Overview
Since the 18th National Congress of the CPC, the CPC Central Committee and the State Council has put poverty alleviation and development work to a more important position. In 2013, the General Office of the Central Committee and the General Office of the State Council jointly issued the “Opinions on Mechanism Innovation to Steadily Promote Rural Poverty Alleviation and Development” to point out the direction of anti-poverty work in the new era and put forward new requirements for social forces’ participation in the poverty alleviation and development: “To make the market play a decisive role in resource allocation and give better play to the role of government, more extensively and more effectively mobilize social forces to get involved, establish a grand pattern of poverty alleviation jointly promoted by the government, the market and society, and integrated anti-poverty resources nationwide to form joint forces for poverty alleviation and development”. For social organizations’ participation in poverty alleviation and development, the document clarified that we should “establish and improve the systems for mobilizing all social forces to participate in poverty alleviation and development. Encourage and guide all kinds of enterprises, social organizations and individuals to get involved in poverty alleviation and development in various forms”, “vigorously carry forward the Chinese traditional virtues of philanthropicminde, and guide and encourage all circles of society to pay more attention to and participate in the cause of poverty alleviation and development”.
In accordance with the deployments of the CPC Central Committee and the State Council, China Foundation for Poverty Alleviation, China Association of Poverty Alleviation and Development, China Council for the Promotion of Construction in the Old Revolutionary Areas and China Social Entrepreneur Foundation, which are under the administration of the State Council Leading Group Office of Poverty Alleviation and Development (LGOP), as well as a large number of NGOs such as China Glory Society, China Foundation for Disabled Persons (CFDP), China Children and Teenagers Foundation and Western China Human Resources Development Foundation actively gave play to their respective advantages in the anti-poverty work, inherited the Chinese traditional virtues of philanthropicminde and made a new contribution to lifting the masses out of poverty and building a moderately prosperous society in impoverished regions.
Poverty Alleviation by China Foundation for Poverty Alleviation
【Overview】China Foundation for Poverty Alleviation is a national poverty alleviation public interest organization registered in the Ministry of Civil Affairs in 1989 and was titled as a Class 5A foundation by the Ministry of Civil Affairs in 2007 and 2013. As of the end of 2013, it had raised and invested a total of 9.57 billion yuan of poverty-relief funds and materials, benefiting 17.8305 million impoverished and disaster-hit people.
In 2013, with strong support from LGOP and all circles of society, China Foundation for Poverty Alleviation continued to carry out various types of anti-poverty work and achieved good results, with total financial income of nearly 2.4284532 billion yuan including the capital under the management of Zhonghe Rural Credit Project Management Co., Ltd, up 46% over 2012. Its total expenditure on public good amounted to 1.8720868 billion yuan, up 29% over 2012.
Focusing on poverty alleviation in four areas, namely education, public health services, the improvement of rural people’s livelihoods and community development as well as disaster relief, in 2013, China Foundation for Poverty Alleviation adopted a variety of measures to support vulnerable groups, which benefited about 2.8688 million impoverished and disaster-hit people, including 790,900 people covered by education poverty alleviation, 338,500 people covered by poverty alleviation by public health services, 865,000 people covered by the poverty alleviation based on the improvement of rural people’s livelihoods and community development and 850,600 people covered by poverty alleviation by disaster relief.
China Foundation for Poverty Alleviation advocated that everyone can participate in public welfare charity and call for mass participation in anti-poverty actions, achieving public donations of more than 45.7 million person-times. It actively participated in industry construction to boost the stable, standardized industry development, and vigorously advocated and promoted Chinese NGOs to participate in international anti-poverty work.
【Action 120 for Maternal and Infant Health】In 2013, we raised a total of 9.18 million yuan of donations to lift 23 critically ill pregnant and lying-in women out of danger and benefit 9342 impoverished lying-in women. Throughout the year, we put in a total of relief funds and materials of 9.6 million yuan in the program.
【Love Snacks】 In 2013, this program raised nearly 43.08 million yuan of funds and put in aid funds and materials of 37.79 million yuan. The program of the "Nutritional Snacks" covered 209 schools in 14 counties of eight cities in Yunnan, Guangxi and Guizhou, benefiting 44785 students. The program of "Love Kitchens" covered 295 schools in 22 counties of 13 cities in Yunnan, Guangxi, Hunan, Guizhou and Hubei Province, benefiting 98474 students; VitaMeal and other nutritional food donation programs benefited nearly 30,000 people.
【Care Package Project】 In 2013, this program raised 42.3 million yuan of funds and put in 34.04 million yuan of aid funds. The project covered 1829 schools in 144 counties of provinces
(autonomous regions, municipalities), benefiting 331,336 students.
【Nesting Action】In 2013, the Nesting Action raised funds of 18.47 million yuan and invested construction funds of 35.75 million yuan. The program covered 48 primary schools in 28 counties of 11 provinces (autonomous regions, municipalities), benefiting 54,917 students.
【New Great Wall Project for Students】In 2013, we raised 28.08 million yuan of donations to subsidize 5304 high school students, including 2224 freshmen, and 6440 college students, including 2866 freshmen.
【Microfinance Project】The microfinance project was implemented in rural poor areas. As of the end of 2013, the project had covered 92 counties of 15 provinces (autonomous regions, municipalities) nationwide, most of which were national and provincial poverty-stricken counties, the loan balance was 1.18 billion yuan, involving 114,000 rural households, the average amount per loan was 10,000 yuan and the risk loan rate over 30 days was only 0.8%. In 2013, a total of 1.8749315 billion yuan of loans was issued, directly benefiting 199219 people.
【Stream and Bridge Projects】In 2013, we raised 4.44 million yuan and invested 5.72 million yuan of construction funds in the construction of 158 rural convenient bridges in 34 project counties of 10 provinces (municipalities, autonomous regions), including Yunnan, Guizhou, Sichuan, Jiangxi, Gansu, etc., directly benefiting 199,219 people.
【Emergency rescue projects】In 2013, seven emergency rescue projects were launched soon after the occurrence of the earthquakes in Lushan, Dingxi, Deqin and Songyuan of Yunnan. 116.5222 million yuan of relief funds and materials were provided for 806272 affected people, among which 273.35 million yuan was raised and 81 million yuan was invested for the disaster relief in Lushan after the earthquake.
【Post-earthquake reconstruction in Lushan】In 2013, we comprehensively launched the post-earthquake reconstruction in Lushan. On May 12, the Office of Post-quake Reconstruction in Lushan County was established in Ya’an City of Sichuan Province. As of the end of 2013, Phase I Project (covering 50 schools) of the “Development Schedule” of 115 schools in nine districts (counties) including Tianquan, Lushan and Mingshan with a planned investment of 11.5 million yuan completed the training of teachers in the project schools and entered the material distribution and equipment installation and debugging stage; Phase II Project (covering 65 schools) completed the construction site selection. As for hardware construction, two of the four school building projects with a planned investment of 9.707 million yuan, 16 of the 20 hospital construction projects with a planned investment of 9.1033 million yuan and all the six central community activity center projects with a planned investment of 5.2582 million yuan have been launched. Among the ten small and micro infrastructure projects with a planned investment of 7.85 million yuan, three are under construction. As for the community industry development projects, the project application plan, the management approach and operational procedures have been formulated and the first batch of projects have been declared.
【Post-earthquake reconstruction in Yushu】In 2013, the post-quake reconstruction in Yushu County was basically completed. The agricultural and livestock products market project funded by JDB Group through China Foundation for Poverty Alleviation was completed and handed over in August. The Nangqian Kindergarten funded by China Foundation for Poverty Alleviation was set up and handed over in September. In 2013, 26.3 million yuan was invested in the post-quake reconstruction in Yushu County.
【"Public Welfare Activity - NGOs' Cooperation-based Community Development
Program"】After the earthquake in Lushan County of Sichuan Province, in cooperation with JDB Group and Intel (China) Company, we launched the "Public Welfare Activity - NGOs' Cooperation-based Community Development Program" and will invest 20 million yuan in three years to provide systematical support for NGOs’ participation in community services, stimulate the vitality of communities and stimulate and integrate communities’ creativity and action power so as to explore the establishment of a mechanism for social organizations to participate in rural public service supply system and promote the occurrence of positive and sustainable changes in communities. After market research on the demand, project application and assessment as well as good communication, we finally decided to provide financial aid for 16projects in the earthquake-hit areas of Lushan. As of the end of 2013, a total of more than 2.14 million yuan had been issued for the projects.
【Beautiful Countryside Planning】To explore development path for poor rural areas, on the basis of summarizing the rural construction experience over the past decade, we launched the program of Beautiful Countryside in 2013, which has three contents: First, to improve the farmers' living conditions and quality of life and the public infrastructure of villages; Second, to protect and develop the village-based architectural landscape, cultural landscape, natural landscape and production landscape to retain the "roots" of rural areas; Third, set up farmers’ cooperatives, integrate villages’ resources, enhance the efficiency of resource use in rural areas and the market competitiveness, promote industrial development in villages and achieve common prosperity of villages through the mechanism for farmers to share the stocks of cooperatives. In 2013, the program raised 30 million yuan of funds and covered Fanpai Village of Taijiang County in Guizhou Province, Xueshan Village of Muping Town, Qingping Village and Heping Village of Fengtongzhai Town, Baoxing County, Sichuan Province, directly benefiting more than 4000 people.
【Donation of One Yuan to Show Love and Deliver Nutrition to the Poor】Since its implementation in 2008, for six consecutive years, through more than 4,000 restaurants of Esaote Group across the country, including KFC, Pizza Hut, Pizza Hut Home Service and East Dawning as well as the recently established Tencent one-yuan donation network, we advocated the philosophy of public welfare by individuals and called on all circles of society to donate small change to increase nutrition of the children in impoverished regions. As of 2013, 61 million people had donated more than 90 million yuan for the poor children, of which 21 million yuan was raised in 2013, attracting 14.62 million common consumers to get involved.
【"Charitable 100"】Launched by the China Foundation for Poverty Alleviation, the "Charitable 100" is the most influential domestic fundraising activity with the largest number of volunteers. It advocates college student volunteers to provide voluntary services for 100 hours, mobilized department stores to provide venue for 100 hours and mobilized social forces to donate 100 yuan of relief funds to implement the concept of everyone charity and the spirit of volunteerism. Since 2011, we have carried out the activity for six times. More than 100,000 college student volunteers from 86 cities of 31 provinces (autonomous regions, municipalities) got involved and raised 26.25 million yuan of aid funds for the primary school students in poor areas and affected areas. In 2013, we raised 11.13 million yuan and a total of 122000 volunteers participated in the event, covering 142 universities in 60 cities of 29 provinces (autonomous regions, municipalities).
【International anti-poverty activities of NGOs】With the rapid social and economic development in China, the world expects a change in China's international role. In response to the situation, China Foundation for Poverty Alleviation began to go abroad to explore the path for NGOs-based international anti-poverty work and humanitarian relief, hoping to advocate and push forward Chinese NGOs to participate in the international anti-poverty work and humanitarian relief. In 2005, for the first time, the Foundation participated in the international disaster-relief activities to support the poor and people affected by major natural disasters, including the tsunami in Indonesia, earthquake in Pakistan, Hurricane Katrina in New Orleans of the United States, etc. From 2010 to 2011, the Foundation successively provided humanitarian assistance to ease the severe famine caused by Haiti earthquake, Chile earthquake and the continued drought in the Horn of Africa. In 2011, we raised construction funds and cooperated with the local partner BTO to set up the Sudan-China Abu Ushar Friendship Hospital in Gezira State of Sudan (current northern Sudan) and put it into operation. As of the end of 2013, through hospitals’ continuous services, the program had benefited a total of 189151 people. To increase nutrition for children in Africa and Southeast Asian countries, China Foundation for Poverty Alleviation, United Nations Worldood Programme (WFP) and Tencent Charity Foundation jointly launched the monthly donation program of "Hope Networking - Nutrition Delivery for Needy Children". In 2013, 2,640,000 yuan was raised to provide nutrition meals for hungry children in Cambodia. In 2013, the international aid projects benefited 86,351 people. To promote Chinese charity organizations to go global, on December 16, China Foundation for Poverty Alleviation held the "Folk Forum on International Social Accountability", announced a series of achievements such as the "Book Series on Study of China’s International Social Responsibility" and presented outstanding cases of international social responsibility fulfillment by Chinese and foreign enterprises. The forum carried out in-depth discussion on how the government, enterprises, charity organizations, think tanks, media and the public should fulfill their international social responsibility and reached important consensus in many areas.
【"China Poverty Eradication Award"】Under the leadership of LGOP, this program was jointly sponsored by China Foundation for Poverty Alleviation, People's Daily, Guangming Daily, Economic Daily, China National Radio, CCTV and Farmers' Daily and the judging panel is composed of domestic and international renowned experts. Ten typical units or exemplary individuals are awarded every time and the goal of the event is to achieve "science and methods-oriented moral and spiritual promotion and the exchange of experience and wisdom" in social poverty alleviation and charity. In 2013, the fourth “China Poverty Eradication Award” was successfully held. The Achievement Award was issued to Yuan Longping; the Donation Award to Cao Dewang and Xu Jiayin; Innovation Award to Deng Fei and Alibaba Group; Global Award to the United Nations World Food Programme (WFP); and Sensation Award to Deng Yingxiang, Qianfenyi Student Aid Volunteer Team, Zheng Weining and Liu Shenglan. On October 17 (International Day for the Eradication of Poverty), Vice Premier Wang Yang awarded the winners.
【Participation in industry construction】China Foundation for Poverty Alleviation is
not only concerned about its own transparency and credibility building, but pays high attention to the health development of the entire charitable sector. Since 2000, it has actively carried out many promotion and advocacy activities in various forms jointly with its peers to push forward the self-regulation capacity and credibility building of charitable sector industry and the construction of China's third sector. In 2013, to continuously promote problem addressing and experience summarizing in the whole industry effectively, we continued to support the preparation and promotion of the “Observation Report on the Third Sector of China”; to establish an information disclosure platform for foundation industry, we continued to fund the operation of the Foundation’s central network; to promote the establishment of the industry self-regulatory mechanism and the enhancement of credibility and foster healthy and transparent public service culture, we initiated the “Self-discipline Union for 4.20 Disaster Relief Action of China Foundation” jointly with the Foundation’s central network and a few other agencies; in order to promote industrial cooperation in catastrophe relief, we took the lead to establish the Foundation’s Disaster-relief Coordination Committee. Actively organized the “Forum on Promoting Social Development and Making Innovations to Social Organizations” jointly held by the Ministry of Civil Affairs and Yunnan Provincial People’s Government, which was a typical case of the transformation of government functions and the policy promotion of public welfare organizations this year. To promote industry construction, we carried out the activity of “Grand Ceremony of Responsibility China Public Welfare 2013” jointly with ND Media, etc.
【Grassroots NGOs financing】To promote the establishment of a mature industry chain of tertiary industry, since 2007, China Foundation for Poverty Alleviation has been funded grassroots organizations to carry out various charitable activities. As of the end of 2013, the Foundation had invested a total of 67,000,300 yuan to support 197 public welfare projects and held four "Workshops on Chinese NGOs’ Capacity Building" jointly with the European Union. 102 people from 56 NGOs received training. In recent years, we gradually had an objective to establish a NGO platform integrating the functions of fundraising, financing and branding. In 2013, the Foundation provided financial aid for a total of 64 NGO projects with an investment of 11.7803 million yuan.

Poverty Alleviation by China Association of Poverty Alleviation and Development
【Growth Project of University Student Village Cadres】 Achieved the phased goal of training 2000 village cadres. On the basis of training 1500 college student village cadres in 2012, China Association of Poverty Alleviation and Development (hereinafter referred to as the Association) held four village cadre trainings respectively in Changzhi of Shanxi Province in June 2013, Chongqing in September, Zhengding of Hebei Province in October and Shunde of Guangdong in December,covering 500 people. While holding featured trainings, we explored three new models. First, organize trainings in grassroots units. We held two trainings respectively in Changping Village, Huguan County of Shanxi Province and Zhengding County of Hebei Province. Second, organize trainings in developed regions. Held one training course in Shunde District of Guangdong - the forefront of reform and opening up, making the college student village cadres experience the advanced concepts, working methods and development outcomes of developed area. Third, special workshops. In September 2013, the Association and Lien Aid held a workshop on drinking water projects in Chongqing. Organized a comprehensive training on the whole process of project implementation for the relevant college student village cadres in need of project instruction in Guizhou, Chongqing and Yunnan Province and organized some village cadres with outstanding performance in project implementation to exchange in Singapore, broadening their international perspective and making useful exploration on training jointly with international organizations.
【Venture projects of village cadres】Actively promoted the construction of venture projects of village cadres. The Association carried out special field research on 94 venture projects of village cadres in Shanxi, Chongqing and Yulin and understood the actual situation of college student village cadre projects supported by the Association through carrying out field survey and holding talks with the relevant provincial, municipal, county and township leaders. Among the 94 projects, 89 have been completed, and the aid funds of the Association has been issued to the villages in full. Highlighting the development-oriented thinking, integrated into the local rural industrial program, the village cadre projects in Shanxi Province focused on the integration of project elements and strived to achieve overall efficiency, forming a variety of business models, such as the model of company + cooperatives + farmers, village cadres + farmers + businesses and the collective operation by village committee. Through "village cadre leadership, rural promotion, corporate driving and policy incentives", Chongqing's village cadre projects achieved good economic and social benefits. According to statistics, a total of 33 venture projects encouraged more than 32,000 people from over 8000 rural households to develop industries and lifted more than 3500 impoverished households out of poverty. As for the projects in Yulin City, with support from the government, relevant departments cooperated with each other, the villages earnestly implemented the projects and village cadres actively got involved. The village cadre projects of Yulin City Poverty Alleviation Office were implemented jointly with local anti-poverty projects. Some projects were included into the program for development of contiguous destitute areas to provide a practice platform for local village cadres and benefit the farmers.
【"Lien Aid" drinking water cooperation projects】Actively implemented the "Lien Aid" drinking water cooperation projects. In 2012, the Association signed a strategic cooperation agreement with Singapore Lien Aid and determined to invest 30 million yuan by 2015 with the village cadre project of the Association as a platform through "Lien Aid donation, local government support, village cadres’ leadership and farmers’ participation" to address the drinking water problems of the farmers from 100 impoverished villages. In 2013, 10.28 million yuan was invested (of which 5.1 million yuan was donated by Lien Aid and 5.18 million yuan was local government’s matching funds and the self-raised funds of the masses” to address the drinking water problem of 20,000 farmers from 22 villages of 7 provinces (municipalities, autonomous regions).
【Industrial poverty alleviation】1. Eco-agriculture demonstration bases of poverty alleviation by science and technology in Xinzhou City, Shanxi Province. In cooperation with China United Investment Co., Ltd., the Association planned to invest 250 million yuan in the implementation of the ecological agricultural project of grain amaranth growing in Wutai County to promote the development of sheep farming, product processing and marketing with grain amaranth growing as the core integrating grain and feedstuff business. It has been listed among the projects to be constructed by One Hundred Enterprises in One Thousand Villages and the provincial pairing-off poverty alleviation projects of Shanxi. The launching ceremony of the project was held in Wutai on September 12, 2013 and is now being implemented smoothly.
2. The project of “One Million-mu Organic Farms” in Qin County. In cooperation with Jiasheng Agricultural Co., Ltd, we launched the project of “One Million-mu Organic Farms” in Qin County of Shanxi Province and plan to set up organic vegetable production bases of 500,000 mu or so in five years to boost the development of related industries and lift more than 300,000 local and surrounding farmers out of poverty.
3. Development of two million mu of castor industry in Yulin of Shaanxi. Plan to develop two million mu of castor bases in five years to promote the deep processing and of castor and the development of the whole industrial chain, enhance the development capacity of China’s castor industry and lift the farmers out of poverty. The project was officially launched after we signed an agreement with Fuhua Oil Co., Ltd in November 2012, and has been listed among the key government projects of Yulin City after we coordinated the relevant leading enterprises to cooperate with downstream businesses.
【Field research on poverty alleviation】 In 2013, to achieve the goal of building a moderately well-off society, the Association organized field research and prepared the “Suggestions on Further Mobilizing Social Forces to Participate in Poverty Alleviation and Development”, affirmed by central leaders such as Li Keqiang, Yu Zhengsheng and Wang Yang. In October 2013, the Association sent relevant persons to carry out field research in Datong City of Shanxi Province and Shijiazhuang City of Hebei Province and prepared the “Suggestions on Further Strengthening the Poverty Alleviation and Development in Poor Areas in the Process of Balancing Urban and Rural Development to Promote Common Prosperity”, affirmed by Yu Zhengsheng, Wang Yang and other relevant central leaders. In 2013, we held the village cadre training course in Changping Group, Changzhi, Shanxi Province, and timely summed up the practices of grassroots workshops, affirmed by the central leaders of Yu Zhengsheng, Liu Yunshan, Liu Yandong, Wang Yang and Zhao Leji.
【Intellectual poverty alleviation】 Focusing on the implementation of postdoctoral poverty alleviation projects. On August 19, 2013, China Poverty Alleviation and Development Association formally established the “Post-doctoral Poverty Alleviation Project Center”. To address the problems of “underdevelopment, inappropriate development and development bottleneck” of the impoverished regions, by sending postdoctors to serve poor areas, making full use of the advantages of postdoctors, the “Post-doctoral Poverty Alleviation Project Center” integrates the relevant technology companies, universities and research institutes to establish the postdoctoral industrial poverty alleviation alliance, the poverty alleviation alliance of research institute and universities, the postdoctoral investment fund for poverty alleviation and the “industry Promotion Center”, etc. In accordance with the overall development idea of “paying equal attention to services and independence”, the Center is designed to summarize and promote the postdoctors-oriented “blood-making” poverty alleviation and development in pilot poor areas.
In cooperation with Ningbo Fengkang Biotechnology Co., Ltd., the “Post-doctoral Poverty
Alleviation Project Center” strived to establish an “innovation base of post-doctoral pairing-off poverty alleviation” with relevant industries of the company as the basis. Ningbo Fengkang Biotechnology Co., Ltd. put in a total of 250 million yuan for the project. At present, covering an area of more than 1000 mu, the base is mainly used for the planting and processing of Chinese herbal Dendrobium and is equipped with large-scale glass greenhouses and standardized sterile tissue culture centers, with an intelligent coverage of 100%, forming the circular agricultural production pattern of seedling cultivation - planting cultivation – processing.

Poverty Alleviation by China Council for thePromotion of Construction in the Old Revolutionary Areas
【Market research in old revolutionary base areas】To complete the three-year joint field research of ten thousand people in one thousand counties in old revolutionary base areas nationwide and further deepen and expand the research results, China Council for the Promotion of Construction in the Old Revolutionary Areas collected and improved the data of the old revolutionary base areas nationwide, prepared the "Simplified Statement of the Situation in the Old Revolutionary Areas of China", the "Administrative Divisions in the Old Revolutionary Areas of China" and the "Compilation Statistics of China Council for the Promotion of Construction in the Old Revolutionary Areas", had the research outcomes published in the internal reference of the Xinhua News Agency; submitted the research report successively to the State Council and LGOP and proposed to accelerate the construction of old revolutionary base areas. Premier Li Keqiang and Vice Premier Wang Yang made important instructions on the report. The National Development and Reform Commission and LGOP seriously implemented the instructions of the State Council leaders, successively turned to China Council for the Promotion of Construction in the Old Revolutionary Areas for information on the old revolutionary base areas and developed the programs and opinions on accelerating the development of old revolutionary base areas. Relevant departments of China Council for the Promotion of Construction in the Old Revolutionary Areas thoroughly studied and implemented the instructions of the State Council leaders and further strengthened their confidence in making more contributions to the construction of a moderately well-off society in old revolutionary base areas.
【Poverty alleviation platform in old revolutionary base areas】 In cooperation with local councils for the promotion of construction in the old revolutionary areas, China Council for the Promotion of Construction in the Old Revolutionary Areas launched the “Mobilizing Social Forces to Support Project Docking for the Construction of Old Revolutionary Areas” at the beginning of 2012, establishing a platform to guide the investment of social capital in the construction of old revolutionary areas. After careful preparations for 14 months, in May 2013, an site meeting was held in Guangyuan City of Sichuan Province for domestic councils for the promotion of construction of old revolutionary base areas to mobilize social forces to support the construction of old revolutionary base areas. The conference reviewed how domestic councils for the promotion of construction of old revolutionary base areas mobilized social forces to support the construction of old revolutionary base areas in recent years, summarized the experience, set up models for propaganda and made suggestions on further promoting the development of old revolutionary base areas. Relevant comrades from LGOP, the SASAC, the Ministry of Water Resources and the State Administration of Taxation personally gave instructions on the event and a total of 241 people from the provincial (autonomous regional, municipal) councils for the promotion of construction of old revolutionary base areas attended the event. 【Industrial poverty alleviation】 On the basis of in-depth field research, China Council for the Promotion of Construction in the Old Revolutionary Areas and Gansu Provincial Council for the Promotion of Construction in the Old Revolutionary Areas jointly made suggestions to the State Council on continuing to support the development of cashmere goat industry in Qingyang Old Revolutionary Base Area to lift farmers out of poverty. Premier Li Keqiang gave important instructions. The leaders of China Council for the Promotion of Construction in the Old Revolutionary Areas actively supported the development of milk goat breeding and dairy product processing in Weifang and Linyi of Shandong Province, mobilized warm-hearted entrepreneur group members to invest 150 million yuan to expand the breeding scale, and planned to further promote the development of this industry with an investment of 500 million yuan in three years. At present, 57 farming cooperatives, 17 standardized breeding bases and 120 farming villages have been set up and a total of 360,000 milk goats are being bred, benefiting more than 5000 rural households. 【Post-quake poverty alleviation in disaster areas】 After a violent earthquake hit Lushan County, Yan’an City, Sichuan province in April, China Council for the Promotion of Construction in the Old Revolutionary Areas immediately made deployments for disaster relief, sent condolences respectively to Sichuan Province and Ya’an City, raised 1.2 million yuan and coordinated the member units to donate medicines worth 500,000 yuan and foods worth 200,000 yuan to the affected areas, and called on domestic councils for the promotion of construction in the old revolutionary areas to donate for the disaster areas. The domestic councils for the promotion of construction in the old revolutionary areas actively responded and donated a total of 21.615 million yuan in cash and 4.9516 million yuan in kind to the disaster – hit areas of Ya’an City.
【Social poverty alleviation】 China Council for the Promotion of Construction in the Old Revolutionary Areas donated 500,000 yuan to support the construction of Huade County Patriotism Education Base in Inner Mongolia; donated 200,000 yuan to subsidize needy schools and students; donated 200,000 yuan to support the teaching and subsidize needy students of Zhulan Normal School of Huichang County in Jiangxi Province; mobilized warm-hearted enterprises to donate one million yuan for the old revolutionary base areas in Guangyuan City of Sichuan Province, of which 500,000 yuan was used to subsidize needy students in Qingchuan County and the other 500,000 yuan was used to support the development of walnut industry in Tianhuang Mountain area. The Work Committee for Women of China Council for the Promotion of Construction in the Old Revolutionary Areas assisted the Work Committee for Women of Tianjin Municipal Council for the Promotion of Construction in the Old Revolutionary Areas to carry out the activities of “Sunshine Love for Single Needy Mothers” and Rescue of Poor Children and Orphans and issued relief funds of 667,000 yuan and relief goods worth 230,000 Yuan.
【Publicity of poverty alleviation in old revolutionary base areas】 On October 12, China Council for the Promotion of Construction in the Old Revolutionary Areas held in Beijing the conference on propaganda for the work in old revolutionary base areas and the 20th Anniversary of the “Construction of Old Revolutionary Base Areas in China”. At the meeting, China Council for the Promotion of Construction in the Old Revolutionary Areas informed the recognition of 132 advanced models in supporting and promoting the construction of old revolutionary base areas, awarded certificates of honor to 31 government agencies, military units and individuals, and praised the annual advanced units and individuals in making propagandas for old revolutionary base areas. 33 advanced models exchanged their experience at the event.

【Poverty alleviation by science and education】While constantly expanding the coverage
and increasing remote education, to address the bottlenecks of rural industrial development, meet farmers’ needs for practical techniques and promote the development of modern agricultural technology in old revolutionary base areas, the “Modern Distance Education Center for the Farmers of Old Revolutionary Base Areas in China” jointly set up by China Council for the Promotion of Construction in the Old Revolutionary Areas and Beijing Academy of Agricultural Sciences provided targeted training courses and has become a big air class for poverty alleviation so far, benefiting 15 million people of 18047 teaching points. The “Spark Engineering Class for Education Poverty Alleviation in Old Revolutionary Areas” opened jointly with Fujian Provincial Office of Spark Engineering for Education Poverty Alleviation in Old Revolutionary Areas has opened classes in tens of large enterprises of Fujian Province, building a platform for more than 1000 workers from old revolutionary base areas to continue their studies and improve their labor skills. This model has attracted the attention of the labor departments and labor unions of other provinces and autonomous regions and pilot projects will be launched. Negotiated with Shandong Liaocheng Electromechanical School to recruit children from needy families of the old revolutionary base areas in Yunnan, Guizhou, Gansu and Shaanxi Province, held the secondary vocational and technical trainings and achieved good results. The Medical Working Committee of China Council for the Promotion of Construction in the Old Revolutionary Areas held the 15th the Training of “Digital Diagnostics” for veterinarians in the pasturing areas of Xinlin Gol League in Inner Mongolia. 150 people took part in the event and the Medical Working Committee donated 80 sets of teaching materials for veterinarians. Poverty Alleviation by the China Social Entrepreneur Foundation
【Overview】 Committed to growing into a “neo-philanthropy” explorer, advocator, catalyser and collaborator, China Social Entrepreneur Foundation (hereinafter referred to as YouChange) aims at exploring innovations in China’s public welfare and promoting the harmonious development of social justice, and takes it as its mission to discover and support the “neo-philanthropy” leadership talents and promote the establishment of cross-border cooperation networks and platforms. Through making innovations in the resources, service contents and service delivery channels, YouChange strives to establish a supportive environment for the sustainable development of public welfare. In 2013, YouChange extended the application of the “neo-philanthropy” ideology to the area of investment. By creating “cross-border cooperation platforms to support social innovation”, it aims to become an advocator and leader of social value investment. So far, YouChange has established five strategic support platforms, namely the R&D platform, the experiment platform, the funding platform, the cooperation platform and the advocacy platform.
R&D platform: YouChange works together with universities, government departments, NGOs and international organizations in building a joint R&D system and network and organizes targeted theoretical and practical research. It puts forward new approaches on the basis of best cases and practices, and develop systematic solutions to relevant issues after trials and errors.
Experiment platform: According to previous research and development of solutions and models, through coordination and configuration of the government, public organizations, enterprises and other resources such as capital, information and personnel, YouChange designs non-profit projects and organizes pilot experiments. By discovering problems, testing results, and fine-tuning, it generates more systemic, scientific, effective and feasible models, mechanisms, processes, specifications, standards and technologies, in order to lay a foundation for further promotion and replication.
Funding platform: Through the “Neo-philanthropy Partner Program”, YouChange explores neo philanthropy jointly with academic institutions, public organizations and social enterprises. In
addition to capital investment, it supports the partnership through philosophy delivery, model output, strategic consulting, project design, resource investment, channels introduction, professional training, assessment services, communication support and relationship coordination.
Cooperation platform: YouChange aims at integrating competitive resources of government departments, commercial enterprises, non-profit organizations, academic institutions, international organizations and the public for systemic solutions to social issues, including cooperative special fund, cooperative incubation of new institutions, and new cooperation projects.
Advocacy platform: YouChange is essentially an advocacy foundation, advocating for the stakeholders’ wide involvement in the process of social innovation and promoting social progress with the strength of the whole society. Centered on the concept of neo-philanthropy, YouChange’s every step in thinking and practice aims to advocate the three social innovations, namely philanthropy innovation, enterprise innovation and social policy innovation, and thus promote a more effective social innovation.
Under the guidance of LGOP, in 2013, YouChange launched the upgrading, R&D and exploration of the “Action Plan of YouChange Poverty Alleviation Volunteers”, made innovations to the mechanism for public participation in poverty alleviation, completed the construction of the management system of the “Action Plan of Poverty Alleviation Volunteers”, continued to establish the YouChange poverty alleviation voluntary service network system, strengthened the management of poverty alleviation voluntary services, further mobilized people to serve as poverty alleviation volunteers and encouraged and guided various types of enterprises, social organizations and individuals to fully participate in the construction of volunteer stations.
In 2013, the Volunteer Support Center provided voluntary services in Sichuan, Jiangxi, Gansu, Inner Mongolia and Ningxia and 11 city and county-level volunteer stations were newly set up, under which over 50 village and township volunteer stations were established. In cooperation with Matsushita Electric, Shangrao Chunhua Hospital, Baoshang Bank, Lenovo, Sunshine 100 Real Estate Group, Offshore Real Estate, CreditEase, Accenture, China Satellite Communications Corporation and other companies, YouChange signed a multi-year donation contract worth 15.38 million yuan. The volunteer stations mobilized 1000 long-term and short-term volunteers to provide technological, health care, educational and other volunteer services, and the total servicetime exceeded more than 60,000 hours.
Up to now, YouChange has set up 122 resource coordination platforms and volunteer stations in 14 provinces (autonomous regions and municipalities) nationwide, coordinated the donation of goods worth nearly 150 million yuan, organized and recruited more than 16,000 long-term, short-term and professional volunteers to provide over 810,000 hours of volunteer services for the education, science and technology, health care, finance and community development of poor areas, and assisted 11 contiguous destitute areas in promoting the implementation of poverty reduction programs.
In 2013, YouChange’s social poverty alleviation work focused on three areas: further promoting the system construction for the “action plan of poverty alleviation volunteers”, enriching the contents and forms of voluntary services, and studying and advocating the concept of neo philanthropy.
【Action Plan of YouChange Poverty Alleviation Volunteers】YouChange creatively conducted in-depth R&D on the construction of "social resource coordination platform" and "volunteer stations" in impoverished regions and explored the "volunteer stations"-based resource integration through mobilizing volunteer human resources to get involved.
In project design and implementation, highlighting the effectiveness of poverty reduction by information technology, paying equal attention to the development of professional volunteer stations and integrated stations, relying on the volunteer station system, YouChange built a bridge to link urban and rural residents and combine social mainstream groups and the vulnerable, and transferred instant information on relevant policies, production and living, education and health care as well as advanced technologies and management and operation concepts to poverty-stricken communities.
Meanwhile, YouChange summarized the experience of hub volunteer stations in serving anti-
poverty work in contiguous destitute areas, further improved the volunteer station-based poverty alleviation volunteer service network system, used the city and county resource coordination platforms and village volunteer stations to make the exchange of information and resources between urban and rural areas an important channel to connect the external markets and poor areas so as to open up the "last kilometer" of the public welfare channel for social poverty alleviation.
【Post-disaster reconstruction and poverty alleviation】Relying on the network of the “volunteer stations”, with the neo-philanthropy partners and volunteers as the main body, YouChange carried out relevant activities to cope with disasters, including pre-disaster community disaster prevention and reduction training, safe community projects, disaster emergency relief and post-disaster reconstruction.
As of December 31, 2013, YouChange had raised a total of 4,187,630.24 yuan of donations for the affected areas in Ya’an after the earthquake, and spent 3,950,317.13 yuan, accounting for 94.33% of the total. Some post-disaster reconstruction projects are under construction now, mainly
including: The design, collection and distribution of 3750 “YouChange family emergency relief
packages” worth 750,000 yuan in the emergency relief stage, covering the affected areas in Yuxi
Village in Baosheng Town of Lushan County, Gucheng Village of Longmen Town, Fenghuang Village of Feixian Town, Huoju Village of Luyang Town, Weita Village of Shi Town and Xinglin Village of Taiping Town. In addition, YouChange donated color steel plates, stainless steel, mosquito nets, generators and other supplies worth 239,568 yuan for the affected areas; donated 350,000 yuan to Lushan Volunteer Station in Huofenghua, Dujiangyan, and issued 50,000 yuan to support “China’s joint rescue” organized by Chengdu Yiduo Public Service Center.
YouChange was very concerned about the need for “transitional resettlement” and implemented the “color steel tiled transitional resettlement housing” project. Through mobilizing the farmers to carry out mutual aid and self-help activities, making use of local resources, YouChange provided more than 70,000 square meters of color steel tiles for the construction of “transitional resettlement housing” in the disaster-hit areas such as Yuxi Village, Anping Village, Modao Village and Fenghuang Village of Lushan County as well as the affected areas in Baoxing County, addressing the transitional resettlement problem of over 4000 villages from more than 1000 households.
In the post-disaster reconstruction stage, through integrating and coordinating the resources of local social organizations in Sichuan Province, YouChange mobilized a number of rural community-based grassroots organizations such as Chengdu Yiduo and Yizhong to set up a “YouChange Volunteer Work Station” respectively in eight poverty-stricken villages of Lushan County and Baoxing County, and developed the bamboo weaving project to support the recovery of the livelihoods of villagers in the affected areas.
【Poverty alleviation by science and technology】YouChange implemented farming projects for poverty alleviation by science and technology in Wuchuan County, organized technological volunteers to help improve the agricultural technology level for greenhouse vegetable cultivation and the chicken breeding technology level, and developed organic vegetable cooperatives and chicken breeding cooperatives to promote industry development through poverty alleviation by science and technology. Taking full advantage of the YouChange volunteer stations and the technological talents of the research institutes and universities in Hohhot, in cooperation with the Agriculture and Animal Husbandry Bureau, the Science and Technology Bureau and the Internet Society, YouChange established the Rural Technology Support Platform, the Agricultural Information Service Platform and the Agricultural Products Marketing Platform. Integrated agricultural technological officers, the messagers of the 12396 Service Center and the volunteers for poverty alleviation by science and technology and explored the establishment of a government-led diversified new rural technological service model for sustainable development promoted by social organizations and participated by rural technological personnel. With the volunteers as the main body, by providing voluntary services, YouChange carried out rural poverty alleviation by science and technology, promoted project implementation with science and technology, delivered technologies to rural households and provided a full range of convenient technological services for farmers, including information, promotion of results, technical guidance, farmers training and project services.
YouChange launched a total of 12 projects of poverty alleviation by science and technology and held trainings for 100 heads of rural cooperatives, indirectly benefiting more than 1000 people (members of the cooperatives) and directly benefiting eight villages.
On the basis of poverty alleviation by science and technology, YouChange carried out cooperation with Baoshang Bank. Baoshang Bank issued project loans for farmers to purchase seeds, fertilizers, chickens and feedstuff, renovate henhouses and build greenhouses, guaranteeing the funding for large-scale breeding and planting of the farmers. After the implementation of pilot projects for threeyears, Baoshang Bank invested more than 200 million yuan to support the large-scale farming of more than 3000 rural households.
【Poverty alleviation by education】Initiated by YouChange, based on the concept of neo-philanthropy advocated by YouChange, the "YouChange Evergreen Volunteer Teaching" Program is a blood-making volunteer service project for YouChange volunteer stations and cooperative organizations and units to mobilize and organize urban outstanding retired teachers to engage in education management and teaching level improvement in poor areas as volunteers. In such a way, it strived to make the schools in poor areas share the excellent educational resources with urban areas so as to narrow the gap between urban and rural areas. Currently the project has been launched in 16 counties of Guangxi, Inner Mongolia, Hebei, Liaoning, Yunnan, Anhui and Chongqing. The volunteers provided support for 3637 primary and secondary schools in poor areas and about 2840 volunteers provided voluntary services for more than 130,000 hours, benefiting 555 schools, about 28,160 teachers and about 288,815 students.
The “Dual-teacher Education” program introduced the world’s popular concept of MOOC
(massive open online course) and actively organized distance education using advanced network technology so that the teachers and students in rural and remote areas can share the excellent educational resources of urban areas, aiming at promoting the balanced, public welfare and innovative teaching. Currently, taking advantage of the Internet service, the “Dual-teacher Education” program simulcasts the high-quality curriculum of the High School Affiliated to Renmin University of China to a dozen of pilot schools in Guangxi, Chongqing, Inner Mongolia, Hebei and Beijing. Through daily remote broadcast, it gives lectures for the students of impoverished regions and explores the feasibility for urban quality teaching resources to complement rural areas. After six months of pilot work, the program achieved remarkable results. Although the students of the pilot schools did not have a solid foundation as the students of the High School Affiliated to Renmin University of China, they improved the learning methods and efficiency and made great progress in grades after the tutorship of the teachers of the second classroom. In the mid-term examination in early November, the scores of most of the pilot classes were a few dozen higher than that of other classes.
【Medical poverty alleviation】 To reduce the incidence of poverty or poverty returning among the families in impoverished communities and mobilize government departments, businesses, public agencies and communities to participate in medical poverty alleviation, YouChange established the YouChange Volunteer Station in Shangrao City jointly with Shangrao Chunhua Group (including medical service, elderly support and technology) with a project value of 6.8 million yuan. As of the end of December 2013, Shangrao Volunteer Station had recruited more than 150 long-term and short-term volunteers, who carried out the activities of voluntary treatment and health care knowledge popularization for the village-level communities for 35 times and issued a total of more than 250,000 yuan of medical aid funds for the poor.
The Volunteer Station organized professional medical service volunteers and local young poverty alleviation volunteer teams to carry out medical poverty alleviation in rural and urban poor areas, especially for the elderly in difficulties. The projects include:
1. “YouChange · Health” Project: Through systematic trainings, the volunteers made propaganda on health care knowledge and provided free physical examinations and medical consulting services for the masses in urban and rural poor communities.
2. “YouChange ·Guarantee” Project: Raised oriented funds from society and cooperated with designated medical institutions to issue medical aid funds for the poor covered by the five-guarantee system.
3. “YouChange ·Companion” Project: Established community volunteer groups and medical technology volunteer groups to provide long-term health care services, including the creation of health records, regular visits and daily consulting services for the poor elderly in poverty-stricken communities and nursing homes, covering the masses in poverty, especially the elderly with limited mobility.
Different from the previous simple corporate financial contributions, the medical poverty alleviation of YouChange Shangrao Volunteer Station fully mobilized the broad participation of enterprises and guided enterprises to get involved in the construction and operation of the volunteer stations. Through the poverty alleviation projects, meanwhile, it changed the single center promotion by public welfare organizations to the joint promotion by volunteer stations, enterprises, government and communities, effectively promoting the efficient allocation and sharing of resources between departments. In such a way, it responds to the needs of the poor in the most efficient way to promote the poverty alleviation and development of impoverished regions.
【Informationization -based poverty alleviation】To implement the "China Rural Poverty Alleviation and Development Program (2011-2020)" and the "Opinions on Further Strengthening Rural Cultural Construction", YouChange "effectively developed channels for rural technological poverty alleviation and personnel training, organized and mobilized various volunteers to participate in the poverty alleviation and cultural development in rural areas, and vigorously introduced and integrated social resources to enhance the sustainable development capacity of rural areas". Under the guidance and support of LGOP, giving full play to their respective resource advantage, YouChange and China DBStar Co., Ltd effectively combined the “YouChange volunteer station network system” with the “satellite digital distribution”, explored and practiced the establishment of “YouChange satellite digital poverty alleviation volunteer stations” and launched pilot projects in 20 villages and towns of Inner Mongolia, Hebei and Beijing. Through co-development of “YouChange satellite digital poverty alleviation volunteer stations”, we strived to build a satellite digital service platform for grassroots poverty alleviation and address the key problem of the “last one kilometer” in social poverty alleviation so as to establish the service network system integrating all favorable factors, provide a high-quality platform for the grassroots poverty reduction and thus play an important role in promoting the development of poverty reduction. To support the construction of space poverty alleviation system of LGOP, Hohhot Volunteer Station carried out the “Field Survey on the Multidimensional Poverty of Farmers in Contiguous Destitute Areas” and submitted more than 13,000 questionnaires, involving the basic information on a number of poverty alleviation projects.
【Safe drinking water in rural areas】The “Qingyuan Program” of the Action Plan of Poverty Alleviation Volunteers is designed to make more children drink clean and healthy water. Through providing water purifying equipment and holding safety and health care trainings for the students drinking the water not up to the national hygienic standard for drinking water, the program aims to improve the drinking water conditions of local students, improve their consciousness of safety and health care and thus enhance their health levels. In the project implementation process, through the purchase and installation of water purification equipment, holding safety and health care trainings at campus and organizing volunteers to get involved, we carried out a variety of voluntary service activities. Over the past year, the project was implemented in 20 schools of Hebei Province, Inner Mongolia Autonomous Region and Ningxia Hui Autonomous Region, benefiting over 13,000 adolescents. Meanwhile, the program was highly praised by the local government, schools and parents of students and achieved good social effects, benefiting about 50,000 people. “Qingyuan” has gradually become a public project brand with certain influence.
【Eaglet Plan】Eaglet Plan - a youth volunteer service and learning program. 20 Eaglet students successfully graduated in July 2012. In 2013, we recruited 19 eaglet volunteers to serve six volunteer stations and launched the recruitment of eaglets for 2014. Since its implementation in 2011, this program has been implemented for three years with enrollment of more than 2000 participants. As of 2013, 60 participants of the program had carried out in-depth field research on the social development situation of rural China. On the basis of summarizing the experience of the three-year project implementation, the project team turned the focus of project quality improvement to the recruitment and selection of participants, the optimization of project management process, the selection of tutors and practice bases as well as the construction of infrastructure such as the assessment mechanism, completed the preparation of the “Eaglet Plan Participants’ Manual” and “Eaglet Plan Project Operation Manual” and supported the establishment of the Eaglet Plan Alumni and Partnership System. With the improvement of its influence, the Eaglet Plan is increasingly recognized and praised by the participants and service agencies, achieving the multi-win situation of young personnel training, community organization support, social poverty alleviation innovation and institutional influence expansion.
Through systematic and professional social poverty alleviation, the Volunteer Stations mobilized the enthusiasm of more companies and successively cooperated with Matsushita Electric, Shangrao Chunhua Technology Co., Ltd, Accenture, Baoshang Bank, CreditEase and Country Garden Group to establish volunteer stations. The enterprises that provided financial aid for the construction of volunteer stations included foreign-funded and state-owned enterprises as well as private businesses in the fields of finance, electronic equipment, medical technology, etc. The “Action Plan of Poverty Alleviation Volunteers” has become the first choice for many enterprises to fulfill their social responsibility and participate in social poverty alleviation. The employees of Panasonic and Baoshang Bank have also become an important part of the professional poverty alleviation volunteers.

【Earthquake relief work】 In 2013, after the earthquake hit Ya’an of Sichuan and Dingxi of Gansu Province, the All-China Federation of Industry and Commerce and China Glory Society immediately jointly issued a circular to call on all levels of federations of industry and commerce and glory societies as well as the private enterprises to carry forward the spirit of “one in trouble, all to help” and actively devote into the earthquake relief work. The General Office of China Glory Society set up a 24-hour hotline to provide fast services for the private enterprises involved in disaster relief and timely collect information on disaster relief and donations. Vice Minister of the United Front Work Department of CPC Central Committee, Party Secretary and Executive Vice President of the All-China Federation of Industry and Commerce and Vice Chairman of China Glory Society Quan Zhezhu and Chairman Luosang Jiangcun of Tibet Autonomous Region addressed the event. A total of more than 300 private entrepreneurs nationwide took part in the event and signed a total of 229 projects with a total investment of 361.307 billion yuan, of which 131 were contract projects worth 239.329 billion yuan. China Glory Society donated 18 million yuan to Qushui County Nursing Home in Lasa. In cooperation with National Health and Family Planning Commission, China Glory Society launched the “Guangcai · Health Improvement Project in Tibet and the Tibetan Areas of Four Provinces”, for which Asia Standard International Group Limited donated 10 million yuan. 【Frontier construction】In November 2013, China Glory Society coordinated Minsheng Bank to donate 3.2 million yuan for the purchase of 600 sets of solar photovoltaic home systems and two sets of supporting off-grid systems in Xinjiang Production and Construction Corps to improve the production and living conditions of the residents in border areas.
【"Guangcai · Loving Home - Happy Family"】 In 2013, China Foundation for Guangcai Program and Global Village Environmental Education Center of Beijing jointly launched the project of "Guangcai · Loving Home - Happy Family". Poverty Alleviation by China Foundation for Disabled Persons
【Overview】In 2013, China Foundation for Disabled Persons (hereinafter the Foundation) recorded a donation income of 339.9942 million yuan (123.1887 million yuan in cash and 216.8055 million yuan in kind), a public welfare project expenditure of 318.3522 million yuan, accounting for 89.12% of the total revenue. After it was listed among the first batch of 5A social organizations in 2008, the Foundation was again titled as a 5A social organization in the second assessment organized by the Ministry of Civil Affairs this year.
In 2013, the Foundation implemented a total of 341 public projects and continued to promote the construction of brand projects. Among them, more than 30 were public projects with great social influence that had been implemented for at least three consecutive years and benefited a large number of impoverished people with disabilities, such as the Charity Carnival, information accessibility forum, enlightening action, new VitaMeal, hearing aid action, clothing projects, Leading to Tomorrow and Remicade Charity Aid Cooperation projects. Signed nearly ten projects with annual donation of over one million yuan that will be implemented for at least three consecutive years. The charity project of "Sunshine with Me" won "the most influential charity project award" from the Ministry of Civil Affairs. Samsung (China) Investment Co., Ltd recommended by the Foundation won the "Most Kind-hearted Donation Enterprise Award", and the Chief Executive Officer of Hong Kong Social Workers Across Borders Li Na won the "Most Kind-hearted Model Philanthropist".
【Charity Carnival】Charity Carnival is a highly influential charity activity jointly held by
China Foundation for Disabled Persons and China Welfare Fund for the Handicapped annually before December 3 - the International Day of Disabled Persons since 2003. Over the past decade, this event raised a total of 293.18 million yuan of charity funds and goods, benefiting 172,000 people. In 2008, with the theme of "assisting the children and paraplegic persons who became disabled in Wenchuan Earthquake of Sichuan Province", we provided free prosthetics installation and replacement services for the disabled children and helped paraplegic persons with disabilities to receive systematic rehabilitation trainings to enhance the treatment and rehabilitation capabilities of the designated hospitals for paraplegic persons with disabilities. In 2009, with the theme of "helping poor deaf children out of silent world", we provided cochlear implants for 1,200 children with severe hearing disability and hearing-aids for 1200 children with mild hearing disability and helped them receive rehabilitation trainings. As at the end of 2013, we had completed the installation for hearing-aids and 1100 of the recipients were children from central and western poor areas. In 2010, with "caring for children of migrant workers" as the theme, we supported the implementation of the "Voluntary Service Action of Caring for Children of Migrant Workers of the Communist Youth League", raised funds to build "charity homes" for migrant children and purchased insurance for disabled migrant workers’ children and the disabled children of migrant workers. In 2011, with "supporting the poverty alleviation bases for the rural disabled" as the theme, we completed the construction of 55 poverty alleviation bases in 8 provinces including Guizhou, Shaanxi, Anhui, etc., helped 18,000 people with disabilities find a job and provided support 31500 disabled persons to get a job, benefiting nearly 50,000 people with disabilities.
【Charity Project · Enlightening Action】 “Charity Project · Enlightening Action” is a large-scale rehabilitation program to benefit a large number of impoverished cataract patients, promote the development of blindness prevention and treatment in China and achieve the goal of "rehabilitation services for all". On the basis of existing cataract extraction projects, the program is designed to enable all the poor cataract patients with indications for surgery recover their sight and basically eliminate cataract blindness caused by poverty in China. In June 2006, the Foundation launched the Enlightening Action. With strong support from all circles of society, we raised a total of more than 92.65 million yuan to conduct sight restoring surgery for nearly 70,000 poor cataract patients in 31 provinces (autonomous regions, municipalities) nationwide, of whom two thirds came from the central and western regions. In 2011, the project won prize for "the most influential charity project" of the sixth China Charity Award. In 2013, the "Enlightening Action" issued aid funds of 6.26 million yuan for the free sight restoring surgery of 6700 poverty-stricken cataract patients in 12 provinces and municipalities such as Shanghai, Gansu, Inner Mongolia and Hebei. The implementation of this project made a large number of poor cataract patients recover their sight, benefiting their families and the whole society.
【“Bring Me Sunshine” - Wonderland's Charity Project of Wheelchair Donation
for Disabled Children】China has about 1.75 million patients with cerebral palsy, of whom about 310,000 were 0-6 year-old children, with an annual increase of 46,000. Cerebral palsy is mainly manifested by central movement disorders and abnormal posture, probably accompanied by mental, language, vision and feeding disorders. Early detection, early diagnosis and early treatment are the basic principles for the rehabilitation training of children with cerebral palsy. The mobility impairments of children with cerebral palsy and the lack of walking aid appliances bring many inconveniences to their rehabilitation training and daily life. The children with cerebral palsy in remote areas even rarely go out to enjoy the sunshine. To make more children with cerebral palsy get out, enjoy the sunshine and feel the beautiful world, the Wonderland Group-funded "Bring Me Sunshine" - Wonderland's Charity Project of Wheelchair Donation for Disabled Children issued 68.21 million yuan of aid funds, subsidized the purchase of 13,600 wheelchairs for disabled children in 47 provinces and cities including Heilongjiang, Zhejiang, Shandong, Hubei, Shanxi, Tianjin, Qingdao, etc., improving care and rehabilitation conditions of more than 10,000 0-3 year-old children with cerebral palsy; and subsidized the purchase of 5986 wheelchairs for disabled children from 11 disability rehabilitation institutions such as China Assistive Devices and Technology Centre for Persons with Disabilities and China Rehabilitation Research Center in 46 provinces and cities, including Shanxi, Hunan, Fujian, Guangdong, Wuhan, Harbin, etc., mainly for the children with cerebral palsy, traumatic brain injury, spinal cord injury, muscular dystrophy and limb dysfunction.
【"Leading to Tomorrow - Aid Program for Teenagers with Disabilities of Bank
of Communications"】To build a socialist harmonious society, carry forward the humanitarian spirit, promote the development of social welfare and support the public welfare for persons with disabilities, in 2007, Bank of Communications Co., Ltd. donated for the establishment of the public welfare program of "Leading to Tomorrow - Aid Program for Teenagers with Disabilities of Bank of Communications" and provided directional financial aid for the education of teenagers with disabilities. As of the end of 2013, the program had donated a total of 82.8 million yuan to subsidize nearly 30,000 high school students and college freshmen with disabilities from needy families in 25 provinces (autonomous regions) such as Hebei, Shanxi and Inner Mongolia; subsidized the "special education teachers’ quality improvement project" and national special teaching training, and issued bonus to the teacher award winners and scholarship to excellent students with disabilities, greatly encouraging local governments and all circles of society to help students with disabilities and achieving good social effects. In 2013, the project issued five million yuan to subsidize 4000 high school and college freshmen with disabilities from needy families in 24 provinces (autonomous regions) nationwide; used 1.005 million yuan to award 201 winners of Special Education Teachers of Bank of Communications (5000 yuan was the project fund balance in 2012); used 1.2 million yuan to subsidize the training of 592 special education teachers and school headmasters nationwide; used 200,000 yuan to award ten winners and 26 finalists of the Inspirational Prize of Disabled College Students and paid 22,000 yuan of assessment fee, special web page production cost and certificate production and mailing cost.
【Charity Sponsorship Program for Children with Disabilities】Discovering the proportion of public donations is relatively low, President Piao Fang pointed out that "we must continue to increase donation channels, strive to expand the donor coverage, link the Foundation with the masses and teenagers and fully fulfill our social responsibility". To this end, the Foundation actively cooperated with the loving enterprises and institutions for useful attempt. In 2013, the Foundation comprehensively launched the “Charity Sponsorship Program for Children with Disabilities” and set up strong public service platforms such as hotline and online donation. Through petty donations of the project participants, we strived to mobilize the enthusiasm of the public for participation in public welfare establishments, strengthen the public fundraising construction of the Foundation and gradually set up the unique public fundraising program and mechanism of the Foundation, aiming to raise 120 million yuan at home and abroad in five years to support the integrated development of a total of 21,000 children with disabilities and children from families with disabled members in Hubei, Shaanxi and Gansu Province. On December 2, 2013, the Foundation organized the publicity and fundraising activity of "experiencing hunger, helping children with disabilities and children from families with disabled members" and all its 56 employees attended the event, encouraging the participation of 1141 experiencers and the donation of 375,600 yuan by 1297 people. Up to now, a total of ten units participated in the event, including the Center for Deaf Children and the Information Center of China Foundation for Disabled Persons, Huaxia Culture Group, Personnel Center of the Ministry of Health and Peking University, and a total of 7745 people donated 530,000 yuan of aid funds. As of March 2014, the project had provided rehabilitation, living and education grants for 1129 disabled children, provided assistive devices for 73 disabled children; improved the conditions of 11 special education schools and seven rehabilitation institutions; and held trainings for 18 teachers of deaf children, 26 rehabilitation workers, 72 special education teachers and 239 full-time committee members with disabilities. About 100 parents of disabled children received parent trainings and about 2930 recipient children were registered.
【"Charity learning card" Project】 To care about and help people with disabilities and support the development of the cause for the disabled, China Distance Education Holdings Ltd. decided to donate "Charity learning cards" (CDEL learning cards) to China Foundation for Disabled Persons and launched the "Charity learning card" Project. In 2013, it provided a total of 20200 learning cadres worth 20.2 million yuan for ten provinces (municipalities), including Beijing, Tianjin, Jilin, Zhejiang, etc., mainly supporting the online distance education and trainings of people with disabilities to improve the quality of disabled people.
【Charity Project of Nu Skin VitaMeal for Children】As a global program initiated by Nu Skin (China) Daily-Use & Health Products Co., Ltd., the "Nourish the Children" aims to provide nutritious VitaMeal for children in poor areas. As the main product of the "Nourish the Children", VitaMeal is a kind of food with rich nutrition ingredients and a scientific formula to meet the nutritional needs of malnourished children. Nu Skin (China) Daily-Use & Health Products Co., Ltd invested to found the Jixi VitaMeal Food Co., Ltd in Jixi City of Heilongjiang Province at the end of 2005 to make more VitaMeals for domestic and foreign needy children. So far, Nu Skin (China) Daily-Use & Health Products Co., Ltd and the UNICEF donated a total of nearly 200 VitaMeals in the world, of which about 20 million were used to support the health growth of Chinese poor children. To benefit more Chinese children, especially the disabled Chinese children from impoverished regions, since 2010, in cooperation with China Foundation for Disabled Persons, Nu Skin (China) Daily-Use & Health Products Co., Ltd and the UNICEF have implemented the Charity Project of Nu Skin VitaMeal for Children to distribute VitaMeals for the disabled children in poor areas of China, and will continue the action till 2020. According to the plan, China Foundation for Disabled Persons, Nu Skin (China) Daily-Use & Health Products Co., Ltd and the UNICEF will donate VitaMeals worth 300 million yuan for the disabled children in impoverished regions of China through China Foundation for Disabled Persons. China Foundation for Disabled Persons made physical examinations on some poor children with disabilities from all over China to make clear the effects of the VitaMeal. In 2013, this program donated 126,120 bags of VitaMeal worth about 25.224 million yuan to 13 provinces (municipalities), including Jilin, Ningxia, Tianjin, Shanxi, etc., and provided VitaMeal with rich nutrition for 20,000 children with disabilities in poor areas.
【Charity Project · Warm Clothing Project】 Since 2009, the Foundation coordinated
five garment enterprises including Shanghai La Chapelle and Wuhan Ocean to donate 410,000 pieces of clothing worth 97 million yuan for needy people with disabilities and their families, and subsidized more than 300,000 poor disabled persons in 26 provinces (autonomous regions, municipalities), including the donation of garments worth more than 60 million yuan for the central and western regions. In 2013, this program donated 276,830 pieces of clothing worth 28.4113 million yuan to over 100,000 poor disabled persons in 25 provinces and municipalities such as Hebei, Sichuan, Gansu, Shaanxi, Dalian and Xiamen, improving their living standards.
【Advocacy of earthquake Relief】After an earthquake hit Lushan County, Ya’an City,
Sichuan Province on April 20, 2013, the Foundation immediately issued the “Written Proposal for Emergency Rescue Action” to the public, drawing the attention of a large number of warm-hearted people from all circles of society, and received donations of 10.3775 million yuan in kind and cash to subsidize the disabled in disaster areas and support the construction of kindergartens for the disabled in Lushan County.
【Demonstration Charity Project to Support Blind Children”】 The central government allocated special funds to support the participation of social organizations in social services and the Foundation actively applied for this opportunity. In 2012 and 2013, the Foundation received central government financial aid of 2.45 million yuan to implement the “demonstration project of blind student aid”, and actively applied for 5 million yuan of donations from China UnionPay to implement the "inspirational blind student aid action of China UnionPay". Over the past two years, the Foundation donated urgently needed voice tactile maps and dictionaries for 10,000 blind students of 140 schools for the blind and special education schools in the remote poor areas of 30 provinces (autonomous regions, municipalities) nationwide.
【Assistance cooperation programs】In May 2011, the Foundation and Xian-Janssen Pharmaceutical Co., Ltd. jointly launched the cooperation project of Risperdal Charity Aid to provide risperdal drug assistance for poverty-stricken patients with schizophrenia. As of the end of 2013, we had donated medicines worth 26 million yuan to 24,000 patients of 187 hospitals in 30 provinces and municipalities nationwide, including 11,000 patients in the central and western poor areas. With support from China Disabled Persons' Federation, in February 2012, the Foundation and Janssen Pharmaceutical Co., Ltd. again cooperated to implement the charity project of Remicade Charity Aid to provide remicade drug assistance for the patients with rheumatoid arthritis, ankylosing spondylitis from needy families receiving subsistence allowances the patients falling into poverty due to illness. As of the end of 2013, the project had provided Remicade drugs worth 17.71 million yuan to 5159 patients of 238 hospitals in 30 provinces and municipalities nationwide, of whom half came from the central and western areas. Such projects help reduce not only the incidence of disability due to illness but also the financial burden on patients for treatment. Through the implementation of Risperdal and Remicade drug projects, the projects reduced the medicine-taking burden on 22,000 mental patients from needy families covered by the minimum living security system and helped 4385 patients with rheumatoid arthritis, ankylosing spondylitis and Crohn disease from needy families receiving subsistence allowances, effectively promoting the localization process of biological agents.
【Public interest research】 The Foundation, Tsinghua University and the World Vision
jointly founded the Middlebury Public Interest Research Centre to integrate their respective advantages to promote the study and popularization of public projects and the capacity building of social organizations and establish public projects sharing platform. This year, the Foundation supported the Centre to provide a full range of support services for domestic foundations and other public organizations based on relevant theoretical, policy and project management practices in order to promote the establishment of a self-regulation and accountability system of China’s NGOs. The foundation actively supported the construction of NGOs, subsidized a number of grassroots NGOs such as Wucailu Child Behavior Modification Center, Beijing Zhiguang Special Education and Training School, Beijing Hongdandan Educational and Cultural Exchange Center, and China Dolls Care and Support Association and helped them improve self-development capacity and the ability to serve people with disabilities.
【Services for the disabled】The Foundation actively promoted the localization of aids for disabled persons, actively coordinated caring enterprises to donate for the disabled and accelerate the localization process of aids for disabled persons. After Nurotron donated 100 China-made cochlear implants to it, the Foundation provided matching funds for support. Through the implementation of the public projects, we strived to promote the development and application of domestic cochlear implants and help reduce the prices of imported cochlear implants to benefit more postlingually deaf people.
【Poverty alleviation in the field of sports】The Foundation and China Lion Federation jointly Federation implemented the project of "Charity Lion Federation – Towards Africa" and planned to raise 7 million yuan in five years from 2014 to 2018 to support the implementation of sports and rehabilitation projects for the disabled by the International Paralympic Committee in Kenya, Uganda and other African countries. The Foundation will also cooperate with China Lion Federation, China Children and Teenagers Fund, China Foundation for Poverty Alleviation and Nu Skin (China) Daily-Use & Health Products Co., Ltd to support 13 rural families in Malawi to study in agricultural self-reliance schools to learn agricultural techniques and then change their poverty and backwardness situation.
