1 、Hebei introduces eight new financial policies for the establishment of the demonstration area surrounding the capital as poverty relief enters a crucial stage.Recently, the Shijiazhuang Central Sub-branch of the People’s Bank of China
formulated and promulgated the “Guideline on Steps to Establish the Poverty Relief Demonstration Area Surrounding the Capital and to Improve Financial Service in Fuping County”. The Guideline introduces eight policies, including expanding the depth and breadth of financial service at county level, enlarging credit scale, optimizing credit structure, and establishing an all-dimensional and multi-level financial service system for poverty relief. The Guideline also suggests that two billion yuan of special credit funds and two billion reloan funds for rural areas be allocated, and a 30% ceiling be put on the rise of loan interest rate.

2 、Livelihood projects will benefit 1.5 million people as Xinjiang pushes ahead with poverty relief. Seven specialized cooperatives for farmers and herdsmen established last year in Hami, Xinjiang Uygur Autonomous Region have invested six million yuan of mutual funds in six local villages. As is outlined in the 12 th Five-Year Plan, a total of 10.13 billion yuan of poverty alleviation funds will be invested in Kashi Prefecture, Hotan Prefecture and Kizilsu Kirghiz Autonomous Prefecture in south Xinjiang by the state and the Region. By 2015, 1,000 villages and 1.5 million people will be lifted out of poverty and per capita net income of farmers and herdsmen will exceed 6,000 yuan.

3 、Poverty Relief Office of Shaanxi launches a program to assist 10,000 application-oriented talents in the central and western parts of the province.On July 18, the Youth League Committee and Poverty Relief Office of Shaanxi Province jointly launched the program of “Yulu Plan, Yangfan Project (literally Raindrops Plan and Sailing Project) – Helping Thousands of Application-oriented Talents in Central and Western Areas.” The program enrolls students dropping out of
junior or high schools and thus becoming surplus labor from impoverished families in 60 contiguous poverty-stricken counties and areas in Shaanxi and provides them with free education in vocational schools. Young people who return home to set up business with more than three years of working experience after graduation can apply for a 50,000-500,000 yuan of seed fund and micro-credit for start-up business.

4 、Shanxi alleviates poverty with Project of 100 Enterprises Assisting Thousands of Villages for Industrial Development.
The Party committee and government of Shanxi have decided to launch Project of 100 Enterprises Assisting Thousands of Villages in poor areas of the province for industrial development. The project is mainly carried out in two major poverty-stricken areas in Lvliang Mountain and Tai-hang Mountains. By giving support and guidance to over 100 large and medium enterprises, the Project aims to relieve poverty through regionalized and large-scale industrial development in
thousands of poor villages and to double the income of rural residents. It is estimated that by 2020, over 5,000 poor villages will participate in the project and the task of relocating the rural poor will be fulfilled.

5 、Luoyang secures 91 fixed-point poverty relief projects and 1.8 billion RMB during the first half year. Last year, five key counties in the national poverty relief plan in Luoyang, namely,Luanchuan, Luoning, Songxian, Ruyang and Yiyang, were included into the new round of fixed-point poverty relief plan of the CPC Central Committee, government agencies and relevant institutions. Twenty-three directly affiliated provincial institutions, including the United Front Work Department of the provincial Party committee, have also claimed specific poor villages as one-on-one recipients of their
assistance. Currently, the number of projects signed and implemented by all institutions providing support has reached 91, and 1.8 billion yuan of contracted funds are now in place.

6 、Youyang County in Chongqing yields remarkable results from its ecological poverty relief program by developing rural tourism to relocate the poor living in high and remote mountains.It is reported that so far, the number of tourists received by Youyang County in Chongqing has reached 350,000 and tourism revenue has exceeded 4.2 million RMB.
