Jiangsu-Shaanxi Pairing-off Poverty Alleviation

 

【Overview】In 2013, to implement the spirit of the "China Rural Poverty Alleviation and Development Program (2011-2020)" and the national poverty alleviation and development work conference, according to the characteristics of the poverty alleviation cooperation under the new situation, on the basis of government aid, Jiangsu Province carried out industrial poverty alleviation, promoted the development of social and public welfare undertakings and highlighted intellectual poverty alleviation to boost the regional development of poor areas. According to statistics, in 2013, Jiangsu Province issued a total of 37.25 million yuan of aid funds, donated 2 million yuan in kind and cash, implemented 103 poverty-relief projects, set up 12 schools and kindergartens and six hospitals (clinics), built rural roads of 141 km, held eight training courses for 475 person-times, and helped poor areas of Shaanxi transfer 13500 labors and achieve service revenue of 323.1 million yuan. 

 

【Construction of livelihood projects】In 2013, Jiangsu Province issued 10 million yuan of 

provincial aid funds to support five provincial poverty relief projects in Shaanxi, covering relocation and entire village advancement in Shaanxi, improving the rural roads, bridges, drinking water facilities and housing conditions in poor areas, benefiting 21803 rural households. Rebuilt the highroads of 14.8 kilometers from Shuang’an Town of Ziyang County to Niuti Town of Hanbin District, the highroads of 5.8 kilometers in Qianshui yuan Ecological Industrial Park of Changwu County, the through-traffic highways of 1.15 kilometers in Shitouliang New District, Gaoba Town, Shanyang County and the village highroads of 3.86 kilometers in Youdong Village, Zhuguan District, Chengguan Town, and the construction of Fuping County, and Qingjian County People’s Hospital and Emergency Center with a total area of 2650 square meters. 

 

【Facility agricultural development】 In 2013, Wuxi City and relevant twinned counties and districts implemented 11 planting, breeding and related projects and set up the grape demonstration park in Haojiachuan Village of Zichang County, the apple industrial park in Gusi Village, Majiahe Town, Yanchuan County, the featured agricultural industrial project in Qiaoshan Town of Huangling County, the Wuli Village Standardization Pig Farm in Donggou Community of Ganquan County and the modern agriculture demonstration park in Xiasiwan Town, etc. Suzhou and Zhangjiagang City supported the construction of special farms in Guazewan Town, Zizhou County, Yulin City, the vermicelli processing project in Houshuang Miaowan Village of Zhoujiajian Town, the sheep breeding project in Hongliuwan Village of Laojundian Town and the orchard transformation project in Yangwan Village of Sanchuankou Town, improving the income of local residents and creating new growth points. The Shaanbei Small Grains Trading Center set up in Mizhi County with support from Taicang City promoted the sustainable development of the agricultural products with local characteristics and increased farmers’ income.

 

【Drinking water and irrigation projects】Wuxi supported Yan'an City to implement three 

water conservancy projects, including the construction of Madongchuan micro-power wastewater treatment system and Linzhen micro-power wastewater treatment system in Baota District, and the micro-power water tower reinforcement and repair works in Fuxian County with project funds of 1 million yuan. Among them, the two wastewater treatment projects in Baota District improved the quality of life of local residents and played a demonstration role in promoting small-scale micro power wastewater treatment in Yan’an. 

 

【Ex-situ poverty-relief relocation】 Nantong City and the twinned counties and cities implemented five relocation-based poverty relief projects with aid funds of 1.85 million yuan, namely the water supply project in Qianzhuang Village, Hujiamiao Town, Chunhua County, the relocation project in Zhaizi Village, Zaoyuan Town, Changwu County, the sidewalk pavement and drainage ditch building in Dongyi Village, Changning Town, Yongshou County, the road hardening project in Shuijia Village, Paisha Community, Xunyi County, and the infrastructure construction project in Wei Village of Fangli Town and Qianbeipu Village of Qinhe Development Service Center in Chunhua County. The aid projects effectively resolved the housing, traveling, drinking water and cultural activity problems of 4529 people from 980 needy families. 

 

【Industrial poverty alleviation】 In 2013, Jiangsu Province further strengthened the economic cooperation with Shaanxi Province to promote local economic development, increase employment opportunities and increase the income of local residents. At the 17th China East -West Cooperation and Investment Trade Fair, Jiangsu Province organized a total of more than 500 enterprises and more than 1,000 people to participate in the event and signed agreements on a number of major investment projects. Suning Appliance Group Co., Ltd. and Xi’an Chanba New Area Administrative Committee signed a logistic project in Xi’an with a total investment of 1.9 billion yuan; Xuzhou Mining Group Co., Ltd. and Shaanxi Zichang County People’s Government signed the Zhongzhuang Coal Mine Project with an annual output of 1.8 million tons with a total investment of 1.56 billion yuan; Nantong Home Textile Chamber of Commerce and Shaanxi Zhongdeng Group signed the project of Xi’an International Textile City with a total investment of 1.2 billion yuan; Albert Jiangsu Construction Group and Xi’an Yishun Industrial Construction Group Co., Ltd. signed the new generation · Albert international project with a total investment of 1.1 billion yuan; Changzhou Jiaerke Pharmaceutical Group Co., Ltd. set up Xunyang Kewei Biological Chemical Co., Ltd to engage in turmeric farming in Xunyang County, boosting the development of local turmeric farming, increasing farmers’ income and addressing the employment problem of a number of surplus labors; Changzhou Sanxin Horticulture Co., Ltd and Ankang Wenwu Innovative Agriculture Co., Ltd signed a cooperation project of growing edible (drug) mushroom of 30 mu. 

 

【Medical assistance】In 2013, the health departments of Suzhou City selected eight outstanding medical workers from a number of hospitals to form the 16th and 17th volunteer medical teams to support Shenmu County People’s Hospital and Yuyang District People’s Hospital in Yulin City. Since the implementation of Suzhou – Yulin counterpart support program in 2002, the health departments of Suzhou City select outstanding young medical workers from local areas to support the medical system in Yulin City every year, and has sent a total of more than 100 medical workers to Yulin so far, training medical personnel for local areas and improving the level of medical services of local areas.

Zhejiang - Sichuan Pairing-off Poverty Alleviation

 

【Overview】In 2013, Zhejiang Province earnestly implemented the spirit of the national poverty alleviation and development work conference, adhered to the "combination of blood transfusion and blood-making and the combination of assistance and cooperation", focusing on the "improvement of people's livelihood, intellectual poverty alleviation and industry support", through promoting the project implementation, basic work and standardized management, comprehensively carried out the pairing-off poverty reduction focusing on counterpart support for the Tibetan areas of Sichuan and successfully completed the annual task as scheduled. In the whole year, Zhejiang Province issued 138.55 million yuan to support the Tibetan areas of Sichuan ( three prefectures and 32 counties); issued 10.6 million yuan of project funds for Qingchuan County; launched 47 economic and trade cooperation projects in Nanchong and Guangyuan with a contract value of 18.799 billion yuan, and already put in 3.923 billion yuan; the two sides organized exchange visits for 467 person-times and held personnel trainings for 2872 people. 

 

 

【Working mechanism】In 2013, in accordance with the requirements of LGOP, Zhejiang Province comprehensively started its counterpart support for the Tibetan areas in Sichuan. First, established the pairing-off poverty reduction mechanism. Designated 19 counties (cities, districts) of Hangzhou, Huzhou, Shaoxing and Jinhua City to provide counterpart support for Ganzi Prefecture, 18 counties and Muli County of Liangshan Prefecture; designated Wenzhou, Jiaxing and Taizhou City to provide counterpart support for 13 counties and Aba Prefecture. 13 provincial departments established business relations with the relevant departments of Ganzi and Aba Prefecture. Second, established the financing mechanism. Since 2013, Zhejiang Province has issued annual aid funds of 137 million yuan by the provincial, municipal and county governments. Every county (city, district) undertaking the counterpart support task issued annual aid funds of 3 million yuan to the twinned county in the Tibetan area; seven cities each issued annual aid funds of 3 million yuan to the twinned prefectures; the provincial government issued annual aid funds of 20 million yuan to support the major aid projects and personnel training in the twinned poor areas. Third, established the job security mechanism. Introduced the “Work Program for Zhejiang Province to Provide Counterpart Support for the Tibetan Areas of Sichuan Province”, the “Measures on the Management of Aid Projects of Zhejiang Province in the Tibetan Areas of Sichuan Province”, the “Measures on the Management of Aid Funds Issued by Zhejiang Province to the Tibetan Areas of Sichuan Province” and the “Measures on the Assessment of Counterpart Support Work of Zhejiang Province in the Tibetan Areas of Sichuan Province” to ensure the standardized implementation of relevant work. 

 

【Livelihood projects】 In 2013, Zhejiang Province put in project funds of 88.79 million yuan in the construction of poverty-relief new villages, education, health care and poverty reduction projects in the twinned poor areas, invested 52.81 million yuan in the construction of agricultural and husbandry industry projects, put in 61.79 million yuan of project funds for the construction of 32 poverty alleviation new villages and issued 25 million yuan to implement education and health care projects. 

 

【Industrial poverty alleviation】 In 2013, to support the Tibetan areas of Sichuan, we determined 32 farming and husbandry projects with local characteristics in the Tibetan areas of Sichuan, including planting, breeding and traveling projects, especially vegetable, walnut, grape growing, Tibetan pig breeding and tourism platform building with a total investment of 34.21 million yuan. To achieve a long-term effects of counterpart support for Qingchuan County, we continued to give priority to agricultural industry in providing counterpart support, continued to provide support for seven projects in five fields with 6.6 million yuan, namely the olive, tea, edible fungus, animal husbandry and subsidized loans; introduced the “Measures for the Implementation of Small Interest-free Loan Projects for Qingchuan County for A Long-term Poverty Reduction Effect” and the “Medium- and Long-term Plan for the Development of Olive Industry in Qingchuan County” and organized relevant experts to review the industrial projects declared by Qingchuan County in 2013 to ensure the standardized management of projects in Qingchuan.

 

【Economic and trade cooperation】　2013 is the first year for Zhejiang Province to provide counterpart support for the Tibetan areas of Sichuan. Based on the actual situation of the Tibetan areas, the two provinces organized field research on the development of energy, mineral resources, agriculture and animal husbandry products, national pharmaceutical, tourism, culture and ecological agriculture and animal husbandry in the Tibetan areas of Sichuan, clarified the cooperation contents and made clear the cooperation direction. Meanwhile, we continued to deepen the economic and trade cooperation with Nanchong and Guangyuan. In 2013, Zhejiang Province signed 36 economic and trade cooperation projects with Nanchong City with a contract value of 13.456 billion yuan, and put in 2.326 billion yuan already; signed 11 economic and trade cooperation projects with Guangyuan with a contract value of 5.343 billion yuan, and put in 1.597 billion yuan already. 

 

【Intellectual poverty alleviation】 In 2013, to enhance the soft power of the Tibetan areas, giving play to its personnel advantages, Zhejiang Province helped the Tibetan areas cultivate health, education and other public service personnel, held trainings of grassroots cadres and business executives to change their ideas, broaden their thinking and enhance their capability, held trainings of leaders in getting rich in agricultural and animal husbandry industry to enhance their ability for lifting the masses out of poverty. To support the tea production and meet the management needs, Zhejiang Province promptly arranged 500,000 yuan to support 38 professional talents in tea industry in Qingchuan County to receive a one-month training in Zhejiang. In October 2013, Zhejiang Province held in Chengdu the training of 75 grassroots poverty alleviation cadres. In early December, Zhejiang organized 37 executives of the relevant departments and enterprises in Ganzi Prefecture to carry out field research in Zhejiang. 

 

【Exchange visits】In 2013, Zhejiang and Sichuan organized exchange visits for 467 person-times, including 343 person-times in Sichuan and 124 person-times in Zhejiang. The delegation of Sichuan Provincial Government and the delegations headed by the main leaders of Ganzi, Aba and Liangshan Prefecture successively carried out field research in Zhejiang for five times. 25 counties of the three prefectures successively organized exchange visits with the twinned counties (cities, districts) of Zhejiang Province. In July, a provincial government delegation headed by Vice Governor of Zhejiang Province Xiong Jianping carried out field research in the Tibetan areas of Sichuan Province. The two sides held the work conference on their pairing-off poverty reduction and signed the East-West pairing-off cooperation agreement. On December 26, Vice Governor of Sichuan Province Qumu Shiha headed a delegation to carry out field research and hold talks in Zhejiang Province. The two sides reached a consensus on the East-West pairing-off cooperation in poverty reduction. In 2013, 18 counties (cities, districts) of Zhejiang Province organized field research in the twinned poor areas. The city leaders of Hangzhou, Shaoxing, Huzhou and Taizhou headed delegations to visit the poverty alleviation new villages and agricultural production bases and sent condolences to poor households in the Tibetan areas, held the work conference on poverty reduction cooperation and signed the East-West pairing-off cooperation agreement. Shaoxing Municipal Standing Committee held a special meeting to listen to the report on the pairing-off poverty alleviation work.

Fujian-Ningxia Hui Autonomous Region Pairing-off Poverty Alleviation

 

【Overview】 In 2013, Fujian Province comprehensively promoted the counterpart support 

for Ningxia according to the overall deployment of the central government. Over the past year, the 

provincial government issued 33 million yuan of aid funds to Ningxia, the twinned cities, counties and districts issued 42.57 million yuan of aid funds and all circles of society donated 44.18 million yuan as well, mainly to support ecological immigration, competitive featured industries, Juncao, education, public health and cultural industry projects, effectively improving the production and living conditions of the masses in impoverished areas and boosting local economic and social development.

 

【The 17th Joint Conference on Fujian-Ningxia Pairing-off Cooperation】On October 23, the 17th Joint Conference on Fujian-Ningxia Pairing-off Cooperation by mutual learning and mutual assistance was convened in Yinchuan City, Ningxia. Secretary of Fujian Provincial Party Committee and Director of Fujian Provincial People's Congress Standing Committee You Quan, Party secretary of Ningxia Hui Autonomous Region and Director of National People's Congress Li Jianhua attended and addressed the meeting. Chairman of Ningxia Hui Autonomous Region Liu Hui presided over the event. The relevant leaders of the two sides, principals of relevant departments and the twinned cities and counties (districts) as well as the 8th batch of counterpart support cadres of Fujian Province attended the event. During the meeting, the governments of the two sides signed the minutes of the 17th Joint Conference on Fujian-Ningxia Pairing-off Cooperation and held the forum on the counterpart support by the eighth batch of aid cadres of Fujian Province. The education, financial and tourism departments (units) of the two sides signed the cooperation agreements. Yongning County Government of Ningxia signed cooperation contacts worth 5.25 billion yuan with five enterprises of Fujian Province, including Yatong Innovation, Yinfeng Aluminum and Chenggong Red Winery, etc., and signed the cooperation agreements with 8 enterprises of Fujian Province as well. 

 

【Working mechanism】First, established the pairing-off cooperation organizations. The party committees and governments of Fujian and Ningxia respectively set up the Leading Group for Counterpart Support Work. The party and government leaders acted as the heads and deputy heads to be responsible for guidance and coordination. Under the Leading Group, we set up a leading group office, and the poverty alleviation departments were responsible for the implementation of specific work. Second, established the joint meeting system. The party committees and governments of the two sides jointly hold a high-level joint meeting every year in Fujian or Ningxia to review the pairing-off poverty alleviation work of the previous year, study and solve the problems in the cooperation and make deployments on the work of next year, making major decisions on the cooperation in poverty reduction. 17 joint meetings have been held since 1996. Third, established the city – county pairing-off poverty reduction mechanism. Fujian Province selected eight counties (cities, districts) of five developed coastal cities to provide counterpart support for eight national poverty-stricken counties in Ningxia. In 2012, Fujian increased Jinjiang City to provide counterpart support for Hongsipu. With county as the carrier and people’s livelihood as the core, focusing on project implementation, the two sides carried out economic cooperation and pairing-off poverty reduction. Fourth, established the mechanism for exchange of cadres. Over the past 18 years, taking two years as a cycle, Fujian Province has sent 8 batches of 119 excellent leaders to act as temporary cadres in the poor areas of Ningxia, implemented poverty reduction projects through developing aid measures, invited merchants to invest and gave play to their linking role. Ningxia also successively sent 12 batches of 193 cadres from poor areas to work in Fujian Province and directly participate in local economic and social construction.

 

【Aid projects】 In 2013, Fujian Province and the relevant cities, counties and districts put in 28.86 million yuan of aid funds to support the development of income-generating industries in the central and southern areas of Ningxia, including facility agriculture, featured planting and breeding and agricultural product processing, etc., enhancing the self-development capacity of poor areas and poverty-stricken people. Invested 3.7 million yuan in Hongsipu District to set up the fresh fruit and vegetable cold storage of 600 tons in Chengdong Modern Agricultural Demonstration Zone; invested 18 million yuan in Shaquan Village of Taiyangshan Town to support the construction of the one thousand-mu facility agriculture demonstration base; issued 1.8 million yuan for Pengyang County to expand the Fujian – Ningxia Modern Edible Mushroom Industry Demonstration Park, enhancing the daily production capacity to 72,000 bags (15 tons) with annual output value of 80 million yuan and increasing the net income per capita per year of farmers by 3000 yuan. Set up the youth innovation park fund and Yingde Village Tan Sheep Industry Fund in Yanchi County to promote the development of featured industries and effectively address the employment and entrepreneurship problems of young people. Supported the featured industries in Yuanzhou District, including potato, flax and plum apricot industry, and the development of fruits, vegetables, greenhouse and facility agriculture. Invested to support the construction of Moslem food bases and Chinese traditional herbal medicine bases and the development of featured industries such as red dates, red onion and medlar industry in Tongxin County. Fujian Agriculture and Forestry University and Fujian’s enterprise Huangda Company cooperated to establish the center for forestry engineering post-doctoral studies, which became an important force for seedling research and development in Ningxia. Supported the development of Chinese herbal medicines, flower demonstration bases and 1000-mu water-saving greenhouse and modern agricultural technology demonstration parks in Longde County, and introduced a number of flower, fruit and vegetable varieties from Fujian Province to enhance the level of modernization of the park.

 

【Ecological immigration】 In 2013, Fujian Province and the relevant cities, counties and districts issued 12.15 million yuan to support the construction of 18 ecological immigrants villages and small towns in Ningxia, and issued 12.29 million yuan to support the construction of facility agriculture bases and urban and rural road transport facilities. Quangang District donated one million yuan to support the construction of Quangang Ecological Immigrants’ Village, effectively addressing the housing problem of 340 households and 1308 poor people. Jinjiang City issued 2.5 million yuan to construct Jinjiang Trading Market and donate medical equipment urgently needed by hospitals, providing convenience for 1480 immigrants’ households of Hongde New Village. Jimei District of Xiamen City supported the construction of Jimei New Village in Liupanshan Town, set up 360 houses for the immigrants, covering 360 households and 1700 people. Minhou County of Fujian Province supported the construction of Qingquan New Immigrants Village in Shatang Town and built 204 houses for 204 households and 847 people. Through the construction of demonstration immigrants villages, we successfully restored and protected the ecological environment of the original residences of the immigrants and improved the production and living conditions of farmers. 

 

【Social poverty alleviation】In 2013, Fujian Province mobilized all circles of society to participate in the pairing-off poverty alleviation and invested 32.43 million yuan to build 23 schools and hospitals for the mountain areas of Ningxia, subsidized 1434 needy middle school and college students, held 42 trainings for 3426 person-times, including cadre and technical trainings for 1049 person-times and labor transfer trainings for 2377 person-times. Fujian Province sent the 

14th batch of 47 outstanding middle school teachers to support the education in southern mountain 

areas of Ningxia for one year. The provincial universities of Fujian planned to recruit 353 students 

from Ningxia. Jinjiang City issued 5.45 million yuan of aid funds to build the 18700-square meter 

standardized playground of Jinjiang Middle School of Hongsipu District. One Foundation donated 

500,000 yuan to subsidize 500 needy students to complete their studies and issued 2 million yuan 

to construct Ningxia Nursing Home Hongsipu District Branch. Fujian Heren Charitable Foundation donated 11.89 million yuan to help Xiji County set up the children welfare association and subsidize 420 needy students of seven regional demonstration high schools in Guyuan City to complete their studies. Five enterprises including Xiamen Shuiye International Group Co., Ltd., donated more than 2 million yuan to continuously support 50 needy primary school students of Jingyuan County and Haiyuan County to continue their studies until university graduation. Quangang District invested one million yuan to set up Jinxiu Kindergarten for Yuanzhou District. Xiamen City Red Cross donated school bags, backpacks, shoes, clothing and other supplies worth 500,000 yuan to Ningxia. In addition, the relevant counties and districts sent 49 cadres to the poor areas and organized exchange visits of technicians for 90 person-times, exchange visits of leaders and cadres for 362 person-times, and sent 18 college students and postgraduates to participate in the voluntary teaching support work. 

 

【Exchange of cadres】The eighth batch of 21 cadres sent by Fujian Province to support Ningxia conscientiously implemented the spirit of the 16th joint meeting on Fujian – Ningxia pairing-off poverty alleviation and, based on the actual situation of the poor areas in central and southern areas of Ningxia, put forward the objectives of “striving for 100 million yuan of aid funds, investment introduction of more than ten billion yuan, personnel training for more than 1000 person-times, newly building a Fujian – Ningxia industrial park, implementing a number of production projects, supporting the construction of a number of social welfare projects, building a number of facility agriculture bases, supporting a number of eco-agriculture demonstration villages, introducing a professional market, training a number of rural practical technicians, transferring a batch of labors, building a student-aid platform and supporting a number of needy people”, continued to broaden the thinking for counterpart support, highlighted the key points, focused on project implementation and made innovations to the working mechanism to promote the pairing-off poverty reduction between Fujian and Ningxia, making new progress. Over the past year, we strived for a total of 109.529 million yuan of relief fund, organized the implementation of 112 aid projects with 34.68 million yuan, of which 61 have been completed and 51 are under construction; and raised social donations of 52.598 million yuan in kind and cash to support 120,000 needy households and 250,000 poor people.

 

【Investment inviting】Business cooperation is one of the key points for Fujian – Ningxia pairing-off poverty alleviation and the potential for the long-term development of the two sides. In 2013, we assisted Ningxia to invite more than 200 local entrepreneurs of Fuzhou, Xiamen and Quanzhou to hold the "Forum on Economic and Trade Cooperation between Ningxia and Fujian" and organized the activity of "One Hundred Entrepreneurs of Fujian Province in Ningxia". During the event, we held 6 symposium and promotion meetings on the aid project and signed 22 projects with a total investment of 7.48 billion yuan, involving urban construction, energy development, trade and logistics, agricultural development, tourism infrastructure construction and food processing. Especially the cooperation in the field of steel structure, wind tower and lifting parking platform manufacturing and urban gas development further deepened the pairing-off poverty reduction between Fujian and Ningxia. A total of 86 batches of 914 entrepreneurs of Fujian Province carried out field research in Ningxia, signed 89 projects with a total investment of 24.84 billion yuan, including 39 contracted projects with a total investment of 13.17 billion yuan, and a number of real estate development, agro-processing, energy, chemical and service projects were launched in Ningxia. The construction of Xiji, Yanchi, Longde and Hongsipu Fujian – Ningxia Industrial Park, Yongning County Fujian – Ningxia Poverty Alleviation Industrial Park and the Wangyuan Town Fujian – Ningxia Industrial Park further enriched and broadened the connotation of the pairing-off poverty alleviation between Fujian and Ningxia.

Shandong - Chongqing Pairing-off Poverty Alleviation

 

【Overview】 In 2013, Shandong Province conscientiously implemented the spirit of the instructions of Party Central Committee and the State Council on poverty alleviation and development, made innovations to the work ideas, highlighted the key points, strengthened relevant measures, extensively mobilized social forces to participate in the counterpart support through government aid, business cooperation and personnel support, and achieved tangible results. Throughout the year, we raised 42.3 million yuan of government aid funds, launched 48 poverty reduction projects; signed 36 economic and trade cooperation projects with a total investment of 8 billion yuan at the 16th China (Chongqing) International Investment and Global Sourcing Fair; sent 26 cadres to serve Chongqing and held 20 technical trainings for more than 2000 people. 

 

【Working mechanism】In 2013, Shandong Province further strengthened the leadership on the counterpart support for Chongqing City and improved the working mechanism. First, adjusted the Leading Group. On November 7, Shandong Provincial Party Committee issued the “Notice of "CPC Shandong Provincial Committee and Shandong Provincial People's Government on Establishing the Leading Group for Counterpart Support of Shandong Province” (Lu Wei [2013] No. 533), established the Leading Group for Counterpart Support of Shandong Province composed of representatives of 28 provincial departments, 15 cities and four big enterprises. The Provincial Party Secretary Jiang Yikang and Governor Guo Shuqing acted as the head. Member of the Provincial Standing Committee and Standing Vice Governor Sun Wei and Member of the Provincial Standing Committee and Director General of the Organization Department Gao Xiaobing acted as the deputy heads. Further integrated the forces of relevant provincial departments, municipal departments and relevant enterprises and established the working system characterized by combination of provincial and city departments, the linkage of higher and lower authorities and the close cooperation between various sectors. Second, established the mechanism for stable growth of government assistance funds. On November 27, the two provinces held in Jinan the work conference on Shandong – Chongqing pairing-off poverty alleviation cooperation, discussed how to deepen the pairing-off poverty reduction and determined to designate the 14 cities undertaking the counterpart support task to increase the government aid funds by 10% per year from 2013 to the end of the “12th Five-Year Plan” period based on the government aid funds of three million yuan in 2013. In the next stage, the aid funds shall be increased according to the requirements of the government. 

 

【Construction of livelihood projects】In 2013, Shandong Province issued more than 31 million yuan to implement 23 livelihood projects such as entire village advancement, ecological relocation in mountain areas, rural road building, primary and secondary school building and township hospital projects, addressing the travel, schooling, medical service and drinking water problems of the poor. Jinan City successfully completed Phase I project of ecological relocation in Bama Mountain Area of Wulong County, resettled 38 households, supported the construction of public facilities such as roads, impounding reservoirs, fortresses, drainage ditches, transformers and electric wires, and supported the development of a number of poverty alleviation industries such as high-quality tea planting of 850 mu. Dongying City put in 3 million yuan of aid funds to implement rural road building and rural drinking water projects in five national poor villages, including Shimen Village of Dingshi Town, Youyang County, Dabanying Village of Muye Town and Zhaying Village of Banxi Town, lifting five villages out of poverty and directly benefiting 12789 people. Tai’an City invested 2.1 million yuan to construct new housing for 33 households in Guanfeng Village of Gulu Town and Songtao Village of Wenfeng Town in Wuxi County, benefiting 130 people, supported the construction of drinking water tanks, water pipelines and roads and the development of Chinese herbal medicines. Yantai City invested 1.2 million yuan to support the construction of Quchi Town immigrant resettlement points in Wushan County. Weifang City invested 1.9 million yuan to support the poverty alleviation industrial demonstration projects in southern areas of Kaixian County. Rizhao City issued 500,000 yuan to support the relocation projects in mountain areas of Qianjiang District. Linyi City invested 1.5 million yuan to support the facade renovation of housing in immigrant resettlement points of Shuanghe Town, Chengkou County and other livelihood projects, improving the living conditions of the poor. Jining City supported the village road building in Longju Town and Tai’an Town of Wanzhou District. Liaocheng City supported the rural highroad building in Shuanglong Town and addressed the road problem of some local residents. Zibo City Government issued all the 3 million yuan of aid funds to support the construction of the middle school teaching building of Shizhu County Siyuan Experimental School. Weihai City supported the construction of Qinglong Primary School in Yunyang County ( issued 3 million yuan of aid funds in 2013 and a total of 6 million so far), effectively alleviating the schooling problem of migrant children. Liaocheng City invested 1.6 million yuan to continuously support the construction of Pengshui County No.2 People’s Hospital and made smooth progress. 

 

【Industrial poverty alleviation】Based on their own industrial advantage and the resource advantages of the twinned counties in Chongqing, Shandong’s cities concerned invested more than 10 million yuan in the implementation of 18 featured planting and breeding projects, constructed a number of high-quality featured agricultural and livestock production bases and demonstration parks and, through the promotion and application of new agricultural varieties, new achievements and practical technology, promoted the development of featured industries such as fruits, Chinese herbal medicines, vegetables, nursery stock and livestock industry and enhanced the self-development capacity of poor counties. Zaozhuang City invested 2 million yuan to support the chestnuts green ecological plantation project and walnut base construction project in Fengdu County. Yantai City invested 650,000 yuan to support the project construction in three featured industrial bases of walnut, codonopsis and gastrodia tuer in Wushan County, increasing the income of 250 rural households. Jining City actively supported the reed catkins rreeding in Wanzhou District and the construction of quality fruit and vegetable seed bases in Ganning Town, lifting more than 500 rural households out of poverty. Tai'an City supported the sericulture cultivation and the development of high quality mulberry of 500 mu in Wenfeng Town of Wuxi County. Rizhao City supported the development of kiwifruit industry in Qianjiang District. Linyi City supported the development of Chinese herbal medicines and mountain children in Chengkou County. Binzhou City supported the industrial aid projects such as beef cattle breeding in Fengjie County and made positive progress. 

 

【Intellectual poverty alleviation】 In 2013, giving full play to its personnel advantage, through vocational and skills trainings, sending cadres and dispatching doctors, teachers and agricultural technicians to poor areas, Shandong Province comprehensively conducted intellectual poverty reduction in the twinned poor counties to achieve all-round exchange of personnel between the two sides. In April 2013, the service period of the 46 temporary cadres sent to support Shandong – Chongqing pairing-off poverty alleviation in October 2012 was extended for half a year. The cities concerned and the twinned counties actively organized exchanges of professionals such as agricultural technicians, doctors and teachers and practical skills trainings. With advantages in agricultural industrialization, Jinan City helped Wulong County to develop modern agriculture. Licheng District Vegetable Technology Service Center and Jinan Weili Seed Company sent agricultural technical experts to guide the seedling growing of the watermelon plantation bases in Canggou Town of Wulong County for many times and held trainings to cultivate management talents for watermelon industry. In 2013, we supported Canggou Town to develop more than 10,000 mu of standardized planting area with output of 200,000 tons and output value of more than 60 million yuan. To meet the needs of the twinned poor counties, Dongying, Tai’an and Rizhao held agricultural technical trainings on vegetable planting and breeding for more than 1300 person-times, improving the levels of planting and breeding of local farmers. 

 

【Economic and trade cooperation】 In 2013, adhering to the principle of “government driving, enterprise-oriented, market operation and advantage complementation for a win-win situation”, Shandong and Chongqing increased efforts to make breakthrough on building a platform and creating opportunities for the cooperation between enterprises of the two sides. From May 16 to 19, headed by the provincial government consultant and member of the provincial party group Zhang Jianguo, a delegation of Shandong Province composed of relevant city leaders and the principals of the provincial development and reform commission, the provincial financial department and the provincial state-owned assets supervision and administration commission took part in the 16th China (Chongqing) International Investment and Global Sourcing Fair. During the event, Shandong Province and Chongqing City held the third “Shandong · Chongqing Pairing-off Poverty Alleviation and Economic and Trade Cooperation Project Signing Ceremony”, signed 36 economic and trade cooperation projects worth 8 billion yuan, involving agriculture, trade, tourism, textiles, manufacturing, infrastructure construction and energy field. The relevant cities of Shandong Province and the twinned counties often organize economic and trade cooperation promotion conference and exchange visits of enterprises between the two. In 2013, Jinan City assisted Wulong County to introduce investment of 30 million yuan from Shandong Jiujianpeng Agricultural Technology Park Co., Ltd for the construction of the nursery bases, promoting the development of 20,000 mu of honeysuckle in Wulong County. Wuzheng Group of Rizhao City formulated the plan on the development of vehicle and farm machinery markets in and around Chongqing and conducted cooperation with the sales enterprises in Wanzhou District, Wushan County and Yubei District, recording sales volume of 137 vehicles in 2013. The high-quality beef cattle breeding base project between Yangxin Yiliyuan Halal Meat Co. Ltd of Binzhou City and Fengjie County Yunlong Animal Husbandry Co., Ltd with a total investment of 45 million yuan was basically completed. 

 

The relevant departments of Shandong Province constantly expanded the cooperation area in a variety of forms. In 2013, Jinan City organized travel agencies and tourism marketing companies to send more than 12,000 tourists to travel in Wulong County through providing discounted air tickets, charter flights and increasing special trains. Through holding promotion fairs and establishing agricultural product sales centers, relying on Shandong’s agricultural logistics centers and sales network, Binzhou and Dezhou helped the recipient counties expand sales outlets of navel orange, local chickens, tea and other agricultural products with local characteristics.

【Overview】 In 2013, under the joint efforts of Guangdong, Guangxi, the twinned cities, counties (districts) and the masses and cadres of impoverished regions, new results were achieved in the pairing-off poverty alleviation between Guangdong and Guangxi. In 2013, according to statistics, Guangdong Province, Guangzhou, Dongguan, the relevant departments and all circles of society donated 56.4746 million yuan in kind and cash to Guangxi, of which 39.8723 million yuan was from governments at all levels, 11.2181 million yuan was social donation in cash and 5.3842 million yuan was donations in kind. Meanwhile, Guangdong and Guangxi signed 1694 economic and trade cooperation projects worth 220.2 billion yuan, of which 218.9 billion yuan was contract value and 208.8 billion yuan was issued by Guangdong (including the funds for follow-up construction). In addition, Guangdong Province helped Guangxi hold 53 training courses for 5600 person-times, including cadre trainings for 1610 person-times. In 2013, a total of 4.669 million people of Guangxi went to work in Guangdong Province, including 599800 increased migrant workers; 49 poor counties (districts) sent 159900 labors to the enterprises in Guangdong and the net income of the transferred labors in poor areas was 1.9188 billion yuan. 

 

【Entire village advancement】 In 2013, Guangdong implemented 23 model village projects for entire village advancement for Guangxi, involving road hardening, old house renovation, house facade renovation, basketball court construction, cultural room building, landscaping of poor villages, garbage tank construction, industrial development and practical technical training of farmers, covering 2,897 impoverished households and 12,306 people. Guangzhou invested 6 million yuan to support the construction of 12 model villages for entire village advancement in Baise City, and invested 5 million yuan of relief funds to support the construction of immigrants’ resettlement points in Xinli Village, Tianyang County of Baise City. 

 

【Industrial poverty alleviation】 In 2013, Guangdong and Guangxi signed 1695 economic 

and trade cooperation projects worth 220.2 billion yuan, including 218.9 billion yuan of contract investment, and Guangdong Province provided 208.8 billion yuan (including the funds for follow-up construction). Guangzhou City signed 135 investment projects with the enterprises in Baise City with a total investment of 20.79 billion yuan and implemented 126 projects with a total investment of 18.76 billion yuan, and 15.84 billion yuan was already issued. More than 15 enterprises conducted business operations in the other province (autonomous region). Taking the regional cooperation of the Pan-Pearl River Delta and the development of Beibu Gulf Economic Zone as an opportunity, with China - ASEAN Expo and Guangzhou Fair as a platform, Guangdong and Guangxi deepened the development and construction of the Golden Waterway of the Xijiang River, constantly expanded the scope of the two provinces’ exchanges and cooperation, actively explored the establishment of a long-term cooperation mechanism characterized by complementary advantages, positive interaction, common development and common prosperity, and gradually promoted the transformation of poverty alleviation cooperation towards comprehensive trade and economic cooperation.

 

【Labor cooperation】 In August 2013, Guangdong Province organized a party and government delegation to carry out field research in Guangxi. During that period, the departments of human resources and social security of the two sides signed the “Framework Agreement on the Cooperation in Human Resources and Social Security between Guangdong and Guangxi” and further strengthened the cooperation in technical service, labor transfer, domestic service, remote medical insurance billing and legal rights safeguarding of labors. In 2013, the labor departments of Guangdong Province continued to strengthen the inter-provincial labor cooperation with Guangxi and carried out the “Spring Breeze Action”, the “Employment Assistance Month” and the “Private Enterprises’ Recruitment Week” jointly with Guangxi; Strengthened the human resources market information network construction in the Pan-Pearl River Delta, established the network interconnection between the human resources and social security departments of Guangzhou, Baise and Shenzhen and Bama County of Hechi City, and achieved the linkage of remote recruitment systems. In 2013, according to statistics, a total of 4.669 million peasant workers of Guangxi worked in Guangdong Province, including 599800 newly transferred migrant workers, and 49 poor counties (districts) sent a total of 159,900 labors to the enterprises in Guangdong Province. Based on a per capita annual income of 12,000 yuan, the migrant workers in poor areas created net service income of 1,918,800,000 yuan.

 

【Cadre training】 Guangdong Province held two training courses of poverty relief cadres for Guangxi, covering 151 people. The trainees were mainly the government leaders of the counties (cities, districts) undertaking a heavy task of poverty reduction with a large number of impoverished villages, the township party committee or government leaders and the directors of poverty alleviation offices of the cities divided into districts. The relevant departments of Guangzhou and Dongguan held 51 trainings for Baise, Hechi City and the relevant departments for 5450 person-times. Guangzhou and Dongguan City received 69 excellent cadres of Baise and Hechi City to serve the local city, districts and towns. 

 

【Pairing-off poverty reduction】Guangdong, especially governments and departments at all levels and all circles of society of Guangzhou and Dongguan City extensively mobilized social forces to donate money and goods for the poor areas in Baise and Hechi of Guangxi to boost local economic and social development and improve people’s livelihood. Guangzhou City mobilized all circles of society to donate 3.3 million yuan (of which one million yuan was from Guangzhou City People’s Government” for the disaster areas affected by “2.20” earthquake in Tiandong and Pingguo County of Baise; supported the establishment of the “Baise City Education Foundation” and raised more than 37 million yuan; Yuexiu District issued 800,000 yuan to support the construction of Zhoubang Village Central Primary School in Xilin County; Haizhu District put in 700,000 yuan of relief funds to construct the complex building of Lafeng Primary School in Shanggang Village of Leye County and the business office of Wuchen Hospital in Tongle County. Main leaders of Dongguan and Hechi City attached great importance to the anti-poverty work. The two sides strengthened exchange visits and took the initiative to contact each other to promote the economic and trade cooperation, the labor transfer, the development of featured agriculture and tourism resources. Dongguan City donated 5 million yuan to support the construction of Guoqing Middle School of Donglan County.

【Overview】 In 2013, after Shanghai was designated to provide counterpart support for Zunyi, Shanghai City Government attached great importance to the task and immediately implemented the decision and deployment of the central government earnestly. In October, Comrade Han Zheng and Yang Xiong headed a party and government delegation to carry out field research in Guizhou Province, put forward the basic principle of "Livelihood-oriented, education first, industry and talent priority", established a series of working mechanisms, prepared the Work Plan 2013-2015, issued 50 million yuan of aid funds (not including extra donation of 30 million yuan), implemented 31 projects and achieved initial results in the pairing-off poverty reduction. 

 

【Livelihood projects】Newly implemented 9 projects, including rural clinics, nursing homes, villagers’ activity centers, kindergartens, etc., renovated three elementary school student dormitories and implemented 14 projects to increase farmers' income. Through the "Bright Charity Activity", we made eye examinations for nearly 4,000 poor people, conducted free cataract surgery for 371 patients and restored their sight. Shanghai Children's Hospital opened teleconsultation and donated medical equipment to Zunyi City Maternity and Child Care Service Center and carried out free surgery for ten children with congenital heart disease.

 

【Poverty alleviation by education】 Arranged about 17 million yuan of relief funds for hardware improvement and supporting facility purchase of the secondary vocational and technical schools in Zunyi City in order to improve the teaching conditions. Education departments of the two sides developed the counterpart support agreement 2013-2015. Through supporting the construction of Zunyi University and carrying out joint school running and recruitment between secondary vocational and technical schools as well as pairing-off co-construction between the schools of the two sides, we strived to improve the quality of teaching. So far, five primary and secondary schools and universities of the two regions have established the “one to one” twinning partnership, and nine principals and backbone teachers of Shanghai have been sent to Zunyi City to support the development of local education.

 

【Industrial poverty alleviation】According to the principle of "advantage complementation for mutual benefit and win-win situation", the government designated Shanghai Caohejing Development Zone to establish pairing-off partnership with Zunyi National Economic Development Zone. By conducting research, we actively explored ways for Zunyi to undertake industrial transfer projects in Shanghai. Through building a platform, we organized relevant persons of Zunyi City to participate in the "Spring Fair of Featured Goods of the Regions Twinned with Shanghai in Poverty Reduction" and Shanghai Tourism Festival, etc. By matchmaking, we successively organized more than 30 batches of enterprises to carry out field research in Zunyi and promoted the implementation of a number of economic and trade cooperation projects. Among them, Shanghai Tobacco Group, Shanghai Pudong Development Bank and Yuexing Group have already signed cooperative agreements, involving nearly 20 billion yuan of funds.

【Overview】 In 2013, the central government adjusted the overall counterpart support work 

for Guizhou Province and issued the “Guiding Opinions of the General Office of the State Council on Providing Counterpart Support for Guizhou Province” (Guo Ban Fa [2013] No.11). Dalian was designated to provide counterpart support for Liupanshui City of Guizhou instead of Zunyi and Liupanshui. Dalian City Government earnestly implemented the relevant requirements and, adhering to the principle of "government leadership, social participation, overall planning, people's livelihood priority, cooperation for win-win situation", seriously carried out the pairing-off poverty reduction work focusing on promoting key problem tackling, improving the basic public services, carrying on economic and technological exchange and cooperation and strengthening cadre and personnel training. In the whole year, Dalian issued government aid funds of 30 million yuan to Liupanshui City and mobilized social forces to donate more than 50,000 books worth 1.2 million yuan for Liupanshui City Primary School. Since the implementation of the pairing-off poverty reduction, Dalian City has provided a total of 136 million yuan of aid funds and goods to Liupanshui City and implemented more than 300 aid projects.

【Intellectual poverty alleviation】 In 2013, Dalian City undertook the task of training poverty alleviation cadres nationwide and held trainings of 200 cadres at county level or below for poor areas, especially contiguous destitute areas, including 40 cadres from Liupanshui City of Guizhou Province. The two sides sent ten cadres to the other city for practice. In the field of exchange of medical workers, Dalian City received 59 backbone medical workers from Liupanshui for training and provided more than 1900 sets of learning videos of more than 100 hours for the rural doctors of Liupanshui City. In terms of educational personnel exchange, Liupanshui Normal College sent seven department cadres to practice in Liaoning Normal University for one semester. Dalian City provided temporary working positions for 12 primary and secondary school principals from Guizhou Province, including six from Liupanshui City. Dalian City Women’s Federation held trainings for ten women leaders in industry development for Liupanshui City and encouraged the entrepreneurship and development of rural women in Liupanshui City. 

 

【Industrial poverty alleviation】Under the principle of "government guidance, enterprise participation and market operation", in compliance with market rules, Dalian City guided competitive industries and enterprises to invest in its twinned poor area to constantly enhance the "blood-making" capacity of local areas. Coordinated Dalian Snowdragon Beef Co., Ltd – a high-end beef production enterprise to negotiate with Liupanshui City for cooperation. The "Jiang Nanhui" Tea City of Dalian negotiated with the tea production enterprises in Liupanshui for cooperation, including the "Watertown Spring", "Biyunjian" and Liuzhi Green Tea, etc., aiming to jointly construct the tea production bases and expand the tea market. Assisted Guizhou Provincial Investment Promotion Bureau and Guizhou Provincial Poverty Alleviation Office to jointly hold the “Forum on Investment Projects of Guizhou (Liupanshui) · Dalian Pairing-off Poverty Alleviation”, invited more than 50 enterprises to take part in the event, including the non-local chambers of commerce, tourism and agricultural enterprises of Dalian City, and encouraged and supported enterprises of Dalian to invest and launch businesses in Guizhou Province. Liupanshui City Government signed a cooperation framework agreement with Dalian Emerging Energy Technology Co., Ltd. The two sides will cooperate in the construction of an integrated coal gasification recycling economy base to boost the restructuring and upgrading of coal industry in Liupanshui City.

【Aid projects】Arranged 15 million yuan to support the construction of Yunshe Village – a well-known historical and cultural village in Tongren City. Suzhou and Tongji University jointly completed the preparation of the overall planning and the landscape design with the ideology for beautiful countryside construction in Suzhou City and a total of 73 million yuan was put in the project implementation. Arranged six million yuan of relief funds to support the development of agricultural industrialization in poor areas of Tongren, the transformation of traditional agriculture and the development of competitive industries. A total of 180 million yuan was invested in the construction of teaching building of Wanshan Secondary Vocational and Technical School, of which 8 million yuan was from Suzhou City. Held in Suzhou Rural Cadre College the “Training Course of County / Department Leaders”, the “Young and Middle-aged Cadres Training Course”, the training of civil servants for capability improvement and the “Special Training for Talent Development” for Tongren City, covering 200 cadres at all levels. 

 

【Pairing-off poverty reduction】 In 2013, the two sides signed the "Cooperation Agreement on Suzhou – Tongren Pairing-off Poverty Alleviation in Education", the "Cooperation Agreement on Suzhou – Tongren Pairing-off Poverty Alleviation in Sanitation", the "Framework Agreement on Strategic Cooperation between Suzhou and Tongren in Talent Training", the "Framework Agreement on Strategic Cooperation between Suzhou and Tongren in Pairing-off Poverty Alleviation by the Communist Youth League Committees", the "Framework Agreement on Strategic Cooperation between Suzhou and Tongren in Pairing-off Poverty Alleviation by Women’s Federations" and the "MOU on Friendly Exchange and Cooperation of CPPCC". The two cities organized exchange visits of various departments at all levels for more than 30 times and organized young entrepreneurs of Suzhou City to donate for the construction of two Hope Primary Schools and one canteen in Tongren City. 

 

【Industrial cooperation】To deepen the cooperation of the two sides in industrial poverty alleviation, Suzhou City actively guided local enterprises to carry out industrial cooperation in Tongren and achieved remarkable results. Wen's Food Group Jiangsu (Taicang) Branch coordinated Guangdong Wen's Food Group Co., Ltd. to invest 400 million yuan to register Wen's Animal Husbandry Co., Ltd. in Yuping County of Tongren City, which will set up a 2500-mu boar production base and technical service centers in two to four central towns. Suzhou Guohua Auto Parts Manufacturing Company plans to invest 200 million yuan in Wanshan District of Tongren for the construction of a 50-mu auto part manufacturing project; Changshu Huayuan Real Estate Company signed a cooperation agreement with Dalong Economic Development Zone of Tongren City and plans to invest 2 billion yuan for the construction of the fabricated PC component production projects with annual production capacity of 15 million square meters; Suzhou UBS Investment Company signed a cooperation agreement with Wanshan District of Tongren City and plans to invest 200 million yuan to set up a financing guarantee company; Suzhou Yuting Modern Agriculture Park Company signed a cooperation agreement with Shiqian County of Tongren City and plans to invest 80 million yuan for the production and processing of ecological agricultural products; Suzhou Caohe Development Co., Ltd signed a cooperation agreement with Shiqian County of Tongren City and plans to invest 80 million yuan for the construction of greenhouse vegetable projects, ecological farming, agricultural sightseeing gardens, etc.; Jiangsu Huatian Pharmaceutical Group Corporation signed a cooperation agreement with Songtao County of Tongren City and plans to invest 30 million yuan for the implementation of Songtao biopharmaceutical projects.

Ningbo - Guizhou Pairing-off Poverty Alleviation

 

【Overview】In 2013, the General Office of the State Council designated Ningbo City to provide counterpart support for the poverty reduction in Qianxinan Prefecture of Guizhou Province. To promote the pairing-off poverty alleviation work, Ningbo City issued the “Circular on Further Promoting the Counterpart Support for Qianxinan Prefecture of Guizhou Province) (Yong Dang Ban Fa [2013] No.29), clarified the overall requirements and tasks, adjusted the twinning relationship, strengthened organization and leadership safeguard measures; held a mobilization meeting for the counterpart support work; organized more than 60 people from 26 local units to carry out field research in Qianxinan Prefecture and support the poverty reduction there; signed the framework agreement on the counterpart support in the new stage with Qianxinan Prefecture, and formulated the counterpart support plan 2013-2015. The features of a new round of Ningbo’s counterpart support work include: First, the integration of pilot work and the work in entire areas and the full coverage of county-level units twinning. In terms of twinning partnership, 11 counties (cities) and districts and 13 city departments of Ningbo City were designated to provide counterpart support for eight cities and counties and three new areas of Qianxinan Prefecture (two for one). Ningbo Municipal Health Bureau and Ningbo Tourism Bureau were designated to provide counterpart support for Qianxinan Prefecture Health Bureau and Qianxinan Prefecture Tourism Bureau to promote the exchange and cooperation. Second, clarified the work objectives and tasks. As for the objectives, guided by the Ningbo Municipal Government and participated by all social forces, Ningbo plans to support the construction of a number of demonstration projects in Qianxinan Prefecture to boost local economic and social development, enhance local development capability and promoted the construction of a moderately prosperous society as well. As for specific tasks, Ningbo City issued annual aid fund targets to each unit involved and made clear the specific work to be done every year. Third, clarified the work assessment methods. Specifically formulated the counterpart support work evaluation indicators and made it part of the annual government performance assessment work.

 

【Exchange visits】 In May 2013, Deputy Mayor of Ningbo City Chen Yijun headed a delegation to take part in the launching meeting of a new round of pairing-off poverty alleviation in Guiyang and exchanged ideas on the counterpart support work with relevant leaders of Guizhou Province and Qianxinan Prefecture. On July 2 to 3, Party Secretary of Qianxinan Prefecture Committee Zhang Zheng and Governor Yang Yongying headed a party and government delegation of 58 people to visit Ningbo and held a work forum on the pairing-off poverty reduction. Ningbo Municipal Party Secretary Liu Qi and Mayor Lu Ziyue exchanged ideas with the delegation and the two sides signed a framework agreement on pairing-off poverty alleviation in the new stage and the counterpart support project agreement in 2013. According to incomplete statistics, in 2013, Ningbo City organized more than 40 research groups of more than 350 people to Guizhou Province, and Qianxinan Prefecture sent more than 30 research groups of more than 400 people to Ningbo for exchange and field survey. 

 

【Aid projects】 In 2013, Ningbo City government and the governments of 11 counties (cities) and districts determined the implementation of 51 aid projects in Qianxinan Prefecture in the field of public services, new rural construction, agricultural industry support, training, exchange, education and health care with government aid funds of 31.97 million yuan. Among that, 16 million yuan was invested in the construction of Science and Technology Museum of Qianxinan Vocational Education City and Xingyi City Chengdong Kindergarten, 10.1 million yuan was invested in the construction of 14 beautiful villages, the house renovation for 252 families and the construction of roads of 35 kilometers, benefiting 2067 rural households; Five million yuan was invested in the construction of the Suozhai Village Boutique Fruit Industrial Park in Chengnan Subdistrict of Xingren County, Xiaotianba Village Medicinal Material Industry Shihu Base of Longguang Town in Yilong New District, the Qishe Bailongshan Featured Farm Produce Boutique Tea Base in Xingyi and Anlong County Sika Deer Breeding Base as well as the development of the long-hair rabbit industry of Pu’an County. After years of constant support, at present, the long-hair rabbit industry of Pu’an County has got a complete industrial chain, benefiting more than 10,000 rural households. 870,000 yuan was invested in the training of poverty relief cadres and agricultural technicians for Qianxinan Prefecture. 

 

【Social poverty alleviation】 In 2013, all circles of society of Ningbo City donated a total of 14.1937 million yuan for Qianxinan Prefecture. The city organs and departments donated 11.0337 million yuan for beautiful villages, industrial support, villages’ cultural centers and skills training. Taiwan compatriot Mr. Zhu Yinglong, who was born in Ningbo, donated 1.96 million yuan to subsidize 392 college students from needy families. Ningbo Municipal Health Bureau donated medical equipment worth 1.2 million yuan to the hospitals in Qianxinan Prefecture. Ningbo Shenzhou Company donated 178,000 new autumn / winter garments worth 16.26 million yuan to Qianxinan Prefecture. Ningbo Municipal Trade Bureau supported Qianxinan Prefecture to present and sell its featured agricultural products in Ningbo Agricultural Fair. In November, Ningbo City Office of Counterpart Support Work organized the public activity of “student aiding by ten thousand people for sunshine breakfast” to provide breakfast for the boarding primary school students in Qianxinan Prefecture. 

 

【Intellectual poverty alleviation】 In 2013, Ningbo City organized 12 training courses for 585 cadres and technicians, including two trainings held in Ningbo for 100 backbone headmasters and teachers of Guizhou Province; one poverty relief cadre training held in Ningbo for 50 people and one training on and the construction of industrial park and management for 35 people from Qianxinan Prefecture; and eight practical agricultural technical trainings for 400 people held in Qianxinan Prefecture. Meanwhile, Ningbo City organized white loguat experts to hold a training course on white loguat growing in Qianxinan Prefecture. In terms of cadre exchange, Ningbo City sent five cadres to practice in Qianxinan Prefecture, received ten cadres from Qianxinan Prefecture and extended the practice period from half a year to one year. Yuyao City and Cixi City of Ningbo respectively received 20 cadres of the twinned counties to study in local areas. In terms of education and health care, Ningbo Municipal Education Bureau signed a framework agreement on counterpart support and an agreement on vocational education support with Qianxinan Prefecture Education Bureau, received two batches of 100 primary and secondary school principals from Guizhou Province to serve in Ningbo City. Ningbo University and Ningbo Vocational and Technical College respectively established the pairing-off cooperation relationship with Xingyi Minority Normal College and Qianxinan Minority Vocational and Technical College. Ningbo City arranged eight local hospitals to provide counterpart support for Qianxinan Prefecture, of which five Grade-A hospitals were designated to provide counterpart support for five hospitals at county level or above in Qianxinan Prefecture. Ningbo City dispatched 13 batches of 94 cadres and medical workers to guide the work of twinned hospitals and received 53 people from the twinned hospitals to study in Ningbo.

Qingdao - Guizhou Pairing-off Poverty Alleviation

 

【Overview】 In 2013, Qingdao City earnestly implemented the spirit of the national launching meeting on a new round of pairing-off poverty alleviation and the “Guiding Opinions of the General Office of the State Council on Providing Counterpart Support for Guizhou Province” (Guo Ban Fa [2013] No.11) and focused on the “co-construction of industrial parks, business introduction, vocational education, personnel training and tourism-agriculture cooperation” to promote the pairing-off poverty alleviation. In July 2013, the two cities signed the “Strategic Framework Agreement on Further Promoting the Pairing-off Poverty Alleviation and Economic Cooperation between Qingdao Municipal People's Government and Anshun City People's Government” and officially launched the counterpart support work and friendly department cooperation, increased counterpart support funds and exchanged cadres for poverty reduction. The districts, cities, departments and enterprises concerned of Qingdao City signed more than 20 agreements on counterpart support with the relevant units of Anshun City. In the whole year, Qingdao City donated government aid funds of 31 million yuan to Anshun City of Guizhou Province and launched and implemented more than 30 projects in six categories, including the construction of beautiful villages, eco-agriculture demonstration parks and secondary vocational education schools, the basic public service capacity and human resources trainings, investment inviting and promotion, etc. The two sides exchanged 26 cadres and held two trainings for 210 poverty reduction cadres.

【Aid projects】 In accordance with the annual plan, Qingdao City determined the allocation of 30 million yuan of government aid funds and organized the implementation of ten aid projects, including the construction of beautiful villages, eco-agriculture demonstration parks and secondary vocational schools, the basic public service capacity and human resources trainings, investment inviting and promotion, etc. Qingdao City arranged 10 million yuan of special funds to support the infrastructure construction for the training and teaching building of Anshun Tourism School. 

 

【Social poverty alleviation】 Qingdao City actively guided and encouraged all circles of society to take part in the pairing-off poverty alleviation work and donated one million yuan of drought resisting funds to Anshun City; Jimo City and Chengyang District respectively donate 100,000 yuan and 50,000 yuan to support the drought resisting and school renovation of the twinned counties; Qingdao Municipal Civil Affairs Bureau and Qingdao Municipal Charity Society donated three million yuan to establish a fund to help the poor in Anshun; Qingdao Red Cross Dust Fund implemented the "Sunshine Boys Support Project of Dust Fund" and donated 243,500 yuan to subsidize 487 primary and secondary school students from needy families, 500 yuan per capita. According to the arrangements of China Federation of Literary and Art Circles, Qingdao Federation of Literary and Art Circles was designated to provide support for Anshun City Federation of Literary and Art Circles and sent four literature volunteers to support the literary industry of Anshun City and donate some musical instruments. 

 

【Industrial poverty alleviation】 Established the Qingdao –Anshun Industrial Cooperation Platform and organized exchange visits of relevant departments and enterprises of the two cities to promote the economic and trade cooperation and promote relevant products. In 2013, Qingdao City helped Guizhou Province and Anshun City to hold three project promotion and investment invitation activities in Qingdao and organized more than 100 businesses and alliance enterprises of non-local chambers of commerce to negotiate with Anshun City for economic and trade cooperation. Xiazhuang Wangjiacao Village Community of Chengyang District in Qingdao City invested 140 million yuan in Guanling County of Anshun City to support the construction of the standardized dragon fruit demonstration zones of 7000 mu integrating holiday relaxation and ecological tourism. Liqun Group included the featured products of Anshun City such as tea, beef jerky, Anshun wine, canola oil, pearl barley and Pingba vegetables into the product list for its purchase and developed a plan on the procurement of featured products worth 20 million yuan from local area. 

 

【Intellectual poverty alleviation】 From November 3 to 9, 2013, we held in Qingdao a training course of poverty relief cadres for Anshun City, involving 50 people. For the first time, we launched the program of cadre exchange between the two cities. In August 2013, Qingdao selected ten cadres to work in Anshun City and received 16 cadres from Anshun to practice in Qingdao. According to the cadre training agreement signed between the organization departments of the two sides, the Organization Department of Anshun City Party Committee sent ten excellent party school teachers to take part in the trainings of young and middle-aged cadres and city management organized by Qingdao City Party School and sent 150 cadres to receive class cadre trainings in Qingdao City.

【Overview】 According to the requirements of the State Council, Guangzhou City should provide counterpart support for Qiannan Prefecture of Guizhou Province from 2013 to 2020. In 2013, giving full play to the leading role of the government and the driving role of the market, Guangzhou City Party Committee and Government promoted, on the one hand, the implementation of pairing-off poverty alleviation and, on the other hand, strengthened the exchange and cooperation with the twinned regions, formulated the aid program, signed the cooperation agreement, established the aid mechanism, clarified the assistance task, highlighted the work priorities, promoted the economic and trade cooperation and implemented personnel training to promote the pairing-off poverty reduction. Since 2013, Guangzhou City has arranged 30 million yuan of annual financial anti-poverty funds and increased the aid funds by 2 million yuan per year.

【Aid projects】 1.Guangzhou issued financial aid funds of 30 million yuan to support the construction of farmland, water conservancy projects, village roads and public welfare projects in 14 poor villages of seven counties in Qiannan Prefecture. 

 

2. Haizhu District CPPCC of Guangzhou City donated one million yuan to support the construction of the integrated teaching building of Shuilong Middle School in Sandu County. Baiyun District of Guangzhou City donated 4.5 million yuan to support the relocation of rural households of Gulei Village, Yaoshan Town, Libo County. The civil affairs departments of Guangzhou City donated 17,000 pieces of goods worth 1.03 million yuan to the poor mountain areas of Qiannan Prefecture. 

 

3. In 2013, Guangzhou City held trainings of 1500 teachers for Qiannan Prefecture, organized 41 school principals of Qiannan Prefecture to study in relevant schools of Guangzhou, and held cadre trainings for 200 leaders of Qiannan Prefecture. 

 

【Investment inviting】 Focused on strengthening the economic and trade cooperation between the two regions, strengthening government leadership and city and district linkage, promoted the construction of industrial parks and introduced private businesses to participate in pairing-off poverty alleviation work. Throughout the year, we organized 11 batches of city and district economic and trade delegations composed of people from more than 100 enterprises to carry out field research on economic and trade cooperation in Qiannan Prefecture. Enterprises of Guangzhou signed 114 projects with Qiannan Prefecture with a total investment of 40.5 billion yuan. The 21st Guangzhou Fair provided free stands for Qiannan Prefecture to boost its investment inviting and relevant promotion activities in Guangzhou.

【Overview】 2013 is the first year of a new round of counterpart support for Guizhou Province according to the deployments of the Party Central Committee and the State Council and Shenzhen City continued to provide counterpart support for Bijie City of Guizhou Province. Through district – county twinning poverty reduction, we raised various types of funds to address the production, living, education and health problems of the rural poor in local area, actively guided all circles of society to carry out anti-poverty activities in various forms, including poverty reduction by education, health care, labor service cooperation, cadre training, personnel exchange, social poverty alleviation and teacher and doctor dispatch to boost the healthy and rapid economic and social development in Guizhou Province. In 2013, according to incomplete statistics, Shenzhen City donated 35.036 million yuan of various relief funds to Bijie City for the implementation of 54 aid projects, covering the pilot projects of beautiful countryside, farmland, water conservancy projects, rural roads, renovation of rural houses, drinking water projects, improvement of village appearance and student aid, directly benefiting more than 250,000 local residents. Held trainings of party and government leaders, economic management cadres and backbone technicians in the field of education and health care for 3196 person-times, subsidized more than 10,000 needy primary and secondary school students and organized labor transfer for more than 20,000 person-times. 

 

【Exchange visits】 In 2013, Member of the Standing Committee of Guangdong Provincial Party Committee and Party Secretary of Shenzhen City Wang Rong and Mayor Xu Qin met with the delegations of Guizhou Province and Bijie City for many times to talk about programs on counterpart support and coordinated regional development. Mayor Xu Qin presided over the 95th executive meeting of the fifth party committee of city government, which approved the “Work Plan for Shenzhen City to Provide Counterpart Support for Bijie City (2013-2015)”. Member of the Standing Committee of Shenzhen City Party Committee and Deputy Mayor Zhang Wen headed a delegation to talk about the counterpart support work in Bijie City. The relevant economic and trade departments, education, health and tourism sectors as well as the twinned districts of Shenzhen and Bijie carried out exchange activities for 350 person-times and reached a consensus through exchange visits to deepen the pairing-off poverty alleviation. 

 

【Pairing-off poverty reduction】 Shenzhen City arranged six districts and Guangming New District to provide counterpart support for seven counties in Wumeng Mountain Area (nationa key counties for poverty reduction). Futian District, Luohu District, Yantian District, Nanshan District, Baoan District, Longang District and Guangming New District were designated to support Hezhang County, Qixingguan District, Zhijin County, Weining County, Nayong County, Dafang County and Qianxi County respectively. From 1996 to 2013, Baoan District put in a total of 59.135 million yuan of relief funds to Nayong County, implemented 141 aid projects and donated goods worth 9.826 million yuan and 1.6818 million sets of clothing and beddings. In 2013, Baoan District arranged 3.1 million yuan of aid funds to implement four demonstration projects of beautiful villages. The government delegation of Nanshan District carried out field research in Weining County and issued one million yuan more to establish a student aid fund after understanding the situation of local poor students. Yantian District Government sent three batches of 90 office (department) heads to carry out practical education activity of changing workstyle and contacting the masses in Zhijin County. 

 

【Funding project】According to incomplete statistics, in 2013, Shenzhen donated 35.036 million yuan of aid funds to Bijie (32.52 million yuan of financial funds and 2.516 million yuan of social capital) and implemented 54 aid projects (46 were financial aid projects and 8 were social capital projects), including seven demonstration projects of beautiful villages, 23 rural road hardening projects, two farmland and water conservancy projects, two rural house renovation projects, two drinking water projects, three village appearance improvement projects, three school building projects, six student aid projects, two cadre training projects, two labor skills training projects and two other projects, directly benefiting more than 250,000 people. Held trainings for party and government management personnel and the backbone technicians of education and health sector for 3196 person-times (546 in Shenzhen and 2650 door-to-door trainings), subsidized more than 10,000 needy primary and secondary school students and organized labor transfer for more than 20,000 person-times. 

 

【Intellectual poverty alleviation】 In addition to donating for counterpart support projects, 

Shenzhen actively carried out intellectual poverty alleviation activities focusing on education and health care-based poverty reduction every year, vigorously supported the development of local education and health industry to directly benefit the masses. First, supported the education industry. Shenzhen’s activity of teacher recruitment for education support is a new type of teaching support mode in the country for teacher recruitment funded by private businesses to support the education in mountain areas. Since its implementation in 2006, Shenzhen Care Action Committee Office has recruited 15 batches of 1027 volunteers to support education industry in Bijie City of Guizhou Province, including 8 people sent to Bijie in 2013. Second, received people to study in Shenzhen. In 2013, Shenzhen organized the training of backbone high school teachers of Bijie City in Shenzhen, covering 50 high school and vocational school teachers from Bijie City. Shenzhen Democratic Alliance and Longgang District Education Bureau entrusted Longgang District School for Teachers’ Advanced Studies to provide a two-week education management and teaching training for six school principals and teaching directors of Bijie City sent by Guizhou Democratic Alliance. The health sector of Shenzhen City received 16 backbone medical workers of Bijie to study in the city. Third, joint school running. Shenzhen City No.1 Vocational and Technical School and Bijie City of Guizhou Province have carried out the activity of “joint vocational school running for poverty alleviation” since 2004, jointly established the platform for joint vocational school running and create outlets for students to find jobs. In 2013, Shenzhen invested about 150,000 yuan of aid funds, successively sent four batches of 30 teaching and management persons to hold teaching seminars and teacher trainings in Bijie City, and respectively received 28 backbone vocational school teachers of Bijie City to practice in Konka Group together with 40 students majoring in computering. Fourth, door-to-door teaching service. In 2013, Shenzhen Manager Continuing Education School sent relevant experts to hold cadre trainings for 2450 person-times in Bijie, the medical departments of the city sent nine medical workers to Bijie and held 21 workshops on relevant medical knowledge. Fifth, counterpart support. Since 2009, Shenzhen Vocational and Technical School has established twinning relationship with Bijie Vocational and Technical School in poverty reduction. In 2013, the two schools again signed a three-year counterpart support agreement. Shenzhen Vocational and Technical School received two backbone teachers from Bijie to receive the training of higher vocational teaching capability building in Shenzhen for free. Shenzhen City Education Bureau actively coordinated Shenzhen University and Shenzhen Vocational and Technical School to provide counterpart support for Bijie College and Bijie Vocational and Technical School. 

 

【Cadre training】 In accordance with the deployments made by LGOP on the training of poverty relief cadres, Shenzhen City Counterpart Support Office entrusted Shenzhen Manager and Continuing Education School to hold ten trainings of poverty relief cadres in Shenzhen, covering 500 people, including the trainings of 300 government leaders and economic management cadres and the trainings of 100 backbone leaders of education and health sector in Bijie City. 

 

【Labor cooperation】According to the “Circular on the Implementation of Pilot Project 

of ‘Guizhou – Shenzhen Rain Plan Vehicle’” (Guo Kai Ban Fa [2011] No. 45) issued by the 

State Council Leading Group Office of Poverty Alleviation and Development, the poverty alleviation departments of Shenzhen and Bijie cooperated to carry out pilot labor skills training for the program of “Guizhou – Shenzhen Rain Plan Vehicle” and entrusted Shenzhen Xiechuang Technical School (national labor skills training base for poor areas, human resources training base for East-West pairing-off poverty alleviation) to implement the project. For three consecutive years, we recruited a total of 1495 children from rural needy families of six key counties for national poverty alleviation and development, namely Nayong, Weining, Hezhang, Dafang, Zhijin and Qianxi County of Guizhou Province, including 504 students recruited in 2011, 457 in 2012 and 534 in 2013. Through “order type” centralized learning for three years, the trainees of the “Guizhou – Shenzhen Rain Plan Vehicle” can obtain the secondary technical diploma and skills certificate and can work in Shenzhen or go back to work in Bijie City. Shenzhen No.2 Senior Technical School opened the senior technician training course for children from rural needy families in Bijie City of Guizhou Province, planned to recruit 80 people to study for three years in Shenzhen and develop them into urgently needed senior technicians. In 2013, the human resources departments at all levels of Shenzhen City received more than 20,000 workers from Guizhou. 

 

【Social poverty alleviation】 In 2013, Shenzhen Care Action Organizing Committee Office raised 1.686 million yuan of social funds to carry out five social poverty alleviation activities. The 14th and 15th batch of eight volunteers for the action of “teacher recruitment to support education” were sent to support the teaching in Majiatian Village Primary School of Houzhai Miao Town, Zhijin County, Guizhou Province, and put in 96,000 yuan of social donations. Invested 450,000 yuan to support the construction of Jiangjunshan Hope Primary School in Dafang County of Guizhou Province, put in 400,000 yuan to donate 6437 warmth-delivery packages; put in 440,000 yuan to donate 4000 sets of small desks and chairs; and put in 300,000 yuan to subsidize 120 needy students. Yantian District organized Shenzhen One Foundation to donate school supplies and clothes worth nearly 80,000 yuan to Zhawa Primary School of Jichang Town, Zhijin County. Shenzhen Charity Association donated 600,000 yuan to support the construction of Sandu County Hope School in Qiannan Prefecture. 

 

【Economic cooperation】 In 2013, Shenzhen and Guizhou continued to vigorously promoted the implementation of the large coal power cooperation project of the “Transfer of Guizhou’s Power to Shenzhen”. Shenzhen Energy Group and Guodian Guizhou Power Company jointly invested in the construction of Bijie Zhijin Power Plant. With a total investment of 5.23 billion yuan, Phase I project constructed two 660,000-kw coal-fired generating units. The project was officially launched in December 2013 and is planned to be put into production in the fourth quarter of 2015. It is estimated that the project will increase the fiscal revenue of Bijie City by 500 million yuan and remain ecological compensation funds of 80 million yuan for local areas per year. As an electronics industry cluster with Shenzhen Oskol Electronics Co., Ltd. as the leading company and Guizhou Oskol Technology Industrial Company as the main body with a total investment of 1.6 billion yuan, Jinsha County Electronic Information Industry Park of Guizhou Province has attracted 24 enterprises engaged in acoustics, injection molding, wires, paste tablets, headphones, leather sheaths, metal stamping and plating, and its products mainly include tablet PCs, multifunction telephones, portable card speaker boxes, speakers, mice, card readers, headphones, computer speakers, etc., involving almost all areas of the electronics industry. In 2013, the park’s output value exceeded one billion yuan and created more than 10,000 jobs for the people in Jinsha.

Xiamen -Gansu Linxia Hui Autonomous Prefecture Pairing-off Poverty Alleviation

 

【Overview】In 2013, through increasing capital investment in poverty alleviation, strengthening exchange visits of the two sides, developing reasonable planning for aid projects, assisting merchants inviting and organizing the implementation of social poverty alleviation, Xiamen City constantly strived to improve the quality of counterpart support for Linxia Prefecture of Gansu; raised the aid funds from 6 million yuan to 20 million yuan, up 233%. In 2013, governments at all levels of Xiamen City invested 21.1158 million yuan of relief funds for the pairing-off poverty alleviation, implemented 4 aid projects, held two meetings on investment invitation, signed seven agreements on cooperation between districts and counties, and held 35 technical and jobs skills trainings for 1750 people. 

 

【Working mechanism】 First, improved the coordination mechanism. Established the mechanism for exchange visits of the two sides and assisted Linxia Prefecture to set up the government office in Xiamen to address relevant problems in the pairing-off poverty alleviation. Second, established the mechanism for counterpart support. According to the requirements of the Xiamen Municipal Party Committee, six districts and Torch Hi-tech Development Zone of Xiamen City should provide counterpart support for seven national poor counties in Linxia Prefecture in poverty reduction. Third, established a stable mechanism for raising aid funds. Developed clear regulations on the financial aid for the cities and districts in Linxia Prefecture. Fourth, improved the assessment mechanism. The relevant districts are required to report the pairing-off poverty alleviation situation to the city counterpart support office every year, which is included into the annual performance assessment of relevant districts. 

 

【Exchange visits】 In 2013, the two sides organized exchange visits of leaders at or above department level for 17 person-times. On July 18, the seminar on Xiamen – Linxia Hui Autonomous Region Pairing-off Poverty Alleviation was held in Xiamen City. Member of the Standing Committee of Fujian Provincial Party Committee and the Party Secretary of Xiamen City Wang Menghui, and the Party Secretary of Linxia Prefecture Zhou Qiang respectively delivered a speech on strengthening the communications and promoting the industrial cooperation between the two regions and helping Linxia Prefecture improve livelihood and boost development. Mean leaders of four departments of Xiamen City and Linxia Prefecture attended the event. 

 

【Aid projects】In 2013, Xiamen City and Linxia Prefecture arranged a total of four aid projects with a total investment of 207.1 million yuan, of which 20 million yuan was invested by Xiamen City and 187.1 million yuan was raised by Linxia Prefecture itself to support the construction of educational facilities. A total of 169 million yuan was invested in the construction of Linxia No.2 Middle School (the Huis Middle School), of which 10 million yuan was aid funds. A total of 16 million yuan was invested in the construction of Phase II project of Linxia Prefecture Special Education School, of which 5 million yuan was aid funds. A total of 21.1 million yuan was invested in the construction of Linxia City Maoyuan Kindergarten, of which four million yuan was aid funds. A total of one million yuan, which were all aid funds, was invested in the construction of Linxia County Hope Primary School. 

 

【Pairing-off poverty reduction】 In 2013, Haicang District, Huli District, Xiang’an District, North Hi-tech Development Zone, Siming District and Jimei District of Xiamen City were designated to provide counterpart support for Jishishan County, Dongxiang County, Yongjing County, Guanghe County, Linxia County and Hezheng County of Linxia Prefecture respectively. The two sides signed agreements on aid funds, industrial docking, education-based poverty reduction and labor transfer. In order to expand the popularity of Linxia Prefecture in Xiamen City and develop featured tourism industry, Xiamen City Economic Development Bureau and Xiamen City Museum assisted Linxia Prefecture to hold the Fossils Exhibition in Hezheng County from September 8 to October 1, 2013, and made propagandas on the event in Xiamen Daily. All circles of society of Xiamen City donated a total of 115800 yuan of money and goods for Linxia Prefecture. 

 

【Industrial poverty alleviation】 On July 18, Xiamen City assisted Linxia Prefecture to hold the investment promotion meeting in Yuehua Hotel. Xiamen City Economic Development Bureau and Xiamen City Chamber of Commerce organized more than 130 enterprises to attend the event. On September 8, Xiamen City assisted Linxia Prefecture to participate in the 17th China International Trade and Investment Fair and mainly introduced the economic and trade projects of Linxia Prefecture. 

 

【Intellectual poverty alleviation】 To enhance the level of professional technicians of Linxia Prefecture, enhance the level of “three guarantees” and self-development capacity of local area and promote the employment of local labor forces, in 2013, Xiamen City allocated one million yuan of aid funds and organized 35 trainings for 150 primary and secondary school teachers, agricultural and forestry technicians, medical workers and labor management persons as well as 1600 labors to be transferred in Linxia Prefecture.

Zhuhai - Sichuan Liangshan Yi Autonomous Prefecture Pairing-of  Poverty Alleviation

 

【Overview】 In 2013, Zhuhai City fulfilled its duties as a special economic development zone, actively explored the establishment of a long-term mechanism for Zhuhai – Liangshan pairing-off poverty alleviation, and further promoted the implementation of relevant programs and concentrated resources to create highlights according to the principle of pilot project priority and step-buy-step progress. Throughout the year, Zhuhai City issued aid funds of 21.7 million yuan to Liangshan Prefecture, and launched and implemented 17 aid projects, covering the construction of Yijia new villages, education, employment transfer, training, tourism, agriculture, urban and rural construction, commerce and health care. Held in Zhuhai the tourism promotion meetings and business docking conferences jointly with Liangshan Prefecture. Organized trainings and exchanges of teachers and doctors for 47 person-times and organized exchange visits for 135 person-times. 

 

【Working mechanism】Zhuhai focused on exploring new methods and new ways for pairing-off poverty alleviation and improved the working mechanisms for exchange of information, high-level exchange visits, monitoring and financial management to ensure the smooth implementation of the pairing-off poverty reduction. First, organized high-level exchange visits. In July 2013, Zhuhai Municipal Party Committee Secretary Li Jia and Mayor He Ningka headed a delegation to visit Liangshan Prefecture and the two sides held talks on promoting the pairing-off poverty alleviation. In August 2013, the municipal government dispatched a business delegation headed by Zhuhai Municipal Political Consultative Conference Vice Chairman Jin Zhanyang to carry out field research in Liangshan Prefecture. Second, improved the organization and leading organs, established Zhuhai City Bureau of Poverty Alleviation Cooperation, set up the social poverty alleviation division to take charge of the pairing-off poverty alleviation work and be responsible for policy formulation, financial supervision, project implementation, communication and coordination, organization of social poverty alleviation, etc. Seven functional bureaus of the two districts undertaking the pairing-off poverty reduction task established the relevant leading organs and poverty alleviation offices. Third, established the one-for-one counterpart support mechanism. Arranged the most powerful Gaolan Port Economic Zone to provide counterpart support for Puge County, designated Wanshan Ocean Development Experimental Zone to provide counterpart support for Meigu County, and selected seven functional bureaus to provide counterpart support for seven departments of Liangshan. Fourth, established a stable funding mechanism. Fifth, established a sound coordination mechanism for regular exchange visits and joint meetings of the two sides to address problems in the anti-poverty work.

 

【Aid projects】In 2013, Zhuhai City launched 17 aid projects in Liangshan Prefecture with aid funds of 21.7 million yuan. First, invested 4.5 million yuan to support the construction of relevant facilities in Yijia New Village of Shunhe Village in Puge County and the Yijia New Village in Hongjunshu. Second, invested 4 million yuan in the standardized construction of Chengguan No.2 Kindergartetn in Meigu County, addressing the pre-school education problem of more than 400 children from needy families. Third, invested 500,000 yuan in the construction of Meigu County Saku Town Hospital to improve local medical conditions. Organized relevant departments of Zhuhai City to support Luowugou Central Hospital of Puge County to purchase medical facilities, improving the medical conditions of more than 80,000 people in three neighboring towns. Fourth, invested 2.8 million yuan for professional investigation groups’ field survey and on-site guidance in Puge County, mainly to support the construction of southern regions of the county, optimize the urban planning construction and enhance the leading role of the county. Fifth, invested 2 million yuan to support the construction of three bridges in Puge County and Meigu County and put in 700,000 yuan to implement two drinking water projects in Puge County and Meigu County as well. Sixth, put in 2 million yuan to support the construction of one Yijia New Village project and one drinking water project in Huixiang Village, Gaizu Town, Luguhu, Yanyuan County, invested one million yuan to support the implementation of one school building project and one drinking water project in Donghe Village, Donghe Town, Guangming, Xide County. Seventh, invested one million yuan in the construction of Liangshan Agricultural School. Eighth, invested one million yuan to support Liangshan Yi Language School to open the specialty of minority music and dancing and recruit 60 Yi students, and to support the development of Liangshan Prefecture Song and Dance Troupe into an important carrier of Yi culture and a national high-level minority song and dance troupe. 

 

【Social poverty alleviation】 Mobilized and guided social forces to participate in the poverty alleviation. 1. Zhuhai Software Association organized relevant entrepreneurs to donate for the projects in Liangshan Prefecture. Hong Kong Ethics Association donated 4000 quilts for Liangshan Prefecture. Zhuhai Private Entrepreneurs Association launched the activity of caring about and helping Liangshan Prefecture and has subsidized 100 college students of Liangshan for ten consecutive years. Organized 54 enterprises to hold tourism promotion meeting for Liangshan Prefecture. 

 

2. Designed and organized the special news reporting event of "Love for Daliang Mountain Area", which was jointly participated by Zhuhai Radio and TV Station, Zhuhai Network Television Station, Macau TV, Liangshan TV and Zhuhai Association of Photographers. 

 

3. Zhuhai City Education Bureau, Zhuhai City Culture, Sports and Tourism Bureau, Zhuhai City Bureau of Housing and Urban-rural Planning and Construction, Zhuhai City Health and Family Planning Bureau, Zhuhai City Bureau of Science, Industry and Information Technology, Zhuhai City Bureau of Marine, Agriculture, Fisheries and Water Supply and Zhuhai City Bureau of Human Resources and Social Security played their respective roles and made use of their respective advantages to promote the labor transfer and jointly school running of the two regions, sent 18 backbone teachers and doctors to Liangshan for exchange and received 29 teachers and doctors from Liangshan to practice in Zhuahi. 

 

【Economic and trade cooperation】In October 2013, relying on the natural resources of Liangshan Prefecture, jointly with Liangshan Business Bureau, Zhuhai City organized 21 companies to hold enterprise docking meeting in Zhuhai to promote the featured products of Liangshan Prefecture to enter the market of Zhuhai City. In March 2014, Zhuhai Dongqin Ecological Economic and Trade Cooperation and Development Co., Ltd came to an agreement with Xichang Zhengzhong Food Co., Ltd on the sales of West Village spring buckwheat tea in Zhuhai. Zhuhai Tianbang Agricultural Product Development Co., Ltd signed a contract with Liangshan Henglv Trading Co., Ltd and opened a special zone in Zhuhai to sell well-known featured agricultural products of Liangshan Prefecture.

 

【Cultural heritage】Liangshan Yi Autonomous Prefecture is the largest inhabited area of Yi people in China and has a strong atmosphere of Yi culture. Relying on the Yi culture of Liangshan Prefecture, Zhuhai strengthened the heritage of Yi culture. First, supported Liangshan Yi Language School to open the three-year minority music and dance specialty and recruit 60 Yi students to strengthen the development of minority talents. Second, supported the development of Liangshan Prefecture Song and Dance Troupe into an important carrier of Yi culture and a national high-level minority song and dance troupe and develop minority talents. Third, in October 2013, we invited Liangshan Sang and Dance Troupe to show outstanding performances in Zhuhai to strengthen the integration of minority cultures and enhance the influence of Yi culture.
