Four measures were proposed, namely, issuing small-sum subsidized poverty alleviation loans, giving aid fund to businesses, establishing a poverty alleviation mutual aid association and designating technical staff specialized in agriculture and forestry to instruct villagers. The measures aimed at helping rural residents who could not leave the countryside to increase income. The principle of “adapting poverty alleviation measures to each household” was proposed, which means a poverty alleviation plan should be made for each household and even each rural resident according to their own conditions. The goal is to develop two or three long-term and profitable industries for each village and guarantee that each household has one or two sources of income.

    5. “Combating-Poverty Unions”: multiple ways to reduce poverty.Hailun, a county level city in Heilongjiang Province, is a state level poverty-stricken city (county), and has 58,000 able-bodied poor women. To help these women get rid of poverty, the municipal women’s federation created “Combating-Poverty Unions,” a new poverty alleviation mechanism. What distinguishes the new mechanism from old ones, which mostly involve “one to one” aid, is that it adopts “one helps many” and “many help many” and is thus effective in lifting women out of poverty collectively. Up to now, Hailun Municipal Women’s Federation has established 11 such unions with 563 members, who have all been lifted out of poverty.
