of the project. Meanwhile, the project installed and upgraded relevant equipment of Bayi Rehabilitation Center. Currently, the Center’s cerebral palsy rehabilitation and technical conditions have been mature and stable and the paralysis and spinal cord injury rehabilitation is also developing rapidly and is expected to reach the international advanced level.

    Samsung Charity Love Light Project】 China Samsung Group donated 50 million yuan to China Foundation for Disabled Persons in five years to support the implementation of the Samsung Charity Love Light Project. In 2012, it donated 10 million yuan to complete the rehabilitation and therapeutic equipment acquisition and renovation projects of the rehabilitation center and the autism and cerebral palsy rehabilitation equipment acquisition projects of Beijing Massage Hospital, and support the Paralympic athletes apartment renovation project, the large-scale public benefit activates on the National Day of Assisting Disabled Persons and the Hong Kong public fundraising training project.

    Program to promote the development of sports and special arts of disabled persons in Macao】 In 2012, Chief Executive of the Macao Special Administrative Region Mr. Cui Shi’an met with Chairman Tang Xiaoqusan and Vice Chairman Jia Yong in Macao and signed the agreement on the cooperation in Phase II project of the “Program to promote the development of sports and special arts of disabled persons in Macao”. Macao Special Administrative Region Government donated 10 million yuan to support the development of sports and special arts of disabled persons and the exchange between Macao and Mainland in this field.

    World Vision Project】 Since 2009, in cooperation with China Foundation for Disabled Persons, the World Vision donated 39 million yuan to implement charity projects in Sichuan, Shaanxi and Gansu Province. At the end of September 2012, all the projects were completed and the World Vision had trained a total of 3027 professional rehabilitation persons for disaster areas, implemented accessibility renovation projects for 20 schools and communities concentrated with a large number of people with disabilities and provided personalized fit assistive devices and home accessibility renovation projects for 4510 people who became disabled in disasters. On the basis of successful cooperation, on July 27, 2012, China Foundation for Disabled Persons continued to cooperate with World Vision China and signed a five-year “World Vision Charity Project for Disabled Children” for sustainable development.

    Social Workers Across Borders】Since August 2009, Social Workers Across Borders raised in Hong Kong three million Hong Kong dollars to carry out a three-year project of "Charity Home of Social Workers Across Borders" in Dujiangyan Friendly School of Sichuan Province. This project was completed in August 2012. On the basis of successful cooperation in Phase I project, starting in September 2012, we jointly launched Phase II project (from September 2012 to August 2015) with an investment of 3 million yuan. This project provided successful experience for mobilizing more domestic and foreign professionals to provide professional counseling services for children with disabilities, provided new ideas for addressing psychological problems of children with disabilities and accumulated experience in exploring new modes for post-disaster psychological counseling.

    Project of "China FAW Charity Tour"】China Foundation for Disabled Persons signed a cooperation agreement with China FAW Group in August 2012. Since 2012, China FAW Group will donate 2 million yuan every year and a total of 10 million yuan to carry out the project of "China FAW Charity Tour". Chairperson of China Disabled Persons' Federation Zhang Haidi attended the donation ceremony and issued an honorary plaque and a certificate to FAW Chairman Xu Jianyi. In 2012, the project donated 24 vehicles to the special education schools and city/county-level rehabilitation agencies of Liaoning, Jilin, Heilongjiang, Qinghai, Ningxia and Inner Mongolia, facilitating the travel of disabled students of special education schools and the disabled persons of grassroots communities.

    Action of China UnionPay to Support Blind Students】 In 2012, China UnionPay donated five million yuan to carry out the Action of China UnionPay to Support Blind Students jointly with China Foundation for Disabled Persons and purchase braille books for the schools for blind persons and special education schools in remote impoverished regions. Among the donation, three million yuan was matching funds for the “demonstration project to support blind students” in central and western poor areas applied by China Foundation for Disabled Persons to the central government, which was used to subsidize more than 100 schools for blind persons and special education schools in 18 provinces, benefiting nearly 10,000 blind students.

    【Establishment of Ming De Public Welfare Research Center】In November 2012, China Foundation for Disabled Persons, Tsinghua University and the World Vision China jointly initiated Ming De Public Welfare Research Center. Purpose of the establishment of Ming De Public Welfare Research Center: First, to integrate the strengths of the three parties to promote the research and application of public welfare projects and build a platform for public projects sharing; Second, to improve the accountability mechanism and enhance the capacity building and credibility of social organization; Third, to provide trainings of public project development and design, operation mode, theory research and transparency as well as supervision strengthening for social organizations. This center has begun to provide technical support and personnel training services for some social organizations in China.

    Samsung Love Light Public Welfare Projects】In June, 2012, China Foundation for Disabled Persons and China Samsung Group jointly launched the Samsung Love Light Public Welfare Projects, donated rehabilitation equipment of "interactive multimedia teaching system" worth 300,000 yuan to Wucailu Child Behavior Modification Center. The teaching system made disabled children no longer feel the cognitive lesson is boring.

    In addition, in different forms, we supported the development of grassroots NGOs such as Beijing Zhiguang Special Education and Training School, Beijing Hongdandan Education and Culture Exchange Center and Ciwawa Caring Association, and helped them improve their self-development ability and the ability to serve the disabled.

    Central government's support for NGOs to participate in social services】  In 2012, the central government allocated special funds to support NGOs to participate in social services. It is a new incentive of the state to fully mobilize the enthusiasm of NGOs for participating in social services and give play to the positive role of NGOs in making innovations in social management and building a harmonious socialist society, and is a kind of win-win situation of the government and NGOs, not only promoting the transformation of government functions, but helping enhance public awareness of charity and promote the development of civil society. Firmly seizing this opportunity, China Foundation for Disabled Persons actively applied for assistance. First, it carefully studied the spirit of relevant documents of the Ministry of Civil Affairs and developed the “Demonstration Charity Project of China Foundation for Disabled Persons to Support Blind Children” jointly with China Braille Press. The project was submitted to the Ministry of Civil Affairs and approved in March 2012. The central government allocated 1.5 million yuan and China Foundation for Disabled Persons issued matching funds of 3 million yuan to donate braille dictionaries to the schools for blind persons and special education schools of remote impoverished provinces. Second, China Foundation for Disabled Persons attached great importance to the work, established the project leading group, special organizations and working systems, strictly implemented the plan, completed the project construction on schedule and submitted the mid-term and summary reports. Third, we actively promoted the project implementation and strived for 5 million yuan of financial aid from China UnionPay to support the “Action of China UnionPay to Support Blind Students”. As of mid-November 2012, the project was completed, benefiting more than 10,000 blind children of 101 schools for the blind and special education schools in 14 provinces (autonomous regions, municipalities). This project effectively and successfully completed the task assigned by Nongovernmental Organization Administrative Bureau of the Ministry of Civil Affairs, passed the audit of the audit agency appointed by the Ministry of Civil Affairs and was affirmed by the Ministry of Civil Affairs, accumulating experience and laying a foundation for China Foundation for Disabled Persons to apply for financial aid next year, and developing a new channel for seeking more financial aid for the cause of the disabled.

    Themed Events on the National Day for Helping the Disabled】Vigorously created an atmosphere for helping people with disabilities on the National Day for Helping the Disabled to promote the public fundraising work. From May 16 to 20, 2012, China Foundation for Disabled Persons carried out the “Charity Project” exhibition activities on Xidan Cultural Square. The event had four characteristics. First, high attention paid by the leaders and high quality of the event. Relevant leaders of China Disabled Persons’ Federation, China Foundation for Disabled Persons, Nongovernmental Organization Administrative Bureau of the Ministry of Civil Affairs, Xicheng District of Beijing City and  Beijing Disabled Persons' Federation were present at the event. Second, colorful content and many links, including public project presentation, photographic exhibition of people with disabilities, corporate donations, charity sale, display of braille books, mentally retarded children’s sport equipment experiencing, legal aid consulting service of volunteer lawyers, disabled calligraphers’ arts talent show, etc. It is mentionable that with fundraising bags with symbol of our foundation printed in hand, more than one hundred college student volunteers made propaganda for the charity project and mobilized the masses to donate for it on Xidan Cultural Square. Third, wide participation and large scale. Sponsored by China Foundation for Disabled Persons, the event this year was supported by a number of units and participated by more than 500 people from 15 agencies. Fourth, good propaganda and high influence. The large LED wall on the square showed corporate videos and public service advertising videos of our foundation and the relevant enterprises for 12 hours a day. Meanwhile, posters on national day for helping the disabled and the project of “My Book Donation to Blind Children” were posted in eight subway stations and 100 buses to create an atmosphere for helping the disabled. More than 20 media reported the event.

    Charity Event of "Tesco Charity Day"】This is a newly developed public fundraising activity of China Foundation for Disabled Persons in 2012. The charity event jointly launched by China Foundation for Disabled Persons and Tesco had colorful content: First, Tesco donated 100,000 yuan to support the themed events on the National Day for Helping the Disabled; Second, since April 2012, the last Saturday of every month is designated as the "Tesco Charity Day", when the charity event shall be held in Tesco shops of Beijing and all the funds raised on the event shall be used to support the project of “My Book Donation to Blind Children”. Third, in August, Tesco provided financial aid to organize the Special Olympics Summer Camp activity jointly with China Foundation for Disabled Persons. The mentally handicapped campers and their family members were very satisfied with the activity results. These attempts did not raise a large amount of public funds, but as long as we continue with the work, we’ll surely achieve the goal of calling on more people to care for others.

    【"Spike" activity of Kai Chen Charity Enlightenment Trip】 During the London Olympic Games in 2012, China Foundation for Disabled Persons, Dongfeng Nissan Passenger Vehicle Company and Sina jointly initiated the activity of “Kai Chen Charity Enlightenment Trip”. Dongfeng Nissan Passenger Vehicle Company provided for free Kai Chen sedans to support the "Spike" activity organized by Sina from July 23 to August 14, 2012. In other words, whenever Chinese Olympic team won a gold medal, Dongfeng Nissan Passenger Vehicle Company provided a car. During the event, each participating netizen shall transfer one yuan to the Foundation’s account on a voluntary basis to support the free vision rehabilitation surgeries of poor cataract patients and help them recover their sight. More than 27,000 people attended the event, 27015 yuan was raised and vision rehabilitation surgeries were conducted for 28 impoverished cataract patients of Yichun City, Jilin Province. This is another attempt of China Foundation for Disabled Persons for public fundraising.

    Charity Sponsorship Program for Children with Disabilities】 In July 2012, China Foundation for Disabled Persons and the World Vision China Office signed the “Charity Sponsorship Program for Children with Disabilities”. In cooperation with the World Vision and the foundations for disabled persons in Shaanxi, Gansu and Hubei, we’ll raise 120 million yuan of donations at home and abroad in five years to support the comprehensive development of 21,000 children with disabilities and children from disabled persons’ families in the three provinces. This is a typical project for China Foundation for Disabled Persons to learn project operation, financial management and public fundraising experience from the World Vision. Through petty donations of the project participants, we strived to mobilize the enthusiasm of the public for participation in public welfare establishments, strengthen the public fundraising construction of the foundation and gradually set up the unique public fundraising program and mechanism of the foundation.

    Actively accelerate the localization process of artificial cochlea】Actively coordinated Nurotron Company and Listent Company to respectively donate 100 domestic artificial cochleas to our foundation. On this basis, through the implementation of some public welfare projects, we strived to promote the development and application of domestic artificial cochleas so as to help lower the prices of imported artificial cochleas and benefit more postlinguistically deaf people.

    R&D and promotion of domestic aids for disabled persons】First, explored the establishment of the base for R&D of aids for disabled persons and strived for corporate support to accelerate the R&D and promotion of domestic aids for disabled persons. Second, made active efforts. Foxconn Technology Group donate 2 million yuan for our foundation to purchase wheelchairs and establish rehabilitation stations of the disabled; Fong Shu Fook Tong Foundation Hong Kong and Fong's Family Foundation donated 700,000 yuan for our foundation to purchase 1000 wheelchairs for the elderly, weak and impoverished people with disabilities in Shanxi and Heilongjiang (reclamation area). Third, during the Care & Rehabilitation Expo China 2012, we coordinated 14aids businesses to donate aids worth 980,000 yuan to the foundation.

    【The Project of "Halfway House"】 China Foundation for Disabled Persons funded the Project of "Halfway House" launched by China Association of the Physically Disabled Persons in 2011 and, on this basis, supported China Association of the Physically Disabled Persons to launch the Project of "Halfway House" for patients with spinal cord injury in eight cities nationwide in 2012, including Hefei, Shijiazhuang, etc. Giti Tire (China) Investment Co., Ltd. donated 600,000 yuan to China Foundation for Disabled Persons to continuously provide financial aid for China Association of the Physically Disabled Persons to carry out the activities of “building a charity platform and halfway houses” and provide a series of habilitation services for patients with spinal cord injury. We are also pleased to learn that China Disabled Persons' Federation has incorporated this program into the national projects.

    Poverty Alleviation by China Children and Teenagers Fund

    【Overview】Founded in July 1981, China Children and Teenagers Fund (CCTF)is the first independent non-profit charity organization in China under the administration of the All-China Women’s Federation (ACWF) adhering to the tenet of helping the state develop children and teenagers’ public welfare through fostering, cultivating and educating children and teenagers. Over the 32 years since its inception, always adhering to the principle of social needs-oriented timely help, combined with the overall situation of the party and government work as well as the main task of the All-China Women’s Federation, China Children and Teenagers Fund has carefully organized the implementation of the “Spring Bud Project” for little girls, the “Safe & Healthy Growth Project” for children and the “Action to Eliminate Infants’ Anemia” to improve the nutrition of infants, which benefited more than 12 million impoverished children nationwide, playing the unique role of charity organizations in promoting the anti-poverty work of the government and protecting and improving people’s livelihood.

    In 2012, in accordance with the requirements of “developing education and cultural industry” and “mobilizing enterprises and all circles of society to participate in poverty alleviation” put forward by the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, China Children and Teenagers Fund made innovations to the working mechanism, actively advocated the philosophy of “public poverty alleviation”, widely mobilized social forces to get involved in the anti-poverty work, and made steady progress in the implementation of the “Spring Bud Project”, “Safe & Healthy Growth Project” and the “Action to Eliminate Infants’ Anemia”, making a positive contribution to promoting the healthy growth of rural poor children and boosting the development of education industry in rural impoverished regions.

    【Spring Bud Project】 Launched in 1989, the “Spring Bud Project” was designed to help the dropped out children return to campus and solve their living and learning difficulties. Along with the changes in social situation development, the program continued to expand and enrich its connotation. Especially after the implementation of the “two exemptions and one subsidy” policy, through implementing student aid, growth, employment action and special action for children left behind, the program strived to create good education environment from various perspective for children and teenagers, especially girls in poor areas. Over the past 24 years, the “Spring Bud Project” has set up more than 1100 “Spring Bud Schools”, donated “Spring Bud Girls” for more than 2.2 million person-times and held practical skills trainings for more than 400,000 girls. The “Spring Bud Project” has become the most successful and most influential project of non-profit organizations in China to promote the development of girls’ education.

    In 2012, through designing and carrying out a variety of public welfare activities with caring enterprises, such as the “Blue Sky Spring Bud Program”, the “Multi-media Classroom Building by Armed Policy”, the “Hand-in-hand Summer Camp of Mary Kay Spring Bud Class”, the “Student Aid Action of the Sound of Music 1200” and the “14th National Youth 'Spring Bud Cup' Prize Essay Contest”, the “Spring Bud Project” vigorously promoted the project implementation to accelerate poverty reduction by education. Throughout the year, it set up a total of 16 Spring Bud schools and 20 multi-media classrooms, and subsidized 100,000 Spring Bud students, providing a guarantee for boosting the development of education industry in impoverished regions.

    【Safe & Healthy Growth Project】Launched in May 2000, the “Safe & Healthy Growth Project” is designed to prevent children and teenagers from dropping out of school or from succumbing to illness, injury, or crime”. With the changes in social situation, focusing on the safety and health of children, the program further mobilized social forces to actively support and get involved in the children public welfare and make a contribution to the anti-poverty work of China through the vigorous implementation of the project of Child Safety Education, Children’s Nutrition and Health and the Children’s Medical Assistance, etc. Over the past 13 years, this program has constructed 328 “Ankang Libraries”, 60 “Safe Experience Classrooms”, two “Safe Experience Centers” and ten rehabilitation centers for injured and disabled children in the disaster areas of Sichuan; issued 670,000 public welfare insurance cards to impoverished children and orphans, subsidized 15,749 orphans due to AIDS and more than 4100 needy children to cure eye diseases such as amblyopia; invested more than 100 million yuan to set up the largest resettlement base of “Shuangliu Well-being Homeland” for needy children and orphans due to Wenchuan Earthquake, installed and subsidized more than 600 children until they completed their highest level of education. 

    In 2012, focusing on publicity of education on medical rescue and safe and healthy growth of children, through the implementation of diverse public projects, the Safe & Healthy Growth Project strived to create good conditions for the safe and healthy growth of children. Throughout the year, it donated for the construction of 68 “Ankang Libraries” and 29 “Safe Experience Classrooms”, issued 179,883 public insurance cars and 85,000 bags of child nutrition food for children in difficulties; subsidized 15,749 AIDS-affected orphans, carried out the sports activity of “Let Me Play” in 344 schools to benefit 328,000 floating children, donated 12,000 digital communication terminals on child safety to children left behind, subsidized 218 needy children to receive medical treatment for the amblyopia in Beijing and supported the construction of one “Medical Training Center for Amblyopia Patients" and one "Medical Service Center for Amblyopia Children”.

    【Action to Eliminate Infants’ Anemia】 Launched in May 2011 by China Children and Teenagers Fund, the All-China Women’s Federation and the National Health and Family Planning Commission, this program was designed to distribute care nutrition packages (nutritional supplements of infant food) for the infants of 6 to 36 months in poverty-stricken areas and organize health education for the parents of infants to prevent and improve the anemic condition and health quality of infants, popularize nutrition knowledge and enhance the level of scientific feeding of poor families. Since its inception, the project has benefited about 530,000 babies and infants in western poor areas of China.

    In 2012, the Action to Eliminate Infants’ Anemia proceeded comprehensively. To guarantee the scientific implementation of the project, we successively held the nutrition package distribution ceremony, organized health promotion education, project training, early and mid-term evaluation of the project, etc. Throughout the year, we issued a total of 2.28 million care nutrition packages, benefiting 300,000 infants and babies; and printed and issued more than 35,000 copies of training manuals and materials and 515,000 copies of parents’ manuals. According to the interim investigation report, the prevalence of anemia of the 6-36 month-old infants supplied with nutrition packages generally reduced by 5%, and this figure in Ningxia dropped by 10%. It shows the project effectively changed the anemia situation of the infants. Through a variety of promotional and educational activities, over 70% of the parents made clear the benefits of nutrition packages and how to prevent anemia, and 70.2% of the parents said that the children’s health status was significantly improved after taking the nutrition packages. The project was welcomed by the local residents and the parents of infants.

    【Special Events】 In 2012, with social development, China Children and Teenagers Fund launched characteristic public welfare projects and activities. It profoundly carried out the activity of " Children’s Reading Practice to Carry Forward the Spirit of Lei Feng", donated 100,000 copies of "Complete Works of Lei Feng" to 100 Spring Bud Schools, 100 parents’ schools and 100 families of children left behind. Through giving lectures on book review and carrying out practice activities to learn from Lei Feng, we encouraged the majority of children and adolescents to become good juveniles like Lei Feng with high aspirations. Meanwhile, we actively carried out the activity of TV set donation for Tibetan areas of Sichuan Province and donated 10,000 solar portable satellite TV sets to the herder families in Aba Tibet and Jiang Autonomous Prefecture, Ganzi Tibet Autonomous Prefecture and the Tibetan areas of Liangshan Yi Autonomous Prefecture in Sichuan Province to enrich the cultural life of herder families. In addition, we actively carried out the public welfare activity of "Spring-Bound School Bus" and donated 10 school buses to the primary and secondary schools in Xinjiang, Gansu and Guizhou to help local governments address the shortage of school bus of impoverished regions.

    【Information Disclosure】  In 2012, China Children and Teenagers Fund promoted poverty alleviation information disclosure through various measures to constantly enhance its social credibility. In accordance with the requirements of the Ministry of Civil Affairs on the assessments of foundations, we improved 40 political, project and financial systems and strictly obeyed the rules in our work; newly established the online public project map to release relevant information on project category, donors, distribution area, etc.; refined the information system respectively for project inquiries and donations inquiry to establish a platform for public inquiry and monitoring on donations; upgraded the online donation system to achieve real-time interbank transfer inquiry function; revised the Chinese website to highlight the disclosure of information and progress in major public projects and make the navigation hierarchy clearer, the information disclosure more transparent and the website more reliable; and established the first "joint conference system of child welfare media" in charity industry jointly with 17 mainstream media such as China National Radio and Guangming Daily, aiming to jointly build a platform for poverty reduction information disclosure.

    【Charity Theory Research】 To actively promote the charity theory research work, in 2012, based on the analysis and study of the in-depth investigations into 45 organizations in child-related fields of 13 provinces (autonomous regions and municipalities) in China, China Children and Teenagers Fund issued the first theory research report on the demand for children’s charity in the industry – “Research Report on Chinese Demand for Children’s Charity (2012)” to provide a reference for children charitable organizations to carry out more scientific and more effective poverty relief work, highly praised by media and the relevant experts and scholars of the Ministry of Civil Affairs and charity industry.
