Poverty Alleviation of All-China Federation of Supply and Marketing Cooperatives
【Overview】 In 2013, according to the new requirement of "giving full play to the important role of supply and marketing cooperatives in agricultural social services and rural circulation" put forward by Central No.1 Document, the All-China Federation of Supply and Marketing Cooperatives (ACFSMC) further strengthened its tenet of serving agriculture and participated in the poverty alleviation and development. To implement the spirit of CPC Central Committee and the State Council on anti-poverty work, by means of meetings and relevant documents, All-China Federation of Supply and Marketing Cooperatives made deployments on the poverty alleviation and development work of the whole sector, especially required the supply and marketing cooperatives in the provinces (autonomous regions and municipalities) with contiguous destitute areas to play their advantages and actively get involved in the poverty alleviation and development through the implementation of industrialization projects to boost local economic and social development and lift the masses out of poverty. Relevant leaders and departments of All-China Federation of Supply and Marketing Cooperatives carried out field research in poor areas for many times and visited the poor villages, households and poverty alleviation project basses to guide the anti-poverty work.
【Rural circulation network construction】 Combining new rural modern circulation network construction with anti-poverty work, All-China Federation of Supply and Marketing Cooperatives accelerated the circulation infrastructure construction, especially farm produce circulation system building in poor areas, gave play to the guiding role of circulation in agricultural production to develop featured industries in rural areas; actively developed new means of circulation and increased support for public circulation markets such as agricultural products wholesale market to improve the efficiency of agricultural products circulation and increase the income of farmers. In 2013, the central government issued 1.4 billion yuan of special funds for the implementation of “new circulation network program”, mainly to support the construction of rural modern circulation service network by All-China Federation of Supply and Marketing Cooperatives. In the allocation of project funds, All-China Federation of Supply and Marketing Cooperatives gave priority to impoverished regions and arranged most of the 621 projects to poverty-stricken areas and underdeveloped regions. Meanwhile, All-China Federation of Supply and Marketing Cooperatives listed Ganzhou City of Jiangxi Province with 11 national key counties for poverty alleviation and development, Yulin City of Shaanxi Province with 10 national key counties, Tianshui City of Gansu Province with 6 national key counties and Linyi City of Shandong Province with 5 national key counties among the contact points for reform and development and arranges 3 million yuan of project funds every year for these areas.
【Poverty alleviation by cooperatives】Focusing on the competitive industries with local
characteristics in poor areas, through property combination, leadership and business connection, we encouraged the development of farmers’ cooperatives, promoted the in-depth integration of supply-marketing cooperation and production cooperation, increased financial, technical and channel support for poor rural households and built a close interest relationship with the poor. As of the end of 2013, the supply and marketing cooperatives had organized the establishment of 93,000 farmers’ cooperatives, of which 22,000 cooperatives passed the organic, green and pollution-free certification and more than 11,000 had registered trademarks to provide information technology, brand marketing, processing, storage and transportation service for more than 10 million rural households that joined in the cooperatives. Meanwhile, the ACFSMC further increased support for the development of farmers’ cooperatives in poverty-stricken areas. Through the new cooperation demonstration projects of Agricultural Development and Supply & Marketing Cooperatives launched in 2013, we supported 110 farmers’ cooperatives and leading enterprises in national key counties for poverty alleviation and development to develop planting, breeding base, processing and circulation projects, arranged central funds of 73.65 million yuan and matching funds of 30.75 milion yuan to boost the development of featured agricultural industry in poor areas.
【Poverty reduction by integrated services】 Based on the new situation of agriculture and rural development and the new requirements for rural services, All-China Federation of Supply and Marketing Cooperatives made innovations to the service mode, expanded the service scope, enriched the service content, promoted the extension of production services to agent management of big fields, seedling supply, information service, farm machinery maintenance and other services of the whole industry chain of agriculture, and promoted the e extension of life services to culture, sports, recreation, elderly support, early childhood education, household appliance repairing, labor employment and other urban and rural community services, giving full play to the functions and advantages of its integrated service platform. On July 11, 2013, during his visit in Tayuanzhuang Village Supply and Marketing Cooperatives in Zhengding County of Hebei Province, General Secretary Xi Jinping highly praised ACFSMC’s practice of opening supermarkets in rural areas and delivering community services to every household. As of the end of 2013, the whole system had established a total of 315,000 rural integrated service cooperatives, 40,000 more than that in 2012, of which 61,000 were established jointly with the local village committee, basically covering 50% of the administrative villages across the country. Integrated service cooperatives have become an important starting point for local party committees and governments to promote the equalization of urban and rural public services and strengthen and innovate social management.
【Industrialization-based poverty alleviation】Based on the natural conditions of impoverished areas, All-China Federation of Supply and Marketing Cooperatives strived to develop agricultural industrialization leading enterprises integrating production, processing and marketing, implemented the industrialization business models of "leading enterprises + cooperatives + farmers" and "leading enterprise + bases + farmers", helped the poor achieve scale farming, standardized production and brand management, improve product quality, enhance added value of products and increase the income of the poor. The supply and marketing cooperatives in non-poor areas actively guided subordinates, relevant industry associations, research institutes and agricultural industrialization leading enterprises to invest in project construction in contiguous destitute areas and participate in the development of local agricultural industrialization. As of the end of 2013, there were a total of 2289 agricultural industrialization leading enterprises approved by governments at all levels and relevant provincial departments in the whole sector, which supported 17.884 million rural households to gain income of 81.78 billion yuan, supported the establishment of 33,000 standardized production bases to link 19.421 million rural households, and helped farmers achieve revenue of 119.12 billion yuan.
【Poverty alleviation by science, technology and education】Relying on 94 vocational colleges in the field, local supply and marketing cooperatives strengthened the secondary vocational education and short-term skills trainings for junior and high middle school graduates from needy families and the number of students was nearly 300,000 in 2013. Meanwhile, we actively held practical technical trainings of poor farmers, through the Sunshine Project, Rural Labor Transfer Project and family handicraft training, develop employment channels for the poor and helped them transfer employment. Relying on 8 subordinate research institutes and 48,000 crops hospitals, we provided technical training, promotion, application and information consulting services for the farmers. In 2013, we set up scientific experiment and demonstration field of 191,000 hectares and carried out soil testing and fertilization for 1.205 million hectares of farmland; provided technical trainings and information consultation service for 14.346 million people; provided seeds and seedlings worth 6.3 billion yuan and issued 21.554 million copies of scientific and technical materials.
【Fixed-point poverty alleviation】In 2013, the ACFSMC adopted a variety of measures to steadily promote the fixed-point poverty alleviation work.
1. Enhanced the interaction with designated poor counties. ACFSMC sent 8 bureau-level cadres and19 division-level (or below) cadres to carry out field research in Qianshan County to guide local anti-poverty work. Relevant leaders and departments of Qianshan County government successively came to communicate with ACFSMC about the anti-poverty work for many times, promoting the good communication between the two sides.
2. Strengthened personnel support for poor counties. Taking Qianshan County as the cadre training base, in 2013, ACFSMC sent two excellent young cadres from relevant institutions to serve as temporary cadres in Qianshan County, including one department leader to act as a member of the county party standing committee and subprefect of Qianshan Count and one cadre to act as deputy party secretary. The two people both tried their best and did a lot to promote local anti-poverty work, highly praised by local party committee, local governments and the masses.
3.Further increased special funds for fixed-point poverty alleviation. In 2013, ACFSMC increased the special funds for fixed-point poverty alleviation from 600,000 yuan to 800,000 yuan and issued the funds in full to facilitate local anti-poverty work.
4. Supported a number of key projects. By giving priority to the "new network project" in fund allocation and separating agricultural development projects in the planning, we mobilized relevant enterprises to participate in the cooperation, supporting a number of projects such as the development of featured farm produce processing and the construction of pollution-free vegetable bases, strengthening the "blood-making" function for poverty reduction.
5. Promoted the development of featured agricultural industry. Making full use of the professional advantages of its subordinated research institutes and industrial associations, All-China Federation of Supply and Marketing Cooperatives supported the development of featured agricultural industries in local area, including fructus trichosanthis, tea and edible fungi industry, successively organized relevant principals and experts of its subordinates – Nanjing Institute for Comprehensive Utilization of Wild Plants, Hangzhou Tea Research Institute and China Edible Fungus Association to carry out field research in the poor counties and, through substituting subsidies with rewards, supported the construction of 100 mu of edible mushroom industry bases, the transportation of 50 mu of old bases and the construction of two demonstration parks for production of edible mushroom

Poverty Alleviation of All-China Federation of Trade Unions
【Overview】 In 2013, All-China Federation of Trade Unions earnestly implemented the spirit of the 18th National Congress of the CPC and the Third Plenary Session of the 18th Central Committee of the CPC. Under the guidance of Deng Xiaoping Theory, the important thought of "Three Represents" and the scientific development concept, according to the requirements of the “Circular on A New Round of Fixed-point Poverty Alleviation by Central and State Organs and Relevant Units” issued by eight departments including LGOP and the Organization Department of the Central Committee of the CPC and the "Outline for Development-oriented Poverty Reduction for China's Rural Areas (2011-2020)", to achieve the economic and social development objectives of Heshun County, All-China Federation of Trade Unions developed the poverty alleviation plan, steadily promoted the fixed-point poverty alleviation work and achieved remarkable results. Since 2013, All-China Federation of Trade Unions promoted the construction of 18 poverty relief projects, invested more than 1.4 million yuan to encourage the issuance of more than 6 million yuan of funds, benefiting 8 professional cooperatives, 11 villages and more than 2000 poor residents. As a result, the per capita annual net income of the poor increased from 2054 yuan to 2067 yuan and a total of 9000 people in the county shook off poverty.
【Poverty alleviation by industrial development】Promoted industrial development to increase the income of rural residents and lift the masses out of poverty. Based on the characteristics of the resources and the industrial conditions of Heshun County, giving play to its advantage of close contacts with labor models, relying on rural cooperatives, All-China Federation of Trade Unions constantly expanded the coverage of poverty alleviation projects to help the rural poor increase income and shake off poverty. Mainly implemented the irrigation project of Yudi Walnut Tree Planting Cooperatives, supported Songgou Village of Songyan Town to develop walnut tree planting projects, supported the immigrants of Liansi Reservoir to develop edible mushroom cultivation and seedling projects, made use of the leverage role of anti-poverty funds and the leading role of aid projects to promote the development of featured agriculture and the agricultural structure adjustment of local area.
【Poverty alleviation by skills training】Successively held the financial training courses for professional cooperatives jointly with the Rural Economic Management Office, the migrant workers’ trainings with the County Federation of Trade Unions and the farming skills training course jointly with the Bureau of Animal Husbandry, and implemented the farming technology promotion CD production projects jointly with the Organization Department of the County Committee, the Countryside Work Office of the County Committee and Shanxi Agricultural University, improving the scientific quality of poor farmers and enhancing their ability to get rich.
【Rural poverty alleviation by infrastructure construction】Continuously improved the living conditions of peasants, supported the upgrading and transformation of drinking water facilities, tap water supply for rural households, experimental and demonstration projects of eaves rainwater harvesting and the introduction of biomass curing equipment for some towns in shortages of water, supported local areas to improve rural infrastructure and the living conditions of the masses in impoverished regions; built a livestock water tank for Hehui Village of Pingsong Town to solve the drinking water problem of cows and sheep, addressing the worries of farmers for cattle and sheep breeding and increasing their income.
【Poverty alleviation in education】Carried out student aiding activities in autumn jointly with Heshun County Federation of Trade Unions for several times to subsidy needy children to continue their study in universities. Upgraded the hardware facilities and improved the teaching conditions of two kindergartens for left-behind children and migrant children. Especially in a village boarding kindergarten – a village-owned kindergarten located in the suburb, among the 300 children, 90% are children of migrant workers. After the project construction, this kindergarten’s hardware facilities were upgraded, children’s’ learning environment was improved and many migrant workers could work at ease.

Poverty Alleviation of the Central Committee of the Communist Youth League
【Overview】 In 2013, the Central Committee of the Communist Youth League (CCCYL) seriously implemented the spirit of the central work conference on poverty alleviation and development and the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”. According to the unified deployment of the “Opinions on Mobilizing and Supporting Youth League Organizations At All Levels and Young People to Actively Participate in Poverty Alleviation and Development” (Guo Kai Ban Fa [2012] No. 35) jointly issued by LGOP and the Central Committee of the Communist Youth League, targeting at contiguous destitute areas, focusing on rural youth entrepreneurship and employment, personnel training, technology services and fixed-point poverty alleviation, the Central Committee of the Communist Youth League promoted the construction of institutionalization and projectization and participated in a new round of anti-poverty work.
【Entrepreneurship training for poverty alleviation】 Combined with the implementation of the rural youth entrepreneurship and employment action, the rural youth science and technologycorrespondent entrepreneurial action, youth Spark leader training program and YBC (Youth Business China) program, making full use of various urban and rural training institutions, the Communist Youth League training centers, probationary, employment and entrepreneurship bases, leading agricultural enterprises and industrial bases, the Central Committee of the Communist Youth League held practical skills trainings for young people in impoverished regions to enhance the entrepreneurship capacity and employment skills of rural young people. First, in cooperation with LGOP, we continued to implement the “Rain Plan · Takeoff Project – Student-aid Action for Ten Thousand Applied Talents in Central and Western Regions” and helped more than 1900 junior and senior high school graduates in central and western regions who did not continue their studies after graduation to receive free vocational education. Second, organized docking, regional collaboration and interactions between urban and rural areas to promote the labor transfer of rural young people in poor areas. Third, constantly improved the mechanism for the cooperation with banking institutions, made innovations to the loan guarantee patterns, further promoted the microfinance for youth entrepreneurship in poor areas and the demonstration of rural youth credit, and strengthened the construction of rural credit environment in poor areas. According to incomplete statistics, the Central Committee of the Communist Youth League issued a total of 3.94 billion yuan of small loans to support rural youth entrepreneurship in poor areas, benefiting 75,000 rural young people; held 2430 financial trainings for 96800 people; selected 12100 families as demonstration households of rural youth credit and issued 423 million yuan of loans. Fourth, continued to carry out the social practical activities of sending culture, science, technology and health service to the countryside by technical and college student volunteers in summer vacations, set up 106 practice teams composed of professional teachers and students to hold agricultural skills trainings and workshops on the popularization of agricultural science, promote advanced technologies and provide guidance on production practice of farmers in poor areas.
【Poverty alleviation by volunteers】First, continued to implement the western plan and the poverty alleviation by postgraduate teaching support groups, held the tenth anniversary tour seminar of the Western Plan themed "Chinese Dream · Love for the West", found out outstanding figures in poverty alleviation and development, reported the exemplary deeds of the volunteers who worked in the west for a long time, introduced policy measures and provided development opportunities to support the western regions. Mobilized nearly 65,000 college graduates and graduate students to participate in the Western Plan 2013. In 2013, we sent a total of 17500 volunteers for the implementation of the Western Plan and selected 1506 volunteers to set up the postgraduate teaching support groups. Second, continued to organize voluntary service activities for the construction of the western culture, sent 517 volunteers to work in some township cultural stations in 12 provinces including Inner Mongolia and Xinjiang, and sent more volunteers to support the anti-poverty work in the Tibetan areas of four provinces and 11 national contiguous destitute areas in central and western regions. Third, explored the implementation of Taihang – Yanshan Poverty alleviation and development plan in Yanshan and Taihang Mountain Area of Hebei Province. Fourth, further implemented the incentive policies for volunteers to participate in poverty alleviation and development, included the living subsidy of 1000 yuan per person per month for volunteers in the service period into the national subsidy program for remote poor areas, and provided allowances according to local standard at the same time.
【Socialized poverty alleviation】 Giving full play to the advantage of CYL organizations
in organized and socialized mobilization, the CCCYL widely integrated various social resources and established the mechanism for social poverty alleviation participated by internal and external forces of the CYL organizations.
First, implemented the “Wuhua Project” and a series of activities such as warmth delivery activity, mobilized relevant enterprises, especially publishing units to actively get involved in helping the poor and vulnerable groups. In 2013, we donated clothes and other living materials worth 8.12 million yuan to the poor through grassroots Youth League Committees. Second, organized more than 100 young entrepreneurs to participate in the “2013 China · Qinghai Green Development and Trade Fair” held by the People’s Government of Qinghai Province and strived to promote project docking and build platforms for young entrepreneurs to invest in western regions and serve local economic development; Third, continuously cooperated with the Organization Department of CPC Central Committee to send 193 members of “Dr. Service Group” to act as temporary cadres in the western regions, old revolutionary base areas and ethnic minority areas to provide personnel and intellectual support for the western regions; Fourth, continued to implement the Youth League Committee cadre training program for minority areas, sent 51 minority Youth League Committee cadre to serve for half a year in coastal developed areas; actively implemented the Exchange Program of Ten Thousand Young People for National Unity and launched nine exchange projects for the young in central and western areas. Fifth, launched the pilot project of social services of young medical specialists themed on “Light of Science”, donated medical equipment worth 1.98 million yuan for 200 township hospitals in Gansu and Ningxia, issued medicines worth 392,000 yuan and 11000 healthcare booklets to 1,3324 adolescents and young migrant workers, and held trainings for 654 young medical workers; Sixth,
raised funds from various channels to subsidy needy students in poor areas, helped set up 66 Hope
Primary Schools and subsidized 63,000 students from rural needy families. The “2013 Project Hope Dream Realization Action —— Large-scale Public Student-aid Activity” subsidized 17400 students from rural needy families with an investment of 87 million yuan; Seventh, issued project funds of 5.5 million yuan to support the youth employment in Gansu and Sichuan, where were seriously affected by natural disasters.
【Construction of the League’s grassroots organizations in poor areas】 1. Increased financial support for the grassroots Youth League organizations in poor areas. Continued to provide annual funds of 30,000 yuan for 2218 County Youth League Committees in central and western regions and some eastern areas and issued a total of 24.96 million yuan for 832 national poor counties and 14 counties in contiguous poor areas.
2. Strengthened guidance on the work of the Youth League organizations in poor areas. Launched the second round of cadre sending activity, sent the fourth batch of league leaders above prefecture level to guide the work of county league committees; sent a total of 738 league leaders to work in some county youth league committees in western poor areas; and organized the third batch of 1066 league cadres of some universities to work in the county-level Youth League Committees.
【Fixed-point poverty alleviation】 The Central Committee of the Communist Youth League selected three people to compose the 13th batch of poverty alleviation working team to work in Lingqiu County of Shanxi Province. Playing its advantages in organization and social mobilization, the Central Committee of the Communist Youth League implemented aid projects in industrial development, human resource development and investment promotion to boost the economic and social development of Lingqiu County.
1. Continued to consolidate the results of entire village advancement in Hanjia Village. Addressed the water and electricity problems of greenhouses and road hardening problem in the village jointly with the departments of water conservancy, electricity and transportation; invested 23,000 yuan to buy garbage trucks and cleaning tools to support the entire village cleaning project; strived for resources to support the landscaping of the Village Elementary School, and donated books and CDs to the Village Elementary School.
2. Implemented demonstration agricultural projects. Coordinated the villagers to go out to learn planting techniques; issued 30,000 yuan for Shangzhai Town to construct the walnut seedling base; invested 100,000 yuan for Liuke Town to implement the black flat mushroom greenhouse project in hillside areas.
3. Multi-channel personnel training. Sent 10 young party and government officials to work in coastal developed areas for a short-term practice; sent 18 rural youth leaders in getting rich and college student village cadres to learn how to manage organic farming and rural cooperatives in Jiangsu Province; invited the “May 4th Medal” winners to give lectures on youth startup in Lingqiu County; and sent three young party and government leaders and young entrepreneur models to go abroad for field research.
4. Supported the development of education and other social undertakings. Continued to send 26 postgraduate teaching support teams to work in township primary and secondary schools; organized 20 teachers and students to attend the “National Youth Speaking English Show and Exchange Activity” in Beijing; strived for 389,500 yuan of various types of funds to subsidize 220 needy primary and secondary students and 60 needy students admitted to universities to continue their studies; strived for rewards form the program “Community Hero” of CCTV and other social resources to newly build nine libraries for the poor areas, donated books and audiovisual products worth 300,000 yuan and provided remote network teaching equipment and sports equipment worth 580,000 yuan for the poor areas. Strived for 500,000 yuan of funds for the expansion of the Youth Palace; applied for 100,000 yuan of special funds for summer vacation class of left-behind children from the Ministry of Civil Affairs to care the left-behind children in the field of academic tutoring, psychological chaperonage, self-care education; strived for 30,000 yuan of love funds and 50 sets of sportswear for needy students and donated 300 pairs of shoes, more than 3300 items of clothing and more than 200 pieces of bedding for poor families.

Poverty Alleviation of All-China Women's Federation
【Overview】In 2013, All-China Women’s Federation (hereinafter referred to as ACWF) earnestly implemented the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”. In accordance with the overall deployments and requirements of the CPC Central Committee and the State Council, based on the actual needs of the women and children in poor areas, adhering to people-oriented scientific outlook on development, taking it as an important starting point of the construction of a strong position and a warm home to provide adequate food and clothing for and promote the development of women and children in impoverished regions, making full use of its own social status, social influence, social mobilization force and social resources, ACWF further increased support for the women and children in poor areas and made a positive contribution to boosting the economic and social development in impoverished regions and improving the living conditions of women and poor.
【Small secured loans for women】 In 2013, the ACWF continued to promote the implementation of small secured loan policy for women. As of the end of 2013, ACWF had issued a total of 180.336 billion yuan of petty secured loans for 3.5807 women and the central and local governments issued a total of 11.339 billion yuan of financial discount funds. Among the loans, 103.3 billion yuan was issued to 12 western provinces and autonomous regions, accounting for 57% of the total. The central government issued discount funds of 6.599 billion yuan, accounting for 61% of the total. Through microfinance, development of planting, breeding, processing of agricultural products, hand knitting and green courtyard economy, we increased women’s income, enhanced their status, improved the quality of life and helped them gradually shake off poverty.
【Free screening of two caners for rural women】In 2013, the ACWF continued to cooperate with the health department to conduct screening of "two cancers" free of charge for rural women, always giving priority to poverty-stricken women in the project implementation. Throughout the year, the ACWF completed free cervical cancer screening for 10.14 million rural women and free breast cancer screening for 1.51 million rural women, promoting the early treatment of the two cancers and reducing the disease burden and death risk caused by illness of rural women. In order to solve the treatment problem of poverty-stricken women patients, the ACWF strived for the support of central lottery funds and set up the “Special Relief Fund for Poor Mothers Suffering from Two Caners”. In 2013, the ACW issued a one-time relief funds of 10,000 yuan to each of the 9900 impoverished woman patient to prevent their families’ poverty returning due to illness.
【Spring Breeze Action】In 2013, The ACWF, the Ministry of Human Resources and Social Security and the All-China Federation of Trade Unions jointly issued the document and continued to carry out the “Spring Breeze Action” with the theme of “establishing an employment matchmaking platform to jointly help you find jobs as soon as possible”. Targeting at the migrant women workers, the women with difficulties in finding jobs and female university graduates, adhering to the combination of promoting local employment, supporting business launching by returned farmers and strengthening employment matchmaking, we provided preferential policies, projects and job information for women. According to the statistics of the women’s federations of 28 provinces (autonomous regions, municipalities), through holding special job fairs, the relevant regions held technical trainings for 920,000 women and employment services for 1.86 milion women and organized labor transfer for more than 1.5 million women.
【“Warmth Delivery” Activity】Before the Spring Festival of 2013, the ACWF launched
the activity of “Warmth Delivery”. Headed by the main leaders, we went to the remote poor villages in Hubei and Ningxia, sent condolence to local poverty-stricken women, delivered warmth, knowledge, health and services to the rural women in minority and border areas and solved their practical problems in living, production and learning by issuing project funds and materials of 16 milion yuan to local women and children. Since 2000, we have organized such activities during the Spring Festival and New Year Day and has issued project funds and materials of more than 300 million yuan to central and western impoverished areas, effectively improving the production and living conditions of the women and children in poor areas.
【Women demonstration base construction】 Targeting at the western poor areas, the ACWF launched the construction of demonstration bases and the poverty alleviation by science and technology. In 2013, ACWF invested a total of more than 9 million yuan of project funds in 20 western provinces and autonomous regions, supported the construction of 152 national women’s modern agricultural technology demonstration bases and national “March 8th Green Project” demonstration bases, supported a number of capable women in getting rich, female brokers of agricultural products circulation and, by giving full play to the leading role of demonstration bases, achieved the comprehensive benefits of “boosting the economic development of one region and helped a number of women increase income through creating one demonstration base”.
【Education and training for poverty reduction】Through education and training, the ACWF strived to improve the anti-poverty ability of the women in impoverished regions. In 2013, the ACWF held 15 rural women trainings for 1600 women in 20 central and western provinces and autonomous regions, launched the cadre training for county women's federations in contiguous destitute areas. A total of 108 chairwomen of women’s federations in the counties (cities, districts) of Wuling Mountain Area attended the first training held in Hunan Province. Promoted by the ACWF, the women’s federations of various regions held a variety of trainings based on local situations. Henan Women’s Federation implemented the “women’s poverty alleviation training project” and held trainings for nearly 70,000 poor women. Hainan Women’s Federation held trainings for 1033 needy girl students through opening secondary vocational education class for poverty alleviation female jointly with relevant departments and the employment rate reached 95%. According to the statistics on ten central and western provinces, autonomous regions and municipalities including Inner Mongolia and Heilongjiang, women’s federations at all levels organized various rural women trainings, benefiting more than 3.5 million women.
【Child nutrition improvement program in poor areas】 In 2013, the ACWF continued to cooperate with the National Health and Family Planning Commission to implement the child nutrition improvement project in impoverished regions, provided supplementary food and nutritional supplements for the 6-24-month infants in contiguous destitute areas and promoted the popularization of scientific feeding among parents of children to improve the nutrition and health status of infants in poor areas. In 2013, the ACWF invested a total of 300 million yuan of project funds for this program, covering 300 counties in contiguous destitute areas, benefiting 400,000 infants.
【Fixed-point poverty alleviation】In 2013, adhering to the guideline of “making every effort to lift Zhangxian County out of poverty”, the ACWF gave full play to its advantages, actively integrated various resources and continued to send the 14th batch of cadres to support the poverty reduction in poor counties. Throughout the year, the ACWF directly issued 2.3585 million yuan of project funds and materials to Zhangxian County. After a 6.6-magnitude earthquake hit Zhangxian, the ACWF immediately allocated 2.2 million yuan of relief funds and supplies to the disaster areas. Leaders of the Secretariat personally headed an investigation group to carry out field survey on the disaster situation, sent condolences to the affected people and carried out study on post-disaster reconstruction. Meanwhile, the ACWF actively implemented poverty alleviation by education, held six training courses for nearly 1000 rural poor women and sent out 200 women labors. Through intellectual poverty alleviation, poverty alleviation projects and industrialization for poverty alleviation, we improved the infrastructure in Zhangxian, steadily increased the income of the masses and boosted the economic and social development of the county as well. In 2013, supported by the ACWF, Zhangxian made progress in economic and social development despite the severe disaster and the major economic indicators achieved double-digit growth. In 2013, the county recorded a GDP of 1.602 billion yuan, up 14.5 %, and a rural per capita net income of 4,091 yuan, up 18%.

Poverty Alleviation of China Disabled Persons' Federation
【Overview】In 2013, the poverty alleviation and development work for people with disabilities achieved significant results and the production and living conditions of the impoverished disabled was further improved. 2.387 million rural impoverished people with disabilities were supported, of whom 1.206 million people shook off poverty through poverty alleviation and development, and 856,000 people with disabilities received practical skills training. The Interest-subsidized Loans for Rehabilitation supported 79,000 rural people with disabilities, and 64,000 units and 400,000 individuals were designated to provide counterpart support for the poor disabled. The number of disabled people’s poverty alleviation bases reached 6201, which arranged jobs for 164,000 people with disabilities and supported 246,000 people with disabilities.
Completed the renovation of dilapidated houses for 122,000 rural poor households with disabled people and the renovation funds reached 1.15 billion yuan, benefiting 144,000 people with disabilities.
Grassroots party organizations launched aid projects for 76845 rural poor people with disabilities. The poverty alleviation project for the disabled – market project in ten thousand villages and one thousand towns provided jobs for 6925 impoverished people with disabilities and helped poverty-stricken people with disabilities open 2372 village-level farm shops.
【Poverty alleviation among the disabled in contiguous destitute areas】 According to the database of rural poverty-stricken people with disabilities, China Disabled Person’s Federation and LGOP jointly formulated the “Circular on Strengthening Poverty Alleviation Among People with Disabilities in Contiguous Destitute Areas” (Can Lian Fa [2013] No.12), requiring relevant departments to increase financial support for poverty reduction among the disabled, gave priority to the disabled in the implementation of entire village advancement, new rural construction, ex-situ relocation and industrial development in contiguous destitute areas, reduce the burden on expenditure and access conditions for industrial support, include poor people with disabilities into the poverty monitoring system and establish the statistical summary system for poverty alleviation among the disabled in contiguous destitute areas.
【Poverty alleviation among the disabled by agricultural sector】 China Disabled Person’s Federation coordinated the Ministry of Agriculture to issue the “Circular on Strengthening Poverty Reduction Among the Disabled by Agricultural Sector to Promote the Income Growth of Rural People with Disabilities” (Nong Zheng Fa [2013] No.2) and proposed to increase support for agricultural production technical services for people with disabilities and the establishment of farmers’ cooperatives, strengthen trainings on agricultural production and management for rural people with disabilities, support rural families with disabled members to buy and use agricultural machinery, improve the fuel gas environment for rural families with disabled members and increase subsidies for the disabled.
【Renovation of dilapidated houses for rural poor families with disabled members】 China Disabled Person’s Federation and the Ministry of Housing and Urban-Rural Development jointly issued the “Circular on Priority Support for the Renovation of Dilapidated Houses for Rural Poor Families with Disabled Members” (Jian Cun [2013] No.103) and put forward that local governments must make sure that the proportion of the renovated dilapidated houses of poor families with disabled members in the annual task must be higher than the proportion of dilapidated houses of rural poor families with disabled members in the total dilapidated houses. Meanwhile, local governments must give priority to poor families with disabled members in determining objects of the subsidy policy and setting the subsidy standards, give top priority to the poorest families with disabled members living in the most dangerous houses, and reduce the housing construction fees of rural poor families with disabled members.
【Fixed-point poverty alleviation】 In 2013, China Disabled Person’s Federation donated one rehabilitation service vehicle, cultural goods, assistive devices and cotton coats worth more than one million yuan for the blind in Nanpi County of Hebei Province. China Assistive Devices and Technology Center donated assistive devices for the disabled worth 100,000 yuan, carried out an investigation into the situation of poverty-stricken people with disabilities and installed auxiliary equipment and artificial limbs for many poor people with disabilities. Relevant leaders, department and subordinates of China Disabled Person’s Federation visited Nanpi Disabled Rehabilitation Center and the Families of disabled people, carried out field research and guided the poverty reduction among the disabled in rural areas.

【Overview】In 2013, All-China Federation of Industry and Commerce (ACFIC) earnestly
studied and implemented the spirit of the 18th National Congress of the CPC and the Third Plenary Session of the 18th Central Committee of the CPC, strengthened the construction of a clean government and carried out the Party’s mass line educational practice. On April 19, 2013, All-China Federation of Industry and Commerce and LGOP held the joint meeting on poverty alleviation and development in the office of All-China Federation of Industry and Commerce, approved in principle the “Opinions of All-China Federation of Industry and Commerce and LGOP on Jointly Promoting Private Businesses to Participate in A New Round of Rural Poverty Alleviation and Development” and the “Joint Work Program 2013”. CPPCC Vice Chairman and ACFIC Chairman Wang Qinmin and LGOP Director General Fan Xiaojian respectively delivered an important speech at the meeting.
The inaugural meeting of the 11th Poverty Alleviation Working Committee of All-China Federation of Industry and Commerce was held in Bazhong City on June 26, 2013. The conference elected the new director and deputy director, formulated relevant rules and regulations and made clear the thinking, area and objectives of the work of the new poverty alleviation working committee. CPPCC Vice Chairman and ACFIC Chairman Wang Qinmin attended the event.
All-China Federation of Industry and Commerce actively studied the role of small and micro enterprises in contiguous destitute areas in promoting poverty alleviation and development. Based on in-depth field research, investigations into small and micro enterprises, questionnaires and information collection, we prepared a research report of “Small and Micro Enterprises in Contiguous Destitute Areas” in December 2013.
According to the “Concentric · Glorious Protocol on Agricultural Production Support Foundation” signed between All-China Federation of Industry and Commerce and Zhijin County government, as of the end of December 2013, a total of 3.12 million yuan of relief funds was issued for rolling poverty reduction in the county and 11.5 million yuan of secured loans was issued to 18 enterprises. Meanwhile, we provided petty loans for rural households to develop production and increase income.
【Rural cadre training】 From April 21 to 27, 2013, All-China Federation of Industry and Commerce held in Shenzhen the 11th Rural Cadre Training Course of All-China Federation of Industry and Commerce jointly with China Minsheng Banking Corp. Ltd. A total of 83 people from Yilong County, Pingchang County and Wangcang County of Sichuan Province, Bijie City and Qianxinan Prefecture of Guizhou Province and Jinzhai County of Anhui Province attended the event.
In May 2013, All-China Federation of Industry and Commerce and LGOP jointly issued the “Opinions on Jointly Promoting Private Enterprises to Participate in A New Round of Rural Poverty Alleviation and Development”.
【Work conference on poverty alleviation and social services】 From June 15 to 16, 2013, All-China Federation of Industry and Commerce held in Hefei City of Anhui Province the work conference on poverty alleviation and social services. More than 60 people attended the event, including relevant vice chairmen and department heads from 31 provinces (autonomous regions, municipalities) and Xinjiang Production and Construction Corps Federation of Industry and Commerce. At the meeting, the participants shared their experience over the past five years, analyzed new problems in the poverty alleviation and social services by ACFIC in the new era, made clear the new working ideas and made deployments on the implementation of specific work.
【Poverty alleviation survey】 From June 27 to 28, 2013, CPPCC Vice Chairman and ACFIC Chairman Wang Qinmin carried out field research in Pingchang County of Bazhong City and Yilong County of Nanchong City in Sichuan Province. During the field survey, All-China Federation of Industry and Commerce donated 5 million yuan to Pingchang County Government of Bazhong City and signed the “Project Agreement on Jointly Establishing the Glorious Farmer-supporting Fund” with Pingchang County. The local governments issued the same amount of matching funds to promote the income growth of farmers, increase the efficiency of agricultural production and accelerate the rural development of Pingchang County, thus promoting the poverty alleviation and development in Qinba Contiguous Poor Area.
【Poverty alleviation by Glorious Cause】 After a 7.0-magnitude earthquake hit Lushan County, Ya'an City, Sichuan Province on April 20, 2013, All-China Federation of Industry and Commerce mobilized and organized private enterprises to participate in the earthquake relief work. According to incomplete statistics, private enterprises across the country (mainly the member enterprises of ACFIC and the council units of China Glory Society) donated a total of 1.020157806 billion yuan in kind and cash to the disaster-affected areas, of which 692.412846 million yuan was donated in cash and 327.74496 million yuan was in kind.
From May 8 to 9, All-China Federation of Industry and Commerce, China Glory Society and Anhui Provincial People’s Government jointly held the “Conference on Chinese Glorious Cause in Liuan & the Cooperative Development of Well-known Private Businesses of Anhui and China” in Liu’an City, an old revolutionary base of Anhui Province. During the event, we organized the signing of 988 projects worth 664.4 billion yuan, including 42 projects worth 27.23 billion yuan for Liu’an City. The event donated 20 million yuan for Jinzhai County of Liu’an City to implement drinking water facility improvement projects to benefit nearly 200,000 people.
On June 26, 2013, CPPCC Vice Chairman and ACFIC Chairman Wang Qinmin headed a delegation to participate in the activity of “Glorious Cause in Bazhong and Old Revolutionary Base Areas in Sichuan”. All-China Federation of Industry and Commerce invited 112 famous private businesses to attend the event, including 11 among the top 500 private enterprises and 35 of the top 50 enterprises in the sector. The event coordinated private businesses to sign 39 projects with Bazhong City with a total investment of 34.62 billion yuan, including 12 projects with investment of more than one billion yuan, and the largest investment to single project amounted to 4 billion yuan.
On October 21, the activity of “Chinese Glorious Cause in the Old Revolutionary Base Area of Ganzhou” jointly sponsored by All-China Federation of Industry and Commerce, China Glory Society and Jiangxi Provincial People’s Government was held in Ganzhou City, Jiangsu Province. More than 200 private entrepreneurs nationwide attended the event. The event coordinated the signing of 113 projects with a total investment of 104.09 billion yuan, and donated 20.7 million yuan for Ruijin to support the renovation of dangerous houses for family dependents of the martyrs.
【Signed a strategic cooperation framework agreement on supporting Tibet】 On March
1, 2013, All-China Federation of Industry and Commerce and Tibet Autonomous Region Government signed a strategic cooperation framework agreement in Beijing, aiming at further strengthening their cooperation and further promoting the implementation of the Western Development Strategy and the poverty alleviation and development strategy for the new era, the development of non-public economy and the leapfrog development of Tibet. 【Chinese Glorious Cause in Tibet】 From August 4 to 5, 2013, the activity of “Chinese Glorious Cause in Tibet” jointly sponsored by All-China Federation of Industry and Commerce, China Glory Society and Tibet Autonomous Party Committee and Government was held in Lhasa City, Tibet. More than 300 representatives of non-public economy attended the event. The event coordinated the signing of 229 projects worth 361.307 billion yuan, including 131 contract projects worth 239.329 billion yuan. China Foundation for Guangcai Program donated 18 million yuan to Qushui County Nursing Home of Lhasa City. China Glory Society and National Health and Family Planning Commission jointly held the launching ceremony of the “Glory · Health Promotion Project in Tibet and the Tibetan Areas of Four Provinces”. China Federation of Industry and Commerce contacted China Minsheng Banking Corp. Ltding Corp. Ltd to donate 3.2 million yuan for Xinjiang Production and Construction Corps to buy and install 602 sets of solar photovoltaic systems and corollary equipment for 600 rural households and two frontier sentries in remote border regions to address the lighting, warming and TV watching problem of the rural residents.
【Promoting employment and reemployment for poverty reduction】 From May 21 to 27, 2013, ACFIC, the Ministry of Human Resources and Social Security, the Ministry of Education and All-China Federation of Trade Unions jointly organized the cities above county level in 31 provinces, autonomous regions and municipalities across China to carry out the activity of "2013 National Private Enterprises Recruitment Week". According to statistics, 220,000 private enterprises participate in the event and provided nearly 3.51 million pieces of job information, and 1.02 million job seekers reached an employment intention with the employers, involving 610,000 college and technical secondary school graduates, 250,000 migrant farmers and 160,000 other types of job seekers. A total of 7.64 million copies of policy advocacy materials were issued on the event and rights protection and legal aid were provided for 210,000 person-times.

On April 26, 2013, China Red Ribbon Foundation held in Hefei of Anhui Province the “Joint AIDS Prevention · Earthquake Relief – the Second Charity Bidding of Emeralds of China Red
Ribbon Foundation”. Nearly 300 people attended the event and 4.244 million yuan of charity funds was raised, of which some was donated to support the post-disaster reconstruction in Ya’an and the balance was used to support more than 1000 children and elderly people affected by AIDS in northern areas of Anhui Province.
From September 21 to 23, 2013, All-China Federation of Industry and Commerce, the Ministry of Civil Affairs, the SASAC, the Guangdong Provincial People's Government and the Shenzhen Municipal Government jointly held in Shenzhen the "Second Exchange and Exhibition of Charity Projects in China" themed on “Charity making China more beautiful”. 828 units participated in the event, attracting 141,000 people visitors. This exhibition achieved the effective docking and optimized allocation of charitable resources, and coordinated the signing of 342 projects worth 1.708 billion yuan. All-China Federation of Industry and Commerce organized Sichuan Kechuang Group and China Minsheng Banking Corp. Ltd to donate 20 million yuan and 10 million yuan respectively for China Foundation for Guangcai Program to solve the livelihood problems of the poor in western regions. Local famous private enterprises in Shenzhen, including Huaqiang Group, Country Garden Holdings and Tencent Fund donated a total of 210 million yuan of charity funds.
On November 30, 2013, the promotional campaign for 2013 World AIDS Day jointly sponsored by China Health Education Center, Chinese Association of STD and AIDS Prevention and Control and China Red Ribbon Foundation was staged at Beijing with the theme of “Getting to Zero”.
