Poverty Alleviation of State-owned Assets Supervision and Administration Commission of the State Council
【Overview】 In 2013, the State-owned Assets Supervision and Administration Commission (hereinafter referred to as SASAC) organized and guided central enterprises to participate in poverty alleviation and development and provide counterpart support for poor areas in Xinjiang, Tibet, Qinghai, etc. In 2013, based on the actual situation, SASAC adjusted the members of the leading group and office for coordinating the anti-poverty work in Xinjiang and Tibet, successively held the Poverty alleviation and development conference of central enterprises, the forum for central enterprises to support Qinghai, the forum on counterpart support for employment work of central enterprises, the forum on the counterpart support for Qinghai and the anti-terrorist conference for central enterprises in Xinjiang, etc. Mobilized and arranged central enterprises to further support Xinjiang and do a good job of counterpart support for Xinjiang and Qinghai and fixed-point poverty alleviation as well. In 2013, SASAC carried out the activity of awarding and praising advanced central enterprises and advanced individuals in poverty alleviation and development. SASAC leaders went to Xinjiang, Tibet and Qinghai to carry out field survey on the central enterprises’ anti-poverty work. Driven by SASAC, the central enterprises further promoted the anti-poverty work and increased investment in poverty alleviation and development, achieving new results.
In addition to fixed-point poverty alleviation and counterpart support, in the fields of electricity, telecommunications, oil and gas, grain and cotton, salt, transport, infrastructure and other areas related to national economy and the people’s livelihood, central enterprises have long played an important in protection and services and vigorously boosted the economic and social development in impoverished regions through industrial development, creating jobs and joint construction by enterprises and local governments, etc.
【Established the SASAC Coordination Group and Office for Counterpart Support for Poverty Alleviation in Xinjiang, Tibet and Qinghai】Based on a heavier task for central enterprises to support Qinghai, on July 29, 2013, SASAC issued the "Circular on the Establishment of SASAC Coordination Group for Counterpart Support for Poverty Alleviation in Xinjiang, Tibet and Qinghai" (Guo Zi Ting Fa Qun Gong No.[2013] 58), canceled the SASAC Coordination Group and Office for Counterpart Support for Poverty Alleviation in Xinjiang and Tibet, established the SASAC Coordination Group and Office for Counterpart Support for Poverty Alleviation in Xinjiang, Tibet and Qinghai to be responsible for coordinating the anti-poverty work by SASAC and central enterprises in Xinjiang, Tibet and Qinghai. SASAC Deputy Director and Member of CPC Committee Xu Fushun acts as the head of the Coordination Group. The General Office of SASAC, the Planning Bureau and enterprise leaders are responsible for the administration of No.1 Bureau, enterprises leaders take charge of No.2 Bureau and the Mass Work Bureau is a member unit of the Coordination Group, where the Coordination Group Office is located. Director of the Mass Work Bureau Xie Jun also acts as the Office Director of the Coordination Group Office.
【Support for Xinjiang】 In 2013, relevant central enterprises continued to provide counterpart support for Xinjiang, expanded the construction scale and vigorously promoted the implementation of aid projects in Xinjiang. In 2013, a total of 38 central enterprises invested in 7192 projects in Xinjiang with a total of investment of nearly 200 billion yuan. The central enterprises successively completed and are implementing a large number of major projects to boost the economic development and improve people’s livelihood in Xinjiang, and the central enterprises have become the backbone for energy resource development and infrastructure construction in Xinjiang. While promoting the industrial support for Xinjiang, the central enterprises effectively fulfilled their political responsibility and social responsibility, actively participated in social welfare and livelihood projects, took the lead to save resources and protect the environment, and carried out extensive anti-poverty work including cultural education, health care, disaster relief, personnel training, donations, industry support and fixed-point poverty alleviation. In 2013, the central businesses invested aid relief funds of 113 million yuan in Xinjiang.
【Support for Tibet】 In 2013, the central enterprises participated in economic and social development of Tibet with an investment of 18.355 billion yuan, launched 68 aid projects in Tibet and provided aid funds of 471 million yuan for Tibet. 16 central enterprises implemented 56 aid projects in Tibet with aid funds of 128 million yuan, including PetroChina, Sinopec, State Grid, CNOOC, the Shenhua Group, China Telecom, China Unicom, China Mobile, China FAW, Dongfeng Motor, Baosteel Group, Wuhan Iron and Steel Group, China Aluminum, COSCO Group Sinochem and COFCO.
【Support for Qinghai】 In 2013, the central enterprises invested 26.1 billion yuan in Qinghai. In addition to the 13 central enterprises designated to provide counterpart support for Qinghai in 2011, namely PetroChina, Sinopec, State Grid, China Huaneng, China Datang, China Huadian, China Guodian, China Power Investment Group, Shenhua Group, China Mobile, China Aluminum, China Sinochem and China Minmetals, three additional central enterprises joined the counterpart support for Qinghai, namely China Telecom, COFCO Group and Baosteel Group. In 2013, 16 central enterprises provided a total of 74 million yuan of aid funds for Qinghai.
【Advanced units and individuals selection and recognition activities for the poverty
alleviation and development by central enterprises】To summarize the achievements and experience of central enterprises in poverty alleviation and development over the past decade, publicize and encourage advanced units and individuals and mobilize central enterprises to further get involved in the poverty alleviation and development, in 2013, SASAC organized the advanced units and individuals selection and recognition activities for the poverty alleviation and development by central enterprises. Recommended by the central enterprises and approved by the Poverty Alleviation Work Coordination Group of SASAC and the Party Committee Meeting of SASAC, on January 18, we issued the "Decision of SASAC on the Recognition of Advanced Units and Advanced Individuals in the Poverty Alleviation and Development of Central Enterprises" (Guo Zi Fa Qun Gong [2013] No. 13) and named 71 advanced units and 113 advanced individuals for the poverty alleviation and development by central enterprises in the period from 2001 to 2010.
【Poverty alleviation and development conference of central enterprises】On January 26, 2013, the SASAC and LGOP held in Beijing the poverty alleviation and development conference of central enterprises, implemented the spirit of the "Outline for Development-oriented Poverty Reduction for China's Rural Areas (2011-2020)", the central poverty alleviation and development conference and the national videoconference on poverty reduction and development, summarized the anti-poverty work of central enterprises in the previous stage, exchanged experience, praised the advanced units and individuals and made deployments on the work in the new stage. Deputy Director of SASAC Jiang Zhigang and LGOP Deputy Director Zheng Wenkai addressed the meeting, and Deputy Director of SASAC Guo Jianxin presided over the event. The conference announced the "Decision of SASAC on the Recognition of Advanced Units and Advanced Individuals in the Poverty Alleviation and Development of Central Enterprises". Six central enterprises, namely AVIC, PetroChina, State Grid, the Three Gorges Group, Shenhua Group and COSCO Group each introduced their experience and practices in poverty alleviation and development as well as their arrangements for next step. More than 170 people attended the meeting, including relevant department principals of SASAC and LGOP, the principals of the 116 central enterprises undertaking fixed-point poverty alleviation task and representatives of the advanced units and advanced individuals for poverty alleviation and development of central enterprises. After the meeting, the magazine "China's Poverty Alleviation" printed an article on its interview with Jiang Zhigang on the poverty alleviation and development work by central enterprises.
【Work forum on central enterprises' counterpart support for Qinghai】On March 2, 2013, SASAC and the Qinghai provincial government held in Beijing the work forum on central enterprises' counterpart support for Qinghai to further study and implement the spirit of the Fifth Forum on Tibet Work and the work conference for central enterprises to provide counterpart support for Tibet and Qinghai, and made deployments on the central enterprises' counterpart support for Qinghai in the new stage. State Councilor and SASAC Director Wang Yong, and Qinghai provincial party secretary and director of Qinghai Provincial People's Congress Qiang Wei attended and addressed the meeting, when he was deputy secretary of Qinghai Province, Governor Luo Huining chaired the meeting, Luo Huining, the Governor and deputy party secretary of Qinghai Provincial Committee presided over the conference. Standing member of Qinghai Provincial Committee and Standing Vice Governor Xu Fushun introduced the overall situation of economic and social development in Qinghai Province and the counterpart support for the province. SASAC Deputy Director Huang Danhua and Jiang Zhigang, Deputy Secretary-general Guo Jianxin, and the standing member of Qinghai Provincial Committee and Organization Minister Qi Yu were present at the meeting. PetroChina, Shenhua Group, China Mobile and China Railway respectively introduced their experience and practices in supporting Qinghai and introduced their plan for the next step. More than 80 people attended the meeting, including representatives from relevant departments and bureaus of SASAC, principals of relevant departments and the governments of the recipient prefectures of Qinghai Province as well as the principals of 31 central enterprises participating in the economic and social development in Qinghai.
【Work conference on counterpart support for Qinghai】 During the China Qinghai Economic Restructuring & Investment / Trade Fair on June 10, 2013, in conjunction with the Qinghai provincial government, the United Front Work Department of CPC Central Committee, the National Development and Reform Commission and the Ministry of Finance, SASAC held a work conference on counterpart support for Qinghai. SASAC Deputy Director Xu Fushun, Qinghai Provincial Secretary and Provincial People's Congress Chairman Luo Huining, Vice Minister Si Ta of the United Front Work Department of CPC Central Committee and relevant principals of the National Development and Reform Commission and the Ministry of Finance attended and addressed the event. Representatives of the provinces, municipalities and ministries undertaking the task of counterpart support for Qinghai, and two central enterprises - State Grid, China Minmetals each delivered a speech at the meeting. A total of more than 160 people attended the conference, including the principals of relevant central organs, relevant departments of the State Council, the provinces, municipalities and central enterprises undertaking the task of counterpart support for Qinghai, the relevant departments of Qinghai Province and the relevant prefectures and cities.

Tibet】 On June 28, 2013, SASAC and the government of Tibet Autonomous Region held in Linzhi of Tibet an employment forum of the central enterprises providing counterpart support for Tibet to further promote relevant central enterprises to continue their counterpart support for the employment in Tibet. SASAC Deputy Director Xu Fushun, executive vice chairman of the Tibet Autonomous Region government Ding Yexian attended and addressed the event. Director of SASAC Tibet Work Coordination Group Office and President of the Mass Work Bureau Xie Jun presided over the meeting. Representatives of seven central enterprises, namely PetroChina, State Grid, the Shenhua Group, China Telecom, Dongfeng Motor, China Sinochem and CITIC Group each delivered a speech at the conference. A total of more than 80 people were present at the meeting, including relevant principals of Tibet Autonomous Region Party Committee Organization Department, Autonomous Region Development and Reform Commission, Department of Education, Department of Finance, Department of Human Resources and Social Security, SASAC, Linzhi Prefecture Administration Office of Tibet and relevant bureaus of SASAC, as well as the relevant principals of 17 central enterprises providing counterpart support for Tibet and the Human Resources Department heads as well.
【Symposium on counter-terrorism and stability maintenance by central enterprises in
Xinjiang】Based on the special situation in Xinjiang, on July 10, 2013, in cooperation with the State-owned Assets Supervision and Administration Commission of Xinjiang Autonomous Region and the State-owned Assets Supervision and Administration Commission of Xinjiang Production and Construction Corps, SASAC held in Urumqi the workshop on counter-terrorism and stability maintenance by central enterprises in Xinjiang. Party Committee Member and Deputy Secretary-General of SASAC Du Yuanquan, and the Xinjiang Autonomous Region Party Committee Member and Vice Chairman Kurexi Maihesuti attended and addressed the meeting. A total of more than 170 people participated in the conference, including principals of relevant departments and bureaus of SASAC and the party and government leaders of more than 70 central enterprises’ branches in Xinjiang. After the meeting, Xinjiang Work Office of SASAC coordinated the State-owned Assets Supervision and Administration Commission of Xinjiang Autonomous Region, the State-owned Assets Supervision and Administration Commission of Xinjiang Production and Construction Corps and the branches of central enterprises in Xinjiang to establish the joint meeting system for stability maintenance and emergency response by central enterprises in Xinjiang and support Xinjiang to do a good job of stability maintenance.
【Construction of the exchange center of Xinjiang-aiding cadres】 In April 2013, the Organization Department of Xinjiang Autonomous Region Party Committee sent a letter to SASAC, asking for SASAC to coordinate relevant central enterprises to issue 20 million yuan of aid funds to support the construction of the exchange center of Xinjiang-aiding cadres. In accordance with the instructions of SASAC leaders, we coordinated PetroChina, State Grid Shenhua Group, China Mobile and State Development & Investment Corporation which has invested heavily and launched a large number of projects with good effects in Xinjiang to support the construction of the exchange center. As of September 2013, the five central enterprises had each donated 4 million yuan to the Organization Department of Xinjiang Autonomous Region Party Committee. In July 2013, in accordance with the instructions from the State Council on relevant letter of China Welfare Fund for the Handicapped (hereinafter referred to as the Foundation), SASAC organized some central enterprises to support relevant charitable projects of the Foundation. In consultation with the Foundation, SASAC arranged 21 central enterprises to get involved in the work, namely Norinco Group, PetroChina, Sinopec, CNOOC, State Grid, China Huaneng, Shenhua Group, China Mobile, FAW Group, Dongfeng Motor Corporation, Baosteel Group, Air China Group, China Southern Airlines Group, COFCO, China State Construction, China Development Investment Corporation, China Merchants Group, China Resources Group, China National Machinery Industry Corporation, China National Building Materials Group Corporation and China Communications Construction Company Limited. The central enterprises donated funds to set up the "central businesses’ charitable projects” in the Foundation, reflecting the characteristics of central enterprises and creating charity brand of central enterprises.
As of the end of 2013, the relevant central enterprises donated 17 million yuan to the Foundation, mainly to support five charity projects, namely the "sight restoring action", "hearing restoring action", "autistic children rescue plan", "computer training classroom for the blind" and the "rehabilitation station for communities of people with disabilities".
【Employment of soldiers' dependents and children of Malan Base in Xinjiang】According to the recommendations and requests of Xinjiang Autonomous Region, considering the special difficulties of Malan No.21 Experimental Base in Xinjiang (hereinafter referred to as Malan No.21 Base), SASAC organized 12 central enterprises to carry out field research in Malan No.21 Base and provide jobs for dependents and children of Malan No.21 Base jointly with local state-owned enterprises in Xinjiang. In May 2013, the regional government held a job fair especially for Malan No.21 Base. Relevant enterprises relaxed the employment barriers, streamlined the hiring procedures and employed a total of 71 people (including 7 children above 40 years old and three people with disabilities), of whom 42 were employed by central enterprises and 29 by local state-owned enterprises. On June 5, the signing ceremony for central enterprises and local state-owned enterprises to hire the dependents and children of Malan No.21 Base was held. SASAC Deputy Director Xu Fushun, Vice Chairman of the Xinjiang Autonomous Regional Government Kurexi Maihesuti attended and addressed the event. Political Commissar Kong Lingcai of Malan No.21 Base delivered a speech and deputy political commissar Liu Sigang presided over the signing ceremony. Representatives of PetroChina and Xinjiang Zhongtai Group each delivered a speech at the meeting on behalf of the central enterprises and local enterprises respectively. Relevant principals of relevant bureaus of SASAC, relevant units of Xinjiang, Malan No.21 Base, 12 central enterprises and 11 supervision enterprises of Xinjiang State-owned Assets Supervision and Administration Commission participated in the conference.
【The Third Job Fair of Central Enterprises for College Graduates of Tibet, Qinghi and Xinjiang】 To solve the employment problem of the college graduates in Tibet, Qinghai and Xinjiang, on December 18, 2013, SASAC, the Ministry of Education and the Ministry of Human Resources and Social Security jointly held the Third Job Fair of Central Enterprises for College Graduates of Tibet, Qinghi and Xinjiang in Sichuan University, and 50 central enterprises provided nearly 3,000 jobs. In 2012, the SASAC held twice the job fair of central enterprises for college graduates of Tibet, Qinghi and Xinjiang.
【Co-construction by the Youth League of Central Enterprises and the Youth Leagues
of the counties, cities and districts of Hebei surrounding Beijing】 In 2012, Central Enterprise Youth League Working Committee signed the "Memorandum of Understanding on Cooperation" with Hebei Provincial Youth League Committee, and 14 central enterprises signed the cooperation agreements with 14 counties (cities, districts) of Hebei Province surrounding Beijing. As of the end of 2013, through student and teaching support, afforestation, voluntary public service and field research in enterprises, Central Enterprise Youth League Working Committee and Hebei Provincial Youth League Committee carried out a total of 46 co-construction activities with direct investment of more than 2.6 million yuan and donated more than 6200 items of clothing, more than 230 sets of stationeries, more than 1200 books, 25 computers and a lot of sporting goods, saplings, etc. China Huaneng, for example, invested nearly one million yuan to improve the teaching conditions of Huailai County. CETC set up the hope school of “Love CETC” in Fengning County and “China CETC” computer classrooms. COMAC organized excellent young people of big factories to hold the winter camps of "plane visiting in Shanghai" for twice, etc.
【Fixed-point poverty alleviation】 In 2013, central enterprises were designated to provide
counterpart support for 239 national key counties for poverty alleviation and development, established pairing-off partnership with the poor counties arranged by a few local governments, invested a total of 1.421 billion yuan in fixed-point poverty alleviation, implemented a total of 463 fixed- point poverty alleviation projects, sent 125 poverty-relief cadres to poor areas, held 101 trainings for more than 10,000 technicians, built 122 schools, subsidized 10156 needy students and set up 868 hospitals (clinics).
SASAC authorities were designated to provide counterpart support for Pingxiang County of Hebei Province. In early 2013, SASAC set up the Leading Group and Office for the SASAC authorities’ poverty alleviation work. In March, we coordinated the Leading Group to hold talks with main leaders of Pingxiang County Committee and County Government as well as the working staff of relevant departments and established a working relationship. Subsequently, the Coordination Group Office carried out field research in Pingxiang County and formulated the “Work Plan of SASAC Authorities on Counterpart Support for Pingxiang County”. In July, SASAC Deputy Director Xu Fushun met with the main leaders of Pingxiang County Committee and County Government. In December, the SASAC authorities sent a cadre to act as the Standing Committee Member and Deputy Governor of Pingxiang County.

【Overview】 In 2013, State Administration of Press, Publication, Radio, Film and Television of the People’s Republic of China (SAPPRFT) conscientiously implemented the national poverty alleviation and development work plans and requirements and actively promoted the construction of radio and television industry in poor areas. First, focused on the implementation of the project of "extending radio and TV coverage to every village", extending direct broadcast satellite coverage to every household and rural film projects to improve public services; Second, focused on strengthening the construction of radio and television programs in minority languages to meet the needs of minority people.
【Project of "extending radio and TV coverage to every village"】 The impoverished regions in central and western areas are the key areas of the project of "extending radio and TV coverage to every village". There are two major construction tasks during the “12th Five-Year Plan” period: First, continue to solve the radio and TV program problem of the “blind” villages not covered by the radio and TV program in remote rural areas with poor natural conditions through providing live satellite TV programs, and address the radio and TV coverage problem of the natural villages with access to electricity with less than 20 households and the rural areas that got access to electricity recently; Second, strengthen the infrastructure construction for the wireless transmitter stations in mountainous areas to further consolidate and enhance the effectiveness and level of radio and TV programs for the rural masses covered by wireless transmitter station service. As for the coverage of the “blind villages”, as of the end of 2013, the state had issued 1.8 billion yuan of central financial funds for the construction of “blind villages”, organized 2 broadcast satellite receiving equipment biddings for the procurement of 8.18 million sets of equipment and completed the construction of650,000 “blind villages” with access to electricity and less than 200,000 rural households. As for the infrastructure construction for radio transmitter stations in mountain areas, As of the end of 2013, after negotiation with the National Development and Reform Commission, we approved the overall construction program of 24 provinces (autonomous regions, municipalities) and Xinjiang Production and Construction Corps. In 2013, the state issued central government funds of 337.42 million yuan for the first time to support the relevant project construction in the related provinces and autonomous regions.
【Rural movie show project】 With a history of one decade, rural digital movie projection program has constantly enriched its contents, expanding its scale and increasing its effects, played a positive role in meeting the spiritual and cultural needs of the peasant masses and promoting the construction of new socialist countryside, and has become an important carrier of rural spiritual
civilization and an important brand of public cultural services. As of 2013, China had set up a total of 249 digital cinemas in rural areas and nearly 50,000 rural digital film projection teams. In 2011, 2012 and 2013, about 8 million movies were shown every year with audience of 1.5 billion annually, and we overfulfilled the public movie projection task. In 2013, the central government provided subsidies of 719.86 million yuan for the movie project in rural areas of 22 central and western provinces and autonomous regions.
【DBS service for all rural households】 To implement the important instruction of central leaders on giving play to the role of DBS in expanding the coverage of rural TV programs, SAPPRFT organized the implementation of DBS service projects for all rural households in the rural areas without access to cable network nationwide. In 2013, the national broadcasting and TV system continued to promote the construction of DBS service projects for all rural households and continued to improve the public service operation and maintenance system. As of the end of 2013, this program had covered a total of 13.094 million households and newly set up more than 3000 franchised outlets. Smooth progress was made in the project construction and the DBS maintenance system began to take shape. Ningxia, Gansu, Guizhou, Qinghai and Inner Mongolia had fully completed the project construction tasks, and Ningxia, Guizhou and Hainan basically achieved a full coverage of the service system, improving the public radio and television service levels in rural areas. With the implementation of the first batch of DBS service projects for all rural households in the whole province, in the second half of 2013, the central government arranged 1.186 billion yuan of funds "substituting subsidies with rewards" to support the implementation of DBS projects in 15 provinces (autonomous regions) to expand the coverage of the program, namely Hebei, Shanxi, Jilin, Heilongjiang, Anhui, Jiangxi, Henan, Hubei, Hunan, Inner Mongolia, Guangxi, Chongqing, Sichuan, Qinghai and Xinjiang. In November 2013, SAPPRFT and the Ministry of Finance jointly issued the project target responsibility documents and special rewards and subsidies for the provinces undertaking this task. In 2014, we planned to develop about 11.86 million new households for DBS service.
【Terrestrial digital TV coverage demonstration network project】In order to strengthen the construction of terrestrial digital TV coverage demonstration network in rural areas and address the program coverage problem of local prefectures and counties, SAPPRFT supported Ganzi Prefectural Committee and Government of Sichuan Province to implement terrestrial digital TV demonstration network projects with terrestrial digital television technology in rural areas of Kangding County. While achieving central and provincial programs’ full coverage through DBS, we achieved full coverage of prefectural and county programs by means of terrestrial digital TV, distributed and installed 6000 set-top boxes to address the difficulty for more than 20,000 people to receive local TV programs, and established an emergency broadcast content announcing method for FM and digital terrestrial television to improve public radio and television service levels in rural areas.
【Donation of films and TV movies】According to existing working mechanism, in 2013, we organized film and TV movie production units to donate 2000 episodes of TV series and 36000 minutes of TV cartoons for border and minority areas like Xinjiang, Tibet and Sichuan, and recommend 80 movies (including 60 feature films and 20 popular science films) as films in minority language to be translated and provide materials for the translation and production. Under the principle of "paying equal attention to construction and development", while promoting capacity building for minority language translation, we strive for special operating fees every year to ensure the normal operation of the facilities and equipment and arranged translation work for broadcasting and TV programs in minority languages, greatly enhancing the radio and TV program translation and production capacity of minority areas and enriching the spiritual and cultural life of ethnic minority people.
【Fixed-point poverty alleviation】In 2013, SAPPRFT continued to provide counterpart support for Ganzi Prefecture of Sichuan Province, supported the upgrading of broadcasting and TV equipment in relevant prefectures and counties, strengthened publicity and donated program sources. SAPPRFT invested 2 million yuan to support Ganzi Prefecture TV Station to achieve the online broadcasting in Tibetan and Chinese language and 3G mobile phone watching; invested one million yuan in the construction of the direct broadcasting room of Ganzi Prefecture Radio and TV Station and the construction of the broadcasting and recording rooms of Ganzi, Seda, Litang and Dege County; donated broadcasting and TV equipment valued 2.47 million yuan and donated 6000 rural public digital movies and 30 TV programs and films; invested 800,000 yuan for the production of a cultural tourism advertising video "Holy Ganzi" for Ganzi Prefecture, the production of the advertising video "Dege Scripture Printing Lamasery" for Dege County. The advertising video "China · Dege" produced for Dege County was shown in CCTV6 six times a day, and has been shown for nearly 300 times so far with advertisement value of nearly five million yuan. Committee member, Deputy Director Sun Shoushan acts as the head of the Leading Group, and main leaders of the General Office, Party Committee, Personnel Division and Finance Division are the members. The Leading Group Office is in the Administration Department of the General Office (hereinafter referred to as the poverty alleviation office) to be responsible for the daily work of fixed-point poverty alleviation. In 2013, SAPPRFT leaders and people from relevant divisions (bureaus) carried out field research in the two poor counties for many times. Through holding talks with local county committee and government and interviewing the masses, we got a lot of first-hand information and understood the cultural and economic development status and the needs of economic and social construction of the two counties, laying a good basis for our anti-poverty work.
【Poverty alleviation by sending cadres】 From 2012 to 2013, two poverty alleviation cadres of SAPPRFT named Lu Zhou and Zhang Zefeng respectively acted as temporary cadres in Huguan and Pingshun of Shanxi Province. The two cadres overcame the difficulties in getting used to the local lifestyle, the poor working conditions and language environment, set high standards for themselves, visited local farmers, learned from local cadres and the masses, quickly switched their roles and devoted to local everyday work in a relatively short time. During the two-year serving period, the two cadres did a lot of practical and good things for the masses in poor areas and established a profound friendship; with local cadres and the masses. Making use of the resources of SAPPRFT authorities and other associated organizations, they made new contributions to the development of the national key counties for poverty alleviation and development, highly praised by local cadres and the masses. Meanwhile, at the front line of poor areas, they carried out in-depth study of some poverty alleviation issues and made suggestions on promoting national poverty reduction work for a bright prospect.
【Tourism promotion-based poverty reduction】 Huguan and Pingshun County of Shanxi
Province have unique tourism resources - the Taihang Grand Canyon. As it was lately developed, the infrastructure needs improvement. In order to revitalize the local tourism resources and promote the development of local tourism industry, SAPPRFT coordinated some media to make more propagandas on the two counties to open the tourism market.
Publication of the tourist publicity pamphlet "Taihang Grand Canyon". Under the direct coordination of the SAPPRFT leaders, sponsored by the Commercial Press, the tourist publicity pamphlet "Taihang Grand Canyon" was officially published at the cost of 560,000, involving 7000 paperbacks and 3000 hardcovers. The poverty alleviation office of SAPPRFT published the album of painting "Pingshun" to make propagandas for the tourism in Pingshun County; and contacted Chinese Photographers Association to hold the landscape photography contest themed on "Beautiful Shanxi, Picturesque Pingshun" for Pingshun County.
【Infrastructure construction】 Huguan and Pingshun County are both in Taihang Mountain Area and have a long history as old revolutionary base areas, but the traffic conditions are poor and the cultural relics and historic sites are out of repair. To promote the development of local tourism industry and boost local economic development, the poverty alleviation office of SAPPRFT actively conducted coordination work based on actual situations of local area.
Invited relevant experts of the State Administration of Cultural Heritage to carry out field research in Pingshun. After communication, the State Administration of Cultural Heritage agreed to issue 64 million yuan to repair Jindeng Temple, an important unit in Pingshun County. In 2013, 7.6 million yuan of early research funds was issued by the company certified by the State Administration of Cultural Heritage, and the restoration of cultural relics was launched.
The outer ring road project in the west part of Huguan County was officially approved. Coordinated by SAPPRFT Deputy Director Yan Xiaohong and supported by relevant leaders of Shanxi Province, the outer ring road project in the west part of Huguan County was officially approved, and Shanxi Province provided subsidy funds of more than 30 million yuan for the project.
Assisted Pingshun County to successfully apply for more than 40 million yuan of funds for red tourism ringroad building of 16.2 kilometers from the Ministry of Transport.

【Poverty alleviation by developing culture, education and medical services】The development of culture and education industry in Huguan and Pingshun County lags behind and the medical equipment in these two counties is very simple. The poverty alleviation office of SAPPRFT took the initiatives to carry out relevant work by putting heads together.SAPPRFT leaders go to the two poor counties in the Spring Festival every year, donated 240,000 yuan to help the poor and needy students; contacted professors of Party School of the CPC to give lectures on the Party’s history, invited Professor Liu Baodong, Vice President of the Cadre Education Institute of Party School of the CPC to give a lecture themed "The Communist Party of China and the Great Rejuvenation of the Chinese Nation" on the cadres of the whole county of Huguan. Poverty Alleviation of State Forestry Administration
【Overview】 In 2013, the State Forestry Administration of the People's Republic of China (hereinafter referred to as the State Forestry Administration) implemented the spirit of the central poverty alleviation and development work conference. Combined with the implementation of the "Outline of the Program for Fixed-point Poverty Alleviation of Forestry Sector" and the construction of key forestry projects, taking advantage of the forestry resources of the Jiuwan Mountain, in order to improve the ecological situation in poor areas and enhance the self-development capacity of impoverished regions and people, the State Forestry Administration further increased support for the areas covered by the fixed-point poverty alleviation and achieved remarkable results. The ecological environment in Jiuwan Mountain Area has been significantly improved, the basic pattern of economic forest-based leading industry has taken shape, the number of poverty-stricken people was reduced year after year, and we embarked on a forest-based poverty alleviation and development path relying on local natural resources.
To promote the implementation of a new round of poverty alleviation and development by the forestry sector, in accordance with the spirit of the central poverty alleviation and development work conference and the overall deployments of the state on anti-poverty work, based on the development situation of forestry industry, under the guideline of "industry-driven comprehensive development based on local conditions with ecological priority", we organized relevant parties to prepare the "National Poverty Alleviation Program for Forestry Sector (2013-2020)" and the forestry-based poverty reduction planning of 11 contiguous destitute areas. As a programmatic document on the poverty reduction by forestry in contiguous destitute areas, this program puts forward the general idea, basic principles, objectives and key tasks of the forestry-based poverty reduction in the coming stage and provides industrial guidance for the orderly implementation of poverty reduction by forestry sector.
【Forestry infrastructure construction in poor areas】 In 2013, the State Forestry Administration arranged a total of 666 million yuan of forestry construction funds for 19 poor counties involved in its fixed-point poverty alleviation to promote natural forest protection, returning farmland to forest, Pearl River shelterbelt construction, fast-growing and high-yield plantation base construction, the construction of nature reserves, infrastructure construction on seedlings bases, forest fire prevention, forest public security, timber and forest product processing, etc., playing an important role in accelerating the afforestation in Jiuwan Mountain Area, protecting and improving local ecological environment, increasing reserve forest resources, improving forest outputs, adjusting forestry structure, improving forestry infrastructure in poor areas, enhancing forest resource protection capacity, giving play to resources advantage and increasing the income of farmers.
【Poverty alleviation by science and technology】 Forestry science and technology promotion and technology are the key initiatives to enhance the skills of farmers to get rich. We organized various types of forestry technical and management trainings and organized relevant experts and technicians to actively promote the application of forestry practical skills in rural areas and give instructions on addressing technical problems, improving the technology awareness and levels of local cadres and the masses. In 2013, the State Forestry Administration entrusted the International Centre for Bamboo and Rattan to hold five technical trainings on forestry-based poverty reduction for 420 people, including the management and technical personnel of forestry departments, major planting households and foresters. The trainings were mainly about bamboo processing, utilization and innovation technologies, high-yield cultivation techniques with bamboo resources, bamboo pest control technology, bamboo and bamboo products art, cultivation of improved oil-tea camellia varieties, high-yield cultivation and low-yield forest transformation technology, camellia oil nutritional quality and processing quality control technology, etc.
【Poverty alleviation by sending cadres】 Cadre and personnel support is also an important part of forestry-based poverty alleviation. In 2013, the State Forestry Administration sent a total of 13 cadres at all levels to poor areas. The cadres carried out in-depth field research, did a lot of practical things and good things for local residents in Jiuwan Mountain Area and made a positive contribution to the coordinated development of the local ecology, economy and social undertakings.
【Newspaper delivery to the countryside】 According to the fixed-point poverty alleviation plan of the forestry sector, in 2013, we continued the activity of newspaper delivery to the countryside, entrusted China Green Times to send 800 pieces of "China Green Times" regularly to 380 towns of 19 poor counties in Jiuwan Mountain Area in Guizhou and Guangxi so that the masses could timely learn the forestry policies and various types of information on how to shake off poverty through the development of forestry industry.
【Pro-poor measures】 In accordance with the spirit of the central work conference on poverty alleviation and development and the requirements of the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, the State Forestry Administration adopted a series of important measures and increased support for poor areas, achieving new progress and results.
1. Strengthened ecological protection and maintained the ecological safety in poor areas. Over the years, the State Forestry Administration continued to increase investment in Jiuwan Mountain Area and focused on strengthening forestry infrastructure construction, strengthening the construction of protected areas, creating fast-growing high-yield forests and improving the ecological conditions of mountain areas. Through these measures, we promoted the development of forestry industry in Jiuwan Mountain Area and boosted local economic development. The Jiuwan Mountain Area achieved a full coverage of key forestry projects. Combined with the implementation of relevant national programs, we’ll strive to make the total investment in the forestry of poor areas in Jiuwan Mountain Area in the “12th Five-Year Plan” period to exceed that during the “11th Five-Year Plan” period, curb the trend of local ecological deterioration, reduce the natural disaster hazards, improve the production and living conditions of poor areas, broaden the survival and development space and provide a strong support for the sustainable development of regional economy and the construction of a moderately well-off society.
2. Developed featured forestry industry to promote the ecological poverty reduction in poor areas. Adhering to the development path of “industrialization of ecological construction and ecologicalization of industrial development”, we gave play to the dual function of forestry in promoting ecological and economic development, combined ecological management with industrial development and combined poverty reduction with wealth accumulation for the maximum benefit. Based on the economic development status, resource characteristics and industrial advantages of the poor counties in Jiuwan Mountain Area, combined with the ongoing major forestry projects, based on the market demands, we focused on helping the poor areas to design and develop a number of competitive new economic forests, fast-growing high-yield forests, improved seedling cultivation, ecological tourism and other green industries as well as matching infrastructure construction projects with good prospect, little investment, quick effect and a large number of beneficiaries that play a leading role in helping the poor shake off poverty and get rich. Through project construction, we improved the self-survival and self-development capacity of the poor and effectively reduced the poverty in the contiguous destitute areas.
3. Deepened forestry reform and made innovations to the institutional mechanism for forestry poverty alleviation. Focused on institutional innovation, mechanism innovation and technological innovation to activate the inherent development vitality and power of poor areas and poor households. Through actively providing financial, project, information and technical support for poor areas, we explored the establishment of the mechanisms and models that can effectively be connected with the market and can constantly expand reproduction; continued to deepen the reform of collective forest right, formulated and improved the policies, further released the huge potential of forest and woodland resources to help farmers embark on the path of poverty reduction; vigorously developed the non-public forestry, encouraged forestry enterprises to attract private capital for forestry poverty alleviation and development through market operations such as launching joint stock companies, contracting, renting, merging and acquiring businesses, and mobilized all circles of society to get involved in forestry poverty alleviation to bring new vitality to the poverty alleviation work with new mechanisms.

Poverty Alleviation of China National Tourism Administration
【Overview】 In 2013, through policy innovation, financial support, product creation, planning guidance, personnel training, publicity and promotion, China National Tourism Administration supported Jiangkou County of Guizhou Province, Aershan City of Inner Mongolia and Bama County of Guangxi to develop tourism industry, focusing on supporting the development of tourism industry in Guizhou and Qianxinan Experimental Zone. On this basis, we further integrated relevant resources, made innovations to the poverty reduction pattern and increased efforts on industrial poverty alleviation.
In July 2013, China National Tourism Administration and LGOP jointly issued the “Guiding Opinions of China National Tourism Administration and LGOP on Promoting the Constructionof ‘Experimental Zones for Tourism-based Poverty Alleviation’” and established the work mechanism to promote the construction of experimental zones for tourism-based poverty alleviation.
【Poverty alleviation survey】 China National Tourism Administration carried out field research in various forms on poverty reduction by developing tourism industry. In February 2013, to implement the important instructions of General Secretary Xi Jinping during his visit in Fuping County of Hebei Province, we carried out field research in Fuping County of Hebei Province to understand the development needs of tourism in local area and put forward opinions on how to support the development of tourism industry in Fuping County. In July, we carried out field research in Aershan City of Inner Mongolia and Bama County of Guangxi to understand local needs and give advice for local areas to develop tourism industry. Participated in the field research organized by LGOP according to the requirements of No.1715 Document of National People's Congress - "Recommendation on the Request to Support the Construction of Experimental Zones for Industrial Poverty Alleviation in the Contiguous Poor Regions of Liupan Mountain Area of Ningxia", and conducted field survey on local labor migration, ecological migration and tourism-based poverty alleviation projects in Shizuishan City, Yinchuan City, Wuzhong City as well as Jingyuan County and Xiji County of Guyuan City in Ningxia.
【Pilot innovation in tourism-based poverty alleviation】China National Tourism Administration and LGOP jointly approved to make Ganzhou City and Ji’an City of Jiangxi Province, Aershan City of Inner Mongolia and Fuping County of Hebei Province the “Experimental Zones for National Tourism-based Poverty Alleviation” and encouraged poor areas to implement pilot projects of making innovations to the work mechanism and development pattern. China National Tourism Administration and the Ministry of Environmental Protection jointly determined Aer Mountain National Forest Park of Inner Mongolia and Bijie Baili Azalea Scenic of Guizhou as the “Demonstration Zones of National Ecological Tourism” to explore the development pattern combining resources development with environmental protection.
【Tourism development planning guidance for contiguous destitute areas】To implement the national poverty reduction strategy, China National Tourism Administration organized the preparation of tourism development planning for contiguous destitute areas, started the preparation of action plan for the development of tourism industry in Bama of Guangxi and Aer Mountain of Inner Mongolia, continued to push forward the preparation of tourism development planning for Wumeng Mountain Area and Yunnan - Guangxi - Guizhou Rocky Desertification Area, and completed the research on tourism development in Dabie Mountain Area, Taihang Mountain Area, Wuling Mountain Area and Qinling Area.

【Poverty alleviation by tourism project construction in experimental zones】 In 2013, a total of 12.2 million yuan of tourism development funds was issued for local governments to support the implementation of nine tourism projects in Jiangkou County, Aershan City, Bama County, Bijie Experimental Zone and Qianxinan Experimental Zone.
【Tourism talent training for contiguous destitute areas】 Through holding seminars, trainings, door-to-door instruction and lectures of famous tutors, we organized trainings for 5000 tourism administration management, scenic spot management, interpreters, tourism guides and rural tourism practitioners of western poor areas and contiguous destitute areas in Xinjiang, Tibet and Qinba Mountain Area. Poverty Alleviation of State Tobacco Monopoly Administration
【Overview】 In 2013, the State Tobacco Monopoly Administration profoundly implemented the spirit of the 18th National Congress of the CPC, adhered to the guidance of the “China Rural Poverty Alleviation and Development Program” (2011 - 2020) and the tenet of real poverty alleviation and helping the real poor, highlighted people’s livelihood and economic development, promoted infrastructure construction in rural areas, supported the development of agricultural industry, education and health industry, and comprehensively completed the poverty reduction task.
In April 2013, State Tobacco Monopoly Administration and Guizhou Provincial Government officially signed the “Framework Agreement on the Construction of New Villages for Poverty Alleviation by Tobacco Industry”, formulated the “Overall Implementation Plan for the Construction of New Villages for Poverty Alleviation by Tobacco Industry” and, in the name of Guizhou Provincial Poverty Alleviation Office, Guizhou Provincial Tobacco Bureau, Guizhou Tobacco Company and Guizhou Provincial Department of Finance, issued the “Methods on Project and Fund Management for the Construction of New Villages for Poverty Alleviation by Tobacco Industry”. Now, we’ve started the construction of the 100 villages in 14 counties selected in 2012 through competition and the 100 villages in 22 counties selected in 2013.
As for funding, in 2013, the State Tobacco Monopoly Administration issued 100 million yuan of provincial anti-poverty funds. In addition, Guizhou Provincial Tobacco Bureau and Guizhou Tobacco Industrial Co., Ltd respectively issued relief funds of 50 million yuan.
As for project driving, in 2013, the State Tobacco Monopoly Administration approved the implementation of six technological transformation projects of industrial and commercial tobacco enterprises in Guizhou Province with a total investment of 6.332 billion yuan. First, industrial enterprises: Approved the technological transformation projects of Zunyi Cigarette Factory, Guiding Cigarette Factory and Tongren Cigarette Factory, for which the estimated investment is 4.675 billion yuan; Second, commercial businesses: Approved the technological transformation projects of Zunyi Redrying Plant, Tongren Redrying Plant and Meitan Redrying Plant, for which the estimated investment is 1.657 billion yuan.
【Counterpart support】 In accordance with the “Notice of the General Office of the State Council on Issuing the Implementation Plan for Central Organs and Relevant Units to Provide Counterpart Support for Gannan and other Former Central Soviet Areas” (Guo Ban Fa [2013] No. 90), the party group of the State Tobacco Monopoly Administration attached high importance to the counterpart support work, prepared and issued the “Opinions of the State Tobacco Monopoly Administration on Implementing the Spirit of Relevant Documents of the State Council and Providing Counterpart Support for Xingguo County”, clarified that Party Group Member and Vice President Yang Peisen of the State Tobacco Monopoly Administration acts as the bureau leader and the Planning Division is responsible for the implementation of relevant support measures. In 2013, the tobacco sector issued a total of 100 million yuan to support the new rural construction, tobacco field and infrastructure construction, irrigation area transformation and riverbank reinforcement in Xingguo County, and sent one cadre to support the counterpart support work in Xingguo County.
【Management of anti-poverty funds】 Standardized working procedures and safe use of relevant funds are the fundamental guarantee for the smooth implementation of the project, and the management of poverty alleviation funds is an important part of the poverty relief work of the State Tobacco Monopoly Administration. We always strictly implemented the "Regulations on the Management of Anti-poverty Funds of the Tobacco Sector", the "Enforcement Regulations on the Management of Anti-poverty Funds of the Tobacco Sector" and the "Financial Management Approach of Anti-poverty Funds of the Tobacco Sector" and always adhered to public announcement of project contents, procedures, funding amount and acceptance in the project implementation process to receive the supervision of the masses, highly praised by the local residents of project area. In terms of financial management, we adhered to four basic systems, namely the announcement, fund allocation, reimbursement and auditing system, ensuring closed operation of funds and fund earmarking for specified purpose only. Poverty Alleviation of National Energy Administration
【Overview】 In 2013, to fulfill its duties, National Energy Administration increased support for the construction of energy projects in 14 contiguous destitute areas (11 contiguous destitute areas, Tibet, Tibetan areas of four provinces and three southern prefectures of Xinjiang) and gave priority to these areas in the implementation and policies and allocation of funds for coal, oil, gas, electric and new energy project construction to enhance the "blood-making capability" of local area and boost the economic and social development of impoverished regions.
In 2013, after the first meeting of the State Council Leading Group of Poverty Alleviation, we established the National Energy Administration Leading Group of Poverty Alleviation, formulated the work rules and issued guiding opinions on anti-poverty alleviation in Tongwei County and Qingshui County. The Leading Group is mainly responsible for making deployments for anti-poverty work, coordinating relevant major issues and supervising the implementation of relevant work. In 2013, after the reorganization, National Energy Administration held two Leading Group meetings and its leaders led a research group to carry out field survey in Tongwei County and Qingshui County for twice.
【Energy resources policy formulation】Issued the opinions on the scientific developmentof energy industry in Xinjiang, Shanxi, Inner Mongolia, Shaanxi, Gansu, Qinghai, Ningxia, Sichuan and Yunnan, and supported the provinces with rich energy resources to transform energy resource advantages into economic advantages.
The newly revised "Policy on Natural Gas Utilization" provides differentiated policy on gas use in Xinjiang and clearly supports Xinjiang to moderately develop the restricted natural gas chemical projects to stimulate the development of downstream industries of natural gas chemical industry and mobilize the enthusiasm of business investment.
【Energy project construction】 Approved the implementation of ten coal mine projects with annual production capacity of 27.3 million tons with a total investment of 22.2 billion yuan; and approved the preparation for 13 projects with annual production capacity of 40 million tons.
Four gas pipeline projects have been implemented and put into operation in poor areas, two projects are under construction and preparations are being made for four pipeline projects now.
Approved the implementation of seven thermal power projects in poor areas with a total installed capacity of 6.46 million kilowatts, and all these projects have been launched. Approved the preparation for 15 projects with a total installed capacity of 18.82 million kilowatts.

Approved the implementation of 16 hydropower stations with a total installed capacity of 25.32 million kilowatts and invested a total of 235.3 billion yuan in the project; organized major power enterprises to sign the agreement on electric power support for Tibet during the “12th Five-Year Plan” period with Tibet Autonomous Region and issued direct aid funds of more than 900 million yuan.
In 2013, we approved the increase of installed wind power capacity of 15.49 million kilowatts in 12 western provinces (autonomous regions and municipalities), accounting for 50% of the total nationwide. As of the end of 2013, we had approved a total of 69.91 million kilowatts of installed wind power capacity in western regions, accounting for 51% of the total in the country, of which the approved installed wind power capacity in Inner Mongolia, Gansu and Xinjiang accounted for 36.4% of the total. In November 2013, five wind turbine generators of 7500 kilowatts of Phase I of Nagqu high-altitude wind power project in Tibet was put into operation, which was a breakthrough of zero in the wind power project in Tibet Autonomous Region and created the world’s highest altitude record of wind power projects. So far, all the provinces in China have got wind power projects.
Encouraged Qinghai, Gansu and Xinjiang to expand the construction of photovoltaic power stations. In 2013, the western provinces increased installed capacity of 5 million kilowatts of photovoltaic power stations.
【Financial support for rural power grid renovation and related projects】 Arranged a total of 20.7 billion yuan of central government budget to support the upgrading of rural power grid in poor areas, the electric power construction in electroless regions, wind power delivery, power grid construction in Tibet, power grid construction in Yushu and the linkage of major power grids in Qinghai, safety reformation of coal mines, supplementary geological exploration of coal and the upgrading of coal industry.
In July 2013, National Energy Administration launched the “Three-year Action Plan to Comprehensively Address the Electricity Problem of the Population Without Electricity (2013 - 2015)”, proposed to solve the electricity problem of 1.54 million people without electricity through grid extension and address the electricity problem of 1.19 million people without electricity through independent photovoltaic power supply. Through the implementation of the above projects, combined with the relocation project, as of the end of 2015, we’ll be able to solve the electricity problem of 2.73 million people. In 2013, we arranged 2.4 billion yuan of central government funds for electricity construction in the regions with no access to electricity and addressed the electricity problem of 1.5 million people through independent photovoltaic power supply and grid extension, accounting for 55% of the total population without electricity in China.
As for the central government subsidies for rural power grid upgrading projects, we continued to implement special central capital policy for central and western minority areas and poverty-stricken regions. In 2013, we arranged central government funds of ten billion yuan to support rural power grid upgrading. Since the implementation of rural power grid upgrading, the power supply conditions and quality in rural areas have been significantly improved and the energy consumption level of rural population has been enhanced as well.
In April 2013, we approved the implementation of the natural gas project in South Xinjiang based on the feasibility report. The total investment to the project was about 6.4 billion yuan, of which two billion yuan was from the central government. In 2013, Phase I project was completed and we successfully supplied gas to 12 counties (cities, farms) in three southern prefectures of Xinjiang, addressing the energy use problem of local residents.
【Fixed-point poverty alleviation】 In 2013, in accordance with the principle of "overall consideration, highlighting key points and complementing each other's advantages to create synergy, government guidance, market-driven, people-oriented, livelihood first", National Energy Administration helped Tongwei County and Qingshui County of Gansu Province to introduce various types of projects to accelerate the construction of local energy projects and improve urban and rural infrastructure. National Energy Administration invest directly to organize agricultural and animal husbandry technology trainings and primary students’ learning tours and support the construction of village-level cultural and health infrastructure, and relevant cadres and staffs donated in kind and cash for the purchase of books and computers as well as drought relief.
Supported the construction of major energy projects in poor areas to boost local economic and social development; accelerated the construction of Huajialing Wind Power Project of Huaneng in Tongwei County. As of the end of 2013, we had completed the construction of Phase II project (50,000 kilowatts) and the feasibility study of Phase III Project (200,000 kilowatts). We are now applying for approval for Phase III Project and have completed the wind measurement work of Phase IV Project (200,000 kilowatts).
Strengthened regional power grid construction and transformation to provide reliable power protection for economic and social development in poor areas. In 2013, we coordinated Gansu Province Electric Power Company to invest about 13.38 million yuan for the rural power grid upgrading in Tongwei County and invest 13.82 million yuan in Qingshui County; and guided the preparation of the seven-year plan for rural power grid upgrading in Qingshui County. As a result, all the rural power grid upgrading programs of Qingshui County in 2014 was approved.
【Rural infrastructure construction】 Promoted the construction of the secondary highroad from Maying of Tongwei County to Yuntian of Longxi County (total length of 74.58 kilometers, total investment of 594 million yuan), promoted the construction of key counties for small water conservancy development in Tongwei County (2012-2014) supported by central government, the resettlement housing, village cultural center and clinic construction projects, of which the construction was coordinated by National Energy Administration, have been basically completed. Meanwhile, National Energy Administration coordinated the construction of two submersible bridges and the hardening of roadside ditches of 11 kilometers, and coordinated the allocation of project funds for contiguous remediation of rural environment in Zhengyang Village.

【Overview】 In recent years, China Banking Regulatory Commission (CBRC) guided the banking financial institutions to effectively increase credit resources for agriculture-related county economy to optimize the credit structure and guarantee the investment in “three rural” issues under the premise of preventing financial risks. From 2009 to 2013, for five consecutive years, we achieved the goal of “two no less than”: The growth of agriculture-related credit loan was no less than that of the previous year and the growth rate was no lower than the average. In February 2013, CBRC issued guiding documents and required financial institutions to further improve the pertinence of rural financial services and not reduce credit support for agriculture-related industries. As of the end of 2013, financial institutions’ balance of agriculture-related loans was 20.9 trillion yuan, accounting for 28% of the total, with an increase of 3.4 trillion yuan over the previous year and 389.5 billion yuan more than the growth in 2012, up 18.5% and four percentage points above the average growth rate of various loans. The agriculture-related loans continued the good momentum of sustained growth.
【Financial service capacity building in rural areas】 Adhered to the market positioning of serving the county, serving small and micro enterprises and serving "three rural issues". Under the premise of maintaining the legal status of county unchanged, steadily promoted the reform of rural credit cooperatives’ property rights to enhance the capital strength and lending capacity. As of the end of 2013, China had established a total of 611 rural commercial banks and rural cooperative banks and increased 1419 sales outlets of rural mall and medium financial institutions. 【Development of new-type rural financial institutions】In recent years, the CBRC made scientific coordination to the coverage and financial service situations of the central and western branches, further improved the relevant market access policy for new rural financial institutions, strictly implemented the policy of "east-west pairing off, urban-rural linkage, connection of developed regions and underdeveloped areas", highlighted and stressed the market positioning of targeting at “three rural issues”, insisted on the operation principle of “supporting agriculture and small farmers” to promote the relevant work. As of the end of 2013, China had set up 1134 new-type rural financial institutions, including 1071 village banks, 14 finance companies and 49 rural mutual-aid societies. Among them, 665 were in the central and western provinces, accounting for 62%. A total of 366 billion yuan of loans was issued, of which 90% was issued for rural households small and micro businesses.
【Promoted "three major projects" to support agriculture】 Since June 2012, CBRC guided rural small and medium-sized financial institutions to launch three major projects, namely the "financial services for villages and communities", the "sunshine credit loans" and the "financial innovation to enrich farmers and benefit agriculture". 【Rural financial services in old revolutionary base areas, minority areas, border regions and poor areas】 In order to implement the requirement of the 18th National Congress of the CPC for "increasing support for old revolutionary base areas, minority areas, border regions and poor areas", China Banking Regulatory Commission specially issued the "Circular on Promoting the Rural Financial Services of Financial Institutions in Old Revolutionary Base Areas, Minority Areas, Border Regions and Poor Areas", requiring financial institutions to give priority to old revolutionary base areas, minority areas, border regions and poor areas in the allocation of resources, especially credit loans. We dug ten motor-pumped wells, paved underground pipelines of 2410 meters, built cultural rooms and clinics of 168 square meters and repaired rural roads of 5.8 kilometers with a total investment of 1.6 million yuan. The implementation of the projects played an important role in developing irrigated agriculture, implementing grazing prohibition and barn feeding, controlling soil erosion, improving the ecological environment and agricultural production conditions and enhancing anti-disaster self-relief capacity.

【Overview】 In 2013, Agricultural Bank of China earnestly implemented the strategic deployment of the central government on poverty alleviation and development, fulfilled its social responsibility, steadily promoted financial poverty alleviation focusing on contiguous destitute areas and achieved remarkable results. First, continued to increase credit support for two types of poverty-stricken counties. In 2013, Agricultural Bank of China issued a total of 535.76 billion yuan of loans for national and provincial key counties for poverty alleviation and development and the loan balance was 756.61 billion yuan at the end of that year, 111.11 billion yuan more than that at the beginning of that year, up 17.2%, 6.4 percentage points above the loan growth rate of the bank, effectively boosting the economic development of poor areas and increasing the income of poor people; Second, mainly supported the economic and social development in contiguous destitute areas. In 2013, Agricultural Bank of China issued a total of 222.42 billion yuan of loans for 14 contiguous destitute areas nationwide. 【Poverty alleviation in contiguous destitute areas】After the central poverty alleviation work conference in 2011, Agricultural Bank of China timely shifted its work focus to contiguous destitute areas, took promoting regional development of contiguous destitute areas as a starting point of its financial poverty alleviation and comprehensively increased efforts to support the leading industries, livelihood undertakings, urbanization and poverty reduction among the poor in contiguous destitute areas. Since 2011, Agricultural Bank of China has issued a total of 557.57 billion yuan of loans in contiguous destitute areas. At the end of 2013, the balance of various loans for contiguous destitute areas increased by 158.52 billion yuan over the beginning of that year, up 69.6%, above the loan growth rate of 24.5% of the bank. 【Poverty alleviation through cooperating with the government】 Agricultural Bank of

Gansu Branch of the Agricultural Bank of China and Gansu Provincial Department of Finance jointly launched the products of "double-linkage farmer-benefiting loan". With county as a unit, governments at all levels invested to found a security company to provide guarantee for the farmer-benefiting loans. 【Industrial poverty alleviation】 On the basis of summing up the historical experience of
financial poverty alleviation, Agricultural Bank of China changed the "blood transfusion" type poverty alleviation as "blood-making" poverty alleviation. Relying on the regional development planning of poor areas, focusing on supporting local leading and featured industries, through promoting farmers to participate in the production of industry chain, Agricultural Bank of China strived to achieve sustainable financial poverty alleviation and make the program really benefit the poor. First, focused on supporting 166 national poverty alleviation leading enterprises with a total of 23.29 billion yuan of credit limit and the loan balance amounted to 14.97 billion yuan, enabling 1.92 million poverty-stricken rural households to increase income by 2804 yuan per household. Second, invested o 81.91 billion yuan of loans for the improvement of transport, electricity facilities and other infrastructure in impoverished regions throughout the year. In 2013, Agricultural Bank of China issued a total of 125.96 billion yuan of loans for rural households in poor areas and the loan balance at the end of that year was 154.1 billion yuan, with an increase of 33.37 billion yuan than the amount at the beginning of that year, up 27.6%, 3.6 percentage points above the farmers’ loan growth rate of the bank. Focusing on promoting the development of microfinance for the poor and has issued a total of 364.93 billion yuan of petty loans (less than 50,000 yuan) for rural households since 2011, benefiting 3 million rural households. 【Rehabilitation loans for poverty alleviation】 Agricultural Bank of China attached great importance to the development of persons with disabilities and played its function as a financial sector to continuously strengthen the financial services for people with disabilities. In 2013, Agricultural Bank of China issued a total of 280 million yuan of loans for rehabilitation and poverty alleviation, increasing the income of poverty-stricken people with disabilities by 5665 yuan per household. In addition, breaking the size limit of financial discount loans, Agricultural Bank of China issued 354 million yuan of general poverty alleviation loans to people with disabilities and the enterprises with people with disabilities in need of credit funds, increasing the income of the disabled by 6259 yuan per household. First, implemented the guiding opinions of the government on rehabilitation-based poverty alleviation, strengthened the management of loans for rehabilitation-based poverty alleviation, addressed the financial problem of poverty-stricken people with disabilities in planting, breeding, handicraft and household sideline, making rehabilitation-based poverty alleviation loans truly benefit the disabled and increase their income. Second, supported the centralized employment, self-employment and community employment of people with disabilities to enhance their self-development capacity. Third, improved the financial services for people with disabilities, permeated the service awareness of respecting and caring people with disabilities in all links of financial services, clarified the guide services for people with disabilities in service outlets and gave priorities to the disabled in providing relevant services under the same circumstances. Fourth, actively encouraged the branches and sub-branches at all levels to carry out the activities of helping and supporting people with disabilities, mobilized the cadres and workers in the sector to provide counterpart support for the disabled, establish pairing-off partnership with the civil affairs and welfare enterprises and households with people with disabilities for poverty reduction, provide information services and donate money and goods for the disabled as well.
【Glorious Cause for poverty alleviation】Glorious Cause is a kind of social poverty alleviation cause organized by the United Front Work Department of the CPC Central Committee and the All-China Federation of Industry and Commerce, aiming at eliminating poverty in poor areas. China Glory Society recommends annually a number of Glorious Cause loan application projects to the Agricultural Bank of China. Based on independent credit investigation, in compliance with relevant national policies and banking system, Agricultural Bank of China supported some of the projects to boost the development and growth of relevant enterprises. Over the past three years, Agricultural Bank of China supported eight projects recommended by China Glory Society with a credit line of 530 million yuan and issued a total of 420 million yuan, promoting private businesses to get involved in poverty reduction and achieving considerable social benefits. In 2013, Agricultural Bank of China supported six projects and provided a credit line of 185 million yuan for five projects including Jiangsu Jiujiu Silk Co., Ltd, and the loan balance amounted to 138 million yuan at the end of 2013. Meanwhile, Agricultural Bank of China made a commitment of issuing 200,000 yuan of loans to Shaanxi Hanzhong Zhongyuan Agricultural and Livestock Products Technology and Trading Co., Ltd.
【Jinsui farmer-benefiting card program】With farmer-benefiting card as a carrier and with electronic channels as the platform, relying on the service outlets, supplemented with mobile services, Jinsui farmer-benefiting card program is designed to provide convenient and efficient financial services for farmer-benefiting card holders in rural areas of relevant counties in order to improve the basic financial services for rural areas and comprehensively promote the capacity building for rural financial services. Taking this program as a strategic project to serve the “three rural issues”, Agricultural Bank of China continued to enhance the level of rural financial services. As of the end of 2013, relying on the Jinsui farmer-benefiting card program, Agricultural Bank of China equipped rural areas in relevant counties with 1,154,000 sets of electronic equipment, 28,000 more than that at the beginning of that year, covering 68.3% of the administrative villages, issued 140 million farmer-benefiting cards, strengthened the cooperation with the Ministry of Commerce, the Ministry of Human Resources and Social Security and All China Federation Supply and Marketing Cooperatives, expanded the coverage of farmer-benefiting financial services, developed agent business of new rural social pension insurance and new rural cooperative medical services in 1543 counties, accounting for 54.1% of the counties with agricultural population across the country, and developed 1667 agent projects of fiscal subsidy, collection of utilities and other agriculture-related business, 1175 more than that at the beginning of that year.
【Fixed-point poverty alleviation】 Continued to strengthen fixed-point poverty alleviation and, adhering to six principles, comprehensively promoted the poverty alleviation and development work in the two twinned poor counties – Wuqiang County and Raoyang County of Hebei Province. Raised the poverty relief funds for the two counties from 500,000 yuan to one million yuan, extended the service period of the fixed-point poverty alleviation cadres to three years and increased the annual poverty-relief training funds of the headquarters from 100,000 yuan to 180,000 yuan. In recent years, focusing on the construction of rural infrastructure, the improvement of basic education conditions in rural areas and the strengthening of farmers’ skills training, we continued to support the construction of seven major projects in Wuqiang County, including two Hope Primary School projects (Beidai Township ABC Primary School and Changcun Jinsui Hope Primary School), the construction of plastic stadium and teaching laboratory for Wuqiang County Middle School and the construction of 26 clinics in all the administrative villages in Wuqiang County, etc. We organize the staff of headquarters to carry out the "love and warmth-delivery" activity every year and donate money, computers, schoolbags and stationery for the Hope Primary Schools in the two counties to help and encourage needy students to complete their studies. Continued to hold a township governor training course for the two counties every year, improve the theoretical level of township governors and achieving remarkable results. In addition, we actively supported the branches to respond to the call of local governments and provide support for local areas through sending cadres to stay in poor villages. Hebei Branch of ABC sent a working team to Dadao Village of Fuping County, mainly support the village poverty reduction, infrastructure construction, livelihood improvement and grassroots party organization construction.
