    Profile of the Institution

      The International Poverty Reduction Center in China (IPRCC) is an international poverty reduction institution jointly initiated and established by Chinese Government , the Untied Nation Development Programme (UNDP) and other international organizations. It was commissioned to communicate on poverty reduction experiences, promote the progress of poverty reduction, organize applied research, optimize policy-making, increase international exchange and facilitate international cooperation .It has been dedicated to the review, study, exchange and dissemination of worldwide successful experiences in poverty reduction ,communication and cooperation across the international community in poverty, reduction and social development and world progress in the design and execution of poverty reduction policies ,in an aim to the elimination of world poverty.

       Core  function  of  IPRCC:

      To host activities in relation to international exchanges on poverty reduction, sharing knowledge , information and experience in the area, serving as platform for exchanges and cooperation between policy-makers, researchers and development practitioners both at abroad;

      To conduct capacity building in the area of poverty reduction, providing training and consultancy service for those engaged in poverty reduction worldwide;

      To organize applied research ,develop theoretical knowledge and analyze related policies, so as to provide technical support for developing countries in policy-making. Implementation of projects and international cooperation in the area of poverty reduction ;and

      To collaborate with related international organizations in the design and implement of poverty reduction projects that target the specific needs of developing countries.

    The founding of the IPRCC is an important action by Chinese Government to honor its commitment to assist the developing world, and reflects the government’s desire to expand international cooperation in the field of poverty reduction and social development.

    Course of development

    In May 2004, Chinese State Council Leading Group Office of Poverty Alleviation and Development(LGOP), the Ministry of Commerce of the People’s Republic of China(MOFCOM) and UNOD jointly signed the Memorandum of Understanding during the Shanghai Global Conference on Scaling Up Poverty Reduction, reaching a consensus on establishing the International Poverty Reduction Center in China.

    On May 16 ,2005 ,LGOP, MOFCOM and UNDP officially signed in Beijing the Program Document for Establishing the International Poverty Reduction Center in China.

    On July 20,2005,The Program for Establishing the International Poverty Reduction Center in China was officially launched

     On January 20,2006 ,IPRCC convened the First Meeting of its Board of  Trustees (BOT), approving the scheme of organizing BOT and IPRCC Charter and appointing the Managing Director of IPRCC.

    On February 28, 2007 ,IPRCC convened the Second BOT Meeting ,approving the Strategic Positioning and Development Plan of IPRCC(2006-2010)

    In August 2007 ,The Board of AdvisorsBOAof IPRCC was establishing with the first meeting taking place on October 20.

    Since its birth ,IPRCC has embarked on a massive and effective schedule of wok :

    Finished the collection and compilation of basic material on poverty reduction in China and produced a basic for enabling the international community to understand and learn about the experience of poverty reduction in China .

    Organized training activities targeting government official engaged in poverty reduction in development countries, promoted the sharing of poverty reduction policies and basic experience of poverty reduction between China and related developing countries.

    Hosted exchange activities to enhance and expand communication between policy-maker, researchers and development practitioners in the area of international poverty reduction and social development.

     Up to end of 2007 ,IPRCC has accomplished 13 projects of applied research ,7 international training seminars involving 191 medium-senior level government official from 59 countries ,3 high-level international conferences ,6 specialized international seminars ,and publication of 4 works on poverty reduction theory and practice and 2 collections of conference proceedings.

    Review of 2007

    With the strong leadership of BOT and the support of various related actors ,IPRCC has been moving toward its goal of building an international standard of poverty reduction training ,innovating exchange mechanism of worldwide poverty reduction and preparing a research platform for poverty reduction ,in accordance with the annual work plan and the implementation scheme .In addition ,it has also managed highly efficiently as expected to construct the office building .it carried out all the tasks scheduled at the beginning of the year with satisfying results despite the difficulties of staff and time pressure under a tight deadline.

    Continued institutional dan staff capacity building . Specifically it determined clear responsibilities and wok allocation for staff, optimized organizational structure ;recruited new staff, enhanced team capacity ;improved regulation , standardized management; ensured high quality construction on time of the Center’s office building ; and produced publicity material to its impact.

    Complete the two major international exchange events designed to further raise the name of IPRCC. Specifically , it successfully played its part as an organizer of the international Conference on Taking Action for the World’s Poor and Hungry People and convened the first China-ASEAN Forum on Social development and Poverty Reduction.

    Undertook international training , exchange and research activities in the area of poverty reduction to enhance its role as a platform, including :(1)It successfully conducted three training seminars targeting developing countries ,78 medium-senior level officials from 33 countries in Asia and Africa participated in the events , promoting its brand development as scheduled ;(2)it enhanced international exchanges on poverty reduction and expanded the scope of exchanges by organizing for international seminars , a field trip by the Center’s BOT members to poverty reduction project sites , sending a delegation to Africa to study poverty reduction , participating in international meeting on poverty reduction , reciving overseas delegations ,and increasing daily external contracts and communication ;(3)It raised its level of applied research to building a research base ;(4)It consolidated and expanded its operational network to lay a foundation to enable greater development in the future.

    Explored potential partners to design a diversified cooperation mechanism .Firstly, it endeavored to become involved in Chinese government programs of assistance to, and cooperation with , Africa ;Secondly , it managed to get the approval for the Program of Capacity Building for Poverty Reduction in Developing and Transition Economies ;Thirdly ,it has applied to the implementation related national projects.

    Internationnal  Exchange on  Poverty  Reduction

    International Conference on Taking Active for the World’s and Hungry People

    October 17-19,2007. This conference was hosted in Beijing jointly by LGOP and the international Food Policy Research Institute (IFPRL) ,and jointly organized by IPRCC, IFPRI and Chinese Academy of Agricultural  Sciences(CAAS).Hui Liangyu ,Chinese Vice Premier and Chief of the State Council Leading Group of Poverty Alleviation and development addressed the opening ceremony on behalf of Chinese Government .Ban Ki-Moon, Secretary General of the United Nations.sent a letter of greeting to the conference .Lennart Beage, President of the International Fund for Agriculture Development(IFAD) on behalf of international organizations, Ernest Debrah ,Minster of Food and Agriculture of Ghana on behalf of the developing countries’ governments , Ursula Schafer-Preuss, Vice President of the Asian Development Bank(ADB)on behalf of donor agencies and Joachim von Braun ,Director General of IFPRI on behalf of conference hosts ,also spoke at the opening ceremony .Fan Xiaojian , Vice Chief of Chinese State Council Leading Group of poverty Alleviation and Development and Director of LGOP, hosted the opening ceremony and delivered the keynote speech . I he conference was attended by more than 500 government official , academics and experts and program official from China , other developing countries and related international organizations.

    The role of the Conference:

    The conference delivered a complete picture of the composition , distribution and characteristics regarding the social and economic development of the world’s poor and hungry people ,assessed the current progress and future trends of global poverty reduction ,and analyzed the moacts and consequences of poverty and hunger on global social and economic development.

    The conference systematically studied the major approaches and strategies to combat poverty in related countries , covering four main areas :fostering pro-poor growth ,building and improving the system of social security and relief ”,“implementation of specialized poverty reduction policies and measureand creating and enhancing assets of the rural poor”.

    The conference was a vehicle for the exchange of information on policies and experiences of poverty reduction throughout the world.

    Africa:How to improve the market economy system , strengthen infrastructure construction,develop medical care ,eliminate social conflicts ,and public service and the social security system.

    Asia: How to improve household nutrition ,expand access to large markets for small farmer household ,increase employment and remove social exclusion.

    Latin America : How optimally to design and implement specialized poverty reduction plans, optimize macro-economic policies and minimize income gaps.

    The conference explored the issue of integrating various forces and resources in the area of poverty reduction ,and  stressed the significance of mobilizing and social forces and resources.

    The conference laid emphasis on the roles of supporting vulnerable groups ,such as discriminated race ,indigenous tribes ,women , children ,and disable people in the context of global poverty reduction ,and of appealing to the international community of better arrangements and greater cooperation to reshape the development environment of the vulnerable , to guarantee their subsistence and living condition,to provide them with more opportunities for development and to raise their capability.

    The conference analyzed approaches to reform poverty reduction mechanisms ,calling for efforts by governments and international organizations to put in place appropriate policies , actions ,projects design and implementation in relation to poverty reduction.

    The 1st China-ASEAN  Forum on Social Development and Poverty Reduction

    From October 30 to November 4 ,2007,this Forum, which was hosted in the Guangxi Zhuang Autonomous Region,was organized by IPRCC, Poverty Alleviation and Development Office of the Region and Secretariat of the China-ASEAN Expo. The Forum was attended by 100 representatives from government offices , academia, enterprises and NGOs in ASEN member states including Brunei ,Cambodia Indonesia ,Laos ,Myanmar , Singapore, Thailand and Vietnam, to exchange and discuss the achievements and experience of social development and poverty reduction in all countries and the ways to ,and challenges of ,attaining MDGs . Fan Xiaojian ,Vice Chief of the Chinese State Council Group of Poverty Alleviation and Development and Director of LGOP made a presentation at the forum and delivered the keynote speech .Wang Guoliang , Deputy Director of LGOP ,hosted country statement session and summarized the forum.The participants by consensus approved the release of Nanning Proposal of the China-ASEAN Forum on Social Development and Poverty Reduction .

    The approaches and strategies for academia ,private sector,NGOs and government officces jointly to promote poverty reduction and social development.

    Field Trips :

    The participants visited the Minority Nationality Vocational School and projects of road construction in Guyao Village and the Bamboo industry development in Juanzhu Village and drinking        provision in Lidang Township in Mashan County for detailed study of the implementation of poverty reduction projects ,production and living condition of local residents ,and medical care in rural communities.

    Box: Nanning Proposal of the 1st China-ASEAN Forum on Social Development and Poverty Reduction

    Tough challenges : The region covering China and ASEAN countries remains one of the more difficult areas in the world that suffer from poverty , featuring unbalance of social and economic growth and deep severity of poverty . It is still a long way to go.

    Common mission : Poverty reduction and balance development is a common mission for national policy-makers, researchers and development practitioners .However, it can not work without the involvement of developed countries and international multi-lateral and bilateral organizations.

    The way forward: The wok can be done on the basis of economic growth and restructuring, guaranteed by improved public services and social protection, and complemented by specialized intervention measures and relief services.

    Roles of each player: Policy-maker should improve the market system ,expand public investment, and optimize social governance; Researchers should concentrate on theoretica research and policy analysis ; Development practitioners should help to enhance the policy implementation mechanism in area of poverty reduction and social development,and maximize the effects of resource utilization; Related  development countries should further open their markets and increase technical transfer and assistance to development countries; Related international organizations should further mobilize resource, adapt and impove the strategic framework of assistance ,and expand the scope and areas of assistance.

    Cooperation framework: A highly efficient cooperation mechanism should be set up within the , boundaries of each country connecting policy-makers, researchers ,development practitioners ,enterprises and NGOs ; At the same time ,an international cooperation frame work should also emerge beyond the boundaries to meet the demands of poverty reduction and social development in the region.

    China-Africa Cooperation in Poverty Reduction being Promoted

    In 2007, IPRCC  launched the international cooperation on poverty reduction, targeting the African region . This covered the assessment of demands of poverty reduction and social development in African countries, the study of the feasibility to conduct international organizations and related African countries in the area of poverty reduction, and the identification of strategic plans and action schemes for that cooperation.

    Consulted with domestic agencies functioning in country’s external assistance and cooperation programs to reach preliminary agreements .

    Consulted with the UNDP , the UK Department for International Development(DFID), the Germany Economy Ministry ,GTZ, and other international organizations on the feasibility and action schemes for cooperation with Africa on poverty reduction.

    Applied for DFID financial support to launch the second-phased Program of the Comparative Study of Poverty Reduction Mode between China and Africa.

    Subjects for the Study : Chinese experience and lessons of poverty reduction; Experience and lessons of international donors to reduce poverty in Africa; Poverty and countermeasures in African countries.

    Expected Outputs: Assessment of the situation of poverty and the challenges and demands in reducing poverty in African countries; Identification of the ways and strategies for African countries to learn from Chinese experience ; Constitution of the action plan for IPRCC to initiate international cooperation targeting poverty reduction in Africa,

    Organized a delegation , composed of representatives from research institutions and Chinese agencies in charge of external communication, to Tanzania and Nigeria for communication and study , and hosted seminars of Chinese Experience on Poverty Reduction and its Evaluation in both countries to introduce Chinese experience and discuss the possibility of cooperation to help African countries in their fight against poverty.

      Mot with representatives of Chinese embassies in Nigeria and Tanzania ,representative of the DFID and GTZ offices in Nigeria and Tanzania,to exchange ideas on how jointly to undertake cooperation to target Africa in the area of poverty reduction.

    The Sixth East Asia Poverty Alleviation and Development Impact (PADI)Consultation Meeting and Regional Workshop on Poverty Monitoring and Evaluation.

    This meeting was hosted during May 10-15 ,2007 in Jiangxi Province of China jointly by the IPRCC,the World Bank Institute (WBI).the Poverty Alleviation and Development Office of Jiangxi Province and the GTZ.More than 70 representatives participated from eight countries ,including Cambodia ,Indonesia ,Laos ,Malaysia ,Mongolia ,Philippines Thailand and Vietnam ,plus the IPRCC,WBI ,China offices of other related international agencies ,Chinese government departments and poverty reduction offices at provincial level.

    Topics for Discussion:

    The approaches and strategies to promote more effective development of the PADL and its practical Action Plan from 2007 to 2010.

    The contents, technologies and methodologies of poverty monitoring and evaluation.

    The content and execution modes of the China-Germany Poverty Monitoring and Evaluation project in Jiangxi Province, the China South-West Poverty Reduction Project,the Thailand Project of Fund Circulation at Village Level ,the OECD Effect System of Poverty reduction and the Mexican PROGRESA Project.

    Field Trips:

    Participants visited projets of the China-Germany Poverty Monitoring and Evaluation System, village road construction,water conservancy engineering recreational facilities,and resettlement in Shishi Village of Dafen Township and Yangxi Village of Zuoan Township both in Suichuan of Jiangxi Province.

    Conference on Re-recognizing Scaling up Poverty Reduction in China : Progress , Impact, and Implication for the Development World

    This Conference was hosted on June 20,2007 in Beijing jointly by the IPRCC and the Wolfensohn  Center for Development at the Brookings Institution (WCD). The conference aimed at summarizing basic experience of large-scale poverty reduction during the transition period of Chinese economy and analyzing the problem and challenge arising from the establishment of a mechanism to balance growth and equal distribution for reducing poverty . More than 40 representative participated from the LGOP , Chinese Academy of Science ,Chinese Academy of Social Sciences ,Renmin University of China ,Chinese Agriculture University ,Peking University ,the China International Center for Economic &Technical Exchange(CICETE),and other domestic institutions and international organizations including UNDP, WB ,DFID,AOB.

      From October 31 to November 4, 2007, a delegation headed by Liu Jian ,Vice Chief of the Chinese State Council Leading Group of Poverty Alleviation and Development and Chairman of the BOT of IPRCC,and composed of representatives from the LGOP,International Department of the Ministry of Foreign Affairs of China (MOFA),Chinese Association for International Understanding ,CICETE, UNDP office in China ,and WBI office in China ,visited the Dali Bai . Autonomous Prefecture of Yunnan Province to study poverty reduction efforts the province.

    The delegation visited Qingyangchang Village ,Bonan Township ,Yongping Coubty and guangming Village , Yangi Yi Autonomous County ,In Qingyangchang Village ,the delegation heardabout the introduction of poverty reduction in Yongping County and Bonan Township ,visited the village administrational office ,recreational rooms ,villager training base ,library , clinic ,veterinary clinic and primary school ,and interviewed rural household engaged in village -based poverty reduction programs with questions about household business, housing improvement ,construction of drinking water facilities,and the use of biogas pools ,In Guangming Village ,the delegation heard about the introduction of poverty in Yangbi Yi Autonomous County and interviewed rural household with questions about the household business of walnuts and reform to forestry ownership . They also inspected the progress of house revamping at the site.

    On October 20 ,2007,the first Meeting of the BOA of the IPRCC was hosted in Beijing to discuss issues including positioning and development strategy of IPRCC,its strategy research plan ,and the current situation and future trends of poverty reduction in China.

    On the basis of open selection ,IPRCC recruited an Australian expert to be the research  director for a period of three months ,to undertaker the modification of the Research Strategic Plan of IPRCC(2008-2010), to prepare for the first BOA Meeting OF IPRCC, to development document for the Program of capacity Building for Poverty Reduction in Development and Transition Economies ,and to improve the international network and enhance the IPRCC’s research staff

    Talks delivered by experts:

    Prof. Wen Tiejun, Dean , the School of Agricultural Economics and Rural Development ,Renmin University of China was invited to deliver a talk on China’s external relation and the strategy of internationalizing Chinese experience on poverty reduction ,bring IPRCC staff into better understanding of the IPRCC’s functions and the significance of conducting activities of international training ,exchange and research .

    Prof, Li Xiaoyun ,Dean ,the College of Humanities and Development ,China Agricultural University was invited to delivere a talk on the institutional development of IPRCC ,the ways to conduct international cooperation and poverty reduction efforts in developing countries ,making clearer to IPRCC staff the operational mode and future direction of IPRCC.

    Involvement of staff in related training

    The training courses on Operation of Centralized Disbursement of Central State Treasury delivered by Department of the Treasury of the Ministry of Finance,P.R,China(MOF).The courses covered management of budge indicators ,management of withdrawal plans, disbursement management , central disbursement of state disbursement and balance management ,etc.

    The International Development Program Evaluation Training jointly hosted by MOF, WB and the Ascian-Pacific Finance and Development Center, ADB.

    Construction of the Center’s Office Building

    The August 15,2007, the second main structure construction and installation of facilities were completed By the end of November ,the bid invitation for eight projects ,including the installation      of the weak electrical system , the interior decoration and the construction supervision was completed.Starting from October 18 ,the installation of the weak electrical system and interior       were launched . The office building is expected to be in use by the end of April ,2008.

    Box: Expansion in International Exchange of IPRCC

    April 2007 ,IPRCC staff participated in a delegation organized by Helpage International (HAI) to Bangladesh for field trips ,studying the implementation of Help Age Projects conducted by international organization in Bangladesh and exchanging experience on the projects with the participants.

    July 2007, IPRCC staff attended the high-level meeting of the United Nations Economic and Social Council(ECOSOC) in Geneva, Switzerland.

    October 2007,IPRCC staff attended the Forum on ADB Inclusive Growth and Poverty Reduction Agenda in Asia and the Pacific in Manila, Philippines.

    December 2007 ,IPRCC staff attended the International Seminar on Poverty and Income Gap in the 21st Century in Kuala Lumpur, Malaysia

    IPRCC received visits by international organizations ,including the DFID, the Australian Agency for International Development (AusAID), the Ministry of Labor ,Invalids and Social Affairs of Vietnam(MOLISA),the ADB,the UNDP Regional Center in Bangkok ,the WBI, the American Graduate of International Management ,the WCD, the UK Overseas Development Institute(ODI), the IFPRI,the Europe Debt and Development Network and the Uk Voluntary Service Overseas, and discussed potential cooperation in poverty reduction field.

    Financial Report

    2007 is the year when the IPRCC is becoming mature with all its operations at full swing and expanded funding sourced coming along with constantly increased activities and a sound financial record ,The IPRCC has mainly two main sources of funding :the first is the combination of staff wages ,public expenses ,project the second is project funds provided by by related international organizations, bilateral institutions and NGOs.

    Throughout 2007 ,the IPRCC realized revenue amounting to RMB 132.57 million , up by 61% over 2006 .This can be attributed to four reasons ; the first is the increase in staff wages and public expenses earmarked by the government budget the second is the expansion of the scope of the IPRCC’s business; the third is its improved capacity for solicting projets; and the fourth is the big input the IPRCC’s office building.

    1.Financial budget funds

    The amount from government finance is RMB 10.55 million in total ,including RMB 1.39 mollion for staff wages and daily operational funds ,RMB 5.99 million of the Chinese government’s core sharing of the UNDP’s donation for the program of Establishing IPRCC,RMB 1millon of Chinese government’s core sharing of the UNDP’s donation for the program of Capacity Building for Poverty Reduction in Development and Transition Economies,and RMB 2.17 million of other project funds .All the above funds were raised as scheduled.

    2.Capital construction funds

    This year’s bugget for capital construction totaled RMB 112.45 million ,all of which was devoted to the construction of the IPRCC’s office building .

    3.Funds from government-entrusted projects of external assistance and joint zctivities with partners

    Revenue in this regard reached RMB 8.65 million ,including RMB 1.72 million of Chinese government external assistance projects ,RMB 500 thousand of WB donation, RMB 100 thousand of GTZ donation , RMB 4.98 million of international and national donation co-funded with IFPRI ,RMB 977 thousand of DFID donation ,and RMB 380.7 thousand of donations from other international partners ,all of which were put to use for specific activities.

    4.Funds from the Program of Establishing the IPRCC

    According to the relevant articles of the Project Document of Establishing the IPRCC,the total investment in the inception period is $6 million ,including $2million of Chinese government inputs, and$1million of the UNDP core fund and$3milion to be mobilized through UNDP network ,In2007, the Project funds were planned to spend on 58 projects ,with a total expense of $1.01 million . By December 31 ,2007 ,the actuall expense on those projects was $954 thousand .accounting for 95.2% of the panned budget in 2007.

    Note: the financial balance includes (1) the funds of this year have been expended as the project activities are not yet finished ;(2) the fund of the program of Capacity Building for Poverty Reduction in Developing and Transition Economies ,which will be officially input in program-related activities in 2008 since the process of approving the program’s proposal and agreement was not finished until the end of 2007.

    Prospect in 2008

    In line the general requirements on the IPRCC to make its due contribution to worldwide poverty reduction and according to the IPRCC’s functions, development plans from 2006 to 2010 ,and the Program Documents for Establishing the IPRCCAND Capacity Building for Poverty Reduction in Development and Transition Economies ,the IPRCC will, in 2008 proceed with the following mission to realize the specific goals of enhancing its capacity , expanding its scope, improving operational mechanism and raising its influence;

    Improve institutional development ,enhance staff capability

    Sort out the approaches to institutional development ,and clarify development direction and priorities;

    Improve internal institution ,innovate operational mechanism;

    Combine difference methods and enhance staff capacity;

    Complete the construction of office building and put it into use.

    Prefect the international training system of poverty reduction ,and improve the outcome of the raining

    Conduct six international training seminars;

    Consolidate the foundation for international poverty reduction training

    Explore scope for exchanges and expand institutional influence

    Promote China-Africa cooperation in poverty reduction;

    Organize six international exchange activities on poverty reduction;

    Strengthen the institution’s external exchanges.

    Raise the level of applied research and play the role of a research base

    Raise the level of applied research ;

    Lay a solid foundation for a research base;

    Create a brand on carrying out international applied research.

    Development a supporting network and make room for expanding development

    Improve the operational mechanism for the BOT and BOA

    Innovate methods of external cooperation and exchanges

      Box: Program of Capacity Building for Poverty Reduction in Development and Transition Economies

    The program is a complement ,support ,Extension and follow-up of the program for Establishing IPRCC, in an aim to help relevant developing countries in raising their capacity to design ,implement and evaluate poverty reduction policies and projects, and to enhance the capacity of the IPRCC in international exchanges on poverty reduction.The program is composed of international training seminars and forums on poverty reduction,delegations inbound and outbound for the study of poverty reduction, international research activities o poverty reduction,and construction of mini showcase center for poverty reduction, The budget of the program is $ 4 million ,including $ 1 million from UNDP donation, and $ 3 million from Chinese government cost sharing . The program spans for five years from 2008 to 2012.
