Poverty Alleviation by China Children and Teenagers Fund
【Overview】 In 2013, in accordance with the requirements of "developing education and culture" and "mobilizing enterprises and all circles of society to participate in poverty reduction" put forward by the "China Rural Poverty Alleviation and Development Program (2011-2020)", giving full play to the advantages of child welfare charities, to meet the real needs of poverty-stricken children and relying on "Spring Bud Project", "Safe & Healthy Growth Project", the "Action to Eliminate Infants' Anemia" and other child charity projects, China Children and Teenagers Fund carried out a variety of charitable activities in various forms and extensively guided and mobilized social forces to support and participate in poverty alleviation and development. Throughout the year, China Children and Teenagers Fund raised a total of 330 million yuan of social funds and materials and spent 296 million yuan on public welfare, making a positive contribution to guaranteeing the healthy growth of rural poor children and promoting the development of education in poor rural areas. In 2013, it was again titled as a Class-5A Foundation by the Ministry of Civil Affairs.
【The “Action to Eliminate Infants’ Anemia”】 Based on the remarkable social effects of the pilot work, with strong support from the All-China Women’s Federation (ACWF), the “Action to Eliminate Infants’ Anemia” received a total of 150 million yuan of financial aid from "Central Special Lottery Fund" for the period from 2013 to 2015 and became the first charity project for China Children and Teenagers Fund to successfully promote the central government to purchase services through pilot work. Since August 2013, the Central Special Lottery Fund has achieved the rolling issuance of "infant food supplement nutrition package" for 22 project counties in six provinces and autonomous regions, namely Shaanxi, Sichuan, Gansu, Ningxia, Inner Mongolia and Xinjiang, started to use a new nutrition pack recipe, issued about 140,000 boxes of nutrition packages with the new recipe, issued 10,000 newly revised "Handbooks", "Training Materials" and "Parents’ Handbooks" and held trainings for 120 people from the women’s federation and health sector of the project areas. Based on local actual situations, the project counties held 142 trainings for various types of people.
In 2013, we continued to raise funds to support the “Action to Eliminate Infants’ Anemia”, issued a total of 3.77 million boxes of infant nutrition packages, benefiting 530,000 infants; carried out investigation and supervision on the product quality in the nutrition package production enterprises and wrote the mid-term research report after careful analysis. According to the report, the prevalence of nutritional anemia of the infants of 6-36 months of age who took the nutrition packages for more than six months generally declined by 5 percentage points, and this prevalence in Ningxia dropped by 10 percentage points. Welcomed by local people and parents of infants and young children, the program was known as a warmth-delivery project to benefit the infants and young children in poor areas and was selected as “excellent case of innovative social poverty alleviation” by LGOP.
【Spring Bud Project】 In 2013, the “Spring Bud Project” continued to improve the teaching and learning environment and students’ living conditions in poor areas from various angles based on poverty alleviation by education, set up a total of seven Spring Bud schools, subsidized 18,866 students, donated for the construction of 563 bright classrooms, held trainings for 50 Spring Bud school teachers and provided financial aid for the 97 big girls to launch their own businesses; launched the "Bud Protection Action" focusing on funding the security protection of little girls, held four workshops on sexual health education 400 parents of students and secondary vocational schoolgirls, made propaganda on public welfare in a special column of the "People's Daily", formulated the "Children's Self-care Manual" and "Parents’ Handbook" and issued them to the left-behind girls and parents for free to improve their security awareness and ability. The "Spring Bud Project – Bud Protection Action" was honored as a good innovation to the legal protection system for the healthy growth minors by the Comprehensive Management Office of the Central Government, the CYL Central Committee and China Law Society.
【Safe & Healthy Growth Project】"Safe & Healthy Growth Project" continued to thoroughly implement the child nutrition and safety education subsidy projects, donated child nutrition food worth 17 million yuan and 179,000 child public insurance cards for orphans and poor children, donated for the construction of 52 Ankang libraries and 72 child safety experience classrooms, subsidized 678 HIV-infected children to receive treatment and trainings and 149 poor children to receive amblyopia treatment; and continued to provide living expenses for 556 homeless and needy children from Shuangliu Ankang Home affected in Wenchuan Earthquake to complete their primary, secondary school, high school and university studies until the completion of the highest education.
In 2013, "Safe & Healthy Growth Project" further expanded the aid range of major diseases among children with high prevalence and fewer aid resources, and had provided financial aid for nine children with hemophilia, ten hearing-impaired children and one child with cerebral palsy from needy families.
【Child welfare action in quake zones】 After the "4·20" Lushan Earthquake, we immediately turned to the women’s federation for information on post-disaster child rescue and children’s learning and living situations and timely allocated 500,000 yuan of funds and 300,000 yuan of clothing for the affected areas. Meanwhile, we created a special web page on disaster-relief action to help the children affected by the earthquake in Ya’an of Sichuan and issued information in seven media including the Sina and Tencent to call for donations from all circles of society; raised donations of 31.48 million yuan for the disaster areas in Lushan, and transported ten batches of urgently needed medicines, food, stationery and living goods to disaster areas. To meet the needs of affected children, we donated for the construction of 45 Ankang libraries and 34 child safety experience classrooms, and provided learning and living subsidies for 793 disabled, injured and needy children in disaster areas.
【"Caring Trips in Beautiful China"】To deeply understand the new changes in needs of
children in the new era, comprehensively present the effectiveness of children's charity projects and build a platform for social forces, especially donors to participate in project monitoring, from June to December 2013, the large-scale public service activity of the "Caring Trips in Beautiful China" invited donation units and individuals, the relevant media and kind-hearted people to form a caring group to pay a return visit to child charity brand projects in 26 counties (cities) of ten provinces (autonomous regions) in the northwest, North China, southwest, northeast and central China, namely Henan, Gansu, Qinghai, Shanxi, Hebei, Inner Mongolia, Sichuan, Guizhou Heilongjiang and Jilin, held over 20 donation, visit and other charity activities for needy children and families and donated a total of more than 50 million yuan, delivering the love and warmth of the party and government to local residents, welcomed by the masses of local area.
The program of "Caring Activity in Beautiful China – Learning from Leifeng by One Million Spring Bud Students" continued to provide voluntary services, carry out the activity of learning from Leifeng to become a good teenager and give lectures on reaction to the book "Complete works of Lei Feng" in 29 provinces (autonomous regions and municipalities). After careful evaluation by the provincial, regional and municipal women's federations, 90 teenagers were titled as Good Teenagers Learning from Leifeng with lofty ideals, fine qualities and high academic achievements, helpfulness and the spirit of self-improvement. In addition, we held the exchange meeting and summer camp activity to mobilize children and teenagers to carry forward the spirit of Lei Feng and establish the good quality thinking of socialist core value from childhood.
【Eternal Love Action】 In 2013, we carried out a variety of donation activities to meet the needs of different groups of needy children. The "Eternal Love Action" themed on looking for caring parents to weave knit sweaters for orphans and disabled children was continuously implemented in 27 provinces (autonomous regions and municipalities) and Xinjiang Production and Construction Corps to deliver warmth to orphans and disabled children. Over the past nine years, the project has organized the weaving of 690,000 sweaters and received more than one million pieces of caring clothing for 615,000 registered orphans nationwide. The sports public project of "Let Me Play" for left-behind children carried out a variety of sports activities in 8 communities and 443 schools of 23 provinces (municipalities), including the sports training camps, inter-school competitions, experiential sports games, etc., creating a favorable environment for the sports and growth of children from various angles.
Over the past seven years, the program had benefited more than one million children. The large-scale public welfare activity of the “Sound of Music - I Want to Go to University”, which was designed to address the learning and living difficulties of needy children, continued to call on all circles of society for caring about needy children left behind relying on the broadcast advantages and star effect. By mobilizing audience to donate, in 2013, the program subsidized 2856 needy children left behind in Guizhou and Qinghai Province and donated the construction of 12 "Homes of Left-behind Children" to promote the children’s healthy physical and mental growth.

Poverty Alleviation by Western China Human Resources Development Foundation
【Overview】 Western China Human Resources Development Foundation is a national public foundation registered in the Ministry of Civil Affairs approved by the State Council. Founded on September 18, 2006, the Foundation is under the administration of China National School of Administration and aims at serving the western development, supporting the personnel trainings for and in western regions, supporting scientific research and policy advice study and providing personnel and intellectual support for the western development. Since inception, the Foundation has always adhered to the ideology of "root", "growth" and "catalysis" and the mission of enabling talents become the engine and accelerator of the western development.
【Poverty alleviation by promoting farmers' employment and entrepreneurship】The charity project of the "Spring Rain Project" is a poverty alleviation and development demonstration project initiated by Western China Human Resources Development Foundation to support farmers' employment and entrepreneurship in western regions. As one of the key regions for national three-line construction, Jiangyou City of Sichuan Province has initially established the industrial system with metallurgy, energy, machinery, building materials, chemicals, textiles and food as the core, but the economic and social development in rural areas still lags behind and many farmers still live in poverty. According to the application of Jiangyou City and the wishes of the donors, since 2007, the Foundation has taken Jiangyou City as the first implementation unit of the "Spring Rain Project". Since the implementation, the project has been accepted and participated by many social enterprises, and a total of 12 enterprises have donated 11.2 million yuan for the project. In 2011, the Foundation set up the "Spring Rain Project Fund" to subsidize the "Spring Rain Project". As of the end of 2013, the funds directly used to support the "Spring Rain Project" in Jiangyou had amounted to 7.6 million yuan.
1. Agricultural technology training and non-agricultural skills trainings for farmersFor seven years, we have held five trainings in 20 areas, involving farming, catering, tourism, housekeeping, construction, electricians, welders, mechanical processing, etc. According to the statistics of Jiangyou City Bureau of Human Resources and Social Security, the program held five trainings for more than 21,000 farmers and helped more than 13,000 people to obtain the junior and secondary certificates with an employment rate of 100% and a satisfaction rate of 98%, increasing the income of more than 130,000 people, accounting for 21% of the total rural residents in Jiangyou. As a result, the annual income of the trainees increased by 26% on average (the income of farming households increased by 5000 yuan, the income of non-agricultural households increased by more than 10,000 yuan, the annual income of labor transfer trainings amounted to more than 100,000 yuan and that of the entrepreneurship trainings reached more than 200,000 yuan).
2. Non-local trainings of rural leaders in getting rich
According to the requirements of “achieving the grand goal of building a moderately prosperous society by 2020” put forward by the 18th National Congress of the CPC and the spirit of the “Guidance on the Pilot Work to Promote Farmers’ Entrepreneurship in Western Regions” (Fa Gai West [2011] No.54) issued by 11 departments including the National Development and Reform Commission in 2011 and the document issued in 2013 to approve the implementation of “pilot work to promote farmers’ entrepreneurship in western regions”, in order to promote farmers’ entrepreneurship, expand farmers’ employment and effectively enhance the entrepreneurial ability of rural leaders in getting rich, while holding trainings on farmers’ entrepreneurship and employment, Western China Human Resources Development Foundation created the charity program of “spring project – workshop on rural leaders of becoming rich”. Through carrying out research integrating theory with practice in developed areas, the program helps rural leaders in becoming rich to change relevant ideology and expand horizons, enhance their ability to guide business development and income growth, help more farmers find a job, accelerate the speed of getting rich, boost the economic development of rural areas and accelerate the construction of a new socialist countryside to contribute to building a moderately prosperous society by 2020.
As of the end of 2013, five trainings were held for 200 rural leaders in getting rich in Jiangyou City of Sichuan Province, Beichuan Jiang Autonomous County and Pingwu County, enhancing the leading ability of these people to guide business development and income growth and thus create jobs for more farmers and lift the masses out of poverty.
The project is divided into two parts, namely the special training and follow-up guidance. The training was held for eight days in Shanghai Prospect Development and Continuing Education Institute, combining theory learning with field survey and combining participants’ exchanges and study. The follow-up guidance is divided into general follow-up guidance and centralized inspection of experts.
The project achieved remarkable results. According to incomplete statistics on the enterprises of 50 participants of the training course on rural leaders in getting rich in 2012, the total output value increased by 120 million yuan from 2012 to 2013, the profit increased by nearly 20 million yuan, and the project helped more than 4400 farmers find a job.
【Assessment of public welfare projects】To better summarize the experience of the "Spring Rain Project" (farmers' employment and entrepreneurship training) and give better play to its role, Western China Human Resources Development Foundation invited six experts in the area of training, employment and finance to form an assessment team and conducted evaluation on the project in January 2014. Through questionnaires, listening to reports, reading relevant materials, visiting the training agencies, field survey on the trainees’ entrepreneurship and employment situations and organizing panel discussions, the assessment team carried out the evaluation and got the following results: First, clear guidelines and accurate positioning. In line with the policy to promote the economic and social development in western regions during the "12th Five-Year Plan” period, the project well satisfied the needs of farmers in western regions for changing the current situation and becoming rich through entrepreneurship and employment, which was also consistent with the Foundations’ tenet of “providing talent and intellectual support for western areas”. Through non-farming skills training and agricultural technology training of farmers, the project enhanced the farmers’ employment ability and increased their income. Through entrepreneurship training of rural leaders in getting rich, the program enhanced the ability of these people in leading the development of entrepreneurship and guiding farmers to increase income and achieved the goal of common prosperity. Through giving play to the leading and demonstration role of the project, we enhanced the quality of farmers and explored a unique path for cultivating modern farmers. With a bright prospect, this project can be continuously implemented in a larger area to benefit more farmers and help address the “three rural” issues in western regions. Second, careful project implementation, strict management, clear process and strict and reasonable selection of beneficiaries. The Foundation and Jiangyou City People’s Government signed a project cooperation agreement. Implementation plan is developed for each phase of the project and the trainings are mainly on the industry development in Jiangyou and the income growth of local farmers. The selection of beneficiaries is reasonable, and the application, review, approval and completion procedures are strict. Through bidding, we selected five fixed-point training agencies in local city and combined local fixed-point training with the off-site training in developed areas. In the training, we paid attention to the combination of theory teaching and practice to enhance the ability and quality of the participants. In the project implementation, we established relatively complete management regulations, combined the training with employment and created complete standardized project files. Third, legal funding source and use. The project funds were mainly from the donations of social enterprises, which all signed donation agreements with the Foundation, and special accounts were created for the earmarked funds. Meanwhile, we formulated strict regulations on the use of the funds and strengthened the supervision on the funds for training points. The fund allocation flow was clear, the procedures were complete and the use of the project funds was reasonable and strictly managed. The funds were used for the people and professions that needed financial aid most. Meanwhile, combining social funds with government funds, we strived to maximize the efficiency of the funds. Fourth, the project achieved significant results, effectively helped improve the profitability and quality of beneficiary groups and greatly boosted the economic and social development in Jiangyou. We held the trainings according to the development strategy of building a new city of special steel in Li Bai’s hometown, selected relevant professions based on the needs of industry development and provided technical and leadership support for the cultivation of emerging industries, modern agriculture and modern services, and the upgrading of traditional industries and tourism industry, vigorously boosting the economic and social development in Jiangyou City. The project not only benefited the masses, but comprehensively enhanced the quality of beneficiary groups and improved the quality of farmers as well. After training, especially the off-site training, participants generally felt that the project had not only enhanced their ability, but more importantly, changed their ideas, broadened their horizons and enhanced their self-confidence, which was in line with the requirements of cultivating new type of modern farmers. Their quality will affect the people around and play a role in improving the overall quality of farmers.
This public welfare project explored a training model for farmers’ entrepreneurship and employment that can be replicated. After six years of implementation, the program has gradually established a “Spring Rain project” (farmers’ employment and entrepreneurship training) model to help the farmers in western regions combining farmers’ professional agricultural technology training with non-agricultural skills training, combining farmers’ improvement of techniques and skills with the improvement of business philosophy, management level and leading ability for entrepreneurship development of farmers’ entrepreneurial individuals, economic cooperation organizations and SMEs’ principals, combining local fixed-point training with off-site trainings, combining training with entrepreneurship and employment and combining social funds with government funds, laying a good foundation for the implementation of public welfare projects in a larger area.
In the future, in accordance with the spirit of the “Decision” of the Third Plenary Session of the 18th Central Committee of the CPC and No.1 Central Document in 2014, Western China Human Resources Development Foundation will increase efforts on the education and training of new types of professional farmers and new types of leaders in agricultural production (rural leaders in becoming rich), actively explore the extension of scope of project implementation, achieve large-scale project construction and enhance the project influence to lay a foundation for brand creation.
