Overview

 

International exchange and cooperation in the field of poverty reduction is an important part of the poverty alleviation and development path with Chinese characteristics and an important component of the overall situation of China’s opening up. The State Council Leading Group Office of Poverty Alleviation and Development (LGOP) has been attaching great importance to international exchange and cooperation in the field of poverty reduction. Currently, with the full implementation of the “Outline for Development-oriented Poverty Reduction for China’s Rural Areas (2011-2020)”, the international exchanges and cooperation in the field of poverty reduction mainly target at three aspects: First, to continue to learn from advanced international poverty reduction theory and practice and constantly enrich and improve domestic poverty alleviation and development concepts and mechanisms to enhance the level and capability of our country in poverty alleviation and development, and seek and introduce international resources to support domestic poverty alleviation and development; Second, to publicize China’s achievements and experience in poverty alleviation and spread our poverty alleviation ideas and culture to enhance the international influence of China’s poverty alleviation and development; Third, to promote the exchanges and interactions between China and the international community in the field of poverty reduction, strengthen the experience-sharing in the field of poverty reduction, constantly promote the knowledge and experience sharing between developing countries in the field of social development and poverty reduction and jointly promote the development of the cause of global poverty reduction.

 

With the expiring of the United Nations Millennium Development Goals, international discussion on post-2015 development agenda is increasingly fierce and poverty reduction has been the core area of concern to the international community. In the international exchanges and cooperation in the field of poverty reduction, we should constantly make innovations to the mechanisms, consolidate the foundation, expand the channels and improve the platform to serve the economic and social development and the overall diplomatic situation of China.International Exchanges

 

【Visits】 In 2013, LGOP sent a total of 123 visiting delegations abroad to further strengthen 

international exchanges in poverty reduction and expand the communication channels and scope. From June 6 to 10, 2013, at the invitation of Oxford Poverty and Human Development Initiative (OPHI), LGOP Deputy Director Zheng Wenkai headed a delegation to attend the Senior Policy Dialogue on Multidimensional Poverty organized by IPRCC in Britain, introduced the situation of poverty identification and monitoring, poverty alleviation and development work in China, participated in the launching ceremony of the multidimensional poverty collaboration network and discussed with OPHI about their future cooperation. The seminar was held by OPHI and more than 50 people attended the event, including some minister-level officials and experts from five regions (organizations) of 15 counties. Colombian President Santos and Nobel laureate Professor Amartya Sen were invited to attend the event and respectively delivered a speech. Deputy Director Zheng Wenkai made a speech themed on "China’s Poverty Identification, Monitoring, Poverty Alleviation and Development". On June 7, the delegation also held talks with OPHI. 

 

From September 25 to October 4, 2013, a Chinese poverty alleviation delegation headed by Deputy Head of the State Council Poverty Alleviation Leading Group of Poverty Alleviation and Development and LGOP Director Fan Xiaojian paid a working visit to Ecuador, Grenada, the World Bank and UNDP Headquarters. The main task of this visit was to strengthen our exchanges and cooperation with Ecuador, Grenada and other Central American countries, the World Bank, United Nations Development Programme and other international organizations in the field of poverty reduction and development, further promote China’s ideology and experience in poverty alleviation and development in the new era, clarify the basic properties of developing countries and continue to strive for the understanding and support of developing countries, the World Bank, the UNDP and other international organizations for the current situation of China's economic and social development.

 

During its visit in Ecuador, the delegation held talks with the Head of Ecuador’s National Planning and Development Bureau Munhoz and held the executive meeting of China – Ecuador Working Group on Exchange and Cooperation in Poverty Reduction. During its visit in Grenada, the delegation met with the Prime Minister of Grenada Mitchell, held talks with Thomas, the Minister of Social Development of Grenada, and signed the "Memorandum of Understanding on Exchanges and Cooperation in Poverty Reduction" with the two counties respectively. During their visits in the two countries, the delegation also had a good understanding of the poverty reduction situation of the two countries and carried out field research on the poverty reduction projects in relevant communities and villages and the production and living situations of the poor in the two countries. 

 

The delegation held talks with Vice President Axel van Trotsenburg on the headquarters of the World Bank and signed a MOU on cooperation in poverty reduction with the World Bank. Under the careful arrangement of Chinese Executive Director Office in World Bank, it held talks with the representatives of 20 counties’ Executive Director Offices in World Bank (including the executive directors of six countries). In addition, the delegation made a special visit to Mr. Xu Haoliang, the new United Nations Assistant Secretary-General, UNDP Assistant Administrator and Director of Regional Bureau of Asia-Pacific, further promoting the cooperation between LGOP and UNDP in the new era. 

 

From December 11 to 18, 2013, a Chinese poverty alleviation delegation headed by LGOP Vice Minister Wang Guoliang paid a working visit to Switzerland and Denmark. The main task of this visit was to implement the "Memorandum of Understanding of Poverty Reduction Partners" signed between IPRCC and the Swiss Agency for Development and Cooperation, to discuss the cooperation plan 2014; to exchange experiences in poverty reduction and social development, to give lectures introducing the poverty reduction practice and experience of rural China; to discuss and exchange experience in development assistance and related issues; to understand the experience and practices of Switzerland and Denmark in implementing social security projects for vulnerable groups to provide a reference for the development of China’s pro-poor policy, and exchange ideas on fulfilling corporate social responsibility and implementing social development projects.

 

During their stay in Switzerland, the delegation met with Ambassador Kurt Kunz, Assistant Director-General of the Swiss Agency for Development and Cooperation (SDC) and Head of Department Cooperation with Eastern Europe, and held talks with such divisions as Analysis and Policy, Quality Assurance and Aid Effectiveness, Evaluation and Corporate Controlling Division and East Asia.

 

In Denmark, the delegation paid a visit to the Danish Foreign Ministry and talked with Minister for Development Cooperation Mr. Rasmus Helveg Petersen. The meeting was a return visit of the IPRCC visit of Mr. Bach, the former Minister of Development. The two sides intended to strengthen their exchange in the field of poverty reduction and development through the event. Moreover, they visited the headquarters of Bestseller Fund (a partner of LGOP in Denmark) and held a working meeting with its Executive Director Mr. Kristian Sloth Petersen.

 

【Reception activities】 In 2013, LGOP leaders met with 13 foreign delegations, including 

representatives of state governments, international organizations and NGOs. 

 

On April 6, 2013, during the Boao Forum for Asia in Hainan, on behalf of LGOP, LGOP Director Fan Xiaojian signed the "Memorandum of Understanding on China – Peru Cooperation and Exchange in Poverty Reduction" with the Ministry of Social Development and Integration of Peru. Chinese President Xi Jinping and Peruvian President Ollanta Humala Tasso witnessed the signing of the MOU and the two sides decided to carry out cooperation in the field of experience and knowledge-sharing and research in the field of poverty reduction.

 

On April 11, 2013, LGOP Director Fan Xiaojian met with a cadre delegation headed by Galo· Mora, General Secretary of Ecuador's Sovereignty Patria Union Movement in Beijing. 

 

On May 20, 2013, LGOP Director Fan Xiaojian met with Singapore Ambassador to China Luo Jialiang in Beijing. The two sides exchanged views and reached consensus concerning further promoting their exchanges and cooperation in the field of poverty reduction. 

 

On the afternoon of May 28, 2013, LGOP Director Fan Xiaojian met with Peru's multi-party members delegation headed by Freddy · Horta Laura · Penaranda in Beijing. 

 

On June 19, 2013, LGOP Deputy Director Zheng Wenkai met with World Bank East Asia and Pacific regional vice president Axel van Trotsenburg in Beijing and the two sides exchanged views on the cooperation between LGOP and the World Bank. 

 

On August 19, 2013, LGOP Deputy Director Zheng Wenkai met with Africa's senior diplomat delegation in Beijing.

 

On August 30, 2013, LGOP Director Fan Xiaojian met with a high-level delegation of Tanzania headed by Mr. Stephen Masato Wasira, State Minister of Tanzanian President’s Office in Beijing. 

 

On September 6, 2013, LGOP Deputy Director Zheng Wenkai attended the tripartite cooperation signing ceremony of Matsushita Electric (China) Co., Ltd. and its Japanese parent company - 

 

 

Matsushita Electric Industrial Co., Ltd. and China Social Entrepreneur Foundation and delivered a speech.

 

On September 21, 2013, LGOP Deputy Director Zheng Wenkai presided over the Twelfth China - Venezuela Senior Mixed Committee Social Affairs Sub-Committee meeting in Beijing and met with Venezuelan Vice Minister of People’s Power and Social Security Orozco.

 

On October 15, 2013, LGOP Deputy Director Zheng Wenkai met with a delegation headed by Mr.Tres · Paulson, the founder of Danish Bestseller Group and Nine United Group in Beijing. 

 

On October 17, 2013, during the Global Poverty Reduction and Development Forum, LGOP Director Fan Xiaojian and Vice Premier Wang Yang met with the UN Deputy Secretary-General and UNDP Deputy Director Ms. Rebecca Greenspan, who came to attend the forum in China.

 

On October 24, 2013, Mr. Xu Haoliang, the new United Nations Assistant Secretary-General, UNDP Assistant Administrator and Director of Regional Bureau of Asia-Pacific, paid a visit to LGOP. Before the conference, LGOP Director Fan Xiaojian accompanied Mr. Xu Haoxiang to visit the picture exhibition of China’s rural poverty alleviation and development and international exchange and cooperation in poverty reduction. LGOP Deputy Director Zheng Wenkai held talks with Mr. Xu Haoliang. 

 

On December 6, 2013, LGOP held the 2014 New Year Party. More than 60 people from the embassies in China, international organizations, national authorities and domestic and foreign enterprises took part in the event. LGOP Director Liu Yongfu attended and addressed the meeting. 

 

【Training abroad】 Training abroad is an important part of t LGOP’s foreign affairs work, an important classroom for poverty-relief cadre training and an important measure to implement the strategy of talent training for poverty alleviation. In 2013, we organized a total of three overseas training groups to hold the workshop on "capacity building for international poverty reduction" in Britains, the workshop on "socio-economic transformation and helping the poor" in South Africa and the "training on regional development and integrated poverty reduction" in the United States. A total of 49 people from 17 provinces and other relevant units attended the trainings. 

 

International Conferences

 

【The Seventh Global Poverty Reduction and Development Forum】 A high-level forum 

on global poverty reduction and development kicked off in Beijing on October 17, 2013 to mark the 21st International Day for the Eradication of Poverty. Wang Yang, Politburo member of CPC Central Committee, Vice premier of the State Council, and Head of the State Council Leading Group of Poverty Alleviation and Development attended the opening ceremony and delivered a speech on behalf of the Chinese government. Wang Yang congratulated on the holding of the forum and expressed warm welcome to the participants. 

 

Wang Yang pointed out that since the UN Millennium Summit set the goal of global poverty eradication, China has always put poverty alleviation work in an important position, made great progress in poverty reduction through strong policy support and extensive public participation, and achieved a few MDGs ahead of schedule, such as halving the poverty, making an important contribution to the cause of global poverty reduction. China will continue to make innovations to the poverty alleviation systems and mechanisms and strengthen pro-poor measures to further accelerate the pace of poverty reduction.

 

Urbanization plays, Wang Yang stressed, a very important role in balancing urban and rural development, reducing rural poverty and achieving social justice. China will unswervingly follow the road of new urbanization and orderly promote the transfer of agricultural population to boost the sustained and healthy economic and social development. New urbanization will pay more attention to solving people's problem of urbanization, putt emphasis on resource conservation and environmental protection, and pay attention to urban-rural integration and the balanced development between regions. China will accelerate the construction of infrastructure and the pace of urbanization in poor areas so that more poor people will fully enjoy the outcomes of industrialization and urbanization.

 

Deputy Head of the State Council Leading Group of Poverty Alleviation and Development and LGOP Director Fan Xiaojian delivered a keynote speech on the event and pointed out that on the road to promote the integration of urban and rural development, despite the positive and gratifying progress, we still have a long way to go according to the requirements of strengthening the integrated urban and rural development, enhancing the vitality of rural development, gradually narrowing the gap between urban and rural areas and promoting the common prosperity of urban and rural areas. The Chinese government should understand that China still has a long way to go for industrialization, urbanization, informationization and agriculture modernization and it has huge market potential for regional development. Only after we promote the reform can we solve the problems in development and release new vitality. We must continue to adhere to the guideline for industry to nurture agriculture and for urban areas to support rural areas and the policy of giving more and taking less, accelerate the development of modern agriculture, give priority to rural areas in infrastructure construction and social development, further promote the rural construction and poverty alleviation, promote the income growth of farmers to maintain a rapid growth of farmers’ revenue; accelerate the improvement of systems and mechanisms for the integration of urban and rural areas, promote the integration of urban-rural planning, infrastructure and public services, promote the balanced allocation of urban and rural elements and public resources, establish a new relationship between industry and agriculture and between urban and rural areas for industry to nurture agriculture and for urban areas to support rural areas characterized by the mutuality of industry and agriculture and the integration of urban and rural areas to promote common prosperity of urban and rural areas.

 

Under the theme of “Urban-rural Integration and Poverty Reduction”, the forum was co-sponsored by LGOP and UN China and organized by IPRCC and UNDP. UN Secretary General Ban Ki-moon sent his greetings to the forum. Over 300 people attended the event, including principals of the central and state organs, relevant UN agencies, relevant government officials, famous experts and scholars from abroad and relevant persons from social groups. 

 

【The Seventh China-ASEAN Forum on Social Development and Poverty Reduction】 

From August 21 to 23, 2013, the 7th China-ASEAN Forum on Social Development and Poverty Reduction opened in Fangchenggang, Guangxi Zhuang Autonomous Region. The meeting was co-hosted by LGOP and the People’s Government of Guangxi Zhuang Autonomous Region, co-organized by IPRCC, Poverty Alleviation Office of Guangxi Zhuang Autonomous Region and the People’s Government of Fangchenggang Municipality, and sponsored by the ASEAN Secretariat, UNDP, Chinese Association for International Understanding (CAFIU), China International Center for Economic and Technical Exchanges (CICETE), and Asian Development Bank (ADB). More than 120 delegates, including government officials, experts, scholars, media workers, and representatives of Chinese controlled enterprises, NGOs and international organizations from China and ten ASEAN countries, participated in the meeting. Themed on “Poverty Reduction and Inclusive Development in the Urbanization Process”, this year’s forum advocates the elimination of social exclusiveness and institutional barriers through the promotion of fair development opportunities and regional trade to create a more favorable environment for the development of the poverty-stricken population; meanwhile, the forum also advocates more reasonable income distribution to enable the poor to share more results of economic growth and development.

【The Fourth China-Africa Poverty Reduction and Development Annual Conference】On July 9, 2013, the China-Africa Poverty Reduction and Development Conference was convened in Hangzhou, Zhejiang Province. Mr. Zhang Wenbiao, Vice Secretary-General of the Zhejiang Provincial Government, Dr. John Mothibi, Permanent Secretary, Office of the Vice President, Botswana, Mr. Patrick Haverman, Deputy Country Director, UNDP China, Ms. Wang Weili (CICETE), Deputy Director General of China International Centre for Economic and Technical Exchanges, and Mr. Luo Weidong, Vice Principle of Zhejiang University participated in the conference and made opening remarks. More than 70 representatives from China and Africa, including those from 15 different African Governments, universities and businesses, as well as representatives from international organizations including UNDP and the World Bank, conducted exchanges on Promoting Employment and Sustainable Development and also conducted a field visit in three and a half days. Mr. Patrick Haverman pointed out that “Encouragingly, China and several African countries have recognized the linkages between SME development, employment and poverty reduction, and have taken practical action accordingly. An excellent example of concrete South South cooperation.” He pledged that UNDP stands ready to support and propel initiatives under the framework of China-Africa Cooperation in a bid to make contributions to regional and global sustainable development. Also he stated that this event is not only supported by UNDP China but as well by the Regional Bureau for Africa of the UNDP, and more and closer cooperation is expected. 

 

【The 6th ASEAN-China, Japan and ROK Rural Development and Poverty Reduction 

Conference for Government Officials】 From July 3 to 4, 2013, commissioned by LGOP, a delegation headed by IPRCC Director General Zuo Changsheng attended the 6th ASEAN-China, Japan and ROK Rural Development and Poverty Reduction Conference for Government Officials held in Indonesia. The theme of this year’s meeting was “Create a Better and More Sustainable Life through Facilitating Community Empowerment”. More than 40 delegates from ten ASEAN countries, China and Japan participated in the conference. It is a mechanism-based event focusing on rural development and poverty reduction issues, and also a back-to-back meeting for the 8th Ministerial Conference on Rural Development and Poverty Reduction of ASEAN Counties, the 10th Rural Development and Poverty Reduction Conference of ASEAN Counties, and the 2nd Rural Development and Poverty Reduction Forum of ASEAN Countries.

 

The Chinese delegation introduced the major characteristics of China’s rural poverty alleviation strategy and policies, the practice of facilitating village empowerment in China, as well as the implementation of the “ASEAN+3 Village Official Exchange Program”. It also affirmed the important role of the “ASEAN+3” exchange mechanism in promoting mutual learning between countries and in advancing concrete poverty reduction cooperation, and expressed China’s willingness to further strengthen international poverty reduction communication and cooperation with the ASEAN countries.

 

Research on Poverty Reduction

 

【The 5th South-South Workshop on Rural Development and Poverty Reduction 

sponsored by China and IFAD】 On August 22, 2013, the 5th South-South Workshop on Rural Development and Poverty Reduction, co-hosted by the Chinese Ministry of Finance and IFAD and organized by IPRCC, had its opening in Beijing. Chinese Vice Minister of Finance Zhu Guangyao and IFAD President Kanayo F. Nwanze attended and addressed the opening ceremony. Celebrated economist Professor Justin Yifu Lin delivered a thematic presentation.

 

The workshop aimed at promoting the communication and cooperation between China and other IFAD developing member countries in agriculture and rural poverty reduction. Themed on “promoting international partnership and facilitating pro-poor agricultural investment”, this year’s workshop invited more than 50 people including the delegates of some developing countries (Argentina, Cameroon, Ghana, Laos, Madagascar, Mozambique, Tanzania, Sudan and Zambia), IFAD project officials and representatives of the related Chinese government bodies, financial institutions and enterprises to participate in the event.

 

The 7-day workshop consisted of two parts: thematic seminar and field trip. The seminar focused on topics such as “Chinese economic development and China-Africa cooperation”, “Policies, experience and challenges of international cooperation on agricultural cooperation”, and “Case study of public-private partnership (PPP) on agricultural investment”. The participating delegates will also be invited on a field trip to Shandong Province to inspect some local projects of vegetable cultivation, agro-product logistics and agro-product processing industry.

 

Since 2009, the Ministry of Finance and IFAD has successfully hosted the workshop for four consecutive years which won positive comments from various sides. This cooperation mechanism has become an important platform for China and other developing countries to exchange and discuss their experience in agricultural development and poverty reduction as well as to promote South-South knowledge cooperation.

 

【International Policy Workshop on Urban Poverty and Inclusive Cities】 From June 24 to 25, 2013, the International Policy Workshop on Urban Poverty and Inclusive Cities co-sponsored by IPRCC and ADB opened in Suqian, Jiangsu Province. LGOP Deputy Director Mr. Zheng Wenkai, Deputy Secretary General of Jiangsu Provincial Government and Director of Jiangsu Provincial Poverty Alleviation Office Mr. Yang Genping, Country Director for ADB’s Resident Mission in China Mr. Hamid Sharif, and Suqian Municipal Party Secretary Mr. Lan Shaomin attended and addressed the opening ceremony. Nearly 80 experts and scholars from various countries gathered together in a joint discussion over urban poverty and brainstormed on building inclusive cities in the developing countries. The workshop was co-organized by Suqian Municipal Party Committee and People’s Government and PRC-ADB Knowledge Sharing Center, with the support of Jiangsu Provincial Poverty Alleviation Office. 

 

In his speech, LGOP Deputy Director Zheng Wenkai briefly introduced the progress of industrialization and urbanization of China, while confirming the significance of the workshop for Asia’s developing countries of which the pace of urbanization is gradually picking up. On behalf of the provincial government, Deputy Secretary General Yang Genping congratulated on the opening of the meeting. He emphatically introduced the measures taken by Jiangsu Province in eliminating urban and rural poverty as well as the results achieved, and also brought forward his comments and suggestions regarding the poverty alleviation work. Director Hamid Sharif analyzed the causes of urban poverty, calling for more attention given to such a phenomenon and for more effective ways through research and discussion to alleviate urban poverty. 

 

During the meeting, the workshop focused on an array of topics, including urban poverty and its challenges, the relation between floating population and urban poverty, successful cases of solving urban poverty in different countries, as well as the key challenges faced by urban poverty and urbanization in China and the related policy suggestions. During the workshop, the participating experts and scholars also visited Suqian Qinqin Baobei Special Pediatric Rehabilitation Center, Suqian Technician Institute, Suqian Municipal Human Resource Market, Yuehu Garden Housing Project, and Suqian City Gallery.

 

【“Effective Development Cooperation: Drawing Lessons from Agricultural Development in Africa”】 On June 18, 2013, the Roundtable “Effective Development Cooperation: Drawing Lessons from Agricultural Development in Africa” co-chaired by IPRCC and OECD DAC opened in Beijing. Over 80 experts, scholars and government officials from China, African countries, member states of OECD DAC and international agencies in Beijing took part in the event. The opening ceremony was presided over by IPRCC Director General Zuo Changsheng, with OECD DAC Chair Mr. Erik Solheim and FAO Representative to the African Union and UNDEA Coordinator to East Africa Sub-region Mr. Modibo Traoré addressing the ceremony, respectively. The participants had a fruitful discussion on enhancing the influence of international development cooperation, improving the execution of international development cooperation, and facilitating practical cooperation between China and OECD DAC.

 

Liu Shuwen, Deputy Head of the Department of International Cooperation and Social Mobilization of LGOP attended and addressed the closing ceremony. He affirmed the results of the Roundtable, expressing the willingness of LGOP - as the competent government body in charge of poverty alleviation in rural China - to strengthen cooperation with the rest of the world and international organizations, to further the exchange and cooperation in international poverty reduction, to give full play to its role in exchanging the experience in international poverty reduction and social development via IPRCC, and to make its due contribution to promoting international development cooperation.

【The First ASEAN+3 Village Leaders Exchange Program】 On April 8, 2013, the First “ASEAN+3 Village Leaders Exchange Program”, sponsored by ASEAN Senior Officials’ Committee on Rural Development and Poverty Eradication and organized by IPRCC, Sichuan Provincial Poverty Alleviation and Immigration Bureau and the Ministry of Regional Development of Rural Malaysia was kicked off in Chengdu, Sichuan Province.

 

 Over 60 people attended the opening ceremony, including government officials, grassroots village leaders, scholars and experts as well as representatives from ASEAN Secretariat and China’s ASEAN Center. The week-long exchange activity was intended to acquaint representatives from ASEAN countries with China’s rural socioeconomic development status, particularly the useful practical experience of our village leaders in actual work, and to increase the knowledge of the village cadres of ASEAN countries on rural sustainable development and poverty elimination as well as the capacity building for village cadres. Meanwhile, through discussions and exchanges, the village cadres of China and ASEAN counterparts effectively shared relevant experience and jointly made efforts for the poverty reduction in China and ASEAN countries.

【Seminar on Poverty Reduction Strategies for Nigerian Officials】 The closing ceremony of the Seminar on Poverty Reduction Strategies for Nigerian Officials, sponsored by China’s Ministry of Commerce and organized by IPRCC, was held at Beijing Fraternal Cooperation International Hotel on the morning of May 16, 2013. Deputy Director Liu Shuwen of the LGOP Department of International Cooperation and Social Mobilization addressed the event. 

 

Themed on “Poverty Reduction Strategy”, the 15-day seminar consisted of three parts: thematic lectures, video teaching and field trip. Through thematic lectures, relevant domestic experts and scholars introduced the general situation of China’s social and economic development, global poverty reduction theory and policy analysis, poverty reduction strategies and models in China, economic development and China’s poverty reduction, comparative analysis of economic development and poverty reduction between China and Africa, as well as China’s experience and practices in reducing poverty through structural transition and development in international trade, public services and other sectors. In the video teaching section, Nigerian delegates watched the policies and practices of development-oriented poverty reduction in rural China as well as the relevant strategy and effectiveness. The field trip was made to Sichuan Province. Participants carried out field research on rural poverty alleviation and development, the development of rural featured industries, rural education and health sector, science and technology promotion, social security and ecological environment protection projects to understand the policy measures and practices on rural poverty reduction in China. 

 

【Seminar on Development-oriented Poverty Alleviation Policy and Practice for Officials from Francophone Africa 2013】 On June 20, 2013, the closing ceremony of the Seminar on Development-oriented Poverty Alleviation Policy and Practice for Officials from Francophone Africa 2013 sponsored by the Ministry of Commerce and organized by IPRCC was held at Beijing Fraternal Cooperation International Hotel. The seminar last for 15 days and a total of fourteen representatives from the relevant poverty reduction and development departments of Algeria, Benin, Mali, Madagascar, Senegal, Tunisia, Congo, Djibouti, the Republic of Congo and Ivory Coast attended the event. On the event, Mrs Aya Esther Akale Nee Biaye, a representative of the participants, and IPRCC Deputy Director-General He Xiaojun respectively delivered a concluding speech to congratulate the success of the event. 

 

Themed on “Development-oriented Poverty Alleviation Policy and Practice”, the seminar aimed at promoting the policy sharing and experience exchange between China and African counties in the field of poverty reduction and development and consists of three parts: thematic lectures, country-specific presentations and field trip. A total of 11 thematic lectures were organized, covering China’s social and economic development, the strategy and experience of development-oriented poverty reduction in rural China, comparative analysis of economic development and poverty reduction between China and Africa, the policies and practices of China’s rural development, the raising and managing of aid-the-poor funds in rural China, the policy series of development-oriented poverty reduction in rural China and the policies and practices of rural development in local provinces. During the event, the delegates carried out field research in Gansu Province, visited Weiheyuan Potato Seed Co., Ltd and Tianyuanze Potato Cooperatives in Huichuan Town of Weiyuan County, Tianjiahe Village Poverty-relief Mutual-aid Society and Wuzhi Potato Association in Weiyuan County, Shouyang Township Hospital in Longxi County, Longxi County Vocational and Technical Training School, Longxi County Wenfeng Medicinal Herbs Trading Market, the village and household-linkage poverty alleviation and development projects and primary schools in Majie Village and Xigu Village of Awu Town in Dangchang County, the relocation-based anti-poverty projects in Sibozhai Village of Nanhe Town and Minfu Village of Xinchengzi Town in Dangchang County, Dangchang County Secondary Vocational Education School and Dangchang County Maoyu Ecological Construction Project to comprehensively understand the effectiveness and practices of various pro-poor policies in rural areas of Gansu Province. On the closing ceremony, the participants highly praised the holding of the seminar and said that China’s policies on and experience in promoting rural poverty reduction and social development are very valuable and they would apply the experience in the social and economic development of their own counties. Meanwhile, the participants made many suggestions on the exchange and cooperation in the field of rural development and poverty reduction, hoping to deepen their exchange and cooperation with China in a wider range of fields and at a higher level. 

 

 

【Seminar on Rural Development and Poverty Reduction for Developing Countries】 On June 26, 2013, the opening ceremony of the “Seminar on Rural Development and Poverty Reduction for Developing Countries” sponsored by the Ministry of Commerce and organized by the IPRCC took place at Fraternal Cooperation International Hotel, Beijing. IPRCC Deputy Director-General Huang Chengwei attended and addressed the event. 

 

Themed on “Rural Development and Poverty Reduction”, the 15-day seminar consisted of three parts: thematic lectures, country-specific presentations and field trip. Experts and scholars from China gave lectures on a range of topics including An Overview of the Chinese National Economic and Social Development, Agricultural Development, Rural Development and Poverty Reduction in the Developing Countries, Chinese Rural Development Policies and Practices, Health, Education and Social Security Policies and Practices of Rural China, as well as Chinese Rural Financial Policies. For the country-specific presentations, the seminar invited the participant representatives to introduce the policies and experience of rural development and poverty reduction in their own countries. A field trip to Shanxi Province was arranged for the participants to investigate into China’s special rural poverty reduction and development programs, rural education, health, environmental protection, integrated agricultural development, and the construction of new countryside in China.

 

A total of 16 participants from 9 countries, including Colombia, Ghana, Kenya, the Maldives, Malawi, Mali, Mauritius, Nepal and Uganda, participated in the seminar. They work for the related government departments in charge of poverty reduction and development in these countries and 

regions.

 

【Seminar on the Development and Execution of Poverty Reduction Programs in 

Togo】 On August 14, 2013, the Seminar on the Development and Execution of Poverty Reduction Programs in Togo, which was sponsored by the Chinese Ministry of Commerce (MOFCOM) and organized by IPRCC, had its opening ceremony at Beijing Fraternal Cooperation International Hotel. The deputy head of IPRCC Ms. He Xiaojun attended and addressed the ceremony. 

 

Themed on the “Development and Execution of Poverty Reduction Programs”, the 21-day seminar consists of three parts: thematic lectures, case study and field trip. The related Chinese experts and scholars were invited to introduce China’s national conditions and speak on a range of topics, such as the development and execution of national socioeconomic development programs, agricultural technological development programs, rural development programs and rural development-oriented poverty alleviation programs; the comparative analysis of development and poverty reduction in China and Africa; the urban poverty reduction policies and practices of China; Chinese rural development policies and practices; the fund use and management for development-oriented poverty reduction in rural China; rural poverty reduction for village-based development in China; industrialized poverty reduction and development; training on rural labor transfer; relocation-based poverty reduction and development; the mode and practice of poverty reduction based on social mobilization and foreign capital; and the health, education and social security policies and practices of rural China. The participants will also be sent on a field trip to Gansu Province to investigate on the village-based development, industry-led poverty reduction, construction of infrastructure, labor training, and agricultural cooperatives in local regions. A total of 19 representatives from the Togolese government bodies related to poverty reduction and development affairs participated in the seminar. 

 

【Seminar on Rural Development and Poverty Reduction for Lao Officials】 On the morning of September 11, 2013, the 2013 Seminar on Rural Development and Poverty Reduction for Lao Officials opened in Nanjing. The seminar was sponsored by IPRCC, UNDP, Guangxi Zhuang Autonomous Region and the Lao National Committee of Rural Development and Poverty Elimination, organized by the Guangxi Foreign Capital Poverty Alleviation Project Management Center, and supported by the International Exchange Center of Guangxi Agricultural Vocational-Technical College. The opening ceremony was chaired by Director Li Shaojun of IPRCC’s Cooperation Division. IPRCC Deputy Director General Huang Chengwei, Director Wu Yuxiong of the Poverty Alleviation Office of Guangxi Zhuang Autonomous Region, UNDP Project Manager Ms. Zhang Yan, and Lao Consul-General in Guangxi Ms. Siphone Banchongphanith attended and addressed the ceremony. 

 

Themed on “Rural Development and Poverty Reduction”, the 6-day seminar saw the participation of 15 department- and division-level officials from the National Committee of Rural Development and Poverty Elimination, Ministry of Public Security, Ministry of Public Health, Ministry of Public Works and Transport, Ministry of Agriculture and Forestry, Ministry of Planning and Investment, Ministry of Internal Affairs, and Ministry of Industry and Commerce.

 

The seminar consisted of four parts: thematic lectures, case study, field trip, and discussion. Chinese experts and scholars were invited to speak on a range of topics, including “Chinese Rural Development and Poverty Reduction Policy Framework and Execution Mode”, “Mode and Practice of Foreign Capital-based Poverty Alleviation in China”, “China’s Rural Public Service System”, “Status Quo and Trends of Cooperation between China and ASEAN States”, and “Mode and Practice of Industry-led Poverty Alleviation in Guangxi”. For the case study part, the seminar introduced the new countryside construction efforts in China and the practice in Guangxi. Meanwhile, the Lao representatives interacted with the experts on a number of issues, such as the status quo and problems of rural development and poverty reduction in Laos, prospect for China-Laos poverty reduction cooperation, industry-led poverty reduction in Laos, Laos’ poverty alleviation projects, as well as health promotion and healthcare. The participants also went on a field trip to learn about the new countryside construction and modern agriculture in Guangxi.

in Asian Countries】 On the morning of September 13, 2013, the opening ceremony of the 2013 Seminar for Officials on Inclusive Growth and Rural Sustainable Poverty Reduction in Asian Countries, sponsored by the Chinese Ministry of Commerce and organized by IPRCC, was held at Beijing Fraternal Cooperation International Hotel. Deputy Director Liu Shuwen of the LGOP Department of International Cooperation and Social Mobilization attended and addressed the ceremony. Mr. Dacosta Ipolito, Director of the Ministry of Agriculture of East Timor delivered a speech on behalf of the participants.

 

Themed on “Inclusive Growth and Rural Sustainable Poverty Reduction”, this 15-day seminar consisted of two parts: thematic lecture and field trip. Well-known Chinese experts and scholars were invited to speak on a range of topics, including China’s socioeconomic development, the theoretical connotation and policy practice of inclusive growth, the policy framework and effects of China’s inclusive growth mode, the policy and practice of rural eco-environmental protection in China, the strategy and practice of urban and rural poverty reduction in China, the policy and practice of SME development in China, the science and technology policy and practice in rural China, China’s rural financial policy and practice, the policy and practice of rural development in China, and the policy and practice of urban and rural social security in China. Moreover, the participants also carried out field research in Hubei Province.A total of 15 representatives from the related government bodies for rural development and poverty reduction of 8 Asian countries, including Palestine, East Timor, Sri Lanka, Burma, Cambodia, Bangladesh and Laos participated in the seminar.

 

【Seminar for Officials on Development-oriented Poverty Reduction Policies and 

Practices in Portuguese-speaking Countries】On the morning of October 11, 2013, the 2013 Seminar for Officials on Development-oriented Poverty Reduction Policies and Practices in Portuguese-speaking Countries sponsored by the Chinese Ministry of Commerce and organized by IPRCC had its opening ceremony at Beijing Fraternal Cooperation International Hotel. Deputy Director Liu Shuwen of the LGOP Department of International Cooperation and Social Mobilization addressed the ceremony.

 

Themed on “Development-oriented Poverty Reduction Policies and Practices”, the 21-day seminar began on October 11 and concluded on October 31. It consisted of three parts: thematic lectures, country-specific presentations and field trip. Thirteen lectures were organized, covering a range of topics including China’s basic national conditions, the strategy and experience of development-oriented poverty reduction in rural China, the policies and practices of rural development in China, the raising and management of rural poverty reduction funds, the serial policies of development-oriented poverty reduction in rural China, and the policies and practices of development-oriented rural poverty reduction in different provinces. Q&A and free discussions were arranged for each lecture. For the country-specific presentations, the representatives of various participating countries were invited to introduce the progress of and experience in their own poverty reduction efforts. Also, the trainees went on a field trip to Guangxi Zhuang Autonomous Region to learn about the effects and specific execution of various special poverty reduction polices in local rural areas.

 

A total of 18 representatives from the government bodies on poverty reduction and development of Guinea-Bissau, Cape Verde, East Timor, Sao Tome and Principe participated in the seminar.

 

Foreign-funded poverty alleviation

 

【Sustainable development project in China's poor rural areas】Sustainable development project in China's poor rural areas (hereinafter referred to as the fifth WB Poverty Reduction Project) successfully completed the mid-term adjustment. Since its implementation in October 2010, due to exchange rate changes, inflation and the changes in actual needs of the poor in project areas, in consultation with the World Bank, approved by the National Development and Reform Commission and the Ministry of Finance, from September 2012 to November 2013, the Foreign Capital Project Management Center (FCPMC) of LGOP guided the project offices of Henan, Chongqing and Shaanxi to make mid-term adjustments to the fifth WB Poverty Reduction Project, reducing farmer-supporting sub-projects and reducing the total investment from $ 159,150,000 to $ 157,580,000. According to the mid-term adjustments, we made relevant modification to the legal texts on the project and the new law will enter into force on December 2, 2013. 

 

【Pilot and demonstration project of industrial poverty alleviation in contiguous destitute areas】Pilot and demonstration project of industrial poverty alleviation in contiguous destitute areas (hereinafter referred to as the sixth WB Poverty Reduction Project) was officially included in the state’s WB loan programs for the period from 2013 to 2015 in July 2012, which was another major breakthrough in the use of foreign capital in the new stage. As a provincial loan-based poverty reduction project under the unified guidance of LGOP, this project will prepared and designed by FCPMC. In the period from June 3 to 18 and the period from September 23 to 28, 2013, FCPMC and the World Bank successively sent the first and second project preparation groups and initially determined the project design framework, the scale of investment and the project area. In addition, from February to early June 2013, FCPMC repeatedly carried out field research on industrial development and the development of specialized cooperative organizations of farmers, on this basis, organized three provinces to complete the preparation of the project proposals and the outline of the research report on project feasibility, and launched the project environment assessment and social impact assessment work. In 2013, the total investment in the project was about 1.8 billion yuan, of which $ 150 million was World Bank loan ($60 million for Gansu Province, $50 million for Sichuan Province and $40 million for Guizhou Province), and the domestic matching investment was issued based on the ratio of 1:1. Covering the development of the integrated value chain, infrastructure and public services, study and promotion of the mechanisms for industrial poverty alleviation, as well as project management, monitoring and evaluation, the project was implemented in 537 administrative villages of 134 towns in 27 counties (cities, districts) of 10 cities (prefectures) in Wumeng Mountain Area and Liupan Mountain Area of Sichuan, Guizhou and Gansu Province. The project was designed to explore the establishment of a market-oriented full industrial chain covering production, processing, logistics, market promotion and sales with farmers’ professional cooperative organizations as the platform by all social forces starting from the source of the industrial chain, thereby increasing farmers’ income, improve farmers’ self-development capacity and the degree of organization, promoting sustainable development and providing demonstration for the industrial development in contiguous destitute areas.

 

【Pilot project of poverty reduction and integrated development of children in contiguous destitute areas】 In 2012, after careful consultation, the Danish Bestseller Fund and FCPMC basically reached the cooperation intention for the pilot project of poverty reduction and integrated development of children in 8 counties of four contiguous destitute areas in Hubei Province, namely the Wuling Mountain Area, Qinba Mountain Area, Dabie Mountain Area and Mufu Mountain Area. In February 2013, the executive director of Bestseller Fund carried out field survey in Xuan’en County of Hubei Province and the two sides reached a consensus on the cooperation objectives, areas, location and contents. From June to July 2013, we organized the project counties to complete the participatory village planning and assessment, and signed the cooperative agreement on the stage of project planning in August 2013. In October 2013, the Board of Director of Bestseller Fund approved the project proposal and project operation manual; On November 28, 2013, we officially signed the cooperation agreement for the project implementation stage. To be implemented for three years (from 2014 to 2016), the project will have a total investment of 291.009 million yuan, of which 42.43 million yuan will be put in by Bestseller Fund, accounting for 14.6% of the total, and 248.579 million yuan of domestic matching funds (including fiscal funds and integrated department funds for poverty relief) will all raised by Hubei Province. The project contents include the improvement of the production and living conditions, the development of needy children, community service system construction, project management and capacity building. The project was designed to explore the inclusion of child poverty problem into China’s Poverty Alleviation and Development Program and specific solutions to children's multi-dimensional poverty through multi-sectorial collaboration to provide a reference for the child poverty reduction in contiguous destitute areas nationwide.
