【Overview】In 2013, the army and armed police firmly implemented the decisions and 

instructions of President Xi Jinping and the Central Military Commission, actively improved the anti-poverty programs and made constant innovations to the poverty reduction modes according to the strategic deployments of the state on the poverty alleviation and development work in the new era, steadily promoted the fixed-point poverty alleviation in 63 impoverished counties, 547 impoverished towns and 2856 poor villages nationwide, vigorously supported the protection and improvement of people’s livelihood in old revolutionary base areas, minority areas, border regions and contiguous destitute areas, helped the poor improve production and living conditions, supported poverty-stricken areas to develop education, medical and cultural industry and successively lifted more than 300,000 people out of poverty, making a new contribution to promoting the economic development and social harmony and stability in impoverished regions. 

 

【Guidance on anti-poverty work】At the end of 2012, President Xi Jinping delivered an important speech during his field research on anti-poverty work in Fuping County of Hebei Province and put forward clear requirements on the poverty alleviation and development work in the new era, pointing out the direction and providing a fundamental prerequisite for the army’s poverty alleviation and development work. Vice-Chairman of the Central Military Commission Xu Qiliang presided over the eighth plenary meeting of the Leading Group for the army to participate and support western development and made deployments for the whole army to profoundly implement the important instructions of the 18th National Congress of the CPC and President Xi Jinping and continue to help the poor, subsidize needy students and support teaching and medical industry. PLA General Political Department resolutely implemented the decisions and deployments of the CPC Central Committee, the State Council and the Central Military Commission, earnestly performed the duties of deputy head of the State Council Leading Group of Poverty Alleviation and Development, according to the requirements of the “Labor Division Program for the Implementation of the Important Policy Measures of ‘China Rural Poverty Alleviation and Development Program (2011-2020)’” and the “Opinions on Mechanism Innovation to Steadily Promote Rural Poverty Alleviation and Development” issued by the General Office of the CPC Central Committee and the General Office of the State Council, attached importance to top-level design, strengthened guidance on field research and made deployments on the poverty alleviation and development work of the army and armed forces while planning annual mass work and the western development participated and supported by the army. In accordance with the requirements and instructions of the Central Military Commission and the headquarters, the Mass Work Office of the PLA General Political Department guided the army to actively adapt to new situations and requirements, constantly adjusted and improved the anti-poverty programs according to the work priorities and increased efforts to further promote the scientific development of the army’s poverty alleviation and development. The troops subordinated to the relevant units were required to consciously implement the fundamental tenet of serving the people, adhere to combining the needs of local poverty alleviation and development with the capability of the army and, through scientific planning and careful implementation, bring our superiority into full play to lift more people out of poverty as soon as possible. 

 

【Infrastructure construction】Giving full play to their advantages of tight organization and strong assault force, the army successively organized more than 2.1 million officers and men as well as militia reservists to participate in the improvement of farmland of more than 400,000 mu and the construction of rural roads of 17,000 km and 4600 small rural irrigation projects, laying a foundation for the sustainable development of impoverished areas. The Headquarters of the General Staff of the PLA coordinated the government to invest and strengthened the border protection and road construction in Xinjiang, Tibet, Yunnan and Guangxi, not only improving the infrastructure of border areas, but also facilitating the travelling of surrounding people and boosting the economic development of poverty-stricken border areas. The air force, the Second Artillery Force, the Armed Police, the traffic and hydropower armies continued their aid work wherever the projects were implemented and successively helped more than 160 villages rebuild rural roads of more than 9000 kilometers and over 20 bridges, helping the poor of local areas to shake off poverty and get rich. Xinjiang Military Region invested 10 million yuan in the construction of 470 units of housing for local areas and transported 37,000 tons of building materials for Taxkorgan and Aheqi County, supporting the implementation of the project of “safe housing construction to enrich people and develop animal husbandry” in autonomous regions. Water-supply Engineering Regiment of Beijing Military Region mobilized 102 officers and men and 27 mechanical vehicles to support the digging of 40 wells in Zunyi and Bijie of Guizhou Province, effectively addressing the production and living water problem of more than 1.5 million people.

 

【Poverty alleviation by education】 All troops continue to actively supported the development of basic education in old revolutionary bases, minority regions, poor and remote areas through the "1+1" donations for poor students, the construction of "Loving Bayi Schools" and participation in the "Spring Bud Program", and newly built and rebuilt more than 620 schools. The officers and men donated more than 76 million yuan to subsidize 82,000 needy students, and donated more than 46,000 teaching facilities. The air force continued to implement the "Blue Sky Spring Bud Program", set up 45 "Blue Sky Spring Bud Schools" in the western regions and subsidized more than 6800 students from needy families. The troops stationed in Xinjiang helped local areas hold trainings of “bilingual” teachers for 470 people and organized 18 “bilingual” kindergartens of the army to receive more than 1100 minority children to support the development of “bilingual” education in Xinjiang. No. Troop 63650 of the General Armament Department raised 8 million yuan to support the construction of one Bayi Cultural and Sports Center and one “bilingual” kindergarten in Heshuo County, Ba Prefecture, Xinjiang. The Second Artillery Force continued to carry out the campaign of "Rocket Soldiers’ Scholarship (Stipend )" and subsidized 300 needy minority students from four universities, namely Xinjiang University, Qinghai University, Yunnan University and Lanzhou University. The troops in Chengdu Military Region donated more than 28 million yuan to set up six primary schools in the areas affected by the “4·20” Lushan Earthquake, and cadres above the regiment level provided counterpart support for more than 73,000 students from needy families, welcomed by local party committees, governments and the masses. 

 

【Poverty alleviation by science and technology】 Giving full play to their strengths and resources in education, personnel, technology and information, relying on the training bases, training units and “Home of Young Militia”, all troops, especially the military academies, research institutes and technical units helped poor areas hold practical skills trainings and develop featured industries. They successively held more than 3600 practical technical trainings for more than 580,000 backbone technicians and supported the development of more than 510 competitive industries with local characteristics such as planting, breeding and minority artwork. The troops stationed in Tibet held more than 80 trainings on science and technology, planting, breeding and tourism services for the poor, introduced more than 30 poverty-relief projects and set up more than 20 Tibetan medicine, featured planting and breeding and minority cultural bases in local areas. Hubei Military Region assisted poor villages set up six industrial bases and cultivated 70 major households and leading enterprises engaged in planting and 20 leaders in becoming rich, lifting more than 6000 people out of poverty. Troop 63820 of the General Armament Department held a dozen of workshops on knowledge of science and technology for the poor villages and helps local areas set up three demonstration bases of kiwi fruit and orange growing relying on local resources, broadening the channels for the poor to shake off poverty and achieving good economic benefits.

 

【Poverty alleviation by medical and health service】 108 hospitals of the whole army continued to increase counterpart support for 134 county hospitals in western poor areas and the medical treatment and public health units below the corps level continued to provide counterpart support for 1283 township hospitals. In 2013, we trained more than 15,000 medical workers for the recipient hospitals, organized more than 8600 teaching rounds, surgical clinic teaching and seminars, donated more than 16,000 medical instruments and devices, improving the level of medical and health services of local areas. Guangzhou Military Region, the Navy, Air Force and the Armed Police General Hospital continued the special action of "Heart Bud Project" and provided successful treatment for more than 3400 patients from needy families. Military medical institutions at all levels also sent more than 2,300 medical teams to serve the plateau, frontier and mountain areas, held more than 220 workshops on health care for the poor and organized free medical treatment for more than 600,000 people. Li Suzhi, Deputy Commander of Tibet Military Region and the President of the Armed Police General Hospital was titled as “A Good Medical Surgeon on the Snowy Plateau” by the Central Military Commission.

 

【Helping the poor】Targeting at the lonely elderly, orphans, people with disabilities and rural poor families in their activities of helping the poor, the troops actively carried out the activities of "caring for empty-nesters, left-behind children and the vulnerable", provided long-term support for more than 40,000 poverty-stricken families and more than 8000 heirless elderly and disabled people and helped them solve problems in production and living to deliver the love of the CPC and army to the masses. Troop 63600 of the General Armament Department raised more than one million yuan to support the improvement of people’s livelihood, medical conditions and cultural and sports facilities of the nursing homes in Jinta County of Gansu Province. No. 21 and No. 47 Group Army and Gansu Military Region organized more than 210 "Learn-from-Lei Feng Groups" to provide voluntary medical treatment and hairdressing services for the heirless elderly and disabled of nursing homes and charity houses in the garrison on holidays, issued more than 5,000 pieces of materials on health care and removed more than 60 tons of garbage as well. Before the Spring Festival of 2013, 19 military and division-level leaders and nearly 100 regiment-level cadres of the troops stationed in Hebei headed a delegation to visit and send condolence to more than 900 needy families and heirless elderly, donated more than 250,000 yuan in cash and more than 140,000 yuan in kind, including rice, flour, meat, oil, winter clothes and quilts, and bought 38 tons of fire coal for them. As a result, these people spent a warm and happy Spring Festival. 

 

In 2014, the army and armed police forces will thoroughly study and implement the spirit of the 18th National Congress of the CPC, the Third Plenary Session of the 18th Central Committee of the CPC and the Central Rural Work Conference. In accordance with the deployments and instructions of President Xi Jinping and the Central Military Commission, the national overall planning on poverty alleviation and development and the local deployments, while successfully completing the military struggle-based tasks, we’ll continue to combine the needs of local areas and the masses with the capability of the army, steadily push forward the fixed-point poverty alleviation, mainly support the anti-poverty work in old revolutionary base areas, minority areas, border areas and contiguous destitute areas, actively help poor areas develop education, medical service, cultural industry and other social undertakings, and do more good deeds and practical things to improve people’s livelihood, address people’s difficulties and warm people’s heart. The PLA General Political Department will conscientiously perform its duties of deputy head of the State Council Leading Group of Poverty Alleviation and Development, strengthen the follow-up guidance, timely sum up experience, actively explore solutions to the conflicts and problems in the army’s anti-poverty work and constantly improve the overall efficiency of the army’s poverty alleviation and development to make a new contribution to achieving the goal of “two no-worries and three guarantees” of the poor. (Liu Bin, Mass Work Office of the PLA General Political Department)
