Our ideal – Commitment to poverty reduction and improvement of people’s well-being
“The flowers blossom even better this year than the last one.” The year 2011 marked the beginning of the 12th Five-year Plan, and also a year of great significance in China’s poverty reduction and development history. In 2011, LGOP held the Exhibition on Achievements of China’s Rural Poverty Reduction and Development in the New Century; the Central Committee of the CPC and the State Council released the Outline for Development-oriented Povverty Reduction in Rural China(2011-2020), and convened the central working conference on poverty reduction and development. With the guidance of LGOP and support from member organizations of its Board of Trustees, IPRCC has continued to serve China’s national diplomatic strategy and poverty reduction roadmap in its concerted efforts to make constant new progress in the big arena of international poverty reduction. Making contributions to the global fight againt poverty remains its core mission..
In 2011, IPRCC further summed up the effects, modes and experience of China in poverty reduction and development in a systematic manner, strengthened theoretical research, improved the training system, innovated the exchange mechanism, promoted poverty reduction cooperation, built and expanded the information service network, and provided all kinds of support to policy-makers, theoretical researchers and development practitioners across the world. Based in China, we look beyond to the world and make our due contributions to the global anti-poverty fight while promoting the sustained development of China’s own poverty reduction cause at home.
In 2011, tChina decided to set the new national poverty alleviation line at 2,300 yuan in farmers’ per capita net income (at constant price of 2010), which signified that China had sounded the trumpet to declare a war against poverty.This further encourages us to focus on our work with a down-to-earth manner and constantly advance the international poverty reduction cause to new and higher stages.

China’s President Hu Jintao and Mozambique’s President Armando Guebuza Present at the Signing Ceremony of “China-Mozambique Qinghua Poverty Reduction Cooperation Center”
August 10, 2011 --- On behalf of International Poverty Reduction Center in China (IPRCC), Mr. Zheng Wenkai, Deputy Director(Minister) of LGOP and member of IPRCC BOT signed the “Memorandum of Understanding on Joint Establishment of China-Mozambique Qinghua Poverty Reduction Cooperation Center” with Ministry of Planning and Development of the Republic of Mozambique and China Kingho Energy Group Co., Ltd. at the People’s Great Hall. President Hu Jintao and President of the Republic of Mozambique Armando Guebuza attended and witnessed the signing ceremony.
October 17th Poverty Reduction and Development Forum Held in Beijing (High-level International Forum)
2011 Global Poverty Reduction and Development Forum was held in Beijing on Oct. 17th, which marks the 18th International Day for the Eradication of Poverty. The Forum,jointly hosted by China’s LGOP and the UN System in China, brought together more than 300 representatives from over 30 countries including government officials, policy-makers, development practitioners, and other members of the international community, who exchanged ideas on how to accelerate sustainable poverty reduction in China and across the world. Chinese Vice-Premier and Head of the State Council Leading Group of Poverty Alleviation and Development, Mr. Hui Liangyu delivered a speech at the opening ceremony, and UNDP Administrator, Ms. Helen Clark also addressed the forum. LGOP Director (Minister) Fan Xiaojian made a keynote speech at the forum.
The 5th China-ASEAN Forum on Social Development and Poverty Reduction Convened in Jakarta (High-level Regional Forum)
September 14 to 16, 2011 --- The 5th China-ASEAN Forum on Social Development and Poverty Reduction was held in Jakarta, the capital city of Indonesia. Mr. Li Jinhua, Vice Chairman of CPPCC and Honorary President of China Association of Poverty Alleviation and Development addressed the opening ceremony.
Launched in 2007, the 1st China-ASEAN Forum on Social Development and Poverty Reduction was successfully held in Nanning, Guangxi Zhuang Autonomous Region in China. Over the past five years, the forum has become an annual exchange platform to boost social development and poverty reduction between China and ASEAN countries, and has had positive effects on regional stability and prosperity.
The 4th China-Africa High level Experience-Sharing Program on Agriculture and Rural Development Held in Beijing (High-level Program)
September 4 to 9, 2011 --- The opening ceremony of the 4th China-Africa High level Experience-Sharing Program on Agriculture and Rural Development co-sponsored by China’s Ministry of Commerce (MOFCOM), Ministry of Finance (MOF), LGOP and the World Bank (WB) and organized by IPRCC was convened in Beijing. Several Chinese and foreign dignitaries including Mr. Hu Jinglin, Assistant Minister of MOF, Mr. Fan Xiaojian, Director (Minister) of LGOP, Mr. Yu Yingfu, Counselor of the Department of Aid to Foreign Countries of MOFCOM, Mr. Justin Yifu Lin, Senior Vice President and Chief Economist of WB and Gabriel TOYI, Director of the Office of Second Vice President of Burundi, addressed the opening ceremony.

A Delegation Headed by LGOP Director Fan Xiaojian Visited Indonesia and Malaysia
September 13 to 22, 2011 --- Invited by the Indonesian State Ministry of National Development Planning and Malaysian Ministry of Women, Family and Community Development, a delegation headed by Mr. Fan Xiaojian, LGOP Director(Minister), paid an official visit to the two countries. During the visit, Director Fan also participated in the China-ASEAN Forum on Poverty Reduction and Social Development and delivered a keynote speech entitled “China’s Achievements in Poverty Reduction in the Past Decade and the Prospect of Poverty Alleviation and Development in the Coming Decade”. Relevant officials and staff from LGOP and IPRCC joined the visit.
Deputy Director of LGOP Wang Guoliang Led a Delegation to Visit Columbia and Peru
September 10 to 20, 2011 --- Under the bilateral anti-poverty cooperation agreement China signed with Columbia and Peru, as invited by the Columbia’s Presidential Agency for Social Action and International Cooperation (Accion Social) and the Peruvian Council of Ministers Presidium Office, Mr. Wang Guoliang, Deputy Director(Minister) of LGOP led a delegation to visit Columbia and Peru.
During their visit to Columbia, the delegation had a talk with Mr. German Quiroga, Director of the Special Department of Poverty Reduction of Accion Social and his team, and the two sides reached a consensus on matters of personnel exchanges, establishment of an online knowledge-sharing platform, and post-disaster reconstruction. During their visit to Peru, the delegation held talks with Maria Elena Juscamaita Aranguena, Director of the Peruvian Council of Ministers Presidium Office. Deputy Director Wang Guoliang introduced China’s poverty reduction work and proposed suggestions on conducting the bilateral MOU on poverty reduction cooperation. Peru side expressed that the new Peru government attached great importance to poverty alleviation and would be willing to further promote bilateral poverty reduction exchanges and cooperation.

January 5, 2011 --- LGOP Deputy Director(Minister) Zheng Wenkai met with a delegation headed by Ajay Chhiber, Director of UNDP’s Asia-Pacific Bureau. The two sides exchanged views on how to deepen and expand their cooperation. Li Chunguang and Liu Shuwen, Director General and Deputy Director General of Department of International Cooperation and Social Mobilization, LGOP, Xu Hui, then Director General, Huang Chengwei, Deputy Director General of IPRCC, Ms Renata Lok Dessallien, UN Resident Coordinator and UNDP Resident Representative in China, and Subinay Nandy, the then UNDP China Country Director, attended the meeting.
Director General Li Chunguang Met with the Delegation of Tajikistan
August 16, 2011 --- Li Chunguang, Director General of Department of International Cooperation and Social Mobilization of LGOP met with the delegation of Tajikistan and exchanged ideas on cooperation with Mr. Latifov Anvar, Head of the delegation and Director of the Secretariat of Ministry of Economic Development and Trade of the Republic of Tajikistan. IPRCC Deputy Director General He Xiaojun and relevant representatives of National Development Bank, UNDP China and Exchange Division of IPRCC attended the meeting.
IPRCC Deputy Director General Huang Chengwei Attended “The 3rd ASEAN Plus Three Senior Officials Meeting on Rural Development and Poverty Eradication (SDMRDPE+3)”
January 27 to 28, 2011 --- On behalf of LGOP, Mr. Huang Chengwei, Deputy Director General of IPRCC, and Ms. Li Xin, Deputy Director of Exchange Division of IPRCC, were invited to attend “The 3rd ASEAN Plus Three Senior Officials Meeting on Rural Development and Poverty Eradication (SDMRDPE+3)” convened in Bangkok by the Ministry of Interior of Thailand. The theme of the event was: “Empowering the Poor: Sustainable Solution for Combating Poverty and Inequality”. The Interior Minister of Thailand presided over the opening ceremony and delivered a speech. A total of more than 60 people attended the event, including high-level officials from ten ASEAN countries, the ASEAN Secretariat, China, Japan and South Korea.

Research: Write a new chapter for the applied poverty reduction research
In 2011, IPRCC advanced various research projects (e.g. “Summarization of poverty reduction experience”, “Analysis of poverty reduction strategies”, “Comparison between poverty reduction modes”, “Collection of poverty reduction documents”, etc.), continuously summed up and innovated the development and poverty reduction strategies, modes, results and experience of the international community, sorted out the findings of the international poverty reduction theory research and policy analysis, conducted comparative studies on the poverty reduction modes adopted by China and other major developing countries and regions, and provided technical support to the policy makers, theoretical researchers and development practitioners in the area of poverty reduction at home and abroad. In addition, we produced some major research works around the year, including 18 issues of International Poverty Reduction Briefing, 12 issues of Working Paper, and 12 issues of Research Reports in Chinese; also, we published an array of quality research reports and ten books, including Economic Transition and Poverty: China’s Experience and the Implications to the Development of Africa, Public Service of Conditional Cash Transfer and Poverty Reduction, Handbook of the Compilation of Poverty Reduction Cases, among others; furthermore, we published six papers in some core journals of and outside China.
International Symposium “Enterprise Development and Economic Transformation: Creating the Enabling Environment” Held in Addis Ababa
February 16, 2011 --- The Fourth International Symposium of China - DAC co-organized by IPRCC and OECD Development Assistance Committee themed “Enterprise Development and Economic Transformation: Creating the Enabling Environment” was convened at African Union Conference Center in Addis Ababa, Ethiopia. The Chairperson of Commission of African Union Mr. Jean Ping, Ethiopian Minister of Industry Tadesse Haile, Director of the OECD Development Assistance Committee Mr. Jon Lomoy, Chinese Ambassador to Ethiopia Mr. Gu Xiaojie, DG of LGOP Department of International Cooperation and Social Mobilization Mr. Li Chunguang, , and the then IPRCC Director General Mr. Xu Hui attended the opening ceremony.The Second International Roundtable on China-Africa Health Collaboration Convened, China - South-South Health Collaborative Research Alliance Established
February 11, 2011 --- The Second International Roundtable on China-Africa Health Collaboration was convened at China Institute of International Studies. At the opening ceremony, Academician Han Qide, Vice Chairman of the Standing Committee of NPC and Chairman of Central Committee of the Jiu San Society, declared the establishment of “China - South-South Health Collaborative Research Alliance” and inaugurated the Alliance. On behalf of IPRCC, one of the founding members of China - South-South Health Collaborative Research Alliance, IPRCC Deputy Director General He Xiaojun was present at the unveiling ceremony. Dr. Wang Xiaolin, Director of Research Division of IPRCC, delivered a keynote report “China’s Foreign Aid for Health Human Resources: Experience and Implications”. Dr. Zhang Deliang of IPRCC, who participated in the keynote report research, and Oxford University intern Zhu Jiming attended the meeting.
A Joint Workshop on Poverty Reduction in China’s New Development Stage Co-organized by IPRCC and UNDP
February 25, 2011 --- A joint workshop on the “Challenges and Responses to Poverty Reduction in China's New Development Stage 2011-2020” was co-organized by IPRCC and UNDP in Beijing. Mr. Zheng Wenkai, Deputy Director(Minister) of LGOP, and Ms. Renata Lok Dessallien, the UN Resident Coordinator in China, attended the workshop and delivered a speech respectively.
Workshop on Interim Results of “Research on Present Situation and Mode of Calamity-avoiding Agriculture in Impoverished Minority Areas in Wulingshan and Development Policy Suggestions” Held in Beijing
February 26, 2011 --- “Research on Present Situation and Mode of Calamity-avoiding Agriculture in Impoverished Minority Areas in Wulingshan and Development Policy Suggestions” was held in Beijing. IPRCC Deputy Director General Dr. Huang Chengwei presided over and addressed the meeting, and made concluding remarks as well.
The Fourth Workshop on “Disaster Risk Management and Studies of Theoretical Methods for Poverty Reduction” Opened in Beijing
February 27, 2011 --- The Fourth Workshop on “Disaster Risk Management and Studies of Theoretical Methods for Poverty Reduction” was held by IPRCC. More than 20 experts and scholars from IPRCC, UNDP, Mercy Corps, Peking University, Beijing Normal University, Minzu University of China, Huazhong Normal University, Southwest University for Nationalities, Sichuan Agricultural University and China Poverty Alleviation Magazine attended the event. IPRCC Deputy Director General Huang Chengwei presided over the workshop.
“International Seminar on Disaster Risk Management and Poverty Reduction: Theory and Practice” Convened in Beijing
April 14 to 15, 2011 --- “International Seminar on Disaster Risk Management and Poverty Reduction: Theory and Practice—Development-oriented Poverty Reduction and Sustainable Development in Disaster-hit Areas in the Post-Reconstruction period” was successfully held in Beijing. It was co-hosted by IPRCC and United Nations Development Programme (UNDP). Hai Bo, Director General of Development Guidance Department of LGOP, and Mr. Napoleon Navarro, Deputy Country Director of UNDP China, addressed the opening ceremony. Dr. Huang Chengwei, Deputy Director General of IPRCC, attended the event and delivered a keynote speech.

June 8, 2011 --- The policy symposium on “Economic Transformation and Poverty Reduction: How It Happened in China, Helping it Happen in Africa”, co-organized by IPRCC and the OECD Development Assistance Committee was convened in Beijing. Mr. Li Chunguang, Director General of Department of International Cooperation and Social Mobilization, LGOP, and Mr. Brian Atwood, Chairman of the CECD Development Assistance Committee respectively delivered a speech at the opening ceremony.
IPRCC Deputy Director General He Xiaojun Attended “IFORD 2011 Annual Meeting”
June 29 to July 1, 2011 --- Ms. He Xiaojun, Deputy Director General of IPRCC, and Ms. Li Linyi from Research Division attended 2011 Annual Meeting of the International Forum of Research Donors (IFORD) held in Bogor, Indonesia. Representatives from the World Bank, World Health Organization, the Australian Agency for International Development (AusAID) and other bilateral and multilateral international agencies, research institutes and private sectors from China, India, Indonesia, Thailand, United States, France and Tanzania attended the event.
IPRCC Held the 6th Celebrity Forum
July 5, 2011 --- The 6th IPRCC Celebrity Forum --“Multidimensional Poverty Measurement: Overview and Country Practice” was held in Beijing. Dr Sabina Alkire, Director of the Oxford Poverty and Human Development Initiative (OPHI) was invited to deliver a lecture at the forum. More than 70 people attended the forum, including representatives from the LGOP and its subordinated units, domestic scientific research institutes, relevant international organizations and embassies as well.

July 6 to 8, 2011 --- the Twelfth Australian Annual Social Policy Conference – “Seminar on Social Policy in Complex World & China’s Social Policy” was held at the University of New South Wales. It was sponsored by University of NSW Social Policy Research Centre, and more than 500 people attended the event. Training: Common progress through experience sharing and mutual learning
With the purpose of building the capacity of the developing countries and regions for self development, and based on the global poverty reduction needs, IPRCC provided further international poverty reduction training to share china’s successful experience in poverty reduction. The training covered a wide range of areas from theories, policy measures, research methodologies to practical skills relavent to poverty reduction and development. By the end of 2011, IPRCC had hosted 41 sessions of international poverty reduction seminars targeted at the developing countries, which were attended by 1,054 officials and development practitioners from 95 countries in total; we also developed a series of international poverty reduction training materials, prepared teaching materials for 13 universities, and completed the 21 textbook drafts in Chinese; we strengthened the construction of international poverty reduction field trip bases, and built two new training bases in Shanxi and Jiangxi provinces on top of existing ones in Sichuan, Gansu, Hubei and Guangxi; we increased our efforts in the area of mid- and long-term training, including providing degree education in collaboration with universities, participating in the formulation and execution of foreign student training and education plans and curriculum design of various partner universities, and arranging foreign students to widely take part in our workshops.

April 13 to 26, 2011 --- The opening ceremony of “Seminar on the MDGs and Sustainable Poverty Reduction for Government Officials from Francophone Africa” sponsored by the Ministry of Commerce and organized by IPRCC was convened in Beijing. It was chaired by Xu Hui, then Director General of IPRCC. Yu Yingfu, Deputy Director General of Department of Foreign Aid, Minister of Commerce, and Li Chunguang, Director General of Department of International Cooperation and Social Poverty Reduction of LGOP, addressed the opening ceremony.

May 25 to June 7, 2011 --- The opening ceremony of the “Seminar on Development-oriented Poverty Alleviation and Practice for Officials from Francophone Africa” sponsored by the Ministry of Commerce and organized by IPRCC was held in Beijing. IPRCC Deputy Director General He Xiaojun chaired the opening ceremony, and Deputy Director of Department of International Cooperation and Social Poverty Reduction Liu Shuwen made remarks on the opening session.

June 16 to 29, 2011 --- “Seminar on Rural Development and Poverty Reduction for Tanzanian Officials” sponsored by the Ministry of Commerce and organized by IPRCC was held in Beijing. The event was chaired by IPRCC Deputy Director General Wei Chongjin. Director of Department of International Cooperation and Social Mobilization of LGOP, Li Chunguang, addressed the opening ceremony. Deputy Minister of Finance of Tanzania Mr. Skywards Ame Sadai delivered a speech on behalf of the participants.

June 20 to 29, 2011 --- “Seminar on Financing Experience of China’s Micro and Small Enterprises” organized by IPRCC, supported by United Nations Development Programme (UNDP) and China International Centre for Economic and Technical Exchanges (CICETE) and co-organized by Jiangsu Changshu Rural Commercial Bank and Suzhou Deshi Financial Consulting Co., Ltd. took place in Beijing. The opening ceremony was chaired by Mr. Zhang Huidong, Chief of Training Division of IPRCC. Wei Chongjin, IPRCC Deputy Director General and Na Hua, UNDP Acting Country Director made remarks respectively in the opening session. Mr. Tewodros Workineh, Technical Advisor of Ethiopian Ministry of Finance and Economic Development, on behalf of all the participants, also delivered a speech.

July 13 to 26, 2011 --- “Seminar on Comprehensive Poverty Reduction Based on Integrated Rural and Urban Development for Asian Governmental Officials” sponsored by the Ministry of Commerce and organized by IPRCC was convened in Beijing. The opening ceremony was chaired by IPRCC Deputy Director General Wei Chongjin. Deputy Director of Department of International Cooperation and Social Mobilization of LGOP, Liu Shuwen, addressed the opening ceremony. Camilo G Gudmalin, Assistant Secretary-General of the Philippines Department of Social Welfare and Development (DSWD) delivered a speech on behalf of the participants.
“The Third China-IFAD South-South Cooperation Workshop” Held in Beijing
July 21 to 27, 2011 --- The “Third China-IFAD South-South Cooperation Workshop” sponsored by Ministry of Finance of P.R.C and International Fund for Agriculture Development (IFAD) and organized by IPRCC was held in Beijing. More than 30 representatives from IFAD, China and the IFAD member states attended the event. Zheng Xiaosong, Director General of Department of International Affairs, Ministry of Finance, IFAD President Kanayo F. Nwanze and then IPRCC Director General Xu Hui addressed the opening ceremony. Wu Jinkang, Deputy Director General of Department of International Affairs, Ministry of Finance chaired the opening ceremony.

August 17 to 30, 2011 --- “Seminar on Formulation and Implementation of Poverty Alleviation Plan for Developing Countries” sponsored by the Ministry of Commerce of P.R.C and organized by IPRCC was convened in Beijing. The opening ceremony was chaired by IPRCC Deputy Director General Wei Chongjin. Li Chunguang, Director of Department of International Cooperation and Social Mobilization of LGOP addressed the opening ceremony and Mr. Guxi Sama Kumar from Planning Commission of Bangladesh delivered a speech on behalf of the participants.

October 13 to 17, 2011 --- With the support of the Ministry of Foreign Affairs of the People’s Republic of China, “Seminar on China-ASEAN Rural Poverty Alleviation: Policy and Practice”, hosted by IPRCC and co-organized by Hubei Poverty Relief Office, opened in Wuhan, Hubei Province. Assistant Director General of IPRCC Wang Shu, Vice President of Huazhong Agricultural University Chen Xingrong, and Deputy Director of Hubei Poverty reducation Office Zhang Jie attended the opening ceremony and delivered speeches. Hard•Wiwaha, Head of the Plan and Information Division of Skill Development Department of the Ministry of Labour of Thailand, addressed the meeting on behalf of the attendees.
The Seminar on International Development Theories and Practices for Senior Officials from Provincial Poverty Reduction Agencies of China (2011) Held in Beijing
October 16, 2011 --- The Seminar on International Development Theories and Practices for Senior Officials from Provincial Poverty Reduction Agencies of China 2011, hosted by IPRCC and sponsored by the United Nations Development Program (UNDP) and China International Center for Economic and Technical Exchanges (CICETE) was held in Beijing. “Seminar on Theory and Practice of International Development (Poverty Reduction) for Asian Countries” Held in Chengdu
November 17 to 24, 2011 --- “The Seminar on Theory and Practice of International Development (Poverty Reduction) for Asian Countries” was held in Chengdu, Sichuan province. With the support of the Chinese Ministry of Foreign Affairs (MOFA) and Ministry of Finance (MOF), the workshop was hosted by IPRCC, organized by the Sichuan Provincial Poverty Reduction and Immigration Bureau, and co-sponsored by the Foreign Capital Poverty Reduction Project Management Centre of the Sichuan Provincial Office of Poverty Reduction and Development. Mr. Sun Shan, First Secretary of MOFA’s Department of Asian Affairs, Mr. Wei Chongjin, Deputy Director General of IPRCC, Mr. Liu Weijia, Deputy Head of the Sichuan Provincial Poverty Reduction and Immigration Bureau, attended and addressed the opening ceremony. Seminar on “Capacity Building in Poverty Reduction” Held in Manila, Philippines
November 17 to 29, 2001 --- Seminar on “Capacity Building in Poverty Reduction” took place at the Malayan Plaza Hotel in Manila, capital of the Philippines. This training activity was sponsored by IPRCC, organized by the Department of Social Welfare and Development (DSWD) and Asian Department Bank (ADB), and supported by the United Nations Development Programme (UNDP) and China International Center for Economic and Technical Exchanges (CICETE). Ms. Parisya Hashim Taradji, Assistant Secretary of DSWD addressed the opening ceremony, and IPRCC Assistant Director General Wang Shu also delivered a speech on behalf of the sponsor and all trainees.
The 3rd High-level Seminar on PRC-ADB Knowledge Sharing Platform Held in Beijing
November 8 to 11, 2011--- Co-sponsored by China’s Ministry of Finance (MOF) and Asian Development Bank (ADB) and organized by IPRCC, the 3rd High-level Seminar on PRC-ADB Knowledge Sharing Platform themed “Agriculture and Rural Development: Improving Farm Production and Rural Livelihoods” was held in Beijing. Participants exchanged their views on special topics covering “Modern Agriculture and Value Chain Extension”, “Agricultural Technology Research and Popularization”, “Rural Infrastructure and Green Rural Development” and “Rural Financial Development”. Based on close cooperation with its BoT members, IPRCC actively interacted with international poverty reduction organizations to enlarge its cooperation network and establish new work relations and partnerships. We successfully held the Oct 17th Global Poverty Reduction and Development Forum, China-ASEAN Forum on Social Development and Poverty Reduction, and China-Africa Poverty Reduction and Development Conference. By the end of 2011, we had received over 60 foreign visiting delegations and expanded our influence in Southeast Asia, South Asia and the neighboring countries through constant exchanges and seminars.

April 18, 2011 --- Fan Xiaojian, Director(Minister) of LGOP met with the Indonesian Parliamentary Delegation headed by H. Gondo Radityo Gambiro, Vice Chairman of the 8th Indonesian Congressional Committee. Mr. Fan introduced LGOP’s major functions, key targets of China’s poverty reduction and the relevant measures. He also answered the enquiries of the delegation. Finally, Mr. Fan announced that LGOP would jointly hold the fifth China-ASEAN Forum with Indonesia Development Planning Agencyin Jakarta in September, 2011.
LGOP Director Met with the Delegation Headed by Union Minister for Labor and Social Welfare, Relief and Resettlement of Myanmar
November 9, 2011 --- Mr. Fan Xiaojian, Director (Minister) of LGOP met with the visiting five-member delegation headed by U Aung Kyi, Union Minister for Labor and for Social Welfare, Relief and Resettlement of Myanmar. Mr. Fan was requested to give a brief introduction about China’s poverty reduction organizational structure, and China’s policies, achievement and experience in how to address the problem of surplus rural labor force by promoting the development of township and village enterprises and small- and medium-sized ones. During the meeting, both sides said they will further strengthen experience sharing and cooperation in the field of poverty reduction.

IPRCC actively extended its cooperative relations with African, Latin American and Asian countries. We signed the related cooperation agreements with Mali, Benin, Tanzania, Columbia and Mozambique, as well as a strategic cooperation agreement with China Kingho and China-Africa Agricultural Investment Co., Ltd.. We also established China-Tanzania Poverty Reduction Center in Tanzania and set up a community development demonstration study center in Peiyapeiya Village, Morogoro Province of Tanzania. We carried out cooperation in multiple forms such as personnel exchange, cooperative research, capacity building and pilot demonstration.

IPRCC Research Group Conducted Field Research in Tanzania
January 10 to 16, 2011 --- A research group composed of Programme Officer Tong Lang of IPRCC, Wu Jin and Wang Yihuan, and two experts from China Agricultural University, went to Peiyapeiya Village, Morogoro Province, Tanzania for field research. With the assistance of Peiyapeiya Villagers’ Committee and China State Farms Agribusiness (Group) Corporation Tanzania Ltd. Sisal Farm, the research group visited local farmers and agricultural production facilities and held talks with the Villagers’ Committee and relevant representatives of the villagers. Members of the research group learned the production and living conditions of local farmers in detail. At the mean time, they asked for farmers’ views on developing agricultural production and improving infrastructure in the village. What the research group learned during the investigation in the village will be taken as basis for IPRCC to conduct community development programmes in the village.

Colombian Guests Visited IPRCC
Mr. Germán Quiroga, Director of the Special Department of Poverty Reduction of Columbia’s Presidential Agency for Social Action and International Cooperation (Accion Social), and Ms. Camila Aguilar, Advisor of the Social Prosperity Advisory Group of Columbia’s Presidential Agency, were invited to China to attend the 10.17 Poverty Reduction and Development Forum this year. With the ardent support of various related parties, IPRCC has continuously enhanced its information service capacity, improved its website, poverty reduction database, online service, online video conference and other information platforms, and constantly strengthened its long distance training capability. A network platform for international poverty reduction information exchange and sharing has been preliminarily established. Under the wide attention and support given by various social circles, IPRCC has also improved its external publicity and exchange work, and strengthened the collection of China’s experience in poverty reduction.
Edited and published the Yearbook of China’s Poverty Reduction and Development
Entrusted by LGOP, IPRCC edited and published the Yearbook of China’s Poverty Reduction and Development (2011) which includes 175 paper contributions, 138 pictures and 1.16 million words all together. The yearbook has been submitted to the Standing Committee of the Political Bureau of the CPC Central Committee, the CPC Central Committee, the National People’s Congress, the State Council and the Chinese People’s Political Consultative Conference, distributed to the member organizations of LGOP, the relevant state ministries and commissions, the leading groups of poverty reduction and development of various provinces (autonomous regions and municipalities), the related bodies for east-west cooperation and the fixed-point poverty reduction agencies, and given away to several hundreds of organizations including the press, universities, scientific research institutes, public welfare organizations, advanced poverty reduction enterprises and international organizations. In order to reinforce the publicity efforts, we also arranged to translate and publish the English version of the yearbook.
Following the arrangements made by LGOP, IPRCC is actively preparing for the compilation of Chinese Poverty Reduction History in an effort to systematically review the country’s poverty reduction and development course over the past 30-odd years and summarize its sophisticated experience and practice in this field.

From June 1 to June 3, 2011, the review meeting of “Yearbook of China’s Poverty Alleviation and Development (2011)” was held in Taiyuan, Shanxi Province.
Constantly improved the website management
In 2011, the informationalization work was further advanced by designing three business segments (training, exchange and cooperation) of IPRCC website, which enriched the column contents and enhanced the timeliness of information.
In order to strengthen the distance training function, the website newly added the module of training resources as well as the function of distance data retrieval, providing convenience for relevant personnel both at home and abroad to log on. Other new modules included exchange overview and partners, with the former integrating such thematic pages of 10.17 Poverty Reduction and Development Forum, China-Africa Poverty Reduction and Development Conference, ASEAN Forum, Celebrity Forum, and the latter clearly showcasing the situation and results of international exchanges and cooperation conducted by IPRCC.
Advanced the building of poverty reduction database
IPRCC initiated the input of textual materials in poverty reduction database, and plans to input 300 Chinese documents, including 62 poverty reduction-related papers written by eight experts – Li Xiaoyun, Li Anshan, Tang Jun, Li Zhou, He Wenping, Ren Jinzhen, Wang Libin, and Zhouli, as well as 238 others selected by the Compilation of China’s Poverty Study Materials. 1,500 English documents are also arranged and chosen from the published papers of the World Bank, UNDP, WFP and other international organizations. The materials of the said database will be formally put on line in the first half of 2012.
Enhanced the publicity of IPRCC
The multimedia demonstration system of IPRCC was constructed, compiling and inputting such modules as About Us, Important Documents, Video, Publications, Events in Focus, Latest Developments, IPRCC Website, Partner Evaluation, Pictures, etc. for visitors’ reference. In addition, Volume 48 (Chinese) and Volume 36 (English) of China and Foreign Poverty Reduction Briefing, and Volume 22 of IPRCC Work Briefing were edited and published.
Hosted online video conferences
IPRCC hosted five video sessions directly with Paris, and attended the GDLN and CDDLN online video conferences organized by the World Bank via its Beijing Office and CEInet video conferencing server, reaping favorable results; five big events, including “Celebrity Forum - Multidimensional Poverty Measurement: Overview and Country Practice”, China-Africa High level Experience-Sharing Program, Seminar on Formulation and Implementation of Poverty Alleviation Plan for Developing Countries, Seminar on the MDGs and Sustainable Poverty Reduction for Government Officials from Francophone Africa, Seminar on Rural Development and Poverty Reduction for Tanzanian Officials, were broadcast live, expanding the social influence of IPRCC’s major events.

June 16, 2011 --- Fan Xiaojian, Director(minister) and Party Secretary of LGOP visited IPRCC to inspect and gave guidance to its campaign themed “excellence achievement, “dual settings (Party organizations and Party members shall set responsibilities and objectives) and dual commitments” (grassroots Party organizations shall make a commitment to Party members and the masses, and Party members shall also make a commitment to Party organizations and the masses), “dual reports (Party branch secretaries shall report the Party building work to the higher Party organizations, and Party branch secretaries and branch committee members shall report the Party building work to the Party organizations at the corresponding level) and “dual appraisals” (Party members’ appraisal of the activities of Party branch leaders and the democratic appraisal of Party members). Zhen Wenkai, Deputy Director and Party Committee Secretary of LGOP and other comrades with the Party Committee joined the inspection.
IPRCC and FCPMC Organized a Training Session for New Outline
July 13, 2011 --- In order to further comprehend the guideline of the Outline for China’s Rural Poverty Reduction and Development (2011-2020), IPRCC and the Foreign Capital Project Management Center (FCPMC) organized a training session for the new Outline, and invited Ms. Su Guoxia, Deputy Director of LGOP’s Department of Policy and Regulation to give a supplementary lecture. The session was chaired by IPRCC then Director General Xu Hui and attended by FCPMC Director Ou Qingping, IPRCC Deputy Director General He Xiaojun and cadres and staff from both units. This session was not only a specific action taken by IPRCC and FCPMC to implement the Circular on Seriously Studying and Thoroughly Implementing the Guideline of Document Zhongfa [2011] No. 10 issued by the State Council, but also a critical initiative to promote the exchanges and collaboration between the Party branches of the two centers and to jointly achieve excellence.

IPRCC Set to Study the Guideline of the National Poverty Alleviation Meeting and the New Poverty Alleviation Outline
December 2, 2011 --- IPRCC Deputy Director General Huang Chengwei presided over a staff meeting, and, on behalf of the Center’s leadership, mobilized the staff members to study the national poverty alleviation meeting guideline and the new poverty alleviation outline. He also gave interpretations on issues concerning the two aspects.
IPRCC Held the Seminar on the Study of the National Poverty Alleviation Meeting Guideline
In order to further study and implement the national poverty alleviation meeting guideline, IPRCC drafted a specific study plan. Currently, it has organized three thematic Q&As and two expert lectures and divided IPRCC staff into five study groups for learning discussions. On December 29, 2011, IPRCC held the Seminar on the Study of the National Poverty Alleviation Meeting Guideline. Five study groups discussed their group’s learning status and outcomes. Seven representatives spoke at the meeting, sharing with others what they had learned and understood from different perspectives. Mr. Huang fully affirmed the achievements of the seminar, referring to the study conducted by various groups as having “generated profound understanding, been well prepared, taken various forms, had fruitful exchanges and produced obvious effects”.

4. January 20, 2011 --- “Yearbook of China’s Poverty Alleviation and Development (2010)” Summarizing and 2011 Yearbook Compilation Preparatory Meeting was held in Beijing. IPRCC Deputy Director Zheng Wenkai presented at the meeting and put forward specific requirements on the compilation.
5. January 25, 2011 --- IPRCC Deputy Director General Huang Chengwei visited the Department of African Affairs, Ministry of Foreign Affairs (MOFA) to have in-depth discussion with Counselors Wang Shiting and Guo Wei in charge of the “Forum on China-Africa Cooperation” (FOCAC) on how to make better use of the exchange and cooperation in the poverty reduction field under the FOCAC framework.
6. January 27 to 28, 2011 --- On behalf of LGOP, Mr. Huang Chengwei, Deputy Director General of IPRCC, was invited to attend “The 3rd ASEAN Plus Three Senior Officials Meeting on Rural Development and Poverty Eradication (SDMRDPE+3)” convened in Bangkok by the Ministry of Interior of Thailand. He delivered speeches on three topics at the opening and closing ceremonies.

1. February 11 to 12, 2011 --- The Second International Roundtable on China-Africa Health Collaboration was convened in Beijing. Academician Han Qide, Vice Chairman of the Standing Committee of NPC and Chairman of Central Committee of the Jiu San Society, declared that "China - South-South Health Collaborative Research Alliance" was established and inaugurated the Alliance. IPRCC became one of the founding members of China - South-South Health Collaborative Research Alliance. Wang Xiaolin, Director of Research Division of IPRCC, delivered a keynote report titled “China’s Foreign Aid for Health Human Resources: Experience and Implications”.
2. February 14 to 17, 2011 --- According to the instructions of the leadership of the State Council and the arrangements of the coordination group of the “Poverty Alleviation and Development of Big and Small Liangshan Mountains and AIDS Prevention and Treatment Pilot Program”, LGOP Deputy Director Wang Guoliang led a study group of 14 ministry and commission delegates to Liangshan prefecture, Sichuan province. As scheduled by LGOP, Deputy Director General Huang joined in the research as an expert.

February 16 to 18, 2011 --- The Fourth International Symposium of China - DAC co-organized by IPRCC and OECD Development Assistance Committee themed “Enterprise Development and Economic Transformation: Creating the Enabling Environment” was convened at African Union Conference Center in Addis Ababa, Ethiopia
4. February 19 to 22, 2011 --- A delegation headed by Mr. Li Chunguang, Director General of LGOP’s Department of International Cooperation and Social Mobilization went to Mozambique for a field research on poverty alleviation and development, together with three IPRCC representatives including Xu Hui, IPRCC then Director General.
5. February 25, 2011 --- A joint workshop on the “Challenges and Responses to Poverty Reduction in China’s New Development Stage 2011-2020” was co-organized by IPRCC and UNDP in Beijing. Mr. Zheng Wenkai, Deputy Director of LGOP, and Ms. Renata Lok Dessallien, the UN Resident Coordinator in China addressed the ceremony.
6. February 26, 2011 --- “Research on Present Situation and Mode of Calamity-avoiding Agriculture in Impoverished Minority Areas in Wulingshan and Development Policy Suggestions” was held in Beijing. More than 20 domestic and foreign experts and scholars from the LGOP, IPRCC, UNDP, Mercy Corps, Peking University, Beijing Normal University, Minzu University of China, Huazhong Normal University, Southwest University for Nationalities and Sichuan Agricultural University attended the event.

1. March 9 to 10, 2011 --- The International Workshop on “China’s Investment in Africa” was convened at Department of Politics and International Relations, St Hugh’s College of Oxford University. Chinese representatives included Mr. Qin Gang, Minister and Chief Member of Chinese Embassy to the UK, and Mr. Wang Xiaolin, head of Research Division, IPRCC.
2. March 15, 2011 --- On the morning, Mr. Liu Xinsheng, Chinese ambassador to Tanzania, and his wife paid a visit to IPRCC. LGOP Deputy Director Zheng Wenkai, IPRCC Deputy Director Generals, Huang Chengwei and He Xiaojun, met with Ambassador Liu and his wife. Relevant staff of Cooperation Division attended the event.
3. March 22, 2011 --- LGOP Deputy Director Zheng Wenkai met with the Bangladesh delegation. The delegation was headed by Md. Abdul Aziz, Director General of Bangladesh Prime Minister’s Residence. March 29, 2011 --- On the morning, LGOP Deputy Director Zheng Wenkai, held talks with Vice-Minister Li Jinjun of International Liaison Department of the CPC Central Committee (also Executive Vice President and General Secretary of Chinese Association for International Understanding). They conducted discussions on the cooperative feasibility between LGOP and International Liaison Department of the CPC Central Committee in the field of poverty alleviation. .

March 28 to April 5, 2011 --- In order to strengthen the staff’s capacity building and well understand the advanced international theory and practices on poverty reduction and development, with the approval of the LGOP and the relevant leader of IPRCC, the Center sent staff to participate in the International Training Course on “Innovation Policy for Promoting Inclusive Growth” held at World Bank headquarters in Washington, DC, the USA. This event was re-organized by the World Bank Institute and Korea Development Institute.
2. April 13 to 26, 2011 --- The opening ceremony of “Seminar on the MDGs and Sustainable Poverty Reduction for Government Officials from Francophone Africa” sponsored by the Ministry of Commerce and organized by IPRCC was convened in Beijing.
3. April 14 to 15, 2011 --- “International Seminar on Disaster Risk Management and Poverty Reduction: Theory and Practice—Development-oriented Poverty Reduction and Sustainable Development in Disaster-hit Areas in the Post-Reconstruction period” was held in Beijing.
4. April 18, 2011 --- The signing ceremony of Strategic Cooperation Framework Agreement between IPRCC and China-Africa Agricultural Investment Co., Ltd. was held in the big meeting-room of IPRCC. Deputy Director General He Xiaojun presided over the signing ceremony. Xu Hui, then Director General, Liu Shuwen, Deputy Director General of Department of International Cooperation and Social Mobilization of LGOP, Liu Lianjun, Chairman of China-Africa Agricultural Investment Co., Ltd. and Dr. Zhao Yuqin, the Party Committee Secretary, attended the event.
5. April 18, 2011 --- Fan Xiaojian, Head of LGOP met with the Indonesian Parliamentary Delegation headed by H. Gondo Radityo Gambiro, Vice Chairman of the 8th Indonesian Congressional Committee. Mr. Fan introduced LGOP’s major functions, key targets of China’s poverty reduction and the relevant measures. He also answered the enquiries of the delegation.
6. April 20 to 29, 2011 --- In order to further promote and implement China-Africa exchanges and cooperation in poverty reduction, IPRCC delegation headed by Zheng Wenkai, Deputy Director of LGOP visited Zimbabwe and Tanzania.
7. April 21, 2011 --- The signing ceremony of the “Strategic Cooperation Framework Agreement in International Poverty Reduction between IPRCC and China Qinghua Group” was held successfully in IPRCC. 1. June 1 to 3, 2011 --- The review meeting of “Yearbook of China’s Poverty Alleviation and Development (2011)” was held in Taiyuan, Shanxi Province. The event was chaired by IPRCC Deputy Director General Wei Chongjin. Deputy Secretary-General of Shanxi provincial government Wang Chun addressed the meeting. Nearly 70 people attended the event, including then IRPCC Director General Xu Hui, China Financial and Economic Publishing House Editorial Director Lu Guangde, and representatives from the poverty alleviation offices of various provinces (autonomous regions, municipalities) and relevant provincial or municipal collaboration offices as well.
2. June 8, 2011 --- The policy symposium on “Economic Transformation and Poverty Reduction: How It Happened in China, Helping it Happen in Africa”, co-organized by IPRCC and the OECD Development Assistance Committee was convened in Beijing.
3. June 16 to 29, 2011 --- “Seminar on Rural Development and Poverty Reduction for Tanzanian Officials” sponsored by the Ministry of Commerce and organized by IPRCC was held in Beijing.

June 16, 2011 --- Fan Xiaojian, Director and Party Secretary of LGOP visited IPRCC to inspect and gave guidance to its campaign themed “excellence achievement, “dual settings (Party organizations and Party members shall set responsibilities and objectives) and dual commitments” (grassroots Party organizations shall make a commitment to Party members and the masses, and Party members shall also make a commitment to Party organizations and the masses), “dual reports (Party branch secretaries shall report the Party building work to the higher Party organizations, and Party branch secretaries and branch committee members shall report the Party building work to the Party organizations at the corresponding level) and “dual appraisals” (Party members’ appraisal of the activities of Party branch leaders and the democratic appraisal of Party members). Zhen Wenkai, Deputy Director and Party Committee Secretary of LGOP and other comrades with the Party Committee joined the inspection.

June 17 to 18, 2011 --- In order to commemorate the 90th anniversary of the founding of the Communist Party of China (CPC), carry forward the campaign to achieve excellence, mobilize the cadres and staff, and boost the sound and fast development of IPRCC, a field trip “reviewing the history of the CPC and promoting the work of achieving excellence” was organized.

June 27 to 28, 2011 --- The International Symposium on “Coordination of Poverty Reduction and Environmental Quality: Explore Creative Solutions” sponsored by the French Development Agency (AFD) and Veolia Environment Institute and co-organized by five agencies including IPRCC and the International Union for Conservation of Nature (IUCN) was convened in Paris.
8. June 29, 2011 --- A four-member delegation of IPRCC headed by then Director General Xu Hui paid a visit to the headquarter of the OECD in Paris and exchanged views with Brian Atwood, Chairman of the OECD Development Assistance Committee (DAC) and Jon Lomoy, Director of OECD-DAC on how to promote Phase II Activity of China-DAC Study Group.

2. August 11, 2011 --- On the morning of August 11, Mozambique’s First Lady Mrs. Maria da Luz Dai Guebuza visited IPRCC. September 10 to 20, 2011 --- Under the anti-poverty bilateral cooperation agreement China signed with Columbia and Peru, as invited by the Columbia’s Presidential Agency for Social Action and International Cooperation (Accion Social) and the Peruvian Council of Ministers Presidium Office, Wang Guoliang, Deputy Director (Minister) of LGOP led a delegation to visit Columbia and Peru. IPRCC also sent a delegation to visit such places.
4. September 13 to 22, 2011 --- Invited by the Indonesian State Ministry of National Development Planning and Malaysian Ministry of Women, Family and Community Development, a delegation headed by Fan Xiaojian, LGOP Director(Minister) paid an official visit to the two countries. Mr. Li Jinhua, Vice Chairman of CPPCC and Honorary President of China Association of Poverty Alleviation and Development and Mr. Fan Xiaojian, LGOP Director (Minister) addressed the opening ceremony. Mr. Agung Laksono, Coordinating Minister of Social Welfare of Indonesia, Ms. Armida Alisjahbana, State Minister for National Development Planning of Indonesia, Mr. Sayakane Sisouvong, Deputy Secretary-General of ASEAN, Ms. Ursula Schaefer-Preuss, ADB Vice-President, and Ms. Beate TRANKMANN, UNDP Indonesia Country Director were also present at the event.
6. September 14 to 15, 2011 --- “Zoom-in on Poverty” Global Photo Contest, co-launched and sponsored by UNDP and the Xinhua News Agency was held in Beijing. IPRCC Deputy Director General Wei Chongjin accepted the invitation to serve as a member of the Selection Committee.

September 15, 2011 --- Mr. Zheng Wenkai, Deputy Director of LGOP, met with a visiting delegation headed by Mr. HS Dillon Special Envoy of Indonesian President, who also serves as Special Assistant to the President of Indonesia for Poverty Alleviation. The two sides held talks on China-Indonesia exchanges and cooperation on issues of poverty reduction. Liu Shuwen, Deputy Director General of International Cooperation and Social Mobilization Department of LGOP, and Wei Chongjin, IPRCC Deputy Director General were also present at the meeting.
8. September 25 to 29, 2011 --- A delegation headed by Ms. He Xiaojun, Deputy Director General of IPRCC and Ms. Li Xin, Deputy Chief of Exchange Division was invited to visit the Asian Development Bank (ADB) and talked on how to deepen the long-term strategic cooperation with ADB and applyfor ADB assistance projects.

October 16, 2011 --- The Seminar on International Development Theories and Practices for Senior Officials from Provincial Poverty Reduction Agencies of China 2011, hosted by IPRCC and sponsored by UNDP and China International Center for Economic and Technical Exchanges (CICETE) was held in Beijing.
3. October 17, 2011 --- Mr. Fan Xiaojian, Minister of LGOP, made a keynote speech in 10.17 Poverty Reduction and Development Forum.
4. Mr. Germán Quiroga, Director of the Special Department of Poverty Reduction of Columbia’s Presidential Agency for Social Action and International Cooperation (Accion Social), and Ms. Camila Aguilar, Advisor of the Social Prosperity Advisory Group of Columbia’s Presidential Agency, were invited to China to attend the 10.17 Poverty Reduction and Development Forum this year.
5. October 23 to 27, 2011 --- IPRCC-OECD working group arrived in Tanzania and started to conduct their field research on Tanzania’s agricultural and rural development conditions.
6. October 28 to 31, 2011 --- The working group of IPRCC went to a Village in the Kilosa District of the Morogoro Region to visit a small-scale community agricultural development pilot project launched by the center. The working group further put in place the project execution plan and provided on-site training to the village government staff, agricultural technology extension personnel and local villagers.
7. October 28, 2011 --- The Workshop on Carbon Finance and Low Carbon Poverty Reduction Mode hosted by IPRCC was held in Beijing.
November:
1. November 2, 2011 --- Zheng Wenkai, Deputy Director of LGOP, met with the visiting delegation headed by Mr. Imran Khan Niazi, Chairman of Pakistan Tehreek-e-Insaf (Movement for Justice), briefed them on China’s experience in poverty alleviation and development since the reform and opening-up over three decades ago, and was invited to give an introduction to China’s rural land system reform, implementation of the contract responsibility system and its poverty reduction effects.
2. November 7, 2011 --- Ms. He Xiaojun, Deputy Director General of IPRCC, met with a visiting delegation headed by Mr. Mukhtar Abubakar Tafawa Balewa, Special Senior Assistant to Nigerian President and Head of the Nigerian National Poverty Reduction Project.

5. November 9, 2011 --- Mr. Fan Xiaojian, Director (Minister) of LGOP met with the visiting five-member delegation headed by U Aung Kyi, Union Minister for Labor and for Social Welfare, Relief and Resettlement of Myanmar.
6. November 17 to 24, 2011 --- The Seminar on Theory and Practice of International Development (Poverty Reduction) for Asian Countries was held in Chengdu, Sichuan province. With the support of the Chinese Ministry of Foreign Affairs (MOFA) and Ministry of Finance (MOF), the workshop was hosted by IPRCC, organized by the Sichuan Provincial Poverty Reduction and Immigration Bureau, and co-sponsored by the Foreign Capital Poverty Reduction Project Management Centre of the Sichuan Provincial Office of Poverty Reduction and Development.
7. November 17 to 29, 2011 --- Seminar on “Capacity Building in Poverty Reduction” took place at the Malayan Plaza Hotel in Manila, capital of the Philippines. This training activity was sponsored by IPRCC, organized by the Department of Social Welfare and Development (DSWD) and Asian Department Bank (ADB), and supported by the United Nations Development Programme (UNDP) and China International Center for Economic and Technical Exchanges (CICETE).
8. November 21, 2011 --- IPRCC Chief Technical Adviser Dr. Salehuddin Ahmed delivered a special report to its staff members upon invitation, which was one of the training series on staff capacity building. More than 40 members were present, including Deputy Director General Huang Chengwei.

November 23 to December 7, 2011 --- The Seminar on the Management and Utilization of International Development Aid for Nigerian Officials hosted by the Ministry of Commerce (MOFCOM) and organized by IPRCC was opened in Beijing. December 2, 2011 --- IPRCC Deputy Director General Huang Chengwei presided over a staff meeting, and, on behalf of the Center’s leadership, mobilized the staff members to study the national poverty alleviation meeting guideline and the new poverty alleviation outline. He also elaborated on issues concerning the two aspects.

During the meeting, Dr. Huang Chengwei, IPRCC Deputy Director General, delivered a thematic presentation titled New Characteristics of Poverty Alleviation and Development in the New Phase, and Director Wang Xiaolin (Ph.D.) from the Research Division decoded the new poverty line standard.
3. December 29, 2011 --- IPRCC held the Seminar on the Study of the National Poverty Alleviation Meeting Guideline. Five study groups discussed their group’s learning status and outcomes. Seven representatives spoke at the meeting, sharing with others what they had learned and understood from different perspectives. Mr. Huang fully affirmed the achievements of the seminar, referring to the study conducted by various groups as having “generated profound understanding, been well prepared, taken various forms, had fruitful exchanges and produced obvious effects”.
Financial Report
Remarkable achievements were made in all kinds of work in 2011. The f sources were gradually expanded, funds of various descriptions run well and budgets for projects were strictly implemented as required. IPRCC hereby reports its financial statements of its revenues and expenditures in 2011 as follows:
By the end of 2011, the annual revenue of IPRCC was 41.3544 million yuan.
Due to funding resources received from different channels, the IPRCC revenues fall into three main categories:
(I) The revenue from financial budget on personnel, public funds and funds for special projects was 22.5328 million yuan, or 54% of the total.
The revenue from the UNDP projects (including the government cost-sharing) was 4.226 million yuan, or 10% of the total.
The revenue from other items was14.5956 million yuan, or 36% of the total.

IPRCC and FCPMC Jointly Hosted a Reading Seminar
December 20, 2011 --- IPRCC and the Foreign Capital Project Management Center (FCPMC) jointly held a reading seminar, which was another pair-off activity after the badminton friendly match. Young delegates from the two centers gathered together and had a pleasant afternoon, exchanging their reading experience and sharing the joy of reading.
IPRCC Invited Expert to Give a Lecture on China-Zambia Relations
December 28, 2011 --- In order to further study and implement the national poverty alleviation meeting guideline and as a part of the centralized learning activity, IPRCC invited Zhao Haihan, Director of Political Department at Chinese Embassy to Zambia to give a lecture on China-Zambia relations. The lecture was chaired by IPRCC Deputy Director General He Xiaojun.
IPRCC and FCPMC Organized a Badminton Friendly Match
September 28, 2011 --- With view to promoting joint Party branch development, IPRCC and the Foreign Capital Project Management Center (FCPMC) had a badminton friendly match at Beijing Beite Badminton Fitness Center.

February 3, 2012 --- IPRCC hosted a Spring Festival tea party for all its staff members who gathered together to exchange and share the achievements made in the previous year, and express their expectation for the coming year. Those who celebrated the Lantern Festival with IPRCC staff were relevant leaders with LGOP’s Departments of Personnel and Administration, Planning and Finance, Policy and Regulation, International Cooperation and Social Mobilization, Development Guidance as well as the Party Committee.
