Profile of IPRCC
International Poverty Reduction Center in China (IPRCC) is an international organization jointly initiated and established by the Chinese Government ,the United Nations Development Programme(UNDP) and other international organizations in December 2004 The Center is established to contribute to worldwide poverty reduction with a mandate to share anty-poverty experiences,advance the progress of poverty reduction,organize applied research on poverty t related theory,optimize poverty reduction policies, strengthen international exchanges on poverty reduction and facilitate international collaboration in poverty reduction.
The establishment and development of IPRCC are strongly supported the Chinese Government and relevant international organizations,IPRCC is designed to become a base of applied research on poverty reduction,a learning center to share poverty reduction experiences and lessons,a platforn to facilitate international exchanges and cooperation in poverty reduction.
Core Functions of IPRECC
Organizing International exchange activities on poverty reduction, promoting the sharing of poverty reduction knowledage,information and experiences and building a platform of exchanges and collaboration for policy-makers researchers and practitioners in the word;
Conducting capacity building programs, prociding training and consultancy sercies for those engaged in poverty reduction worldwide;
Organizing applied research on poverty reduction,developing theoretical knowledge and policy analysis,providing technical support for formulating poverty reduction policies, implementing poverty reduction projects and international cooperation for the developing countries;
Cooperating with relevant international organizations to design and implement poverty reduction programs for the specific needs of developing countries.
Word from the Chairman of BOT
The creation of IPRCC is to build up a platform of training exchange;research and cooperation for the world’s poor ,since caring for the poor is our due responsibility.The Chinese Government and it’s people are willing to share with the word it’s experiences in development and poverty reduction.The IPRCC team also wants to join hands with all those dedicated to poverty eradication.
While the 2009 spring is around the corner,I extend mybest wishes to IPRCC that may it make greater contributions to the word’s poverty reduction mission.
Word from the Director General of IPPCC
After three years’ development, IPRCC has made progress in its institutional set-up,global brand building ,exchange mechanism innovation and research network development and has become a global for poverty training,research,exchange and cooperation.The IPRCC building was put into use in August 2008,which helped improve the IPRCC’s work environment and lay a good foundation for IPRCC’s activities.

The financial crisis is spreading across the word,dragging event more people into poverty, and making the status of global poverty more severe than our estimates had indicated.The road ahead is long,and the tasks are challenging.IPRCC however,with all its people on board,will all its people on board,will
Try its best to make progress by organizing poverty training,research,exchange and cooperation, to enhance developing countries’ capacity to fight against poverty and make a contribution towards the realization of MDGs and the establishment of a harmonious word.
Poverty Reduction and Development Forum
Poverty Reduction and Development Forum --China’s Reform & Poverty Reduction and the World’s MDG Progress was successfully held at the Great Hall of the People on October 17, 2009 to commemorate the 16th aniversity of International Day for the Eradication of Poverty.It was jointly hosted by State Council Leading Group Office of Poverty Alleviation and Development of China(LGOP) and UN China,and was co-organized by International Poverty Reduction Center in China and UN Theme Group on Poverty and Inequality.
Mr.Hui Lingyu Vice Premier and Head of State Council Leading Group Of Poverty Alleviation and Development, met with distinguished guests and addressed the conference on behalf of the Chinese Government, Mr.Ban Ki-moon Secretary general of the United Nations also sent a message to the attendees of the conference,Ms. Nafis Sadik,Special Adviser to the United Nations Secretary-General, Special Envoy for HIVIAIDS in Asia,and Mr.Domingo F.Panganiban,Secretary Gennera of Philippines Anti-Poverty NGOS attended this forum.
The forum themes such as Process, Strategy and Mode in China Poverty Reduction and Social Development, Crallenges and Strategies in China’s Poverty Reduction, Economic Growth and Poverty ,International Trade,Market Fuction and Poverty,Natural Disaster,Prevention and Poverty and Poverty, Employment Structure Change,Human Resources Development and Poverty Reduction,Environment Improverment and Poverty.
This torum had made two major outcomes; firstly, it comprehensively reviewed China’s progress, achievements and experences in poverty reduction,systematically anaiyzed the new difficulties and challenges confronting China’s poverty reduction,proposed policy suggestions on innovating poverty reduction mechanism under the guidance of Scientific Developmebt Concept,It would assume great significance to China’s progress of the MDGs and its poverty reduction commtments,Secondly, this forum facilitated common understandings on global MDGs via sharing China’s poverty reduction steategies and modes, assessing global poverty trends and common challenges ,thus exerted positive influence on pictal poverty reduction endeavors.

In the past 30 years, Chinese govermment is adherent to the principles of govermment guidance and implementation of developent-oriented poverty reduction, which have boosted extensive reduction of poverty;adherent to people-centered scientific development ,which has accelereted the progress of MDGs;adherent to people-centered scientific development,which has accelerated the progress of MDGs;adherent to social mobilization and intermational cooperation, which has successfully mobilized various resources and social forces into poverty reduction.
In the 30 years since China launched its reforms,your country has made a great contribution to our shared efforts to iiimprove human welfare and reduce income poverty and hunger,I wish you fruitful discussioons on your experiences of the past decades, and on the new challenges that China and the world face as we move towards 2015,the target year for the MDGs.
In the past 30 years of China’s Reform and Opening Up, rural poverty reduction was contributed by the practices, such as mindset emancipation and institutional innovation; promotion to ecom\nomic gtowth and maintenance of stable development; adherence to government guidance and cianfication of government accountability; extensiveee socian involvement and international cooperation; development orientation and self reliance,effective response tospecial needs of special groups; endeavor for balanced and scientific development.Despite the remarkable success in rural poverty reduction , challenges aree still though,such as the sizable number of the poor,the severe degree of poverty,the daunting vulnerability,and the enlarged income gaps.
The first event of the Experience-sharing Program on Development between China and Africa was held in China from May 20 to May 29,2008. The program was initiated, financed and sponsored by China’s Ministry of Finance(MOF),Ministry of Commerce (MOFCOM)and )the State Council Leading Group Ofice of Poverty Alleviation and Development (LGOP).The event was hosted by the inteernational Poverty Reduction Center in China (IPRCC) with strong support from the World Bank. Over one hundred participants attended the opening session,including senior government officials and ambassadors from seventeen Eastern and Southern African countries,Chinese government officials and renowned scholars,together with seniot representatives from the World Bank and other international organizations. Vice Finance Minister Li Yong,Vice Commerce Minister Fu Ziying,,Director of LOGP Fan Xiaojian, Word Bank’s Regional Vice President of East Asia and Pacific James Adams ,and participant representative, Angola’s Vice Minister of Planning Cariios Alberto Lopes spoke in the opening session.
The eventt took place in the context of the dramatic expanxion of South-South economic relations,which is especially evident in China-Africa trade and investment flows , The objective of this Program is to provide South-South exchanges of development experience between Africa and China , and explore ways in which accelerate its economic and social Progress.
The program includes a three-day workshop in Beijing and five-day field visits. The workshop covers broad issues of China’s development, special Economic Zones, FDI and trade and China’s engagement with Africa. Following the workshop,participants are dicided into two groups for two paralleled visits to four provinces(Jiangxi,Zhejiang,Guangxi and Guangdong) to gain first-hand understanding of various dimensions of China’s development experience.
The Second Conference of China-ASEAN Forum on Social Development and Poverty Reduction
The Second Conference of China-ASEAN Forum on Social Development and Poverty Reduction was successfully convened inNanning,Guangxi,from November 4 to 6,2008. It was hosted by the State Council Leading Group Office of Poverty Alleciation and Development (LGOP) and the People’s Government of Guangxi Zhuang Automous Region, organized by International Poverty Reduction Center in China, Poverty Alleviation Office of Guangxi and International Expo Affairs Bureau of Guangxi, and assisted by Guangxi Foreign Capital Poverty Reduction Project Management Center, This event brought together more than 100 participants including officia’s from 9 ASEAN member states (Brunei, Cambodia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam) and ASEAN Secretariat, poverty scholars from both home and abroad and representatives from international organizations and NGOs. Themes in the forum included policy, plans and actions to promote social development and poverty reduction and attain MDGs, impacts of food crisis and natural disasters Participants also visited poverty reduction projects in Guangxi This forum has achieved its intended outcomes, thus will give a boost to poverty reduction and social development in ASEAN and China.
On behalf of China, Mr. Zheng Wenkai. Deputy Director of LGOP delivered a keynote speech which centered on China’s rural poverty reduction practice and successful experience in the past 30 years, problems and challenges ahead as well as an outlook on China’s poverty reduction process.
Participants deliberated and adopted the Nanning Proposal of the 2nd China-ASEAN Forum on Social Development and Poverty Reduction which underlined different responsibilities of China and ASEAN policy makers, researchers and practitioners to promote the establishment of regional cooperation framework and respective mechanism as the regional attainment of MDGs.
Challenges and Visions
ASEAN countries and China is experiencing unbalanced development Economic instability brought by global market and natural disasters pose svere challenges to these countries in poverty reduction, We hope to build uo regional cooperation mechainsm to cushion the impact of price increases and natural disasters.
Responsibilities Of Parties Involved
Policy makers from these counties should take active measures such as to improve market system; to strengthen infranstructure; to increase investment on agriculture ;to intensify public service ssysten;to enhance disater prevention and emergency system ; to increase input on poverty reduction; to mobilize participation of various social forces encouraging the progress of poverty reduction ;to empower the poor towards self-reliance ;and to ensure that small holder farmers enjoy the benefits of higher food prices.
Pesearchers should strength investigations and research Practitiooners should exert great effort to carry out interventions on poverty reduction to facilitate the realization of the MDGs ,Relevant intemational organizations should strength technological assistance to the developing countries.increase input for poverty reduction ,and coordinate in estabilishing and improve the international asistance framduction.ework integrating poverty reduction.
Promote the Cooperation
Within the region, a regional cooperation framework should be explored, Exchagnges and cooperation among the countries should be intensified,Monitoeing of economic risks should be promoted to jointly defend against major economic risks and respond to regional natural disasters.
Outside the region, consultations with developed countries should be intensfied so thata the developed countries can play a more positive role.South-South cooperation should be promted to cooperate with other deeloping countries. Various development assistance organizations should be encouraged to conduct regional development assistance activeities within the region.
Follow-up Actions
The International Poverty Reduction Center in China (IPRCC) wiill make join efforts with relevant parties to constantly improve the mechanism of China-ASEAN Social Development &
Poverty Reduction Forum ,enbhance exchange,cooperation and capacitu buildign within the region ,and promote innovations in poverty reduction policy and capacity in reducing poverty of the countries,All follow-uo actions will take the diffenrences among countries into consideration,and meet the actual requirements ,We are looking forward to the consultation and participation from related stakehoiders in our folloe-up actions
Financial Report
In 2008 revenue source of IPRCC have presented diversification with a sound financial record, By the end of 2008, IPRC realized revenue amounting to RMB 73.4986 million, down by 45%against that of 2007, The actual expenses were RMB 65.628 million, accounting for 89% of the total revenue,The reduction in revenue was mainly due to the decrease funds for capital construction as the construction of IPRCC’s office building was drawing to an end.
In term of different sources and specific purpose,the revenue could be divided into four categories:(1)Staff wages,public expenses and project funds provided by Chinese government.The revenue in this category was RMB 4.4767 million, all of which were put to use1for specific activities.(2)funds of UNDP Projects, UNDP Project, namely The Project of Establishing the South-South Cooperation (which primary described as The Project of Capacity Building for Poverty Reduction in Developing and Transition Economics). The revenue in this category was RMB9.9648million,including RMB8.63million from the Chinese government,RMB1.3348 million from UNDP donation; a total of RMB 3.501 million was spent on the Project of Establishing the IPRCC, Document on the Project of Strengthening the Capacity of International Poverty Reduction Center in China for South-South Cooperation was signed in December 19,2009,and the Project would be carried out in 2009. The actual implementation rate of the Project of Establishing the IPRCC was 84.3% in 2008.(3)Funds from government-entrusted Projects of foreign assistance and joint activities with partners, The revenue in this regard reached RMB9.038 million, and the expense was RMB7.6321 million.(4) Capital construction fund of IPRCC’s office building, The budget in this regard in 2008 totaled RMB 50.0191 million, all of which was devoted to the construction of the building.
Other theme workshops
(1). March 4-6,2008,the workshop on Environmental Rehabilitation and Poverty Reduction in the karst Areas of Southwest China was hosted in Naning, Guangxi Zhuang Autonomous Region jointly by the International Poverty Reduction Center in China (IPRCC),the International Department of Ministry of Commerce, the Australian Government’s Overseas Aid Program (AusAID) , and the Poverty Reduction Office of Guangxi.
(2)March 27-28,2008,an international workshop title “Managing Aid Effectively; Lessons for China? ” was held in Beijing . It was co-orgainzed by CIDA and DFID , In collaboration with IPRCC and World Blank Institute .
(3)July 14-15,2008, International Policy Workshop on Wenchuan Earthquake Response ;Community-based Poverty Reduction in Remote Village was jointly held by the State Council leading Group Office of Poverty Alleviation and Development of China (LGOP) and DFID in Beijing.
(4)October 17-18,2008,Workshop on Social Policy and Development Social Policy and Development ; China in Comparative Perspective was jointly held by IPRCC, UNRISD and DFID in Beijing .
(5). December 19,2008, IPRCC,UNDP and CICETE , Ministry of Commerce jointly held a series of celebration activities for the 5 th UN South-South Cooperation Day in beijing ,There three were celebration activities, namely, the Inauguration Ceremony of IPRCC Building, Project Document Signing Ceremony of “Strengthening the Capacity of International Poverty Reduction Center in China for South-South Cooperation ” Workshop on Scaling up South-South Cooperation in Development and Poverty Reduction.
Delegations Sent Abroad
(1) January 21-31, 2008,IPRCC sent delegate to have a study tour on institutional internationalization ,The delegation visited the World Bank , United Nations Development Programme (UNDP) and International Food Policy Research Institute and Poverty Reduction .
(2) January 22-31 ,2008,IPRCC sent delegates to Cambodia and Malaysia to Investigate the international training needs and results evaluation.
(3) June 9-12,2008, delegates was sent to Kuala Lumpur of Malaysia to participate in the 7 th East Asia poverty Analysis and Data Initiative (PADI) Consultation Meeting and Regional Policy Seminar.
(4) October 15,2008,delegation was sent to participate in the 1 st ASEAN plus Three Senior Officials Meeting on Rural Development and Poverty Eradication (1 st SOMRDPE+3) held in Singapore .
(5) November 26 to December 6 , delegation was sent to Germany and UK to learn the international experience on post-disaster reconstruction and disaster reduction and prevention.
(6) December 9-14 ,2008,IPRCC sent delegates to Vietnam for attending the round-table Meeting on Sharing Sustainable Poverty Reduction-China a and Vietnam, The two sides exchanged ideas regarding issues of poverty eradication .
(7) December 15-17,2008,IPRCC sent delegations to visit respectively the Center for Chinese Studies (CCS) of the University of Stellenbosch in South Africa,and the Regional Office for Eastern and Southern Africa, the Canadian International Development Research Centre (IDRC) in Kenya , During the visits, the two groups explored chances of cooperation with the two institutes to jointly push forward the work of international poverty reduction ,A series of cooperation initiatives have been formulated .
(8) December 16-20 ,2008,IPRCC sent delegates to participate in the celebration activities for the UN South-South Cooperation Day.
International Training on Poverty Reduction
In2008,with the strong support form Ministry of Commerce and Ministry of Foreign Affairs of P.R China .IPRCC held 6 international training seminars for 35 developing countries, which were participated by 113 senior and middle level officials,Training Workshop on International Development Theories and Practices for the Directors of Provincial Poverty Reduction Offices was held for held for 50 leaders and practitioners of 28 provincial Poverty reduction offices, Remarkable effects were welected on the international Poverty reduction trainings and experiencess were gained.
Lectures are on the topics such as Achievements and Experiences of Development in China, Policiesand Practices of Poverty Reduction in China, the Management of Poverty Reduction Funds in China, China’s Reforms for Rural Poverty Reduction, the Relationship between Private Sector Development and Poverty Reduction in China, and the Government’s role, and China’s Urban Poverty and Poverty Reduction Strategy,etc.
Field visits of the trainings include project sites of industrial poverty reduction, resettlement,and labor transfer which are covered during the lecture
Promoting China-Africa Cooperation in Poverty Reduction
To further push forward China-Africa Cooperation and exchanged on poverty reduction, during December 10-13,2008 、, the Workshop on Development and Poverty Reduction in China1 and Africa ; Experience Sharing and International Cooperation jointly hosted by the International Poverty reduction Centre in China (IPRCC) and the Ministry of Finance and Economic Affairs of Tranzania, organized by Promotion of Rural Initiatives and Development Enterprises (PRIDE Tanzania ) was successfully held in Dar es Salaam, Tanzania.
The workshop received concrete support from UNDP,Would Bank,DFID,GTZ and other international organizations. Experts on poverty reduction and development from both China and abroad, Participants from Tanzanian government ministries,research institutes, and representatives from relevant international organizations and NGOs, with a number totaled 60, have attended the workshop,Mr Zhang Lei, Director-General of the Department of International Cooperation and Social Mobilization, LGOP, and Mr .Wu Zhong, Director General of IPRCC led the Chinese delegation to attended the workshop, During the workshop, participants exchanged experiences and lessons derived from poverty reduction and development endeavors by China-African counterparts, as well as international organizations. The Participants also discussed possibilities of cooperation on poverty reduction in Africa. Accordant proposals have been submitted and field visites were also realized ,In addition,the Chinese delegation,during the workshop, also exchanged cooperative initiatives with corresponding counterparts, and has reached cooperative prospect and common understandings.

The Projiect of Comparative Study of Poverty
Reduction in China and Africa supported by DFID
On March 28,2008.the Workshop on Poverty Reduction in China and Africa was held by IPRCC in
collaboration with China Agricultural University(CAU),DFID China Office and Oversras
Development lnstitute(ODI) of UK in Beijing. Preliminary findings of the Project Comparative Study
of Poverty Reduction and Modes in China and Africa was exchanged,remarks and suggestions
for theresearch output and collaboration in poverty reduction between China and Africa were brought
forwaed in the workshop,which laid a foundation for future collaboration between and
among different sides in improving the project output,especially for for furthe collaboration
in poverty reduction in Africa.
Asian Development Bank(ADB)Technical Assistance
Project:Strategic lnnovation and Networking on
Poverty Reduction and lnclusive Growth in Asia
The three-year thechnical assistance,Strategic lnnovation and Networking on Poverty
Reduction and lnclusive Growth inASIA, is conducted to establish a regional network of
research instituyions and policy makers in Asia and the Pacific to share knowledge on poverty reduction and
inclusive growth,and to upscale good practices in poverty reduction through improving knowledge
management and strengthening network links. The Asian Development Bank(ADB)has approved
the project to suppoet aims to link with other regional knowledge
networks on poverty such as the Pooverty Analysis and Data lnitiative(PADI).
This peoject was approved in 2008 and will be formally launched in 2009.
The Project of the China-DAC Study Group
China-DAC Study Group is a paroject initiated by State Council Leading Group Offce
of Poverty Alleviation and Developent of China, lnternational Poverty Reduction
Center in China and OECD Development Assistance Committee(OECD-DAC).The project is expected
to further up the review and extension of experiences in China andto better serve developing countries.particuarly
African countries.IT is desihned to review the developing cooperation of OECD menmbers in China to draw on
the experiences and lessons;and also reciew China`s development cooperation in Africa
and its impact onpoverty reduction.To push forward these tasks,both sides had ameeting
in May 2008 and exchanged ideas on the study group and other cooperative areas on
povertu reduction IPRCC wikk begin in2009 and last from 2009 to 2010.

IPRCC’S Office Building Completed and Put into Use
It took nearly 3years for the construction of the IPRCC’s building from project initiation to completion IPRCC signed the Sale Agreement of IPRCC Building in early 2006, The building was successfully topped off in November 2006 and was put into use at the end of August 2008 ,It has 22floors with a total floor area of 23000 square meters , consisting of offices and facilities for exchanged and training activities, It Provided a solid physical guarantee for IPRCC ‘s business and future development.
In 2009, the institutional development of IPRCC was greatly improved ,The leadership has been strengthened with eight divisions in place , namely, Research Division, Exchange Division, Cooperation Division, Training Division ,Information Division, General Affairs Division, Administration Division and Finance Division.

. BOT Events in 2008
The Third Meeting of the Board of Trustees of the International Poverty Reduction Center (IPRCC) was held on April 7,2008 in Beijing,The meeting was chaired by Mr. Liu Jian, the Chairman of BOT and was attented by representatives of BOT members and member agencies, The meeting reviewed and approved the Report on IPRCC’s Work in 2007 and Work Plan for 2008 delivered by the Managing Director of IPRCC, Thr meeting also discussed issues concerning Strategic Research Plan of IPRCC in China (2008-2010) and the Research Report on Strategy for Internationalisation of IPRCC.
November 21-24,2008,a delegation headed by Liu Jian, Chairman of BOT of IPRCC, composed representatives from International Department of the Ministry of Foreign Affairs , Chinese Association for International Understanding,CICETE, UNDP China , and IPRCC visited Hunan Province for a study tour of local pilot projects on poverty reduction , Mr. Zhang Chunxian,Head of Hunan Province, met with delegation members.

The Project of strengthening the Capacity of international Poverty Relation Centre in China for South-South Cooperation was jointly initiated by the Chinese Government and United Nations Development Programme. This four-year project will be started from 2009 to 2012 with a total project amount of four million US dollar. The Project is desigined to enhance IPRCC’s Capacity to implement exchange and cooperation activities on international Poverty reduction and development so as to strengthen its institutional structure ,enlarge its cooperation , increase efficiency, and expand its influence, IPRCC will play a more important role in promoting the South-South Cooperation to fulfill its mandate, as was indicated by Chinese President Hu Jintao , to contribute to worldwide poverty reduction
Lectures Delivered by Experts
Four lectures were delivered successfully to strengthen institutional capacity and improve the leam‘s capacity.
On February 29 th,Mr.Arjan de Haan, Social Development Advisor of DFID China was invited to give a lecture titled Why is International Development Assistance Contested.
On April 7 th ,Prof David Lewis from London School of Economics gave a lecture on the development of NGOs and their impact on poverty reduction and social development across international community.
On April 27 th, Prof, Zang Rihong from College of Economics and Management ofChina Agricultural University, was invited to deliver a lecture on western economics.
On April 7 th ,Prof,Zhu Qizhen from College of Humanities and Development of China Agricultural University,was invited to deliver a talk on rural sociology.
Activities Organized to Foster Team Spirit
A variety of activities were organized by IPRCC,which greatly enriched the staff’s off hours. On , January 25, 2008 staff performed a well-prepared song and dance show at the celebration event for Chinese New Year organized by LGOP,which showed an organized with all staff participating to carry forward the Olympic spirit and build up the staff’s physical fitness.
Financial Report
In 2008 revenue source of IPRCC have presented diversification with a sound financial record, By the end of 2008, IPRC realized revenue amounting to RMB 73.4986 million, down by 45%against that of 2007, The actual expenses were RMB 65.628 million, accounting for 89% of the total revenue,The reduction in revenue was mainly due to the decrease funds for capital construction as the construction of IPRCC’s office building was drawing to an end.
In term of different sources and specific purpose,the revenue could be divided into four categories:(1)Staff wages,public expenses and project funds provided by Chinese government.The revenue in this category was RMB 4.4767 million, all of which were put to use1for specific activities.(2)funds of UNDP Projects, UNDP Project, namely The Project of Establishing the South-South Cooperation (which primary described as The Project of Capacity Building for Poverty Reduction in Developing and Transition Economics). The revenue in this category was RMB9.9648million,including RMB8.63million from the Chinese government,RMB1.3348 million from UNDP donation; a total of RMB 3.501 million was spent on the Project of Establishing the IPRCC, Document on the Project of Strengthening the Capacity of International Poverty Reduction Center in China for South-South Cooperation was signed in December 19,2009,and the Project would be carried out in 2009. The actual implementation rate of the Project of Establishing the IPRCC was 84.3% in 2008.(3)Funds from government-entrusted Projects of foreign assistance and joint activities with partners, The revenue in this regard reached RMB9.038 million, and the expense was RMB7.6321 million.(4) Capital construction fund of IPRCC’s office building, The budget in this regard in 2008 totaled RMB 50.0191 million, all of which was devoted to the construction of the building.
