【Construction of old revolutionary base areas】In 2013, a total of 695.73 million yuan of financial anti-poverty funds was invested in the infrastructure construction in 84 old revolutionary
base counties. Built 4131 village roads of 3653.8 km, 195 independent bridges of 3452.8 linear meters, repaired 51 water damaged roads of 76.6 km, and implemented 441 drinking water projects for people, 24 small water conservancy projects and 11 other projects. Invested 336.23 million yuan of financial relief funds to support the development of various industries with local characteristics, the development of planting industry of 595,000 mu, the transformation of low-yield farmland of 322,000 mu, the breeding of 3.405 million poultries and 73,000 heads of livestock, the development of aquaculture of 2.037 million kg, covering a total of 2,799 poor villages and benefiting 314,000 poor households and 1.285 million people.
【Regional development and poverty alleviation in the Yunan-Guangxi-Guizhou
contiguous impoverished rocky area】In 2013, we completed the preparation of the“Implementation Plan of Guangxi for the Regional Development and Poverty Alleviation in the Yunan-Guangxi-Guizhou Contiguous Impoverished Rocky Area” jointly with Guangxi Development and Reform Commission and was approved by Guangxi People’s Government. On this basis, we prepared the “Planning of Guangxi for the Industrial Poverty Alleviation in the Yunan-Guangxi-Guizhou Contiguous Impoverished Rocky Area (2011-2015)” jointly with the agriculture, forestry, fisheries, animal husbandry and tourism departments. On May 21, the first session of the inter-provincial joint meeting of the Yunan-Guangxi-Guizhou Contiguous Impoverished Rocky Area was successfully held in Nanning. The Yunan-Guangxi-Guizhou inter-provincial Coordination Mechanism was officially established, exploring a new model for the inter-provincial cooperation in poverty alleviation and development. The Ministry of Water Resources and the State Forestry Administration, which were designated to contact the impoverished rocky areas of Guangxi, jointly selected 12 comrades to form three poverty alleviation work teams to support the anti-poverty work in the contiguous poor areas and do practical things for local residents, increasing new vitality to the poverty alleviation cause in the contiguous poor areas.
【Pilot mutual funds in impoverished villages】In 2013, the pilot projects of mutual funds in impoverished villages increased from 210 to 380 (not including the pilot projects established with public lottery funds) and the total amount of the funds reached 68.8 million yuan, of which 56.12 million yuan was from the central government, 9.98 million yuan was from Guangxi and 2.7 million yuan was paid by farmers. A total of 20,000 rural households joined the mutual funds, including 15,000 impoverished households, accounting for 75% of the total. A total of 30.886 million yuan of loans was issued, the average repayment rate was 98.5% and the farmers who borrowed money witnessed income growth of 800 yuan per household. The program well addressed the financing difficulty of poor rural households and played a positive role in increasing the income of farmers.
【Pilot program of central lottery funds】In 2013, seven counties in old revolutionary base areas were covered by the central lottery funds program and additional special funds of 87.5 million yuan was issued. As of the end of 2013, the central lottery funds program had implemented poverty alleviation projects in 160 impoverished villages of 15 poor old revolutionary base counties, covering 228,500 poor farmers and benefiting 1.0107 million people. In 2013, we completed the construction, remediation or hardening of village roads of 214 km; the reconstruction or hardening of village roads of 183.62 km; the construction of 169 centralized water supply points / towers; the reconstruction or renovation of 34 activity centers and clinics, the construction or improvement of courtyards for 489 households, the construction of 216 garbage tanks and 95 biogas digesters; the reconstruction of cooking stoves, toilets and pigsties for 771 households, the construction of planting bases of 35,145 mu and the breeding of 12369 pigs, cattle and sheep, 19290 small poultries and 11263 fishes; and held practical agricultural trainings for 19,394 person-times, boosting the economic development in old revolutionary base areas, improving the production and living conditions of farmers and enhancing the self-development ability of the masses.
【Foreign-funded poverty alleviation and international cooperation and exchange】In 2013, we successfully held the seventh "China - ASEAN Forum on Social Development and Poverty Reduction", the "Seminar on Laos’ Development and Poverty Reduction for Officials" and the "Seminar 2013 for Officials on the Development-oriented Poverty Alleviation Policy and Practice in Portuguese-speaking Countries" and strengthened the international exchange and cooperation with these countries in the field of poverty reduction, playing a positive role in promoting the exchange and cooperation in poverty reduction in Guangxi and serving China's diplomatic strategy.
Actively participated in the construction of the “Marine Silk Road” jointly launched by China and ASEAN, accelerated the construction of the China - ASEAN Poverty Reduction Center, carried out field research on the China – Laos poverty reduction and organized the official training on the poverty reduction and development in Laos, establishing new platform and expanding space for the international exchange and cooperation in the field of poverty reduction. Meanwhile, we strengthened cooperation with international NGOs. In 2013, jointly with the international NGOs, we completed the investment of 30.116 million yuan and the projects involved the construction of rural infrastructure, sustainable agricultural development, education, health, woman and child development, industrial development capacity building , disaster relief, etc., covering 21 counties, directly benefiting 607,000 people.

Poverty Alleviation and Development in Hainan Province
【Overview】In 2013, Hainan Province strengthened the leadership of poverty alleviation and development and adjusted the Leading Group for Poverty Alleviation and Development. Deputy Party Secretary of the Provincial Committee and the Provincial Governor acted as the Director, Deputy Party Secretary of the Provincial Committee and Deputy Provincial Governor acted as the Deputy Director, and the Leading Group members were composed of the Deputy Secretary-General of the Provincial Government and relevant leaders of 14 relevant organs, including the Provincial Development and Reform Commission, the Provincial Department of Agriculture, the Provincial Department of Finance, etc. In June, the Provincial Leading Group for Poverty Alleviation and Development organized 35 units, including the General Office of the Provincial Committee, the General Office of the Provincial Government and the Party Committee Organization Department, to set up six fixed-point poverty alleviation cross-checking groups to carry out quantization inspection and appraisal on the fixed-point poverty alleviation work of provincial organs and enterprises in 157 impoverished villages of 68 towns in 11 cities (counties). Increased efforts on poverty alleviation and development and, aiming to improve people's livelihood and increase farmers' income in poor areas and starting from poverty alleviation and development by entire village advancement, focused on industrial poverty alleviation, labor training and transfer, infrastructure construction and social assistance work. In 2013, a total of 7.5292 million yuan of financial funds and 101.58 million yuan of social relief funds were invested in the anti-poverty work, and financial institutions issued credit loans of 687.25 million yuan as well. The financial anti-poverty funds supported the entire village advancement of 60 impoverished villages, addressed the road problems of 209600 people and the safe drinking water problem of 32,000 people, held practical skills trainings for 46,000 person-times and transferred employments for 1491 people. Five national key counties (cities) for poverty alleviation and development in the province, namely Wuzhisha, Baoting Li and Miao Autonomous County, Qiongzhong Li and Miao Autonomous County, Baisha Li Autonomous County and Lingao County, recorded a GDP of 22.756 billion yuan, local fiscal revenue of 1.896 billion yuan and rural per capita net income of 7023 yuan, up 11.6%, 30% and 15.3% respectively. The rural poverty-stricken people were reduced from 687,000 to 623,000, with a decline of 64,000.
【Investment of poverty-relief funds】In 2013, the province invested a total of 752.92 million yuan of financial anti-poverty funds (of which 392.55 million yuan was the central government development funds, minority development funds and Food for Work funds, and 360.37 million yuan was provincial matching funds), with an increase of 54.67 million yuan over 2012, up 17.9%. The provincial departments integrated 153.98 million yuan of sector funds, the financial departments issued subsidized loans of 687.25 million yuan, and 101.58 million yuan were introduced by the fixed-point poverty alleviation units and raised by farmers. The central government funds for development were mainly for: First, industrial poverty alleviation: 106.2 million yuan, accounting for 47%; Second, infrastructure construction: 94.64 million yuan, accounting for 41%; Third, trainings: 26.5 million yuan, accounting for 12%.
【Management of poverty-relief funds】According to the requirements of the "Measures on
the Management of Financial Anti-poverty Funds" of the Ministry of Finance and the "Regulations on the Management of Financial Anti-poverty Funds of Hainan Province", we implemented the project management responsibility system and strictly implemented the system for establishing special accounts for poverty-relief funds, the reimbursement system and project announcement and publicity system, and carried out inspection and audit on the use of special funds for poverty reduction jointly with the provincial financial, audit and inspection departments. Hainan Province was rated Grade B in the performance assessment of anti-poverty funds organized by the Ministry of Finance and LGOP and awarded 11 million yuan.
【Infrastructure construction】In 2013, Hainan Province invested a total of 94.64 million yuan of financial funds to support the infrastructure construction and improve the production and living conditions in impoverished regions. Hardened rural roads of 187.5 kilometers in poor areas, built 278 bridges (culverts), implemented 44 drinking water projects (including well digging) and two water conservancy projects, built cultural rooms and facilities of 825 square meters in poor villages, addressed the road problems of 116800 people and the safe drinking water problem of 13900 people, and improved irrigation area of 2050 mu as well.
【Entire village advancement】In 2013, 14 member units of the Leading Group for Poverty Alleviation and Development in Hainan Province, including the Hainan Provincial Poverty Alleviation Office, Hainan Provincial Development and Reform Commission, the Provincial Department of Education, the Provincial Department of Finance, etc., jointly issued the "Circular on the Issuance of the ‘12th Five-Year Plan’ for Entire Village Advancement for Poverty Alleviation and Development in Hainan Province” (Qiong Fu Fa No.[2013] 1). The “Circular” clarified the general thinking of the entire village advancement program, the overall situation of the villages concerned, the objectives, tasks and safeguard measures, etc. Taking entire village advancement as an important platform for integrating all kinds of agriculture-related funds, the province focused on addressing prominent problems restricting the development of impoverished areas. In 2013, the province invested 585.45 million yuan of various types of funds (of which: 169.36 million yuan was central government anti-poverty funds, 160.53 million yuan was city and county government funds, 153.98 million yuan was integrated sector funds and 101.58 million yuan was raised by the masses) to complete the entire village advancement of 60 impoverished villages. We supported farmers’ planting of rubber, South China medicines and tropical fruits and vegetables of 94500 mu, helped poor villages renovate dangerous houses of 30,499 square meters,, hardened rural roads of 80.89 kilometers, built four bridges and 263 culverts, implemented 30 drinking water projects and five water conservancy projects, dug five wells and built cultural rooms and playgrounds of 4414 square meters.
【Industry poverty alleviation】In 2013, the province invested 106.2 million yuan of central
government’s anti-poverty funds (development funds) to support rural households to plant rubber,
betel nu and tropical fruits and vegetables of 118100 mu, benefiting 35866 households and 180095 people; and supported farmers to raise 25200 pigs, 1.427 million poultries, 5327 boxes of bees, 8.75 fished and 7136 sheep, turtles and civet cats, benefiting 40474 households and 180775 people. Arranged petty discount loans of 20 million yuan for poverty alleviation (of which 17.5 million yuan was central anti-poverty funds and 2.5 million yuan was petty loan interest discount funds) and guided the issuance of 687 million yuan of loans by financial institutions to support the development of production of poor rural households.
According to the principle of “voluntary participation, project driving, complementary advantages, cooperation for a win-win situation”, the province encouraged enterprises and specialized cooperative organizations to get involved in poverty alleviation and development. Ten enterprises, including Hainan Shennong Dafeng Seed Technology Co., Ltd., Hainan Pharmaceutical Co., Ltd and Hainan Silk Development Co., Ltd invested 41.69 million yuan and farmers provided land and labor services to develop sericulture, South China medicine, vegetables and melons, fungus,chicken raising, seed cultivation and labor employment projects. Through the project implementation, industrial support for villages, village – enterprise cooperation and overall advancement, the province finally increased the income of 34595 farmers from 6919 households by 2216 yuan per capita.
【Rain Plan】In 2013, Hainan Province invested 53.09 million yuan of various types of funds (of which 23.12 million yuan was central government financial anti-poverty funds, 26.38 million yuan was provincial anti-poverty funds and 3.59 million yuan was relief funds from schools) to support the training work of the “Rain Plan”, held a total of 1308 trainings for 65432 person-times, opened 204 secondary vocational education classes and recruited 2873 children from rural needy families. As of December 2013, the number of the students reached 8753, 1491 students graduated in 2013, and all the students achieved employment transfer. The poverty alleviation offices of 18 cities and counties (not including Sansha City) held 118 labor transfer trainings for 5911 person-times, held 923 rural practical skills trainings for 46167 person-times and held 62 village cadre trainings for 3110 person-times.
【Pilot program of mutual funds】Since the implementation of the pilot project of mutual funds in impoverished villages in 2007, Hainan Province has launched the pilot projects in 138 poor villages, including 38 in Qiongzhong Li and Miao Autonomous County, 17 in Baoting Li and Miao Autonomous County, 39 in Baisha Li Autonomous County, 19 in Wuzhishan City and 25 in Lingshui County. The total mutual funds amounted to 21.77 million yuan, of which 20.9 million yuan was financial relief funds and 696,780 yuan was raised by farmers. A total of 5756 rural households joined the mutual-aid societies, of which 4368 were impoverished households, accounting for 75.9% of the total, and a total of 29.132 million yuan of loans were issued, mainly to support farmers’ farming and planting of melons, vegetables, rubber, betel nuts and tropical fruit, etc.
【Pilot project of public lottery funds】In 2013, LGOP allocated 37.5 million yuan of central lottery funds and integrated 170.685 million yuan of agriculture-related funds for Hainan Province. The public lottery funds were mainly used to support the pilot entire village advancement projects of 22 old revolutionary base villages in Qiongzhong Li and Miao Autonomous County, Baoting Li and Miao Autonomous County and Wuzhishan City, involving the construction of 322 projects, including the hardening of rural roads of 73.4 km, the construction of 29 safe drinking water projects, cultural rooms of 500 square meters, 21 farmland and water conservancy projects, farmers’ planting of Chinese traditional herbs, tea and mulberry trees of 4585 mu, breeding of 2500 heads of livestock, etc., benefiting 4216 households and 18673 people.
【Construction of old revolutionary base areas】In December 2013, Hainan Province held the work conference on the construction of old revolutionary base areas and the General Office of the Provincial Government issued the "Opinions on Further Strengthening the Construction of Old Revolutionary Base Areas". In 2013, the province allocated 85 million yuan of special funds for the construction of old revolutionary base areas (of which 10 million yuan was provincial matching funds) and launched a total of 154 projects, including 135 rural road hardening projects, 121 road and culvert building (168.4 km) projects, five bridge construction projects, 13 drinking water projects, 3 cultural room construction projects, two entire village advancement projects and one memorial project, addressing the road problem of 92800 people and the safe drinking water problem of 18100 people.
【Poverty alleviation by science and technology】In 2013, Hainan Province invested poverty-relief funds of 4.03 million yuan and implemented 612 projects for poverty reduction by science and technology, involving scientific and technological consulting, training and service activities. We invited relevant experts and scientific and technical personnel of Chinese Academy of Tropical Agriculture and the College of Agriculture at Hainan University to hold 761 technical trainings on the planting of rubber, betel nuts and green orange, beekeeping, ganoderma lucidum, the breeding of pigs, rabbits and ducks for more than 31,000 person-times in 18 cities and counties, including Wuzhishan City, Baoting Li and Miao Autonomous County, etc., issued 36,000 copies of technical data and cultivated a number of villages and rural households specialized in the planting of rubber, bananas, nuts, fruits and vegetables.
【Social poverty alleviation】In 2013, Hainan organized 164 units, including the provincial organs, enterprises, institutions and the relevant city, county and district organs to provide counterpart support for 157 impoverished villages, and carried out the anti-poverty activities focusing on “moral support, opportunity seeking, financial aid and technical support”. In 2013, 589 provincial leaders and provincial organs and enterprises’ leaders carried out field research and gave instruction on theantipoverty work in the twinned impoverished villages, raised funds of 23.535 million yuan to help impoverished areas develop 155 projects, including rural road hardening, well digging, planting and breeding projects, benefiting 6351 rural households and 31755 people; held 55 practical skills trainings for 2768 cadres and farmers; and donated clothes, rice and edible oil of 2.979 million yuan (after converted into cash), benefiting 3786 households and 15144 people.
The Provincial Poverty Alleviation Office, the Provincial Postal Company, the Provincial Committee of the Communist Youth League, the Provincial Department of Education and Southern Metropolis Daily carried out the "Care Package" Campaign, raised donations of 446,000 yuan to subsidize 3856 needy students; carried out the "student-aiding" activity and raised donations of 6.675 million yuan to subsidize 925 needy college students; carried out the activity of “book donation” and donated 13480 dictionaries and reading materials for 7207 students from 22 schools in Qiongzhong, Lingao and Tunchang, etc.
The police forces stationed in Hainan carried out fixed-point poverty alleviation work in 32 poor villages. In 2013, they supported the poor villages to implement many projects, including road building, electric power supply, medical service, condolence to the objects of the Five Guarantee System, book donation, student aiding and teaching support, etc., donated a total of 477,200 yuan of relief funds and materials for the poor areas, benefiting 16,407 people.
【Fixedpoint poverty alleviation by central organs】In 2013, China National Offshore Oil Corporation invested 4.67 million yuan, China Electronic Information Industry Group Co., Ltd. invested one million yuan and the State Oceanic Administration invested 900,000 yuan to support the implementation of five construction projects in five key counties for national poverty alleviation and development, namely Baoting Li and Miao Autonomous County, Qiongzhong Li and Miao Autonomous County, Baisha Li Autonomous County, Wuzhishan City and Lingao County, benefiting 13,167 farmers.
【Poverty alleviation publicity】In 2013, Hainan poverty alleviation systems contributed 418 articles to the national, provincial, city, county medias and 369 were adopted, accounting for 88.3% of the total. Among them, four articles including the "Beautiful China in Large-scale Poverty Alleviation – Hainan Province" were printed in national media such as the "China reform News"; 25 articles, including the "Starting with Eliminating the Deep-rooted Causes in Poverty Alleviation" and the "New Thinking on Poverty Alleviation, Picture Drawing form Income Growth" were adopted by Hainan Radio Television Station and printed at the front page of "Hainan Daily" and other provincial medias; and 337 articles were printed by "South China Sea Network", the website of the Provincial Poverty Alleviation Office and the "Poverty Alleviation Trends".
【Poverty alleviation research】In 2013, after careful field research, Hainan Provincial Poverty Alleviation Office divided the impoverished regions in the same type of poverty with similar development conditions and geological locations into three contiguous poor areas: the western arid areas, northern volcanic zones and central ethnic minority areas, formulated the "Poverty Alleviation and Development Program for Western Arid Areas", carried out special field research on the "household poverty reduction" system and wrote three research reports.

Poverty Alleviation and Development in Chongqing
【Overview】In 2013, in accordance with the five functional orientations of the municipal party committee and the requirements of the construction of poverty alleviation demonstration zones in Wuling Mountain Area and Qinba Mountain Area, taking contiguous poor areas as the main battlefields, with the purpose to reduce poverty and increase the income of poor farmers, the poverty alleviation and development work in Chongqing highlighted six key points, namely the ecological relocation of residents living on high mountains, entire village / contiguous area development, the development of featured industries, human resources development, social poverty alleviation and fund management, focusing on reform, development and mechanism innovation, reduced the poor by 360,000, completed the entire village advancement of 450 impoverished villages, relocated 200,000 people living on high mountains, rebuilt and built rural highroads of 5100 km, addressed the drinking water safety problem of 220,000 people and completed training and subsidy issuance for 146,000 people. As a result, the rural per capita net income of the key districts and counties for poverty alleviation and development was three percentage points above the municipal average.
【Investment of poverty-relief funds】In 2013, Chongqing allocated a total of 1.56 billion yuan of special funds for poverty alleviation, of which 1.05 billion yuan was from the central government and 510 million yuan was from the city and government. The central government issued 400 million yuan for fixed-point poverty alleviation, Shandong Provincial government issued aid funds of 42 million yuan, relevant groups invested about 200 million yuan of relief funds and the value of the materials for “one circle” to support “two wings” reached 440 million yuan (“one circle”: One-hour economic circle, referring to the areas with a high level of development, strong environmental carrying capacity and good basic conditions in the city that have the conditions for development acceleration; “two wings”: Northeast and Southeast regions in Chongqing with a heavy task to take the lead in the city to address key problems in building a well-off society, achieve population transfer, accelerate development and improve people’s livelihood). Chongqing Council for the Promotion of Construction in the Old Revolutionary Base Areas raised a total of more than 18 million yuan of donations for old revolutionary base areas; Chongqing City Poverty Alleviation and Development Association raised more than .28 million yuan to support the establishment of the College Student Village Cadre Venture Equity Funds for Poverty Alleviation and Development, and raised 158 million yuan of equity funds from 16 units. Meanwhile, relying on the pairing-off poverty reduction by party cadres and members and some NGOs such as China Association of Poverty Alleviation and Development, China Foundation for Poverty Alleviation, Cao Dewang Foundation and Hong Kong Ethics Council, Chongqing raised more than 20 million yuan of relief funds.
【Management of poverty-relief funds】Successively introduced and improved the systems for financial supervision, full participation, special accounts, competition finalists, publicity, joint meeting, petition and complaints, voluntary supervision, audit and monitoring as well as performance evaluation to ensure safe and efficient operation of poverty-relief funds. Held trainings on 280 voluntary supervisors, more than 90 reimbursement persons and the cadres responsible for monitoring of 140 villages covered by the newly launched entire village advancement project to constantly improve their regulatory capacity. Introduced intermediary organs to participate in the poverty-relief program preparation, budget review and final account audit of the key counties to standardize the management for public operation, fully affirmed by relevant leaders of LGOP.
【Poverty alleviation in contiguous poor areas】According to guideline of "promoting poverty alleviation by regional development and boosting regional development by poverty alleviation", in conjunction with the Municipal Development and Reform Commission, the Municipal Finance Bureau and the Municipal Ethnic and Religious Affairs Commission, we completed the preparation of the implementation plans for poverty reduction in Wuling Mountain Area and Qinba Mountain Area, submitted to LGOP and the National Development and Reform Commission and got approval. Launched 98 projects in Wuling Mountain Area and Qinba Mountain Area, completed the construction of 15 projects, continued the construction of 69 projects and newly launched 14 projects with a fixed-assets investment of more than 20 billion yuan. Actively coordinated relevant municipal departments to prepare the industrial poverty alleviation planning for traffic and tourism sector, invested more in the construction of exit passageway of the two mountain areas, the construction of infrastructure such as rural highroads, minor drainage basin management and rural grid improvement to improve the traffic, water conservancy, energy protection and farmland facilities and thus achieve smooth travelling and drinking water safety in the contiguous areas. According to the principle of classified guidance and promoting work in all areas by pilot work based on actual situations, we promoted the implementation of poverty-relief projects in 18 small contiguous poor areas in the key districts and counties, benefiting 398,000 households and 1.31 million rural residents. Up to now, 2.296 billion yuan of government investment above county level has been issued to 18 key counties, 1810 projects have been covered by the planning, 619 projects have been completed, 463 projects are being implemented and 728 projects are planned to be launched.
【Entire village advancement】In 2013, Chongqing implemented a total of entire village
advancement projects in 1040 poor villages, including the newly launched projects in 140 poor villages, carried out inspection and acceptance of the third batch of entire village advancement projects in 450 impoverished villages launched in 2011 and found that all the projects met the relevant requirements for entire village advancement. In fact, 4.94 billion yuan was invested in the 450 impoverished villages that completed the construction of the entire village advancement projects, 10.972 million yuan per village, of which 710 million yuan was financial anti-poverty funds, 2.36 billion yuan was integrated funds of other sectors, 1.24 billion yuan was labor inputs of the masses and 630 million yuan was relief funds invested by poverty alleviation groups. The total investment / poverty-relief funds ratio was 7: 1 and the anti-poverty funds effectively promoted the poverty reduction work. Through combining entire village poverty reduction with the development of contiguous poor areas, activating the land contracting rights and making innovations to the household poverty reduction mechanism, we broke the three constraints in poor areas – weak infrastructure, poor capacity for industrial income growth and low level of protection of public services, the growth rate of rural per capita net income of impoverished villages exceeded the regional average and the appearance of poor villages was significantly improved.

Chongqing invested financial anti-poverty funds of 228 million yuan, launched pilot projects of mutual funds in 1313 impoverished villages of 32 districts (counties) and issued a total of 398 million yuan of loans to benefit 118,000 rural households with a repayment rate of 97%, addressing the fund shortage for industrial development of poor rural households. 【Ecological poverty-relief relocation on high mountains】Targeting at the “key districts and counties for poverty alleviation and development, impoverished villages and households”, Chongqing Poverty Alleviation Office prepared the plan for poverty-relief relocation on high mountains, integrated the financial relief funds, small loans for households, entire village poverty reduction funds and mutual funds, used 50% of the 50 million yuan of financial funds and the funds for social poverty alleviation, including the central organs’ fixed-point poverty alleviation, municipal groups’ poverty reduction and the support of “one circle” for “two wings” in poverty-relief relocation. 【Overview】In 2013, taking poverty alleviation and development as an important breakthrough for building a well-off society, adhering to making overall deployments for the development of contiguous poor areas and other regions, focusing on promoting the “poverty reduction in four major contiguous poor areas” and the “five major poverty reduction projects”, Sichuan Province strengthened relevant measures, put more efforts on the implementation and put in a total of 33.4 billion yuan of relief funds to boost the development of poor areas and poverty-stricken people, reducing the poor by 1.25 million.

【Entire village advancement】In 2013, we launched entire village advancement projects in 622 impoverished villages, built village roads of 2438.47 kilometers, transformed and improved farmland of 1674.93 hectares, increased planting base area of 25,241.53 hectares; constructed agricultural facilities of 913.13 hectares, developed 11571 major households engaged in farming, increased 19500 heads of livestock and 119500 poultries, newly set up or transformed 43 agricultural processing enterprises and cultivated 41 farmers’ specialized cooperatives. Carried skills trainings for 44,800 farmers and practical technical trainings for 295,400 rural residents, transferred employment for 10300 people; newly built or renovated school buildings of 6081 square meters, newly set up nine kindergartens, 71 village clinics, 140 village cultural rooms, reading centers and village committee activity rooms, 44 rural sports facilities and 5 rural supply and marketing points, and increased 453 users of rural radio and television, fixed-line telephone and mobile phone.
【Industry poverty alleviation】In 2013, the province arranged 120 million yuan of poverty-relief funds for industrial poverty alleviation, 2 million yuan per project, mainly to support the development of featured industries by 60 projects. Meanwhile, the government allocated 35 million yuan of discount funds for poverty alleviation, of which 17.5 million yuan was for household loans and project loans, guided the issuance of 933 million yuan of poverty-relief loans, including 583 million yuan of project loans and 350 million yuan of household loans. The household loans program covered 1,745 poor villages and 8799 households, increasing the income of farmers by 2159 yuan per household. 【Rain Plan】In 2013, the province arranged financial anti-poverty funds of 50.28 million yuan for labor trainings, allocated training subsidies for 64900 migrant workers, mainly for them to buy teaching materials, pay training fee, dormitory fee and buy necessary supplies. Differentiated subsidies were issued based on actual situations. 1200 yuan per capita was issued for the farmers in Aba, Ganzi and Liangshan Prefecture and minority autonomous counties to receive trainings and 800 yuan per capita for the farmers of other regions.

【Construction of old revolutionary base areas】There are a total of 81 old revolutionary base counties in Sichuan Province, of which 51 were national old revolutionary base counties, accounting for 62.96%, and 57 were in the four contiguous poor areas, accounting for 70.37%. 【Food for work】2013, the Food for Work and poverty alleviation relocation project covered
all the poor counties in the province, directly benefiting 67,000 households and 280,000 people. As a result, the rural per capita net income witnessed an average annual growth of 500 yuan. 【Social security】In 2013, the urban and rural minimum living security system, the five-
guarantee system and the medical assistance system issued living allowances for 567,000 people; provided medical assistance for 26,000 people in disaster areas and 113,000 poor people, issued urban medical assistance subsidy of 9.247 million yuan and rural medical assistance subsidy of 21.553 million yuan, issued relief funds of 2.628 million yuan for the urban residents with no source of income, no ability to work and no legal supporters and issued basic living allowance of 4.505 million yuan for 962 orphans in the disaster areas.
【Fixed-point poverty alleviation】In 2013, 22 central and state organs (units) were

【East-West pairing off poverty alleviation】In 2013, Zhejiang Province launched its counterpart support for the Tibetan areas of Sichuan, signed the "Agreement on Zhejiang - Sichuan Cooperation in Poverty Alleviation" and appointed 32 counties of seven cities to provide counterpart support for the 32 counties of two prefectures in the Tibetan areas of Sichuan Province. 【Poverty alleviation by army and armed police forces】In 2013, the Sichuan Provincial

【Construction of old revolutionary base areas】In 2013, Guizhou Province arranged financial anti-poverty funds of 60 million yuan to implement entire village advancement projects in 24 old revolutionary base areas, involving 26 villages of 23 old revolutionary base counties in seven cities (prefectures), covering 156,00 rural households and 606,000 people. The projects newly built (hardened) village and village team roads (tractor roads) of 318.86 km, newly built and hardened rural roads of 63.94 km between households, improving the traffic situation of project areas and providing convenience for rural people’s travelling; renovated houses for 698 families, hardened farmyards of 13,000 square meters, installed 220 street lamps, newly built 161 garbage tanks (boxes) and garbage treatment plants of 300 square meters, improving the rural hygienic conditions of the project areas and creating a clean living environment for farmers; newly built 126 impounding reservoirs of 107,000 cubic meters, installed drinking water pipelines of 90.32 km and newly built water supply and drainage ditches of 20.5 km, basically addressing the drinking water and sewage disposal problems of the project areas and providing safe and clean tap water for the masses in the project areas.
【Poverty alleviation parks】In 2013, 5.284 billion yuan was invested in 16 key poverty
alleviation parks, of which 254 million yuan was special relief funds, and the poverty alleviation parks recorded a GDP of 4.737 billion yuan and a sales revenue of 3.49 billion yuan. Now, 124 enterprises and 142 farmers’ cooperatives have moved into the parks, involving 270,000 farmers, and the poverty alleviation parks developed planting bases of 403900 mu and bred 1.0988 million heads of livestock, 2.6108 million poultries and 962,700 aquatic products.
【Foreign-funded poverty alleviation】In 2013, Guizhou Province strived for 854 million
yuan for pilot WB project of industrial poverty alleviation and rural development projects. The WB pilot demonstration project of industrial poverty alleviation in contiguous poor areas and the rural development projects of Guizhou have successfully passed the World Bank’s technical survey and will be launched in 2014. 76% of the overall objectives of the Japanese government loan project – environment and social development project in Guizhou Province have been completed, and the UNICEF projects have been launched in Liping and Songtao.

【Poverty reduction in contiguous poor areas】Formulated the "Provincial Implementation Plan for the Regional Development and Poverty Reduction in Contiguous Poor Areas and the County Implementation Plan for 91 Counties in the Contiguous Poor Areas (2011-2015)", issued the "Opinions on Promoting the Regional Development and Poverty Reduction in Contiguous Poor Areas", promoted the implementation of the regional development and poverty reduction plans for four contiguous poor areas, launched the demonstration projects of integrated poverty alleviation and development in 15 contiguous poor areas with central anti-poverty funds of 10 million yuan for each project, required the capital integration ratio should be no lower than 1:3, and guided the investment of more than one billion yuan of relief funds, benefiting more than 300,000 people.

【Pilot project of mutual funds in impoverished villages】As of the end of 2013, the province’s mutual funds amounted to 233.7 million yuan, of which 205.6 million yuan was financial funds from the governments above provincial level, 8.643 million yuan was paid by members of mutual-aid societies, and 19.46 million yuan was other funds. 【Social poverty alleviation】In 2013, the number of central organs assigned the task of
poverty reduction in Yunnan Province increased from 27 to 68 (some units were not involved in fixed-point poverty alleviation), the number of provincial organs for pairing-off poverty reduction increased from 217 to 257 and the number of state (city) and county (district) units involved reached 9979. In 2013, Oxfam Hong Kong invested aid funds of 8.64 million yuan and the provincial government issued matching funds of 1.7 million yuan to implement 20 aid projects in 8 counties (cities ) of Chuxiong, Dali and Baoshan Prefecture. The province issued financial anti-poverty funds of 442 million yuan, comprehensively launched the entire village advancement projects in the remaining 1301 impoverished villages involved in the “12th Five-Year Plan”, newly built roads of 2152.43 km (including inter-village roads of 506.44 km, village roads of 869.42 km and household roads of 776.57 km) and 218 bridges, addressing the travel problem of 362,000 people; dug 434 wells and paved drinking water pipelines of 519.13 km, addressing the drinking water problems of 98,000 people; built irrigation pipelines of 242.81 km, transformed farmland of 21,000 mu, developed planting area of 518,000 mu, breeding of 499100 heads of livestock (pig, cow, sheep) and 1.9618 million poultries, developed 450 small processing projects and supported 901 agriculture-related enterprises to lead the industrial development of 429,000 poor people. Through the poverty alleviation by entire village advancement, the province lifted 570,000 people out of poverty.
【Industry poverty alleviation】Shaanxi Provincial Poverty Alleviation Office issued the “Measures on the Management of Industrial Poverty Alleviation Projects in Shaanxi Province” and the “Measures on the Management of Demonstration Cooperatives for Poverty Reduction by Leading Enterprises in Shaanxi Province”, implemented provincial filing system for household projects, empowered the county (district) government to implement and manage the projects, and simplified the planning preparation procedures to shorten the project application time. The province arranged 118 million yuan of special funds for poverty reduction, implemented 146 industrialization poverty alleviation projects, benefiting 16,700 poor households; arranged 100 million yuan of subsidy funds for production development of poor households, benefiting 10,000 poverty-stricken households; arranged 1.23 billion yuan of poverty-relief discount loans to support 127 leading enterprises, covering and benefiting 540,000 poor households; and issued 1.291 billion yuan of petty household discount loans to support 41,700 poor households. 1,702 mutual funds associations issued a total of 310 million yuan of loans to support the production development of 80,000 households.
【Rain Plan】Shaanxi Provincial Poverty Alleviation Office and Shaanxi Provincial Department of Finance jointly issued the “Opinions on the Holding of Trainings of the Rain Plan in the New Stage” to regulate the project management. The government arranged 90 million yuan of anti-poverty funds for the training projects of the “Rain Plan”, completed the transfer training of junior and senior middle school students from needy families for 53,000 people, subsidized 23,000 high-skilled talents and trained 30,000 relocated people and poor migrant workers. Arranged 28.62 million yuan of special anti-poverty funds for the pilot reform of the “Rain Plan” implementation mode and subsidized 35800 senior vocational school students. 【Foreign-funded poverty alleviation】Invested 114 million yuan in the project area of Shaanxi Province to promote the implementation of Phase V WB Project, accounting for 106.9% of the annual investment, benefiting 24,000 rural households and 94,000 people, of which 96.62 million yuan was for CDD (infrastructure and public services of communities) projects, 10.18 million yuan was for CDF (community development fund) projects, 2.73 million yuan was for GEF (global environment fund) projects and 4.5 million yuan was for project management and monitoring.
【Social poverty alleviation】34 central ministries, commissions, enterprises and institutions carried out poverty reduction work in Shaanxi with a total investment of 196 million yuan, covering all the 50 key counties in the province, and launched 182 poverty relief projects. 554 provincial organs were designated to provide counterpart support for 554 low-income villages and invested and introduced 1.2 billion yuan for the implementation of more than 1200 relief projects. More than 1400 enterprises were involved in a new round of pairing-off poverty alleviation with a total investment of 155 million yuan. 【Poverty alleviation in contiguous poor areas】Shaanxi provincial government held the provincial teleconference on poverty alleviation and development and key-problem tackling in contiguous poor areas, and issued the "Industrial Poverty Alleviation Planning for Contiguous Poor Areas in Shaanxi Province". The General Office of the Provincial Committee and the General Office of Provincial Government issued the "Division of Labor Program on the Implementation of the ‘Several Policies to Support the Development of Contiguous Poor Areas’", established the poverty reduction mechanism of “government leadership, department cooperation and county implementation” for contiguous poor areas, and prepared the “Regional Development and Poverty Reduction Planning” for three national contiguous poor areas and two provincial contiguous poor areas. 【Poverty alleviation statistics monitoring】In 2013, Shaanxi province organized the poverty alleviation statistics monitoring in the contiguous poor counties and key counties for poverty alleviation and development, completed the field survey in 98 counties and administrative villages with anti-poverty task and 1100 rural households, completed the card establishment for archives for 7.75 million rural poor people living below the provincial poverty line of 2500 yuan (2010 constant price), providing detailed information on the households, villages and towns concerned and complete data of poor rural households in the county, and implemented the computerization management of the information of the poor. Poverty Alleviation and Development in Gansu Province
【Overview】In 2013, taking the 58 extremely poor counties in three contiguous poor areas as the main battlefields, making overall deployment on the anti-poverty work of 17 scattered poor counties, starting with “village and household linkage to enrich people”, adhering to the organic
combination of special poverty alleviation, industrial poverty alleviation and social poverty alleviation, Gansu Province improved the infrastructure of impoverished regions, cultivated income-generating industries to enrich people, held labor transfer training, provided jobs for labors to increase income and achieved remarkable results in poverty alleviation. Based on the national poverty line, the province lifted two counties (districts) (Ganzhou District and Sunan County), 90 towns and 1055 villages out of poverty and reduced the poverty-stricken people by 1.4 million. As a result, the poor population of the province declined from 6.922 million at the end of 2012 to 5.522 million, the incidence of poverty fell from 33.2% to 26.5%, 6.7 percentage points down, and the growth rate of rural per capita net income of the poor was two percentage points above the provincial average.
【Investment of poverty-relief funds】In 2013, a total of 3.335 billion yuan of financial funds for poverty alleviation was issued in the province, of which 3.065 billion yuan was central government funds (including 2.397 billion yuan for development funds, 200 million yuan for “three west” programs, 244 million yuan for Food for Work, 147 million yuan for minority development, 32 million yuan of discount funds for poverty relief loans, 8.2 million yuan for state-owned poor farms, 15.3 million yuan for state-owned poor forest farms, 2.16 million yuan for disability rehabilitation and 20 million yuan of special funds for “two prefectures”) and 270 million yuan was provincial matching funds. The Provincial Poverty Alleviation Office arranged 2.834 billion yuan, of which 2.614 billion yuan was central government funds and 220 million yuan was financial matching funds. Ex-situ poverty-relief relocation and loan interest discount projects integrated 504.53 million yuan of funds.
【Management of poverty-relief funds】In 2013, in order to standardize the fund use procedures and strengthen the management of relief funds, the province formulated the "Measures on the Management of Financial Anti-poverty Funds", gave priority to direct household-supporting livelihood projects focusing on industrial development, poverty alleviation by relocation, labor skills training and renovation of dilapidated buildings for the poor, and implemented the "four systems": First, the system for special account setting, management by specially-assigned person, fund earmarking for specified purpose only and closed operation; second, the county reimbursement system; third, the project management system: All anti-poverty funds shall be issued directly to projects, and the management, accounting, inspection and acceptance shall be strictly carried out for specific projects. 【Poverty alleviation in contiguous poor areas】In 2013, the province comprehensively launched the implementation of the poverty alleviation planning for the three contiguous poor areas and completed the provincial and county implementation plan preparation for Liupan Mountain Area, Qinba Mountain Area and Tibetan Area. In addition, the Ministry of Communications raised the subsidy standard for common national highway of Gansu Province by 2.6 times based on the standard during the “11th Five-Year Plan” period, double the subsidy standard for township asphalt (cement) roads and raised the subsidy standards for administrative villages by 1.5 times. Meanwhile, the province included Linzhao County and Jingning County into the list of traffic demonstration counties for poverty reduction in Liupan Mountain Area.
【Entire village advancement and entire township advancement】In 2013, the province
launched 677 entire village advancement projects and 72 entire township advancement projects. Through project construction, the province improved the production and living conditions of impoverished villages, solved villagers’ difficulties in income growth, drinking water, travelling, medical treatment and schooling, comprehensively improved the infrastructure in project areas and gradually improved public good, laying a solid foundation for rural economic development. Meanwhile, based on the entire village advancement, the project villages vigorously developed income-generating industries to enrich people. The industrial development pattern of “one product for one villages” gradually took shape in impoverished villages, poor people have got relatively stable income sources and the income-generating industries show a good trend of development.
【Employment transfer】In 2013, in accordance with the principle of working first and then settlement, the relevant counties and districts took employment transfer as an effective way to boost the development of poor areas and completed the labor transfer for 20,336 people.
【Industry poverty alleviation】In 2013, the province steadily promoted the implementation of featured competitive people-enriching industries to increase the income of farmers and herdsmen, completed the planting of double furrow corn of 4.02 million mu, potatoes of 46,000 mu, Chinese traditional herbs of 92,000 mu and vegetables of 48,000 mu, built 15,000 solar greenhouses and vegetable greenhouses, planted apple, walnuts, olive of 277,000 mu, built breeding bases of 13,000 mu, bred 113,000 sheep, 22,000 pigs, 20,000 cows, 156,000 chickens (ducks) and 2000 ostriches, built 19,000 brooders, planted 38,000 pasture, set up 137 rural home inns, supported the establishment of 768 poverty-relief mutual-aid societies and issued 600 million yuan of discount funds for poverty-relief loans.
【Labor training】In 2013, the province completed the training of 70,000 people according to
the Rain Plan and the training of 65,000 junior and senior high school graduates. Focusing on featured competitive industries such as herbivorous livestock, potato, fruit, vegetable and Chinese traditional herb industry, highlighting the demonstration role of science and technology, we completed the practical agricultural technological training for 286,000 person-times.
【Construction of old revolutionary base areas】In 2013, the province arranged special
funds of 20 million yuan to support the contiguous poor areas in Qingyang Old Revolutionary Base Area, implemented poverty reduction projects in the poor villages of five counties including Huachi, Zhenyuan, Ningxian and Heshui and, through entire village advancement, infrastructure construction, industrial development and labor training and transfer, improved the basic production and living conditions of the poor in old revolutionary base areas.
【Fixed-point poverty alleviation】In 2013, a total of 35 central and state organs were
designated to provide counterpart support for 43 poor counties of Gansu Province, covering all the
national key counties in the province. The 35 central and state organs sent a total of 343 cadres (including 38 ministers) to carry out field research in the twinned poor counties and sent 18 cadres to stay in the poor areas for poverty reduction. The relevant units assigned the task of fixed-point poverty alleviation issued 99.703 million yuan of relief funds directly to the poor counties, helped introduce 32.69 million yuan of various types of funds and 19 projects, held 38 trainings for 5,562 person-times and organized labor transfer for 37,560 person-times.
In September 2013, the CPC Gansu Provincial Committee issued the "Opinions on Strengthening and Deepening the Action of Village and Household Linkage to Serve and Enrich People" (Gan Fa No. [2013] 14), continued to promote the “double linkage” action with “units’ contacting with poor villages and cadres’ contacting with poor households” as the carrier and “village and household linkage to serve and enrich people” as the main content, focusing on 58 poor counties and 8790 impoverished villages, and mobilized 408,000 provincial, municipal (prefectural), county (city, district) and township cadres and 14411 organ and enterprise to contact 8790 poor villages and carry out the “double linkage” action. Every provincial leader concerned was required to contact one or two poor counties (cities, districts), one poor village and no less than five poor households; every department leader concerned was required to contact at least three poor households, every county and division head concerned was required to contact at least two poor households and other cadres each had to contact at least one poor household. A large-scale, integrated, regular fixed-point poverty alleviation pattern with full coverage of poor villages was established. The relevant units sent a total of 4,356 cadres to the poor villages and directly invested 1.618 billion yuan, helped introduce 2.662 billion yuan of various funds and 6056 projects, held 9,809 training courses for 1.0417 million person-times, organized labor transfer for 1.071 million person-times, addressed 102,000 urgent and difficulty problems for the masses, provided voluntary clinic services for 302,000 person-times and helped address 91,940 rural disputes.
【East-West poverty alleviation cooperation】In 2013, Tianjin municipal government increased the aid funds to 64.8 million yuan, up 8% over 2012. In May 2013, Tianjin Cooperation and Exchange Office, Gansu Poverty Alleviation Office and Gannan Prefecture People's Government signed in Lanzhou the agreement on "Directed Education of Medical Undergraduates by Tianjin City to Support Gannan Tibetan Autonomous Prefecture". Making use of the aid funds issued by Tianjin City Government, for three consecutive years from 2013 to 2015, Tianjin City cultivated 300 medical undergraduates in Tianjin Medical University and Tianjin University of Traditional Chinese for Gannan Tibetan Autonomous Prefecture. In July 2013, Tianjin City Front Headquarters of Counterpart Support for Gansu Province was set up. The first batch of six cadres were sent to work for three years in the poor areas of Gansu Province. On July 22, 2013, after the earthquake attached Min County and Zhang County of Guansu Province, Tianjin Municipal Government donated 5 million yuan of relief funds on July 23 and issued the counterpart support funds of 30 million yuan in advance to support the earthquake relief work on July 30. In 2013, Xiamen City Government raised the counterpart support funds for Linxia Prefecture
from 8 million yuan to 20 million yuan. In July 2013, according to the “Poverty Alleviation Program for Xiamen City to Province Counterpart Support for Linxia Prefecture (2012-2020)”, Xiang’an District of Xiamen City and Yongjing County of Linxia Prefecture, Haicang District and Jishishan County, Siming District and Linxia County, Huli District and Dongxiang County, Tong’an District and Kangle County, Jimen District and Hezheng County as well as Huoju High-tech Zone and Guanghe County signed the pairing-off poverty alleviation agreements and started the pairing-off poverty reduction work.
【Poverty alleviation by army and armed police forces】Lanzhou Military authorities
actively participated in the action of "village and household linkage to serve and enrich people"
in Gansu Province. It was clarified that every force must provide counterpart support for one impoverished village, every army-level cadre should contact two poor household and every division-level cadre should contact one extremely poor family. Seven senior officers of the military area respectively attended the activity of helping the poor organized by four ministerial authorities, invested more than 1.1 million yuan and donated more than 310 teaching facilities for four schools in the poor villages, including computers, TV sets, desks, etc. The Military Command invested 600,000 yuan to set up the village committee office building and the villagers’ cultural square jointly with the twinned poor village. 【Social poverty alleviation】In 2013, the province implemented the Action of "Private Businesses in Gansu Province", extensively mobilized private businesses to participate in the poverty alleviation and development in Gansu Province. 27 chambers of commerce directly affiliated to the All-China Federation of Industry and Commerce signed the strategic cooperation agreement on industrial development with 18 poor counties of Gansu Province. 45 chambers of commerce – member units of Joint Conference of Gansu Province Federation of Chamber of Commerce signed the pairing-off poverty reduction agreements with 18 national counties in contiguous poor areas, determined the poverty alleviation pattern of "overall planning by the poverty alleviation office, guidance by the federation of industry and commerce, cooperation with commercial association, voluntary investment by entrepreneurs and implementation in poor counties" and, in the form of “one meeting and one enterprise support one county or several counties and conferences support one county”, established the poverty alleviation and development mechanism of project driving, industrial support, complementary advantages, resource sharing and blood-making project in 18 aided counties to achieve the win-win situation. 18 counties, cities and districts signed 162 projects with the chambers of commerce affiliated to the All-China Federation of Industry and Commerce, the member units, entrepreneurs, deputy chairman and standing members of the Executive Committee of Joint Conference of Gansu Province Federation of Chamber of Commerce, the agreements value was 49.43 billion yuan, the contract value was 34.004 billion yuan and 13.133 billion yuan was issued.
On February 25, 2013, Gansu Provincial People's Government signed in Beijing the "Strategic Cooperation Framework Agreement" with five industrial associations, namely China Light Industry Federation, China Nonferrous Metals Industry Association, China Petroleum and Chemical Industry Association, China Building Materials Federation and China Federation of Logistics and Purchasing. Under the pattern of "one industry for one county", the five industrial associations determined the pairing-off poverty alleviation between 87 counties (cities, districts) of Gansu Province and 90 national industry associations and their branches (associations). As of the end of 2013, 19 counties (cities, districts) had signed a total of 13 industrial cooperation projects with a total investment of 12.433 billion yuan. 【Overview】In 2013, in the poverty alleviation and development, Qinghai Province earnestly implemented the major strategic decisions and deployments of the Central Committee of the CPC, the State Council, the provincial committee and government on poverty alleviation and development, strengthened the relevant measures, did a lot to promote the anti-poverty work, made constant innovations and successfully completed the scheduled task, reducing the poor by 213,000, overfulfilling the task. The rural per capita net income rose by 14%, reaching 6100 yuan. Qinghai was rated No.1 of Grade B in the national anti-poverty fund performance evaluation and got rewards of 11 million yuan of project funds. Qinghai Provincial Bureau of Poverty Alleviation and Development was named a provincial civilized unit by Qinghai Province.
【Investment of poverty-relief funds】In 2013, Qinghai Province issued a lot of 1.693 billion yuan of various funds for poverty alleviation, up 26.4%, with capital growth rate and increment both up to a record high, among which, 1.276 billion yuan was central financial anti-poverty funds, with an increase of 143 million yuan over the previous year, up 12.6%, 37.27 million yuan was aid funds of Liaoning Provincial Government, 8.32 million yuan was aid funds of the relevant cities and enterprises of Liaoning Province, and 417 million yuan was the provincial matching funds, with an increase of 211 million yuan, up 102%.
【Entire village advancement】In 2013, Qinghai Province put in a total of 1.106 billion yuan to launch entire village advancement projects in 380 poor villages, 20 villages more than the scheduled task. A total of 103 industrial projects were implemented and 190 poverty alleviation industrial bases were set up, benefiting 78,000 households and 318,500 people.

【Ex-situ poverty alleviation】In 2013, Qinghai Province invested 390 million yuan to launch 72 ex-situ relocation projects in 125 impoverished villages, relocating 12,400 households and 54,000 people; and invested 42.26 million yuan to implement follow-up industrial projects such as breeding, processing, trading and service projects to increase the income of 4211 households and 16900 people. Various industrial sectors invested 112 million yuan to construct matching infrastructure such as water supply and electric circuit projects, and the project villages basically achieved the goal of affordable relocation, steady development and access to wealth.
【Poverty alleviation in Tibetan areas】Urged the Tibetan areas to implement the “Regional Development and Poverty Alleviation Program for the Tibetan Areas of Qinghai Province” and invested 520 million yuan of central anti-poverty funds to launch special poverty reduction projects in the Tibetan areas.
【Special kinds of poverty alleviation】Coordinated the implementation of the "Three-year Special Poverty Alleviation Plan of Tongde County", invested 1.47 billion yuan to implement six major projects, completing the annual task. 【Financial poverty alleviation】To address the financing difficulty for poor villages to develop industries, strengthen their ability for sustainable development, speed up the process of poverty reduction and establish the diversified poverty-relief fund investment mechanism, involving financial anti-poverty funds, credit poverty alleviation funds, social donations and the funds paid by the poor to join the mutual-aid societies, the province invested 68 million yuan in 66 impoverished villages to implement pilot projects of financing poverty reduction, guided the issuance of 240 million yuan of various types of relief funds, effectively supported the poverty alleviation and development in poor areas and fundamentally addressed the serious shortage of funds for poverty alleviation, fully affirmed by the main leaders of LGOP.
【Pilot areas of poverty alleviation】Invested 27.5 million yuan to implement pilot mutual fund projects in 90 poor villages of Yushu City, Haiyan, Gangcha, Henan and Wulan County, effectively alleviating the shortage of development funds of poor households.
【Industry poverty alleviation】Prepared and implemented the regional development and poverty reduction planning and industrial poverty alleviation plans of two major contiguous poor areas, invested a total of more than 23.7 billion yuan and implemented the infrastructure, social and cultural construction and livelihood projects, successfully completing the scheduled annual task.
【Social poverty alleviation】Giving full play to the leading and demonstration role of fixed-point poverty alleviation, Qinghai Province effectively promoted the implementation of social poverty alleviation. 13 central and state organs assigned the task of fixed-point poverty alleviation invested 21.706 million yuan of relief funds in 15 national key counties for poverty alleviation and development and coordinated the investment of 253 million yuan to implement 26 aid projects. Qinghai Province selected ten thousand cadres to attend the “Five Advancement” activity and sent 5189 cadres to support the anti-poverty work in 634 key villages of 217 Tibetan towns. The provincial government issued 500,000 yuan of relief funds for each poor village (totally 317 million yuan), launched a new round of fixed-point poverty alleviation by provincial party and government organs and relevant units, designated 123 units to support 124 poor villages and 2822 cities (prefectures) and counties to support 2564 poor villages in the fixed-point poverty alleviation, put in a total of 135 million yuan in kind and cash and coordinated the investment of 256 million yuan of project funds to implement 550 projects; explored the establishment of local counterpart support mechanism and appointed 58 departments, units and regions to provide counterpart support for six counties in Guoluo Prefecture with an investment of 98.37 million yuan and introduced funds and materials of 86.13 million yuan; mobilized 46,000 cadres and people in the province to provide pairing-off support for 34,000 poor families, invested relief funds of 29.3 million yuan and introduced the investment of 21.87 million yuan of project funds to implement 300 aid projects. Mobilized 324 local enterprises to establish pairing-off cooperation relationship with 407 poor villages, invested 39.5 million yuan in kind and cash and implemented 105 projects.
【Post-disaster reconstruction】Completed the post-disaster restoration and reconstruction projects in the poor villages of Yushu with an investment of 460 million yuan, achieving success in the post-disaster reconstruction.
【Qinghai-supporting poverty alleviation】Developed provinces and central organs and enterprises made new progress in the pairing-off poverty alleviation with the Tibetan areas of Qinghai Province, issued a total of 1.136 billion yuan and implemented 288 project in 2013, injecting new vitality to the economic and social development and poverty alleviation in the six prefectures of the Tibetan areas.
【Cadre team building】To effectively address the poverty alleviation cadre problems in poor towns of the province, we actively negotiated with the Provincial Committee Organization Department and decided to provide full-time and part-time poverty alleviation cadres for 360 towns of 42 counties (cities, districts), fully affirmed by LGOP.
