Global Poverty Reduction and Development Forum Annual Meeting 2012
17 October 2012 --- As part of the commemoration of the 20th International Day for the Eradication of Poverty, the Leading Group Office of Poverty Alleviation and Development (LGOP) and the UN System in China hosted the “Global Poverty Reduction and Development Forum”, which was co-organized by IPRCC and UNDP China in Beijing. 28 Chinese and foreign minister-level delegates and more than 300 representatives from domestic and overseas government agencies, international organizations, research institutions, foreign embassies in China, social groups, business circles and media attended the event.Hui Liangyu, Member of the Political Bureau of the CPC Central Committee, Vice Premier of the State Council, and Head of the State Council Leading Group Office of Poverty Alleviation and Development (LGOP), addressed the opening ceremony.
After a message from the UN Secretary-General Ban Ki-moon addressed to the forum was read, both UN Under-Secretary-General for Economic and Social Affairs, Wu Hongbo and Indonesian State Minister for National Development Planning ,Armida Salsiah Alisjahbana, for their parts, proceeded to address the opening ceremony.
Deputy Head of the State Council Leading Group Office of Poverty Alleviation and Development and LGOP Minister Fan Xiaojian chaired the opening ceremony and delivered a keynote speech at the forum.
Amartya Sen, Professor at Harvard University and 1998 Nobel laureate in economics was invited to give a keynote speech at the forum.
With the theme for the year 2012 event focusing on “Inclusive Development and Poverty Reduction”,, the forum kept to global development trends and major challenges. Focusing on the core agenda of developing people-oriented inclusive and sustainable development policies, participants had in-depth discussions over a range of important topics, such as promoting inclusive development, improving the quality of economic growth and facilitating sustainable poverty reduction, and putting forward constructive opinions and suggestions on China’s implementation of the Outline for Development-oriented Poverty Reduction for China's Rural Areas (2011-2020) as well as the realization of the UN Millennium Development Goals.
China-Africa Poverty Reduction and Development Annual Conference 2012.
28 July 2012--- The China-Africa Poverty Reduction and Development Conference was held in Dar-es-Salaam, the capital of Tanzania. Both Fan Xiaojian, LGOP Minister and Deputy Head of the State Council Leading Group Office of Poverty Alleviation and Development and Jakaya Kikwete, President of the United Republic of Tanzania addressed the meeting. China’s ambassador to Tanzania LYU Youqing (lower left), and Sierra Leonean Deputy Minister of Finance and Economic Development Momodu Kargbo (lower right) also delivered their speeches at the opening ceremony. Headed by Minister Fan Xiaojian, a 34-member delegation selected from six ministries and commissions including the State Council Research Office, Ministry of Foreign Affairs, National Development and Reform Commission, Ministry of Commerce and three research institutions all attended the conference.
The meeting, organized on the theme: “Agricultural Modernization and Poverty Reduction”, was co-hosted by IPRCC and the Tanzania President’s Office Planning Commission, with the purpose of China and Africa sharing their experiences in agricultural development, and finding approaches to promoting poverty reduction through agricultural modernization and development cooperation. More than 120 representatives, involving government officials and scholars from China and eight African countries, as well as delegates from businesses, civil society organizations and international organizations (including UNDP, the World Bank, DFID, etc.) attended the meeting.
The “China-Africa Poverty Reduction and Development Conference” was a crucial event initiated by IPRCC and UNDP for promoting exchanges and cooperation between the two sides. The first session, co-hosted by IPRCC, UNDP and the Ethiopian government, was held in Ethiopia’s capital Addia Ababa, while the second was held in Shenzhen China. It has become a crucial platform for sharing development experience between China and Africa.
The sixth China-ASEAN Forum on Social Development and Poverty Reduction Annual Meeting 2012
26 September 2012--- The “6th China-ASEAN Forum on Social Development and Poverty Reduction” took place in Liuzhou, Guangxi, China. This event was hosted by the LGOP and the People’s Government of Guangxi Zhuang Autonomous Region, organized by IPRCC, the Poverty Alleviation Office of Guangxi Zhuang Autonomous Region and Guangxi Liuzhou Municipal People’s Government, and supported by ASEAN Secretariat, UNDP, The Chinese Association for International Understanding, China International Center for Economic and Technical Exchanges, ADB, ESCAP, and Guangxi International Expo Affairs Bureau. Over 100 participants attended the forum, including government officials, experts, scholars, and media staff from China and ASEAN countries, representatives of China foreign invested enterprises, NGOs and international organizations. The forum, themed “China and ASEAN: Inclusive Development and Poverty Reduction”, advocated for the elimination of social exclusion and institutional barriers, and the creation of a more favorable development environment for the poor by promoting equal development opportunities and regional trade; moreover, it suggested that the fruits of economic growth and development be shared more and more with the poorer people in society through better income distribution.

After the close of the forum, participants visited industry-led poverty alleviation sites, including the Lubi Grade Base, a health clinic and a nursing home in Taiyangcun Town.
Report on the LGOP Delegation’s visit to Mozambique, headed by Minister Fan Xiaojian
21 July 2012 --- A LGOP delegation led by Fan Xiaojian, LGOP Minister and Deputy Head of the State Council Leading Group Office of Poverty Alleviation and Development, paid a visit to Mozambique. The delegation was composed of members from LGOP, IPRCC, the State Council Research Office, NDRC, the Ministries of Commerce and Foreign Affairs.

During his visit, Fan met with Mozambican Prime Minister Aires Ali, and other high level officials including the Minister of Development and Planning, Aiuba Cuereneia and the Minister of Women and Social Action, Iolanda Cintura. He also attended the inauguration ceremony of “The China-Mozambique Kingho Poverty Reduction Cooperation Center”; as well as the “Seminar on China-Mozambique Poverty Reduction Policy”.
2. Inauguration ceremony of “The China-Mozambique Kingho Poverty Reduction Cooperation Center”
23 July 2012--- The inauguration ceremony of “The China-Mozambique Kingho Poverty Reduction Cooperation Center” was held during a grandiose ceremony which took place at the Polana Hotel in Maputo, the capital of Mozambique. Approximately 80 people attended the inauguration ceremony, including a delegation led by LGOP Minister Fan Xiaojian, representatives of China Kingho Group, as well as officials from Mozambique’s Ministry of Planning and Development, Ministry of Science and Technology, Ministry of Health, Ministry of Agriculture and Mozambican First Lady’s Office. The inauguration ceremony marked the official start of the exchanges and cooperation in the field of poverty reduction between the two countries. Just as the head of the Chinese delegation and LGOP Minister Fan Xiaojian pointed out, it was indeed “a major event and a significant milestone in China-Mozambique relations since the founding of The China-Mozambique Kingho Poverty Reduction Cooperation Center” which symbolizes the official setting up of a platform for China-Mozambique exchanges and cooperation on poverty reduction”.
3. “Seminar on China-Mozambique Poverty Reduction Policy”
The “Seminar on China-Mozambique Poverty Reduction Policy”, co-sponsored by IPRCC and the Ministry of Planning and Development of Mozambique and supported by The China Kingho Group, was held in Maputo. The seminar was chaired by IPRCC Deputy Director General Huang Chengwei. LGOP Minister Fan Xiaojian delivered a keynote speech at the opening ceremony, and Mozambican Minister of Development and Planning, Aiuba Cuereneia addressed the opening ceremony. Experts from China and Mozambique explained their respective national policies on poverty reduction and rural development, and relevant issues were discussed by representatives. This seminar marked the first activity after the establishment of “The China-Mozambique Kingho Poverty Reduction Cooperation Center”. Participants came to a consensus that both China and Mozambique were still faced with severe challenges on their road to development and revitalization; that the Chinese government was willing to share its experience with the government and people of Mozambique and to work with its counterpart to address those challenges and to seek common development. The success of the seminar provided an opportunity and platform for advancing the exchanges and cooperation on poverty reduction between the two countries in the future.On 24 July 2012,, LGOP Minister Fan Xiaojian led the delegation to visit “The China-Mozambique Kingho Poverty Reduction Cooperation Center” and took photos with the staff of The China Kingho Group’s Mozambican Branch.
Report on LGOP Minister Fan Xiaojian’s visit to The China-Tanzania Village-level Learning Center for Poverty Reduction
1. LGOP Minister Fan Xiaojian Attends the Inauguration Ceremony of “China-Tanzania Village-level Learning Center for Poverty Reduction”
2. Concept and objectives of the Learning Center for Poverty Reduction
Peiyapeiya Village Learning Center for Poverty Reduction is one of the most important activities conducted by IPRCC for promoting China-Tanzania poverty reduction exchanges and cooperation and it is also the first village-level demonstration program established in Africa. It has a range of objectives including solving the prominent issues in agricultural production through field demonstration and strengthening the learning and management abilities of village-level organizations and villagers in general, and increasing agricultural productivity and farmers’ income to reduce poverty by conducting diversified small-scale demonstration activities. The demonstration program includes capacity building, technical training, agricultural demonstration, small-scale processing and mini irrigation as well as village infrastructure construction. The program was launched in April 2011. Until now, a learning center and public drinking water and healthcare facilities have been set up, village roads have been refurbished, and corn planting demonstration and multiple villager trainings have been conducted. In 2012, the corn yield of model households involved in corn planting demonstration was twice as many as the local average.
The delegation visited the newly completed learning center and public drinking water facilities, and learned about program implementation by model households. The delegates also visited a sisal farm, its affiliated hospital and staff club owned by the Tanzanian Branch of China-Africa Agricultural Investment Co., Ltd.
Report on the Rio+20 side meeting held on the sidelines of the UN Conference on “International Cooperation on Poverty Reduction in the Context of the MDGs”
18 June 2012 --- Prior to the opening of the U.N. Conference on Sustainable Development, LGOP, Brazil’s Ministry of Social Development and Fight Against Hunger (MDS), UNDP and GIZ(GIZ may refer to: Deutsche Gesellschaft für Internationale Zusammenarbeit, the German Society for International Cooperation) jointly held a Rio+20 side meeting on the elimination of poverty in Rio, Brazil. More than 200 delegates from China, Brazil, UNDP and GIZ took part in the meeting. The overall theme of the meeting was “International Cooperation on Poverty Reduction in the Context of the MDGs”. It was divided into three discussion topics, namely: “Overview of China and Brazil’s poverty reduction strategies”, “International Exchanges and Cooperation on Poverty Reduction”, and “Escaping the Strange Cycle of Poverty, Disasters and Environmental Degradation – Major Findings of the China-Germany Technical Cooperation Projects for Post-Disaster Economic Restoration”.
Du Ying, Chairman of the Chinese Preparatory Committee of the U.N. Conference on Sustainable Development and Vice Chair of the National Development and Reform Commission, together with Tiago, Brazilian Secretary of State for poverty reduction affairs, attended the first session and delivered their opening speeches. Vice Minister Zheng Wenkai of LGOP chaired the event.
The Chinese and Brazilian representatives explained their own countries’poverty reduction strategies and signed the “Action Plan for Cooperation between LGOP and MDS on Overcoming Extreme Poverty (2012-2014)”.
The session, themed, “Escaping the Strange Cycle of Poverty, Disasters and Environmental Degradation”, was chaired by Mr. Thomas, GIZ China Representative Office Project Manager. LGOP Vice Minister Zheng Wenkai and GIZ Executive Director Christopher Bell made the opening remarks. Huang Chengwei, IPRCC Deputy Director General, and Mr. Graham Meadows, former Director General of Regional Policy of the European Commission respectively, delivered their keynote speeches..

On17 October 2012, LGOP Minister Fan Xiaojian met with UN Under-Secretary-General for Economic and Social Affairs, Wu Hongbo at the “Global Poverty Reduction and Deelopment Forum Annual Meeting 2012” and awarded him a letter of appointment as IPRCC Senior Advisor. Two days later, Wu was invited to address the 7th Celebrity Forum organized by IPRCC, and gave a keynote speech titled “Current Trend of Development, Post 2015 Development Agenda and UN’s Role”. IPRCC Deputy Director General He Xiaojun presided over this this event which was attended by nearly a 100 delegates from Beijing-based ministries and commissions, research institutions, related international organizations and foreign embassies in China.
R&D of Spatial Information System for Poverty Alleviation Project Launch
A National Key Technology R&D Program known as “Key Technologies for Poverty Alleviation Spatial Information System and Their Applications” designed by the LGOP, was approved by the Ministry of Science and Technology in 2012. The program focuses on “R&D of Spatial Information System for National Poverty Alleviation”.
Chaired by LGOP Vice Minister Zheng Wenkai, the program kick-off meeting was held on 10 October 2012 in Beijing. The joint-study program is being carried out by five institutions, namely, IPRCC, Capital Normal University, The Institute of Geographic Sciences and Natural Resources Research of China Academy of Sciences (CAS), The Planning & Design Institute of the Ministry of Agriculture and The Sino-Japan Friendship Centre for Environmental Protection. , A total of 19.17 million yuan has been earmarked as a national sci-tech support fund for the project.

On 5 November 2012--- The “China-Africa Experience-Sharing Program on Micro, Small and Medium Enterprises Financing and Inclusive Growth”, sponsored by the Ministry of Finance, the Ministry of Commerce, LGOP and the World Bank, and organized by IPRCC in joint collaboration with UNDP and China International Center for Economic and Technical Exchanges, was held in Beijing. About 80 people were invited to attend the conference, including senior government officials from Burundi, Ethiopia, Guinea-Bissau, Malawi, Nigeria and Malaysia, senior representatives of international organizations such as the World Bank, International Finance Corporation, UNDP, and others from domestic ministries and commissions, financial and scientific institutions.Zheng Xiaosong, Assistant Minister of Finance, Zheng Wenkai, Vice Minister of LGOP, Luo Hong, Deputy Secretary of Academy for International Business Officials (AIBO), Wu Zhuojin, World Bank's Chief Economist for China, Mongolia and Korea in the East Asia and Pacific Region, and Steven Sabey, UNDP China Assistant Country Director, addressed the opening ceremony. During this program, participants went on a field trip to Anhui Province to learn about the status quo of MSME financing and development.
Delegates from various countries attended an investigative research workshop at the Anhui Commercial Bank and visited some of its Micro, Small and Medium Enterprises (MSME) clients.
Delegates visited Anhui Feixi Rural Commercial Bank Zipengshan Branch and interviewed loan business customers.
Since 2008, the China-Africa Experience-Sharing Program has been held for four consecutive sessions, and gained fruitful achievements. It has served as a critical platform for enhancing the mutual exchanges and discussions on development issues between China and Africa and promoting the South-South knowledge cooperation.

Research: Writing a new chapter in poverty reduction studies and applied research
IPRCC consolidated its progress in various research projects (e.g., summarization of poverty reduction experience, analysis of poverty reduction strategies, comparison of poverty reduction modes), continuously summed up China’s development and poverty reduction strategies, modes, results and experience of China and other countries, carried out the text summarization of the findings of international poverty reduction theory research and policy analysis, conducted comparative studies on the poverty reduction modes adopted by China and those of other major developing countries and regions. The main research projects recently conducted include: R&D of Spatial Information System for National Poverty Alleviation; poverty related problems facing special groups (such as the elderly and children) and the urbanization process; growth quality and inclusive growth, green growth and poverty reduction; overview of poverty reduction in various countries of the world, international development aid and development cooperation. In 2012, IPRCC edited and printed 18 issues of Brief on International Poverty Reduction Studies, 12 issues of Research Report, and 12 issues of Working Paper (English version); published 9 Chinese and English books including Economic Transformation and Poverty Reduction: How It Happened in China, Helping it Happen in Africa (policy report and summing-up report, two volumes), Discovery Report: Emerging Issues and Findings for Child Welfare and Protection in China (2012), Theory and Frontier Issues in International Poverty Reduction, The Quality of Growth and Poverty Reduction in China, International Study on the Development of Micro-finance, The Measurement of Poverty: Theories and Methods, Research on Public Policies for Pro-poor Growth (in both Chinese and English); and published 13 academic papers in world renown publications such as International Studies, Economic Review, Problems of Agricultural Economy and other core periodicals, in addition to People’s Daily newspaper.

26 November 2012 --- IPRCC Director General Zuo Changsheng was invited to attend the International Seminar on “Aid, Emerging Economics and Global Policies” and made a keynote speech titled “How Can International Development Cooperation Better Promote Poverty Reduction and Growth: China’s Experience”, during the session on “Aid and International Policies”. The seminar was co-sponsored by the Swiss Agency for Development and Cooperation, the Chinese Academy of International Trade and Economic Cooperation and the Graduate Institute of Geneva.
3 February 2012 --- IPRCC and the World Bank’s Social Development Department jointly organized the “Social Inclusion” workshop.
17 May 2012 --- James Putzel, Professor at the Department of International Development, London School of Economics, UK, was invited to attend the 9th Seminar Series on “Frontiers in Development Studies” and delivered a keynote speech titled “Reflections on China’s Growing Role in International Development”.
3 June 2012 --- China Philanthropy Research Institute and IPRCC jointly issued the Discovery Report: Emerging Issues and Findings for Child Welfare and Protection in China (2012). Dr. Wang Xiaolin, Head of the Research Division of IPRCC gave a brief introduction to the book.

Training: Sharing experience in poverty reduction and making common progress through training and learning
In order to build the capacity of the developing countries and regions for self development, and based on the global poverty reduction needs, IPRCC provided further international poverty reduction training to share China’s successful experience in poverty reduction with other developing countries. The training covered multiple areas, including the theories, policy measures, research methodologies and practical skills in relation to poverty reduction and development. By the end of 2012, IPRCC had hosted 54 sessions of international poverty reduction seminars targeted to developing countries, which were attended by 1,305 officials and development practitioners from 96 countries in total; IPRCC also developed a series of international poverty reduction training materials, and strengthened the construction of international poverty reduction training bases in Sichuan, Gansu, Hubei, Guangxi, Shanxi and Jiangxi provinces; increased its efforts in the area of mid- and long-term training, including offering diploma in education in collaboration with universities, participating in the formulation and execution of foreign student training and education plans and curriculum design of various partner universities, and making arrangements for foreign students to fully take part in IPRCC seminars.
16 October 2012 --- The 2012 Seminar on International Development Theories and Practices for Senior Officials from Provincial Poverty Reduction Agencies in China, organized by IPRCC and supported by UNDP and China International Center for Economic and Technical Exchanges, was held in Beijing.
13 – 27 April 2012 --- Participants in the “Seminar on MDGs and Sustainable Poverty Reduction for Developing Countries” visited the industrial development project in Dazhangshan Township, Wuyuan County, Jiangxi Province.
17 – 29 September 2012 --- The Seminar on “Capacity Building in Poverty Reduction”, sponsored by IPRCC, organized by the Korea-China Cultural Association (KCCA) and Sangmyung University, and supported by UNDP and China International Center for Economic and Technical Exchanges, took place at the Sangmyung University in Seoul, South Korea.
3 - 12 May 2012 --- Participants in the “Seminar on Development-oriented Poverty Alleviation and Practice for Officials from Francophone Africa” visited the industrial development project in Raozupu Village, Dingjiaying Town, Danjiangkou City, Hubei Province.
5 – 19 June 2012 --- Participants in the “Seminar on Integrated Rural and Urban Development and Poverty Reduction for Asian Countries” visited coordinated urban and rural development projects in Sansheng Township, Chengdu City, Sichuan Province.
9 -10 July 2012 --- Participants in the “4th China-International Fund for Agricultural Development (IFAD) South-South Cooperation Workshop on Rural Development and Poverty Reduction” visited Fengrunze Modern Agriculture Demonstration Zone in Jinzhong City, Shanxi Province.

Based on close cooperation with our BoT members, IPRCC actively interacted with international poverty reduction organizations, with the cooperation network being increasingly larger, work relations growingly closer and new partnerships constantly expanded. IPRCC successfully held the Global Poverty Reduction and Development Forum,, China-ASEAN Forum on Social Development and Poverty Reduction, and China-Africa Poverty Reduction and Development Conference. By the end of 2012, IPRCC had received 14 foreign visiting delegations and sent 20 delegations to 13 countries. Thanks to those exchanges and seminars, IPRCC has expanded its influence in the developing world.

Cooperation: Working together to promote poverty reduction and eliminate poverty from the world
On the basis of conducting research, organizing training and promoting exchanges, IPRCC has been actively expanding its cooperative relations with African, Latin American and Asian countries. It has signed cooperation agreements with relevant government departments of Tanzania, Colombia and Mozambique, and signed strategic cooperation agreements with the China Kingho Group and China-Africa Agricultural Investment Co., Ltd. IPRCC also established a village-level poverty reduction learning center in Peiyapeiya Village, Morogoro Province of Tanzania, and established a “four-in-one” mode of poverty reduction cooperation covering policy consultation, joint studies, capacity building, and pilot demonstration.

Information: Sharing Information Resources and Building a Knowledge-sharing platform
With the ardent support of various related parties, IPRCC has continuously enhanced its information service capacity, improved its website, its poverty reduction database, its online service and its other information platforms, and constantly strengthened its long distance training capability. A network platform for international poverty reduction information exchange and sharing has been preliminarily established. Under the wide attention and support given by various social circles, IPRCC has also improved its external publicity and exchange work, and strengthened the collection of China’s experience in poverty reduction.
1. Editing and publishing the Yearbook of China’s Poverty Alleviation and Development 2012
IPRCC edited and published the Yearbook of China’s Poverty Reduction and Development (2012) which includes 246 paper contributions, 53 pictures and 1.06 million words altogether. As a large and comprehensive yearbook managed by LGOP, the Yearbook of China’s Poverty Reduction and Development is a historical document reflecting the status quo of the poverty reduction cause, and an important platform which annually publishes the legislation and key documents related to poverty alleviation and development of the Party and State, chronicling the status quo of development as well as releasing authoritative information in this regard. In order to share China’s experience in poverty reduction with a world wide network of organisations and personnel engaged in or caring about poverty reduction, IPRCC also arranged for the yearbook to be translated and published in the English language version.
From the 23rd to 25th of May 2012, the review meeting of the “Yearbook of China’s Poverty Alleviation and Development (2012)” was held in Xi’an, with the participation of nearly 100 representatives from various ministries and commissions, subsidiary bodies of LGOP, poverty alleviation offices of various provinces, cooperation offices of the relevant provinces and cities, and the related enterprises. After the event, the delegates visited the Xiangyu Village of Chang’an District, the site conducting programs for village-based development and relocation-based poverty reduction to learn about local best practice.2. Constantly improving the online services (website, new media, such as blogs and social media such as weibo…)
In order to help visitors keep better track of the latest trends in poverty reduction, IPRCC’s newly added weibo column on its homepage since 2012, enables people to leave messages, exchange information and views concerning poverty reduction. It also facilitates interaction between internal and external staff. The website can now also be used as a mobile ultimate access platform, which people can visit using their iPhones to keep up to date with the latest information about poverty reduction anywhere, and any time.
3. Advancing the building up of a database on poverty reduction
The poverty reduction database was continuously improved in 2012. IPRCC input 2,500 Chinese and English documents, including poverty reduction-related papers written by eight experts, namely, Li Xiaoyun, Li Anshan, Tang Jun, Li Zhou, He Wenping, Ren Jinzhen, Wang Libin, and Zhou Li as well as relevant articles selected by the Compilation of China’s Poverty Study Materials, as well as English documents published by the World Bank, UNDP, WFP and other international organizations. IPRCC also input 1,740 pictures of major events, including the Global Poverty Reduction and Development Annual Forum, the China-ASEAN Annual Forum on Social Development and Poverty Reduction, the China-Africa Conference on Poverty Reduction and Development, the China-African Minister-level Workshop and Celebrity Forum. These documents and photos helped internal and external staff to easily access online data and established a knowledge-sharing network.
4. China and Foreign Poverty Reduction Briefing
China and Foreign Poverty Reduction Briefing aims to provide a reference for the poverty reduction industry. The Briefing was edited by someone responsible for collecting domestic and international poverty reduction information. It was published each week in both English and Chinese versions and distributed to the member organizations of LGOP, BoT members, relevant partners, poverty reduction offices of various provinces and other partners outside Beijing. A great many institutions gave sufficient credit to its reference value. In 2012, 50 Chinese issues of and 48 English issues of China and Foreign Poverty Reduction Briefing were edited and published.
5. Multimedia Demonstration System
The multimedia demonstration system includes 9 modules: About Us, Important Documents, Video, Publications, Events in Focus, Latest Developments, IPRCC Website, Partner Evaluation and Pictures. Nine modules have therefore been constructed so far. The Pictures module input 1,740 pictures mainly taken from major poverty reduction events in 2012.

IPRCC is equipped with 8 functional departments, i.e. General Affairs Division, Research Division, Training Division, Exchange Division, Cooperation Division, Information and Communication Division, Finance Division and Administration Division. As a growing international institution, IPRCC has constantly set up new ideas for development, improved its operational skills and strengthened team building. It also launched public recruitment campaigns for talents, recruited volunteers from international institutions, and asked partners to send technical staff. The multi-channel strategy of attracting new talents has enabled IPRCC to establish a younger, knowledgeable and professional team.

1 June 2012 --- Mr. Inusah Shirazu, a program officer from the Ministry of Local Government and Rural Development of Ghana was invited to give a lecture on Ghana’s rural poverty reduction strategy and social and economic development.
29 June 2012 --- IPRCC organized a seminar for its staff and 10 sponsored overseas students from Tsinghua University, China Agricultural University and Beijing Normal University.
26 October 2012 --- Mr. Mohammad Fazlul Kade, Deputy Director of BRAC delivered a lecture on Bangladesh’s rural development and poverty reduction strategy and policy, as well as social and economic development to IPRCC staff.
24 October 2012 --- Mr. Paul Mwakalukwa, an officer of the President’s Office Planning Commission of Tanzania delivered a lecture to IPRCC staff, introducing the structure of the President’s Office, the framework of government poverty reduction institutions, the evolution of poverty reduction strategy and policy, measures, experience and lessons.

28 July 2012 --- The 3rd China-Africa Poverty Reduction and Development Conference was opened in Dar-es-Salaam, the capital of Tanzania. 21 – 25 June 2012 --- A Chinese delegation led by Fan Xiaojian, LGOP Minister and Deputy Head of the State Council Leading Group Office of Poverty Alleviation and Development, paid an official visit to the Republic of Mozambique. Remarkable achievements were made in all kinds of work in 2012. The capital sources were gradually expanded, funds of various descriptions run properly and budgets for projects were strictly implemented as required.
By the end of 2012, the annual total revenue of IPRCC was 35.9860 million yuan.
Owing to the fact that resources received by IPRCC come from different sources and through different channels,, the IPRCC revenues fall into four main categories:
• The revenue from financial budget on personnel, public funds and funds for special projects was 21.9825 million yuan, or 61% of the total.
• The revenue from the UNDP projects (including the coordinating revenue from the Chinese government) was 3.9158 million yuan, or 11% of the total.
• The funds for special projects from the Ministry of Science and Technology were 3.2000 million yuan, or 9% of the total.
• The revenue from other items was 6.8877 million yuan, or 19% of the total.
